243 shacks allotted to north Goa beaches

PANAJI : The tourism department on Monday allotted 243 shacks to North Goa's beach stretches in a drawof-lots' process that started at the Miramar Residency in Panaji at 11.30am and ended at 7.30pm. While the 'A' category beach stretches of Calangute and Candolim will see 103 and 78 shacks respectively, 52 shacks, under 'B' category, will dot the stretches of Keri, Arambol, Mandrem, Morjim, Vagator, Ozrant, Siridao, Anjuna and Chapora. Considering the animosity between the two shack operators' associations over the Beach Shack Policy 201316, police were deployed at the venue. Police sources said everything went on smoothly except for a stray incident of an applicant raising a ruckus over an allotment to another. Tourism officials too confirmed that the allotment was done systematically without any hindrance from applicants. This season too the tourism department was unable to complete the process of shack allotment before the start of season, which began Sunday with the landing of the first charter flight. The delay, however, was because of the tugof-war between the Shack Owners Welfare Society (SOWS) and the Goa Traditional Shack Owners Association (GTSOA) over the policy. The tourism department was able to proceed with the allotments only after the high court declined to grant an interim stay to GTSOA which has challenged the policy's reservation of 90% of shacks to applicants with three years and more experience.

'Brain training' boosts working memory, but not intelligence

WASHINGTON : Brain training games, apps and websites may strengthen your ability to hold information in mind, but they do not benefit the kind of intelligence that helps you reason and solve problems, according to a new study. "It is hard to spend any time on the web and not see an ad for a website that promises to train your brain, fix your attention, and increase your IQ," said psychological scientist and lead researcher Randall Engle of Georgia Institute of Technology. "These claims are particularly attractive to parents of children who are struggling in school," Engle said. According to Engle, the claims are based on evidence that shows a strong correlation between working memory capacity (WMC) and general fluid intelligence. Working memory capacity refers to our ability to keep information either in mind or quickly retrievable, particularly in the presence of distraction. General fluid intelligence is the ability to infer relationships, do complex reasoning, and solve novel problems. The correlation between WMC and fluid intelligence has led some to surmise that increasing WMC should lead to an increase in both fluid intelligence, but "this assumes that the two constructs are the same thing, or that WMC is the basis for fluid intelligence," Engle noted. Engle and colleagues asked 55 undergraduate students to complete 20 days of training on certain cognitive tasks. The students were paid extra for improving their performance each day to ensure that they were engaged in the training. Students in the two experimental conditions trained on either complex span tasks, which have been consistently shown to be good measures of WMC, or simple span tasks. With the simple span tasks, the students were asked to recall items in the order they were presented; for complex span tasks, the students had to remember items while performing another task in between item presentations. A control group trained on a visual search task that, like the other tasks, became progressively harder each day. The results showed that only students who trained on complex span tasks showed transfer to other WMC tasks. None of the groups showed any training benefit on measures of fluid intelligence. "For over 100 years, psychologists have argued that general memory ability cannot be improved, that there is little or no generalisation of 'trained' tasks to 'untrained' tasks," said Tyler Harrison, graduate student and lead author of the paper. "So we were surprised to see evidence that new and untrained measures of working memory capacity may be improved with training on complex span tasks," Harrison said.

Delhi University: Math foundation course mix-up has students in a bind NEW DELHI: Teachers have not only been confounded by the question of what to teach in case of Foundation Courses, but also when to teach in the case of the course on "Mathematical Awareness." This was designed especially for blind students, as a substitute for " Building Mathematical Ability" and was meant to be taught in the second semester. However, several colleges are already teaching it and the paper has also showed up on the datesheet for the semester-end exams. Delhi University's Equal Opportunity Cell (EOC) had issued instructions to colleges asking them to teach the course on Mathematical Awareness in the second semester. "It's a clear no from us. Nobody will be appearing for the exam this semester we have issued clear instructions saying the course for blind people is to be taught in the next semester," said Bipin Tiwary, deputy dean and OSD-EOC. "It's a clear no from us. Nobody will

be appearing for the exam this semester." The plan was that one group would do three foundation courses this semester and five in the next. But that went awry as soon as the semester-I exam datesheet was released. According to it, Group B will be tested on Mathematical Awareness on November 29. "After the datesheet was posted, we started teaching the course," says Suresh Kumar, EOC coordinator for Ramjas College. "EOC instructed

us not to teach it but there was massive confusion among students when they were filling their exam registration forms," he added. Initially, following EOC directions, they were not teaching the course. The matter has been further complicated by the fact that in each college, first year students have been divided into two groups-A and B-with each group studying four of eight compulsory foundation courses the first semester. In the second, they switch. The maths courses are being taught to Group B-with Language, Literature and Creativity

II, Indian History and Culture and Business, Entrepreneurship and Management-in the first semester. The confusion is being faced in colleges where students in Group B have opted for Mathematical Awareness. It is being taught also at Hansraj. "We have no idea about the course and there's confusion about the kind of questions that'll be asked," Said a student, "Initially, we didn't even know we had this option." Dean of exams, Rup Lal, said the test on the course will be held in the next semester as well. Explaining a move that's sure to disturb the group-system-at the end of semester II, Group A and some students of Group B will write the Mathematical Awareness test, Lal says, "All those students who don't write the test this semester, can write it in the next."

EC looking at model poll code for social media

NEW DELHI : The Election Commission (EC) is examining how to get social media within the purview of the model code of conduct. The election watchdog is looking at ways of regulating accountability of expenses and communication through social media for campaigning. In case the code of conduct gets extended to online activities, this will impact parties' big plans since social media is expected to play a major role in the forthcoming assembly and national polls. The issue of regulating online media surfaced before the EC earlier this week, when a rights organization approached the Chief Election Commissioner (CEC) VS Sampath. Citing growing instances of campaigning via "Whats app” purchase of Facebook "like" and multiple homepage of candidates, the organization seeks greater scrutiny of election expenses incurred on campaigning through social media/internet. Headed by former BJP ideologue K N Govindacharya, RTI-Legal's

PIL before the Delhi High Court earlier this year has yielded tangible results. The PIL triggered an HC order to hold Facebook and Google accountable towards Indian government and users. It prompted the court to plug loopholes and forced these networking sites to appoint "grievance officers" answerable to problems of Indian users. Buoyed by the success, RTI-Legal team, including Supreme Court advocate Virag Gupta, former economic advisor to Prime Minister Jagdish Shettigar decided to petition the EC. Their note to the Commission argues that almost 37% of urban voters have an online presence, which is why the conduct of candidates and political parties campaigning through networking sites or internet should be also brought within the EC's purview. "We request the EC to obtain

particulars of authentic official e-mail IDs with details of social networking site account in the affidavit being filed by the candidate before the returning officer," the representation says. It argues that the EC must insist on declaration of expenses also entailed by candidates in promoting candidates/political parties through advertisements, sponsorship and operational expenses through social

networking sites as per the Representation of People (RP) Act. The note highlights how the EC has taken action against many small printing presses for violation of guidelines but wonders what action can be taken if a candidate or supporter takes a printout, scans and uploads it online through networking sites. "As per reports all political parties are heavily financing sponsored campaigns/buying likes & tweets through social networking sites which must be accounted as per guidelines and candidates must be asked to submit detailed expenses along with receipt," the note adds.

Cyclone Phailin 5,00,000 homes evacuated as storm pounds India

Towns and villages have been flooded and thousands of homes destroyed after a super-cyclone crashed ashore in eastern India. But initial indications suggested few people had died after more than 5,00,000 had left the region before the storm hit. The vast weather system – cyclone Phailin – generated winds of up to 135mph (220km/h) and forced huge waves far inland before it struck the shores of Odisha and Andhra Pradesh states. But the storm weakened as it made landfall. Officials said they knew of only seven fatalities – most of who were killed by falling branches or collapsing buildings ahead of the cyclone. The final death toll is expected to climb, and parts of the cyclonebattered coast remain isolated by broken communication links and blocked roads. "Damage to property is extensive," said Amitabh Thakur, the senior police officer in the Orissa district worst-hit by the cyclone. "But few lives have been lost," he said, crediting the mass evacuations. The weather department warned of extensive damage to mud houses, major disruption of power and communication lines, and the flooding of rail tracks and roads. Flying debris is another threat. Among the first reported deaths,

two people were killed by falling trees while a third died when the walls of her mud house collapsed. Another two people died as the storm pressed inland, authorities said. Reporters described terrified children clinging to their mothers as they sought shelter. Most towns along the coast were deserted but there were still some residents trying to flee. Authorities combed coastal areas for fishing communities unwilling to abandon their boats or others still in the danger zone. Police forcibly evacuated thousands, officials said. Some people took refuge in temples, while others crammed into auto-rickshaws and headed inland. Large numbers of troops were

deployed and huge amounts of emergency food stockpiled, Indian media reported. "This is one of the largest evacuations undertaken in

India," said Shashidhar Reddy, vicechairman of the National Disaster Management Authority, who estimated that more than 4,40,000 people had fled from their homes. Other estimates were as high as 5,00,000. The storm destroyed tens of thousands of mud huts and sent seawater surging inland. "Its intensity was strong, but after crossing the coast it weakened considerably," Sharat Sahu, an official with the Indian Meteorological Department in Orissa said. The storm was expected to cross half of India before losing strength over the central highlands of the vast country by the middle of next week.

US ship with arms was in Indian waters for a month

CHENNAI : The seizure of MV Seaman Guard Ohio off Tuticorin in southern Tamil Nadu for carrying heavy weapons and ammo on board without clearance has once again exposed chinks in Indian maritime security. Sources said that the ship owned by a US-based security firm named Advan Fort was in Indian waters for nearly a month and was spotted repeatedly before it was intercepted and detained. The vessel berthed in Kochi on August 23 to pick up provisions but no declaration was made of arms on board. It sailed out after three days for Sharjah and then returned to Indian waters, said sources in the office of the director general of shipping. There have been concerns of unregulated floating armories moving in the Indian Ocean region. These vessels claim to provide security to merchant vessels against pirates and offer storage of arms for a fee when the ships visit a port where weapons aren't allowed. The Union home ministry has now sought a report from the state after the interception of the vessel by the Coast Guard. The case was investigated by the marine police wing before being handed over to the intelligence branch. However, experts feel that the intelligence wing of TN police, which

has been handed over the probe, is ill-equipped to deal with a case that demands knowledge of maritime technology. Commodore R S Vasan, former eastern regional commander of Indian Coast Guard, said the investigation should be handed over to National Investigation Agency (NIA). The Union home ministry's own protocol evolved after the Mumbai attacks suggests that such a case should be handed over to NIA or CBI. The mercantile marine department (MMD), which has expertise in retrieving voyage data records, too, is yet to step in. Preliminary investigations found that the Sierra Leone flag-bearing MV Seaman Guard Ohio, which earlier

bore the name Kaio Maru, entered Indian waters by the second week of September, after it left Sharjah. Sources said the Indian Coast Guard had repeatedly spotted the vessel in the last four weeks, but chose not to inspect it, for unknown reasons. "This is a major security breach," said a senior security official. Only at 10.30pm on October 11 did the coast guard assign a tracking vessel. At 3.30am on Saturday, it intercepted the ship 12 nautical miles east of Tuticorin port. The ship was found to be carrying 31 assault weapons and 5,000 rounds of ammunition. On board were 10 crew members and 25 'security guards'. Officials at the Kochi Port Said the

vessel did not make any declaration of arms when it was berthed on August 23. "On statutory provisions, it sailed out on August 26 without any inspections on board," said an official. Maritime safety experts who are advisers to central investigation agencies said lack of coordination between different agencies delaying a proper investigation might spoil chances of retrieving crucial communication including its voyage details. "There is no logic to the delay in handing over the case to NIA or CBI," said a consultant to NIA on maritime affairs. "We should not forget that a twoweek delay in retrieving satellite and communication data from Italian vessel Enrica Lexie helped the crew members tamper with evidence." The MMD headquarters in Chennai said they are not yet part of the investigation. Sources in the investigation team said they are yet to retrieve voyage date recorder (considered the 'black box' of a vessel) and other communication equipment on board the vessel, which would help reveal the route, communication and wireless messages the ship transmitted since it entered the Indian waters.

Govt may ease telco penalty norms NEW DELHI : The government is set to provide a major relief to the beleaguered telecom sector with the Department of Telecom (DoT) looking at introducing a layered penalty structure for various kinds of violations, stipulating lower fines for minor offences and procedural lapses. The highest penalty, currently fixed at Rs 50 crore per circle, will be slapped only in "rare cases" where an operator commits an offence, which is anti-competitive or against the interest of mobile subscribers, top government sources said. "A new penalty regime is in the works and guidelines are expected to be out in a month's time," a source said. Penalties worth thousands of crores of rupees have been slapped by DoT on operators over a slew of issues, ranging from 3G intra-circle roaming agreements; subscriber local dialling (SLD) services; and cell tower radiation. The companies against whom action has been taken include Bharti Airtel, Vodafone

and Idea Cellular, the country's top operators. Ironically, the action in many of these cases has not yielded any realizations for the government as most of the operators have gone to the courts against the penalties. Most of DoT's penal actions are lying at various stages in the courts, which could also have been one of the reasons behind the softer approach of the government. Telecom players

and their lobby groups have on several occasions complained about the "stiff penalties" slapped by DoT for even procedural lapses and minor offences and said this puts an additional burden on the debt-laden industry. The matter was recently flagged by telecom minister Kapil Sibal and Telecom Regulatory Authority of India (Trai) chief Rahul Khullar when they termed the penalties

as "excessive" and "absurd" respectively, asking for a review of the whole mechanism. "We are looking at a system, which leads to the creation of different categories for various types of offences. The idea is to have different levels of penalties to make sure that the maximum penalty is not levied in all the cases," the source said. The sources said the government wants to bring in the new mature penal guidelines before the next round of spectrum auctions. "The intention is to reassure operators that the government wants an industry-friendly approach in handling their issues," one of the sources said. Mobile lobby groups like Cellular Operators Association of India (for GSM players) and Association of Unified Telecom Service Providers of India (CDMA lobby) have also raised the matter with the government and sought a more lenient approach for procedural lapses and minor offences.

Rohit-Virat power India to staggering victory

JAIPUR: An inspired India pulled off an incredible nine-wicket victory over Australia in the second one-day, achieving the second highest ever run chase in ODI history in what turned out to be a high scoring contest. Chasing a mammoth victory target of 360 on a belter of a track at the Sawai Man Singh Stadium, India crossed the line with 40 balls to spare as records tumbled like nine pins. This is also India's highest ever successful run chase as the hosts restored parity 1-1 in the seven-match series. Rohit Sharma (141 not out), Virat Kohli (100 not out) and Shikhar Dhawan (95) were the main contributors for India. Virat Kohli (100 not out) took a more than decent Australian attack to the task with a fastest ever ODI century by an Indian and seventh fastest in the world, scored in only 52 balls. This is his 16th ODI century in 115 matches. His innings had eight fours and seven sixes. Rohit Sharma (141 not out from 123 balls) got a well-deserved third ODI century while Shikhar Dhawan (95) again showed love for anything Australian but was unlucky to miss out on a ton. It was a match where the Australians created a world record with their five top batsmen scoring half-centuries but the Indian batsmen proved they were better on the night. The Australians now have the ignominy of ending second best in two highest run-chases having faced similar fate against Herschelle Gibbs' South Africa seven years back, when they failed to defend a mammoth score of 434. Indian batting's 'Gen-Next' troika showed why they are not afraid of any target and reasserted India's supremacy in the 50-over format. While bowling continues to be a worrying factor for skipper Mahendra Singh Dhoni, he should at least feel happy that Kohli along with Rohit and Shikhar are ready to take the legacy of Indian batting forward in the next decade. The victory was built on two partnerships. An opening stand of 174 between Dhawan and Rohit followed by another 186 runs scored in only 17.2 over’s between Rohit and Kohli.

The duo put on 100 runs in only 62 balls. The chase practically started in the ninth over when Dhawan, in his bid to break the shackles, hit Shane Watson for three successive boundaries. In the next over from Clint McKay, Rohit got a couple of boundaries more as 26 runs came off these two over’s. While Dhawan repeatedly charged out to the pacers piercing the off-side cordon, Rohit used field restrictions to good effect by lofting the deliveries over in-field. Rohit hit Glenn Maxwell for a six over deep mid-wicket to bring up the team's 100 and then got his half century with a trickle down leg-side off Xavier Doherty. If Dhawan muscled the deliveries, Rohit found a way to caress them to the boundary. However, after

reaching his 50, Dhawan upped the ante with some sizzling stroke play before James Faulkner got him to edge one trying to hit one shot too many. His 86-ball stay had 14 sweetly timed boundaries as he missed out on what would have been a welldeserved hundred. Kohli did not take time to settle down as he raced to a half-century in only 27 balls with four huge sixes. Whether hitting Faulkner over longoff or smashing Watson over deep mid-wicket, each shot came out of the top drawer as India steadily inched towards victory with minimum fuss. Earlier, Australian batsmen yet again took the Indian bowling attack to the cleaners as they scored a massive 359 for five, equaling their highest ever total against India. Led from the front by their skipper George Bailey (92 not

out), the Australian batsmen made merry of a listless Indian attack on a good track. This incidentally is Australia's highest total on Indian soil surpassing their previous best of 350 for four in Hyderabad in 2009. This total also equaled their highest ever total of 359 for two against India made during 2003 World Cup final in South Africa as well as 359 for four in a VB Series match in Sydney back in 2004. Phil Hughes (83), Aaron Finch (50), Shane Watson (59) set up the platform for skipper Bailey and Glenn Maxwell (53) to finish the innings with a flourish. Indian bowlers conceded 122 runs in the last 10 over’s of the innings as Bailey and Maxwell sent the Indian attack on a leather-hunt putting on a staggering 96 runs in only 8.3 over’s for the fourth wicket. Bailey bludgeoned the Indian bowling as he faced only 50 balls in his unbeaten innings, hitting eight fours and five sixes. Both Ishant Sharma (0 /70 in 9 overs) and Bhuvneshwar Kumar (0/54 in 10 over’s) lacked penetration as both Finch and Hughes negotiated the duo with ease. The third seamer R Vinay Kumar was guilty of bowling either too short or only slower deliveries and it only added to skipper Mahendra Singh Dhoni's woes. Vinay (2/73 in 9 over’s) had the worst figures among the pacers. The worst among the Indian bowlers was though left-arm spinners Ravindra Jadeja (0/72 from 10 over’s) and Yuvraj Singh (0/35 from four over’s) and the duo gave away 107 runs in 11 over’s between them. Ravichandran Ashwin (1/50 from eight over’s) fared marginally better. While Finch, as usual, was at his attacking best, Hughes complemented him by playing the second fiddle to perfection. Any width outside the off-stump was dealt with severity by Finch, who also pulled a slow bouncer from Vinay Kumar for a six to complete his second successive half-century of the series. He hit six boundaries and three sixes adding 108 runs for the second wicket with Hughes in only 16.4 over’s to set the platform for others to cash in.

‘Screen X’ techno offers 3D effect without special glasses BUSAN (SOUTH KOREA) : A new format that gives movie-goers a panoramic 270 degree view will be rolled out by South Korea's biggest cinema chain this month, using the walls of theatres as additional screens. Screen X, developed by cinema chain CJ CGV, was on show at the Busan International Film Festival last week in the premiere of a 30-minute spy thriller "The X”, directed by Kim Jee-Woon, a film commissioned to showcase the expanded three-screen format. Kim, who directed this year's Arnold Schwarzenegger action adventure "The Last Stand”, said the technology brought a more immersive experience to the cinema. He likened it to a "horizontal" version of IMAX, a format that offers greater size and resolution than

conventional film. Screen X requires filmmakers to use three cameras to shoot the same scene simultaneously from different angles to create the wider "surround" effect. "The space in front of you is filled up completely," said Kim. "It provides a new depth for viewers." "The X" showed off the capabilities of the format in a chase sequence and a dream sequence that seemed to envelop the cinema. Preparation :

Prawn Fry

In a bowl, add all the ingredients for marination, mix well. Slide in the prawns and keep marinated for a minimum of 2 hours in refrigerator. Before frying, coat the prawns thoroughly with rava /coarse rice powder. Heat oil in a wide non stick skillet; when oil is hot enough, add the prawns evenly on the skillet, do not overcrowd. Once they are nice and brown on one side, flip and cook the other side till it changes color. Squeeze lemon juice on top before serving.

Shrimp Gravy

Ingredients

used in the recipe •10 to 15 medium sized shrimp • 2 cups of Homemade shrimp stock Directions • 1 cup chopped celery Prepare a Shrimp • 1 cup chopped onion stock with shrimp shells and • 1 cup chopped green pepper heads. Rinse the shrimp shells • 1/4 tsp white pepper and heads properly and keep it in • 3/4 tsp paprika stockpot with 4 big cups of water, 1/2 cup • 1/4 tsp thyme of coarsely chopped celery and onion. Now, • Crumbled Bay leaf, 1 bring it to a boil on high heat. After sometime, • 1/3 cup Browned flour reduce the heat, let simmer for 10 minutes. • 1/8 tsp Cayenne pepper Again turn the heat to medium and let simmer • 1 tsp minced garlic for another 25 to 30 minutes. Allow to cool, and • 1/4 tsp Black pepper strain. The stock would reduce to approx 2 cups. • 1 tbsp File powder • Prepare seasoning • 1/4 tsp Oregano Mix 1/4 tsp White pepper, 3/4 tsp Paprika, 1/4 • 1 tsp Salt tsp Thyme, Crumbled Bay leaf 1, 1/8 tsp Cayenne • 1/4 cup pepper , 1/4 tsp Black pepper ,1 tbsp File powder, 1/4 butter tsp Oregano, 1tsp salt in a small bowl. • Prepare main dish In a preheated, cast iron skillet, add 1/4 cup of butter with the chopped onion, green pepper and celery, stir fry for a minute or so. Next add the seasoning and over medium heat stir it frequently. When it is cooked for 2 to 3 minutes, add the minced garlic, cook for another 2 to 3 minutes. When all the vegetables start forming a greasy crust, add the browned flour. Over medium heat cook it for a minute by continuous stirring. Now, add half of the stock keep stirring, let all the flavors blend together. Next, add rest of the stock, and let simmer on low flame for 20 to 25 minutes or until you get a semi-gravy like consistency. Lastly, add the shrimps to the gravy, cook for another 5 minutes. Serve it hot over rice. This shrimp gravy will definitely add up new essence to your meal.

Fama Colva Feast

Much before the crystal white sands of Colva made it a favourite among tourists visiting Goa, the centuries old 'Fama' of the feast of Menino Jesus (Infant Jesus) celebrated traditionally with pomp and solemnity at the Our Lady of Merces Church, made the picturesque South Goa village know far and near. Colva is the only place in Goa where the celebrations on the feast day pale when compared to the festive atmosphere on the Fama day - the day meant to announce the start of the novenas that lead to the feast day and blessing of the symbolic 'maddi' that is erected in front of the church. History has it that the statue of Menino Jesus was found off the coast of Mozambique in the 17th century by some shipwrecked sailors led by Fr. Bento Ferreira, a Jesuit missionary. On his posting to Colva in 1668, Fr. Ferreira had the statue grandly enthroned on a special altar. The annual Fama began soon after, with the statue being kept for public veneration. Power struggles in Portugal which led to the suppression of the religious orders, forced the Jesuits to flee to the Rachel Seminary, carrying along with them the statue. Attempts by the Colva villagers to get back their statue proved futile. They decided to make a replica of the original. Their only possession a golden ring, believed to have been found after it slipped off the original statue, was mounted on the new statue. The devotion was thus

restarted. Today, this statue is securely concealed in a triple locked vault. Celebrated annually on the second Monday but not before the 12th of October, the Colva Fama continues

to draw crowds from all over the world. Colva's Fama, unlike other parish celebrations, is neither the feast nor the novenas leading to the feast. It is the day following which the novenas will start to ultimately conclude more then 400-year-old church's feast. Locals

will tell you that the Fama is bigger than the feast. Devotees from all over Goa come seeking blessings for marriage, to have children, to cure ailments... the list are endless. People are seen offering wax figures, shaped in the form of different body parts.

The drawback is it relies heavily on the Internet to run various services, so you'll need to plan ahead if you're looking to write that great masterpiece without access to Wi-Fi. That's because the Chromebook doesn't run Windows or Mac OS, like the majority of laptops. Rather, it uses Google's Chrome OS system, which needs a steady Internet connection. Although it's possible to use apps while offline, Chromebooks are really designed for online use. Many apps don't work fully - or at all - without the Internet connection, or they need to be

configured while you still have the connection to work offline. It's not as simple as installing a program and expecting it to work wherever you are. In addition, Chromebooks have little storage on the devices; Google steers you toward its online storage service, Drive, for your documents, photos, music and movies. Chromebooks aren't meant for graphic designers who use sophisticated software, such as Adobe's Photoshop, or business executives who rely on Microsoft's PowerPoint slides. These notebooks are for people

who primarily use Google's online services, including search, Gmail, Google Docs, Google Maps and Google's players for music and video. That includes schoolchildren who need a computer for homework and merchants who want something small next to a cash register. The new Chromebook's speakers are underneath the keyboard, so sound projects out at you. Its outer shell is sleek and smooth. It doesn't have the Pixel's metal exterior, but there's magnesium underneath

the plastic to keep the laptop sturdy. The Chromebook 11 has no sharp edges or corners - or even screw holes. There's no fan either, which keeps the device quiet and light - at just 2.3 pounds (1 kilogram). In fact, the Chromebook 11 isn't much heavier than Microsoft's upcoming Surface Pro 2 tablet, which weighs 2 pounds (0.91 kilograms). The Chromebook's 11.6-inch (29.46-centimeter) screen, measured diagonally, isn't much larger than the screen of the typical full-size tablet. The new Chromebook even uses the same Micro-USB charger that nonApple tablets and smartphones use. No longer do you have to keep track of which charger goes with which device or pack an extra charger for a vacation. The Chromebook 11 could pass for a tablet if it weren't for the fact that it unfolds to reveal a physical keyboard. It also lacks a touch screen. You move the cursor on the screen the traditional way, using the laptop's touchpad. The new Chromebook has a low-resolution camera for video conferencing, and it promises

battery life of up to six hours. There are some perks, too: 100 gigabytes of storage through Google Drive for two years, rather than the standard 15 gigabytes, and 12 free sessions of Wi-Fi access on airplanes through Gogo. There's a lot to like with the Chromebook 11. But just like tablets, Chromebooks aren't ready to replace traditional Windows and Mac computers. Even if most of your life is online, there'll be the occasional program that will run only on a Windows or Mac machine. Photo editing is one task that comes to mind. Internet-based editing tools on the Chromebook and elsewhere aren't as sophisticated as stand-alone programs such as Photoshop, Google's Picasa and Apple's iPhoto. And while the Chromebook has apps for word processing and spreadsheets, there's no replacement for Microsoft's Office package. The fact that Google's Docs package isn't configured automatically to work offline. And even after configured it manually, the switch between online and offline use isn't very smooth and often requires refreshing the page. That's not an issue if you're online most of the time. The days of one device per person, let alone per household, have long passed in much of the U.S. The Chromebook 11 being a great secondary computer for many people, especially for those with ready access to Wi-Fi.

What is Urticaria? The typical description of Urticaria is an itchy skin eruption that is characterized by 'wheals'. The wheals usually have with well-defined red margins and pale interiors. Urticaria is a manifestation of an allergic reaction and the eruptions tend to come and go intermittently. The wheals can last for several hours or even the whole day before fading off. When the wheals disappear, they do so without any trace. Urticaria rashes can occur anywhere on the body such as the trunk, arms, legs, face, etc. They have a tendency to change locations disappearing from one place and reappearing in another often in a matter of hours. A severe variant of Urticaria, called Angioedema is marked by swelling that occurs beneath the skin (at a deeper level) and this can be lifethreatening. The cases may be acute in nature (lasting less than 6 weeks) or may run a chronic course (for more than 6 weeks). In either case, treatment must be sought early on, so as to treat it effectively in the early stages itself.

Causes The primary mechanism that leads to development of an urticarial rash is the release of histamine (a chemical) by the human immune system into the blood. In response to histamine, blood plasma leaks out of small blood vessels in the skin resulting in swelling.

Urticaria (hives) is basically an allergic skin rash that 15% of the world population will have experienced at some point in their lives. In most cases, the hives go away within a few weeks or less; however sometimes they may turn into a chronic problem. And a whopping 80% of the chronic cases are idiopathic, which means that no cause can be found. Urticaria rash and these include morphine, codeine, aspirin, other nonsteroidal antiinflammatory drugs (NSAIDs, such as ibuprofen), certain antibiotics, vaccinations, contraceptive pills, etc. • Stings of insects such as bee stings commonly cause acute urticarial rashes.

• Infections : Parasitic worm infestations such as round worms, tapeworms, etc; bacterial infections, etc can also cause Urticaria. • Cold Urticaria is one variant that results from exposure to extremely cold climates. • Solar Urticaria - results from exposure to sun. • Pressure on the skin such as that caused by tight clothes may lead to pressure Urticaria • Physical exertion, exercise, hot shower, perspiration may trigger Cholinergic Urticaria. • Direct physical stimulation of the skin by vibrations, firmly stroking or scratching the skin, etc. • Abnormal functioning of the immune system (auto-immunity) - has been considered to be a trigger for chronic Urticaria. Other auto-immune systemic illness such as thyroid disorders, systemic lupus erythematosus, etc. may be linked to Urticaria • Idiopathic - In about 80% of chronic

• Allergens : A number of food allergens, environmental allergens, etc. can trigger Urticaria; however reactions may vary in different individuals.

• Foods : Some of the common culprits are fish, crabs, oysters, shell fish, prawns, milk, cheese, eggs, nuts, chocolates, citrus fruits, spices, yeast, food additives and preservatives like tartazine, berries, wheat, tomatoes, pineapple, strawberries, alcohol, etc.

•Environmental : Pollen, dander, fungi, house-dust are few of the common reasons. • Drugs : A number of drugs can trigger an

Symptoms

A red, raised, itchy rash that comes suddenly, lasts for some time and then disappears without any trace is the typical history any patient of Urticaria will provide. The rashes may come and go with no apparent trigger at times. They can occur anywhere on the body and have the following features: • Irregular shaped, red, raised rashes - small or large in size. • The rashes may have a central clearing. • Intensely itchy - may lead to disturbance at work, sleeplessness, irritability, restlessness, impatience, etc. • Burning or stinging pain in the areas of affection. • May be surrounded by a red flare. • Lasting from few hours to the whole day. • The frequency of the rashes is also not fixed - some people experience it once in a while whereas others may get rashes several times daily. Some of the variants of Urticaria that differ in presentation are discussed here:

• Cholinergic : triggered by physical

exertion or a hot bath or shower, this is marked by hundreds of small itchy bumps. These occur quickly and disappear in the same manner. Cholinergic Urticaria is seen more often in young people.

• Dermographism : This literally means 'skin writing'. The hives in this case are produced by direct physical stimulation of the skin such as stroking with a blunt object. • Angioedema : This is a severe variant also known as 'Giant Urticaria'. Large areas of affection are seen and swelling occurs around the eyes, lips, hands, feet, genitalia and inside the throat. When the wind-pipe in involved due to swelling in the throat, it can obstruct breathing and this is a medical emergency (Anaphylactic shock).
