OVERVIEW

The Girl Scout Cookie Program is a hallmark of Girl Scouts. People know us for our cookies, but it has also been the largest girl-led entrepreneurial program in the world since 1917! Girls learn how to make financial decisions, manage money, and develop customer service skills—which help them become the strong,PAGE confident women that they all have the potential to be. 4 | COOKIE SCOOP 2022

Goal Setting

Girls learn how to set goals and create a plan to reach them! Girl Scout Cookie entrepreneurs are always on a mission. Whether it’s through an exciting new adventure, a service project to improve their communities, an amazing summer at camp, or an eyeopening STEM activity—the goal is always to power amazing experiences for themselves and their troops all year long, while helping others too!

Decision Making

“I make smarter decisions.”

Girls learn to make decisions on their own and as a team! Girl Scout Cookie entrepreneurs are leaders in the making. They make decisions about how to run and promote their cookie businesses, interact with customers, and spend their earnings. And when it comes time to make decisions in their personal lives, they’ll use what they learned selling cookies to make good choices.

Money Management

Girls learn to create a budget and handle money! Girl Scout Cookie entrepreneurs are always sharpening their money smarts. By running their own cookie businesses, they learn how to make correct change for customers, count and manage their cash flow, and create a budget to fund the experiences they want to have with their troops.

People Skills

“I get a lifetime supply of confidence in every box.”

Girls find their voice and build confidence through customer interactions. Girl Scout Cookie entrepreneurs are relationship builders. Troop Cookie Chair Role Overview As the Troop Cookie Chair, your main responsibility is to oversee the Cookie Program for your troop. That means holding a family cookie meeting, helping girls set goals, managing the troop’s cookie inventory, managing troop finances including making deposits, and distributing girl recognitions.

With this year being unique, follow your Service Unit Cookie Chair’s instructions on how to receive and distribute the materials to your girls. One of the most important lessons girls can learn through selling Girl Scout Cookies is how to set and reach their goals. It’s one of the five key skills built during the Cookie Program.

Host a Family Cookie Meeting Family cookie meetings are critical to the success of the program and required to receive the Troop Bonus. They help provide a foundation of understanding and agreement for both the volunteers and families. Families can talk with their Troop Leaders and Troop Cookie Chair about the upcoming Cookie Program and discuss their goals, learn about forms, share best methods for staying in contact, and agree on roles and responsibilities. We recommend hosting this meeting prior to the start of the program.

Preparing for the Meeting First things first, invite parents to the upcoming Family Cookie Meeting! At least one adult from each family must participate in the meeting. Then, fill in girl order cards with girls’ first name and last initial, troop number, and program dates.

Sample Meeting Agenda Welcome and Introductions ⚬ Give out names, contact information, and hours of availability for yourself and others helping with the Cookie Program. ⚬ Distribute girl packets (depending on how you are hosting your meeting, determine the best way to distribute packets to your girls. Cookies are sold for $5 per package. When taking pre-orders door-to-door, money will not be collected until the cookies are delivered. Parents are responsible for collecting and turning in money. Schedule times that parents can submit the money and always make sure to give receipts.

Financial Responsibility Let parents know that all cookies received by the troop are the troop’s responsibility. Likewise, all cookies received by the girls become the responsibility of the parent—don’t over-extend! Cookies may not be returned or exchanged. Check it Off the List! It is important that parents understand the deadlines for turning in money. When they turn in their money on time, it helps ensure that your troop is ready for the ACH withdrawal. Remind families of these deadlines for turning in money. March 9—Troop Deposit for Initial Order Due March 23—Money Due from Girls to Troops for 2nd ACH April 4—All Remaining Funds Due to Troop

Additional Cookies During Direct Sale Let parents know they can get more cookies if needed. Parents will need to contact the Troop Cookie Chair to get more cookies. Parents are not allowed to pick up cookies from the cupboards unless the Troop Cookie Chair contacts the cupboard to give permission to do so. They can also check with their leader to see if girls in their troop have extra cookies before placing an order!

Planned Orders Explain to parents the benefits and importance of planned orders. Planned orders allow a troop to schedule a pick up on a designated day from any participating cookie cupboard. This allows the Cupboard Manager to ensure the correct inventory to meet your needs. Planned orders must be placed by Sunday at 11:30 p.m. for pick-up beginning Tuesday. This is the only way to ensure troops are able to pick up orders with a reasonable wait time. Walking in or calling in the day of could result in longer wait times. Always make sure to check the hours and pickup process.

Ask Families to Participate in the Cookie Program Let parents know you could use their help! Just ask—most people don’t mind to help if they are asked directly.

Discuss with your families if this meeting should be in person or held virtually. If hosting in person, follow all state, local, and GSMH safety guidelines.

Troop Cookie Chair Checklist Before the Program Receive your Troop Cookie Chair Guide—The Cookie Scoop. Complete training with your Service Unit Cookie Chair. Establish your troop bank account and update your Bank Account and ACH form. Host a Family Cookie Meeting. During the Program January 3: Cookie Go Day! Let’s get started! January 7: First Cookie Merchandise Order Deadline. January 14: Smart Cookies opens at 6 a.m. for troops to choose booth locations. Each troop may initially reserve one premium booth and two non-premium booths. Booths are firstcome, first serve and open in Smart Cookies until January 21. January 17: Deadline for adding girls into Smart Cookies. January 19: Girl Initial Orders are due to the Troop Cookie Chair. January 21: Deadline to submit troop initial order to service unit. January 21: Smart Cookies closes for initial booth choices—confirmations sent. January 24: Service Unit Order Due to GSMH. January 31: Smart Cookies opens at 6 a.m. for the duration of the Cookie Program and troops may sign up for additional booths. Check back often for new locations and vacancies. February 4: Second Cookie Merchandise Order Deadline. February 11-18: Service Unit Cookie Deliveries! Pick up initial order cookies from the Service Unit Cookie Chair on your assigned date. February 11: GSMH Cupboards Open and Direct Sale Period Begins! February 18-20: Celebrate National Girl Scout Cookie Weekend. March 4: Third Cookie Merchandise Order Deadline. March 9: Troop deposit for initial order plus additional cookies is due. March 11: Deadline to submit changes for first ACH. Ongoing During the Program Sort and distribute cookies to girls in troops. If your troop needs more cookies, place order with cupboard through the planned order system—more info on page 40. Use Smart Cookies to manage troop inventory and allocate packages to girls—more info on pages 42-45. Make sure all parents have delivered all initial cookie orders and turned in money. Make sure to record all girl financial transactions in Smart Cookies.

After the Program April 4: All remaining funds due from families to troop. April 6: All final paperwork and recognition orders due to Service Unit Cookie Chair. Final Paperwork includes Troop Balance Summary, Recognition Summary by Girl, 5-Cent Option Form, and Troop Bonus Form. Smart Cookies instructions on page 44. April 8: All Paperwork & Recognition Orders Due from Service Units to GSMH. April 11: Deadline to deposit remaining funds into troop account. April 12: Deadline to submit changes for final ACH. April 12: Uncollected Funds Reports Due. April 15: GSMH will ACH the remaining balance due from the troop account and enter the amount into Smart Cookies. Mid-May: Follow up with ACH debit and credits for those who participated in the extended sale. Pick up recognitions from your Service Unit Cookie Chair. Distribute recognitions to girls!

Extended Sales Period April 4-30: The Extended Sales Period is an after-program opportunity for troops to sell their remaining inventory and continue earning troop proceeds through their troop ship only link.

Distributing Girl Rewards The main benefit of the Cookie Program is the opportunity to learn and practice skills, but we all know the girls are super excited to have their efforts recognized by receiving their recognitions. Girl recognitions arrive in May* to your Service Unit Cookie Chair. They will contact you to arrange for a safe pick up of these highly anticipated items to give your girls! *Subject to change due to impacts of the pandemic.

Managing the Smart Cookies Software Smart Cookies is your best friend during the Cookie Program. It’s where you sign up for booths, order cookies, get your social media link, get your virtual troop booth link, transfer cookies to girls, order rewards, and review your troop finances. Almost everything you do will connect back to Smart Cookies. There’s a whole section on Smart Cookies in this guide starting on page 42. As noted above, the ABC Bakers YouTube Channel is a useful tool when learning and mastering Smart Cookies. ENGAGING GIRLS IN

COOKIE SALES PAGE COOKIE SCOOP Deciding how to sell cookies is 15 one of2020-2021 the biggest decisions girls will make during the program and there are a lot of choices! Be it through her online cookie efforts, going door-to-door in her neighborhood, or contacting local businesses—girls take the lead and learn how their choices impact their goals. 2022 COOKIE SCOOP

Seasons of the Girl Scout Cookie Program Initial Order Period The Initial Order Period happens January 3–21. This is the time when girls can go around with the order cards—collecting orders from customers, but not collecting money. Girls can also start using their My Smart Cookies Social Media Link, calling friends and family, and more! Troops can start using their Troop Ship Only Link.

Direct Sales Period The Direct Sales Period starts when the cookies are delivered in February! This year, cookie deliveries will happen February 11–18. During Direct Sales, in-person sales start, including cookie booths, lemonade style cookie booths, and more. Girls can also use their My Smart Cookies Social Media Link for direct ship or girl delivery sales. Troops can utilize their Troop Ship Only Link, and for Direct Sales Period only—their Troop Cookie Link! Girls will earn recognitions based on sales during the Initial Order and Direct Sales Periods.

Extended Sales Period The Extended Sales Period happens April 4–30 and is an after-program opportunity for troops to sell their remaining inventory and continue earning troop proceeds through their Troop Ship Only Link.

Ways to Participate in Cookie Sales There are many new and improved ways to sell online this year! Girls and troops can participate in the Cookie Program in three ways: in-person sales, digital sales, and a combination of inperson and digital. We strongly recommend that you dive into how to sell online and how it can help your troop. As we get closer to the program, continue checking our website for updated COVID-19 Guidelines.

In-Person Sales In-person sales are an iconic portion of the Cookie Program. At cookie booths, troops learn the 5 Skills and have direct and visible interaction the public by selling cookies in front of local businesses, at community events, or more. More information on cookie booths can be found on pages 26-27. PAGE 18

These are booths with one girl and her trusted adult—a girl can set up a lemonade style booth in her front yard or a central location in her neighborhood and invite neighbors to drop by! Lemonade style booths can give girls more opportunities to achieve their goals, but is not meant to replace the team effort of traditional cookie booths. Troop Ship Only Link. This is a customer order channel that supports prepayment of orders via credit card with cookies directly shipped to the customer from our baker. Also included are gifting options with a gift box and customer card! My Smart Cookies e-Cards. Girls can send unique emails to their customers in their personal address book! Smart Cookies e-Cards are customizable and can be 100% digital sales, offering direct ship to customers. However, the fun doesn’t stop there! Girls can offer girl delivery through one or all of her e-cards—making sure customers can get their favorite Girl Scout Cookies the way they want. Keep in mind, that the girl’s dashboard does not sync with the troop dashboard so the Troop Leader will still need to order the girl delivery cookies.

Combination Sales There are ways to use our digital features to your advantage in boosting in-person sales! Troop Cookie Link. This is a customer order channel that supports prepayment of orders via credit card with cookies picked up at a physical booth location or delivered by the troop. For example, troops can tie your Troop Cookie Link to an existing physical booth sale to promote pre-sales and a drive-thru model of orders for pick up! Troops create a separate "virtual booth" through the troop-secured booth feature in Smart Cookies. Simply modify the location name from the physical booth location when you create your prepay, preorder link (example: “Tina’s Cookie Booth”, and your prepay, preorder Troop Cookie Link could be “Tina’s Cookie Booth Preorders”). My Smart Cookies Social Media Link. The My Smart Cookies Social Media Link is a single link or QR code shared via social media, text, or email by girls and their caregivers. Girls and their caregivers can opt-in to Girl Delivery on the Smart Cookies registration page. That way, customers prepay with credit card, and girls deliver cookies! Getting to Know Digital Sales There are three digital sales links available to girls and troops this year—all can be either a URL or—new this year—a QR Code generated straight from Smart Cookies! These can be utilized for all-digital sales or utilized for a combination of in-person and digital selling. Ready, set, go digital!

Troop Cookie Link The Troop Cookie Link is a customer order channel that supports prepayment of orders via credit card with cookies picked up at a physical booth location or delivered by the troop. The Troop Cookie Link, formerly referred to as Virtual Booth Link, launched in 2021 while the need to remain physically distant was peaking and availability of in-person booths was at its lowest. From drive-thru booth models to troop delivery of cookies—girls and troops embraced a new way to run their cookie bushinesses. We encourage the continued use of the Troop Cookie Link—and new QR code for 2022—as consumers continue to enjoy the convenience of online ordering, curbside pickup models, and easy prepay for cookies.

Things to know about the Troop Cookie Link: ⚬ Prepayment with credit card is the only method of payment for orders. ⚬ The troop must enable the Troop Delivery feature. Delivery will be enabled for all booth locations published to customers. ⚬ This link should be reserved for use within the troop’s delivery radius. ⚬ Troops can tie your Troop Cookie Link to an existing physical booth sale to promote presales and a curbside or drive-thru model of orders ready for pick up! ⚬ Troops can find their QR code and Troop Cookie Link on their troop information page.

Also included are gifting options with a gift box and customer card! How does it work? Here’s the process: 1. Troop shares their Troop Ship Only Link or the new QR code function. 2. Customer orders and pays with a credit card, including some shipping fees. 3. Cookies are delivered directly to the customer!

Troop Responsibilities for the Troop Ship Only Link Include: ⚬ Transfer all packages down to girls before the reward order deadline in Smart Cookies. ⚬ Navigate to My Troop > Troop Information, then scroll to the bottom of the page to find the Troop Ship Only Link (displayed first). ⚬ Access the new QR Code feature through the “Print Handout” button. The Troop Ship Only Link is also how customers can purchase cookies from your troop through the National Girl Scout Cookie Finder! This year, GSUSA and GSMH will be supporting all troops by running paid digital ads to promote the National Girl Scout Cookie Finder. Through this, a customer from anywhere can type in their zip code to order cookies! The National Girl Scout Cookie Finder will show customers a randomized selection of Troop Ship Only Links within or close to the zip code entered—so all troops can get a chance to benefit!

My Smart Cookies Social Media Link My Smart Cookies social media link is a single link or QR code shared via social media, text, or email by girls and their caregivers. Customers can prepay and get cookies shipped directly to them from our baker OR girls and their caregivers can opt-in to Girl Delivery on the Smart Cookies registration page. That way, customers prepay with credit card and girls deliver cookies!

Caregiver Responsibilities for the Social Media Link Include: ⚬ Approving or canceling all orders within 5 days of order placement through email links sent to the caregiver’s email address. Orders cannot be approved/canceled in Smart Cookies. Caregivers should be instructed to add noreply@abcsmartcookies.com to their safe sender email lists. ⚬ New for 2022, a QR code feature is available along with social link. The QR code can be copied and pasted onto custom print materials, such as door hangers, to use for the season. ⚬ Girls and caregivers must provide order totals to the Troop Cookie Chair—they do not automatically populate in troop inventory. ⚬ Caregivers can navigate to My Orders > Share My Cookie Link to find their link.

Notes for Troop Cookie Chairs: ⚬ Troop Cookie Chairs can assess Girl Delivery order demand through the Mobile and eCard Summary Report. Earn More and be a Goal-Getter Girl Scout Cookie Program Credit Girls earn Cookie Program Credit when they sell 150 or more packages of Girl Scout Cookies. The exact amount of Girl Scout Cookie Program Credit earned depends on the total number of packages that each girl sells.

Receiving Girl Scout Cookie Program Credit Cookie Program Credit is not distributed with other recognition items. It is emailed directly to all registered girls that have earned it. GSMH uses the email addresses provided upon registration or renewal—make sure the email associated with your membership is accurate before the Cookie Program begins. If girls have not received their Cookie Program Credit email by the end of July, please contact us. Note: Cookie Program Credit can only be emailed to personal email addresses such as yahoo.com, gmail.com, aol.com, hotmail.com. No medical extensions, .edu extensions, business extensions, etc.

5¢ Option For Troops Junior, Cadette, Senior, and Ambassador troops can earn an extra $.05 per package if they choose not to earn recognition items. Girls will still receive any Cookie Program Credit, patches, and bars earned. Troops choosing this option need to complete the 5¢ Option form—found in the cookie section on our website or by scanning the QR code below. Please submit your form online by April 6, 2022. If your troop is a multi-level troop, Juniors and above can still choose the 5¢ Option. However, additional steps are required and need to be completed prior to January 20, 2022. The Troop Bonus Program is an opportunity for parents, volunteers, and girls to connect with each other and team up to encourage the troop to meet its goals. We have added tiers to the Troop Bonus Program that will allow your troop to earn more actual proceeds! If the troop meets eligibility and requirements for all tiers, troops will earn an additional $.25 per package sold. Tiers are in $.05 cent increments and each tier can be earned separately.

GSMH Secured Booths A majority of booths are scheduled by GSMH and entered into Smart Cookies before the selection begins. Our community partners determine the time and dates when they will allow booths and when that information is released to our members. It is critical that we maintain a positive relationship with our community partners for their continued support of Girl Scouts and the GSMH Cookie Program. Understandably, our partners do not take calls from individual troops if they have already agreed to a Girl Scout Cookie Booth schedule. If you have a question about whether a location has already been contacted, please call your Cookies+ Team. January 14—Smart Cookies opens at 6 a.m. for troops to choose booth locations. Each troop may initially reserve one premium booth and two non-premium booths. January 21—Smart Cookies closes for initial booth choices—confirmations sent. January 31—Smart Cookies opens at 6 a.m. for the duration of the Cookie Program and troops may sign up for additional booths. Check back often for new locations and vacancies. There will be scheduling restrictions in place that allow troops to book only within their own service unit until January 31. Beginning January 31, the booth locations will be open to all troops for the duration of the program. However, you are still encouraged to stay within your service unit area.

Troop Secured Booths Troops are allowed to schedule their own cookie booths—just follow the flow chart shown to the left! Check Smart Cookies for already secured booths in your area. Smart Cookie Reservations In-person Cookie Booths should be listed in Smart Cookies so customers can find you! It also makes accepting credit card payments and allocating cookies to girls easier. Check Smart Cookies to reserve a GSMH Secured Booth for a quick win! For how to secure or schedule a booth in Smart Cookies, please see page 44 for more details! Here are some other tips to keep in mind: ⚬ A cookie booth isn’t reserved without a Smart Cookies confirmation. Outside the Box Ways to Pitch Your Cookie Business Practice makes perfect! Before your girls go out into the world with their order card in hand, help them practice their sales pitch. Their customers are going to ask questions, and now is a great time to practice answering! Girls should also familiarize themselves with the cookie line up so they can describe each different flavor.

Perfect Your Pitch to Businesses Local businesses can be great partners during the Cookie Program. In addition to hosting cookie booths, try perfecting your pitch to local businesses! Do you know a local business owner? Our delicious cookies are great for employee appreciation and can also be purchased for customer appreciation.

Guidelines for Success on Selling to Businesses: ⚬ Businesses cannot sell cookies for girls, but they can host girl-attended booths! ⚬ Businesses may never buy cookies to resell them, but they can buy them to use them to giveaway as customer or employee appreciation! ⚬ Be sure to practice your pitch and always speak to the manager before approaching customers, employees, or setting up a troop secured booth.

Perfect Your Online Pitch Today’s Girl Scouts are tech-savvy! Girls may promote their Cookie Business on their personal social media pages with a caregiver’s guidance and permission (ages 13+). Promotion can even begin prior to the start of the sale letting friends and family know that “Cookies are Coming!” Just remember, no orders should be taken before the program starts. For girls under the age of 13, caregivers can promote their Girl Scout Cookie Business, but girls should be involved in the process—for instance, she can share her goals, photos, or artwork, and messages of thanks. Remember, customers are getting more than delicious cookies—they are supporting the development of female business leaders!

Guidelines for Success on Online Selling: ⚬ Personal emails or street addresses of girls should never be used online. ⚬ Girls 13+ older may use social networking sites such as Facebook and Twitter if they have caregiver permission and adult supervision. ⚬ Under no circumstances can girls or their parents sell or take money for the Girl Scout Cookie Program through online sales sites such as eBay, Craigslist, Amazon, Facebook Marketplace, and public buy & sell sites. ⚬ Social media ads or any type of paid advertisements should not be purchased or donated to promote a girl's individual cookie businesses. The media can be a great asset during the Cookie Program. Not only can talking with the media and being on TV be a fun experience, it can get the word out about how to buy cookies, why the public should buy cookies, and more! A great way to start is by researching media stations in your area, and deciding if you would to be on TV, radio, or in the newspaper. Once you have decided which type of media outlet you would like to share your story with, reach out to us and we will help you get in contact with them! As the expert and official representative for GSMH in the media, our Public Relations Specialist will be your teammate, guiding your troop through the process every step of the way.

Guidelines for Success on Working with the Media ⚬ In a meeting set-up with our Public Relations Specialist, you can talk with the reporter before the interview about what questions they have. ⚬ Be prepared to talk about your Girl Scout experience, how Girl Scouts has impacted you, why you are selling cookies, and so on. ⚬ When talking about Girl Scouts, always say, “Girl Scouts” and not “Scouts.” ⚬ When doing an in-person interview, make sure to wear your Girl Scouts uniform. ⚬ When sharing a Digital Cookie link with the media, always use the National Girl Scout Cookie link. A Few Ways to Say Thank You One important aspect of the Girl Scout Law is showing respect and one of the best ways we can offer a sign of respect is to appreciate our customers! Customer appreciation is important for many reasons—it can make our customers more happy than even a box of our delicious Girl Scout Cookies. Happy customers will be more likely to spread the positive news that it is cookie season again, come back to purchase more cookies, and more!

When is the right time to say thank you? Short answer—any time! Of course, always begin by saying thank you as they order, as girls deliver, and at a cookie booth (even if they don’t want to buy a box).

Want to take your appreciation to the next level? Check out these ways to go a little extra to offer thanks! Who knows, you may even create a customer who will be loyal to you and your cookie business throughout your Girl Scout Cookie years. ⚬ Help make each other feel noteworthy! Thank you notes are an easy way to let each other know their help is appreciated! ⚬ Get crafty. Share a SWAP as a thank you. Small gifts with a personal touch can be a meaningful way to show you appreciate their efforts. ⚬ Share it on social. Take fun thank you photos for your girls or your troop to share on social media—try arranging the cookie boxes to form the words “Thank You”! ⚬ Let the girls get creative. Let girls decide how they want to say thank you to their customers, volunteers, and businesses that have supported their efforts.

Did you know troops can give thanks too? Remember to thank those who are helping you along the way—perhaps set a small budget to have boxes of cookies tied together to thank the hosts who have been hosting your meeting location, thank a presenter who helped at your troop meeting, or thank the traffic guard who helps watch the girls cross the street before your troop meeting. The list is endless!

Withdrawal of Proceeds from Troop Account Money matters! All troops participating in the Cookie Program must have an established bank account. If at any point, you need support with Cookie Program finances—reach out to us! More contact information can be found on page 46. GSMH will withdraw the proceeds that are due via an Automated Clearing House (ACH) debit, following the schedule below. March 9—Troop deposit for initial order plus additional cookies is due. March 11—Deadline to submit changes for first ACH. March 16—GSMH will ACH 30% of the total amount due (initial plus additional cookies) from the troop account and enter the amount into Smart Cookies. March 23—Reminder to families, money due to troop for second ACH. March 25—Deadline to submit changes for second ACH.

March 30—GSMH will ACH 30% of the total amount due from the troop account and enter the amount into Smart Cookies. April 4—All remaining funds due from families to troop. April 11—Deadline to deposit remaining funds into troop account. April 12—Deadline to submit changes for final ACH. April 15—GSMH will ACH the remaining balance due from the troop account and enter the amount into Smart Cookies.

In mid-May a follow up ACH debit will be sent to troop bank accounts for those who participated in the Extended Sale Period.

Money Management and Collecting Money Accepting Checks GSMH strongly cautions against accepting checks from someone the girls or families do not know. If you choose to accept a check, girls should only accept checks with issuer’s name and address pre-printed on the face of the check. ⚬ Checks should be made payable to GSMH Troop #####. ⚬ All checks should be deposited within seven days to reduce returned checks and to ensure the best customer service.

Returned Checks Troops will be reimbursed for returned checks. Troops must provide the original returned check notice and returned check from the bank within 60 days of the date on the check to be reimbursed. Always keep a copy for your troop records. PAGE 34

Be sure to remind caregivers that they are financially responsible for all cookies received by their Girl Scout and cookies cannot be returned. Also be sure to issue a separate receipt for each payment and for any cookies picked up by families. You should keep the white copy for your records and give caregivers the yellow copy. These receipts are important when transferring extra cookies or if you need to submit an Uncollected Funds Report. Remember: ⚬ Girls collect payment from customers at the time the cookies are delivered, unless the customer is only ordering cookies for the Cookie Share Program. ⚬ Caregivers may only get additional cookies once their initial order money has been turned in to the Troop Cookie Chair. During the Direct Sale Period, families should pay for any sold cookies before taking more cookies to sell. ⚬ In the event of a parental divorce or separation, the parent who signs for the cookies is responsible for the payment. Using Smart Cookies to Collect Payments GSMH covers 100% of the credit card fees incurred through the Smart Cookies credit card payment system! Girls can use Smart Cookies credit card system on both iPhone and Android devices to accept payments using the Girl Delivered feature. This feature works for cookies which have already been ordered in the girl’s name. However, in-person orders can be added to the app so that a credit card can be used to pay for them at that time. Don’t worry—cookies won’t be counted twice since they were ordered from the girl and she added them right before she accepted the credit card payment. Troops can also use Smart Cookies system to accept in-person credit card payments at booths that have been set up in Smart Cookies. Money is deposited directly into the GSMH bank account, but the sale and credit for the deposit is recorded in each troops Smart Cookie account.

Other Contactless Payment & Payment Apps Payment apps are a great way for contactless payment. Peer-to-peer apps such as Venmo, PayPal, Square, etc. can also be used for contactless payment from a customer, or from caregivers of girls to Troop Cookie Chairs. The person accepting the payment is responsible for any transaction fees and for getting the money transferred to the appropriate account—just as if you accepted cash.

Bank Service Charges Troops will be reimbursed for bank service charges due to higher activity during the months of February, March, and April. Troops must request a reimbursement and must provide a copy of the bank statement showing the amount of the bank service charges by May 27, 2022 to be reimbursed. Requests, along with bank statement copies, should be scanned and emailed to info@girlscoutsmoheartland.org. 2022 COOKIE SCOOP

Collecting Money from Families

End of Program Funds Girl Scout families are responsible for payment of all cookies that they have signed for. Troops are not responsible for paying amounts owed by Girl Scout families that have not paid the troop—as long as an Uncollected Funds Report is completed with supporting documentation and sent to GSMH by April 12, 2022. If you encounter an issue with money collection, complete the Uncollected Funds Report Form and provide original supporting documentation, detailing your attempts to collect the amount owed. Contact the GSMH Finance Department to determine if additional documentation is required. Cookie Captain You’ll need this supporting documentation: • Signed receipt(s) for cookies dispersed • Signed receipt(s) of any payment received • Brief explanation concerning the amount outstanding or the situation and efforts made to collect How does that affect recognitions and the bonus program? In the event that a girl or troop owes money after April 12, 2022 and no Uncollected Funds Report has been submitted, recognitions and Cookie Program Credit will not be distributed until all outstanding money issues are resolved. The same procedure also apply to Troop Bonuses. No exceptions will be made. Unresolved money issues can result in a volunteer being removed from their volunteer position at the troop and/or service unit level.

Additional Guidelines Fire, Theft, Burglary, And Robbery. Cookies and other items are insured against fire and theft through the point of delivery to the Service Units. Cookies, other items, and related funds become the responsibility of the troops, parents, and girls at the point of delivery. Cookies and other items should be distributed to the girls quickly, delivered to the customers promptly, and the funds deposited frequently to help avoid potential issues. In the event that cookies or funds are stolen, the family and/or troop is responsible for the money that is due for the cookies. In some cases, homeowner’s or car insurance will cover the loss. For this reason, the police must be called and a report taken within 48 hours of the incident. Troop Splits. Troops may not split into two troops during the Cookie Program. If a troop would like to split please contact your Volunteer Support team, and they will help work on a temporary solution until permanent solutions can be agreed upon after the Cookie Program. Initial Orders. When entering the Initial Order Cookies, do not estimate a girl’s order. Troops and families are responsible for all cookies, even unsold cookies. A troop can still order additional cookies for booth sales on the initial order—use the extra cookies line found in Smart Cookies. Do not enter extra booth cookies in Smart Cookies as a girl order. GSMH reserves the right to request a copy of a girl’s order card for verification if her initial order is deemed unusually high. GSMH reserves the right to limit or refuse any cookie orders during the Initial Order or Direct Sale Period. Girl Transfers. If a girl changes troops during the Cookie Program, the cookies must be paid for and/or the new troop must be willing to accept the transfer of unsold cookies into their troop. Funds or proceeds never follow a girl, as troop proceeds belong to the original troop and never become the property of an individual Girl Scout. PAGE 36

How Troops and Girls Get Cookies Initial Orders You will pick up your troop’s initial orders at what is called a Service Unit Pick Up. These pickup locations are towns within each service unit where all the cookies for the service unit are delivered to one location at one time. Your Service Unit Cookie Chair will let you know the date, time, and location to pick up your troop’s cookies.

Cookie Cupboards Cookie Cupboards open in mid-February. Cupboards are a resource for troops to restock on inventory when their initial cookie orders run out. Before heading out to a cupboard, make sure to place a Planned Order on Smart Cookies ahead of time—see page 40 on how to place one!

From Other Troops Transferring cookies between troops is a great way to manage troop inventory, so troops who may have too many of one variety can share with troops who may not have enough. Remember—the Girl Scout Law says to use our resources wisely and other troops are a great resource. This can also be a great way to get cookies when cupboards are closed.

What Cookies Should I Order? You’re heading into the Direct Sale Period. Great! Now, how do you know which cookies to offer to customers? How many of each cookie? Once initial orders are in, it’s time to plan for the arrival of cookies. If you haven’t yet seen a cookie delivery, it’s quite a sight! Many semi-trucks deliver around 75,000 cases of cookies to our Cookie Cupboards, and there’s a great deal of excitement and Girl Scout sisterhood at the pickup sites. We call this first big delivery the initial order delivery. Your Service Unit Cookie Chair will give you instructions on the process, date, and time for picking up your troops initial order cookies. As a Troop Cookie Chair You: ⚬ Arrange the pick up of the initial order. ⚬ Print the order confirmation to bring to the delivery to confirm totals. ⚬ Verify cookie totals by variety at the pickup location. Count with the Service Unit Cookie Chair or designated volunteer before leaving the location. ⚬ Set a day and time for families to pick up their inventory. ⚬ Issue receipts to families for total number of cookies picked up, by variety of cookie.

Getting to Know Cookie Cupboards After you have received your initial cookie order, you will likely need more cookies to fill additional girl orders or for booth sales. There are many cupboards throughout GSMH. This is where you can pick up additional cookies and replace damaged product with the same product variety. See more details on the two types of cookie cupboards below: 1. GSMH Cupboards: These are located at GSMH Service Centers and at different locations throughout our service area. They are open to all troops. 2. Regional Cupboards: These are hosted by service unit volunteers and also open to all troops. Troops must check with the Cookie Cupboard Manager to determine the process for picking up cookies in each location—not all have the same hours or process for picking up cookies.

Tips for a Smooth Cookie Cupboard Experience ⚬ Remove obstacles from your vehicle to ensure it is ready to be loaded. ⚬ Verify the cookie count with the staff and sign the receipt before you leave the building. ⚬ Remember that Caramel Chocolate Chip cookies are not guaranteed to be in stock at any cupboard location.

⚬ Have your order organized and ready to go before your arrival. ⚬ Troops are financially responsible for all cookies transferred from all cupboards throughout the program. ⚬ No returns or exchanges. However, damaged packages of cookies can be exchanged for the same variety. 2022 COOKIE SCOOP

What to Expect from Your Initial Pick Up

An Important Tool: Planned Orders A Planned Order allows a troop to schedule a pick up on a designated day from any participating cookie cupboard. Planned Orders must be placed by Sunday at 11:30 p.m. for pick up beginning Tuesday. This is the only way we can assure that you are able to pick up your orders within a reasonable wait time—walking in or calling in could result in longer wait times.

To schedule a Planned Order in Smart Cookies: 1. 2. 3. 4. 5.

Click on “Planned Order.” Select a cupboard and click “Continue.” Select the date you wish to pick up your order. Enter the number of packages for each variety that you want to pick up (1 case=12 packages). Click “Save.”

The receipt confirmation will state “Not Approved.” This only indicates that your order has not yet been picked up. Once you have picked up your order, it will become a Cupboard to Troop Transfer and show ‘“Approved” on the receipt. Under the Orders tab, you can select “Manage Orders” to review your order—your order can be edited until 11:30 p.m. on Sunday. Once picked up, Planned Orders will immediately appear on your Troop Balance Summary and will be calculated for the next ACH. If you are having someone other than the Troop Cookie Chair pick up cookies for the troop, please provide that information in the Order Reference Field and notify the Cookie Cupboard Manager.

Planned Order FAQs What is a planned order? A planned order allows a troop to schedule a cookie pick-up on a designated day from any participating cookie cupboard. It also allows the cupboard to guarantee the proper cookie inventory to fill the order. How do I know when to pick up my cookies? Scheduled pickup times will be in 1-hour time slots. Please sign up for one of the time slots and a staff person will contact you to set up an appointment during that specific hour. Who can pick up the Planned Order for my troop? As with all cookies picked up from the cupboards, the Troop Cookie Chair is the only person allowed to pick up the cookies unless they provide prior permission for someone else to pick them up. If this is the case, please provide that information in the Order Reference Field and notify the Cupboard Manager. What if I don’t see a lot of time slots? Time slots are a first-come, first-serve basis. As the maximum number of pickups allowed during an hour is reached, that time will fall off the list of available options. What if I want to edit my order? How? Your order can be edited until 11:30 p.m. on Sunday. Under the ‘Orders’ tab, you can select ‘Manage Orders’ to review/edit your order. Do I need calculate Planned Orders differently for the ACH? No. Once picked up, all Planned Orders will immediately appear on your Troop Balance Summary and will be calculated for the next ACH. Our first tip would be to share your own experience with girls. Whether it’s selling in your job or with Girl Scouts, this can help girls see the connection between their Cookie Program experiences and their future careers. But that’s not our only tip! Keep reading for more. ⚬ Maintain good records! Always issue receipts any time cookies or money are exchanged. Keep all receipts until at least December 31, 2022. ⚬ Allocate cookies to girls often to ensure that you have a full picture of unsold cookies with both your troop and each girl. ⚬ Set a weekly schedule with families to check on the amount of cookie inventory your girls have on-hand. Set the expectations for communication and inform families of what you will use at your Family Cookie Meeting. ⚬ Friday or Saturday is helpful for planning for the upcoming week or weekend, especially if you need to place a Planned Order or visit a Cookie Cupboard. ⚬ Help with moving cookie inventory between girls. With your eagle-eye view, you’ll know the best connections to make between families to get everyone to their selling goal. ⚬ Remind families that cookies must be kept in good condition and stored in secure areas free of extreme temperature changes, pests, smoke, or other damaging effects. If girls plan to transfer cookies, the cookies can be refused if they do not meet quality standards.

Training guides for almost anything in Smart Cookies can be found in the Cookie Section on our website. But, here are a few basics to get you started.

Before the Program Begins Once you have been trained and set up in Smart Cookies by your Service Unit Cookie Chair, you will receive your log in information. Before the program begins, make sure to update your troop information. This is found under the My Troop icon, you can update the following: ⚬ Troop level ⚬ Proceed plan ⚬ Main recognition plan

⚬ 5¢ Option for Juniors+ ⚬ Troop Recognition Plan ⚬ Contact information, including addresses and phone numbers

GSMH will automatically upload girls to your Smart Cookies roster around December 10. After December 10, 2021, log into Smart Cookies and check to make sure all your girls have been added. Then, enter the number of girls selling under troop information. Also verify your troop’s bank account information in Smart Cookies at this time. If you have a girl that is not showing up in Smart Cookies, please be sure she is a registered Girl Scout, then contact your Cookies+ Team before January 19 so she can be uploaded into Smart Cookies.

Initial Order Period Follow the steps below to place your troop’s initial order under the Orders tab: 1. Select “Troop Initial Order.” 2. Select “Girl” to place orders by individual girl. 3. Click on the down arrow icon to the right of each girl’s name. 4. In the grid that appears, enter initial packages sold for each girl by variety. 5. Repeat for each girl. If a girl is missing, call your Cookies+ Team for help. Do not enter packages under the wrong girl. 6. Optional: Use the booth option to order additional packages in your initial order for upcoming direct sales. You can edit this initial order until the troop order due date, which is listed in red at the top of the Initial Order screen. 7. When your order is complete, slide the “Ready for Review” button to the left to let your Service Unit Cookie Chair know that your order is complete and ready for processing. 8. Once it is saved, the assigned Delivery Station for cookie pick up will be shown at the bottom of the screen. Click to lock it in. Cookie Captain Smart Cookies will automatically round each variety up to the nearest full case after initial orders and extras are entered. The troop is responsible for selling these extra packages. Smart Cookies will also automatically generate a Troop Recognition Order at the end of the sale. 2022 COOKIE SCOOP

Direct Sales Period Track each girl’s monetary transactions throughout the Direct Sale under the Finances tab. Use the “Girl Financial Transactions” option to keep track of money received by each girl. This information will be transferred to the Girls Balance Summary Report, which can be used as a receipt. At the end of the GSMH direct sale period, you must transfer all cookies to girls and finalize your troop’s recognition order. Under the Orders tab, to transfer cookies to girls: 1. Choose “Transfer Order.” 2. For the type of transfer, select “Troop to Girl.” 3. Transfer all cookies from troop to girls, including any unsold cookies. 4. Number of available quantity will decrease as they are assigned to girls. Monitor this until the troop’s inventory is zero. Troop cookie balance must be zero once all packages are transferred. Under the ‘Recognitions’ tab, create your recognition order: 1. Select “Create Recognition Order.” 2. Click “Main Recognition Plan.” 3. Cookie Booths in Smart Cookies Track each girl’s monetary transactions throughout the Direct Sale under the Finances tab. Use the “Girl Financial Transactions” option to keep track of money received by each girl. This information will be transferred to the Girls Balance Summary Report, which can be used as a receipt. At the end of the GSMH direct sale period, you must transfer all cookies to girls and finalize your troop’s recognition order. Scan the QR Code for a video walk through of a Troop Secured Booth! Under the Booth tab: 1. Choose “Schedule a Booth.” 2. A new page will pop up, allowing you to choose from a “troop secured” or “first-come, first-served” booth. A troop secured booth is characterized as booths in front of small, local businesses and a first-come, first served booth is characterized as booths in front of big box stores (Walmart, Lowe’s, etc.). 3. If scheduling a troop secured booth, follow the steps below. If scheduling a first-come, firstserved booth, skip to step number 4. 4. a. Input the business name, address, date, and time. 4. b. You will receive an email stating the booth has been saved but is still in the approval process. 4. c. GSMH will approve your booth. 4. If scheduling a first-come, first-served booth, follow the steps below: 4. a. Input the zip code or town you are wanting to host the cookie booth. 5. b. Available locations will pop up and allow you to schedule using a calendar. Select the date 6. you are wanting to host the booth. Note: these booths are available in two hour time slots. 7. You can only reserve one time slot. Remember: these are first-come, first-served and not 8. every time slot will be available. 4. c. An email will be sent to you as soon as you save your reservation. You will also need to prepare your final paperwork in Smart Cookies under the Reports tab. 1. Select “Current.” 2. Save a PDF or print a copy of your Troop Balance Summary to save for the end of year Troop Financial Report. 3. Print the Recognition Summary by Girl to include in your records. 4. Fill out the online optional forms when needed: 5-Cent Option Form, Troop Bonus Form, and Uncollected Funds Report by April 12, 2022.

Extended Sales Period All Troop Ship Only Link credit card transactions will automatically calculate troop proceeds in Smart Cookies. Troop proceeds will be deposited into your troop account in mid-May. If you plan to sell any leftover cookies during this time, and take any cash from sales, you will need to deposit that into the troop account and prepare for the final ACH on April 15, 2022.

Helpful Smart Cookies Reports Smart Cookies allows you to run various reports to help you track your Cookie Program. Reports are located under the Reports tab and are generated in real time—as soon as information is entered, you will be able to view it in a report.

Troop Balance This report shows all cookies that are received/transferred as well as troop proceeds, per girl averages, and what amount is owed to GSMH after all ACHs are complete. The report should show a $0 balance for the troop.

Girl Cookie Totals Summary This report keeps track of all cookies received by each girl. All cookies sold during the initial order or direct sale are credited to girls.

Girl Balance Summary In Smart Cookies you’ll enter the amount of money that has been paid by the parent for each girl. This report should show a $0 balance due at the end of the program. This report must be completed to ensure recognitions are correct. If a girl owes money, this report will help you document what has been paid and how much is still owed.

Mobile and E-Card Summary This report keeps track of orders made off of a social link or girls’ dashboard for girl-delivery. These must be manually added to the girls initial order.

Recognition Order Summary by Girl After all cookies have been transferred to the girls, you will want to run this report at the end of the program to show what recognitions have been earned by the girls.

Transfer Order Summary This report shows all transfers, such as cupboard-to-troop, troop-to-troop, etc.

Track Cookie Share This report will show you the number of packages collected for the Cookie Share Program. 2022 COOKIE SCOOP
