Ratings Justification 1. ACQUISITION – 5 POINTS a. Fee simple – 3 points Property will be acquired via donation and fee simple purchase as shown on property acquisition map in Section 10. b. Motorized – 0 points c. Linear corridor – 2 points Property will be acquired along the existing railroad corridor to construct 2.01 miles of the trail. Includes donation of a Town owned parcel formerly owned by the railroad that was transferred via IDNR donation to the town. See property acquisition map and information in Section 10, and site plan in Section 8. 2. TRAIL DEVELOPMENT – 21 POINTS a. Hard surface trails – 6 points The proposed trail will be developed with a combination of asphalt and stone and is intended for use by cyclists, pedestrians, in-line skaters, and people using wheeled mobility devices. g. Trail length – 4 points The Upland Lions Lake Connector Trail is 2.01 miles long with a point of beginning at an existing parking lot at Lions Park extending west to a point of ending at the Upland 2nd Street pedestrian bridge. See site map in Section 8 and photos in Section 9. h. Trail connections – 2 points The Upland Lions Lake Connector Trail will connect with the Cardinal Greenway, a state-identified priority visionary trail, specifically the section now under development by Cardinal Greenway Gap Committee. It will also connect, via the 2nd Street Bridge, with the local nature trails in Upland Park. i. Visionary trail – 2 points The Upland Lions Lake Connector Trail is along the route proposed for the Cardinal Greenway Gap closure. Cardinal Greenway is a state-identified priority visionary trail. The trail will be the first segment of the gap route to be constructed and will lay the groundwork for the eventual connection between Gas City to the west and Gaston to the south. j. Trail opportunities – 4 points The trail is located in Grant County. This county is considered relatively deficient in trail opportunities based on the map provided with the application guidelines. k. Population within 5 miles – 1 point The population of Upland is 3,866. A USGS topographic map has been provided indicating the trail layout and illustrating the “close to home” nature of this trail. A census map has also been provided for reference. l. First trail in a jurisdiction – 1 point This is the first trail to be constructed by UAGA and as such will be the first trail that will fall within their jurisdiction.


m. Only trail outside 5 miles – 1 point Some walkways and dirt trails exist in the local park however this will be the first hard surface separated multi-use pathway in the area. 3. 5 Program Narrative


Program Narrative A. Project Description The Upland Area Greenways Association (UAGA) is the project sponsor, and will work in cooperation with the Town of Upland, Lions Club and Taylor University to develop the trail as proposed. The Upland Lions Lake Connector Trail project is a 2.01mile long trail that will connect Lions Park Lake, with downtown Upland, and the Cardinal Greenway Gap Closure route in Grant County, Indiana. This project will include the development of a .77 mile asphalt trail along with a 1.24 mile stone trail, both 10’ wide that meets ADA guidelines for accessibility. In addition, the installation of a drinking fountain, benches, bike racks, safety and directional signage, and educational / information brochures are included in this project. The trail will have a Point of Beginning at the existing parking lot at Lions Park and will extend east from the parking lot around the east side of the lake. This section of the trail will be asphalt, approximately ½ mile long, and will include a turnaround loop at the edge of the park for those wanting to do a mile loop. The trail will continue east from the southeast corner of Lions Park as a stone trail, following the north side of a railroad corridor for .32 miles to CR 1050E. The trail will cross the railroad at this existing crossing. The existing railroad crossing will be eventually improved by others, but is not part of the RTP project. On the south side of the crossing the trail will head west following the southern edge of the railroad corridor for another .88 miles. At this point the trail will once again become asphalt and continue west on this alignment for .14 miles to Main Street. A new crossing will be constructed at Main Street and the asphalt trail will extend west another 1.2 miles along the southern side of the railroad corridor to a point of ending at the 2nd Street Pedestrian Bridge. The trail will be appropriately marked and signed for safety and wayfinding. Access to the trail will be provided at Lions Park and on the east side of Main Street, and via the 2nd Street Pedestrian Bridge. A drinking fountain, benches and an entry and rules sign will be installed at the Main Street Access site, which will be constructed on a donated parcel of property originally received from the Town by IDNR. No parking will be provided at the Main Street access site. Benches, bike racks, interpretive sign, entry and rules signage will be installed at the Lions Park trailhead. Restrooms are available at Lions Park along with other park and recreation facilities.


Approximately 1.25 miles of this trail will be constructed along the alignment designated by Cardinal Greenway as the preferred route for closing the Cardinal Greenway Gap. Cardinal Greenway is one of Indiana’s designated Visionary Trails. UAGA is currently working with Cardinal Greenway and the Cardinal Greenway Gap Committee to develop the Gap Trail along the railroad corridor west to a point of connection with the trail in Gas City. This project will be the first step in the overall initiative to close the gap and bring much needed momentum to one of the state’s highest trail priorities. A trail map will be prepared and made available via the UAGA website. The website will also be updated to include information to familiarize visitors with the trail, the Town of Upland, Cardinal Greenway, and other nearby destinations. Information posted will also include safety information, emergency contact numbers and procedures, and trail rules and regulations.

Project Partnerships UAGA is working to develop this trail in collaboration with the Town of Upland, the Lions Club, Taylor University, Our Town Upland, and others. UAGA has support for the project from a wide range of community organizations, local businesses, and residents and is spearheaded by a local group of volunteers committed to its completion.

Project Purpose The purpose of this project is to initiate implementation of the Upland Trail Plan and to begin to close the Cardinal Greenway Gap. This will provide access to a close to home trail for Upland residents and Taylor students and also forge an important long-term link between Upland and Cardinal Greenway.

Needs Upland currently lacks any type of multi-modal trail system for use by local residents. This is a huge need in the community, especially when you include the Taylor University student population. This trail is needed to provide a safe way for residents to move from park to park in their community, and eventually for them to access the full length of the Cardinal Greenway Trail system. UAGA has initiated this project as a way to improve the quality of life for local residents and to capitalize on the potential economic benefits of being located directly on the state’s most popular long distance rail trail. This trail is needed to increase the vitality of Upland, making it safer for students to bike and hike, more competitive for new businesses and more attractive to current and future residents.


The Upland Lions Lake Connector Trail supports the goals of a variety of local plans, including the Upland Community Connection Plan. Plans prepared by the Taylor University, Grant County, and Indiana Economic Development Corporation all focus on the need to provide quality of life incentives as a way to enhance the attractiveness of the local economy to new businesses and promote long-term residential growth. Taylor is known as one of the best “small colleges” in the country and is dedicated to improving Upland with a goal of making it a great “small college town”. The development of trails is a prominent part of the local push by UAGA, Taylor and others to improve the quality of life and amenities in Upland. Upland trails are also supported by the Cardinal Greenway and included as part of their plan for closing the Cardinal Greenway Gap. The need to close the gap has been well documented since Cardinal Greenway development was first initiated 20 years ago. UAGA representatives are currently working as part of the Cardinal Greenway Gap Committee to tackle the tasks needed to close the gap. The Upland Lions Lake Connector Trail not only reinforces local plans and goals but also supports the goals and objectives of both the State Trail Plan and the State Comprehensive Outdoor Recreation Plan (SCORP). The development of multi-use trails that promote alternative transportation is one of the primary goals of the trails plan, and the Upland trail will help meet that goal. The trail’s role in closing the Cardinal Greenway Gap reinforces statewide trail goals, and as part of the Cardinal Greenway, the Upland Trail will also become part of the American Discovery Trail (ADT) and the Northern Tier Transcontinental Bike Route once the gap is closed. The ADT’s goals of developing and managing multi-use trails along the route and providing educational services concerning the ecological, historic and scenic features of the trail will all be addressed by the closing the Cardinal Greenway Gap, in part, with the Upland trail. A connection with Cardinal Greenway will open Upland residents and local workers to over 60 miles of trail and eventually will provide a direct link to many destinations throughout the state.

Benefits The Upland Lions Lake Connector Trail will provide immediate benefits to the residents of Upland and Taylor students. The trail will also provide broader value as an economic, recreation, tourism, and historic/cultural development tool. It will help expand the recreation base in Upland, as well as Grant


County as a whole. Trail studies have revealed that property values increase when trails or parks are constructed in close proximity, and it is reasonable to assume that property located adjacent to or near the Upland trail will experience the same increase. In small communities, there are very few other means of boosting property values, so the trail will plays an extremely important role in Upland’s plans for long-term growth and development. The wellness opportunities associated with walking for fitness are well documented, and creating a trail of this length will provide invaluable opportunities for healthy activities and recreation in Upland. According to the Centers for Disease Control and Prevention, Indiana has one of the highest obesity rates in the nation and walking is a simple, easy way to combat obesity. A recent Eppley Institute study of Indiana trails found that 70% of trail users surveyed said they increased their participation level as a direct result of trails being easily accessible in their own community. Construction of this 2.01-mile trail will provide a huge amenity for those looking for safe accessible places to walk or bike for fitness in Upland. The trail will offer easy access to a safe, quiet, and beautiful outdoor environment. Currently there is limited access to Lions Lake and no walking path around Lions Park. Walkers, runners, and bicyclists will be able to use the Upland trail to enjoy the lake as well as the views of the countryside along the trail route. Creating a trail around the lake and along the railroad corridor will be done in a way that will support biodiversity and ensure that critical habitat remains available for wildlife. The project will also protect and enhance the vegetation around the lake and along the railroad corridor to maintain the quiet solitude of the setting. UAGA will manage and maintain the trail in collaboration with the Town of Upland, Lions Club and Cardinal Greenway, and has the long-term capacity to maintain this trail and related improvements. Finally, interpretive signage will be installed to highlight the history of Upland and the significance of local natural and cultural resources. Interpretive stories and images will allow trail users, residents and visitors alike, to better understand and appreciate local heritage and provide a unique way of showing community pride.

The Best Alternative


This project represents the best alternative to provide a needed trail facility in the project area. It is the only option that provides the necessary connectivity in a manner that is safe and accessible and provides the desired connections. This route also makes best use of the corridor proposed as the alignment for the Cardinal Greenway Gap closure. One alternative to the current project is the Do Nothing alternative, in which the status quo remains unchanged. This alternative does not accomplish the goals of the project and will not lead to increased connectivity and opportunities for activity and recreation. Another alternative considered was to develop the trail on the north side of the existing railroad corridor. While this alternative does accomplish the goals of the project as far as connecting downtown Upland with Lions Lake and opportunities for activity and recreation are concerned, it does not do so in a manner that allows for development of the Cardinal Greenway Gap closure. In addition the north side route requires several street crossings, and in some areas will be routed along the edge of the existing roadway. This alternative does not provide connectivity with the Cardinal Greenway and is less safe for bicyclists and pedestrians. B.

Preagreement Costs

Preliminary Engineering is currently the only preagreement costs allowed for RTP projects. Project scoping, field inventory, mapping and budgeting were developed to support this application, along with the preparation of the application document. However at this time it is UAGA’s understanding that the work conducted does not meet the standard to be considered as a Preagreement Cost, therefore the costs paid by UAGA for these services have not been listed as part of the project budget. Should this requirement change, or the above listed items actually be considered to qualify as part of Preliminary Engineering, UAGA would submit costs incurred as a preagreement expense, as part of an updated project budget. C.

Accessibility

This project will comply with the Architectural Barriers Act of 1968, Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. The trail will be asphalt and will be suitable to support users with mobility impairments including those in wheelchairs. All trail facilities and amenities will be constructed to meet Federal ADA guidelines and AASHTO standards.

Summary of Land Acquisition Procedures (Property Control)

Land acquisition will be required for the 2.01-mile corridor. A total of 5.95 acres of property will be required for the project. All negotiations, appraisals, and easement agreements related to this project will be prepared in compliance with the required standards for negotiated purchases as stated in the Uniform Relocation Assistance and Real Property Acquisition Policies Act.

No federal assistance has been given or is pending for any work within the boundaries of the project area. F.

Life of Facilities

The expected life of the trail is anticipated to be 30 years or more. With proper long-term maintenance and repair this trail and associated trailhead facilities should remain viable for much longer than the standard expectancy.

Program Income

There will be no fee charged for the use of the Upland Lions Lake Trail. UAGA, working in conjunction with the Lions Club and the Town of Upland, will provide all necessary long-term maintenance of the trail and trailhead facilities.

Upland Area Greenways Association is committed to the development of trails in and around Upland, including closing the Cardinal Greenway Gap. In 2014 UAGA produced a community connectivity plan for Upland. Meetings, events and activities have been held to present the UAGA trail plan and solicit community input regarding development, including the construction of the segment proposed for RTP funding. Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion Lower Tier Covered Transactions 1.

By signing this proposal, Applicant is providing the certification set out below.

2.

The certification in this clause is a material representation of fact upon which reliance was placed when this transaction was entered into. If it is later determined that the Applicant knowingly rendered an erroneous certification, in addition to other remedies available to the Federal Government, the Department of Natural Resources (DNR) may pursue available remedies, including suspension and/or debarment.

3.

The Applicant shall provide immediate written notice to its assigned IDNR grants coordinator if at any time the Applicant learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.

4.

The terms “covered transaction,” “debarred,” “suspended,” “ineligible,” “lower tier covered transaction,” “participant,” “person,” “primary covered transaction,” “principal,” “ and “voluntarily excluded,” as used in this clause, have the meanings set out in the Definitions and Coverage sections of rules implementing Executive Order 12549.

The Applicant agrees by submitting this proposal that, should the proposed covered transaction be entered into, it shall not knowingly enter into any lower tier covered transaction with a person who is debarred, suspended, declared ineligible, or voluntarily excluded from participation in this covered transaction, unless authorized by the IDNR or Federal Highway Administration.

The Applicant further agrees by submitting this proposal that it will include this clause entitled “Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion-Lower Tier Covered Transaction,” without modification in all lower tier covered transactions and in all solicitations for lower tier covered transactions.

7.

The Applicant may rely upon a certification of a prospective participant in a lower tier covered transaction that it is not debarred, suspended, ineligible, or voluntarily excluded from the covered transaction, unless it knows that the certification is erroneous. An Applicant may decide the method and frequency by which it determines the eligibility of its principals. Each participant may, but is not required to check the Nonprocurement List on file with the IDNR’s; Division of Outdoor Recreation grants staff.

8.

Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render in good faith the certification required by this clause. The knowledge and information of a participant is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.

9.

Except for transactions authorized under paragraph 5 above, if an Applicant knowingly enters into a lower tier covered transaction with a person who is suspended, debarred, ineligible, or voluntarily excluded from participation in this transaction, in addition to other remedies available to the Federal Government, the IDNR may pursue available remedies, including suspension and/or debarment.

The Upland Area Greenways Association (Applicant) certifies, by submission of this proposal, that neither It nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal department or agency.
