Welcome to the Africa Security Symposium (ASEC2021) Post-Event Report where on behalf of GRV Global, I would like to take this opportunity to sincerely thank all those who participated in this important forum; a series promoting discussion and solutions to continent-wide security and peacekeeping efforts through public-private partnerships (PPPs). Following a hugely productive few days towards the end of October 2021, this report contains a summary of the various panel discussions, the pre-event procurement and defence attaches workshops, virtual displays, networking and 1-2-1 matchmaking meetings via GRV Global’s virtual platform “PNYX”.

GRV Global would like to pass on our sincere gratitude to the various Government, NGO stakeholders, United Nations’ and agency officials who participated in the discussions across the few days and were committed to meeting with attending delegates throughout the morning and afternoon 1-2-1 matchmaking meeting sessions. Despite having to hold our annual ASEC forum online again, it proved to be a great success, bringing likeminded officials and private-sector delegates together from across the globe; video testimonials of which can be found later in this report. We welcomed almost 300 African and international participants for high-level plenary sessions, keynote speeches, private 1-2-1 matchmaking meetings and a range of networking functions, all convening to further stability and development across the African continent. ASEC2021 commenced with two pre-event Procurement Workshops and a Defence Attaches Workshop. The first was a USAID Funding Workshop led by Matthew Johnson, Industry Liaison of the Office of Acquisition & Assistance’s Management Bureau (M/OAA), followed by the UN Secretariat Procurement Division’s ‘Doing Business with the UN’ hosted by Balakrishnan Amirthalingam, Chief - Global Procurement Support Section (GPSS) in Uganda. Following these, and a first for the ASEC series, we

were delighted to host an Africa’s Defence Attaches Workshop, Chaired by one of ASEC2021’s Co-Chairs, Dr. Phyllis Mihalas, CEO of LEXA Global, LLC. U.S. Army (Retired), alongside Captain M. S. Shettima, DDA (martime) at the Embassy of Nigeria in Ethiopia and Permanent Representative to the African Union. We thank all these institutions for supporting the ASEC series and GRV Global’s ethos of personable engagement; long-standing collaborations are sure to result and ultimately, a stronger ‘Hub’ of actors from across sectors, supporting the regional community. These pre-event workshops were followed by two days of keynote addresses, spotlight presentations, and 6 high-level discussion panels led by field experts and leading stakeholders, as well as 1-2-1 personable matchmaking meetings between public and private sector delegates, providing an opportunity to identify potential solutions, new technologies and partnerships.

U.S. Army (Retired) and Chris Reynolds, Head of Mission of EUCAP Somalia, we were honoured to welcome Opening Keynote Addresses from Ambassador Bankole Adeoye, Commissioner for Political Affairs, Peace & Security at the African Union Commission (AUC), David Haeri, Director - Division of Policy, Evaluation & Training at the UN Department of Peace Operations (DPO). of cooperation and partnerships across the continent, and throughout the COVID-19 pandemic, the complex and ever-expanding landscape of peacekeeping missions which transitioned perfectly to the discussion panels ahead.

Panel 3: Military Operations & Counterterrorism, Chaired by DCD Protected Mobility, discussed the role of regional and international partners in countering rising levels of violence across the continent. Despite a myriad of operations to sedate these vulnerable regions, the direction to peace remains unclear. Panellists discussed the need for coordinated strategies and approaches from political, military and development perspectives to defeat terrorism and protect citizen’s prosperity.

Looking at the discussion panels, of which there were six across the two days, each featuring live Q&A, Panel 1, Chaired by Motorola Solutions, explored Policing the Community - its approach to countering violence and preventing extremism and terrorism. Panel 6: Peace Support Operations, Chaired by the United Nations Office to the African Union (UNOAU), discussed the ever-developing mandate of African peacekeepers, and operation’s growing dependence on partnerships. Considering their critical stability and safeguarding role, more increasingly on the front line, panellists discussed how peacekeepers maintain a measured yet effective and robust operation – on top of the COVID-19 pandemic.

ASEC2021 also featured a further Spotlight Address from Tigist Hailu Asfawossen, Public Relations & Communications Officer at IGAD’s Conflict Early Warning & Response Mechanism (CEWARN), presenting ‘Regional Cooperation on Conflict Prevention in the Horn of Africa Region’. Looking at the discussion panels again, Panel 4 Chaired by Airborne Technologies GmbH, on Regional International Support & Intelligence look at the significance of international support across the region, assisting when and where needed, as a supporter rather than enforcer. Panellists discussed the importance of coordination, whilst looking at the opportunities for strategy improvements and how to benefit from financial support and capacity building etc. Panel 4 also explored the importance of improved intelligence sharing and technology, across Africa but also among western countries, all facing common threats. This was followed by Panel 5: Logistics, Vehicles & Movement, Chaired by Bruisertech, examining supply chain logistics, whether personnel, aid, supplies, or fuel, and whether by land, sea, or air, vehicles and a reliable logistics network proves vital to a timely and effective response, and ability to re-establish peace and protect civilians. And finally,

For two and a half days we were witness to outstanding keynote speakers, presentations, panellists, and you, the audience participants of the African Security Symposium (ASEC2021). We probably all agree that face-to-face is the optimal environment; however, while the global pandemic created roadblocks to travel and gatherings, GRV Global stepped up, created a state-of- the-art virtual environment with “PNYX”, to provide us with a global venue for presentations, discussion, and networking across the private, public, national, and military organizations.

ASEC2021 CO-CHAIRS POST-EVENT REMARKS

Clearly, the security situation in Africa is, and will likely continue, to remain volatile, uncertain, complex, and ambiguous (VUCA), but it is through building professional relationships and networks, through events such as ASEC2021, that we will continue to move forward to address the challenges across the African security environment. Events like this are not possible without the stalwart support of sponsors, presenters, panellists, and as mentioned above, you --- the participants. There is a natural curiosity that brings us all together which created a stimulating environment. The discussions on policing, border security & control, logistical support, peacekeeping and peace support operations, created a new level of academic curiosity, we’re sure. Having the opportunity to host the Defence Attaches Workshop and the Border Control & Security Panel make me (Dr. Mihalas) realize that there is so much more outside of my particular area of expertise that plays a role in the security of Africa.

My heartfelt thanks to Mr. Andrew Dowell, CEO, GRV Global, and Ian Whitty, Event Coordinator, for their supportive and patient staff in making ASEC2021 possible. Further, to the other organizations, such as the AU, UN, US military elements, and other international organizations – private and public alike – THANK YOU. Thank you for the support beyond the presentations, but also for the 1-2-1 meetings and the vendor displays and the willingness to take time for all involved. It is through this type of collaborative efforts that we, as an international community of interest in the security of the Africa continent can come together, discuss various points of view, and perhaps, just perhaps, come to viable solutions to address the many issues we have at hand. AMISOM - AFRICAN UNION MISSION IN SOMALIA

The African Union Mission in Somalia (AMISOM) is an active, regional peacekeeping mission operated by the African Union with the approval of the United Nations (UN). There are also other International Partners in support of AMISOM. AMISOM is mandated to support Somali Federal Government (FGS), mentor the military, and train and mentor the Somali police forces (SSFs). It assists in creating a secure environment for political processes and support humanitarian, early recovery and stabilisation activities. In addition, AMISOM also supports SSFs to combat and degrade al-Shabaab terrorist group and other armed opposition groups, secure main supply routes and population centres. The G5 Sahel group was set up by Burkina Faso, Chad, Mali, Mauritania and Niger to address the many challenges to peace, security and development in the region. Its Special Force (The G5 Sahel Joint Force) is mandated by G5 Sahel members, African Union and the United Nations Security Council to combat terrorism and international organized crime in the region. SOMALI POLICE FORCE (SPF)

The Somali Police Force was established on 20 December 1943. They were the main law enforcement forces in Somalia at that time. However, after independence in 1960, the police were made civil law enforcement forces. Since that time, the Somalia Police Forces have served the public as their main protector. The main duties of the Force include crime fighting, traffic control, maintaining public safety, and counter-terrorism, under the jurisdiction of the Minister of Public Security. After the civil war, the Somali Police Forces were the first security forces to be revived in 2000. Currently, the Somali Police Forces are the main security forces that operate in the big cities, in all member states of Somalia, working with the community. UN MULTIDIMENSIONAL INTEGRATED STABILIZATION MISSION IN THE CENTRAL AFRICAN REPUBLIC (MINUSCA)

MINUSCA has been given an overarching strategic objective: to support the creation of conditions conducive to the sustainable reduction of the presence of, and threat posed by, armed groups in the Central African Republic (CAR). To achieve this objective, the Security Council has given MINUSCA four priority tasks: (i) the protection of civilians; (ii) the use of its good offices to support peace processes, including national reconciliation, social cohesion and transitional justice; (iii) the creation of a secure environment to facilitate the delivery of humanitarian assistance, and (iv) the protection of UN personnel and assets. In addition, the Mission aims to restore State authority and rule of law throughout the CAR, including through security sector reform and the implementation of disarmament, demobilization, reintegration (DDR) and repatriation (DDRR) programs. MINUSCA is also tasked with promoting and protecting human rights and supporting national and international justice. To ensure the Mission can successfully meet its objective and help restore peace in the CAR, the Security Council has asked MINUSCA to adopt more proactive and robust posture. UNITED NATIONS OFFICE TO THE AFRICAN UNION (UNOAU)

The United Nations Office to the African Union (UNOAU) was established by UN General Assembly Resolution 64/288 in 2010. The office has three core aims to: (a.) Enhance the partnership between the United Nations and the African Union in the area of peace and security; (b.) Provide coordinated and consistent United Nations advice to the African Union on long-term capacity-building and short-term operational support matters; and (c;) Streamline the United Nations presence in Addis Ababa to make it cost-effective and efficient in delivering UN assistance to the AU. UNOAU integrated the three existing offices: DPA Liaison Office, the DPKO AU Peace Support Team and the DFS Planning Team for Somalia to support AMISOM, as well as the support component of the UNAMID Joint Support Coordination Mechanism office in Addis Ababa. The Peacekeeping Planning and Management Division seeks to provide coordinated and consistent UN advice to the AU on long-term capacity building and short-term operational support matters, as well as contribute to the overarching goal of enhancing the AU-UN partnership in peace and security. In practice, the Division provides support to the AU Commission in the planning, start-up, management and liquidation of ongoing African Union peace support operations. The main focus of this work, as of mid-2015, is on the management of the African Union Mission in Somalia (AMISOM), as well as on planning and institutional capacity development for future operations through the development of the African Standby Force.
