MARKET OUTLOOK Egypt is the largest non-OPEC oil producer in Africa and the third-largest dry natural gas producer on the continent. The country also serves as a major transit route for oil shipped from the Persian Gulf to Europe and to the United States. Egypt is an important strategic partner of the United States and continues to engage with Egypt to advance mutually shared interests including strong commercial ties. With a population of almost 100 million there are strong opportunities for the US firms in the medium to long term. Egyptians account for 91% of the total population. The largest ethnic group includes the Turks , Greeks , Abazas and Arab Tribes in the Sinai Peninsula and the deserts to the east, as well as the Siwis in the Siwa Oasis and the Nubian people along the Nile.

Due to its vast oil reserves and sovereign wealth funds ($800 million) , the Egypt is well positioned to handle the volatility of the oil economy. Over the past year, the Egypt governments have worked to mollify business perceptions about the increasing costs of doing business in the Egypt by announcing investment plans.

Rapid growth in Egypt’s natural gas supplies, boosted by the discovery of the Mediterranean’s largest field , turned it from a net importer to exporter in the late 2018.Egypt hopes its infrastructure and location will help it become a link for energy trading between the Middle East , Africa and Europe. Egypt has two liquefied natural gas plants that can be used for exports. It has two operational LNG trains, each with a capacity of 3.6 million tones, can accommodate four additional trains.

The Egypt continues to move forward with its localization strategies, including offset and in-country value requirements for U.S. companies to bid on government tenders in the defense and energy sectors.

The experience of U.S. industry have been mixed to date, largely depending on their local footprint incountry, but it remains an important factor for all companies to understand prior to market entry.

Recent announcements from Abu Dhabi government officials signal that in country value requirements could soon expand into other sectors of the economy.

EGYPT ECONOMIC OVERVIEW Egypt’s economic growth has been robust, averaging 5.3 percent in FY2017/18; a rate that was sustained through Q1-FY2018/19, driven by an expansion in the gas extractives, tourism, manufacturing, construction and ICT sectors. Private investment is picking up and net exports are improving. There is however evidence that non-oil private activities continue to be hampered by the cumbersome business environment, including nontariff measures and poor institutional capacity at the borders that constrain trade. Consequently, job creation remains modest.

Economic growth is expected to reach 6 percent in the medium term, as key economic sectors continue to recover. Fiscal consolidation will be helped by an expected increase in tax revenues with accelerating growth and the envisaged tax administration reforms, and as energy subsidy reforms continue.

Yet, debt servicing is expected to remain a burden on the budget, therefore hindering larger social spending, notably on health and education..
