About 100 people showed up last Wednesday night for the District 4 Town Hall meeting on the budget, capital improvement plan and proposed utility rates. It was the fourth of five town halls, one in each district, scheduled by the county to discuss the issues. After presentations by Goochland CountyAdministrator Rebecca Dickson, Deputy County Administrator John Wack and Goochland School Board Chairwoman Beth Hardy the questions began. Conversation was wide ranging, from requests to lessen the

impact of ad valorem taxes on Tuckahoe Creek Service District (TCSD) residents to the proposed fee for service proposal for EMS transport services to complaints about the progress of the road widening taking place just outside the Company 3 Firehouse where the meeting took place. Meeting scheduled for Bellview Gardens development proposal By Ken Odor jodor@goochlandgazette.com

Development is once again knocking on the door of Bellview Gardens and the residents are wary. But Tom Kinter, Project Manager for General Land Commercial Real Estate Company said Monday he only wants to meet with residents and explore options. He has also sent a letter March 9 to residents notifying them that his company had contracted to purchase a 2.702 acre parcel at the north-west corner of Mills Road and Broad Street. Kinter set a meeting for April 5 at 7 p.m, at the Centerville Company 3 Firehouse to discuss the matter. Last year Goodwill Industries proposed to build a retail store and donation center on the same parcel. After a series of neighborhood meetings and a unanimous recommendation of denial by the Planning Commission, Goodwill Industries withdrew its application. Lisa Pumphrey, president of the newly formed Friends of Bellview Gardens asked that the meeting be postponed in an exchange of emails until a later date but Kinter declined. “We are going to try to rally as many people as we can to come to this meeting,” said Pumphrey Monday. Planning commission chairwoman Courtney Hyers is expected to attend.

Pumprey said the association wants the parcel to remain R1 if possible, or at most R-3 as it was designated last year in the county Comprehensive Plan. Kinter said he had met with Principal Planner Tom Coleman in a pre-zoning meeting where they discussed the possibility of three medical office buildings on the parcel but said that idea was “not set in stone.” “My intent is to gather information from the neighborhood,” said Kinter. “We are still deciding whether to move forward.”

Fourth-graders share Richmond eagles’ dramas By Rex Springston Media General News Service

Richmond Eagle Cam parents James and Virginia are tending more pupils than their fuzzy, feuding chicks. Viewers in more than 120 countries are learning the wonder, mystery and hardship of life in a 75-foot-high nest of sticks. Those wrapped up in the chick fights and fish meals include the 22 students in Beth Ferguson’s fourth-grade class at Randolph Elementary School in eastern Goochland County. There, Room 116

bears the greeting: “Welcome to the Eagle’s Nest.� The students follow the eagles on laptops and on a big screen that carries the action all day. Ferguson weaves the birds’ story into lessons about math (calculating hatch times), geography (the Chesapeake Bay), writing (explaining what the kids have seen) and other disciplines. The children say the eagles are better teachers than books and other computer fare. “It’s visual and something you can do all day long,� 10year-old Shelby Hawk said last week. “It never gets boring.�

The children named the two chicks Patrick and Sean because the eggs hatched on the St. Patrick’s Day weekend. And they are deeply concerned about the smaller Sean. “Sometimes when the mom tries to feed Sean, Patrick will sit on Sean,� said 9-year-old Morgan Allen, “and about two minutes later Sean will finally get back up and the mom will try to feed him, but the same thing keeps happening.� The children root for Sean and feel inspired by him. (Or her. It’s hard to tell with chicks this young.) “Patrick picks on Sean, but

Sean never stops trying to get food,� said Jackson Raines, 10. “What’s that P-word we use?� called out Ferguson, the teacher. “Per--?� “Persistence!� the students called back. As the children spoke, a parent bird fed the chicks on the big screen, and Sean got a few good bites. At least 20 school classes in the Richmond area are closely following the eagles, and there surely are many more beyond this region, said Barbara Slatcher, a volunteer who helps run the Eagle Cam. Total online page views have

topped 1.3 million. At Randolph, some of the children see parallels between the birds’ lives and theirs. “I’m kind of larger, and I have a little sister, so I usually get more food than she does,� said Walker Schatz, 10. “And now I’m going to start giving her a little more food.� Does he pick on his sister the way Patrick pecks on Sean? “No, not as much,� Walker said as his classmates laughed. Some students find the show-all nature of the Eagle Cam more interesting than edited nature shows on TV. “They’ll cut out some parts

(on TV) and on this they don’t cut out anything,� said Kyle McLeod, 10. Children from other classes often drop in on Room 116 to check on the birds. Students said their interest waned only during the long weeks in which the parent birds sat on their eggs. Since then, there’s been nothing but drama. “It’s a mystery,� Morgan said. “You don’t know if Sean’s going to survive. You don’t know when they’re going to like leaving their parents. “We’ve got to pull together and try to attack this in all different ways.� Speaker Dan Zodun observed that the board could dissolve the TCSD by a simple vote and spread the debt over the entire county. “Then we keep our tax rate lower than Henrico,� said Zodun, adding that would provide stability “that businesses love to see.� But Phil Gaeser said he had put in an $18,000 well two years ago without any subsidy from the county. “Why should Districts 1,2 and 3 share your burden?� asked Gaeser. “We don’t want a cumulative rate that will stifle growth in West Creek,� said Minnick later in the week of the combined real estate and ad valorem tax rate. “We need a rate that’s fair and equitable while we try to get development.�

Sandy Warwick urged county administration to check their numbers on the cost recovery for ambulance service, while praising them for the decision to build a new fire station in Hadensville. “I was horrified at your Feb. 7 budget workshop when nobody questioned the figures for cost recovery,� said Warwick, reminding everyone of old promises that a 15 cent ad valorem would finance the Tuckahoe Creek Service District. Concerns about rates for the TCSD ad valorem tax took up much of the question and answer period. Ron Brady asked repeatedly if there were a county-wide real estate property tax rate that would finance the TCSD debt. “All of the county benefits from the TCSD,� said Brady. “I just want to know one thing,� said Brady, “Why is there a ceiling on the 53 cents?� Dickson explained that it was a policy decision of the supervisors. “We have a highly leveraged system,� explained Dickson. “Now we have to be here and address it...we can’t walk away from it.� Dickson also said that controversy on the topic hurts the county. “We are our own worst enemy on this topic, do you know why?� She answered her own question by explaining that companies thinking of locating to Goochland go to blogs and the media and will not locate in Goochland if they see turmoil. “They don’t want turmoil,� said Dickson.

The program would involve an assessment by the company’s engineers of each Goochland school building, followed by selecting an existing school employee to be a part-time “energy specialist,� to coordinate the plan, who would be trained by the company. Goochland Schools would use a third-party software program to measure the success of the program. “You own it, you keep the score,� explained Froehner. District 2 school board member Kevin Hazzard questioned Froehner on the savings projections, particularly the $343,000 projected in year 10, considering that according to Maintenance Chief Sonny Turner, Goochland Schools’ current expenses for energy are about $500,000. Froehner responded that the savings projection was calculated based on likely rate increases over the 10-year period.

Hazzard asked Froehner to provide rate increase projections before the board would act on the proposal. Also of interest to Hazzard was the projected 25 million pound reduction in CO2 emissions over the same period. “I’m kind of a green person, you might say,� said Hazzard. Froehner said the EPA helped his firm establish CO2 emission projections. District 3 school board member John Lumpkins was impressed with the program. He said Friday, “It looks very promising, and we have received positive feedback from other school systems who have worked with Energy Education. Even if we don’t achieve the projected savings. The concept of ‘measurement and verification’ of our energy usage (with software that is paid for with savings) is in line with our efforts to measure performance across all aspects of our school division.� “We plan to work with our administration, review any proposal and contract carefully as we give this particular conservation program our close consideration.� In another information item, Doris Brown told the school board about a community health initiative called Partners for Safe Teen Driving program. “The program is entirely free to you,� said Brown, explaining it is funded by a grant from the Department of Motor Vehicles. The program focuses on how parents can better help their teenagers become safer drivers. Board members asked Fire/EMS Chief Bill MacKay to comment on the program. to have to put another teenager into a body bag,� said MacKay. “I would be proud to be a part of it.� Hazzard said later in the week he supported the program. “Luck is not a strategy. We need to prepare our teen drivers and their parents for the realities of the road. The School Board would welcome the opportunity to partner with Goochland Fire-Rescue and the Sheriff ’s Office in coming months to get this program going.� In other business the school board continued its

revision of policies, adopting a new public comment policy which will permit them to respond to questions from speakers. They also heard information items on revised math standards and a change in the sequence in Goochland Middle School social studies courses and voted to approve four-day 40 hour work week schedules for support staff at the discretion of the superintendent. The board held a closed session to discuss personnel matters but took no action after reconvening.

What we need Is to hold down the appearance of turmoil that might be perceived by businesses that could be thinking of locating in Goochland County. That according to Goochland County Administrator Rebecca Dickson at last week’s District 4 Town Hall meeting. “We are our own worst enemy,” Dickson told the packed room of about 100 at the Company 3 Firehouse in Centerville. The back and forth between those who live in the Tuckahoe Creek Service District and those who do not is a turn-off for economic development prospects, she said. No doubt this is true but tamping down the lid on controversy and urging folks to stifle their concerns is not going to work. By now anyone contemplating a move to the county is aware of the elephant in the room, that being the debt burden left by the unrealistic and overly optimistic nature of the bond structure used to finance the Tuckahoe Creek Service District back in 2002. Of course the county administration is doing all it can do to work out an equitable plan to deal with the debt service on the bonds. That inevitably will involve raising the ad valorem tax every year out into the distant future, subsidizing the payment of the debt by using money from the general fund, or raising property taxes county-wide. Of course what is most fervently hoped for is that as the economy gradually improves, more commercial and residential development will take place in the TCSD, increasing the tax base and making the need to raise the ad valorem tax rate less pressing. And as the economy improves, eventually assessments should also rise, generating more revenue from the district. But this all could take quite awhile and in the meantime it seems unrealistic to expect county residents to muffle their concerns over tax rates, be they plain old real estate or ad valorem ones. What is really needed is a plan to retire the debt that everyone, including companies that are considering relocating to Goochland can understand. Taking another look at last year’s Davenport study it would seem that Options D and E might be worthy of serious consideration and even more likely that one or the other will become a sort of “bite the bullet” option at sometime in the future. Both these options involve making the debt obligation a countywide one, with increases in the county-wide real estate tax. No, these are not very palatable options but they are ones that ought to be considered. GEF Gala a fundraising success Goochland Education Foundation held its first Annual Spring Fundraising Gala in Maidens, VA, Saturday, March 24, on the property of Adams International School and it was a fantastic success. Gross revenues for the gala are approximately $5,000, and the money raised will go to fund Teacher of the Year awards, scholarships for Goochland students, provide education seminars, and hopefully give

us a little bit of a start on our GCPS elementary school project, to help GCPS students achieve to the best of their abilities. The weather held out for us during the gala and there was great company, as attendees dined on a most scrumptious series of appetizers, dinner, desserts, and drinks, accompanied by excellent entertainment arranged by White Hawk Music Café - kudos to our opening performer, Alex Norman, a talented Goochland Middle School student, and to our main performer, Nick

Smith. to be so. I’m an optimist and I am always looking for the positive – the silver lining – in everything. I have always thought my faith in the good in everyone was strong. I found out this weekend that it can be made stronger, that, perhaps, it wasn’t quite as strong as I thought it was, and my faith in our community and our cumulative abilities was renewed in a different and powerful way. OPINION: Letters to the Editor and residents pay for water and sewer service. We pay user fees for what we consume and we pay the debt service on water and sewer infrastructure through an ad valorem tax (currently $.31 per $100 of assessed valuation and projected to increase to $.50 per $100 of assessed valuation). No one will argue that TCSD residents and business owners shouldn’t pay for what we consume or not pay for a proportion of the infrastructure cost. However, it is unfair that the 123 businesses and 345 homeowners in the TCSD pay the entire cost of the TCSD debt service. It is Goochland County that put its full faith and credit behind a $60 million wager and sold bonds to pay for the TCSD infrastructure. The County was betting that this investment would attract economic development that would benefit the entire County, producing money for schools and roads and parks. The expected economic development did not happen. Now, fewer than 500 taxpayers in the TCSD are expected to cover the County’s wager. TCSD residents and businesses are paying not only their own infrastructure costs, but are paying the infrastructure costs for houses not built and for businesses that have not yet located to Goochland County’s eastern edge. A portion of the cost of the TCSD infrastructure is a Goochland County responsibility and the Goochland County budget should reflect that responsibility. Not only is it unfair that the TCSD cover the entire cost of the infrastructure related debt, it is equally unfair that owners of improved property pay more for water and sewer infrastructure than owners of unimproved property. The cost of the pipes does not vary whether there

is a shed, a mansion or no building at all on a property. Yet, current TCSD businesses and residents pay a tax that increases as the property is improved. To illustrate, look at a one-half acre lot valued at $150,000. The ad valorem tax on the unimproved property would be $465. If a $500,000 house is built on that lot, the ad valorem tax increases to $2,015 based on a total property valuation of $650,000. There is no additional infrastructure cost added to the TCSD debt yet the ad valorem tax jumps $1,550. Owners of unimproved lots have an unfair advantage over those who have built house or other buildings on their property. The cost of the TCSD infrastructure not paid by the County needs to be allocated more equitably. In the spirit of fairness and equity, I offer the following alternatives for the County to assume its appropriate share of the TCSD debt and for a more equitable allocation of the non county TCSD related debt cost: • The Goochland Board of Supervisors (BOS) can approve a special real estate rate for the TCSD that offsets the effects of the ad valorem tax increase on TCSD tax payers. If the County can assess an ad valorem tax, presumably they can they give tax payers in the TCSD a special real estate tax rate. • The BOS can increase the real estate tax rate to pay for its appropriate portion of the TCSD debt. This alternative is consistent with recommended alternatives in the Davenport report issued last fall. Goochland's real estate taxes are low compared with surrounding jurisdictions (Louisa $.67; Henrico $.87) and a slight increase will not have a huge impact on Goochland County competitiveness. John C. Jasper, 78, of Goochland, formerly of Washington D. C., departed this life Saturday, March 31, 2012. His remains rest at the Robert Mealy Funeral Home, Goochland, Va. Funeral notice later. Mier David Lawrence Mier, 71, formerly of Half Moon Bay, Calif., died peacefully at home and on his own terms Tuesday, March 20 2012, after a short battle with lung cancer. He was preceded in death by his parents, Ferdinand and Alice Mier; his sister, Carol Bowden; and his son, Andrew Mier. He is survived by his wife of 27 years, Carmen M. Giedt; his son, Joel P. D. Mier and his wife, Samantha Dardick Mier; grandchildren, Amanda and Cole of Richmond, Va.; his sister, Susan Sargentini of Oakhurst, Calif.; and numerous nieces, nephews and many friends. David was born in Detroit, Mich., on December 28, 1940. He and his family moved to San Mateo, Calif., in 1960 and in 1972, with his own young family, moved to Half Moon Bay, Calif. In August 2010, he and his wife retired to Manakin Sabot, Va. There will be a memorial celebration at his home from 3 to 5 p.m. on April 28, 2012. The family thanks their friends

Parrish David Louis Parrish Jr., “Doc”, left his Goochland County home on April 1, 2012 at age 84, a life-long resident of Goochland County. He was preceded in death by a son, David Louis Parrish III and his wife, Ella Ruth Luck Parrish. He is survived by daughters, Gwendolyn and Beth Parrish; a son, Michael Parrish (Susan), and seven grandchildren, all of Goochland. Louis was a graduate of RandolphMacon College. He was a State employee, serving as a teacher and coach at Goochland High School, State Probation and Parole Officer and Clerk of the Circuit Court of Goochland County from 1968 to 1991. He was a veteran of WWII, serving in the Army and USMCR, as well as very active in numerous civic and political organizations. These included being Past President of the following: Virginia Court Clerks Association 197778, Goochland Forum Club (charter member), Goochland Young Democrats, Goochland Jaycees (Jaycee Outstanding Young Man of the Year 1961),

Sargeant Reynolds Community College Board. He was a member of Ragland Memorial Baptist. Family received friends at Ragland Memorial Baptist Church on Wednesday April 4, 2012. Funeral service will be conducted at Ragland Church on Thursday, April 5, 2012 at 11 a.m. In lieu of flowers, memorial contributions may be made to Ragland Church Building Fund, P.O. Lesley Ann Anthony Walter, 44 of Sandy Hook, peacefully left us on Wednesday, March 28, 2012, just before dawn and ended her courageous battle with lung cancer. She was at her home, surrounded by her family who dearly loved this brave, sweet soul. Lesley is survived by her husband of nearly 16 years, Jeffrey Walter, her daughter, Rachel, and son, Dawson. Applications are now being accepted for the title of Ms. Wheelchair Virginia, USA. The winner will represent Virginia in July, competing against other state representatives, for the national title of Ms. Wheelchair USA. The Ms. Wheelchair USA program is dedicated to celebrating the abilities and successful accomplishments of women with disabilities. This year, one representative will be selected from each state based on the judging of their official State Representative Application Package. Judging of the Official Contestant Application, Contestant Platform Statement, two recommendation letters, and an overall impression score will result in the state titleholder

Contestants must utilize a wheelchair as their main source of mobility however; this program does not exclude women who may be able to utilize their legs. Contestants must be residents or students in Virginia for at least two months, may be married, single, or divorced. Contestants may have children, grandchildren, great grandchildren, or no children. The winner of the Ms. Virginia title will receive an official MWUSA crown, banner, and qualify for the live competition and show July 18-21 in Cleveland, Ohio. This nationally televised, competition promises excit-

ing activities, family fun, friendly competitions, and is designed to showcase the successful stories of women who have overcome obstacles and are uniquely contributing to our society. The state competition fee is $250. Contestants may pay the fee themselves, get donations from family and friends, or obtain sponsorships from area groups, business, etc. All supporters will be acknowledged in the national program book. The fee is to be submitted with the application package. Deadline to enter is April 22, 2012. received a psychology degree from Longwood College in Farmville. She was employed by Health Management Corporation as a senior benefit information analyst. She and her family attend Gum Spring United Methodist Church. Lesley truly loved life and was an avid nature lover and bird watcher, and she loved to read, shop and laugh, but especially spend time with her family. She had a beautiful, kind and thoughtful spirit and touched many people’s lives. Throughout her ordeal, she faced every hurdle with grace, dignity and especially humor. Lesley refused to give up hope, and used her faith in God and the countless prayers of everyone she encountered to help her through it all. Lesley was

Adams International School’s Director Tamra Adams announced the appointment of History Scholar Mark Guerci as Middle School Guide effective April 23, 2012. Guerci joins a growing learning community at AIS, Goochland County’s first Montessori based farm school. “Mr. Guerci’s qualifications and academic background are ideal for this position,” said Adams in naming the appointment. “He has demonstrated scholarship and a commitment to learning throughout his life.” Guerci graduated Phi Beta Kappa from the College of William and Mary in 2011, and was one of only 10 students in the nation selected for the 2010 Gilder Lehrman History Scholarship, Guerci seeks to pursue his PhD in the near future.

GHS seniors help out on Super Tuesday Contributed Report

Goochland County High School Seniors enrolled in Virginia/U.S. Government classes actively participated in this year’s Super Tuesday elections held March 6. Their participation was part of an ongoing effort to ensure future graduates are involved and aware of community organizations and activities. Three students were sworn officers of the elections. They received training from the Registrar’s Office and worked

at three of the county’s precincts. “It was a blast to work with the Registrars Office and my community. Learning how the process of polling works was enjoyable,” said Elizabeth McElroy, who worked at District Five. The teacher facilitating the event was GHS government teacher, Mrs. Yearout-Patton. “While I am slightly biased, I felt this was a wonderful experience for all of us,” said Yearout-Patton. “The Registrar’s Office and our Phyllis Platt works with seniors in Virginia and United States Government classes at Goochland High School.

Nobody left early at last week’s matchup between Louisa and Goochland. It took the Lions eight innings to subdue a stubborn group of Bulldogs who finally succumbed 11-7 to the visitors. The Lions pasted Goochland pitching for 15 hits in a close contest between

the regional rivals. “I thought we’d depend more on our defense when the game started, but it was the opposite tonight,” Lions coach Kevin Fisher said after the win. Goochland bats weren’t exactly quiet either as Bulldog hitters recorded nine hits against three Louisa pitchers. “I thought we hit the ball well tonight. A few key plays made the difference in a game that either team could have won,” said Goochland coach Wes Farkas. “They came up with some big plays late in the game and I give them credit. They are a good hitting team,” he added. Goochland manufac-

tured two runs in the first inning, but the Lions came back with one in the bottom of the stanza. The Bulldogs held that 2-1 lead until the fourth inning when Louisa pushed two runs across on bloop singles by Josh Carter and Aaron Guill. The Bulldogs wasted no time with an answer, scoring five runs to take a 7-3 lead at the end of four innings. “I thought our pitchers went too deep in the count tonight, and I’d like to see them get ahead earlier. You get behind against a team like Goochland and they’ll make you pay,” Fisher added. A two-run double by

reliever Tyler Lloyd made it closer at 7-5, and the Lions added another to make it a one run lead for the Bulldogs entering the seventh inning. The Lions tied the game in the seventh on a slow rolling fielder’s choice by Guill, and won the game in the eighth with a three run inning. “Both teams had big innings tonight, but fortunately we had one at the end to put the pressure on them,” Fisher said. Five Louisa batters had multiple hit performances for the undefeated Lions who racked up their second win of the young season against the Bulldogs.

“They are a tough team,” Farkas said. “Much of our non-conference schedule is like that and that will make us better for district play,” he added. There were bright spots for the Bulldogs in the disappointing loss. First baseman Alex McDowell ended his slump with a three hit performance and steady Chase Brookman went 2 for 4 with two RBIs. Scott Pearce had two hits, two RBIs including a double, and Austin Goyne pitched four strong innings against a power-hitting opponent.

District 1 CU-2012-00001 Application filed by Joseph Liesfeld (Byrd Creek LLC) requesting a Conditional Use Permit for a portion of Assessor’s Parcel Nos. 15-1-0-7-A (GPIN 5789-97-8134), 24-1-0-5-B (GPIN 5789-957998), and 24-1-0-5-E (GPIN 5789-86-9371) consisting of approximately 83.8 acres located at 6276 River Road West and is zoned A-1 (Agricultural, General). The applicant plans to use the property for public and private events such as weddings and company retreats. Future plans may include a Bed and Breakfast, where guests may stay overnight and sportsman activities such as equestrian events, fox hunting, fishing, hiking and mountain biking. The Conditional Use Permit is required by Article 2, Section 3.4, 3.7, and 3.22 of the County Zoning Ordinance. The Comprehensive Plan shows this area as rural enhancement.

The property is zoned B-1 (Business, General), is within the Floodplain District and Dam Break Inundation Zone Overlay District. Approximately 25 acres of the park will be clear-cut in preparation for activity fields and other park related facilities. Pine thinning will be conducted on an additional 80 acres.
