Among all the music venues within Area15’s cavernous multipurpose complex, the Portal might just be its most mind-altering. The room is a technological dreamscape, with 360-degree projection mapping capable of transforming your surroundings at the press of a few keys. So when LA-based indie DJ and producer Shallou brings his vivacious melodies to the Portal, they’ll truly come alive. Swirling minimalistic house beats with accents of electro-pop, Shallou creates a heightened state of chill, so dancey and light, it’s almost angelic. Beck Hansen has been an inconsistent performer through the years, and his past few albums haven’t come close to his classics, but his last full Las Vegas appearance reminded us how exciting a fully armed and operational Beck can be. That was in December 2019, when he wowed the main stage crowd at Amazon’s Intersect music festival with as dynamic and energetic a set as we’ve seen from the alt-rock hero in years. He blasted through close to 20 numbers, rocked out on guitar and danced like he really, really meant it. How might he fare four years later? Well, he’ll have plenty of support onstage—co-headliner Phoenix (the French band behind indie hits “Lisztomania” and “1901”) and a pair of make-sure-you-seethem openers in Japanese Breakfast and Sir Chloe. The “Battle of the Bay” rivalry always commands attention, even though the Raiders are no longer located in California’s Bay Area and this latest edition will be an exhibition contest. Preseason games will be important to the Raiders this year, though, as they break in a largely overhauled, younger roster. Rookies like quarterback Aidan O’Connell, a fourth-round pick out of Purdue, tight end Michael Mayer, a second-round pick out of Notre Dame, and wide receiver Tre Tucker, a thirdround pick out of Cincinnati, should all receive extended playing time. The game against the 49ers will be the Raiders’ preseason opener, and their only home game until a Week 3 regular-season tilt against the Pittsburgh Steelers on September 24. Expect Las Vegas to push hard for a victory, and not only because the 49ers remain a heated rival. So much of our visual culture is built upon the male gaze. But a new exhibit at Sahara West Library challenges that. Deconstructing seeing itself, Sight \ Line questions the pathways between the seer and what is visible and hidden. “I’m interested in having women’s structures be seen, because historically they have not been seen,” artist Audrey Barcio says in a statement on the library district’s website. “My work is about examining and reimagining the architecture of human culture.” The UNLV College of Fine Arts alum has dazzled viewers in the past with her geometric installation “Continual Eventual,” which showed at Clark County Government Center’s Rotunda Gallery in 2016. Sight \ Line draws from Barcio’s focus on minimalist shapes and feminist symbols, using clean lines, colors and (a)symmetry to challenge traditional representations. LAS VEGAS’ COURTYARD GETS NEW HEALTH CLINIC
The City of Las Vegas’ facility for the homeless has been upgraded.
A new health clinic at the Courtyard Homeless Resource Center was unveiled August 1 during a tour with city officials and Nevada Health Centers, which will operate the primary care portion of the clinic. The clinic is expected to open to patients August 14.
“Nevada Health Centers is really the ideal partner for this,” says Jocelyn Bluitt-Fisher, community resources manager for the city. “They have operated a small clinic dealing with the homeless ... in this community for quite some time. And so this just really gives them a bigger footprint to serve more people.”
According to its website, the nonprofit operates 10 federally qualified health centers in Southern Nevada and is the largest primary care provider for uninsured and underinsured people across the state.
The 8,532-square-foot, two-story clinic at the Courtyard will offer primary care on the first floor and behavioral and mental health services on the second floor, along with medication dispensing and management, according to the city. The city is seeking a behavioral health provider to work at the clinic, Bluitt-Fisher says.
Samantha Ford, Nevada Health Centers’ VP of regional operations, says if patients require further treatment beyond primary care, the nonprofit will work with other organizations in Southern Nevada to refer patients. “We will find the correct resource for the patient and refer patients out to the appropriate location for those services,” she says.
Ward 5 Councilman Cedric Crear says the health clinic is among renovations that have been underway at the city-funded Courtyard in recent years. The low-barrier shelter allows entry to anyone, and permits people to bring their possessions and pets inside.
“We have been working diligently over the past five years to build this facility,” Crear says. “This is Phase 3, where we have our federally qualified health center. And so, we’ve made a tremendous amount of strides.”
According to data provided by the city, 6,081 “unduplicated guests” accessed services—including medical, mental health and substance abuse services—at the Courtyard in 2022. –Shannon Miller

The median sales price of existing single-family homes in Southern Nevada was $450,000 in July, increasing 2% from the previous month but down just over 3% compared with the same time last year, according to a report from Las Vegas Realtors.

There will be a continued police presence on campuses across the Clark County School District this school year to help limit violent acts, officials said.
Law enforcement officers will again partner with the Clark County School District Police Department to be on school grounds, where they will interact with administrators, teachers and children to develop relationships and facilitate a safe school setting, Metro Police Deputy Chief Reggie Rader said. It’s the same strategy for police departments in Henderson, North Las Vegas and Las Vegas marshals.
“Please don’t be alarmed by the increased police presence that you may see,” Rader said. “This is just to ensure everybody that there is going to be a safe and positive environment for the school year.”

As a registered 501(c)(3) nonprofit, Goodwill of Southern Nevada’s mission is to reduce the effects of poverty by helping individuals obtain meaningful local employment and upward mobility. While Goodwill’s stores offer work experience and advancement opportunities, two career centers offer free services, including coaching, tuition assistance and training programs.
Goodwill’s train-to-hire programs fill local employment in a range of industries. Accelerated “training sprints” move candidates quickly into high-demand careers including health care and skilled trades.
Health care training programs
Individuals interested in launching a career in health care have two Goodwill training programs to consider.
n The Medical Assistant (MA) Training program is a 90-day pathway to a Certified Clinical Assistant certificate. Upon completion, students graduate to a paid 1,200hour externship with Intermountain Health, one of the program’s partners along with NV Careers.
n The Certified Nursing Assistant (CNA) Training program begins with a weeklong bootcamp with NV HOPE that helps candidates decide if a health care career is right for them. For those who proceed, the next steps are formal CNA training, passing a licensing exam and gaining employment.
Skilled trade programs
Leading the skilled trades lineup is a two-week Stagehand Training program that quickly readies participants for employment with event venues, stadiums, arenas and more, both on and off the Strip. The program includes OSHA 10 certification, with candidates routinely hired on the spot on the last day of instruction.

STUDENT LOAN REPAYMENTS ARE A SPOKE IN THE ECONOMIC WHEEL
BY KATIE ANN MCCARVER VEGAS INC STAFFMillions of people in the United States with federal student debt might have to readjust their spending this fall, when student loan interest and repayments are slated to resume after a three-year pause brought about by the COVID-19 pandemic.
And although the continuation of student interest accrual and loan repayments will certainly have a significant impact on affected households, a Wells Fargo report released this summer predicts it will deal a lesser blow to consumer spending overall.
“The resumption of payments is definitely a setback for individual households that hold student-loan debt,” said Shannon Seery, a Wells Fargo economist. “But it’s not enough on its own to cause overall spending to contract.”
The payment moratorium on student loans, which began in 2020, is one of many forms of fiscal support—like stimulus checks and enhanced employee benefits—to have provided households with extra cash flow and stimulate the economy during the pandemic.
“I do think that it was another factor that helped households spend at an above average pace,” Seery said. “And obviously, the expiration will impact individual households
affected by student debt. But … I don’t think it’s a broad macro catalyst in terms of crushing the consumer.”
Stephen Miller, UNLV professor of economics and director of research for the Lee Business School’s Center for Business and Economic Research, said most analysts believe there’s at least another year’s worth of spending to come out of “excess savings” accumulated during the pandemic.
“The fact that some people were paying student loans and they didn’t have to make their monthly payment added to that additional saving,” Miller said. “But I would argue that it wasn’t a mammoth or huge component of that. What was more important was the government programs that put money in people’s pockets.”
Wells Fargo predicts that the U.S. will slip into a mild recession early next year due to weaker consumer spending, Seery said, but that outcome seems likely because of multiple factors affecting income—including the depletion of excess savings and a moderating labor market.
Thus, she continued, the resumption of student loan repayments seems less a catalyst for recession and more of a coincidence. Per the report: It’s correlation, not causation.
“I think it’s just one of many catalysts, or
one of many headwinds, that’s going to be weighing on the household sector later this year,” Seery said.
Student loan repayments are nevertheless “not nothing” for the household sector, she said.
According to the report, economists estimate that the typical student loan payment is between $210 and $314 a month—or 4% to 5% of the annual median salary, which was $70,000 in 2021.
“I think that it will deter spending on traditional goods and services … so it will show up in that,” Seery said. “I think you’re going to see some weakness in overall spending; you’re not going to be able to continue to run at an above-average clip. But I think it’s just going to take some time.”
Looking at the ideal life cycle of family finances, Miller said, individuals typically accumulate debt when they’re young and don’t have enough income to cover certain expenses, before hopefully paying off that debt in their middle age and then living on savings from over the course of their life in retirement.
“So, student loans are just one part of the debt issue that young people take on as they start their working life,” said Miller, who noted that enrollment just recently opened for Saving on a Valuable Education (SAVE), a new, income-driven repayment plan from the Biden administration.
Ultimately, Seery said, while student loan debt has grown exponentially compared with other debt categories, it’s still concentrated among a relatively small number of U.S. households compared with the entire population and is not yet a “systemic risk.”
“This is a burden for many people in that, yes, this is an issue that needs to be addressed,” she said. “But it’s not a systemic issue to the household sector at this point.”

In today’s economy, doing something after high school is a necessity for students who are ready to enter the job market, as they look to earn a good enough living to raise a family.
Research by the U.S. Bureau of Labor Statistics shows that individuals who complete some level of higher education have more opportunities and higher earnings potential throughout their lifetimes.
It’s also estimated that 60% of all jobs in Nevada will require some form of higher education by 2025. So, whether it’s trade school, an apprenticeship program, community college or a four-year college degree, we need Nevada’s students to pursue these various higher education options, if we want our workforce to remain competitive with other states in the ever-changing global economy.
But let’s face it, the costs of higher education just keep getting more expensive. And for some families, that dream of helping your kids go to college, to put them on the best path to a good-paying career, is slowly slipping away.
Across the country and here in Nevada, higher education costs have steadily increased over time, almost tripling since 1980. Of course, as these costs to attend colleges and universities have gone up, students have been increasingly forced to take out student loans to make ends meet.
Over the past decade, student loan
GUEST COLUMNdebt has become the largest source of consumer debt in our country. In Nevada, roughly 347,000 borrowers have roughly $11.8 billion in outstanding student loan debt, for an average debt burden of $33,743 per borrower. To make matters even worse, our state also has one of the largest student loan default rates in the entire country.
Taking out a student loan is one of the biggest financial decisions we allow 18-year-olds to make in their lifetimes, and oftentimes they are burdened with interest payments on these loans for decades.
To assist borrowers in navigating their student loans, both the federal government and state of Nevada have been stepping up to help individuals gain access to much-needed loan forgiveness programs and income-driven repayment plans.
In 2019, Nevada created its first student loan ombudsman in the Treasurer’s Office to assist borrowers in understanding their loans, identifying strategies to help them pay off loans more efficiently, and helping students qualify for various public-sector loan forgiveness programs.
Additionally, the White House has been working to try to provide borrowers
with thousands of dollars in student debt relief over the past year. Unfortunately, when the U.S. Supreme Court struck down President Joe Biden’s student loan debt relief plan last month, many borrowers have become increasingly worried about the impact that outstanding student loans will have on their finances.
With higher education costs continuing to increase, many families across our state are worried about their children’s ability to succeed and whether or not they will have to take out significant loans that will follow them for the rest of their lives.
Fortunately, there is a way to avoid this entirely for Nevada families, since they can help prepare their children for lifelong opportunity and the future job market by planning ahead for their higher education costs.
This year marks the 25th anniversary of the Nevada Prepaid Tuition Program, which is one of only 12 programs of its kind in the country. Prepaid tuition allows families to prepay their child’s higher education costs, by locking in today’s rates for in-state college tuition, so their child or grandchild can use it in the future when they are
ready to attend school.
Since its creation, the program has helped over 23,000 families affordably prepare their children for higher education, and it is the most well-funded program of its kind in the country.
Additionally, the program offers flexibility and portability, while providing a number of payment options that are workable within every family’s budget.
When you sign your child or grandchild up with a prepaid tuition plan, the money you contribute is invested responsibly over time, and when they graduate from high school and attend college, the program will pay the instate rate of credit hours at two- and four-year public colleges and universities in Nevada, or transfer the in-state rate of credit-hours to any eligible institution on behalf of the student.
In other words, when your child is ready to attend college, the number of tuition credit-hours purchased years ago will be ready and waiting and for them. This provides families with the peace of mind that their child’s education is taken care of.
Every kid in Nevada should have the opportunity to follow their dreams and pursue whatever higher education option allows them to earn a good living without having to worry about how the bills are going to be paid.

Among the 23 recipients of Google for Startups’ Black Founders Fund is Las Vegas-based Pills2Me, a medication delivery app. Founded in 2020 by Leslie Asanga, a graduate of Roseman University College of Pharmacy and the Yale School of Public Health, the app helps give patients easy access to medications, including on-demand prescription delivery from any pharmacy. The Black Founders Fund offers recipients $150,000 in equity-free cash to help fuel their business as well as sales and fundraising training and technical support, up to $100,000 in Google Cloud credits, and mental health coaching from a team of therapists.
