For the past several years, the Grayhawk Community Association (GCA) has continued to work on numerous projects which are intended to enhance and update the look of the community. Phase 2 of the guardhouse project which will bring elements of the design into the neighborhood ramadas and mailbox structure is in preliminary design.
The Retreat Village Association (RVA) wall and fence painting is underway with painting projects in the Peregrine Villas, Peregrine Vistas, Crown Point, Talon Fairways, Monterey Retreat, Talon Point, Avante and Renaissance neighborhoods.
Grayhawk committee members have been very active working on current projects and completing their directives from the Board-approved Strategic Plan Goals set toward the end of 2023.
The management team has been working on many tasks including making homeowner contact for accounts with delinquencies, fielding and processing architectural requests and responding to various homeowner concerns.
Work on the GCA and RVA 2023 audits is nearing completion by the GCA’s auditing firm of Mansperger Patterson and McMullin
I would like to take this opportunity to remind homeowners of several ongoing concerns throughout the community regarding a number of deed violations that are frequently a problem in Grayhawk, especially during the summer months. These concerns are:
LANDSCAPING: Over the past 20+ years, many of the front yards in the community have begun to look “tired”. Now is a great time to take a look at your front yard landscaping and see if it might be time for a makeover or enhancement. As a Grayhawk homeowner, your responsibilities regarding your front yard landscaping include replacing dead or missing plants to meet the minimum plant requirements in the Design Guidelines, trimming plants and trees to avoid overgrowth, cleaning up plant debris (leaves, pods, etc.), and adding decomposed granite to the front yard to adhere to community guidelines.
This is also the time of year we start noticing more properties with weed problems in the front yards. Whether you are a part-time or full-time
homeowner, front yards must be maintained year round. Allowing front yards to become overgrown or weed infested is a detriment to the entire neighborhood.
PETS: We would like to remind dog owners of some policies and courtesies to be aware of:
• The City of Scottsdale and Maricopa County have strict leash laws. All dogs must be on a leash no longer than six (6) feet at all times in areas outside of your backyard. This includes all parks and common areas. We have had several occurrences of residents and/or their dogs being hurt by offleash dogs. This is for the safety of the dogs and the residents. If your dog is off-leash, you may be cited and face a minimum $100 fine from the City of Scottsdale. The City of Scottsdale has offleash dog parks at the following sites:
– Horizon Park, 15440 N. 100th Street – Chaparral Park, 5401 N. Hayden Road
• Please remember to pick up after your pet. The Grayhawk Community Association has installed over 40 pet stations throughout the community to provide you with bags to pick up after your dog. Grab a bag as you pass a station and be sure to deposit the waste in a trash receptacle. Do not leave pet waste bags in the common area or on the sidewalk (believe it or not, this does happen).

HOMEOWNER FORUM: A homeowner complimented the maintenance team as he had recently observed them doing a great job cleaning and detailing the mailbox bank in his neighborhood.
DEVELOPMENT COMMITTEE: Paul Alessio and James Ball shared information regarding developments in the area. Portico, a luxury condominium development on Loop 101 and Scottsdale Road, is sold out and residents are anticipated to start moving in late Summer. The former Bed, Bath & Beyond space on Mayo and Scottsdale Road is anticipated to be turned into an indoor pickleball club.
OPERATIONAL REVIEW COMMITTEE: Don Morse presented information from the April 22 Operational Review Committee meeting.
The 4 Runner experienced damage to the rear side panel due to a vehicle backing into it. No one was in the patrol vehicle at the time and the other driver’s insurance is covering the cost of the damage. Patrol has had an increase in snake calls as the weather has been warming up.
The transition to digital guard reports has been well received by the team. Management will be visiting another community that has been utilizing digital reports to discuss best practices.
The height restrictor poles have been installed at the Raptor Guardhouse and the Talon Guardhouse side will have them installed in the coming weeks.
Election season is heating up and that means that the GCA staff is fielding questions regarding political signage in the community. Although Grayhawk does have a community signage policy, the state of Arizona has clear laws that regulate the use of political signage in an HOA community.
Political signs must not be displayed more than 71 days prior to the primary election and more than 15 days after the general election. Signage for any primary candidate that does not advance to the general election must be removed within 15 days of the primary election. The signage must be kept on the owner’s property and the maximum aggregate total dimensions of all political signs on any owner’s property shall not exceed nine square feet.
Seal coating is scheduled to take place on Grayhawk Drive in the Retreat the week of May 6. Diamond grinding has been completed on both sides of Retreat.
An Ad hoc committee was formed to review options for management office space.
The Monument Lighting enhancements at Hayden Road and Thompson Peak have been complete, and enhancements at Pima and Thompson Peak, Scottsdale Road and Thompson Peak, and Grayhawk Drive and Scottsdale Road are underway.
Arlene Smith presented the Landscape Committee report and provided a detailed summary of completed and upcoming board approved projects. The Educational Garden Ad Hoc Committee had two meetings, April 10 and 16, to assist with plant placement and species identification sign locations. The next Landscape Committee meeting is scheduled for May 15 and will include a community drive.

Richard Zielinski reported that the committee met to review the requests made by all eight Grayhawk condominium associations as part of the Condominium Community Enhancement Project. The Community Enhancement Committee is recommending the board approve the following requests to be funded at $18,500 per project for a total of $148,000 to be funded from the Community Enhancement Fund:
• Encore – Multiple Projects; Installation of two additional benches ($3,008), the addition of a small shed to allow storage of landscape tools and supplies on-site ($6,143), Encore Community Center Phase 1 upgrades to include flooring, painting, pool table light and electrical work ($20,457). A second phase of the Encore Community Center is anticipated for 2025. (Request is for $18,500 of estimated project cost of $20,457)
• Edge – Upgrade and enhance the video distribution system within the Great Room. ($18,500 of estimated total project cost of $26,408.26).
• Venu – Enhancing and installing additional security cameras at the amenities and entry points. (Request is for $18,500 of estimated total project cost of $24,164.10)
• Tesoro – Renovation of Tesoro Clubhouse. (Request is for $18,500 of estimated total project cost of $28,000.).
• Vintage– Landscape improvement project to modify the current plant palette (Request is for $18,500 of estimated total project cost of $18,775).
• Cachet– Installation of a smart irrigation system (Request is for $18,500 of estimated total project cost of up to $21,000).
• Avian – Upgrade the drip irrigation system with pvc pipe throughout the community. Avian is hoping to complete this project in two phases with 2024 being Phase 1. (Request is for $18,500 Phase 1 of the estimated
total project cost of $155,436.36 with the remaining to be funded by Avian Reserves). The board noted that the funding provided from GCA will be going towards new components of the project only and not towards replacement items.
• Village at Grayhawk – Upgrade the drip irrigation system in common areas along 76th Street. This is a continuation of the 2021 – 2023 Enhancement programs. A total of 16 different buildings drip irrigation was upgraded through the program previously (Request is for $18,500 which is the total project cost and maximum funding level).
Motion to award $18,500 to each Grayhawk condominium community, respectively, for a total funding amount of $148,000 from the Community Enhancement Fund. Motion Seconded, Passes.
Ashlie Adamscheck reported that there have been several community events that have taken place since the previous board meeting. The Family BBQ and Movie Night had over 400 residents in attendance and Concert in the Park had almost 100 attendees. The Event Committee is looking forward to upcoming events including the Child and Babysitting Safety Certification Class, Food Truck Night and Lou Malnati’s “Pizza By Me” Class.
COMMUNICATIONS COMMITTEE: Michael Loya reported that the committee met on April 9 and discussed continuing the “Get Connected” campaign. The committee discussed continued efforts and ideas to get more homeowners signed up for the Buzz.
ARCHITECTURAL REVIEW COMMITTEE: Paul Alessio reported committee met on April 3 and April 17. The committee has been reviewing a lot of landscaping proposals, front and garage door replacements and windows. The committee will be meeting on May 7 and there are 19 submittals on the agenda.
EXECUTIVE COMMITTEE: David Van Omen reported that the committee met on April 29 and discussed the Committee member appointments, Social Media Policy, pool deck repairs and rotating the speed calming device to the Park more often.
BUDGET/FINANCE COMMITTEE: Derek Moore reported that the committee met on April 24 and discussed the Investment Policy and Investment Accounts, a draft of a proposed Stress Test and the current community financials was reviewed by the committee.
CONDOMINIUM BOARD PRESIDENTS COMMITTEE: David Van Omen reported the committee met on April 16 and discussed short-term rentals, NOAS areas and maintenance and changing the meeting to semi-annually instead of quarterly.
NEW BUSINESS: The board reviewed the proposed committee members for all active committees as recommended by the committee chairs. Motion to approve all active committee members as presented by each respective committee and add Gary Soultanian, Margarette Ting and Michele Morrison to the Budget Finance Committee and Jan Cooper and Jo-Ellen Alberhasky to the Event Planning Committee. Seconded and Motion Passes.
Following the completion of a recent community audit, it was identified that the Social Media Policy currently in place did not have a board approval date. Motion to re-affirm the Social Media Policy currently in place. Seconded and Motion Passes.
At the March 2024 board meeting, a request from Valley Chapel was reviewed and denied to display an A-Frame sign on the corner of Grayhawk Drive and Hayden each Sunday from 8am-12pm. The board discussed the community signage policy and found the signage would be in violation of it. Valley
Chapel sent a second request to produce an A-Frame sign in the same format as the approved Grayhawk Realtor signs. Motion to deny request based on the current signage policy not supporting a variance. Seconded and Motion Passes.
TREASURER’S REPORT: Derek Moore reported that March financials reflect income approximately $20k over budget, primarily due to collection revenue and expenses are approximately $4k under budget due to timing for seasonal planting and irrigation. The Community Enhancement Fund is just under $3.5 million.
MANAGEMENT REPORT: Stacey Harvey reported that the management team, including maintenance, had a great time assisting with the Family BBQ and Movie night.
Ashley Scott earned her CMCA (Certified Manager of Community Association) designation. The CMCA designation recognizes individuals who have demonstrated the fundamental knowledge required to manage community associations.
The janitorial company utilized for the Management Office and Guardhouses was changed this month with successful results so far.

It’s great to see residents enjoying amenities throughout the year, whether it’s the walking trails, tot lots or Retreat Village pools or tennis courts.
While generally residents take great care of the community amenities, there is typically an increase of vandalism over summer months. What may seem like a funny prank—or just kids being kids—often results in thousands of dollars of damage and/or hours of repairs. While the management team and community patrol do their best to monitor amenities, we simply cannot be everyone at once. We need your support! Here is how you can help:
• Pay attention to what’s going on around you while using the amenities. Call the Association Office or the number for the Raptor or Talon gates (found below) if you witness potential vandalism or a violation of the common area guidelines.
• Do not prop open doors or gates.
• Talk to everyone in your household about proper use of the amenities.
• Know where your kids are and what they are doing. Make sure they are following City of Scottsdale curfew guidelines, found on scottsdaleaz.gov by searching
It’s important to respect the community amenity spaces, and the majority of residents do. Thank you for your help and support as we continue to work together to take care of our community. We hope you have a wonderful experience enjoying these beautiful community spaces!
