VERY MUCH LIKE AN INTRICATE CLOCK, THE BIOTECHNOLOGY ECOSYSTEM IN CANADA IS A COMPLEX MIX OF INTERCONNECTED COGS AND WHEELS. And like a timepiece, it will not function properly if one of those pieces is missing a gear or removed altogether.

Historically, Canada has played an important leadership role in the development of key health, industrial, agricultural, and environmental biotech innovations which have greatly improved the way we live, grow, and manufacture. As a result, Canada is a globally recognized biotech innovation leader that is home to great science, scientists, researchers, and an impressive array of early-stage biotech companies in all sectors.

Correspondingly, Canada benefits from a vibrant and diverse biotech ecosystem that stretches from coast to coast and is grounded by key clusters within each province. In addition to early-stage companies, these clusters include universities, hospitals, research institutes, incubators, investors, entrepreneurs, and multinational pharma and biotech companies.

Importantly, when it comes to health innovation, the shifting business model of large multinational pharmaceutical and biotech companies has them playing an increasingly central role as investor and/or partner in advancing innovation from the lab bench to commercial reality. While this is a global phenomenon, Canada’s historical relationship with multinational companies is now helping to jump-start the country’s biotech innovation shift.

The old model of a company doing all of its R&D in-house has evolved into a new

model founded on partnership and licencing. JLABS in Toronto, the only JLABS outside of the United States, stands as a shining example of this new business model which arguably will provide more significant and valuable benefits to the ecosystem than the old in-house model could have ever provided.

The promise of this new comprehensive ecosystem is now beginning to bear fruit as Canadian companies that were fledgling start-ups a few short years ago begin to show signs of significant progress and promise.

Rising stars Aquinox, Zymeworks, Innovative Targeting Solutions, Clementia, and Northern Biologics are but some of the companies that serve as great examples of Canadian innovation rising to the surface of the Canadian biotech ecosystem and are now moving forward in partnership with the large multinational pharmaceutical companies.

With this as a backdrop, the federal government has begun the process of implementing its Innovation Agenda.

The recent federal budget announced the government will be directing $950 million towards the establishment and support of three to five sector ‘superclusters,’ with life sciences/ health, clean tech, and agri-food identified as priority areas for a supercluster. While the government has not yet provided specific terms and conditions for the clusters, it is known that they are expected to be industry-led and must bring together universities, research institutes, investors, and SME’s. The superclusters must also have at their foundation large corporate players. Clearly, these early criteria are

very much aligned with the established components of Canada’s diverse biotech ecosystem.

While there is significant work ahead, the federal commitment to developing a life sciences supercluster that will engage all parts of the ecosystem and be supported by the $400 million Venture Capital Catalyst Initiative strongly positions Canada’s biotech industry for growth and global competitiveness. It is now incumbent on industry to lead the move from aspiration to implementation. If we get it right, a world under stress from population growth and environmental change awaits our solutions. biotech.ca

À L’INSTAR DES MÉCANISMES HORLOGERS, L’ÉCOSYSTÈME CANADIEN DE LA BIOTECHNOLOGIE EST UN ASSEMBLAGE COMPLEXE DE ROUAGES. Comme une montre, en l’absence d’un engrenage ou d’une pièce, il ne fonctionnera pas.

Au fil du temps, le Canada a occupé un rôle de leader dans la mise au point de grandes innovations biotechnologiques destinées aux secteurs de la santé, de l’industrie, de l’agriculture et de l’environnement. Celles-ci ont beaucoup amélioré notre manière de vivre, de croître et de fabriquer les objets qui nous entourent. Par conséquent, le Canada jouit d’une importante reconnaissance mondiale en la matière, et on trouve au pays de grands scientifiques qui effectuent un travail de recherche de qualité, ainsi qu’un très large éventail de jeunes pousses des biotechs dans tous les secteurs. Ainsi, le Canada dispose d’un écosystème dynamique et diversifié réparti d’un océan à l’autre, chaque province possédant ses grands pôles d’activité.

En plus de regrouper de jeunes sociétés, ces pôles comprennent des universités, des hôpitaux, des établissements de recherche, des incubateurs d’entreprises, des investisseurs, des entrepreneurs et des multinationales pharmaceutiques et de biotechnologie.

Fait important, en ce qui concerne l’innovation en santé, le modèle d’affaires est en évolution, et les multinationales jouent désormais un rôle de plus en plus important dans le soutien à la commercialisation. En tant qu’investisseuses et partenaires, elles s’emploient à faire passer les innovations du laboratoire à la réalité commerciale.

Il s’agit d’un phénomène mondial, mais la

relation de longue date du Canada avec les multinationales permet aujourd’hui de donner une impulsion à cette transition qu’effectuent les innovations en biotechnologie au pays. L’ancien modèle qui consistait pour une entreprise à faire toutes ses activités de R.-D. en interne a évolué vers un nouveau modèle basé sur le partenariat et l’octroi de licences. JLABS à Toronto, le seul JLABS à l’extérieur des États-Unis, constitue un parfait exemple de ce nouveau modèle d’affaires, dont on peut affirmer qu’il apportera à l’écosystème plus de précieux avantages que l’ancien modèle aurait jamais pu en offrir.

La promesse de ce nouvel écosystème global commence à porter ses fruits : des entreprises qui en étaient à leurs débuts il y a à peine quelques années montrent aujourd’hui des signes de croissance encourageants. Les étoiles montantes Aquinox, Zymeworks, Innovative Targeting Solutions, Clementia et Northern Biologics ne sont que quelques-unes des sociétés modèles en matière d’innovation qui ont émergé au sein de l’écosystème canadien des biotechnologies et qui en sont à conclure des partenariats avec des multinationales pharmaceutiques.

C’est dans ce contexte que le gouvernement fédéral a commencé à mettre en œuvre son programme d’innovation. Le récent budget fédéral prévoit une affectation de 950 M$ à l’établissement et au soutien de trois à cinq « super pôles » sectoriels, les sciences de la vie/santé, les technologies vertes et l’agroalimentaire ayant été élevés au rang de priorités.

Bien que le gouvernement n’ait pas encore énoncé les conditions qui régiront ces grands pôles, on sait

d’ores et déjà que les membres des différents secteurs devront en être les moteurs et qu’ils devront rassembler des universités, des établissements de recherche, des investisseurs et des PME. Les super pôles devront aussi pouvoir s’appuyer sur de grandes entreprises.

Ces premiers critères sont à l’évidence en phase avec la composition actuelle de l’écosystème canadien des biotechs, réputé pour sa diversité.

Il reste beaucoup à faire, mais le fédéral s’est engagé à mettre sur pied un super pôle en sciences de la vie qui suscitera la participation de tous les éléments de l’écosystème et sera appuyé par un projet catalyseur de capital de risque d’une valeur de 400 M$. Cela met le secteur canadien des biotechs en bonne position pour croître et faire preuve de compétitivité à l’échelle mondiale. Il incombe maintenant à l’industrie de diriger la transformation des espoirs en projets concrets. Si nous faisons ce qu’il faut, nous pourrons offrir au monde, soumis au stress de la croissance de la population et des changements climatiques, les solutions dont il a cruellement besoin. biotech.ca

THE CANADIAN VENTURE CAPITAL AND PRIVATE EQUITY ASSOCIATION (CVCA) released its 2016 VC & PE Canadian Market Overview on February 24, highlighting the striking increase in venture capital investment across Canada and the year-over-year increase in activity in the life sciences vertical.

The average deal size in in life sciences climbed from $6.4 million to $7.1 million in 2016, an increase of 11 per cent over 2015. While 2016 life sciences activity saw a slight decrease in the number of deals, down to 103 from 113 in 2015, year-over-year dollars invested shows a small increase from $721 million in 2015 to $730 million last year.

48 per cent increase from a mere $488 million, does not seem to be an anomaly, with 2016 levels matching the previous year.

Some of the largest VC deals in Canada in 2016 were in the life sciences sector. Particularly notable was the $128 million Series B investment in Quebec-based DalCor Pharmaceuticals Inc., a company that has been developing precision treatments for cardiovascular disease. This investment was Canada’s second-largest VC deal in 2016 (the biggest was a $158 million injection into Kitchener, Waterloo-based Thalmic Labs Inc.) and was also the nation’s largest life sciences deal in 2016.

Other life sciences deals in the top ten 2016 VC investments include the $87 million investment in B.C.-based Zymeworks Inc., a company which has created a solico protein modelling and engineering technology called ZymeCAD™, and the $55 million investment in Ontario’s Turnstone Biologics Inc., which has developed an oncolytic viral immunotherapy technology to directly lyse tumors with a potent vaccine technology.

Established investing firms including Caisse de dépôt et placement du Québec (CDPQ), CTI Partners, Fonds de solidarité FTQ, BDC Capital, Lumira Capital, Teralys Capital, and Northleaf continue their track record of investment in the sector. Newer entrants also making sizeable investments in the Canadian life sciences space include Versant Ventures and Quark Venture.

Quebec is Canada’s most active province on the life sciences front, with $313 million invested across 38 deals in 2016, while Ontario (2015’s most active province for life sciences) ranked second, with $204 million invested among 36 deals. Quebec-based investors have recently been touting the province as the nation’s next biotechnology venture hotspot. Fonds de solidarité FTQ, which participated in the Series B round for DalCor back in April 2016, says it prides itself on announcements such as that of DalCor’s financing as an example of Canada’s booming biotech industry.

Alain Denis, Senior Vice President, New Economy for Fonds de solidarité FTQ says the firm believes investing in life sciences funds such as Sanderling Ventures VII means attracting more people to Quebec to increase the availability of capital. “In banking on world-class research talent, as well as research infrastructure and services, we are helping to strengthen Quebec’s life sciences industry,” Denis says.

In recent years, the Fonds has invested in DalCor, Inception IBD, enGene, Milestone, Esperas, PRCL Recherche, Gladius, Thrasos, GlyPharma, and Zymerworks.

Les investisseurs québécois parlent depuis quelque temps de cette province comme du nouvel endroit où les capitalrisqueurs doivent placer leur argent en biotechnologie. Le Fonds de solidarité FTQ, qui a participé au deuxième cycle de financement de DalCor en avril 2016, est fier de cette annonce, car il voit DalCor comme le symbole d’une industrie canadienne des biotechs en plein essor.

Embracing change: Are you ready for legal and regulatory developments in Canada’s intellectual property framework?

WITH A SERIES OF LEGAL AND REGULATORY CHANGES ON THE HORIZON, 2017 promises to be a dynamic year when it comes to protecting and leveraging intellectual property rights in the biotechnology and pharmaceutical industries. We expect these changes to significantly impact the scope of patent protection for pharmaceuticals, the nature of legal proceedings used to determine patent validity, and the framework governing the Patent Medicines Prices Review Board (PMPRB), Canada’s patented-drug pricing watchdog.

SIGNING ON TO CETA After a seven-year negotiation process, Canadian and EU leaders signed the Comprehensive Economic and Trade Agreement (CETA) on October 30, 2016. The following day, Canada’s former Minister of International Trade, Chrystia Freeland, tabled Bill C-30 to implement CETA into Canadian law.

The European Parliament has now approved CETA and Bill C-30 has received Royal Assent. CETA provides for key reforms affecting the pharmaceutical industry, including supplementary protection for patents relating to pharmaceutical products (also known as patentterm restoration) and changes to proceedings under the Patented Medicines (Notice of Compliance) Regulations (PM(NOC) Regulations).

PATENT-TERM RESTORATION Patents provide a patentee with the exclusive right of making, constructing and using the invention for a period of 20 years from the patent filing date. However, in the case of pharmaceuticals, significant testing and subsequent regulatory approval usually occurs after the patent filing date such that the patentee can rarely benefit from the full 18

AVEC LA SÉRIE DE CHANGEMENTS JURIDIQUES ET RÉGLEMENTAIRES QUI SE PROFILENT, 2017 promet d’être une année dynamique en matière de protection et d’optimisation des droits de propriété intellectuelle dans les secteurs pharmaceutique et des biotechs. Ces changements devraient avoir un effet considérable sur la portée de la protection que procurent les brevets pharmaceutiques, la nature des procédures juridiques qui servent à déterminer la validité des brevets et le cadre qui régit le Conseil d’examen du prix des médicaments brevetés (CEPMB), l’observateur officiel du prix des médicaments brevetés au Canada.

L’ADOPTION DE L’AECG Au bout d’un processus de négociation de sept ans, les dirigeants canadiens et européens ont signé l’Accord économique et commercial global (AECG) le 30 octobre 2016.

Le lendemain, Chrystia Freeland, alors ministre Kristin Wall des Affaires étrangères, a déposé le projet de loi C-30 visant à intégrer l’AECG à la législation canadienne.

Le Parlement européen a d’ores et déjà approuvé l’AECG, le projet de loi C-30 a reçu la Sanction Royale. L’AECG prévoit d’importantes réformes, qui toucheront le secteur pharmaceutique, notamment une protection accrue des brevets liés aux produits pharmaceutiques (sous la forme d’un rétablissement de la durée des brevets) et des Tracey Stott changements aux procédures visées par le Règlement sur les médicaments brevetés (avis de conformité).

LE RÉTABLISSEMENT DE LA DURÉE DES BREVETS Les brevets fournissent à leurs titulaires le droit exclusif de fabriquer et d’utiliser leur invention durant 20 ans à partir de la date de dépôt. Cependant, en ce qui concerne les BIOTECanada

Bill C-30 will introduce the concept of “certificates of supplementary protection” (CSPs) to the Canadian Patent Act. CSPs will only be available for patents pertaining to a first approved medicinal ingredient or a combination of medicinal ingredients contained in a drug for which the authorization for sale has been issued by the Minister of Health. Unlike the EU, the maximum term of a CSP in Canada will be capped at two years. Only one CSP will be issued per medicinal ingredient.

Details of the CSP reforms will be addressed following implementation by way of regulation, including exact nature of any “prescribed variations” of medicinal ingredients that will be treated as the “same medicinal ingredient”, and the date that patents will be eligible for CSPs. However, the legal effect of a CSP will be that it will grant to the certificate holder “the same rights, privileges and liberties that are granted by the patent” after the patent expires, and it will not constitute an infringement of the CSP to make, construct, use or sell the medicinal ingredient or combination of medicinal ingredients for export from Canada. Actions for infringement of a CSP or to impeach a CSP will be subject to similar treatment as patent infringement and impeachment proceedings, and a patent subject to a CSP term will remain under the jurisdiction Patented Medicine Prices Review Board.

AN END TO DUAL LITIGATION? Bill C-30 will also reform litigation under the PM(NOC) Regulations. Currently, innovators have no effective right of appeal in these proceedings, and the summary proceeding

La durée maximale du CCP au Canada sera de deux ans (limite non imposée dans l’UE). Un seul CCP pourra être émis par ingrédient médicamenteux.

On prévoira le détail des réformes qu’entraîne le CCP à la suite de sa mise en œuvre par voie de réglementation; on précisera notamment la nature de l’expression « toute variation prescrite » d’un ingrédient médicamenteux, devant être traitée comme « le même ingrédient médicamenteux », ainsi que la date à laquelle les brevets pourront faire l’objet d’un CCP. Quoi qu’il en soit, l’effet juridique d’un CCP sera d’octroyer à son titulaire « les mêmes droits, facultés et privilèges que ceux conférés par le brevet mentionné dans le certificat » après l’expiration du brevet. Cependant, fabriquer, utiliser ou vendre l’ingrédient ou la combinaison d’ingrédients médicamenteux pour l’exportation ne constituera pas une violation du CCP. Par ailleurs, les actions en violation du CCP ou pour attaquer la validité d’un CCP seront soumises au même traitement que les procédures en cas de contrefaçon de brevet ou de demande d’invalidation de brevet; de plus, le brevet disposant d’un CCP demeurera sous la juridiction du Conseil d’examen du prix des médicaments brevetés.

LA FIN DES DOUBLES LITIGES? Le projet de loi C-30 amène aussi la réforme des litiges en vertu du Règlement sur les médicaments brevetés (avis de conformité). Actuellement, les innovateurs n’ont pas de droit d’appel réel dans le cadre de ces procédures, et la procédure sommaire en vertu du Règlement sur les médicaments brevetés (avis de conformité) peut être suivie d’actions complètes en contrefaçon ou d’invalidation de brevet. Le projet de loi C-30 vise le remplacement des procédures sommaires actuellement en vigueur en vertu du Règlement sur les médicaments brevetés (avis de conformité) par des actions complètes devant permettre une décision définitive quant à la contrefaçon et à la validité du brevet. Il vise aussi la mise en place de règlements sur le déroulement de ces actions, dont les décisions et ordonnances que peut employer le tribunal, ainsi que les éventuels appels de ces décisions et ordonnances. Si l’on associe cela à de récents commentaires du gouvernement fédéral, on peut espérer que les

Bill C-30 allows for the replacement of the current summary proceedings under the PM(NOC) Regulations with full actions that will result in final determinations of patent infringement and validity, and for regulations regarding the conduct of such actions, including the decisions and orders the court may make and any appeals of those decisions and orders. In conjunction with recent comments from the federal government, the amendments in Bill C-30 are intended to end the practice of dual litigation.

CONSULTATIONS ON EXCESSIVE PRICE GUIDELINES Changes may also be coming to the PMPRB’s Compendium of Policies, Guidelines and Procedures (Guidelines) which, in conjunction with the Patent Act and the relevant regulations, outline how the watchdog determines whether prices for Canadian patented drugs are “excessive.”

In 2016, the PMPRB launched the first phase of a series of consultations to modernize and simplify its legal framework.

It has stated that this modernization will “better protect Canadian consumers from excessive patented-drug prices in today’s rapidly evolving pharmaceutical market.”

Proposed changes to the factors considered by the PMPRB in determining whether a medicine is being sold at an excessive price include a new categorization strategy based on indicators of potential for abuse of statutory monopoly, change in the basket of countries included in international price comparisons, adopting lower price ceilings to account for confidential pricing rebates and discounts, and re-considering whether price increases should be calculated in relation to the Consumer Price Index. The PMPRB has recently invited stakeholders and interested members of the public to comment on proposed regulatory amendments addressing these issues.

Although it is too early in the process to say what the extent of the proposed changes will be, all of them have the potential to significantly impact pricing determinations.

En 2016, le CEPMB a démarré la première phase d’une série de consultations en vue de moderniser et de simplifier son cadre juridique. Selon le Conseil, cette modernisation devrait « mieux protéger les consommateurs canadiens contre les prix excessifs des médicaments dans le marché pharmaceutique en évolution rapide d’aujourd’hui ».

Les changements proposés aux facteurs que le CEPMB utilise pour déterminer si le prix de vente d’un médicament est excessif comprennent une nouvelle stratégie de catégorisation basée sur des indicateurs de potentiel d’abus de monopole de droit, une modification de la tranche de pays inclus dans la comparaison internationale des prix et l’adoption d’un plafond de prix plus bas afin de tenir compte des rabais confidentiels sur les prix (largement pratiqués); enfin, on évaluera à nouveau si les hausses de prix devraient être calculées par rapport à l’indice des prix à la consommation. Le CEPMB a récemment invité les parties prenantes et les membres intéressés du public à fournir des commentaires sur les modifications réglementaires proposées afin de régler ces problèmes.

Bien qu’il soit trop tôt dans le processus pour connaître l’ampleur des changements réellement apportés, tous ceux qui ont été proposés pourraient avoir un effet considérable sur la détermination des prix.

Today, roughly two-thirds of the 415 million people living with diabetes live in cities.1 Our physical environment and how we live, work, exercise, eat, and sleep all impact our health. Our increasingly urban lifestyles have, in effect, contributed to negative health outcomes. Across the globe and here in Canada, cities are on the front lines of the urban diabetes epidemic.

The serious consequences of diabetes cannot be overstated.

likely to be hospitalized with cardiovascular disease, twelve times as likely to be hospitalized with end-stage renal disease, and more than twenty times as likely to be hospitalized for a non-traumatic lower limb amputation, compared to the general population.2 We know from the Rule of Halves study that only 6 per cent of those with diabetes live a life free from diabetes-related complications.3 The Rule of Halves study demonstrates that among the global population living with diabetes, only approximately one-half have been appropriately diagnosed.3 Of those that are diagnosed, only half receive proper treatment and again, just half of those patients are able to achieve their treatment targets.3 Of those achieving their treatment targets, only half live their lives free from diabetes-related complications.

To address this situation, Cities Changing Diabetes, a cross-sectoral partnership program initiated by Novo Nordisk, is committed to encouraging urgent action against urban diabetes on a global scale. At its core, the program aims to map the extent of diabetes in a growing number of the world’s cities, share learnings, and act to defeat this growing public health crisis. Copenhagen, Houston, Johannesburg, Mexico City, Rome, Shanghai, and Tianjin are all a part of this important global program, as is Vancouver.

On November 14, 2016, World Diabetes Day, Vancouver became the first Canadian city to join Cities Changing Diabetes. Leaders from the City of Vancouver, Diabetes Canada (formerly the Canadian Diabetes Association), Simon Fraser University, Vancouver Coastal Health, and Novo Nordisk Canada Inc. joined together to formally announce their mutual commitment to tackling urban diabetes in one of Canada’s most-populated city centres. The Cities Changing Diabetes Vancouver partners were also joined by the Honourable Peter Fassbender, Minister of Community, Sport and Cultural Development, who expressed the province of British Columbia’s support for the program.

As part of the launch of Cities Changing Diabetes Vancouver, Rick Blickstead, President and CEO of Diabetes Canada said, “The epidemic of diabetes cannot be solved alone—the issue is far too complex. We must engage in innovative collaboration across sectors—government, business, education, and advocacy—to create meaningful change. Cities Changing Diabetes presents a unique opportunity for crosssector collaboration with the goal to end diabetes.”

Today, roughly 60,000 people in Vancouver live with diabetes, but only approximately 46,000 have been diagnosed.4 Vancouver has one of Canada’s most ethnically diverse populations, and is home to many socio-cultural groups that are at a higher risk of diabetes and related complications, such as people of South Asian, Chinese, African, Hispanic, or Aboriginal descent.5 Additionally, driven by factors such as an aging population, social inequality, and rising diabetes incidence rates, the number of people living with diabetes in Vancouver is projected to increase by 62 per cent by 2020 and account for 10.3 per cent of the total population.6

Par rapport à la population en général, les personnes aux prises avec le diabète courent un risque trois fois plus élevé d’hospitalisation pour maladie cardiovasculaire, douze fois plus élevé d’hospitalisation pour maladie rénale en phase terminale et au-delà de vingt fois plus élevé d’hospitalisation pour amputation d’un membre inférieur non liée à un accident2.

L’étude intitulée Rule of Halves (la règle des moitiés) nous a appris que les complications du diabète n’épargnent que six pour cent des personnes souffrant de la maladie3. Cette étude nous a aussi appris que de l’ensemble de la population de diabétiques à travers le monde, seulement la moitié environ recevait le diagnostic juste . De ces personnes recevant un diagnostic, seule la moitié se verrait prescrire le traitement approprié, et de cette portion de gens, seule la moitié arriverait à réaliser les objectifs du traitement prescrit3. Enfin, de ce dernier groupe, seule la moitié des personnes serait épargnée des complications du diabète.

Afin de remédier à cette situation, le programme de partenariat intersectoriel Cities Changing Diabetes (des villes qui transforment le diabète) qu’a mis sur pied Novo Nordisk a pour mission de favoriser des actions urgentes contre le diabète dans les villes à l’échelle mondiale. Essentiellement, le programme vise à cartographier l’étendue du diabète dans les grandes villes du monde, à mettre en commun le savoir et à agir pour endiguer ce fléau de santé publique croissant.

Copenhague, Houston, Johannesburg, Mexico, Rome, Shanghaï et Tianjin participent toutes à cet important programme mondial, tout comme Vancouver. À l’occasion de la Journée mondiale du diabète, le 14 novembre 2016, Vancouver a été la première ville canadienne à rejoindre le programme Cities Changing Diabetes. Les élus municipaux de Vancouver, Diabète Canada (autrefois l’Association canadienne du diabète), l’Université Simon Fraser, Vancouver Coastal Health et Novo Nordisk Canada Inc. se sont rassemblés pour annoncer officiellement leur engagement commun dans la lutte contre le diabète dans l’un des centres urbains les plus peuplés du Canada. L’honorable Peter Fassbender, ministre du Développement communautaire, sportif et culturel de la province, s’est joint aux partenaires vancouvérois de Cities Changing Diabetes afin d’exprimer le soutien de la Colombie-Britannique envers le programme. THE BIOMEDICAL DISCOVERY AND COMMERCIALIZATION (BDC) PROGRAM, despite launching just two years ago, is quickly turning heads in both the industrial and academic communities for its unique approach to exploratory learning. Offered by the Department of Biochemistry and Biomedical Sciences at McMaster University, the third-year entry program takes a hands-on, career-focused approach to bringing real-world experiences into the classroom.

“The BDC program is the culmination of much planning for a multidisciplinary training program concentrated in the biomedical sciences, one that equips graduates with strong discovery research skills, business acumen, and a meaningful experiential connection,” said Dr. Eric Brown, Director of the BDC program. Inquiry-based research, start-up experiences, and work-integrated learning have been the main drivers of success behind the integrated curriculum.

BDC’s emphasis on developing research skills is supported by the capstone fourth-year undergraduate senior thesis, which accounts for 50 per cent of the student’s course load.

“The thesis course is among my favourite courses, especially in terms of learning by doing,” said Madeleine Rudolph, a current fourth-year BDC student. “I can focus on doing meaningful research and building my scientific communication skills throughout the course, which fits perfectly with the goals of the BDC program as a whole.”

The BDC undergraduate program also tasks students with evaluating the commercial potential of projects in academic laboratories, requiring them to search for current intellectual property claims, evaluate market potential, and understand the basis

Making use of these skills has been fundamental in allowing Rudolph to participate as a finalist in a Life Sciences commercialization competition with many MBA candidates.

BDC Master’s students have expressed similar sentiments about their required MBA courses, in particular Pharma and Biotech Business Issues, taught by James Hall, current Vice President at Astellas Pharmaceuticals. “The MBA courses give you a lot of useful knowledge,” said Ricky Ghoshal, a current BDC Master’s student. “When you’re in the BDC program as an undergraduate, you get a good understanding of what is needed before the drug gets approved, but for everything that happens after approval by Health Canada, how it gets listed, priced, reimbursed… This MBA course tells you exactly how to go about it.”

In addition to the multidisciplinary focus on research and commercialization, the program boasts opportunities for students to succeed in their entrepreneurial endeavours.

Take Dhillon Persaud, a business-savvy fourth-year BDC student who is launching a start-up company developing statistical algorithms for trade. Or Mohammed Fawad Ahmed, who doubles as a third-year BDC student by day and Eatable co-founder by night. Ahmed’s start-up, Eatable, is an application that allows users to search for video recipes based on the criteria of available ingredients. At the Master’s level, all BDC students gain exposure to start-up culture, working for a full academic term as a consulting team to bring Health Science research from the lab to the market.

“My team and I worked with Lumago, a start-up focused largely on optimizing agricultural infrastructure,” said Areeba Athar, a current BDC Master’s student. “Individually, I was at the forefront of scoping out market opportunities for partnerships and distribution both locally in Ontario and nationally in Canada. As a team, we supported health economics, regulatory, and financial recommendations.”

Mohammed Ahmed, aussi étudiant de deuxième cycle, a déjà commencé une nouvelle entreprise qui s’appelle Eatable qui fonctionne comme un logiciel pour trouver des recettes de vidéo avec les ingrédients qui nous sont disponibles. Au troisième cycle, les équipes d’étudiants de DCB travaillent avec une nouvelle entreprise en sciences de la santé comme consultants externes. « Je travaillais avec mon équipe pour une nouvelle entreprise agriculturelle qui s’appelle Lumago, » a dit Areeba Athar, étudiante de troisième cycle. « Je faisais des comparaisons de prix pour les produits sur le marché et j’étais sur le point de trouver des opportunités pour s’associer avec d’autres entreprises. » La stratégie de DCB qui apporte des expériences de travail aux salles de cours est évidente aussi dans les stages auxquels les étudiants de troisièmes cycles participent dans une entreprise pendant quatre à huit mois. « Les expériences de travail sont toujours la première chose que les patrons me biotech.ca

Ce n’est pas une chose que beaucoup d’étudiants peuvent faire. » La première classe en Maîtrise de Découverte et Commercialisation Biomedicale sera diplômée en août 2017.

Quand ses étudiants ouvriront le prochain chapitre de leurs carrières professionnelles, il ne reste qu’une seule chose qui est certaine: le programme de DCB a équipé ses étudiants avec une expérience d’apprentissage unique, avec laquelle ils peuvent partir dans le monde, découvrir, commercialiser, et apporter du changement.

Along with Ghoshal, Fong is one of two students carrying out their internship as Business Development Analysts at Glicantis, a biotechnology start-up located in Guelph, Ontario. Although they focus on different independent projects, both Ghoshal and Fong examine and advise on the commercial viability of Glicantis’s biomedical applications. “We’re really walking companies through commercialization from the lab bench to patient delivery, which is not something a lot of students can say they’ve done,” said Fong.

The first BDC Master’s cohort is set to graduate in August 2017 after completing their one-year Master’s degree.

As they embark on the next chapter of their professional careers, one thing remains certain: The BDC program has equipped students with a fundamentally unique learning experience to go out into the world, discover, commercialize, and, ultimately, make a change.

BioTalent Canada, the national non-profit HR association for the Canadian biotechnology industry, recently published a new labour market report taking a closer look at this issue. Paving the Way offers recommendations on how internationally educated professionals (IEPs) could better connect to jobs in Canada’s bio-economy.

Acknowledging skills recognition as a roadblock to connecting employers with skilled immigrants, BioTalent Canada, with the funding of the Government of Canada, introduced the BioSkills Recognition Program, an industry skills-validation system, several years ago.

Two hundred and eighty-five IEPs participated in the BioSkills Recognition Program, of which 256 were validated as BioReady™, or having the skills and experience to work in Canada’s bio-economy.

The report looks at an IEP’s job search from the perspective of skilled newcomers, immigrant serving agencies (ISAs), and employers. Key findings include: IEPs ARRIVE WITH THE KNOWLEDGE AND SKILLS NEEDED BY CANADA’S BIO-ECONOMY • Two-thirds (67.6 per cent) of the IEPs surveyed reported having a minimum of a master’s degree and over half (56.8 per cent) indicated having worked in biotechnology prior to immigrating to Canada.

• The most common skills IEPs possess are research and development (57.7 per cent) and quality control/assurance (24.0 per cent), which rank among the most prominent skills deficits in Canada’s bio-economy as published in BioTalent Canada’s 2013 labour market report Sequencing the Data.

BioTalent Canada, l’association nationale de RH sans but lucratif qui dessert l’industrie canadienne de la biotechnologie, a récemment publié un nouveau rapport sur le marché du travail qui étudie cette question de près. Ouvrir la voie offre des recommandations sur les moyens de mieux relier les professionnels formés à l’étranger (PFE) aux emplois dans la bioéconomie canadienne.

Réalisant que la reconnaissance des compétences fait obstacle entre les employeurs et les immigrants compétents, BioTalent Canada, grâce au financement du gouvernement fédéral du Canada, a introduit il y a quelques années le Programme de reconnaissance des biocompétences, qui sert à valider les compétences propres au secteur.

PRE-SCREENING MAY BE A SOLUTION FOR SKILLED IEPs TO CONNECT TO EMPLOYERS • Ninety per cent of the ISAs surveyed agreed education and experience validation would help IEPs obtain employment in Canada’s bio-economy.

• Biotechnology employers surveyed supported the concept of having access to pre-screened candidates.

The labour market report also concludes that an individual’s readiness to work in the Canadian bio-economy could be accurately assessed by a system within the biotechnology industry itself, potentially accelerating their entry into the sector and giving employers faster access to the skills they need.

The talk of the night was what NBIF’s CEO Calvin Milbury called “the highest-quality round of competitors we’ve ever had.” The cross-sectoral group of start-ups is

High-quality competitors? No doubt. But what inspired us most of all was the breadth of the solutions and the number of industries represented on the podium.

The top three provincial victory spots were landed by companies that are prime examples of marrying the old with the new, using modern information technology platforms to innovate in traditional sectors. Biotechnology and information technology are not separate industries, but rather complimentary tools to develop cross-sectoral solutions.

The national grand prize was awarded to social app Newpy, while personal finance app Quber took home the CBC Viewer’s Choice award.

Les trois premières places provinciales ont été remportées par des entreprises qui sont d’excellents exemples du mariage entre la tradition et l’innovation, utilisant les plateformes modernes de technologies de l’information pour innover dans les secteurs traditionnels. La biotechnologie et les technologies de l’information ne sont pas des secteurs indépendants, mais plutôt des outils complémentaires permettant de mettre au point des solutions intersectorielles.

Le grand prix national a été remis à l’application sociale Newpy, tandis que l’application de finances personnelles Quber remportait le Prix des téléspectateurs de la CBC. Le Nouveau-Brunswick a une longue histoire d’innovation dans nos secteurs traditionnels. New Brunswick has a long history of innovation in traditional sectors. Historically, we are a land of fishermen, foresters, and farmers who to this day are exporting valueadded products around the world. Companies such as McCain Foods, Cooke Aquaculture, and Remsoft are global companies using cutting-edge technologies to innovate in our natural resource sectors and create wealth here in New Brunswick.

BioNB operates at the centre of the provincial effort to build the bioscience sector in New Brunswick, so you can imagine our delight when Pfera Inc. took the grand prize at the Breakthru competition and WEnTech Solutions and SomaDetect were named runners-up. Their victories represent almost $1 million in funding across the three New Brunswick companies. These start-ups are led by some of the hardest-working people in the province, who have the passion and technical expertise to grow companies from the ground up. In all three cases, the founders developed their ideas after working in an industry, identifying a problem, and creating a solution. That is entrepreneurship.

So why did these three companies win? We think it has to do with the revenue-generating projects and pilots that each of them has on the horizon. These companies are using Atlantic Canada as a sandbox to validate and pilot their technologies, a concept that BioNB has been selling to the world for the last three years. With one of the strongest start-up ecosystems in the country and a diversity of traditional industries and biomass to work with, we are one of the best playgrounds in which to validate technologies and start companies.

Grand prize winner Pfera Inc. is testing their biotech solution for horse breeders in a pilot with P.E.I. farms. Their technology helps horse owners predict precisely when their mares will give birth, saving significant time and money in a small but lucrative industry.

Runner-up SomaDetect is on a similar path with their detection tool that helps dairy farmers quickly assess the health of their herd and its milk. The region’s dairy industry is certainly intrigued, and SomaDetect CEO Bethany Deshpande is aiming for a five-farm pilot project in 2017.

Breakthru’s other runner up, WEnTech Solutions, has built their IT platform W-SAS to help engineers more easily assess the details around waste-to-energy projects. Their resource-saving tool is attracting interest in their industry, with paying customers already in the hopper from around the region and across the globe.

NBIF said “New Brunswick is the big winner in Breakthru.” We would have to agree! Giving away cash is great, but Breakthru also provided a platform for these hard-working entrepreneurs to acquire visibility regionally and nationally. We can’t wait to see where these companies go next, and we will have our eye on the next bio-innovators for future competitions.

Ces entreprises utilisent le Canada atlantique comme terrain de validation et de test de leurs technologies, un concept que BioNB vend à travers le monde depuis au moins trois ans. Possédant un des plus importants écosystèmes pour les entreprises en démarrage au pays et une diversité d’industries traditionnelles et de biomasse avec lesquelles travailler, nous offrons un des meilleurs milieux pour valider des technologies et démarrer des entreprises.

Le lauréat du grand prix, Pfera Inc., teste sa solution biotechnologique pour les éleveurs de cheveux dans le cadre d’un projet pilote avec des fermes de l’Île-du-Prince-Édouard.

Sa technologie aide les propriétaires de chevaux à prédire précisément quand leurs juments mettront bas, ce qui épargne beaucoup de temps et d’argent à une petite industrie lucrative.

Canada’s life sciences sector has generated billions of dollars for the economy, contributed to global leadership in knowledge and innovation, and advanced our ability to treat disease and save lives. But the path to commercialization is fraught with challenges at every stage, and for every company that makes it, there are scores that don’t.

Chief among the obstacles is funding. institutions. At this stage, companies don’t know what to do or where to go for money.” A study prepared for the B.C. Ministry of International Trade reported similar findings, with more than half of respondents citing early-stage capital as the most difficult to raise.

Part of the problem is that the venture pool has shrunk, and the few that are left are either waiting until the startups are further along the commercialization path, or moving funds away from life sciences and biotech altogether and into the tech sector, where there is less perceived risk and shorter timeframes. The result: lost 42

But the problem is not just with funding. According to the OBIO study, “access to management talent, networks, and expertise” also ranked highly in terms of the factors holding companies back. Many start-ups struggle when they reach the critical post-angel—pre-VC gap because they are ill-equipped for the commercial road ahead and are not sure where to acquire the resources, connections, and expertise to manage the demands of infrastructural frameworks, business systems, and regulatory and product development challenges.

ACCELERATING GROWTH Accel-Rx was launched in 2014 to address the barriers that hindered seed-stage companies from advancing to the investment-ready stage. Together with BDC Capital, they established a $20 million seed funding partnership. Accel-Rx and BDC each contribute up to $500,000 per investment, with a minimum $500,000 matching requirement for the portfolio company.

The organization screens for high-value investment opportunities from both CECR (Centres of Excellence for Commercialization and Research) and non-CECR sources.

Those selected for Accel-Rx’s portfolio benefit from a comprehensive support program founded on three pillars: capital, connections, and acumen.

“Accel-Rx is the only life sciences accelerator with a pan-Canadian mandate providing this type of support,” says CEO Natalie Dakers. “As such, we are in a position to directly and positively impact the national sector by seeking out and supporting top innovative prospects with the potential for long-term growth.”

In the 2016 fiscal year, Accel-Rx screened some 60 companies in pursuit of the best Canadian innovations in life sciences. While the organization does not typically “lead” investment rounds, the thorough due diligence it conducts during the screening process has led to an unofficial role as investment “catalyst,” bringing new investors to the table because of their confidence in the rigorous and unbiased vetting process.

“The principle of pre-validation is at the very core of our mandate,” says Dakers. “It is essential both to attracting investors and to providing the best chances of accelerating the growth of seed-stage candidates.”

As of March 2017, Accel-Rx had invested in six companies, with two additional candidates in the latter stages of closing. Based in Ontario, Quebec, and B.C., those companies’ innovative new treatments include shockwave technology to treat cardiovascular disease, hypoglycemia prevention for diabetes patients, and next-generation cancer antibodies, among others. For portfolio company ImStar Therapeutics, Accel-Rx’s investment is enabling them to unlock the secrets of treating ALS. “For patients living with ALS, a devastating terminal illness, every single day of life is precious,” says ImStar CEO

L’ACCÉLÉRATION DE LA CROISSANCE L’accélérateur d’entreprises Accel-RX a été fondé en 2014 pour éliminer les barrières qui se dressent devant les entreprises en phase d’amorçage souhaitant passer au stade de l’obtention d’investissements. Avec BDC Capital, l’accélérateur de l’innovation en santé a conclu un partenariat de 20 millions $ destiné au financement de démarrage.

Accel-Rx et BDC apportent 500 000 $ chacun par investissement, et la société admise dans l’« écurie » doit fournir une somme au moins correspondante.

L’accélérateur recherche des occasions d’investissement de grande qualité tant dans le bassin du Centre d’excellence pour la commercialisation et la recherche (CECR) que parmi d’autres sources. Les entreprises admises dans l’écurie Accel-RX tirent parti d’un programme de soutien complet, qui s’appuie sur trois piliers : le capital, les contacts et la connaissance du monde des affaires.

La chef de la direction de l’accélérateur, Natalie Dakers, explique : « Accel-Rx est le seul accélérateur en sciences de la vie à mandat pancanadien qui offre ce type de soutien. Par conséquent, nous pouvons avoir un effet positif direct sur le secteur à l’échelle nationale, grâce à la découverte et au soutien d’entreprises prometteuses ayant un potentiel de croissance à long terme. » Au cours de l’exercice 2016, Accel-Rx a examiné la situation de 60 entreprises, afin de trouver les meilleures innovations canadiennes en sciences de la vie. Bien que l’organisation n’ait pas pour mandat de diriger la recherche de financement de ces entreprises, le contrôle diligent qu’elle effectue au cours du processus de sélection a fini par lui conférer un rôle non officiel de « catalyseur »; en effet, de nouveaux investisseurs se présentent, car le processus rigoureux et objectif de l’accélérateur leur inspire confiance.

Mme Dakers ajoute : « Le principe de prévalidation est au cœur de notre mandat. Il est essentiel tant pour attirer les investisseurs que pour offrir aux entreprises candidates en phase d’amorçage les meilleures chances d’accélérer leur croissance. » En date de mars 2017, Accel-Rx avait investi dans six entreprises et était sur le point de proposer une entente à deux autres candidats. L’ÉTABLISSEMENT DE LIENS ET LA CRÉATION D’EXPERTISE

MAKING CONNECTIONS, BUILDING EXPERTISE In addition to providing a source of funding at a key stage in the growth cycle, Accel-Rx has also developed a series of programs and resources to support portfolio companies as they manage the growth that comes with expansion.

“It’s not enough to just provide funding,” says Dakers.

“Without the systems, acumen, and networks to extract maximum value from the investment, we’re selling ourselves—and our portfolio companies—short.”

The company’s programs—particularly its connections and acumen pillars—are designed to augment, enhance and, if necessary, initiate business systems and operations to support management and prepare for Series A financing.

Programming is available to all portfolio companies and is tailored to meet their needs in key areas including gap analysis/planning, product development, governance, communications, and business services such as financial management, among others. Companies can also take advantage of networking opportunities through events such as investor and CEO forums and participate in the Accel-Rx National Mentoring Program (AMP) to be launched in 2017, a sector-wide mentoring initiative designed to facilitate peer-to-peer connections for knowledge transfer and entrepreneurial development.

“Early-stage funding and business support are essential to the viability of an emerging company,” says Accel-Rx Board Chair David Main. “There is no doubt Accel-Rx is filling a vital gap in the ecosystem and in our ability to grow our industry on a national scale.”

The challenges facing the life sciences sector are well documented, even if there is some debate about which ones are most urgent. From cost and pricing pressures to regulatory compliance, the barriers to success can be significant.

As a result, the mantra “fail it fast” has become a truism. The journey to commercialization is long and expensive; if something isn’t going to succeed, it’s better to know early so that scientists and investors can move on to the next project.

But what about innovations that fail because the teams behind them were missing critical knowledge? How many promising products would live to see the market if their journey was guided by experts who had travelled the route before?

“In the life sciences industry, most projects fail not because they have an inherent flaw, but because of an under-investment in knowledge,” says Ali Ardakani, managing director at Novateur, a company with a new approach to harnessing industry expertise. He compares the commercialization journey to climbing a mountain.

“You can’t climb Mount Everest alone,” he says. “The difference between success and failure is the expertise and experience that the Sherpas bring because they know the route.”

But in an industry where soaring R&D costs and access to capital are top of mind, digging deep for experience isn’t always on the radar, even when it ought to be.

Parimal Nathwani is the vice president of life sciences at MaRS Innovation— the largest academic innovation hub in Canada. He works with 15 leading academic institutions in Toronto to establish start-up companies, and finds that access to talent is a major issue.

“Getting companies started and off the ground requires a special skill set—people who have ‘been there, done that,’” Nathwani says. “Start-ups can’t recruit that calibre of talent, or find the time to recruit them.”

For start-ups and in-house development teams, that skill set includes the full spectrum of talent from technical experts to scientific managers to C-suite executives. The narrow specializations in life sciences make this challenging.

Natalie Dakers is the president and CEO of Accel-Rx, a national health sciences accelerator headquartered in Vancouver that supports early and seed-stage companies. She notes that the recruitment challenge is especially acute in Canada because the life science ecosystem is diverse, but not deep. And while the industry does recruit from abroad to support growth, it’s often not an easy sell.

“We have an incredible diversity of types of companies in Canada, but we don’t have clusters like they do in the United States or United Kingdom,” she says. “When you’re recruiting from abroad, people want to know that there are other opportunities.” biotech.ca

The landscape is familiar to Ardakani, whose career has included roles as a project manager and director, among others. But after seeing first-hand how quickly a team of specialized experts can rally to a solution, he decided to try a new approach to recruitment.

Under the Novateur umbrella, he has developed a network of more than 100 core experts from around the world that he draws on to assemble virtual ad hoc teams. His approach has been described as a “specials ops” team that comes in with the right expertise to address a particular issue. Novateur’s network has experience in all stages of the development cycle for a broad range of technologies and indications. His clients have included large pharmaceutical companies, small biotech start-ups, and investment firms.

“For any particular drug, device, target area, or molecule, there is probably only a handful of people in the world with the relevant deep expertise,” Ardakani says. “But those are the people we need to get—they’ve been there before, made mistakes, and learned from them.”

The advantage of Novateur’s model, says MaRS Innovations’ Nathwani, is the ability to quickly access people with significant experience, which is more efficient in terms of time and capital.

“We spend a lot of time identifying these people, and it’s difficult to capture their attention,”

Nathwani says. “Being able to access a deep domain of expertise brings credibility to the companies we work with, and fits the flex that’s needed in a cash-constrained industry.”

While his clients are sold on his approach, Ardakani says he still spends time trying to convince others that a virtual, ad hoc team is the right solution.

“People often tell me, ‘but I want someone here, in my office,’” he says. “But it’s really the advice that they want. That advice could save millions of dollars, or could save their product.”

Shermaine Tilley, managing partner at CTI Life Sciences Fund, has witnessed the difference that targeted expertise can make.

“Having seen pitch decks of young companies before and after they’ve worked with Novateur, I can tell you that there’s been a transformative strategic focus,” she says. That focus can mean the difference between success and failure.

As other challenges in the life sciences sector emerge—an aging population with complex health needs, and a drive toward more patient-centred care—Ardakani says the business is challenging enough without taking additional risks.

“Just like climbing Everest, not having experience can be fatal,” he says. “We can help people climb the mountain, and conquer the peak.”

One of the centrepieces of Budget 2017 is the Innovation and Skills Plan, an ambitious effort to build Canada into a world-leading centre for innovation and create jobs and growth in six key areas.

The fact that three of those six areas of focus – health/bio-sciences, agri-food and clean technology – have strong links to biotechnology is a testament to the importance the Government of Canada is placing on supporting skills development and innovation in this crucial sector.

Le fait que trois de ces six domaines d’intérêt – la santé et les sciences biologiques, l’agroalimentaire et les technologies propres – soient étroitement liés à la biotechnologie témoigne de l’importance qu’accorde le gouvernement du Canada au soutien de l’innovation et au développement des compétences dans ce secteur crucial.

Plaque tournante de la recherche et du développement biomédical, le Canada est en fait le pays le plus concurrentiel du G7, selon la firme KPMG, ses coûts de revient étant de 26,6 p. 100 inférieurs à ceux des États-Unis.

Le Canada possède également l’un des plus solides écosystèmes biotechnologiques dans le monde. En 2015, l’industrie des produits pharmaceutiques et des médicaments dans son ensemble comptait plus de 550 sociétés, employant quelque 28 500 personnes et générant près de 11,8 milliards de dollars en exportations l’an dernier. Selon le Conseil national de recherche du Canada, près de 200 produits biologiques sont actuellement conçus par 71 sociétés et institutions canadiennes.

These challenges make it all the more important for companies in the biotechnology sector, especially those at the seed or start-up phase, to develop an international strategy.

As Canada’s “Chief Marketing Officer,” I am working hard to ensure that Canadian companies can access global markets and take advantage of opportunities abroad.

In addition to its expert market knowledge and intelligence, the TCS also offers several programs to assist Canadian innovators at all stages: • Going Global Innovation (GGI). GGI offers funding to Canadian innovators to find international partners that can help them commercialize their products. GGI covers up to 75 per cent of eligible costs, for example travel costs of Canadian innovators, up to a maximum of $75,000 for an approved project.

• CanExport. This $50 million, five-year program helps Canadian small and medium-sized enterprises (SMEs) take advantage of growth opportunities abroad by sharing a portion of the financial risks associated with international business development. As such, CanExport

The CTA experience was very transformative for us.

We have evolved very rapidly and created new relationships that we intend to pursue in the next weeks. Our business model is stronger and perfectly aligned with the current market. We only see great outcomes from our CTA experience. We have already recommended the CTA program to several other companies.

To ensure that Canada makes the most of every opportunity to attract global investment and the jobs that come with it, the Government of Canada is allocating $218 million over five years to create a new federal body, the Invest in Canada Hub. It will employ a dedicated high-impact sales force to promote Canada and be supported by an increased number of Trade Commissioners focused on investment attraction in strategic markets around the world. Beyond these programs, the TCS can support unique initiatives that are tailor-made for specific markets and industries. A great example is the TCS-backed Dose of the Valley event in San Francisco, where Canadian companies in the life sciences sector engage with key industry players in the Bay area at roundtable discussions, industry-led workshops, mentorship and pitch sessions, and networking events.

[The best feature of the program for Dose of the Valley was] the ability to make multiple contacts with individuals and organizations that could support the ongoing efforts of the company. Hearing from panels with enormous experience in early stage start-ups, their successes and challenges, was very useful. The mentors had very relevant experience and expertise to comment and advise on the company’s strategy and tactics. We anticipate that lasting connections for the company were made.

INNOVATION AT THE HEART OF INTERCEPT’S SUCCESS In the late 1990s, researchers discovered that bile acids played a larger role in the liver, kidneys, and intestinal systems than originally thought, and began pinpointing their intricate functions. Pruzanski, along with his research partners, saw promise in the utility of these compounds as the key to unlocking treatments for multiple liver diseases.

Beginning in 2002, the company developed obeticholic acid (OCA), a synthetic bile acid that targets the farnesoid X receptor (FXR), intended to treat certain progressive non-viral liver diseases.

To date, Intercept has conducted its most advanced research and development programs in three progressive non-viral liver diseases: primary biliary cholangitis (PBC), primary sclerosing cholangitis (PSC), and non-alcoholic steatohepatitis (NASH).

the treatment of primary biliary cholangitis, previously known as primary biliary cirrhosis (PBC), in combination with ursodeoxycholic acid (UDCA) in adults with an inadequate response to UDCA, or as monotherapy in adults unable to tolerate UDCA. In Canada, OCA is an investigational drug recently submitted to Health Canada as a priority-review new drug submission for the treatment of PBC, a progressive, autoimmune liver disease that primarily affects middle-aged women. If approved by Health Canada, OCA will represent the country’s first new treatment option for PBC patients in 20 years.

While Canadian approval of OCA for PBC is anticipated in mid-2017, Intercept isn’t slowing down; instead, the company considers this just the beginning. Intercept is currently overseeing additional clinical studies for NASH and PSC, with participating sites from across Canada, that they hope will support additional future indications for the use of OCA. “MORE THAN JUST A RIBBON-CUTTING EVENT” Last September, Intercept celebrated the launch of Canadian affiliate Intercept Pharma Canada, Inc. at Toronto’s Royal Ontario Museum with a full cohort of staff, liver-health stakeholders, and government.

During the day, they hosted the initial PBC multidisciplinary roundtable discussion. Attended by clinicians, patient groups, and policy experts, the roundtable proved to be an insightful forum to discuss the current state of PBC care across the country, and to identify opportunities to ultimately improve outcomes for PBC patients.

“We wanted our Canadian introduction to be more than just a ribbon-cutting event,” said Canadian general manager Brian Canestraro. “We wanted to take the opportunity to not only introduce ourselves, but also have a constructive discussion with patients and experts on how to improve patient outcomes, and how we can best be a part of that happening.”

CANADIAN AFFILIATE WAS A PRIORITY Setting up in Canada was a natural fit, noted Pruzanski.

“Establishing a Canadian affiliate has always been an important priority for our organization. Canada has a favorable regulatory environment and a wealth of thought leaders who continue to play a significant role in advancing clinical research in liver disease, especially in the area of PBC.” Canestraro echoed Pruzanski’s praise of Canada’s clinical expertise. “Not only does Canada have a favorable regulatory environment, it also has well-developed research and clinical-trial infrastructure. Canada is unique within the global liver-disease community. Canadian researchers have played a significant role in advancing the clinical research and management of PBC. With seven clinical-trial sites across the country participating in the OCA PBC clinical development program, Canadian clinicians, patients, and health institutions have made a meaningful contribution to the development of OCA.”

Au cours de la journée, la première table ronde multidisciplinaire sur la PBC a eu lieu. Réunissant des cliniciens, des groupes de patients et des experts stratégiques, la table ronde s’est révélée être un excellent forum de discussion sur l’état actuel des soins de la PBC à travers le pays, et elle a permis de déterminer des pistes d’amélioration de la situation des patients aux prises avec celle maladie. « Nous souhaitions que l’ouverture de la société affiliée canadienne soit plus qu’une simple inauguration », explique son directeur général, Brian Canestraro. « Nous souhaitions saisir cette occasion non seulement de nous présenter, mais aussi de susciter une discussion constructive entre patients et experts sur la manière d’améliorer la situation des patients et sur notre rôle à venir dans ce processus. »

Canestraro credits the area as a key reason for success.

“Mississauga has a strong industry presence and a thriving biopharma ecosystem that gives us access to a wealth of top-level pharma talent.”

He also spoke to the ongoing redevelopment of the city centre, noting that the area’s growth fits perfectly with Intercept’s corporate culture. “We specifically selected the Mississauga city centre for our Canadian location because of the fit with our broader corporate theme of regeneration.

We viewed the current redevelopment to be consistent with our corporate identity.”

MOVING FORWARD IN THE CANADIAN MARKET As OCA progresses through the approval processes for PBC, Intercept is continuing to expand its presence in Canada. With a bright future for OCA, Canestraro notes that Intercept is working to connect with other liver-health organizations across the country. “We are motivated by the opportunity to work with the Canadian liver-disease community to make a meaningful difference in the area of liver disease and to ensure patients with progressive liver diseases can have the best quality of life possible. That’s why we continue to partner with clinicians, patient groups, government, and centres of excellence to share our knowledge and expertise in the search for improving treatment innovations and health outcomes.”

Through four programs and over 100 projects, conducted internally and with partners, NRC experts design, produce and test solutions in the areas of cancer, central nervous system diseases, emerging infections, biomanufacturing, rapid diagnostics, surgical simulation, and bone reconstruction.

1/ In Montreal, biomanufacturing and characterization teams produce and screen thousands of complex biologics like bi-specific antibodies and antibody-drug conjugates. They examine their physical and functional properties, including structure, binding, and internalization, to identify which molecules have the best chances of successfully targeting and destroying cancer cells in solid tumours. NRC partners use these pre-clinical results to select lead candidates.

1/ À Montréal, les équipes de biofabrication et de caractérisation produisent et évaluent des milliers de produits biologiques complexes comme les anticorps bispécifiques et les conjugués anticorps-médicament. Elles examinent les propriétés physiques et fonctionnelles de ces produits, notamment la structure, la liaison et l’internalisation, en vue d’établir quelles molécules ont les meilleures chances de cibler et de détruire efficacement les cellules cancéreuses dans les tumeurs solides. 2,3/ Inside the NRC’s cell culture pilot plant, bioprocess specialists scale up the production of virus-like particles and viral vectors, using the NRC’s proprietary HEK293 expression system. Viral vectors are indispensable tools for DNA insertion, required in cell and gene therapy. The NRC’s production system, experts, and facilities can enable large-scale biomanufacturing of revolutionary treatments, like lenviral vectors used with CAR-T cells to fight blood cancers, and adenoviral vectors that show promise in the treatment of genetic disorders.

Vaccines and Immunotherapeutics Program

4/ In Ottawa, immuno-oncology experts are collaborating with Helix Biopharma to develop a CAR-T cell therapy. The NRC’s single-domain antibody 2A3 will make up one arm of the BiTE molecule and will target CEACAM6 on the surface of cancer cells. The other arm of the bi-specific antibody will recruit T-cells to the tumour site, where they can kill cancer cells and provoke an immune system response to destroy the tumour.

4/ À Ottawa, les experts en immuno-oncologie travaillent avec Helix Biopharma pour mettre au point une thérapie cellulaire CAR-T. L’anticorps à domaine unique 2A3 du CNRC constituera un bras de la molécule BiTE et ciblera CEACAM6 à la surface des cellules cancéreuses. 5/ Immuno-biology experts are completing pre-clinical development of a vaccine to prevent Haemophilus influenzae A (Hia) infection in Canada’s indigenous populations. Hia is a bacterial infection that can cause meningitis resulting in deafness, brain damage, and death in children and the elderly. To generate a robust immune response, the NRC’s glyco-antigen team isolated the carbohydrate capsule for type A, then purified it and chemically modified it to attach it to a bacterial protein that the immune system will more easily recognize.

Therapeutics Beyond Brain Barriers program 6,7/ In Ottawa, antibody engineers are developing molecular carriers that can transport therapeutics and diagnostics across the blood-brain barrier.

These single-domain antibodies are like Lego blocks that can be coupled to other molecules to build therapeutics and diagnostics for CNS diseases.

8/ To test whether biologics can cross the blood-brain barrier, the NRC’s cellular pharmacologists and electrophysiologists developed a blood-brain barrier model using stem cells. After testing the model’s barrier tightness to confirm that it is like the brain’s, experts insert molecules on the blood side, then extract a sample from the brain side to conduct an MRM analysis that confirms the biologic has reached the brain.

5/ Les experts en immunobiologie terminent le développement préclinique d’un vaccin destiné à prévenir l’infection à Haemophilus influenzae A (Hia) dans les populations autochtones du Canada. Health Technologies program 9/ In Boucherville, NRC experts are developing microfluidic bio-sensing technologies. Combining expertise in materials science and biotech, these tools can be used for biomarker detection in cancer diagnostics, chip-based selection and identification of rare cells, isolation and detection of molecular and cellular targets, and sample-to-answer detection of food and water pathogens.

10/ The NRC is a world leader in virtual reality surgery. Health IT and biotech experts characterize real biological tissue and translate it into surgical simulation software. These tools help improve the clinical competence and knowledge retention of surgeons in training, leading to higher patient safety and error reduction.

At the intersection of biotech and material science, the NRC uses leading-edge processes to produce titanium and bioactive glass foams for orthopaedic and dental applications. Our experts design, model, fabricate and test new biocompatible implantable devices.

Programme Thérapeutiques au-delà de la barrière hémato-encéphalique 6,7/ À Ottawa, les experts en ingénierie des anticorps développent des transporteurs moléculaires qui peuvent acheminer les agents thérapeutiques et diagnostiques à travers la barrière hémato-encéphalique. Ces anticorps à domaine unique sont semblables à des pièces de Lego et peuvent être jumelés à d’autres molécules pour produire des agents thérapeutiques et diagnostiques destinés au traitement des maladies du système nerveux central.

8/ Pour vérifier si les produits biologiques peuvent traverser la barrière hémato-encéphalique, les experts en pharmacologie cellulaire et les électrophysiologistes du CNRC ont développé un modèle de barrière hémato-encéphalique à partir de cellules souches. Après avoir testé l’étanchéité de barrière du modèle pour vérifier qu’elle est semblable à celle du cerveau, les experts insèrent des molécules du côté sang, puis prélèvent un échantillon du côté cerveau, qu’ils soumettent à une analyse MRM pour confirmer que le produit biologique a bien atteint le cerveau.
