Dear International Scholars and Families, Welcome to UNIST! UNIST is the first and only university in Korea where all courses are conducted in English. This initiative is part of the “G-Project” (Global Project), whose main goal is to set up a platform to facilitate the transformation of UNIST to a global university by using English as a major medium of communication. Together with the G-Project, UNIST aims at being a world top 10 university by 2030. Since its establishment in 2009, UNIST has had an increasing number of international scholars and families join us, and it has become a pressing issue whereby assistance and support for the international families are necessary to help them adapt to the unfamiliar Korean culture. In September 2011, UNIST created an international office – UNIST International Center (UIC) – in order to facilitate globalization of the university. To this end, UIC serves as the primary support office for international faculty, scholars and students. With the purpose to help smoothen their adjustment process, UIC offers programs and services for international families along with this guidebook. We hope that this guidebook will provide practical and useful information. UIC would also like to ensure that the international families enjoy a comfortable life at UNIST. 1. Information on Visas and Immigration

Eligibility • A foreigner qualified by the higher education act, who is hired as a professor or a full-time lecturer specified in a certain field at a university/college • A foreigner who is hired to teach a foreign language at a language institution or an educational facility (from primary schools to universities)

Alien Registration Foreigners staying in Korea longer than 90 days should register their status at a local immigration office. Former Korean nationals, who have acquired a foreign nationality after relinquish their Korean citizenship, may be given residence status if they intend to stay in Korea more than 90 days. The Alien Registration Card is issued at the Ulsan Immigration Office within 1 month of application. Alien Registration Card Re-Issuance Cards will be reissued under the following circumstances: - Lost or stolen registration cards - Damaged registration cards - Lack of space for necessary information - Changes in details on the existing card (name, gender, birth date and nationality) ※ Application for re-issuance must be made within 14 days - Required documents: ∙ Passport ∙ Application form ∙ Reason for re-issuance application ∙ 1 color photo ∙ Process fee: KRW 10,000 * Optional delivery service: KRW 4,000 (In case you apply for the delivery service) Separate Issuance of Alien Registration Card • Foreigners eligible to the following must submit an application for an alien registration card. - Foreigners registered as dependants who have reached 17 years of age - Dependants left behind after the departure of their parents • Separate applications for issuance of alien registration cards must be made within 60 days of reaching 17 years of age • Required documents: passport, 2 color photos, alien registration card Reasons for Returning Alien Registration Card • The card must be returned to the immigration office for the following reasons: - Final departure - Abandoning foreign citizenship and acquiring Korean nationality - Upon death Reporting changes •Changes in the particulars of status need to be reported within 14 days of the change: gender, name, nationality, passport number, address, etc. • Reporting to the local Immigration Office should be made in person: • Required documents: - Passport - Alien registration card - Application form

Extension of Stay Foreigners can apply for an extension of stay, 2months prior to the expiration date. In case of applying for an extension after the expiration date, the individual shall pay penalty fees according to the Immigration Act. Status

Ulsan Immigration Office
How to get to: * Step 1 Take the 337 bus from UNIST and get off at City Hall stop. * Step 2 After you get off at the city hall stop, you will find the Kyongnam Bank and KEB ahead of you. 2. Driving in Korea Exchanging Foreign Driver's License for Korean License Anyone staying in Korea for longer than 90 days and who has an alien registration card can exchange a driver’s license issued from a foreign authority for a Korean driver’s license. The applicant can get a Korean driver's license after passing a physical examination and a simple written test. * The people who have E-1 or E-3 visas are exempted from the written test. In order to apply to exchange a driver's license, each individual should prepare the documents listed below and visit the Ulsan Driver's License Examination Office. Required Documents: - Foreign driver's license * The license will be kept on file by the Driver’s License Examination Office in exchange for a Korean Driver’s License. The license submitted will be returned upon request by returning the Korean license. - Certificate issued by the embassy to certify the authenticity of the license - Translated and notarized copy of your foreign driver's license * The issuance date and validity period must be included. The translated and notarized copy is unnecessary if the driver's license is issued in English. - Alien Registration Card - 3 Color Photographs (3cm × 4cm) - Fees: KRW 16,000 Before you visit the Driver's License Examination Office, please contact the UNIST International Center to check the required documents again. International Driver's License (International Driving Permits) Korea recognizes international licenses issued in the countries mentioned on the agreement of the Geneva and Vienna Conventions. A valid international license can be used within the borders of the Korea for the duration of 1 year from the date of entry into Korea. Please note that, you should keep the international driver's license with you whenever you drive. 8
Acquisition of a Korean Driver's License Anyone over 18 years old is eligible to obtain the driver’s license. There are two classes of the Korean driver's license. In Korea, you are allowed to drive certain vehicles depending on the type of the license you have. Every individual should have a certain level of knowledge of traffic laws before taking the driver's license test. Before taking the test, applicants are required to take traffic safety lessons. In order to obtain a driver's license, applicants should pass the three tests: Written Test, Basic Technical Skill Test, and On-road Driving Test. Procedures of License Acquisition

Buying a Car Foreign residents can buy either new or used cars. As foreign models are generally quite expensive in Korea, a domestic model is a more affordable option. Whether you purchase a new or a used car, it must be registered at the Vehicle Registration Office within 15 days of purchase. Otherwise, the buyer should pay a fine. It is more convenient to let the car dealership register the car you purchase as the dealers are required by law to register vehicles upon the purchaser’s request. Dealers assist the paperwork for registration and transferring of ownership. They also take care of liability insurance, which is the one of the requirements to buy a car in Korea. Required documents when registering a car - Copies of the Alien Registration Card and Passport - Application for Registration - Vehicle Certificate (new vehicle), or Import Certificate (imported vehicles) - Receipt for the purchase of liability insurance - (New vehicle only) Temporary license plate - (Used vehicle only) Car registration certificate and Certificate of used vehicle transfer * Purchasing liability insurance is required when buying a car. Car Taxes The three taxes below should be paid within 15 days of purchase. 1. Registration Tax – 5% of the purchase price 2. Acquisition Tax – 2% of the purchase price 3. Government Bonds – roughly 0.4% of the purchase price *In addition, automobile taxes must be paid twice a year. Jinjang Used Car Dealership The biggest used car dealership in Ulsan is located in Jinjang-dong (near the Ulsan Airport). You can buy/sell the used cars there. As each dealer will show you different cars, it would be better to work with more than one dealer. Majority of dealers doesn’t provide English services, so it is strongly recommended for you visit there with a Korean speaker.
3. Postal Services You can send letters, postcards, or packages at the Document Management Room (DRM) located on the 1st basement floor of the Main Admin Building. Letters in the envelopes are classified as ordinary mail. Mail items exceeding 2kg are classified as packages. Postal charge varies according to the weight of the item. In addition, Express Mail Service (EMS) is offered at the DRM for letters, documents, or packages that must arrive on time. 4. Banking In order to open your bank account, you need to visit Kyongnam Bank, located on the 1st floor of the Main Admin Building, with your passport and alien registration card. The staff there will help you to fill out the required forms to open your bank account. You can withdraw cash from ATMs located on campus as well as off campus with your UNIST ID card. Through ATMs, you can transfer your money with your ID card. The ID card can be used as a debit card, either. In order to send money to another country, visit the Kyongnam Bank on campus and fill out the application for remittance. In order to fill out the application, you need to know the following information: - Address and contact number of the receiver - Bank name of the receiving party and the branch name of the bank - Swift code of the receiver’s bank - Bank account number of the receiver For your convenience, you can also open a dollar bank account that keeps your balance in dollars. The Kyongnam bank is open from 9 am to 4 pm, Monday through Friday. Kyongnam Bank at UNIST (Tel: 052-262-1305) Korean currency (Won_KRW) is based on the decimal system. Currency is issued in coins or paper money. The names and values of coins are as follows: Ship Won O-ship Won Baek Won

Real Estate Agents Real estate agents are densely throughout the country. They mainly act as a mediator between the property owner and the renter/buyer. It would be better if you work with more than one agent in the same area as each will show you different places. Even if you go to the same place, the rental cost could be different. As in most countries, real estate agents in Korea operate on a commission basis. The realtor collects a commission from both the buyer/renter and the owner (around 0.3% to 0.8% of the rent rate, or 1% of the purchase price). In case you would like to contact other real estate agencies, it is better for you to visit them with those who speak Korean as most of them donâ&#x20AC;&#x2122;t provide English services.
Real Estate Acquisition Foreign residents are allowed to purchase residential properties in Korea. The procedures and the taxation that should be followed are same with Koreansâ&#x20AC;&#x2122;. Generally, the individual needs to work with real estate agents as the process and the procedures are complicated. The acquisition tax and registration fees are between around 2.2% and 4.7% of the purchase price.

According to Korea Tax Regulation, it is not necessary to report incomes earned in worldwide to the Korean government if you live in Korea for less than 5 years. National Pension Scheme (NPS) - Compulsory pension system for non-fulltime faculty and researchers. * Foreigners whose countries don’t cover Korean nationals under their public pension schemes are excluded from the coverage under the NPS.

National Health Insurance Compulsory for university faculty and staff 3% deducted from monthly salary, and university pay equally into this system (50%: individual, 50%: university) Dependents including spouse and children are covered by the insurance. Insurance provides exemption or reduction of medical costs at domestic hospitals.

UNIST Medical Center for Healthcare and Counseling The Medical center for healthcare and counseling is a welfare agency, which protects and promotes UNIST member’s mental and physical health. It is located in Room #105 (B1) in the Main Administration Building (052-217-4012). They provide health screenings, immunizations and health assessments, including consultations on health, disease treatment and precaution, individual counseling and psychological testing, group counseling, mental health counseling, workshops, etc. Please note that the center is open for medical health check-ups, flu shots, first aid kits and cold packs. 11. Spouse / Family Support Morning Coffee Program The Coffee Morning program is a casual gathering to meet other international spouses and learn about ways to enrich their stay here at UNIST. It is held every two weeks on Friday, between 10 a.m. and noon. A coordinator from UIC helps with the set-up in order to boost the active participation of the international family communities. Please note that, the best way for those who are experiencing difficulties in adjusting to the Korean culture is to go out, get involved and meet people. •

Matching Program This is a language exchange program which matches Korean volunteers with international families who would like to make Korean friends and practice the Korean language. The standard arrangement is an hour of conversation per week, at a mutually convenient time, and at a place of their choice. In case there are some difficulties in finding Korean volunteers on campus, the internationals will be matched with the applicants of the “Melting Pot Program” hosted by Ulsan City. The luncheon meetings with the participants will be held by UIC in order to encourage them to actively engage in the meetings and become close.

Korean Language Courses Language Education Center (LEC) provides Korean Language classes. The international faculties and their family may listen to the courses with other international students. Aside from the courses provided by the LEC, there are many other opportunities to study Korean language in the local area. UIC provides information for internationals in case they need. There are a variety of free or low cost resources in the Ulsan area that can help internationals develop their Korean language skills.
12. Education Education System of Korea The educational system of Korea consists of six years of elementary school, three years of middle school, three years of high school and four years of university or two years of college). The six-year curriculum of elementary schools and the three-year curriculum of middle schools are operated as mandatory education, and tuition is free during this period. Children who are 7 to 12 years old attend elementary school.
Korean Schools Although there are no restrictions for foreign residents to send their children to local Korean schools, it should be considered whether your child can speak and write in Korean language as all the classes are conducted in Korean. The assessment of the academic level will be carried based on the applicantâ&#x20AC;&#x2122;s previous educational records. The principal of each school has the right to give the prospective students admissions.
Foreign Schools Foreign schools are the most common option for the foreigners. The two foreign schools listed below conduct all the courses in English.

A Piece of Advice Voice Phishing There are possibilities that you get a phone call saying they are the court, police, post office, or public offices. They demand your personal information or ask you to transfer some money to the designated bank account. However, any government offices don’t request to tell your personal information on the phone. In case you get into those kinds of situation, just hang up and call “112”, or other relevant government agencies.

After office hours (18:00 – 09:00) The UNIST Emergency Center provides three-way calling (so-called conference call) along with an English interpreter. (They provide 19 language interpreter services including Chinese, Japanese, Vietnamese, Mongolian, German, French, etc.) To report the situation you are in: State your name and department 1. State the location of the emergency 2. Tell the person what happened 3. Give the person the phone number you can be reached at
Step 3. The Emergency Center will take appropriate actions After the UNIST Emergency Center receives your call, they will take appropriate measures according to the report you gave such as; calling an ambulance, call a fire truck, etc. While the ambulance, fire truck, or police car is on its way, the UNIST emergency Center will dispatch staff to the location of the emergency to provide you with any assistance needed.

14. Telecommunication Mobile Phones Korean mobile phones utilize CDMA (Code Division Multiple Access) technology, not GSM (Global System for Mobile Communications). Mobiles brought from abroad that use different network systems, such as GSM, don’t work in Korea. Foreign SIM cards also don’t function. To subscribe to a mobile phone service, you should select one of three providers: SKT, KT and LGT. You can purchase a contract mobile phone or sign up for a pre-paid phone. The contract phone is better for the ones who are supposed to stay in Korea for at least 2 years or more as it offers a special discount depending on the contract period with monthly payment plan. UNIST offers a subsidy for the employees who would like to purchase an iPhone. In case you would like to purchase other mobile phones, please note that it is strongly recommended that you visit the mobile phone dealers with Koreans as most dealers do not speak English fluently. International Calls To make international calls, you need to dial the access code [either 001, 002, 00365, or 00700] + country code + area code + local number. It is advised that you use prepaid phone cards when making international calls since it is cheaper. International calls from mobile phones tend to be of high rate, and will appear on your phone bill. Internet based services like “Skype.com” are an affordable option.
15. Transportation Bus The bus is the most popular public transportation method in Ulsan. Traffic cards are highly recommended for your convenience. Main roads have monitors at bus stops showing when the next bus will come. * How to use a traffic card - UNIST ID cards can be used as traffic cards. The cards can be charged at Kyongnam Bank or ATM located on campus - When using a city bus, pass your ID card over the touch pad next to the driver. It will tell you how much money remains on your card. - Within an hour of getting off a bus, you can take another bus for free. (Touch your card to the touch pad located at the exit when you leave the first bus) - Purchase and recharging of traffic cards: you can buy a KRW 4,000 or 6,000 (mini-card) traffic card at any stall located next to a bus stop and recharge it for any amount you want (KRW 5,000-500,000). Certain credit cards can be used on buses on a post charge basis. Express & Intercity Bus Terminal Express and intercity bus terminals are next to the LOTTE Department Store in Samsandong. The Express Terminal is for most long-distance destinations, including Seoul, Daejeon and Kwangju. Here you can buy quality goods at a discounted price. The shopping center also has restaurants on the 8th & 9th floors.
