As the Director responsible for ServiceOntario's Office of the Registrar General (ORG), I am writing in response to your letter dated August 30, 2009 regarding your claims about Ontario birth certificates and the birth registration process. The ORG is responsible for registering all birth, death and marriage events that occur in Ontario. In addition, the ORG is responsible for issuing proof of registration for these life events and maintaining vital statistics for the province of Ontario. A birth certificate is proof of a birth registration. A birth certificate is an abstract of a birth registration, and may be used as a foundation document for identification purposes for people born in Ontario. The contents of the birth certificate are governed by the Vital Statistics Act. The Vital Statistics Act also requires that a birth certificate must be returned to the Registrar General in certain circumstances. However, the legal rights in a birth certificate are not owned. A birth certificate cannot be endorsed or deposited. It has no inherent financial value. Unfortunately, some people seem to. have mistaken beliefs about the birth registration process. One such mistaken belief that seems to have circulated is that the purpose of the birth registration process is to create some type of financial security. This is simply not the case, and I have been informed by my legal staff that there is no basis in Canadian law for this belief. I regret I am un~ble to assist you any further regarding this matter.

In addition to the duties described in your letter the Office of Registrar General is also responsible for registering corporations of which I asserted in my documents that my given name was transformed into that of a corporation registered by your office. To substantiate my claim I have included some quick research borrowed from Wikipedia. Wikipedia defines the Minister of Industry as follows: "The Minister of Industry is the Minister of the Crown in the Canadian Cabinet who is responsible for overseeing the federal government's economic development and corporate affairs department, Industry Canada. The Minister of Industry is also the minister responsible for Statistics Canada. By convention, the Minister of Industry also serves as the Registrar General of Canada." Perhaps you see where I am going. You claim that the certificate merely certifies my birth registration and itself is of no value. It cannot be used for identification and it holds no value. Are you telling me that the ONLY PURPOSE of a birth certificate is to prove there is a birth registration? Why should it matter that I was registered? I exist. This letter is the beginnings of proof to you to that effect. In fact, I can better bear witness to my existence and registration than can a card issued by someone who has never met me. The reason a birth certificate is a foundational document for identification is that it points to an account backed by currency and traded on the open market. So if the certificate is of no value but to prove a registration the value must then lie in the registration. I have searched my numbers online to find that both my Social Insurance Number and Birth Certificate and some Citizenship cards were being traded openly on the international market. I have included copies of these proofs and will post them online with the rest of my documents at www.issuu.com/golden.don with my numbers blacked out, but will include them with this mailing as you should have the information registered already. Har har. Seeing as I am the one who provides the work that makes this corporation run, I have priority claim on the associated accounts and those of my son McKenzie Taylor Westover with the conditions listed in the documents I sent (also online). Further proof that the birth certificate
is valuable (or rather the associated account; a bank card isn't
money, but it does access the green) is that it is printed by the Bank Note Company Limited, which prints other valuables such as money and stamps. Odd little combination, don't you agree? I have enclosed a copy of an older birth certificate with info blacked out as it is not mine. It claims to be a "Canadian Bank Note".

Unsecured, interest bearing, payable on demand promissory note issued by a bank in large denominations ($100,000 and above).
