Greetings to our amazing GHDCC members, Spring has definitely arrived in the High Desert! I love the arrival of Spring as it always fills me with a sense of hope and renewal, and an overwhelming urge to garden, clean, and organize. This season motivates me to get outside more and invest in time with my family and colleagues.
The arrival of spring signifies a season of growth and rejuvenation, both for nature and for our businesses and organizations. It’s a time to let the light in and go after new opportunities. As High Desert leaders, it is our responsibility to pave the way for a brighter and inclusive future. I would like to especially thank those members who supported and participated in Leadership High Desert 2024. These classes exemplify the power of relationships and building local awareness and pride.

LABOR COMMISSIONER FAQ TIES PAID SICK TIME OFF TO WORK DAY LENGTH
I understand that the state is now requiring employers to provide more time off for paid sick leave than it did in previous years. My employees work an alternative workweek consisting of four 10-hour shifts per week. How many hours of paid sick leave must I allow my employees to use each year?
You are correct that beginning January 1, 2024, California state law requires additional time off for paid sick leave. Last year, the California Legislature passed SB 616. That bill amended the Healthy Workplaces, Healthy Families Act of 2014 by increasing the time off for paid sick leave from 24 hours or three days to 40 hours or five days.
The amount of time off required can be found in California Labor Code Section 246, which contains the language requiring employers to provide “40 hours or 5 days” of paid time off.
The California Labor Commissioner (which oversees the paid sick leave law in California) has made it clear that this phrase means that the employee is entitled to the greater of either the 40 hours or five days of time off. In its Frequently Asked Questions (FAQ) from December 21, 2023, the Labor Commissioner’s office addressed your specific question.
In FAQ number 2, the Labor Commissioner states that if an employee works 10-hour days, under the new law, the employee would be entitled to use 50 hours of paid sick leave per year.
However, if an employee works only 6 hours per day, that employee still would be entitled to use 40 hours of paid sick leave per year.

Once you are tracking your efforts and can clearly see if you are on track with, surpassing, or falling behind your goals, you can now take a step back and adjust. Are there certain marketing pieces that are performing better than others? Reallocate marketing dollars from under-performing ad sources that aren’t giving you great ROI to advertisements that are bringing in more leads. Don’t spend extra money – use your tracking reports to make better data-driven decisions. The point is – take a look at the data along the way to see how you’ve been progressing towards your goals, track your efforts, and do more of what’s working well. It’s really not innovative news, but sometimes we all need reminding.

The Greater High Desert Chamber of Commerce Legislative Affairs committee plays a crucial role in advocating for businesses through legislative efforts in California. It offers a myriad of benefits to small enterprises and large corporations alike. By actively engaging with state lawmakers, the Chamber works tirelessly to shape policies that foster a conducive business growth and development environment.
One significant benefit is the Chamber’s ability to provide input through letters of support or opposition to legislators regarding the impact on our local businesses. Through strategic collaboration with the California Chamber of Commerce, Inland Empire Chamber Alliance, the US Chamber of Commerce, and our policymakers, the Chamber ensures that proposed laws consider the needs and challenges of businesses across our High Desert region.
Additionally, the Chamber provides businesses with valuable resources and information on legislative developments. Our monthly Legislative Zoom meeting helps our members stay informed about upcoming legislation and its potential implications for business operations.
In January 2024, the Great High Desert Chamber of Commerce approved the creation of the High Desert PAC (HDPAC). For the upcoming election, those who would like to be endorsed as “business friendly” candidates can request to participate in the HDPAC endorsement process. We understand the need to help and protect our businesses, and it starts with those who represent us locally, in the state, and federally.
Overall, the Greater High Desert Chamber of Commerce’s legislative efforts offer businesses a platform to have their voices heard on the state’s economic agenda. MAYOR SCOTT NASSIF - APPLE VALLEY
The Town of Apple Valley is growing, and we have some exciting commercial, housing, and infrastructure projects coming up.
Apple Valley is seeing unprecedented demand for industrial space and has approved an industrial zoning overlay spanning 978 acres along Interstate-15. To support this growth, the Town has established an Enhanced Infrastructure Financing District (EIFD) program. Industrial development is booming, with over 20 million square feet of projects underway, including Covington Development Partner’s 2.5 million square foot industrial campus and Loctek Furniture’s 1.2 million square foot logistics center. Apple Valley is also set to welcome the region’s first ground-up Sprouts Farmers Market, Raising Canes, Mor Furniture, and a Love’s Travel Center.
Polymer Concepts, a niche manufacturer of seals, bearings, and components for performance-critical applications, is expanding in Apple Valley and we are proud to be their home base. Townsend Market is constructing a 7,670-sf rustic metal building for events and a food court with outdoor dining, using repurposed cargo containers as restaurant kitchens. The Commission approved the proposal, deeming its rustic style complementary to existing designs.
Housing initiatives are also progressing, with the recent approval of the 99-home Deep Creek Estates community. The Town is seeing steady growth in infill and semi-custom home construction, tailored to meet the needs of Apple Valley’s higher-income demographics. We have updated our design criteria to facilitate builder-friendly processes.
Despite these large-scale projects, Apple Valley remains committed to supporting its small businesses through initiatives like the Shop Local campaign, providing over $542,000 in grants. Our Parks and Recreation department hosts 35+ community events like the Freedom Festival and is developing the Joseph McConnell, Jr. Park with a $9 million state grant, set to open in mid-2025. Additionally, we’ve invested $1.5 million in ADA improvements at Apple Valley Golf Course, and The Course Bistro and Bar is slated to open this year.
The Town of Apple Valley continues to grow and we are excited for the opportunities that lie ahead. Together, let’s continue to make Apple Valley “A Better Way of Life.”

MAYOR LARRY BIRD - HESPERIA
In March, the City announced a significant milestone in its efforts to bolster economic growth and create job opportunities. Maersk, a global logistics and container shipping leader, chose Hesperia for its site expansion. The company will operate from a newly developed 1.2 millionsquare-foot facility at the Hesperia Commerce Center, located at 8140 Caliente Road. This expansion marks the fourth-largest deal in terms of total square footage signed in the Inland Empire in 2023. Maersk’s investment is expected to substantially impact Hesperia’s job market, creating up to 500 new employment opportunities for residents. This move underscores Hesperia’s growing reputation as a prime location for thriving businesses.
The strategic choice of Hesperia for Maersk’s expansion reflects the City’s favorable business environment, supported by its infrastructure and skilled workforce. Additionally, Hesperia’s convenient access to major highways and ports enhances its appeal to companies seeking to expand their operations.
With established tenants like Modway Furniture, Peloton Exercise Equipment, and Fellowship Logistics, the Hesperia Commerce Center’s total occupied industrial space will rise to approximately 3.2 million square feet. Notably, 13 million square feet of industrial development throughout the City is currently complete or in Hesperia’s permitting and entitlement process.
The City looks forward to further economic development, supported by initiatives that promote business growth within the community.

MAYOR ELIZABETH BECERRA - VICTORVILLE
This is a very exciting time for us in Victorville. We continue to attract businesses from a variety of sectors to contribute to our thriving economy and we’re undertaking capital improvement projects to expand services for our growing community. In March, we welcomed the High Desert’s first-ever Sprouts Farmers Market to Victorville. This leading organics and natural food store will be located on Amargosa Road near the Mall of Victor Valley. Sprouts Farmers Market follows on the heels of a few other large retailers that opened in Victorville like Superior Grocers and Carmax. This year, construction will begin on Victorville’s first-ever Raising Cane’s. It will be located east of Winco along Roy Rogers Drive. Soon, Goodyear Tire will break ground on a 1.3 million-square-foot distribution center at our Southern California Logistics Airport. It will be located just north of the Amazon fulfillment center that opened last year.
We’re also working on a large capital improvement for our community. The City Council recently approved the construction contract for our new Victorville City Library. Our new library will be located in the clubhouse at the Green Tree Golf Course. The design adds an additional 5,000 square feet for expanded children’s programming. Construction is being funded through a $9 million grant we received from the California State Librarian. We estimate construction will be complete in October 2025. We are very pleased to expand and modernize our library services for our growing Victorville community.
We just launched our reconstruction of the two-mile stretch of Bear Valley Road between Amethyst Road and US 395. In addition to reconstructing the roadway, a dedicated right-turn pocket will be added for westbound traffic at Bear Valley Road and Monte Vista Road. This road improvement project should be complete by this fall.
Other capital improvements we have in the works include a new animal shelter and a new police station. We’ll report additional details in the coming months. Learn
