Our President and The Swinburne Leadership Dialogues 2013 The Swinburne Leadership Dialogues 2013 are held monthly and are informal discussions between the general public, Swinburne academics and guest speakers on a range of subjects - from the economy and sustainability, to human rights and journalism - and their relationship to leadership.

On the 24th May, the dialogue topic The Effects of “Nature and Nurture” on Leadership: What can we learn from the life of General Sir John Monash? was presented by our President, Major General Professor Jeffrey V Rosenfeld, AM. General Sir John Monash was one of the founding forefathers of The Graduate Union in 1911 and Professor Rosenfeld is a descendant of General Sir John Monash. Both Sir John Monash and Professor Rosenfeld are outstanding scholars in related fields with well deserved honours.

Like General Sir John Monash, Professor Rosenfeld also chose to serve in the Army and rose to outstanding ranks. Sir John Monash was promoted to General, the highest rank (in war time the highest rank is Field Marshal), and Rosenfeld was promoted to Major General, the third highest Army rank (and the highest rank possible for a reservist) and then awarded Member of the Order of Australia. It could be said that both saved untold numbers of lives, Monash by his foresight in military strategies and Rosenfeld as an outstanding and inventive neurosurgeon.

In addition to being our President, Professor Rosenfeld is Professor and Head of the Division of Clinical Sciences and Department of Surgery at the Central Clinical School, Monash University. He is also Professor and General Sir John Monash Director, Department of Neurosurgery at Alfred Hospital and a Major General in the Australian Defence Force - Reserves; and former Surgeon General of Australia.

He is one of Australia’s most senior and experienced military surgeons.

Winter 2013 - Melbourne School of Continental Philosophy The MSCP Winter School of day and evening courses begins mid-June. Day courses include those from June 24th to 28th by Professor Mark Wrathall on Later Heidegger and by Dr Jon Roffe on Introduction to Abstract Market Theory; and from July 1st to 5th by Dr Matthew Sharpe on What do we know? Aristotle and Bacon on the Nature of Knowing. Evening courses include a five-week Introduction to Philosophical Hermeneutics by Dr Mammad Aidani from June 20th to July 18th.

Australia and its community radio stations Wednesday, 26th June, 2013, 6.30pm Anne Frankenberg is General Manager at 3MBS, Melbourne’s fine music community radio station. Trained initially as a clarinettist, Anne has degrees in Music and Psychology, an Executive MBA, and has had a management career with the Victoria State Opera and Opera Australia.

From 2006–2008 she was the inaugural General Manager of Victorian Opera.

From 2009 to 2012, Anne was Director of Communications and Fundraising and Deputy Executive Director at the International Women’s Development Agency (IWDA), which works with local organisations in the Asia-Pacific region to empower women and transform their lives and communities. Anne has served on the Board of the Australian Youth Orchestra and is currently a board member of the Melbourne Chamber Orchestra.

Drinks and canapes will be served from 5.30pm before the lecture and small bite size cakes and other delicacies will be served after the lecture from 7.30pm.

The Hon Jeanette Powell MP

Leadership in Local Government Jeanette Powell was elected to the Legislative Council seat of North-Eastern Province in the 1996 state elections, thus becoming the first woman to represent the National Party of Australia in Victoria. In 2002, she was elected as the State Member for Shepparton District in the Legislative Assembly.

She is currently the Minister for Local Government and the Minister for Aboriginal Affairs.

Jeanette is well-known for her acknowledging of Indigenous service men and women in the Australian Defence Forces, of aboriginal cultural heritage and of the achievements of young leaders within Victorian Indigenous communities. She introduced legislation into the Victorian Parliament to strengthen the governance of Framlingham and Lake Tyers Aboriginal trusts and works tirelessly also to strengthen the provision of educational and training opportunities to young Aboriginal Victorians.

She has contributed immeasurably to local communities across Victoria, with her support including that for KidsFest, breast screening participation rates and water saving initiatives in schools.

Annual General Meeting and Dinner Friday, 31st May, 2013 The Annual General Meeting commenced at 5:30pm with the President of The Graduate Union, Major General Professor Jeffrey Rosenfeld AM, welcoming members to the evening.

The meeting went smoothly, with all matters being passed without contestation.

Highlights of the evening included Professor Rosenfeld presenting Matthew Fong with The Graduate House Resident Research Scholarship, followed by Matthew’s interesting presentation to members on the origin of cells promoting myelin regeneration after ablation of myelin gene regulatory factor. Matthew showed us how it is potentially now possible to use stem cell technology to turn skin cells into a nervous system for the digestive system. Incredibly fascinating and advanced level research! We congratulate Matthew and look forward to hearing of his results and achievements in the future.

This 101st annual general meeting also marked the final AGM as Chair of Council for David Sparks, who was thanked by the President, Council, members and staff for his dedicated service to The Graduate Union over the past three years. David has served the maximum term of three years as Chair and seen the organisation through to this time now of stability, invigoration and expansion. He continues on Council having been reelected in 2013, together with Councillors Cheryl Kidston, The Hon Justice Tony Pagone, Vivienne Corcoran, Keith Ryall and Leo Santalucia.

The meeting took a positive emotional turn when it was announced by Councillor Kingsley Davis that long term member Ms Barbara Funder was to receive an Honorary Life membership in appreciation of long service and ongoing support of The Graduate Union.

Cr Davis explained that Ms Funder had contributed for more than 50 years to The Graduate Union - initially as the personal assistant to Bill Berry (the inaugural Warden), then as a member of Council, and now as a significant contributor of support and encouragement to all. Many thanks from us all here at Graduate House.

After a brief sojourn in the Phillip Law Members’ Lounge, members and guests moved to the Stella Langford Wing for a delicious dinner of rib eye of beef, chocolate coated profiteroles and good wine before hearing from the AGM Dinner speaker, Professor Simon Richard Molesworth AO.

Annual General Meeting and Dinner Friday, 31st May, 2013 Professor Simon Richard Molesworth AO is a Queen’s Counsel at the Victorian Bar who specialises in environmental, planning, heritage and natural resource law. His AGM Dinner presentation was on the International National Trusts Organization (INTO) of which he is Executive Foundation Chair and the Head of Delegation to United Nation Climate Change Conferences internationally.

Professor Molesworth began by explaining that INTO is a Professor Simon Richard Molesworth network of National Trusts and similar non-government organisations, globally dispersed but united by a commitment to conserving and sustaining our shared heritage – built and natural, tangible and intangible.

Launched at the 12th International Conference of National Trusts in New Delhi, India, in 2007, INTO has since advanced from a loose confederation of like-minded organisations to a legally constituted, purposeful and well-positioned network, with a reputation as a respected global voice for heritage and conservation. Now involving over 6 million people, the INTO mission is to promote the conservation and enhancement of the cultural and natural heritage of all nations for the benefit of the people of the world.

In 2010, HRH The Prince of Wales (pictured to the left) accompanied INTO representatives to Hungary and participated in an INTO workshop where he encouraged all to expand their conservation and heritage horizons by visiting and becoming involved also in the international movement, particularly in developing countries.

After speaking about The Land Conservancy of British Columbia in Canada, Simon showed examples of member trusts around the world in The Gelderland (The Netherlands), Slovakia, Shanghai (one of two in China), Bermuda, Cayman Islands, Indonesia, Africa, Jamaica, Bangladesh, Taiwan (which created an off-shore reserve national park) and Scotland (one of the oldest National Trusts). He explained that the India National Trust was most remarkable, with 150 chapters and thousands of students involved and awarded for their heritage work.

With the INTO footpath plan in France, where footpaths centuries old were being preserved, he explained that INTO’s work is not just about buildings but also about places of importance and significance to humans.

Professor Molesworth pointed to the great challenge of finding resources to support INTO through to a sustainable future, mentioning that he was presenting soon to the Australian National Trust to argue against their withdrawal of funds for the initiative. With the 15th International Conference of National Trusts in Entebbe, Uganda, from September 30th to October 4th, 2013, he was particularly concerned about raising sufficient funds to support attendance of representatives from developing countries.

In concluding his address, Professor Molesworth acknowledged that rejection is a part of the battle to achieve the goals of INTO and that he had great faith in our global intellectual capacity and emotional commitment to embrace the values of each others’ cultures. Sharing the view from a movement known as ‘the Global Heritage forum’, that cultural heritage is a factor of unity, he thus encouraged members to focus on current opportunities for cultural heritage to make this world a better place. www.graduatehouse.com.au | ABN: 55610 664 963 | Incorporated Association Registration No. A0023234B

June Monthly Luncheon review Wednesday, 5th June, 2013

Ms Margaret Simons Margaret Simons, an award winning freelance journalist and author, has been in the industry of disseminating news during a period of rapid and unprecedented change in technology and communication.

At the June Monthly Luncheon she spoke on the Future of News and, indeed, the future of journalism. The following summary of her presentation has been kindly provided by Ms Simons, We are living through a very exciting but also rather frightening transformation. For the first time in human history, most people in developed countries can publish their news and thoughts to the world within a few minutes of deciding to do so.

Publication disrupts power relationships, and over time can change our idea of what it means to be human, and what it means to be part of a society. Think about those who lived in the centuries following the last big technological innovation in disseminating news and views. Martin Luther’s ideas about the relationship between God and man took hold throughout Europe largely because he was able to publish them. Christopher Columbus was thought of as the discoverer of the Americas because he published the accounts of his voyage. The Vikings had been there before, and the native Americans long before that, but they had no printing press.

The Enlightenment was enabled by scientists being able to access and read each other’s work.

The French Revolution was brewed around the illicit printing presses in the ghettos of Paris, and the Boston Tea Party was planned in the living room of the editor of the local newspaper.

The USA constitution contained a guarantee of freedom of the press, because by the time it was written it was clear that publication was a radical extension of the ability of citizens to gather and work through their common concerns.

A side effect of the Gutenberg innovation was the creation, over a century or two, of the newspaper, and the profession of journalism. Eventually the newspapers started by individual entrepreneurs grew in to the big industrial-sized news-media organisations of our own time, employing dozens and sometimes hundreds of professional journalists.

Now we are living through a time of equivalent change, threat, and opportunity to that which followed the Gutenberg innovation. It is impossible to know where this will take us, or how we will conceive or ourselves in a century’s time, but one thing is certain. June Monthly Luncheon review One effect of the ability of everyone to publish is that the mainstream news media, particularly newspapers, are in decline. This is not because of any reduced appetite for the core product.

Contrary to what is often stated, there is no evidence at all that people in Australia have lost their hunger for news and information. Quite the contrary. There are more readers of newspaper content - whether it is delivered online or in hard copy - than ever before. Our main commercial television channels have spawned multichannels in the last few years, and many more news bulletins through the day. All these news services draw healthy audiences, and the viewer figures tell us many people watch multiple news programs in a single day. Add to that the constant swapping of news and views on Facebook, Twitter, through text messages and on blogs, and we can see that news remains at the centre of our lives. The historian Mitchell Stephens has said that news is a basic human need. Every human society ever studied has had the means to disseminate news, so we can be fairly confident that we will continue to do so, particularly because the tools are better and more efficient than any human beings have had previously. But what about journalism?

The mainstream media’s decline is about business models, not appetite for news. The classified advert, which once brought easy revenue to broadsheet newspaper companies, has all but disappeared, replaced by more efficient online advertising sites, many of which are free to use.

At the same time, we are fragmenting as an audience. Once the family gathered around one screen to watch the 6.00pm news. Now, news is all pervasive, most homes have many screens, and there are many fewer occasions on which we gather together to share the same media content. Since the business model of mainstream media has depended on ‘mass’ - on gathering audiences in a single place and selling their attention to advertisers - this is a problem for the revenue that pays journalists’ salaries in the big industrial-news complexes.

Thanks to the Internet making distribution cheap and near universal, the media market of the future will not be only about blockbusters and mass audiences, but about the rise of the niche, or small but more deeply interested audience.

This means that the apparent dominance of the established media is only part of the story of what is happening, or could happen, to news and information in Australia. The audience is already fragmenting. The upside is the potential for endless diversity if - and it’s a very important ‘if ’ - the content makers of Australia can find a way of making what they do financially sustainable.

The risk is also clear - that as the audience fragments we will no longer be able to assume that we share the same news or the same concerns. Perhaps we will never meet. Or perhaps we will meet in ways never before conceivable. Perhaps some of us may be taking our news and information from sources that are unreliable. Perhaps we will be unable to tell the difference.

These trends, taken together, make it likely that the most interesting things in news media in the future will not be the big industrial complexes of mass media, but rather many smaller, specialist media enterprises. In the future, the production of news-media content is likely to become a cottage industry, as well as something done by Big Media.

The Artists

Hoang Pham and Ji Won Kim Melbourne-based pianist, Hoang Pham was born in Vietnam and moved to Australia with his parents at an early age.

He studied privately with Rita Reichman and at the Australian national academy of music, following childhood instruction from his father, a pianist and guitarist. He has, most recently, studied with Marc Silverman, at the Manhattan School of Music, where he completed both a bachelor degree and master of music degree. In Australia, he frequently appears in all the leading recital series and has appeared as concerto soloist with the Melbourne Symphony Orchestra, the Queensland Symphony Orchestra, and the Tasmanian Symphony Orchestra. He has made regular recital appearances in England, the USA, and France; he appeared in recital and conducted masterclasses at the 2011 New Zealand International Piano Competition in Auckland.

Hoang has performed at The Graduate Union before, and has always provided a spectacular performance on the classical pieces.

Ji Won Kim has established an extensive performing career in Australia as both a soloist and chamber musician. In recent years she has been regularly engaged as a concerto soloist with the major Australian orchestras including the Sydney Symphony Orchestra, Melbourne Symphony Orchestra, Adelaide Symphony Orchestra, Queensland Symphony Orchestra the Canberra Symphony and the Tasmanian Symphony Orchestra.

She is the recipient of numerous prizes and awards. In Australia, she was the winner of the SBS Matthew Krel Prize, of the ABC’s Australian Concerto & Vocal Competition and of the ABC Young Performer of the Year award. In Korea she participated in the Kumho Prodigy Program for Talented Violinists and won the Music Journal Competition. In Europe she has been the first prize winner of the International Johannes Brahms Competition in Austria and won second prize at the Bled International Violin Competition and the Lisbon International Violin Competition.

This will be Ji Won Kim’s first performance at The Graduate Union and we await a spectacular performance from her, and Hoang Pham.

Sunday Music in 2013 Feedback from Coco’s Lunch who performed here in April Thanks so much for having us!! We had a ball, and we are very grateful to Graduate House for having us back a second time. We feel very looked after. We thought we transformed the space really well into an atmospheric performance space, and it was absolutely gorgeous from our perspective to see all the grandparents and parents joining in too!

It was a blast for us to meet Karen Martini, we actually took a photo with her and her girls and are going to post it on our facebook page as a memento from our day at Graduate House. It was also brilliant having the cross-generational audience there, and seeing so many smiling adult faces as well as children joining in. That was a very special element for us, it was so nice that it was a family event and not just a children’s event. Seeing some of the older folk closing their eyes during the last lullaby and drift off was beautiful.

A friend of Coco’s Lunch who brought her little girl to the concert, and who actually owns a copy of the CD I Wanna Be A Mermaid, but had never heard us live, said she welled up with tears when we started. She felt overwhelmed by the beauty of 5 voices, and said she didn’t expect us to sound exactly like the CD!!!

Graduate Union Tutor Program The Graduate Union is proud to announce the new Tutor Program at Graduate House. As you all know, we have over 600 resident members passing through our college each year. These graduates are from all disciplines and from all countries and cultures. They thus bring to us expertise, experience and skills from which others at less advanced stages of learning can benefit.

We have thus invited current resident members to consider becoming GU Tutors in their discipline of study, their languages and in other interests (e.g. music, the arts, business, etcetera). This will provide resident members with a small amount of extra income as well as opportunities to build further their competencies and confidence, their networks of influence, their curriculum vitaes and their employment potentials, particularly should they go into academic careers.

Tutorials are being offered by the GU Tutors at Graduate House during the day, in the evenings and on weekends and according to their study and work schedules. These tutorials will be individualised for ‘tutees’ who are: • undergraduates in any discipline; • senior secondary school students (e.g. those undertaking VCE); • seeking to pass the IELTS (International English Language Testing System); • seeking to learn or improve in other languages; • post-graduates needing specialist tutorials – e.g. to edit their theses; • undertaking course entry tests (e.g., the Graduate Management Admission Test).

The GU Tutor Program is part of our progress towards collegial development and we look forward to member support for its expansion and success.

The Inaugural GU Tutor Team We welcome Zoe, Toral and Peng to the inaugural GU Tutor Team and thank them for contributing to this initiative. We invite all resident members to contact us should they wish to join as tutors and to assist us in matching tutors to potential tutees when we receive enquiries.

Zoe Ma offer tutorials to undergraduates in micro, macro and managerial economics, management principles and business strategies. She also tutors in basic to advanced Mandarin.

Toralf Burghoff is offering tutorials to undergraduate and postgraduate students in mathematics and well as in the language of German to advanced levels of listening, reading, writing and speaking.

Peng Zhang is currently undertaking his Masters and is offering tutorials to undergraduates in electrical engineering.

He may also be able to offer language tutorials in Chinese.

What a Man on the Moon Called Home Buzz Aldrin is now 83 years old. Yet, for many of us, it seems only a few years ago that we watched the Apollo 11 moon mission with him as a 39 year old take some of the first few steps on the moon with Neil Armstrong in 1969.

In this interview with reporter Marc Myers, Buzz Aldrin provides insight of how they lived inside the tiny standingroom only Eagle lunar module for 21½ hours on the moon’s Sea of Tranquility with one-sixth of Earth’s gravity. The interior was, at best, to industrial design standards – in other words, grey - and the food and beverages were prepared by adding cold water – hot water being available only on the command module.

He describes the moon’s surface as ‘cushiony’, because of the dust, and the awe and feelings of distance when looking back home at Earth. He also outlines how their comprehensive training helped them to remain calm in dealing with a potentially disastrous mechanical hitch by re-attaching the engine arm’s circuit breaker, essential for a successful lift off and ascent back to the command module, with a felt-tip pen. After a less than comfortable few hours of sleep, they were able to complete all repairs and in response to the ‘cleared for liftoff ’ signal from Houston used a little space humour to confirm that they were ‘No.1 on the runway’. Before take-off they took out the rubbish!

Mr Aldrin reveals also a few poignant personal details in this interview. His mother, whose maiden name was Moon, had committed suicide one year prior to the mission as had her father and her cousins before. Though he and his father, an aviation pioneer and associate of Orville Wright, suffered terribly as a result of this tragedy, he forced himself to concentrate on all that she had done to support his ambitions, into his training and preparation. Facing the Facts Do you see faces in trees? Do you think that the occasional boulder has the spitting image of a human head? Well you might be suffering from Pareidolia, but don’t go rushing to your doctor - we all are. Pareidolia is the phenomena of seeing human faces where there are none, and has been a reoccurring part of the human condition for centuries. Some of the most notable cases are the man in the moon, and Mars’ alien face.

This year, a Berlin-based group is asking the simple question “Why are we pulled towards human faces in our surroundings?” To answer this, they are using some rather spectacular technology. Most of our readers will have heard of Google, the multibillion dollar international organisation which makes its fortune as a search tool for information on the internet. Many may also be aware of Google Maps, a worldwide street directory which utilises satellite imagery and ground based cameras to provide maps of almost everywhere in the world. What you may not have heard of is the technology used by these Berlin-based researchers known as Google-Faces.

Google-Faces is a software that is, as you read this, scanning every millimetre of Google Maps to find every possible things within the software that could possible resemble a human face. From mountain faces to city-centrals Google-Faces hopes to provide the Berlin-based group with enough research material to answer their unique questions on Pareidolia.

Reviewing the ‘truth’ in the 21st Century In Abraham Maslow’s hierarchy of needs, truth is placed only below self-actualisation, our need as humans for verification, and an underlying philosophical approach that has probably underpinned our entry into academia, and, indeed, our search as a species for knowledge.

We know, however, that truth is subject to interpretation, misinterpretation and perspective. Take for example the recent era of free information led by Wikileaks. Operating on ideals of truth, Wikileaks functions as an agent of free, open information, publishing documents that they perceive as being otherwise not revealed to the public. While this is seen by some as a noble notion, others look closely at public interest concerns through making public this information.

The public interest is also obviously subject to multiple perspectives of opinion. For government, acting in the public interest may govern their decisions to retain information from the public for their own safety, or for the safety of individuals directly involved in the information retained. These perspectives of the ‘truth’ for withholding or releasing information both hold rational and irrational arguments. Free information may sate the public’s thirst for knowledge, but it may be at the detriment of those involved in the information published. The information retained in the public interest protects those involved, but fosters mistrust in the governing bodies that hide away the information, ultimately leading to a motivation and/or a legitimation crisis.

In academia, a different kind of truth is sought from that of a possible government conspiracy.

Academics are constantly trying to find the ‘new’ truth, finding new and adaptive ways of research that overlap previous research. Take for example the discoveries made by Yitang Zhang in the area of number theory. Prior to Zhang’s work, the ‘truth’ was that there was no finite bounds between high end prime numbers, but since his revolutionary results were announced the new ‘truth’ is that there are infinitely many prime numbers separated by less than 70,000,000. As a species and as academics we are naturally addicted to the truth, and like any addiction we rationalise its use, convince ourselves that our use of information is correct, until it becomes the truth no more.

Very Important Pebbles 71% of the Earth is covered in water. The liquid has been one of the most pivotal puzzle pieces in life developing on our planet.

Water shapes the earth not just on a large scale, but also on a small scale, with the formation of pebbles and gravel. Water runs over coarse bodies making them smooth. On Earth, we can tell where water had once been by the pebbles and gravel found in an area. It has been speculated that Earth is not the only planet in our solar system to have water, or to once have had water.

These speculations range from one of Saturn’s moons, Titan, to our frozen planetary friends in the outer solar system.

With regards to our celestial neighbour Mars the question of water has been much speculated and there is thus much excitement in space mission circles to learn that the Mars rover “Curiosity”, launched by NASA in 2012, has found traces of river beds and pebble formations that tend to support the existence of water on Mars at least at some time in its history. The discovery aids NASA in the mapping and understanding of Mars’ land formations, with NASA claiming that the rover’s findings can even give them an estimate of the speed and depth of the water that once flowed on Mars.

Professional and Academic Meeting Services News Sacred Places, Pilgrimage and Emotions Conference The Australian Research Council (ARC) Centre of Excellence for the History of Emotions held a three day conference here from the 23rd to 25th May. After registration at noon, the opening ceremony commenced with participants gathering in the courtyard of Graduate House to observe a smoking ritual headed by Deputy Vice Chancellor of Research, Professor James McCluskey.

The lecturers who presented at the conference came from The University of Melbourne, as well as from La Trobe University, The University of Adelaide, Monash University, The University of Queensland, the Australia National University and The University of Sydney. Overseas presenters were from The University of York, The University of Maryland, the MCD University of Divinity, The University of British Columia and The University of Arizona.

The aim of the conference was to explore the emotions created in response to various forms of sacred place or space in communities from the late antique to the modern period, and how these emotions are deployed or drawn upon to build, strengthen and defend different forms of community and communal identity. Attention was paid to the many ways that emotions are elicited, practiced and elaborated - through the architecture or landscape of particular sites; through rituals and liturgies; through sermons or stories told about these sites; and through art objects and music.

The ways that emotions are produced and managed in response to political change were also considered.

A key focus of the presentations and papers over the conference was on pilgrimage sites and their associated rituals and on material culture in European societies between the twelfth and eighteenth centuries (the core geographical and temporal focus of CHE). Pilgrimage sites were considered as sacred places promoting collective and personal emotional experience, usually directed to achieving physical and spiritual benefit, wellbeing or protection, or facilitating thanks for benefits already received. They were also directed to fashioning forms of religious community, both through direct emotional experience at or near a central site or shrine, and through indirect emotional attachment experienced through constructed or extended memory.

Another direction of the conference was the exploration of continuities between the emotional roles and strategies associated with premodern religious shrines and the forms of emotional investment that underpin and maintain sacred place and commemoration in the life of secular nations.

A smoking ceremony is an ancient custom among Indigenous Australians that involves smouldering various native plants to produce smoke which they believe has cleansing properties and the ability to ward off bad spirits.

Six gentlemen scholars met in the Johnston library of Graduate House recently, all that’s left locally of about forty from the group who graduated from Melbourne University Engineering School in 1945.

Talk about their careers? No, they report doing that when ten of them gathered two years ago. Rather, they enjoyed a tasty meal set out nicely in a quiet room, the friendly ambience, and the reminiscing about the eccentricities of their lecturers and lecture conditions in the 1940s.

In May, we welcomed Jeffrey Kiddle and Kevin Truscott to the Dining Room. Life members since 1958, Jeffrey and Kevin catch up regularly over lunch and say that they often choose to come to Graduate House for lunch mainly for it’s convenient location and good food.

We also welcomed former Dean of the Anglican Church in Tasmania, the Very Reverend Stuart Blackler (seated left) who is pictured here having lunch with Bishop James Grant, a former Dean of St Paul’s Cathedral, Melbourne. Stuart and James joined the Association of Graduates (one of the former names of The GU) as Life members in the 1950s.

Hector Harold Gallagher celebrated his birthday on the 31st May with daughter Kate, on his right, wife Isabel, seated left and friend Elida Brereton (real-life retired Principal of Camberwell High School and fictional character Principal Margaret Murray in ABC television’s Summer Heights High). Elida describes Hector as her mentor and an inspiration. Happy Birthday Hec!!

Reciprocal Association News NTU Alumni Club Strategically located in a dynamic and growing region of Slim Barracks Rise in Singapore, the NTU (Nanyang Technological University) Alumni Club was founded in 1986 to provide opportunities for members to meet for social, cultural and academic activities.

From humble origins at Bukit Timah, near the centre of the Singapore main island, the Club has grown to occupy a tranquil and scenic site on the hill crest of One-North Park, a 200 hectare and 20 year development in the heart of Singapore to support the growth of Biomedical Sciences, Information and Communication Technology (ICT), Media, Physical Sciences and Engineering.

The work-live-play environment of One-North Park is facilitated by combining educational institutes, residences and recreational amenities with research facilities and business park spaces. It has been designed to be a melting pot for talent, ideas and business opportunities.

The nine-storey clubhouse of the NTU Alumni Club hosts a variety of amenities and services for their members, including a fully equipped gym with personal trainers, swimming pools, restaurants and bars with both western and local cuisines, TV and reading rooms, boardrooms, ballrooms, a child care centre and (because it houses also The Graduates’ Family Club) even a mini kiddy’s water park.

As The Graduate Union holds reciprocal arrangements our members are guaranteed a warm welcome when choosing to stay at the NTU Alumni Club. We, in turn, extend a warm welcome to their members when they choose to reside in Carlton when visiting Melbourne.

Changing our Legal Structure - have your say!

In the Annual Report and over recent months, members have been informed that the Council (governing body) of The Graduate Union have been preparing a proposal to put to members later in 2013 to change our legal structure from an incorporated association under Victorian State government legislation to a company limited by guarantee under Commonwealth legislation. This is a change only members can approve at a general meeting.

So members may ask: “Is this really necessary?” The short answer is “No – but some change was inevitable, and this is the most attractive option.”

The Graduate Union has been a company limited by guarantee in the past. In 1991, we converted to State legislation when that became a more attractive option, just as we had moved to Commonwealth jurisdiction many years before because it was a more attractive option. Legislation changes, and we need to respond judiciously to those changes.

The proposal Council is preparing does not involve significant change to the present system of operating. It does however provide an opportunity to refine and improve our legal structure. Council wants all members to feel involved in this process, and has planned two consultation sessions on the 7th and 14th August to hear your ideas and provide feedback on the initial proposal. By then we will have a draft of a new Constitution prepared by our solicitors Minter Ellison, which we can present to you. Council has spent many months outlining the scope of its requirements to be captured in the new Constitution. The Graduate Union will consider membership’s views before presenting the reform proposal to a general meeting later in the year.

Moving back to the original question and answer, this is what has happened. The State of Victoria, under which we are incorporated, introduced new legislation as the Victorian Associations Incorporation Reform Act 2012. This legislation is primarily aimed at smaller not for profit groups such as sporting bodies, charitable groups, social clubs and the like. Its Model Rules, which must be observed unless other Rules have been approved by the State, require the usual positions of President, Secretary, Treasurer, etc, elected annually by the membership, plus many other provisions with which you will be familiar from involvement with smaller organisations. We would have had to present a sound proposal to continue operating with different Rules and Regulations. In practice, the State has recognised for many years that we and other larger organisations were a little different to the norm, and required us as a “Tier 3” body to comply with provisions consistent with Commonwealth Corporations Law. All this meant was that, had we wished to continue as an incorporated association, there was a substantial body of work to be undertaken to review and update our Rules, prepare a case as to why we should be exempt from using the unmodified legislated Model Rules, and present our own Rules for approval.

Meanwhile the Commonwealth was making changes to legislation as well. They established the Australian Charities and Not for Profits Commission to develop standards of governance with which we would have to comply. These standards are, not surprisingly, modelled on Commonwealth requirements of Corporations Law overseen by the Australian Securities and Investments Commission (ASIC).

The Graduate Union was, and remains, at a crossroad, and members need to determine which road we will travel. Council’s view was that we should recognise our requirements fit more neatly with Commonwealth provisions and that we have matured to a size and level of sophistication that has outgrown the State model for small not for profit associations. So that is the story of why we plan to present this proposal to migrate (back) to Corporations Law as a company limited by guarantee.

What’s Happening in Council?

The first Council meeting following the AGM was held on the 12th June, 2013. As is customary, the key positions of Chair and Vice Chair of Council were first on the agenda and we are very pleased to announce that the Hon Justice Tony Pagone was elected unanimously to the position of Chair and that Ms Cheryl Kidston was elected unanimously as Vice Chair. Each of these positions is held for one year and for a maximum term of three years.

Stepping into the seat, the incoming Chair reiterated the words from the President of The Graduate Union, Major General Professor Jeffrey V Rosenfeld at the annual general meeting on the 31st May, thanking outgoing Chair, Mr David Sparks and Vice Chair, Dr Phillip Cobbin for their significant contributions and also for continuing on Council.

Business - and it is indeed a very busy time for Council - then continued. This newsletter went to print shortly following this Council meeting, so in addition to the news on the opposite page with regards to progress with the transition to a company limited by guarantee, we hope to give you a more comprehensive update next month, particularly with regards to the survey results and further progress with our strategic plan.

Governance Standards In other news from a governance standpoint, The Graduate Union will shortly be required to comply with the Australian Charities and Not-for-profits Commission (ACNC) governance standards. The proposed standards were introduced into Parliament as regulations. Unless the regulations are disallowed by Parliament, the governance standards will apply to The Graduate Union from the 1st July, 2013.

Standard One: Purposes and not-for-profit nature of a registered entity Charities must be not-for-profit and work towards their charitable purpose.

They must be able to demonstrate this to the ACNC and provide information about their purpose to the public.

Standard Two: Accountability to members Charities must take reasonable steps to be accountable to their members and provide their members adequate opportunity to raise concerns about how the charity is governed.

Standard Three: Compliance with Australian laws A charity must not commit a serious offence (such as fraud) under any Australian law or breach a law that may result in a penalty of 60 penalty units ($10,200) or more.

Standard Four: Suitability of responsible entities Charities must check that their responsible persons are not disqualified from managing a corporation (under the Corporations Act 2001) or currently disqualified from being a responsible person for a registered charity by the ACNC Commissioner. Charities must take reasonable steps to remove responsible persons that do not meet these requirements.

The campaign for The University of Melbourne aims to raise AU$500 million and is the most ambitious such initiative undertaken in its 160 year history.

The spectacular launch of the Believe campaign on the evening of the 21st May, 2013 comprised cocktails in the Old Quadrangle and a lavish dinner in Wilson Hall. Presentations from the Vice Chancellor, Glyn Davis AC and the Chair of the Campaign Board, Allan Myers AO QC - who together with his wife Maria, has donated a $10 million gift - were inspirational and served well to remind us all of the need to embrace our responsibility for enabling the highest standards and access to the best opportunities now and for many years to come.

The University of Melbourne has very kindly recognised The Graduate Union as an Association that is Enriching our Communities, noting particularly the Union’s unique membership, accommodation and meeting services for graduates and its key central position in the university’s rapidly expanding graduate precinct.

Additionally, it has established a Make a Gift page for The Graduate Union (shown to the left) on its website.

This means that a donor from anywhere in the world can easily give funds to our association and that these will be passed directly to The Graduate Union.
