The San Francisco Bay Area Housing Market

Welcome to our February Market Report for the San Francisco Bay Area, presented in partnership with the Rosen Consulting Group (RCG). For our statistical report of the regional housing market, we take a close look at the ten counties associated with the SF Bay Area. This report focuses primarily on detached single family homes, with added coverage of the significant condominium market in San Francisco. We also examine the regional luxury market. All data is sourced from local Multiple Listing Service (MLS) organizations.

HOUSING DEMAND HELPED BY STRONG LOCAL ECONOMY

Conditions in the SF Bay Area moved in a positive direction in February, overcoming rising mortgage rates and layoff announcements from the tech industry. The regional economy remains strong despite the additional layoffs, with the unemployment rate still less than 3%. In the last year, more than 150,000 jobs were created in the region, helping to attract new residents and college graduates. The underlying strength of the economy will continue to buoy demand for housing.

HOME SALES REBOUND, ESPECIALLY AT UPPER PRICE TIERS

February sales volume rebounded to nearly 2,000 homes, a roughly 14% increase from the previous month. Sales surged in Marin County, with February totals up by 80% compared with January. Volume also increased notably in Santa Clara and Sonoma counties, where sales grew by 18% and 16%, respectively. On the other end of the spectrum, sales were flat in San Francisco and fell by 5% in Santa Cruz County.

MORE HOMES SELL OVER LIST PRICE

As an additional sign that market conditions may be recovering, a growing number of homes sold above the list price in February. The share of homes sold at a premium increased to 39%, the highest level since last August. While more homes sold above the asking price throughout all price tiers, the share for homes priced between $1.5 and $3.5 million was just under 50%. In Napa County, few homes sold at a premium in January but that number surged to more than one-third in February. Other counties with substantial increases compared with the previous month include Marin and Santa Cruz.

Sales accelerated in the upper pricing tiers last month. For homes priced less than $1 million, aggregate sales increased by roughly 6%. Underscoring strong demand for higherpriced homes, in part driven by the recovery in the stock market as well as price reductions for some listings, sales of homes priced between $1.5 million and $3.5 million increased by 24%.

Three counties, Alameda, Marin and San Mateo, accounted for the majority of the increase from last month. At the upper-end of the pricing tier, the acceleration in sales was even stronger. Compared with the previous month, sales in excess of $3.5 million grew by more than 50%. The surge in activity for higher-priced homes highlights that wealthier buyers are not deterred by elevated inflation and rising mortgage rates.

The number of homes for sale stabilized in February, with just 2% fewer listings by the end of the month. The increase in sales activity helped to absorb new listings and bring the number of for-sale homes closer to the level of one year ago. With mortgage rates higher currently than the rate that most homeowners hold, there may not be a strong incentive to list a home for sale unless substantial equity has been built up. Because of this, inventory remains at historically low levels which funnels buyers in the market to fewer options and leads to increased competition.

After increasing for nine months, the average time on market decreased in February to roughly 42 days. Stronger interest and competition for homes in the $1.25 million to $2.5 million and $3.5 to $5 million ranges led to larger decreases in the number of days listed. The greatest drops in time on market were in Alameda, Napa and San Francisco counties. The average time for a home to sell in Sonoma County increased slightly in February.

LOOKING AHEAD

Higher mortgage rates will continue to be an obstacle for some potential homebuyers, particularly in the less than $1.5 million price range. Recent months have shown that activity in the upper-half of the pricing spectrum is more resilient with buyers less impacted by rising mortgage rates, a trend that should carry forward into the remainder of the year. With a large share of existing homeowners holding mortgages with rates in the 2% to 3% range, the trade-up market will be hindered by the difference in borrowing

costs, leading to reduced listings through the near term. The low level of inventory will help stabilize pricing and may prevent a larger drop in home values. This will also heighten competition among buyers, particularly in neighborhoods with excellent schools or other desirable amenities. Purchase activity and pricing may be somewhat volatile through the remainder of the year, yet overall, the SF Bay Area housing market is poised to begin to rebound heading into the spring season.

PRICING TRENDS

The regional median price increased to $1.05 million in February, up by 5% from January though still 19% lower than one year ago. The increase from January to February is a typical seasonal pattern, but is a positive sign that pricing may stabilize nonetheless. By county, the median price increased the most in San Mateo County, where pricing surged by 31%. This was the result of the large increase in sales of homes priced greater than $3.5 million. Similarly, the median price in San Francisco increased by 7% as few homes sold in the $1 million to $2 million range, helping to shift the median higher. The median price declined in Santa Clara and Solano counties by 2% and 3%, respectively.
