Bringing public & private sector together for the development of climate-resilient INFRASTRUCTURE SUMMIT infrastructure The Africa Climate Resilient Infrastructure Summit (ACRIS) is now in its third year. On each occasion ACRIS has enjoyed the partnership and involvement of the African Union Commission for Infrastructure and Energy and the World Bank.

The overall objective of ACRIS is to strengthen the capacity of African institutions (including national governments, river basin organisations, regional economic communities, power pools and others) together with the private sector to plan, design and implement investment in the sectors of Energy, Water, Transportation and Agribusiness, so as to increase their resilience to climate change.

ACRIS will assist governments, planners, private developers in Africa to integrate climate change in project planning and design, whilst also introducing international technology and service providers that can deliver on the announced projects.

To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. To fill Africa’s infrastructure gap, some USD 93 billion per year for the next decade will need to be invested. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals, transport corridors, etc.), which may be vulnerable to changes in climatic patterns: water needed for power generation or irrigation may not be available in the amount needed or at the right time; roads may get washed away more frequently as a result of more frequent high rainfall events.

The establishment of an Africa Climate Resilient Investment Facility (AFRI-RES) implemented by the African Climate Policy Centre (ACPC) and the World Bank, supported by the NDF and anchored with the UN Economic Commission for Africa (UNECA) will also be a critical step in this direction. All parties will be playing a very active role at ACRIS and represented at the highest level.

Carbon in Africa

Africa and the Sahel region in particular enjoy a high intensity of radiation. Solar energy has enormous potential to increase access to energy and mitigate climate change. It provides an opportunity to replace kerosene, diesel, and unsustainable use of wood, with major health and environmental benefits.

3) Increasing Coastal Resilience to Climate Change (West Africa) Overview – In West Africa, climate change adaptation efforts and investments have been largely on land use, such as dry forests, agriculture and livestock. In the drier Sahelian areas of West Africa; Landscapes along the coastal areas of West Africa, including mangroves and other forest types, which are highly vulnerable to climate change and under severe pressure from human activities, have not benefited from the same level of attention and investment.

Vulnerability to climatic shocks is especially acute in dryland areas which have a fragile ecology that limits agricultural potential. In these areas, land has already been degraded— de-forested, eroded, and nutrient depleted— over time, increasing its sensitivity to weatherinduced shocks and reducing the resilience of rural populations and ecosystems.

• Vulnerability to climate-related hazards such as droughts and floods • Multiple challenges faced by dry-lands: climate variability, poor infrastructure, land degradation, conflict and political marginalization in addition to the environmental problems in the drylands of eastern Africa • Interventions: support to pastoralist livelihoods, irrigation, support to rain-fed

land management, livestock improvement, agroforestry and sand dune fixation.

• Criteria and indicators of successful drylands rehabilitation, support to forested landscapes and the Africa Resilient Landscape Initiative.

5) Urban resilience Africa’s expanding cities will be increasingly exposed to climate shocks. Africa is already the fastest urbanizing continent, and the rate of urbanization is likely to increase over the next 10-20 years. To avoid locking cities into an irreversible pattern of vulnerability to rising sea levels, floods and other shocks.

• Climate resilience will need to be built into the design and development, not just of cities themselves, but also of the wider range of urban infrastructure that is instrumental to their growth and sustainability, including water supply, drainage, energy, and transport.

• Urban systems need to increase their capacity to absorb environmental disturbances.

• Urban resiliency framework as a model that can be implemented for local planning on an international scale.

• Focusing urban climate resiliency on “systems’ or the physical infrastructure embedded in urban systems. A critical concern of urban resiliency is linked to maintaining support systems that in turn enable the networks of provisioning for populations in urban areas.

6) Climate-smart agriculture

Agriculture is a major economic driver in Africa and key to poverty alleviation and food security.

The impacts of climate change on Africa’s agriculture are already being felt. Africa’s agriculture will need to adapt and improve its resilience to climate change. Climate-smart production technologies and agroforestry, livestock and pasture management not only reduce the impact of climate change but also reduce the net emission intensity of greenhouse gases associated with agriculture, and have the added advantage of sucking carbon out of the atmosphere and storing it in trees and soils.

7) Water resources management (primarily Southern Africa) Failure to integrate climate change in the planning and design of power and water infrastructure could entail significant losses of hydropower revenues and increases in consumer expenditure for energy. Policy dialogue, technical assistance and financial support, with emphasis on the management of trans-boundaries water resources, through the Cooperation in International Waters in Africa (CIWA) program.

Supporting climate-smart agriculture (CSA) by advocating regional CSA initiatives and encouraging CSA practices such as agroforestry and improved livestock and pasture management can reduce emissions and remove carbon out of the atmosphere. African agriculture must strive to dramatically increase productivity, enhance the resilience of farming systems, and achieve lower emissions. CSA can deliver on all these goals.

8) Barriers to Private Sector Investment Building climate resilience into infrastructure investment decisions provides scope to both enhance resilience and avoid the risk of costly retrofitting in future. 9) Climate resilience in practice [Ministerial Panel] Facilitating the construction of climate resilient communities worldwide will require national and international agencies to address issues

In the worst climate scenarios compared with historical climate conditions, stress imposed on roads by precipitation can lead to rehabilitation costs that are 10 times higher.

11) Funding Climate Resilience The Green Climate Fund, for which advanced economies have formally agreed to jointly mobilise 100 billion dollars per year by 2020, from a variety of sources, is formed to address the pressing climate needs of developing countries.

• Submitting workable proposals is the only way to access the Global Climate Fund, the international financing mechanism under the UNFCCC, designed to assist developing countries to support low emission and

scale projects. The challenge for many institutions, that applied to manage the fund, was: how to meet the proposal criteria?

• Overview of major development funds and how can development finance institutions harness public capital to activate private investment?

• Budget allocations: to what extent can national governments fund future infrastructure development in light of potential climatic variance? And how reliable is the role of commercial investors in project finance? Do they have the capacity to meet demand for project finance and investment funds?

• Nontraditional Financing Models: How to finance climate resilient infrastructure projects through non-traditional sources?
