A breath of fresh air An inaugural editorial note on Green Bay’s new alternative weekly newspaper Green Bay has a lot more to it than football, bridges and cheese.

No offense to that trinity, but Green Bay has a bustling and booming art scene, ample local musicians, engaged and active citizens and a whole lot else.

But where do you go to know what is happening in your own backyard? Before today, it was probably pretty messy.

That’s where Green Bay City Pages comes in.

Green Bay City Pages is the city’s only alternative weekly newspaper.

We publish in-print every Thursday. Our paper is 100% free and can be found at grocery stores, convenience stores, restaurants, bars, alleyways and other locations throughout the Greater Green Bay area.

City Pages helps you find out what’s happening in your own city with our literal “big guide” of events. View our Highlights and the full calendar starting on page 12.

Alt-weeklies, as in an alternative weekly paper, are found across the country, with examples of historic papers such as The Village Voice, The Detroit Metro Times, Isthmus in Madison and Shepherd Express in Milwaukee.

Alternative weeklies haven’t really existed in Green Bay, or at least not for some time. Recent memory brings about Frankly Green Bay’s coverage of local entertainment which stopped publishing in 2020 due to the COVID-19 pandemic, The Scene, which halted publishing in 2017. The News-Chronicle (originator of this publication’s parent company) printed a Thursday entertainment section dubbed “Rave!”, but it’s been a hot minute since Green Bay had a voice like ours and we’re ecstatic to be here.

Here at Green Bay City Pages, we’re not afraid to be flashy, loud, opinionated, cover topics no one else is covering and peel back the layers that make Green Bay, well, Green Bay. Green Bay City Pages is owned by Multi Media Channel LLC—the parent company of hyper-local Green Bay newspaper The Press Times as well as our sister alt-weekly paper, Wausau City Pages. We are editorially separate from these publications, but we collaborate with feedback on stories, coffee runs and ideas.

But wait a minute, who am I? My name is John McCracken and I will be the Editor. I’m a journalist by trade but a musician at heart. Before coming aboard with City Pages, I freelanced with The Press Times, The Midwest Center for Investigative Reporting, The Capital Times, Tone Madison, Belt Magazine, Great Lakes Now (Detroit Public Media), Bandcamp Daily and Loudwire among others freelance projects. I love to report on music, art, Midwest culture, environmental concerns, community issues and anything else that catches my eye.

I also love a good hotdog, playing board games and listening to death metal.

As your Editor, I am humbled to champion, curate and work with contributors and artists who care deeply about topics such as public arts funding. Our premerie cover story gives a behind the scenes look at how some local community organizations are working to erase “starving artist” from the public’s vocabulary.

As an arts and entertainment focused publication, we too play a role in how our community sees and interacts with the arts. I look forward to covering this ongoing topic and I hope you do too. As Green Bay’s Public Arts Coordinator Laura Schley told me “we’re stronger together.” Read the full story starting on page 6.

Talking about money and funding can be a touchy subject even when it comes to something as enjoyable as the arts and I thank everyone involved for their time.

I also want to thank local illustrator Carolyn Paplham for her amazing work illustrating our cover issue. She knocked it out of the park.

While Green Bay City Pages is your go to source for events, arts, entertainment and culture, we recognize that these subjects don’t exist in a vacuum. We plan to tackle deep dives into local issues such as infrastructure problems and environmental concerns because we all need to get from point a to point b and we all live on this planet together.

Alt-weeklies also thrive when different community voices are at the table. We have a plethora of columnists lined up for our perspectives and opinion section for future issues. In this week’s issue, political columnist Eric Drzewiecki delves into how local governing bodies waste time and resources “virtue signaling” on a variety of topics across the aisle. Read his piece “View from the right: Virtue signaling isn’t virtuous,” on page 16.

Art on the move

Sculptures planned for Leicht Memorial Park may find new home after city council vote Four sculptures headed for Leicht Memorial Park in downtown Green Bay are now on the hunt for a new home in the district as opposed to the originally planned installment at the Dousman Street park.

Leicht Memorial Park is located in Tax Incremental District (TID) 5. TID funds have to be spent by 2026, and funds need to be committed at least five years before closure of the TID. The Green Bay Parks Commission took up the issue at a Sept. 15 meeting, where the issue was met with a standstill 2-2 vote and passed onto the city council.

At a Sept. 21 city council meeting, Green Bay Development Director Neil Stechschulte said TID 5 is projected to bring in $5 million at the time of closure in December 2026.

The TID funds can be spent on projects in the area such as park improvements, infrastructure, street repair and other efforts to bolster the district. The budget for the sculpture installment, design and other associated costs is $46,500 out of the $5 million.

“I personally believe that we should hold onto those funds or allocate those funds for some of the larger scale projects, like infrastructure and things like that,” West side alderperson Jesse Brunette said. “$45,000 is a rather large amount, so it’s not that I’m against public art, it’s just that given all the other things to make improvements to that district and that business community, I’d much rather wait until the end of this cycle to consider allocating such a large amount for public art.”

West Green Bay alderperson Chris Wery said he would prefer more understanding of what is going on in that area, such as infrastructure needs, before spending money on public art.

“We did as a council pass a public arts fund,” Wery said, ”and it’s my understanding that this isn’t coming from that fund, this is kind of over and above, which is fine, but I think in the future it should come out of that fund that we’re setting aside.”

East side Green Bay alderperson Barbara Dorff said she supported the placement of the sculptures at the park.

“It would definitely be advantageous to have that art in the park and 45 thousand is not a huge significant amount compared to the $5 million,” Dorff said.

Downtown alderperson and On Broadway, Inc. Executive Director Brian Johnson said looking at other locations throughout the district—which he serves— could help disintegrate the problems with giving the sculptures a home at Leicht Memorial Park specifically.

“I think there are other places within TID 5 in particular that maybe have a little bit higher foot traffic,” said Johnson, “where these (sculptures) might have a higher impact rather than trying to cram them all into one place.”

An amended motion passed with two nay votes from Wery and Brunette. Now, the sculptures will potentially end up at other locations throughout TID 5 as

In addition to the survey, Mayor Genrich will host two October town hall sessions (both in-person and virtual where residents can voice their ideas, priorities and concerns related to ARPA funds. As of publication, the town hall dates have yet to be announced.

opposed to keeping the sculptures at the park. The sculptures could settle at the park in the future if other locations throughout the district are not suitable. Currently there are four brick pads at Leicht Memorial Park originally planned for the sculptures, but they do not currently serve as a permanent footing for the proposed sculptures.

Funding ‘HerStory’

The Neville Public Museum was awarded a grant from the Women’s Funds of Greater Green Bay. The funding will help Neville’s upcoming “HerStory” program, which opens in February 2022. The exhibition will showcase the role of women in work, politics and communities throughout the last 100 years. The Women’s Fund of Greater Green Bay is a division of the Greater Green Bay Community Foundation that has provided over $1 million to nonprofits and organizations since 1998.

You get to decide how to spend America Rescue Plan dollars

The City of Green Bay and the city council need your help to decide how to spend roughly $24 million. A survey has been released to get feedback from residents and community members on how to use funds provided by the American Rescue Plan (ARPA). Signed into law by President Joe Biden on Mar. 11, 2021 ARPA provides $350 billion to eligible state, local, territorial and tribal governments to aid in the response to and recovery from the COVID-19 pandemic.

ARPA dollars do have strings attached.

Eligible projects must focus on improving Low-to-Moderate income (LMI) census tracts within the City of Green Bay as well as initiatives that help small businesses and industries hit hard by the COVID-19 pandemic in LMI census tracts.

Investments in capital improvement projects, such as stormwater and drinking water, are also eligible.

“My priority is ensuring residents have a voice in how the City should focus these

investments,” Green Bay Mayor Eric Genrich said in a statement. “This is an unprecedented opportunity for the city of Green Bay to invest in its residents by funding initiatives that will improve their everyday lives. It allows us to improve housing options, support small business, build more climate resilient infrastructure and improve city services.”

Green Bay released a companion vision of how the funds should be used, which included projects that focus on balanced and equitable community development, employee recruitment, investing in 21st century infrastructure and long-term fiscal sustainability.

A collaborative effort between Happily Ever After Animal Sanctuary, Inc, Fleet Farm, Fox Communities Credit Union, TailWaggers Doggy Daycare of Bellevue and De Pere, Green Bay’s Zambaldi Beer and Oshkosh Mid-Morning Kiwanis is accepting entries for Green Bay’s NEW Top Dog 2022 fundraiser.

Northeast Wisconsin Top Dog is a online, vote-driven contest where pet owners submit photos of their dogs and the public vote for the cutiest, goofiest, silliest or all of the above local pup.

The winning mutt (and their owner) will pick the style of the Zambaldi Beer’s NEW Top Dog 2022 specialty beer, customize the specific recipe and have a beer named after their dog. Other prizes include a $500 Fleet Farm gift card, beer for a year from Zambaldi, a host of pet grooming supplies and an entry into the national championship round of Top Dog. Dog owners pay $10 to submit their pup into a photo contest and the proceeds are donated to Happily Ever After Animal Sanctuary. The public votes ($1 per vote) on their favorite dog. Green Bay state assemblyperson Shelton co-authors gun safety bills

State assemblyperson Kristina Shelton (D-Green Bay) announced two bills in the state assembly she helped co-author.

The two bills, LRB 3007 and LRB 2751, would require universal background checks on firearm purchases or transfers in the state as well as outline a process an extreme risk protection ordinance (ERPO).

ERPOs allow family and household members, as well as law enforcement officials to have a process for courts to remove firearms for up to one year from a resident who is a danger to themselves and others.

Nineteen states throughout the country have passed similar legislation.

“We suffer the losses of over 600 people in Wisconsin yearly due to gun violence,” Shelton said in a statement, “and annually more than one thousand of our friends and neighbors in our state face non-fatal gun injuries that can have lifelong impacts on their physical and mental health.”

A cautiously rising curtain

Local performing arts centers have announced their fall seasons.

A year and a half later, the world of on-stage theater looks both different and the same.

When the “c-word” (COVID-19) dropped its proverbial bomb on the world last year, performing arts centers went dark.

Live theater, an artform that has survived black death, cholera and disco suddenly had to exit stage left with no direction as to when to return. Like an understudy in the wings, the art form sat waiting.

And while the curtain is rising again for regional performing arts centers’ 2021-22 season, it’s not without caution and questions. Reminiscent of March 2020, the questions continue to flood in “on a daily basis,” Kelli Strickland, Executive and Artistic Director of the Weidner Center for the Performing Arts said.

“I get several communications a day from people wanting to share their viewpoint – and it’s everyone,” said Strickland.

“Not just the audience but artists, promoters, agencies. We’re getting it from all directions.”

Strickland said the Weidner Center is suffering the same side-effects most businesses continue to struggle with, such as staffing.

“All of the agencies that we deal with, even the big ones, are woefully understaffed and haven’t recovered yet,” Strickland said.

Beyond the staffing issues, she said another issue plaguing performing arts venues is the varying opinions on how to bring the audience back together.

“We want to create this joyous celebration of bringing an audience back but it’s really fraught,” Strickland said.

“We have our first concert at the end of September. Maybe if you talk to me the morning after, I’ll say ‘oh it was all kinds of celebration and joy,’ but in between now and then it just feels like a lot of logistical challenges and trying to maintain relationships with people who disagree with what we’re doing or wish we were doing it a different way, still we carry on,” Strickland said.

The show goes on

Maria Van Laanen, President and CEO at the Fox Cities Performing Arts Center in Appleton noted that finding a way to carry on is what is crucial right now.

“We are still very much living in a pandemic,” Van Laanen said, “and I think what we’re realizing at this stage is we need to figure out how we can go on living while we are in this very tenuous situation, so caution is the name of the game, and continued flexibility.”

Strickland agreed with Van Laanen that flexibility was the mantra they adopted while navigating the unknown over the last 18 months.

“We joked,” Strickland said, “one day we (she and the staff) were learning how to be

a surge testing site and dispose of hazardous material, and the next day we were video editors. … Then the whole receiving department got knocked out with COVID -19, so we were on the loading dock. … Our mantra was just to be of service to the community, whatever that looked like.”

Van Laanen said she found creative ways to stay connected with her staff over the course of the last 18 months.

“We still had monthly virtual gettogethers, Van Laanen said. “We had some serious conversations but we had some fun along the way doing virtual game shows and stuff like that so we could stay connected.”

The way performing arts centers stay connected to their community and audience has changed, especially at the start of the Fall 2021 season as the pandemic remains a factor in their decision making.

“We have said since the beginning of this pandemic journey that our number one focus is doing everything to protect the health and safety of our team (staff, volunteers, the community, the performers) and anybody who walks through these doors,” Van Laanen said.

“How you do that has changed over the last 18 months and will continue to change. So, it’s recognizing that whatever is the most prudent decision today may look different two months or six months from now. And continuing to seek out the latest information because what you did the last time you came here may not be the thing that you’re doing next time you come.”

to take live performances and try to share the experience with audiences via video production or in a virtual format is a whole other art-form Strickland said.

“The biggest difference in a video product versus a live performance is in a live performance the audience is the editor,” Strickland said. “They’re choosing what they look at and you have all these tools available to play with and help tell the story.”

Both venues recognized having to learn these skills has helped them develop an understanding for how to enhance the audience’s experience in ways they hadn’t before the pandemic. The virtual experience has also been useful in bringing educational programming to area schools.

Most schools are working really hard to stay in person,” Van Laanen said, “but it’s possible that they will have students going in and out because of quarantines. By having (us) virtual content, it allows students to be reached wherever they are.”

‘The most responsible thing we can do’

While some things have changed, the hope is for the nature of live theater to remain the same. Van Laanen said this is possible but still requires those coming through the doors to take precautions.

“What we’re recognizing is that the nature of the business has not changed – it is live in person, side by side, to experience people singing and speaking in front of you, so what we need to do is we need to make sure everybody is masked,” Van Laanen said. “Of course, performers will not be wearing masks, but there is some separation from the performers to the audience. So, we are

going to be requiring everybody who comes into the building to wear a mask.”

And, just like the performers on stage, she noted the role the audience plays in making these experiences possible.

“We can get back to these amazing experiences and keep them happening if we each recognize that we play a role,” Van Laanen said, “not only in our own health but in taking care of those around us and not everybody has the ability to make the same choices. We need to think about the most vulnerable people in our community and choose to keep them safe.”

Van Laanen cited leaning on the science and research from health officials throughout her decision making, which has not come without its own quarrels.

“None of this unfortunately is without controversy,” Van Laanen said, “and all we can do is follow the science and the CDC regulations. … Sometimes those decisions may not be popular in the general public’s view but at the end of the day if we can turn and say, ‘these are the scientific facts, this is what is leading to our decision making,’ that’s the most responsible thing we can do,” Van Laanen said.

Both Van Laanen and Strickland know the one thing the arts does is bring hope, and they both hope for a future that is less fraught.

“I know for sure there will be interactions and moments that offset that (the challenges from the last year and a half),” Strickland said. “Because the truth is I have never had an experience where I sat in an audience and wasn’t moved by the courage and vulnerability of an artist getting up in front of you in person and sharing their gifts.”

Van Laanen said it is the hope the arts bring us that is needed now more than ever.

“Something that came crystal clear,” Van Laanen said, “and I heard it so many times as we were going through this, is the absolutely vital role the arts play in our overall humanity. It is an opportunity for us to process hard things. It’s a great way for us to heal from the pain that we’re feeling because it gives us a chance to look at it and embrace it and then, hopefully, move on.”

Green Bay’s art scene has made strides in recent years.

The road isn’t always easy.

We’ve all seen them.

The brightly colored bridge found near the corner of Main and Monroe Street, welcoming patrons to the Green Bay arts district. A giant pelican on the side of the Neville Public Museum. Frida Kahlo’s painted face and flowers on the side of the former Los Banditos Main Street building. An army of illustrated black and white felines decorate a Broadway Street cat shelter. Aaron Rodgers’ smug mug and anointed crown on the backside of the Let Me Be Frank Productions Broadway Street building.

Murals and public art are everywhere in Green Bay. Art is a growing force in the Greater Green Bay area. More and more arts-based organizations and events are forming across the region. And for passersby and residents alike, the influx of art is a welcome sight.

But, in the grand scheme of things, Wisconsin is full of arts funding shortfalls.

Wisconsin rates second to last in the entire country for state funding of public art, according to a 2021 report from the National Assembly of State Arts Agencies (NASAA).

On the other side of the Mississippi River, Minnesota has us and the rest of the country beat with arts funding. Minnesota has the highest percentage of arts funding per capita in the U.S., according to the NASAA.

together on its own.

The event—planned with the pandemic in mind—stretched out over many blocks throughout the district, which allowed people to enjoy the arts and creativity and community at a distance.

“One of our goals in hosting the Mural and Busker festival was to create these opportunities for our local artists of all skill levels to earn an income,” On Broadway Marketing Director Brooke Hafs said. “We wanted to bring in new artists who had never done a mural before, give them that opportunity, see if they like it, see if it’s something they want to do more of, and we hope to provide more opportunities for them in the future.”

After events were cancelled and financial constraints were rampant due to the onset of the COVID-19 pandemic, the entire arts, events and entertainment industry had to adapt. During this time, all On Broadway in-person events were cancelled, causing a drastic gap in revenue.

On Broadway launched a public fundraising campaign in late 2020 where it sought donations to reach a goal of $100,000 ($75,000 from sponsors and $25,000 from individuals) to secure the future of the organization and avoid cancelling 2021 special events. According to the organization’s fundraising page, the individual goal of $25,000 has been met.

In November 2020, On Broadway received a grant for $100,000 as a part of Gov. Tony Evers’ $15 million COVID-19 Cultural Organization Grant Program, which provided funds for organizations whose primary goal is to produce and cultivate cultural disciplines such as music, dance, theater, literature and the visual arts. Brown County arts organizations received more than $544,000 in this grant funding, with the average recipient receiving around $32,000.

On Broadway received sponsorship dollars from Fox Communities Credit Union to fund the Mural & Busker Festival and pay its muralists and buskers.

Specifics on the sponsorship funding were not released, but as a nonprofit,

On Broadway is reliant on grant and/or sponsorship funding, individual donors and volunteers to host successful events.

On Broadway commissioned and fielded muralists, worked with property owners to secure walls and the event unfolded.

Seeking funding for public art is a mess for art-reliant organizations and primarily self-employed artists all throughout the state.

Commissioned artists often work as freelance, contracted employees. Many artists, musicians, writers, designers, muralists and other creative-sector professionals are self-employed. A 2019 National Endowment for the Arts report found that roughly 34% of all artists in the country were self-employed, which is 3.6 times more than other industries.

As part of On Broadway’s event, 10 muralists revamped walls throughout the Broadway District. In addition, buskers— think street performers, magicians, solo musicians with guitar cases full of cash tips and other vibrant troupers— entertained.

Peter Koury was one of those muralists.

Koury is a visual artist with over 30 years of professional experience painting murals, managing set designs and commissioning hand-drawn artwork.

He was born and raised in Green Bay and has worked across the country designing film sets, painting walls at businesses and art galleries, and he even painted a mural inside the home of famed horror rockstar Rob Zombie.

Koury said he’s no stranger to the lack of funding Wisconsin artists wrestle with and he’s unfortunately seen artists leave the Badger State altogether because of this gap.

“There’s some talented people here, but oddly, I just think we lack tremendously,” Koury said.

Koury said he is excited to have his mural’s painted hands in a visible district like Broadway. Koury painted the south wall of the Green Bay Area Public School District Broadway Street building.

A few blocks north, Heather Peterman’s giant dog overlooks Howard Street.

The self-taught muralist, who uses the name Good Energy Art, has been hanging her paintings around the Green Bay area since 1997. Petermen said she lives paycheck to paycheck and is familiar with the idea of being a “starving artist.”

One of her notable paintings is the frazzled black cat on the side of WhiteDog BlackCat Cafe. The cafe recently dropped the BlackCat moniker and renamed itself WhiteDog. In conjunction with this change, the cafe offered Peterman the opportunity to continue leaving her mark on their building.

Peterman said she was excited to be a part of something for the community.

“It’s great for me,” Peterman said. “I mean I’ll have this huge 600 square foot mural in downtown Green Bay and I’ve wanted to do something with this wall for a while.”

She was paid by On Broadway for the event with WhiteDog Cafe contributing a portion on top of that to repair their deteriorating wall.

Koury and Peterman said though they are doing more with less, they both see the event as a way to give back to the community. Peterman said she was happy to help WhiteDog, a business that has helped her showcase her art for more than 14 years.

The Mural & Busker festival was one way for tenured and fledgling artists to gain notoriety here in Green Bay. “We are on a mission to revitalize the Broadway District here,” Hafs said. “That includes focusing on historic preservation, property development, business retention and recruitment. We’re basically trying to create a beautiful, safe environment for people to want to come and play and work and live.”

So where does public art fall into this equation?

Hafs said public art creates safe, clean spaces for people to enjoy and wander through.

“We find that when we analyze revitalization projects in other downtowns throughout the nation, that the installation of public art is a huge contributor to the success of those revitalization projects,“ Hafs said.

Hafs said one way to look at revitalization is the act of making a district a place where people want to come and spend time.

“We created 10 new murals and we wanted to continue beautifying the Broadway District and I feel like now people have just one more reason to come down here and find something beautiful to come look at,” Hafs said.

In a good, non-pandemic year, On Broadway hosts dozens of events.

“Our goal is to draw 400,000 people down to the Broadway District through our events every year,” Hafs said.

Events are in On Brodway’s DNA. The nonprofit’s 2019 W-9 tax filing (the most recent copy of this public, nonprofit documentation) shows both its largest revenue sources and organizational expenses came from special events.

Looking into the future, more murals are likely for Broadway. Hafs said On Broadway plans to host the festival for the next two years.

Small funding, big impact

Looking into the future of all arts-adjacent events in Green Bay, one local artist hopes organizations change the way they approach putting money into the pockets of artists.

Stacey Burkhart is the founder and president of the arts non-profit organization Share, Accept, Grow, Encourage (SAGE), an entirely volunteer operated organization.

Burkhart said SAGE, which was founded in 2017, is rooted in the idea of: for artists, by artists. The nonprofit facilitates events, connects local artists to each other and focuses on economic sustainability for artists.

Burkhart is a vocal advocate for increasing pay to arts across the board.

One tension as a working artist Burkhart herself is familiar with is the idea of exposure vs. (or in lieu of) payment.

An example Burkhart said is an artist getting their painting hung in a gallery. On a $200 piece of art (in a gallery setting), with a $25 jury fee and 50% commission, the artist would take home $75.

However, having artwork inside of a gallery—or plastered on a giant wall in downtown Green Bay—presents an opportunity for artists to get their work out to the public.

“True arts advocacy would center around creating an event where the focus is on the success of the artist,” Burkhart said.

The COVID-19 pandemic took a major toll on the arts and live entertainment industry. Burkhart said despite the horrors of the pandemic, artists forged a new path and community members put financial stock in the success of the people making the work. She saw artists pivot to online sales, virtual classes and live-streamed concerts with digital tip jars.

“In 2020 we adapted so much to make it work, so to speak,” Burkhart said. “I don’t know why we would let that go.”

SAGE also received arts and culture grant funding from the same $15 million pool On Broadway did, but their awarded amount was just under $600.

Burkhart said Green Bay’s art scene is still growing and the emergence of present and public art has been a learning curve for event organizers, patrons and even artists themselves. “We’re so happy to see

people doing something that we lose out on the fact that for some of us, this isn’t a hobby,” she said. “This is seriously a way of living, and it should be something that is afforded to us and valued as a cultural roadmap to who Green Bay could be.”

Arts Wisconsin Executive Director Anne Katz said the issue of compensation for an artist is indicative of the multi-layered arts funding problem in Wisconsin.

Arts Wisconsin is a statewide arts nonprofit that focuses on the creative economy, arts advocacy, developing new arts programming and education.

Katz said the issues encompass a lack of state funding, a lack of national funding and how a changing economy—especially in the wake of the COVID-19 pandemic— complicates the act of putting money directly into the pockets of artists.

“Wisconsin’s arts funding, if you look at just arts funding, has historically been very low,” Katz said.

Katz said frustrations and concerns with how the arts are funded is all part of how artists see themselves inside of a creative economy—meaning self-employed, entrepreneurial focused artists, makers and musicians—benefitting or not benefitting from a robust economic engine in Green Bay. “Green Bay has really been making an effort to be known as something—not only to be proud of the Packers—but to be a creative place,” Katz said. “Is it a perfect system? Absolutely not. But it’s something that people are working on, have been working on and are working on.”

The small amount of funding Wisconsin receives is only one way to look at how to measure the impact arts has on the state and its cities.

The impact of the arts is big. Value added by arts and cultural activities to Wisconsin’s economy was $10.9 billion in 2019, a 3% increase from the year before, according to a US Department of Commerce Bureau of Economic Analysis report.

That same 2019 report shows that the creative economy in Wisconsin beat out the three major industries—beer (63,000), biotech (35,000) and papermaking (31,000)—in terms of jobs provided in the state (96,000).

Of that, $377 million is spent by arts organizations and $280 million was event related spending on items including hotels, restaurants, parking and souvenirs, but excluding the actual cost of admission. Local arts patrons spent on average $30.27, while out-of-state visitors spent $78.

Who’s gonna pay for this?

With all of these compounding factors, different approaches and an enormous statewide impact, who should be responsible for paying for the arts?

Katz said the question is impossible to answer.

“The arts (a more encompassing term than just “art” for a nearly endless range of creative expression) happen whether there is funding or not, because humans can’t help but be creative,” Katz said.

that showcase and uplift the arts, such as nonprofits who rely on funding from public government funding, private funding and earned income such from ticket and gallery sales.

Despite Wisconsin’s history of small arts funding and the uphill battle that follows, Katz said art will happen regardless. The problem, she said, is making sure the arts remain accessible.

“Funding the arts is not just making a performance or exhibit happen,” Katz said. “It’s about investing in economic opportunity, strengthening education for the 21st century, keeping our communities vibrant and bringing people together.”

Simply put, Burkhart said everyone is responsible for paying for the arts.

“There’s no all encompassing answer where one societal entity steps up and suddenly all facets of the arts are successful,” Burkhart said. “But, what I will say, if you are any entity looking to support the arts, let the artist choose how they are to be compensated.”

Burkhart also said she wondered if Greater Green Bay is equipped to pay for the arts and if that was the case, artists who suddenly see that their art is fully supported in their presentation and presence and their talent is valued would do more work.

“I often wonder—as this city sits at the cusp of an artistic explosion—what would happen if today we chose that we all benefit, therefore we are all responsible?,” Burkhart said. “That would involve a lot of listening, and a lot of long-term change.”

Hafs said the act of funding art in Green Bay shouldn’t fall on the shoulders of one organization or person. “(Funding art) should be a collaborative effort between all stakeholders in our community to ensure this is a place where young and growing artists want to invest their time and energy,” Hafs said.

“It should be our priority to cultivate and retain talent in the Green Bay area.”

Working 24/7 and then some

Though one full time staffer seems small, Schley is an outlier in Wisconsin.

Green Bay, Madison and Milwaukee are the only cities in the state with a full-time arts focused employee. Other municipalities have staffers who oversee similar commissions through planning and development departments, but the state’s three biggest cities set themselves apart with a dedicated arts employee.

GBPAC was created in 2017 and was initially funded through leftover funds through the city’s stadium tax in 2017.

The initial funds for the GBPAC have since run out, and the commission is funded by a couple of different avenues including private donations, development block grants and a percent for art measure, which requires 1% of new development property’s estimated value devoted to a public art installation. GBPAC is not funded through the city’s tax levy.

Green Bay and Madison are the only two cities in the state with a percent for art program, which used to be a statewide initiative. Wisconsin’s Percent for Art Program was enacted in 1980, but repealed by former Gov. Scott Walker and the State Legislature in 2011.

The GBPAC also uses money from block grants and private donations to the Friends of the Green Bay Public Arts Commission.

Private donor donations have a lot less strings attached, Schley said.

Block grant dollars are often limited by the physical and geographical area where development is occurring. Community Development Block Grant (CDBG) funds affordable housing projects, infrastructure initiatives and housing improvements associated with an area where growth is occurring. An example of an arts project funded by these dollars is the recently unveiled “Salva Jelly” on Adams Street, a giant, eco-friendly statue of a jellyfish. This funding is allocated to the GBPAC from the Green Bay Redevelopment Authority.

Going into 2022, GBPAC has been allocated $80,000 for new projects—the largest amount in the commission’s

history. GBPAC was allocated $25,000 in 2020 and $20,000 in 2019.

Schley said Green Bay’s art scene is growing. Though this growth is good, varying approaches to funding the arts and its adjacent organizations cause differing visions and tensions to spark.

“All of our arts organizations and artists need to work together,” Schley said. “We’re stronger together. We all want the same thing. We want Green Bay to be a vibrant and culturally active place where artists can make a living doing their work here.”

Making that living, however, is another story. When asked if it is possible for an artist to make a living from their art alone in Green Bay, Schley said the prospect is “rough.”

“I think you need a side job,” she said.

“There definitely are artists that are making it happen.There are full time artists in the area that are doing art 24/7 and then some it seems.”

GBPAC does try to factor this reality into its funding equation. This summer the commission put out a call for proposals for the joint-department Paint in the Parks Project. GBPAC selected a handful of muralists to paint murals on park shelters throughout the city.

The park murals are a lot smaller than the Broadway District’s newborn murals and have a lot more stipulations attached to them. But, that is often the reality when using funding acquired through CDBG and administered by local governments.

Schley said the city’s mural pricing was developed by comparing similar projects across the state and muralists received $1,000 each for their 32 square-foot murals.

“We like to be on par with that cost just because artists need to be paid,” Schley said. “Artists deserve to be paid for their work.”

City of Green Bay’s Public Arts Coordinator Laura Schley said everyone has a responsibility to pay for the arts in some form or another and if an arts-lover can’t put money into the hands of artists, they should advocate for the arts through local and state representatives, invest in art by attending performances and sharing art in their personal circles.

“We can pay for the arts with not only our dollars but with our thoughts, words and actions,” Schley said.

Schley is the only full-time, paid public arts staff member for Green Bay. She works for the community and economic development department and with the city’s Public Art Commission (GBPAC).

Minneapolis surf punk trio The Toxenes head to Green Bay with fine tuned local support. The Toxenes were formed in 2016 by guitarist Monet Wong and bassist/ vocalist Ariel Dornbush. After drummer Madalayn Rowell joined the band, the trio toured the U.S. and Europe in the last few years. Their 2017 debut album “Electric Shock” is full of quick, sharp punk songs and surf guitar riffs. Songs like “Bad Girls Go to Hell” and “Alley Cats” feature squealing feedback and caustic lyrics aimed at a male-dominated world and industry.

The Toxenes are joined by Green Bay indie rock outfit Holly and The Nice Lions and Smart Shoppers. Holly and The Nice Lions are a trio centering around singer songwriter Holly Trasti’s catchy song s tructures and blown out guitars. Face it, your orchids need some TLC. Green Bay Botanical Garden is able to help. Orchids are tricky plants, so Neenah’s Goin’ to Pot Orchids and Repotting Service owner Mary Stewart will be at the class to help.

Green Bay Botanical Garden strongly recommends face coverings for all guests inside of its garden buildings. The buildings open to classes half an hour beforehand and those in attendance are also encouraged to wear weather-appropriate clothes for outdoor programs. The event is $12 to the general public and $10 for Botanical Garden members. Attendees will also be able to purchase orchids and assorted supplies at the event. UW-Green Bay Take Back the Night

Wednesday, Oct. 6 UW-Green Bay campus, Green Bay UW-Green Bay’s Healthy Choices Task Force hosts a campus talk and demonstration to recognize and empower survivors of sexual assault.

As part of the global Take Back the Night initiative, UW-Green Bay students and community members are welcomed to participate in a resource fair, candlelight vigil and a one-mile nighttime walk through the campus.

Event organizers note that the event takes place at the end of the “Red Zone.”

A 2019 Inside Higher Education report outlines the “Red Zone” as the time spanning the start of fall semester through the end of Thanksgiving break.

The report notes 50% of all college sexual assaults statistically occur during this timeframe.

The event will start at 5:30pm with a resource fair at Phoenix Park, a presentation at 6:30pm and a walk through campus to the Phoenix Statue ending in a candlelight vigil. More information about the event can be found at www.facebook.com/ healthychoicestaskforce.

Celebrating 15 years of art and community

Thursday, Oct. 7 The Art Garage, Green Bay Since 2006, The Art Garage (1400 Cedar St) has hosted exhibits, workshops, storytelling events and other opportunities for local artists and citizens to experience Green Bay’s growing art scene.

In celebration of these 15 years, The Art Garage solicited art in celebration of community and will unveil the exhibit on Thursday, Oct. 7. The call for artists was open-themed, so attendees can expect a variety of mediums. From 2D to 3D art, photography, mixed media and more.

The Art Garage celebrates this milestone by setting their sights on the future. In August, the nonprofit organization hired its first executive director, Tania Spofford.

“I’m excited to see what the future holds,” Spofford said in a statement.

“I look forward to growing Cedar Center Arts and The Art Garage into a stronger, thriving arts center.”

The exhibit is unveiled on Thursday night and artists will be present for a proceeding reception. The event starts at 6pm. More information can be found at www.theartgarage.org.

View from the right: Virtue signaling isn’t virtuous

Political columnist Eric Drzewiecki explains how local government meetings devoted to topics local governing bodies can’t tackle is a strain on time, resources and relationships If you’re anything like me, a brief glance at social media always results in exposure to political memes. First, the annoying uncle laughs at a meme of President Joe Biden falling asleep. Then the activist cousin replies with a meme about eating the rich.

Now everyone has exploded at—or even blocked—everyone else.

Regrettably, local politics isn’t that different from social media feeds. Engaged or curious citizens who pay attention to Green Bay City Council and the Brown County Board certainly notice the occasionally intense tit-for-tat exchanges over purely symbolic measures. Eventually these proposals derail entire meetings lost to the latest flavor-of-the-week spat.

In recent years, discussions and typically symbolic-only votes on issues such as marijuana use, gerrymandering, prayer before meetings, racism as a public health crisis, English as our official language, if we should investigate (or support) the mayor because we’re mad (or happy) about an election, if we should ban (or emphasize) Critical Race Theory at schools and if we should make Northeastern Wisconsin a supposed sanctuary for various different causes have made their way into local government meetings.

That’s a lot of virtue signaling—moral grandstanding without any action behind it—for an area still figuring out how to keep our roads repaired on a reasonable schedule.

I’m sure you and I don’t agree on some of the above topics. Maybe we would’ve voted differently if we were in those rooms. But you know what? As differently as you and I may think about those topics, we’re more impacted by the time wasted when governing bodies with no authority to effect change on said topic decide to hold purely symbolic hearings and votes on that same topic.

Of course, not all virtues are equal. But every meeting spent discussing an issue that isn’t solvable by the governing body at said meeting is a missed opportunity to solve real problems at home. And we’ve got no shortage of real problems.

I don’t know about you, but I expect my local government to fix the roads of my city more than I expect it to fix racial tension in the United States. So why do they spend so much time doing the latter?

Politicians – and all people for that matter – use virtue signaling to pretend they’re doing something without actually doing something. Passing an advisory resolution lets politicians tell constituents that they’re one of them.

But advisory resolutions don’t help people.

Fixed roads help people.

a cost— loss of camaraderie.

When deciding to make a statement is worth burning an entire meeting, it does more to alienate dissenting voters than to help people to whom we’ve given purely symbolic gestures. Think about it – how many times have you been more annoyed to see a t-shirt, meme or yard sign with a virtuous message that offended you versus being happy to see one you agree with?

As the seeds of lost camaraderie come back to bear fruit, distrust between fellow citizens rears its ugly head when it comes time to work together to get real things accomplished.

Virtue signaling by local politicians is really the same as posting political memes on social media. No one who agrees with the signal is as positively impacted as the people who disagree are alienated. And next time, we’ll need to work with those freshly alienated people to figure out how to accelerate road repair or optimize freshly vacant buildings of businesses that closed during the thrust of the COVID-19 pandemic. We cannot afford the expense of creating new enemies when the only payoff is a symbolic gesture for a few friends.

At the same time, let’s approach this with humility. How many times have we shared a meme or post and later come to regret it after the fallout? Local officials are no less subjected to the same temptations to show loyalty to their allies.

So the next time your local, elected official wants to make a symbolic gesture declaring Northeastern Wisconsin a “sanctuary” for God, guns or Guatemalans, kindly remind them it’s a waste of time and camaraderie.

And in a world still trying to recover in the wake of destruction left by COVID-19, we simply cannot afford to waste either.

There’s still time to dine at these Green Bay food trucks As summer winds down, here’s a sampling of frybread concoctions and simple burgers found at markets, breweries and parking lots across the city There was a time in Green Bay when street food felt almost exclusive to fairs and festivals.

Over the past few summers the return of food trucks has been as exciting as the season itself. With 2021 returning to a semblance of pre-pandemic times, more and more food trucks were seen throughout the summer. Mobile eateries have been empowered with visibility thanks to tools such as social media and food-based selfies, guerilla marketing and on-demand services became as prevalent as the trucks themselves.

Food trucks also act as a tool for nontraditional chefs to test menus and recipes before debuting them in a brick and mortar restaurant—if that’s the route the trucks take. This offers streamlined convenience to cooks and customers alike.

What’s a smash burger?

Smash burgers are burgers that are, well, smashed against their heat source. This increases the burger’s contact surface providing an even cook,crisp outside patty, and a moist, crumbly interior. The simple menu grants a narrow, which assures a consistently consistent burger.

One place these chefs can test their recipes and quick eats are the plethora of farmers markets found throughout Green Bay. Farmers markets are natural venues for street food.

With the Broadway and De Pere markets coming to a close, it can be hard to know where to turn to find some good street grub.

The Saturday morning market in downtown Green Bay may have a smaller density of trucks than other markets, but long standing local favorite Pila’s Kitchen is always a welcome sight. Plia’s has been my go-to spot for egg rolls since I first had the pleasure of discovering them, and they frequently set up for the Saturday market. Broadway eatery PhoComa is also there, taking a step back from pan-Asian dishes and serving up breakfast crepes and lightly battered cheese curds.

One vendor I’ll miss greatly as the Broadway market comes to a close is The Bay Area Burger Co. Bay Burger Co.

With markets fading from the picture, many trucks are turning to breweries. Since 2019, I’ve noticed more and more food trucks becoming brewery staples in 2019. (That’s how I became familiar with some of my longstanding favorites like Thermal Chaos BBQ and Osorio’s Latin Fusion of Appleton.)

One truck I always seek out at breweries is Frackin’ Hungry food truck. I first approached the bright, ostentatious truck with caution. This was an error.

Despite showy paint, cartoon characters and a name that calls to mind crude oil—their food is fantastic.

Featuring a from-scratch kitchen supported by Bleu Restaurant & Lounge, Frackin’ Hungry turns out street food favorites with a fine dining twist.

Since that first trip, I’ve sampled their fries, brussels sprouts, pork belly street tacos and the Cuban sandwich.

With chipotle aioli, sweet scallions, bacon, and cheese, the Frackin’ fries were perfect comfort food. The fried brussel sprouts were dressed similarly and came nestled under a blanket of garlic aioli, bacon and chives.

The meat on the Cuban is expertly roasted. The well-rendered fat melted in the mouth and imparted savory, meaty goodness. The accompanying, lattice-cut chips are an expressive and welcomed sight. These chips have a superior crunch and handmade flavor that leaves a lasting memory.

The Korean pork tacos had, perhaps, the most robust flavor profile of their dishes. The pork belly comes dressed in two sauces: gochujang and “Rooster Sauce.” Obscuring the pork is a bed of cabbage slaw topped by their “Truck Pickles.” With a little flavor across the board, these tacos bring something to the table for everyone.

Rustique Pizzeria is another operation where the company owns a mobile kitchen alongside a sit-down restaurant. Rustique is a staple of the Wednesday night farmers market on Broadway. Despite their pizza notoriety, their pesto fries made a larger impact for me than their pies. The fries are full of hearty pesto, balsamic and loads of cheese. The pepperoni pizza was good, while their take on the Margherita left something to be desired. Rustique has a sit-down lounge and restaurant in the HowardSuamico area and are on the list of food truck to restaurant follow ups to venture out to.

One more for the road

I can’t talk about food trucks without speaking of Taco Tone’s.

Taco Tone’s is like a magical land where all of your favorite bar food comes on soft, decadent frybread. Tacos?

Frybread. Burgers? Frybread. Gyros? Frybread. Chili dogs?

You get the point. Frybread is just what it sounds like. A midpoint between flatbread and a donut, crispy outside but soft and warm in the middle. The ideal vehicle for nearly anything edible.
