Chairman’s Report I am pleased to present the 2012-2013 Annual Report of Golf NSW. The past financial year has proven to be one of progress, change, achievements and some severe challenges.

With the pressures and challenges being experienced we see it timely to undertake a comprehensive review of our business and governance structure. The fundamental objective of the review, which we expect to be completed by September 2013, has been to modernise our business model to ensure our strategic priorities are aligned to the needs of our members. We are assisted in this endeavour by consultants who have experience with many sports, and have done work for Golf Australia. The CEO will expand on these initiatives in his report. As reported by John Waanders’ Finance Report a substantial operating profit has arisen through a number of reasons, not the least of which being costs containment. It is anticipated that this surplus will be fully employed with a number of initiatives we expect to arise from the aforementioned strategic review. Let me turn to other areas of the business:

GOLF NSW Chairman’s Report

HANDICAPPING AND COURSE RATING The remaining components of the Golf Australia Handicap System, including the much anticipated Slope Index, are scheduled to be implemented in January 2014. Training programs are underway, and we are confident of a smooth transition to the new platform. It would be difficult to overstate the effort that has gone into the transition to a new handicap system, most specifically the re-rating of almost 400 member clubs’ courses (many of whom have created several courses to best facilitate different forms of the game). This monumental task has been superbly coordinated by Lynnette Ritchie, Chairman of our Handicap and Course Rating Committee.

RULES AND AMATEUR STATUS Our core priority is education of players and club officials. Although we are continuing to conduct Club Level accreditation seminars around the state, the formal examination process is now available online thanks to the expertise provided by Director John Robinson who has built the platform. This process is now being trialled by other state associations and expected to form the basis of national accreditation. Frank Gal, Director of Golf NSW and Chairman of our Rules and Amateur Status Committee, together with Sue Fabian, Deputy Chairman of Golf NSW, have been busy conducting information sessions around the State for club committees - dealing with issues such as Conditions of Competitions, Course Setup (marking of hazards and the like) and Disputes and Claims.


JUNIOR GOLF

NSW OPENS

We continue to collaborate with Jack Newton Junior Golf (JNJG) with events across the State.

The NSW Women’s Open was contested in January at Oatlands Golf Club. A very strong field, consisting of Australian and European professionals, together with a number of elite amateurs, competed. The event was won by Swede Caroline Hedwell by two strokes to the brilliant young amateur Lydia Ko, who has since gone on to win the US Women’s Amateur and the CN Canadian Women’s Open.

The schools program, which is managed by JNJG, continues to flourish thanks to the generous and ongoing support of John and Jill Kinghorn. The program now employs ten Territory Managers to co-ordinate activities, including teacher training, across all schools in New South Wales. To date this program has introduced no less than 100,000 school children to the game. We consider this program to be a wonderful investment in the future, especially given the disturbing trend in relation to childhood participation in sport generally.

11 The staging of the tournament will be cost neutral for Golf NSW, and we are delighted with the support of the host club, and to our naming rights sponsor Gloria Jean’s Coffees.

Due to commercial and financial considerations, a Men’s NSW Open was not staged in the period under review. However, we are delighted that the tournament will be resurrected in November 2013 with the event to be staged at Castle Hill Country Club in Sydney’s North West.

EVENTS

HIGH PERFORMANCE

GENERAL

Our events continue to be well patronised and run smoothly and efficiently. We are looking to hold a number of women’s and men’s events in conjunction, or at nearby venues in 2014 and beyond. We are also looking to introduce an inter-club pennant competition for women on Sundays.

Since taking on the management of the State’s High Performance Program in 2011, Golf NSW has significantly reduced the costs, yet produced better results through a more focussed and targeted program. The High Performance area of the business continues to be under revision as we refine our strategy in this area.

The golfing community has been delighted with the announcement of the appointment of Mr Sandy Dawson (President of The Royal Sydney Golf Club) to the role of Captain of the Royal and Ancient Golf Club of St Andrews for 2013-2014, ideal timing with the Australian Open to be staged at The Royal Sydney from November 28 to December 1. Congratulations Sandy.

New ground will also be broken on 30 March 2014 with the staging of the final of all five Divisions of Srixon Major Pennant to be played at the spectacular Terrey Hills Golf and Country Club on the one day. Thanks to Les Browne and Director Jean Moran whom have effectively managed their respective men’s and women’s Match Committees throughout the past year and should be commended for their efforts.

GOLF NSW Chairman’s Report

Our state teams all performed creditably in 2013, although we failed to collect any silverware. Our men’s teams were narrowly defeated by Queensland in the final, while our women’s team finished in fourth position. The girls’ team finished equal second, while the boys finished third. Thanks to Darrell Watts for chairing the High Performance Committee.

Many changes and improvements over the past year have been driven by the enthusiasm of Stuart Fraser, our CEO who joined us in September 2012. Stuart and his staff are to be commended for not only their day to day contribution to the performance of the business, but input to the strategy review and the likelihood of change.


13 I am also grateful to the contribution by, and support of, the Board through these very difficult times. Unfortunately our Chairman of Finance, John Waanders, will be retiring from the Board in October. John has been a stalwart of golf in the Newcastle Region, serving on Committee at his beloved Muree Golf Club, and various roles in the Newcastle District Golf Association, where he is currently President. He was elected to the Council of New South Wales Golf Association (following in the footsteps of his father-in-law L.W. Clark who went on to become President). John was a Councillor on the Men’s Association from 2003 to 2004 when he was elected to the Board and filled the role of Treasurer from 2007 to 2010, before being elected to the Board of Golf NSW in 2010. He was Chairman of Finance for the first and third years on this Board. We are all indebted to John for his contribution to golf in this State.

Three very productive Council meetings were conducted over the year, and I would like to thank all Council members for their support and efforts, and more recently for their input into the Governance Review and Strategic Planning projects. Most regrettably we lost a number of our colleagues during the year: Life Member Earl Williams, Honorary Member and former NSWLGU President Faye Heywood and one of our first Golf NSW Council Members Margaret Ashton. Our heartfelt sympathies go out to all their family and friends.

CEO’s Report It gives me great pleasure to present my inaugural CEO’s Report for Golf NSW. Challenges are ever present in any business/industry, and golf clubs are certainly not immune at this time. That said, in the twenty years I have been involved in the golf industry, I don’t remember a time where all stakeholders have worked as closely as they are at the moment, to tackle head on the challenges that face golf. 14

The past twelve months has seen many positive achievements materialise, and I eagerly and enthusiastically approach the year ahead with many exciting Golf NSW projects and initiatives planned. GOVERNANCE AND STRUCTURAL REVIEW The Golf NSW Governance and Structural review is one such project which is nearing completion. Coupled with a comprehensive Strategic Planning process, it will provide a clear picture of the road ahead for Golf NSW. As part of the review process, in the vicinity of ninety “one-on-one” interviews have been independently conducted with key industry stakeholders, and in addition a survey has been sent to all member Clubs to provide valuable feedback on Golf NSW and the services it provides. A Club Health Check has also been conducted as part of the review, and I look forward to sharing the

findings of this, along with the review recommendations, at the Golf NSW Annual General Meeting on October 30, 2013.

STRATEGIC PLANNING In conjunction with the Governance and Structural Review, Golf NSW is currently undertaking a thorough Strategic Planning process to identify and deliver key strategies to member Clubs and amateur golfers throughout the State. Once the Strategic Plan is complete, Golf NSW will be able to move forward in an efficient and cohesive manner to deliver benefits to member Clubs, better promote and develop the game of golf throughout the State, and communicate more effectively with all our constituents.

Game development, marketing, promotion, communications, IT and the website are all key operational areas that will require a greater future focus. I look forward to communicating strategies that will be adopted to achieve this when the Strategic Plan is complete.

CLUB SUPPORT & DEVELOPMENT After communicating with many industry stakeholders over the past twelve months, it is quite clear that Club Support and Development should be a key focus for Golf NSW in the immediate and long term future. The current Strategic Planning process is currently identifying strategies to develop and deliver this very important member service.

Golf NSW is also actively working with Golf Australia along with other industry stakeholders, including the Professional Golfers Association of Australia (PGA), Golf Management Australia (GMA) and the Australian Golf Course Superintendents Association (AGCSA) to help develop a National initiative in regard to Club Support and Development.

Srixon also continue to be a Major Supporting partner of Golf NSW. To Martin Wright and all his team, we thank you for your continued support of Golf in NSW.

COMMERCIAL

Golf NSW has continued to actively support our commercial partnership with Coca-Cola Amatil (CCA) by communicating with Clubs concerning the competitive business terms on offer and promoting the benefits of the superior range of products within the CCA stable of brands.

A number of Commercial initiatives have materialised in the past twelve months which will assist member Clubs in reducing their operating expenses. These have included the generous apparel and equipment sponsorship by Srixon of the men’s Metropolitan Pennant competition.

The renewal of commercial arrangements with Imagetec, through the provision of photocopy equipment and supplies, will continue to assist us in minimising our operating expenses.

I am also pleased to report that new commercial relationships have been formed with Club Plus Superannuation (for the provision of superannuation and insurance products to the golf club industry) and with NSR Australia, a college recruiting organisation providing education and golfing opportunities for 15 to 19 year old Australian amateur golfers through the United States collegiate system. I look forward to announcing further exciting Golf NSW initiatives with new partners in the near future.

GOLF EVENTS Feedback from host venues and participants has been very positive for our State events, many of which have seen an increase in participation numbers compared with previous years. As part of our ongoing planning process we will continue to review and assess the success and relevance of all our events, to ensure they continue to achieve our key objectives.

GOLF NSW CEO’S Report

NSW OPENS I am extremely pleased and encouraged by the level of corporate support for the 2013 Men’s Gloria Jean’s Coffees NSW Open (to be staged from November 21-24), which has largely resulted from a collaborative approach with the host venue Castle Hill Country Club to raise the required funds to stage the tournament. Golf NSW welcomes Gloria Jean’s Coffees as the Naming Rights Sponsor of the tournament, and we look forward to working with this iconic brand to help raise the profile of our prestigious Championship.

Government funding has also been secured through Destinations NSW and from the Minister for Sport and Recreation, which is testament to the importance of the event on the State’s sporting calendar. Plans are once again under way to stage the 2014 Women’s NSW Open at Oatlands Golf Club. The quality of last year’s field was world class with the likes of defending Champion Lydia Ko, English legend Laura Davies, and the tournament winner Caroline Hedwall from Sweden. We look forward to working closely with Oatlands Golf Club to ensure next year’s event is even bigger and better than 2013.

VOLUNTEERS Volunteers are the life blood of the golf club industry, and it would be fair to say that without them the industry would not be a viable one. Volunteers fulfil many roles throughout the industry and I know I speak on behalf of the Board of Golf NSW to thank each and every one of you. I would also like to thank the Golf NSW Council, District Executives, Delegates and Club Committee Members, all of whom have sacrificed much time and effort for the betterment of the golf club industry.

In addition, I would like to thank our Chairman Chris Allen, the Board, and Sub Committee members for your support over the past twelve months, and your tireless efforts to ensure a healthy future for the game of golf. Of course good results just don’t happen, and I am very lucky to have a committed and experienced team of staff, who fulfil their roles with passion and enthusiasm, and I sincerely thank them for their efforts.

Finance Report Golf NSW has recorded an operating profit of $478,758 for the year ending 30th June 2013. Combined with the NSW Golf Foundation’s net profit of $188,726, the total profit for the year is $667,484.

18 This result is due to a number of factors including: the cancellation of the Men’s NSW Open in 2012; a lower than anticipated usage of grants allocated to the DGA Development Program; a higher than anticipated investment income; a reduction in High Performance costs which fell well below budget expectations; expenditure budgeted for the Course Rating Program was lower than anticipated; and containment of the General Administration expenses assisted by a reduction in costs resulting from the increased trend towards electronic communications. Increases in affiliation fees were also relevant as there was an expected attrition rate of 4% in keeping with the trend over the previous seven years, however it remained at 3% for the period. There was also a grant

provided by Golf Australia for statebased national camps, which was not included in the original budget forecast and the suspension of quarterly audits by the Board provided a reduction in Audit fees. The total assets of Golf NSW are offset by total liabilities of $2,749,952 which have resulted in the total equity for Golf NSW declining to $8,805,684. The Board also endorsed an Investment Policy for Golf NSW so as to maximise the security of Golf NSW funds while optimising returns on these funds through sound investment criteria and appropriation of the levels of delegations to the Chair of Finance and the Chief Executive. The additional funds secured over the past twelve months will greatly assist in our Website Development Program

which will undergo a major overhaul in the coming period. In addition the Tournament Management System is also to be updated. The Finance Audit and Risk Committee has revised its Charter during the year to take into account its expanded role in regard to audit and risk for Golf NSW. We acknowledge the support of our sponsors Keno, Club Plus Super, Coca Cola, De Bortoli, Srixon, Paynter Dixon, 2XU, Imagetec, Oxford Print, and Sporte Leisure for their valuable assistance in the promotion of amateur golf in New South Wales. In particular we also acknowledge and sincerely thank the generous support of the Kinghorn Foundation who contribute via the Australian Sports Foundation and which is used largely to promote and enhance junior golf in our state.

STRATEGIES

MEMBERS’ GUARANTEE

Golf NSW is the governing body of the amateur game of golf in NSW.

To deliver services and benefits to member clubs and amateur golfers throughout the state including club support and development, tournaments and events, course rating, handicap administration, game development and rules education.

The company is incorporated under the Corporations Act 2001 and is a company limited by guarantee. If the company is wound up, the constitution states that each member is required to contribute a maximum of $2 each towards meeting any outstanding obligations of the company. At 30 June 2013 the total amount that members of the company are liable to contribute if the entity is wound up is $1,002 (2012: $996).

SHORT-TERM AND LONG-TERM OBJECTIVES To efficiently promote, market and advance the game of golf in the State in collaboration with Golf Australia, District Golf Associations and other industry bodies, ensuring the viable future of golf. The strategic objectives of Golf NSW are determined by the Board, in consultation with Council and the District Golf Associations at meetings, and in conjunction with the Golf NSW Strategic Business Plan.

KEY PERFORMANCE MEASURES Golf NSW will measure the success of its objectives through yearly club health check data analysis, golf participation throughout the State, and feedback from member clubs and golfers.

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2013 The financial statements cover Golf NSW Limited as an individual company, incorporated and domiciled in Australia. Golf NSW Limited is a company limited by guarantee. Note 1

Summary of Significant Accounting Policies

Basis of Preparation Golf NSW Limited has elected to early adopt the Australian Accounting Standards – Reduced Disclosure Requirements as set out in AASB 1053: Application of Tiers of Australian Accounting Standards and AASB 2010-2: Amendments to Australian Accounting Standards arising from Reduced Disclosure Requirements. The company has also adopted AASB 2011-2: Amendments to Australian Accounting Standards arising from the Trans-Tasman Convergence Project - Reduced Disclosure Requirements and AASB 2012-7: Amendments to Australian Accounting Standards arising from Reduced Disclosure Requirements. The financial statements are general purpose financial statements that have been prepared in accordance with Australian Accounting Standards – Reduced Disclosure Requirements of the Australian Accounting Standards Board and the Corporations Act 2001. The company is a not-for-profit company for financial reporting purposes under Australian Accounting Standards. Australian Accounting Standards set out accounting policies that the AASB has concluded would result in financial statements containing relevant and reliable information about transactions, events and conditions. Compliance with Australian Accounting Standards ensures that the financial statements and notes also comply with International Financial Reporting Standards. Material accounting policies adopted in the preparation of the financial statements are presented below and have been consistently applied unless otherwise stated.

The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based on historical costs, modified, where applicable by the measurement at fair value of selected non-current assets, financial assets and financial liabilities. The amounts presented in the financial statements have been rounded to the nearest dollar. The financial statements were authorised for issue on 18th of September 2013 by the Directors of the company. Accounting Policies (a) Revenue and Other Income Revenue Revenue represents revenue earned through affiliation fees and is recognised when the fees become receivable. This includes Capitation Fees payable to Golf Australia as stated in Note 2. Other Income Revenue from the rendering of a service or goods sold is recognised upon the delivery of the service to the customers. Sponsorship income is recognised as relating to the financial year. Sponsorship income includes valuein-kind, which is recognised as both income and expense in the Statement of Profit or Loss and Other Comprehensive Income. Grant Revenue Non-reciprocal grant revenue is recognised in the statement of profit or loss when the company obtains control of the grant and it is probable that the economic benefits gained from the grant will flow to the company and the amount of the grant can be measured reliably. If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant as revenue will be deferred until those conditions are satisfied. When grant revenue is received whereby the company incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the statement of financial position as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt. Donations and bequests are recognised as revenue when received.

Interest Revenue Interest revenue is recognised using the effective interest method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. All revenue is stated net of the amount of goods and services tax (GST). (b) Inventories Inventories are measured at the lower of cost and current replacement cost. Inventories held for distribution are measured at cost adjusted, when applicable, for any loss of service potential. Inventories acquired at no cost or for nominal consideration are measured at the current replacement cost as at the date of acquisition. (c) Property, Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value as indicated, less, where applicable, accumulated depreciation and impairment losses. Freehold Property Freehold land and buildings are revalued regularly and at least trienially. Freehold Land and Buildings are shown at cost price, less subsequent depreciation for buildings. In periods when the freehold land and buildings are not subject to an independent valuation, the Directors conduct Directors’ valuations to ensure the carrying amount for the land and buildings is not materially different to the fair value. Increases in the carrying amount arising on revaluation of land and buildings are recognised in other comprehensive income and accumulated in the revaluation surplus in equity. Revaluation decreases that offset previous increases of the same class of assets shall be recognised in other comprehensive income under the heading of revaluation surplus. All other decreases are recognised in the statement of comprehensive income. Any accumulated depreciation at the date of the revaluation is eliminated against the gross carrying amount of the asset and the net amount is restated to the revalued amount of the asset. Freehold land and buildings that have been contributed at no cost or for nominal cost are initially recognised and measured at the fair value of the asset at the date it is acquired. Plant and Equipment Plant and equipment are measured on the cost basis and are therefore carried at cost less accumulated depreciation and any accumulated impairment losses. In the event the carrying amount of plant and equipment is greater than its estimated recoverable amount, the carrying amount is written down immediately to its estimated recoverable amount and impairment losses sre recognised either in profit or loss or as a revaluation decrease if the impairment losses relate to a revalued asset. A formal assessment of recoverable amount is made when impairment indicators are present (refer to Note 1(f) for details of impairment). Subsequent costs are included in the asset’s carrying amount or recognised as a separate asset, as appropriate, only when it is probable that future economic benefits associated with the item will flow to the company and the cost of the item can be measured reliably. All other repairs and maintenance are recognised as expenses in profit or loss in the financial period in which they are incurred. Plant and equipment that have been contributed at no cost, or for nominal cost, are valued and recognised at the fair value of the asset at the date it is acquired.

(d) Depreciation The depreciable amount of all fixed assets, including buildings and capitalised lease assets but excluding freehold land, is depreciated on a straight-line basis over the asset’s useful life to the company commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements. The assets’ residual values and useful lives are reviewed and adjusted, if appropriate, at the end of each reporting period. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are recognised as income in profit or loss in the period which they arise. When revalued assets are sold, amounts included in the revaluation surplus relating to that asset are transferred to retained earnings. (e) Financial Instruments Initial Recognition and Measurement

Financial assets and financial liabilities are recognised when the company becomes a party to the contractual provisions to the instrument. For financial assets, this is equivalent to the date that the company commits itself to either purchase or sell the asset (i.e. trade date accounting is adopted). Financial instruments are initially measured at fair value plus transactions costs, except where the instrument is classified ‘at fair value through profit or loss’, in which case transaction costs are recognised as expenses in profit or loss immediately. Classification and Subsequent Measurement Financial instruments are subsequently measured at fair value, amortised cost using the effective interest method, or cost. Where available, quoted prices in an active market are used to determine fair value. In other circumstances, valuation techniques are adopted. Amortised cost is calculated as the amount at which the financial asset or financial liability is measured at initial recognition less principal repayments and any reduction for impairment, and adjusted for any cumulative amortisation of the difference between that initial amount and the maturity amount calculated using the effective interest method. The effective interest method is used to allocate interest income or interest expense over the relevant period and is equivalent to the rate that exactly discounts estimated future cash payments or receipts (including fees, transaction costs and other premiums or discounts) through the expected life (or when this cannot be reliably predicted, the contractual term) of the financial instrument to the net carrying amount of the financial asset or financial liability. Revisions to expected future net cash flows will necessitate an adjustment to the carrying amount with a consequential recognition of an income or expense item in profit or loss. Fair value is determined based on current bid prices for all quoted investments. Valuation techniques are applied to determine the fair value for all unlisted securities, including recent arm’s length transactions, reference to similar instruments and option pricing models.

(i) Financial assets at fair value through profit or loss Financial assets are classified at “fair value through profit or loss” when they are held for trading for the purpose of short-term profit taking, derivatives not held for hedging purposes, or when they are designated as such to avoid an accounting mismatch or to enable performance evaluation where a group of financial assets is managed by key management personnel on a fair value basis in accordance with a documented risk management or investment strategy. Such assets are subsequently measured at fair value with changes in carrying amount being included in profit or loss. (ii) Loans and receivables Loans and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial asset is derecognised. (iii) Held-to-maturity investments Held-to-maturity investments are non-derivative financial assets that have fixed maturities and fixed or determinable payments, and it is the company’s intention to hold these investments to maturity. They are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial asset is derecognised. (iv) Available-for-sale investments Available-for-sale investments are non-derivative financial assets that are either not capable of being classified into other categories of financial assets due to their nature or they are designated as such by management. They comprise investments in the equity of other companies where there is neither a fixed maturity nor fixed or determinable payments. They are subsequently measured at fair value with any remeasurements other than impairment losses and foreign exchange gains and losses recognised in other comprehensive income. When the financial asset is derecognised, the cumulative gain or loss pertaining to that asset previously recognised in other comprehensive income is reclassified into profit or loss. Available-for-sale financial assets are classified as non-current assets when they are expected to be sold within 12 months after the end of the reporting period. All other available-for-sale financial assets are classified as current assets. (v) Financial liabilities Non-derivative financial liabilities other than financial guarantees are subsequently measured at amortised cost. Gains or losses are recognised in profit or loss through the amortisation process and when the financial liability is derecognised. Impairment At the end of each reporting period, the company assesses whether there is objective evidence that a financial asset has been impaired. A financial asset (or a group of financial assets) is deemed to be impaired if, and only if, there is objective evidence of impairment as a result of one or more events (a “loss event”) having occurred, which has an impact on the estimated future cash flows of the financial asset(s). In the case of available-for-sale financial assets, a significant or prolonged decline in the market value of the instrument is considered to constitute a loss event. Impairment losses are recognised in profit or loss immediately. Also, any cumulative decline in fair value previously recognised in other comprehensive income is reclassified to profit or loss at this point.

In the case of financial assets carried at amortised cost, loss events may include: indications that the debtors or a group of debtors are experiencing significant financial difficulty, default or delinquency in interest or principal payments; indications that they will enter bankruptcy or other financial reorganisation; and changes in arrears or economic conditions that correlate with defaults. For financial assets carried at amortised cost (including loans and receivables), a separate allowance account is used to reduce the carrying amount of financial assets impaired by credit losses. After having taken all possible measures of recovery, if management establishes that the carrying amount cannot be recovered by any means, at that point the written-off amounts are charged to the allowance account or the carrying amount of impaired financial assets is reduced directly if no impairment amount was previously recognised in the allowance account. When the terms of financial assets that would otherwise have been past due or impaired have been renegotiated, the company recognises the impairment for such financial assets by taking into account the original terms as if the terms have not been renegotiated so that the loss events that have occurred are duly considered. Derecognition Financial assets are derecognised where the contractual rights to receipt of cash flows expire or the asset is transferred to another party whereby the company no longer has any significant continuing involvement in the risks and benefits associated with the asset. Financial liabilities are derecognised when the related obligations are discharged, cancelled or have expired. The difference between the carrying amount of the financial liability, which is extinguished or transferred to another party, and the fair value of consideration paid, including the transfer of non-cash assets or liabilities assumed, is recognised in profit or loss.

(f) Impairment of Assets At the end of each reporting period, the company assesses whether there is any indication that an asset may be impaired. If such an indication exists, an impairment test is carried out on the asset by comparing the recoverable amount of the asset, being the higher of the asset’s fair value less costs to sell and value in use, to the asset’s carrying amount. Any excess of the asset’s carrying amount over its recoverable amount is recognised immediately in profit or loss, unless the asset is carried at a revalued amount in accordance with another Standard (e.g. in accordance with the revaluation model in AASB 116). Any impairment loss of a revalued asset is treated as a revaluation decrease in accordance with that other Standard. Where it is not possible to estimate the recoverable amount of an individual asset, the company estimates the recoverable amount of the cash-generating unit to which the asset belongs. (g) Employee Benefits Provision is made for the company’s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. In determining the liability, consideration is given to employee wage increases and the probability that the employee may not satisfy vesting requirements. Those cash outflows are discounted using market yields on national government bonds with terms to maturity that match the expected timing of cash flows. Contributions are made by the company to an employee superannuation fund and are charged as expenses when incurred.

(h) Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at-call with banks, other short-term highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within short-term borrowings in current liabilities on the statement of financial position. (i) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the amount of GST receivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables or payables in the statement of financial position. Cash flows are presented on a gross basis. The GST components of cash flows arising from investing or financing activities which are recoverable from, or payable to, the ATO are presented as operating cash flows included in receipts from customers or payments to suppliers. (j) Income Tax No provision for income tax has been raised as the company is exempt from income tax under Div 50 of the Income Tax Assessment Act 1997. (k) Intangibles Software Software is initially recognised at cost. It has a finite life and is carried at cost less any accumulated amortisation and impairment losses. Software has an estimated useful life of between 1 and 3 years. It is assessed annually for impairment. (l) Provisions Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of reporting period. (m) Comparative Figures Where required by Accounting Standards comparative figures have been adjusted to conform with changes in presentation for the current financial year. (n) Trade and Other Payables Trade and other payables represent the liabilities for goods and services received by the company during the reporting period that remain unpaid at the end of the reporting period. The balance is recognised as a current liability with the amounts normally paid within 30 days of recognition of the liability. (o) Critical Accounting Estimates and Judgments The directors evaluate estimates and judgments incorporated into the financial statements based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the company.

The valuation was based on the fair value less cost to sell. The critical assumptions adopted in determining the valuation included the location of the land and buildings, the current strong demand for land and buildings in the area and recent sales data for similar properties. The valuation resulted in no revaluation decrement being recognised for the year ended 30 June 2013. (p) Economic Dependence Golf NSW Limited is dependent on the Club affiliation fees for the majority of its revenue used to operate the business. At the date of this report the Board of Directors has no reason to believe the Club affiliation fees will not continue to support Golf NSW Limited. (q) Change in accounting policies Presentation of NSW Golf Foundation reserves. The NSW Golf Foundation receives funding from the Kinghorn Foundation each year to be held in trust for the development of Junior Golf in NSW. The unexpended funds have been transferred from reserves to current and non-current liabilities.

Employee Benefits Employee benefits represent amounts accrued for annual leave and long service leave. The current portion for this benefit includes the total amount accrued for annual leave entitlements and the amounts accrued for long service leave entitlements that have vested due to employees having completed the required period of service. Based on past experience the company does not expect the full amount of annual leave or long service leave balances classified as current liabilities to be settled within the next 12 months. However, these amounts must be classified as current liabilities since the company does not have an unconditional right to defer the settlement of these amounts in the event employees wish to use their leave entitlement. The non-current portion for this benefit includes amounts accrued for long service leave entitlements that have not yet vested in relation to those employees who have not yet completed the required period of service. In calculating the present value of future cash flows in respect of long service leave, the probability of long service leave being taken is based on historical data. The measurement and reconciliation criteria for employee benefits have been discussed in Note 1(g). Note 11

Reserves

NSW Golf Foundation Reserve The New South Wales Golf Foundation (“the Foundation”) was formed pursuant to a Charter in 2001 as a joint initiative of the NSW Golf Association and Women’s Golf NSW, and was legally structured as part of Golf NSW for administrative purposes. The Foundation is controlled by a separate Board of Governors appointed by Golf NSW. The results and financial position of the Foundation have been reported within Golf NSW. The total revenue and expenses of the Foundation are included in the Statement of Profit or Loss and Other Comprehensive Income and its assets and liabilities are are included in the Statement of Financial Position. The NSW Golf Foundation receives funding from the Kinghorn Foundation each year to be held in trust for the development of Junior Golf in NSW. The NSW Golf Foundation Reserve recognises the total accumulated funds that have been generated by the activities of the Foundation and are available for the specific purposes of the Foundation.

Although a substantial proportion of the cash reserves of the New South Wales Golf Foundation are earmarked for continuation of the Schools Program, which is administered by the Jack Newton Junior Golf Foundation and subject to guidelines specified by the Australian Sports Foundation, we are well placed to provide ongoing support for worthy causes. Some of the projects we have supported this past fiscal year include contribution towards repairs due to storm damage to Woodburn EvansHead Golf Course, assistance to repair tractor for Tottenham Golf Cub, funds towards a new shed for Lane Cove Country Club and assistance to enable players to attend the Australian Amputee Golf Championships.

We are acutely aware of difficulties facing many member clubs and we are positioning the Foundation to have the capacity to increase support capabilities. To assist in this regard, we have increased financial support from Golf NSW, reviewed the Charter of the Foundation, and amended grant guidelines which will broaden eligibility requirements and increase value of grants.
