Treasurer candidate tells voters to Forget-Me-Not

Tana-Marie Hogue was raised in Goochland County. After years of wondering why things were done a certain way, she is running for the Treasurer’s job because she believes she can make a difference.

Accountability is an important word to Hogue as she works to convince Goochland County voters she is the right person for the job.

Hogue is running against Interim Treasurer Pamela Johnson in the Nov. 8 elections.

“I think first of all you have to be accountable

for your personal words and actions,” she said in a one-to-one conversation Sept, 21. “I was raised here and love living here. I’m a hard worker, honest and impartial when dealing with people.”

Hogue said she understands how money should flow in and out of the Treasurer’s office.

“I have worked in various jobs where I had to deal with cash in the public sector,” she said.

“I managed the cleaners at Broadview Shopping Center for a number of years and have also kept books for my husband’s business and a homebased business I run.” see Hogue > page 3

Phil Davis has two good reasons for running for the District 4 seat on the Goochland County School Board, his two children who attend Randolph Elementary School.

“I was raised in Louisa County and attended public schools,” Davis said in a conversation Sept. 22. “My wife and I are very active in our

children’s education, and I see things about the school system that disturb me. I’d rather be involved with trying to fix the system and make it better than just standing on the sideline making a lot of noise. So, I’m running.”

He is seeking the seat held by Andrew A. Meng III, who is not running for reelection.

Beth Hardy is also a candidate for the seat.

School moves across the street

Salem Christian School isn’t your ordinary private school.

Located down Route 670 about 2.5 miles from Crozier, it’s a little off the beaten path.

It opened its doors 16 years ago just across the road from the school’s new location, occupied for the first time Aug. 18.

“The Cardwell School was in these buildings,” said assistant principal Susan Washburn. “It closed in 1981 and we were fortunate enough to be able to move here. We aren’t using all the space available, so we have room to grow.”

The school has grown from nine students the first year to the present 125. From the beginning, an additional class was added each year until the school had pre-school, kindergarten and all 12 grades.

“It’s a bit unusual, but this year’s senior class has only one member,” said school administrator Todd Brooking. “She’ll be our valedictorian, salutatorian, best and worst of the class. She’ll get all of the senior awards.”

While the student body has grown steadily, one of the pluses for the school is the stability of the faculty.

“Me and my wife [another Susan] have been here since day one,” Brooking said. “In the beginning, I did everything. I was administrator, teacher, janitor and maintenance. Susan [Washburn] has been here nine years, and many of our teachers have been here for more than a year. Our teachers earn about $24,000 a year. They could make a lot more teaching someplace else. Every teacher who was with us last year is back this year. They are here because this is where they want to be.”

Brooking and Washburn said that one of the advantages of having a small student body nicating with not only its own staff, but also with the public,” he said. “I’ve been to meetings where there would be handouts you could pick up on entering.

There would be staff members present who might have been given little or no notice that they needed to be there, and when questioned about the information on the handout, they had no idea where the information came from or what it meant.

“I believe communications and decisions should be open and transparent for everyone to see and understand,” Davis added. “For example, School Board meetings usually start at 7 p.m. in the evening, but recently, there have been several last minute changes where meetings started at 5 p.m. That’s

is that they know every student in the school.

“I feel like I have 125 children,” Brooking said. “I know everyone one and I don’t know if that would be possible if we had many more students.

I think maybe 150 students would be a good number for us to strive for.”

Tuition and fees for admission to Salem Christian School vary depending on the grade.

“We don’t let money or the ability to pay keep us from accepting a student,” Washburn said. “If we accept a child, we’ll work with his or her parents to find a way for the student to attend.”

Davis also said he understands that sometimes budget issues call for tough decisions to be made.

“One item that I believe is going to be a part of the next budget process is whether or not to outsource janitorial and custodial jobs,” he said.

“I’ve seen through some of the after school activities I’ve been involved in just how important these people are to the kids.

They are their friends. The trust them and talk to them.

I think the county is going to have to show a tremendous savings to justify outsourcing these jobs and losing a valuable resource and contact with our students.”

Davis is a systems manager with VDOT, responsible for the traffic operations center in Chester. His team fixes and operates all of the traffic cameras and highway reader boards in Central Virginia.

“I love fixing and designing things,” he said. “I think there are a lot of things about the Goochland County School Board that need fixing. I want to be a part of the process that makes sure our children are getting the best possible education.

If a student is headed for college, we need to make sure they are ready for the educational challenges at that level. Also, if a student isn’t moving on to college or a trade school, we need to make sure he or she has the skills and knowledge when they graduate to go out and compete in the job market.”

“I am good at delegating responsibilities and have an eye for detail,” she said. “It is vital that the person who is elected to the job of treasurer is honest and trustworthy.

“I have a methodical way of thinking which is important when dealing with finances,” she added. “When I was out collecting the signatures I needed to file, I would talk to folks about my ideas for the office.”

Two ideas Hogue has would apply to the way checks are writ-

ten to the Treasurer’s office.

“In the past, people would make out their checks to the treasurer by name, and then put Goochland Treasurer behind it,” she said. “I’ve always thought checks should be made out to Goochland County Treasurer’s Office.

“As for helping the county raise money, I would like to see residents encouraged to pay a little more than they owe, and the difference can go to a school fund or county project that they could name in the comment section on the check,” Hogue added.

“It wouldn’t be a lot of money at one time, but if county residents did it on a regular basis, it would accumulate and build up.”

Hogue is counting on word-

of-mouth and personal appearances at several candidates’ nights to spark her campaign. She is also handing out packages of Cynoglossum Blue flower seeds.

If you aren’t a botanist, the more common name of the flower is “Forget-Me-Not.” One side of the seed package shows a field of “Forget-Me-Not,” and on the other side it says, “Forget-MeNot on Nov. 8th, Tana Hogue, Treasurer.”

A political disclaimer at the bottom of the seed package says the message was “Approved by the Friends of Tana Hogue Committee.” The question now is can she turn enough “friends” into votes on Election Day to become the new Goochland County Treasurer?

DMV Mobile Unit coming next week Contributed Report The DMV Mobile Unit will be in Goochland County on Oct. 3 from 9 a.m. to 4 p.m.

The DMV Mobile Unit is a Full Customer Service unit and will be able to issue Driver’s Licenses, Learner’s Permits and

Picture Identification Cards.

The Mobile Unit will be located in the Goochland County Administration Building’s lower parking lot off of Rt. 522 at 1900 Sandy Hook Road.

Goochland County wants to schedule the Mobile Unit to come once a month for those

that need Driver license services.

The Mobile Unit is based on an as needed assessment and if enough customers use the Mobile Unit for their Driver’s transactions, then DMV will put Goochland on a monthly schedule.

Despite lower budgets, the Goochland County Parks, Recreation & Facilities Management department is running more programs this fall, said Director Derek Stamey in a recent interview.

“We have more than 150 programs, that’s up significantly,” said Stamey.

Stamey said partnerships with contractors have made it possible to offer more programs while controlling costs.

“They bring a level of expertise we wouldn’t have here,” he said.

Everything Basketball, Inc., run by Sterling Dickerson is an example of the co-operation that is bringing more programs to the county. It’s designed to compliment the youth basketball program and improve services offered to the Goochland community.

The already underway soccer programs run by Own Touch Soccer Center in Rockville are another example

of co-operation with contractors that has expanded offerings.

A wide array of fitness and special interest programs from cartooning for youngsters to a NRA Home Firearms Safety Course for ages 21 and up are also being offered.

As usual, a series of special events are on tap, including the annual Fall Festival, set for Saturday, October 29 from 12 p.m. - 4 p.m. at either Hidden Rock Park or the old High School Athletic Complex behind the County Administration Building. The location decision will be made shortly, said Stamey, for the event, titled as a “Children’s Themed Halloween Festival.”

For those who can’t wait for Halloween, there’s “Fright Night on Saturday October 15 from 6-8 p.m., on the Goochland Courthouse Lawn, presented with the help of the Goochland Historical Society.

Then there’s the Holiday Tree Lighting, set for Friday, December 9 from 6:30-8 p.m. at the Goochland Family

The annual Fall Festival will have a Halloween theme once again.

YMCA. A new event this year is the Goochland County Tacky Lights tour, scheduled for Saturday December 10 and 17 from 6-9 p.m. and billed as a new tradition of tacky and not so tacky Holiday lights in Goochland County.

This despite the fact that the department’s special events budget line has been reduced significantly.

“It’s gratifying to provide services in tough times,” said Stamey. “It’s been a chal-

lenge but that’s what makes it worthwhile.”

Fundraising reports from the Virginia Public Access Project show challengers outpacing incumbents in three of the four contested Goochland Board of Supervisor races.

District 4 Independent challenger Robert Minnick leads all candidates in fundraising for the period July 1 through the end of August, reporting $13,655 raised and an ending balance of $12,831, while Republican incumbent Malvern R. “Rudy” Butler reports $2,946 raised with an ending balance of $2,189.

In District 1 Republican

challenger Susan Lascolette raised $7,899 with $3,270 on hand at the end of the period.

Incumbent Independent supervisor Andrew Pryor had raised $500 and had the same amount on hand.

In District 2, GOP challenger Manuel Alvarez raised $5,229 during the period, ending with a $1,421 balance. Independent William Quarles, current Board of Supervisors Chairman, reported no fundraising during the period and no cash on hand.

According to VPAP, Quarles has “agreed to accept no campaign donations and to spend no more than $1,000 in personal funds during the election.”

Only in District 3 does the incumbent lead the challenger in money raised. There Republican incumbent Ned Creasey has raised $5,299 compared to $745

by Independent challenger Alan Tucker. Creasey reports a balance of $3,574 while Tucker reports $356.

Republican Ken Peterson is running unopposed in District 5. He reported an ending balance of $5,263 at the end of August with no fund raising during the period.

Comments and more comments We thought the story on School Board candidate Penny Palen’s attempt to obtain an injunction against the current School Board might generate some interest. Palen, noting what she perceived as discrepancies in the dates of the Goochland School Superintendent’s two extensions, filed a petition for an injunction last week in Goochland Circuit Court. The most recent extension runs through Oct. 26, 2014.

But we weren’t prepared for the avalanche of comments that tumbled onto the Gazette Web site as a result, which at last count on Sunday evening stood at 56!

It seems that several other School Board challengers along with their supporters and detractors felt compelled to weigh in on the issue. And since we’re hooked up to a system that emails us as each comment as it is posted, we got a weekend earful (or eyeful, rather) of commentary on the story.

Most of the questions seem to revolve around whether the court action was wise or not. And that, of course, depended on whether the commentator thought it a good idea to retain the current Goochland School Superintendent’s services.

Several posts opined that the injunction might achieve the opposite of what they felt was needed, that is, near as we can tell here, a changing of the guard at the top administrative post in the Goochland County School system.

Several posters, including some candidates, said they knew of the dis-

crepancies in the addendums, which evidently are not in accordance with Virginia law, but thought it best not to bring attention to them until after the Nov. 8 election.

Now the thought is that the current School Board, viewed widely by many as a lame duck body, may fix the current School Superintendent’s extensions and saddle the incoming board with a fate accompli. The agenda for this Tuesday’s workshop meeting shows a closed meeting session as the last item. It’s conceivable the current School Board could go back and fix the errors then, I suppose.

Leaving the Oct. 4 hearing on the Palen injunction request moot if the board has already acted to correct its errors in the dates of the two contract extensions.

Asked to comment, School’s Attorney Andrea Erard said Monday by email, “I do not believe in trying cases in the media. Given that we are at the height of the election season, it would be especially inappropriate for me to comment.”

School Board Chairman Ivan Mattox, contacted by phone Monday, deferred to Erard’s emailed statement.

Other School Board members did not respond as of press time to email requests for comment.

We’re thinking there will likely be a few speakers with something to say about all this at Tuesday evening’s School Board workshop meeting.

We’ll report what happens in an online story later in the week.

Letters to the Editor Elect Creasey to carry on his good work In just a little over a month, Goochland voters will once again, hopefully, go to the polls to elect the person they feel will best represent them on the board of supervisors.

In some ways, it seems as if we just elected those who represent us and in other ways, it seems as if it has been an eternity.

Four years ago, the voters of District 3 overwhelmingly elected Ned Creasey to represent them and represent them, he has. No single supervisor has worked harder for

his constituents and for the rest of this county than Ned. People from every district have told me they wished they had a Ned Creasey representing them.

I have known the Creasey family since the early ‘70’s when they used to come into the Oilville post office, where I served as postmaster, and we would talk about what was going on in county government.

Since the country stores, where people used to gather to talk, were gone the post office became that meeting place. People didn’t agree with what was happening in our county but the problem seemed to be monumental (and was) but

Then Creasey was elected and things began to happen.

During his campaign, he had promised to work hard to bring common sense and accountability to Goochland government with honesty, integrity, transparency, stewardship, making informed/unbiased decisions, and most importantly - listening and responding to the people he served.

Within the last four years, we now have a new county administrator, a new engineer of public utilities, a new county attorney and numerous other new employees who replaced former employees who were not doing the job they were hired to do.

I shudder to think where this county would now be had Ned Creasey not been elected to

Payne supported for School Board As we start to approach the November elections, incumbents begin taking positions that they feel will gain them re-election, nothing new. In a recent Gazette interview with the current chair of the Board of Supervisors, he indicated that three terms was enough time to make one’s mark

or risk getting stale. Incumbents have records that can be viewed and evaluated.

Our School Board representative has a record, he is asking for a seventh term. A reasonable question is not simply what is he proposing, but what does his record show. Where is the good communication with the School Board and Board of Supervisors that Mr. Haskell targeted more than four years ago in the Gazette (Haskell to lead School Board Published: January 16, 2007) .

We would say that in the last four years it has degraded significantly to the point of either a lack of trust and/or confidence by the Board of Supervisors regarding the School Board. We doubt that Mr. Haskell would place this as a School Board accomplishment in his record. The impact of this resulting poor relationship has significantly and adversely affected our schools and children. We believe that the time for empty

promises (or as John Wright calls it in his letter to the Gazette about this article---’lip service’) resounds soundly as another reason for change. What are the long term consequences of what is correctly viewed as the degradation of the quality of our school system? The series of fiascos over the Superintendent’s firing of faculty and the School Board reversal of several of these teachers raised correct questions as to who is in charge. The most recent debacle unfolded at the last School Board meeting where it appears that the School Board violated the Code of Virginia rules in the matter of Dr. Underwood’s contract. The only way to end these types of what seems like chronic poor judgment if not illegal behavior by the current School Board is to clean house. I am sure that all agree that if you always do what you’ve always done, you’ll always get what you always got.

We need a change that we can believe in. Michael E. Payne is an educator, a parent with students in our system, and an individual who will conduct himself in a manner that clearly demonstrates the proper role of the relationship of the School Board to the School superintendent.

In these very tough economic times, Michael will embrace and encourage the communities’ resources, e.g., JSRCC, YMCA, Rotary, Churches, etc. that have demonstrated a willingness to assist in what needs to be done. He has all the characteristics and energy to bring our school system, students, teachers, and administrators successfully into the 21st century. Look to Michael Payne to work constructively with the new School Board, develop a trusting relationship with the Board of Supervisors (which currently is at an all-time low).

The people “ELECT” our representative to “REPRESENT” the people. We need to bring the people’s voice back to our School Board.

We believe that a candidate debate or forum will be very important for the voters of District 1 in helping them to make an informed decision.

Protect your rights, attend meeting The noise ordinance before the Board of Supervisors at the Oct. 4 meeting should be of great concern to dog and kennel owners, hunters and gun enthusiasts. This ordinance in short can and will be used to get rid of dogs, dog kennels, turkey shoots, stop gun owners from shooting on their own property and animals on farms.

In my opinion the board has hired a county manager that has an anti agenda that they are supporting. The county manager had the hunters run off the Leake’s Mill property this past hunting season. This property is owned by the tax payers of Goochland. In the past the board went after Orapax Plantation and Paws Inn after the original noise claim didn’t stick, so they used the strong arm of government to find and press other charges.

If you value your hunting rights, gun rights, to own dogs and keep your kennel and farm animals in general, you had better had call your supervisor and be at the Oct. 4 meeting to voice your opinion.

Candidate needs to rethink strategy I recently received a letter from Bob Minnick, who is running for supervisor in the 4th district. I am very concerned with the tone of the letter. Mud throwing has no place in our county’s election and if Mr. Minnick cannot run on who he is and not try to accuse his opponent of doing or not doing something, then perhaps he should not be running.

Mr. Minnick has lived in this county only a few years and except for the American Legion, I know of no other involvement he has had in the county.

He claims that the Board of Supervisors have lost the “trust and confidence” of its citizens.

I’d like to know who he has been talking to – his friends in Kinloch? My friends and neighbors continue to have trust and confidence in the BOS – particularly Rudy Butler. He has always worked for us, answered our questions; come to our homes and listened to our con-

cerns. Yes, we have problems in this county, no denying that.

But I don’t think Mr. Minnick has enough real knowledge of what Goochland is about.

Concerning Goodwill – it was where they wanted to build it that was the problem. Would you want it built in Kinloch where you live? Neither did the people of Bell View Gardens.

As far as UDAs, which are state mandated, I asked and there is no areas that has been finalized. Which brings us to your point on consultants. Goochland is a small rural county which lacks the staff and expertise in some of these areas. Do you want Goochland to hire extra staff that would be only used occasionally? Bulldogs conquer Chargers with ground and air attack

Goochland running back Mitchell Brice knew getting off to a positive start in the James River District would be a key factor in the Bulldogs mission to capture a title, and he wasted no time in accomplishing that goal.

The junior took the mission personally and accounted for three Goochland scores, two on the ground and one through the air in the Bulldogs thrashing of visiting Lunenburg, 46-13.

“It’s important to get the first one, and we will just continue to get better.

The offensive line had great blocking tonight and I was determined to make a play and get in the end zone,” Brice said after turning in a 129 yard, two touchdown rushing performance coupled with 99 yards worth of pass receptions, one of them also resulting in a Bulldog score.

Even though the Bulldogs scored on their first possession of the game Coach Joe Fowler said his team came out a little flat in the Monday night match up. Goochland was one of several area teams who postponed last Friday’s schedule due to rain and wet field conditions.

“I don’t think we played well tonight.

We came out kind of flat. The atmosphere was kind of weird on Monday night, but we plugged along and still got some things accomplished,” Fowler said after the game.

with a 20-yard run four minutes into the opening period.

Quarterback Cody Johnson turned in another solid performance at quarterback, completing nine passes and two touchdowns through the air.

“We made a concerted effort to throw the ball more tonight, and I thought Cody did a good job. They were packing the box on us so we thought throwing the ball might loosen them up and allow us to run the ball, and it worked,” Fowler said.

Goochland’s second score came after Johnson fumbled on the goal

line after a six-yard run. Nathan Mattox recovered the ball in the end zone and the Bulldogs led 14-0.

Brice ended the opening segment with a 73 yard scoring run, putting the Bulldogs up 20-0.

Patrick Clore scored on a 30 yard gallop up the middle in the second period and Nathan Adams gathered in a 17 yard Johnson strike, still in the first half. The Bulldogs led 33-0 at intermission.

Colby Cooke added field goals of 27 and 37 yards in the second half, and Brice added a 28-yard scoring reception to make the final tally

Charger coach Chip Chappell said the Bulldogs dominated his team. “We got our tails whipped tonight. There’s no question about that. They’re very good,” he said following the loss.

“We tried to take away 30 (Patrick Clore), but then they got us with the outside stuff, but that’s the beauty of their offense. You stop them one way and they get you another,” Chappell said.

Following a short week of practice, the Bulldogs travel to Blue Stone this Friday to face the 0-3 Barons.

Coach to Cure MD featured Monday night at GHS

Jack Ridolphi just started second grade at Crestview Elementary School in Henrico County. The 7-year-old likes school, but he prefers to play – with his twin sister, Emma, as well as other kids. He has a hard time keeping his clothes clean. His dark hair refuses to stay in place. He is missing a front tooth, with another on the way out.

In most respects, Jack is just like nearly every other kid his age. But he runs a bit more slowly, moves a bit more stiffly and gets tired a bit more quickly. The symptoms set him apart from his friends and classmates – even from those who have reached an age where

those symptoms have become widespread complaints.

Jack has Duchenne muscular dystrophy, a debilitating genetic disease for which there is no cure, not even a treatment.

The Goochland High School football team is stepping up to raise money to change that. The Bulldogs are one of the few high school teams to participate in the national Coach to Cure MD event this weekend to raise awareness of and money to find a treatment or cure for the disease.

Bulldogs take second in JRD golf Staff reports

The Goochland High School golf team earned a slot in the Region B Tournament by claiming second place in last week’s James River District Tournament. Randolph-Henry claimed the district title with a team score of 314. Goochland narrowly edged out Bluestone 358-361 to take second and earn the regional berth for the tournament Monday, Oct. 3 at Falling River Country Club in Appomattox. Central Lunenburg, Amelia, Nottoway, Cumberland and Buckingham rounded out the field.

Bluestone senior Logan Taylor and Randolph-Henry junior Sam Back were named Co-Players of the Year.

Coach to Cure continued from > page11 boys and 1 in 20,000 children overall are affected. Those with the disease experience progressive and devastating loss of muscle function, leading to an inability to care for themselves. Duchenne’s patients rarely live beyond their 20s.

“It was kind of strange how we found out,” said Jack’s mother, Amy Ridolphi. “Last year we were in for Jack’s six-year checkup at his doctor. The pediatrician looked at his calves and said, ‘You know, his calves are really muscular.’ And then she said, ‘Do you have any family history of muscular dystrophy or any muscular conditions?’ ” Amy Ridolphi had no such history, but when she got home she began Googling muscular dystrophy and found other signs of concern, such as delayed speech development – Jack had been in speech therapy – and more aches and pains than one might expect for someone his age. She decided to have him tested for muscular dystrophy in the hopes of ruling it out.

“It still is devastating – the worst thing I’ve ever been through,” Amy said. “When you have your kid, you have this vision for them. You know things are not going to go perfect, but it was like my worst nightmare coming true. ... It’s like your heart just literally breaks into pieces. But you put yourself back together – you do that for your kid.”

One thing that helped her put herself back together was to learn as much as she could about the disease. While doing so, she discovered and organization called Parent Project Muscular Dystrophy.

“I found them online soon after Jack was diagnosed,” Amy said. “I was trying to read everything I could get my hands on, and I liked this organization because it’s for parents or people supporting kids who have Duchenne’s, and their whole mission is to raise money to support scientific research.”

In May, she heard of the organization’s Coach to Cure MD program, and decided to get involved.

She and her sister organized a football watching party at Champs in Stony Point. She told her exhusband, Jim Ridolphi, about the program, and he had another idea.

Jim Ridolphi – a freelance writer and photographer and regular contributor to Richmond Suburban Newspapers, who has covered Goochland High School for more than a decade – mentioned the Coach to Cure MD program to Goochland head football coach, Joe Fowler. “We are thrilled to be able to do anything to help Jim and his family,” Fowler said. “Duchenne is just a nameless disease to most of us. But when it hits someone you know, you realize the impact that it has and it takes on a face. Many of the coaches on our staff have young kids and it just tears our hearts out to think how it could have very easily been one of our kids who were diagnosed.”

Goochland High School distributed fliers at the gate – which include information on how to make a donation to the Muscular Dystrophy Association via a text message from one’s cell phone.

Cheerleaders and others walked through the stands trying to fill football helmets with contributions.

They had plans for Jack, too.

Jack was the honorary captain for the night and he accompanied the captains out on the field for the coin toss. “I got him a jersey … with his name on the back and such so that he can really feel like he’s part of the action,” said Fowler.

He should be an important part of the action, too.

“He’s really been so positive and he lives life in the way I think we all should live it,” Amy said.

“He’s all in to everything he’s doing and he wants to soak everything up. It’s so inspiring to see that.”
