NAMC MISSION



Founded in Oakland, California in 1969 by Ray Dones and Joseph Debro, the National Association of Minority Contractors (NAMC) is the oldest minority construction trade association in the United States. Members include more than 50 Hall of Fame members and Legacy Contractor Builders and a combined annual project capacity of over a billion dollars nationally. The association represents the interests of millions of skilled minority workers across the country. Through a network of local chapters and in collaboration with strategic and corporate partnerships, NAMC assists members with building capacity by providing access to opportunity, advocacy, and contractor development training.
NAMC is proud to be a leading voice for millions of minority trade workers and an advocate for undocumented veterans in the construction industry. Of the 160 million people employed in the United States, more than 31% (50 million) earn a living in the construction industry. Hispanics and Latinos make up 30%, or 15 million, of these workers, and African Americans represent 17% or 8.5 million workers nationally. Other minorities, totaling about 2 million, make up approximately 2% of the workforce. Together, the construction industry workforce includes 25 million minority workers.
NAMC has a strong foundational history that has established a great legacy for the organization. NAMC’s presence and voice in this industry is of even greater need today than ever before to continue the mission of providing Access (contract & resource opportunities), Advocacy (legislative impact), and Contractor Readiness (training, capacity building, and growth) for our members. The association strives to accomplish its goals in collaboration with major corporate partners, strategic alliances, and public agencies. The presence of NAMC today is a testament to its continuing legacy.

Welcome to the National Association of Minority Contractors (NAMC) – New York Tri-State Chapter 5th Annual Award Ceremony Gala. This year’s event, aptly named the Affirmation Gala, celebrates our dedication to diversity and inclusion, as well as our passion for the success of the MWBE community.
Since our Founding in 1969, NAMC has become the collective voice of small, minority-owned businesses to ensure that there is a level playing field to access investment capital, government contracts and resources to scale minority contractors.

Tonight, we ask you to join us in celebrating our distinguished honorees for their outstanding leadership, unrelenting determination, and the foresight to carve a successful path for Regional economic growth, for all businesses. Leading and exemplifying these efforts is by no means easy or popular, not to mention the additional struggles introduced by the Pandemic. The forward momentum created by our honorees should be celebrated! They could have stepped aside to let someone else do the job, but they chose to step up.
As President of the New York Tri-State Chapter of NAMC, I want to express my deepest appreciation to our Gala Co-Chairs; Cheryl McKissack Daniel, Vice President of the NAMC New York Tri-State Chapter and Wendell Stemley, National President of NAMC, for lending their time and expertise for the success of our organization. In addition, I would like to recognize the work of our Executive Board Members and the support of our Members, all of whom share their experience and creativity to lead and fuel our initiatives.

Jessi Mitchell joined the CBS New York team as a multi-skilled journalist in October 2021, focusing her reporting in Harlem. Jessi spent two years in the CBS News Atlanta bureau, where she covered major breaking news stories like the Christmas Day explosion in downtown Nashville, the murder of Ahmaud Arbery in Brunswick, Georgia, and natural disasters including deadly flooding, tornadoes and hurricanes. Prior to joining CBS News, Jessi spent seven years as a multimedia journalist and anchor in Oklahoma City, Colorado Springs, and Columbus, Georgia. Her time in local news sparked a passion for helping others through storytelling, highlighting issues affecting minority communities, homeless populations, and domestic violence survivors.
Jessi was born in Los Angeles and grew up in Atlanta. She attended Hampton University on a full academic scholarship. She graduated Magna Cum Laude with a degree in Broadcast Journalism and a minor in Spanish. Jessi is an active member of SGI-USA, the most diverse Buddhist community in the United States. She is also a member of the National Association of Black Journalists, a contributor to the Women In Golf Foundation and the Hampton University Alumni Association. She also serves on the Board of Advisors for Hampton's Scripps Howard School of Journalism and Communications.

Structure Tone
Mafe Alizo is the North-East Regional Manager for Structure Tone’s MWDBE Program. Prior to joining structure Tone, Mafe was in Venezuela where she was born and raised. She graduated with honors from Architectural School and ran her own practice of Design-Build before the economic crisis in her home country forced her to exile to the US. Mafe has had an expansive journey through Structure Tone, being in touch with many departments, carving her way to the Regional MWDBE Manager role. Her experience in architecture and construction management as a woman and now as a minority in a foreign country has allowed her to see the opportunities that lay in front of anyone willing to reach out to them. Being a voice for minorities is her way of giving back what was given to her – becoming a bridge of opportunities for those willing to put in the work. With the goal of delivering strategic planning and implementation for process improvement, business goals and objectives related to expanding supplier diversity as well as providing education for a change in culture and diversity of thought. Mafe is also an active participant in several organizations such as, PWC - Professional Women in Construction’s MWDBE Committee, the National Association of Minority contractors (NAMC), United WayWomen’s United group, and ambassador for the NYC Building Expo, a nominee for Autodesk’s 40 under 40 Champions of Construction and Structure Tones Women in Construction group (STOWIC).

Jay Badame serves as President of AECOM’s Construction Management Business line which includes AECOM Tishman and AECOM Hunt. Jay is responsible for overseeing operations, administration, personnel and business development for all Hunt and Tishman offices and entities. During his 44-year career, including 37 years with AECOM Tishman, Jay has overseen the construction of some of the world’s most iconic projects, including One World Trade Center, the Pennsylvania Convention Center Expansion, 30 Hudson Yards, Manhattan West and many others. Jay joined AECOM Tishman in 1985 as a project engineer on the South Street Seaport renovation project in Manhattan. He quickly rose through the ranks of the AECOM Tishman organization by continuously demonstrating a thorough understanding of how to manage work effectively on a wide range of projects. Jay has earned recognition on Commercial Observer’s “Power 100,” was selected as “Humanitarian of the Year” by the Concrete Industry Foundation and was named the Women Builders Council’s inaugural “He for She” awardee. He serves as Chair of the Board of the Regional Alliance for Small Contractors, Co-Chairman of the Building Trades Employers’ Association, Vice Chairman of the New York Building Foundation, Trustee of the Citizens Budget Commission, and serves on the Penn State Harrisburg of Advisors.

As Deputy Chief Engineer of the Port Authority of New York and New Jersey, Rizwan Baig, P.E., supports the Chief Engineer in assuring the state of good repair of all Agency assets. He oversees the delivery of high-quality and cost-effective planning, architectural and engineering design, construction, and Asset management services in support of the Agency’s Capital program, while ensuring the structural integrity, life safety, and code compliance of all Agency facilities. Throughout his career, Rizwan has demonstrated strong leadership ability by motivating staff and aligning resources to achieve project success, with a passion for envisioning creative and innovative engineering solutions, while creating a respectful, collaborative, and responsive workplace culture of belonging. As a proven transportation industry leader, he spearheaded coalition building with all business lines (Aviation, TBT, Ports, WTC and PATH) and regional partners to ensure that critical agency projects are planned and constructed in the most effective manner. Rizwan has been a barrier-breaking strategic visionary, unifying his staff towards a shared vision. He led a cultural change through innovation, project planning and execution.

AECOM Tishman
Leon is the CEO of LB Electric. Leon received his Bachelor of Electrical Engineering at the New Jersey Institute of Technology (NJIT). Leon began his career at Nordling Dean, starting as a intern and working his way through a variety of roles that enabled him to learn the business from the ground up. Within the decade, he exceled within the electrical industry and rapidly rose throughout the ranks leading to his promotion to VP of Business Development. His tenacity and commitment allowed him to set out on his own. In 1999, he founded LB Electric, an electrical contractor and engineering firm offering a full spectrum of services. Although LBE began in solar and photovoltaic renewable energy, heavy construction was always the primary source of revenue. The company has successfully completed a myriad of major electrical projects in New Jersey and New York. Contracts in New Jersey include Prudential Center, Meadowlands Arena and Port Authority of NY & NJ’s Harrison Station, while in New York contracts include East Side Access, South Ferry Traction Power and Tappan Zee Bridge. Mr. Baptiste believes that with success comes the responsibility to give back, which inspired him to launch the LB Training Center that aids college students, inner-city youth, and re-entries in solar energy education and technologies. Leon also serves as chairman of NJIT’s ECE Industry Advisory Board, a member of the African American Chamber of Commerce, NJIT’s Board of Visitors, and the EOP Industry Advisory Board.
AVIATION LEADER AWARDGERRARD P. BUSHELL, PH. D


Dr. Gerrard P. Bushell is the President and CEO of The New Terminal One Development at JFK. He brings a wealth of experience in business, government, and labor. He combines expertise as a financier, builder of infrastructure projects, and senior advisor raising capital. New Terminal One is a $9.5 billion P3 infrastructure project for the Port Authority of NY & NJ. The project is committed to delivering 40% local participation for jobs, businesses, and MWBE goals beyond 30%. In 2015, Dr. Bushell was appointed and confirmed President & CEO of DASNY by the New York State Senate. Under his leadership, DASNY attained the rank of the nation’s top issuer of infrastructure financing, and infrastructure development. During his tenure, DASNY executed beyond NYS’s MWBE goals, and issued more than $38 billion of municipal debt supporting public and private infrastructure projects across New York State universities, hospitals, lifesciences, and government. Dr. Bushell was a senior sales and client officer offering investment solutions for Alcentra and Insight Investments at BNY Mellon, Director in the Client Partner Group at KKR, Managing Director at Arden Asset Management, and the Head of Institutional Sales at Clearbridge Investments, formerly Citi Asset management. Dr. Bushell started his career in government and labor serving in senior roles for Comptroller H. Carl McCall, Councilwoman C. Virginia Fields, and District Council 37, AFSCME. A graduate of Columbia University in both the College and Graduate School of Arts and Sciences, Dr. Bushell received a B.A., M.A., and PhD. in Urban Political Economy from the Department of Political Sciences where he holds an appointment as an Adjunct Professor teaching state politics and finance.

Mirza Castro, Founder and CEO of AAC Builders Carting LLC, is well known for her innovation, tenacity, and commitment to excellence. Born in Guatemala City she came to America in 1976 with little more than her aspirations and a drive to succeed. She attended the New York School of Business with a focus on business administration and furthered her education at New Jersey City University with a major in accounting. Always looking for new opportunities, she went on to receive her broker insurance license, where she was highly sought after for her skills. It was her time as an insurance broker, managing high profile accounts such as Avanti Demolition that Mirza saw a business opportunity. She began bookkeeping and accounting for carting and demolition firms, building her familiarity with the industry. After years of building relationships with her clients she found an opening to provide them with disposal services. In January 4, 2004 she began AAC Builders LLC, out of Paterson, NJ. Although it had humble beginnings, it was through dedication and a focus on quality service that propelled the company forward. Building on those foundations, AAC Builders Carting has grown tremendously over the past 18 years, providing carting and roll-off services to New Jersey and the Greater New York area. AAC Builders has garnished a reputation for excellent service and team dedicated to going above and beyond for their clients. Ali Chaudhry is Senior Vice President and Chief of Development & Government Relations in the Americas East Region at AECOM in the New York metro region. Prior to joining AECOM, Ali served as New York State’s Deputy Secretary for Transportation, where he oversaw policy, operations, and funding of all New York State transportation agencies. He also served as Deputy Secretary for Economic Development and Housing, and Assistant Counsel to the New York Governor. Between his government experience and work at AECOM, Ali has played an essential role in some of the most significant infrastructure capital investments in the United States, including the Gov. Mario M. Cuomo Bridge, the redevelopment of LaGuardia Airport and John F. Kennedy Airport, the Javits Convention Center expansion, and many more. He has also served as the lead counsel for alternative delivery in New York, championing public-private partnerships and design-build contracting. Hailed by the New York political journal City & State as “Top 40 under 40 in New York Real Estate & Construction” and “Top 100 Asian New Yorkers”, Ali currently serves on several prominent boards and organizations and has received several awards from prominent organizations such as American Council of Engineering Companies, Women Builders Council, the Boy Scouts of America, and the Arab American Association of Engineers & Architects. Ali continues to serve as a thought leader on some of the most pressing infrastructure issues of our time, speaking often at academic institutions, conferences, and serving as strategic advisor to many government partners. Ali hails from Lahore, Pakistan and is a proud immigrant currently living in Long Island City, in the Borough of Queens.

Pat Di Filippo is an Executive Vice President at Turner Construction Company. As a member of the Executive Leadership Team (ELT), Pat provides company-wide strategic, operational, and institutional leadership guiding Turner’s future growth. He is responsible for Turner’s New York, New Jersey, Pennsylvania, Connecticut, and New England offices. In this capacity, Pat manages the performance of these offices, with an annual construction volume of over $6 billion. His responsibilities also include managing Turner's Safety program and Turner's partial ownership of E.E. Cruz, a New York City-based heavy civil construction company. After graduating from Rutgers University with a degree in civil engineering, Pat began his career with Turner in New York City in 1984. He achieved early success in various positions and attained the title of Vice President and Regional Business Manager in 1998. He later assumed the responsibility of Turner's New Jersey Business Unit as Vice President and General Manager. Throughout his career, Pat has taken a leadership role in numerous high-profile construction projects, such as Hearst Tower, The Spiral, Jacob Javits Convention Center Expansion, NYU Langone Kimmel Pavilion, Madison Square Garden, Yankee Stadium, JetBlue Terminal at JFK Airport, The World Trade Center Hub, Children's Hospital of Philadelphia, MIT Nano Technology Center, Yale New Haven Hospital projects, and Princeton University projects. Pat serves as a board member for several prominent national and tri-state organizations. He currently lives in New Jersey with his wife and children.

Andrew Michael Fisher is the President of Manor Electric Supply in Brooklyn, New York. Andrew attended New York Institute of Technology where he earned a Bachelor of Arts degree in Electrical Engineering Technology and a Master of Art degree in Electrical Engineering. During his collegiate years, Andrew joined the Distinguish Brothers of Alpha Phi Alpha Fraternity Incorporated, which he credits to being a turning point in his life after finding his hunger for success. Andrew began his career at the Department of Environment Protection where he held numerous positions, including Cad Drafter, Quality Control Project Manager & Assistant Electrical Engineer. His big opportunity came in the fall of 2007, while working with Local #3 Electrical Contractor Union. He took a CAD drafting position at Unity Electric where he was able to join the iconic NYC project, New Yankee Stadium renovation. With a strong technically background, this project exposed Andrew to all areas of project management and he built a desire to work on bigger projects. Following the success of the project, he went on to other high-profile assignments such as Madison Square Garden, West Goldman Sachs Headquarter, 270 Park Ave, and JP Morgan Chase Headquarters. After extensive project success and completion, he transitioned from engineer to project manager to entrepreneur after strategically acquiring Manor Electric Supply in 2018, transforming the 70-year-old electrical supply company by applying his resilience and strong work ethic. Since 2009, Gary LaBarbera has served as president of the Building and Construction Trades Council of Greater New York. He is one of the most ambitious leaders in the industry, bringing in approximately $100 billion of public and private work with initiatives such as the project labor agreements (PLA) in New York City. His efforts created tens of thousands of union construction jobs and launched the Apprenticeship Readiness Collective to enhance access to union apprenticeship programs in historically marginalized communities. Under Mr. LaBarbera’s leadership, the building trades have become a model of inclusivity – with the majority of New York City’s union construction workers now being minority men and women. Mr. LaBarbera continues to work to expand these opportunities to every corner of the city, launching programs and forging alliances with community groups. Gordon Tung has over thirty-two years of experience in design, construction and construction management on various types of projects. He joined the New York City School Construction Authority in 2000 as a project officer and advanced to his current position of Vice President of Construction Management and Operations. In his position as Vice President, Mr. Tung is in charge of over 450 professionals overseeing all construction contracts for the current (2020-2024) $18.7 billion capital plan. Prior to advancing to his current position, he served as the Senior Director responsible on managing all aspects of school construction and rehabilitation and has opened over 35 new schools within the borough of Queens in the past ten years. Suzanne Veira is the Vice President and Chief Diversity Officer of the New York City School Construction Authority. She oversees the Business Development Division (BDD) in the management of the SCA's MWLBE programs and in coordination with the Construction Management Division the oversight of the Agency's Mentor and Graduate Mentor Programs. Suzanne has over 35 years of government experience including budgeting, procurement, and MWBE program development. EBM also worked on the Bedford Union Armory, an adaptive re-use project featuring best-in-class cultural and recreation centers, and affordable housing. A committed advocate on behalf of women and minorities, Ms. Xu is the past president of the Brewer Foundation, which provides academic resources and leadership training to students from economically challenged neighborhoods in Dallas, and a member of the executive board of the National Association for Minority Contractors (NAMC). Never satisfied to sit on her laurels, Ms. Xu is currently establishing her own M/WBE real estate development company focused on affordable housing and mix-used building projects. Christella Xu’s drive and ongoing successes remain strong paradigms for women and minority business professionals in all industries!

The NAMC New York Tri-State Chapter Scholarship Program was created to encourage and motivate studies for minority students in the field of Engineering and Architecture.
