INTRODUCTION

INTRODUCTION We are fortunate to live in a city with magnificent trees, interesting landscapes and well-designed homes. Normandy Park is a community that provides a calm oasis in a bustling urban area. The park system provides opportunities for citizens to unwind and enjoy nature, get involved in sport and recreation activities and bring families, friends and neighbors together. Parks and open spaces bring us health, environmental and economic benefits. They help us get to know our neighbors and they make our communities more attractive.

The 2017 Parks, Recreation and Open Space Plan provides an invaluable resource for future decisionmaking and lays out a vision for the future. The plan meets Washington State Recreation and Conservation Office requirements, allowing us to compete for state grants that augment our ability to acquire property and enhance recreation projects such as: increasing water access and aquatic facilities, urban park development, and wildlife preservation.

We are looking to acquire property for the development of parks, and we are also working on innovative ways to expand capacity and level of service at existing parks and facilities. We are looking at activating and improving access to our walking and bicycling facilities and identifying future improvements.

This document summarizes the inventory and assessment of the city’s parks and open spaces and documents the public input gathered from questionnaires and public workshops. It examines the level of service provided by Normandy Park’s parks and open spaces and the community’s recreational needs and wishes. It establishes a vision and goals and recommended improvements for the future changes to be made, and it includes a draft prioritized capital improvement plan to guide its implementation.

PURPOSE The 2017 PROS Plan assesses how well the city’s parks, open spaces, and programs are serving the community and proposes improvements and changes to meet evolving needs. Additionally, the PROS Plan will meet specific State of Washington requirements and City of Normandy Park Requirements.

City of Normandy Park Requirements

Improvements in this PROS plan will be developed for consistency with Normandy Park’s Municipal Code which includes street and right of way requirements, building codes, critical area ordinances, and a shoreline master program governing the city’s waterfront.

This PROS plan will form a 6-year and 20-year capital improvement plan informing near-term GROWTH MANAGEMENT ACT REQUIREMENTS and long-term city budgeting, procurement, and The State of Washington, under RCW 36.70A.070, construction. outlines the components that each city comprehensive plan must include, and among these is:

“A park and recreation element that implements, and is consistent with, the capital facilities plan element as it relates to park and recreation facilities. The element shall include: (a) estimates of park and recreation demand for at least a ten-year period; (b) an evaluation of facilities and service needs; and (c) an evaluation of intergovernmental coordination opportunities to provide regional approaches for meeting park and recreational demand.”

This PROS plan has been developed with attention to these requirements.

The Washington State Recreation and Conservation Office (RCO) is a state agency that “manages several grant programs to create outdoor recreation opportunities, protect the best of the state’s wildlife habitat and farmland, and help return salmon from near extinction.”

The agency awards approximately 230 grants totaling $60M per year. To be eligible to apply for grant funding, a municipality or agency must have adopted a recreation or conservation plan prior to applying for a grant, and plans must meet specified requirements. Once a municipality has a plan adopted, it is eligible for 6 years. The methodology, organization, and content of this PROS plan will be developed to address RCO guidelines.

This plan is an outgrowth from an inclusive and collaborative approach, consistent with the State of Washington and City of Normandy Park requirements. The project is incremental and progressive, allowing each phase to build upon, test, and refine the findings of the previous phase and past planning efforts. Key to this process is integration of community knowledge and interests. Oversight and input into this process is provided by Normandy Park staff, Parks Commission, and City Council.

GOALS & OBJECTIVES This PROS Plan establishes the vision and charts a course for future development of Normandy Park’s park and recreation system. To succeed, it addresses the following goals and objectives: Goal 1. Address the Normandy Park Comprehensive Plan level of service standards Desired outcome: A park system that provides for the following:

i. Citywide: 12 acres of multi-use parks per 1,000 people

ii. Neighborhood Parks (0 to 15+ acres): two acres per 1,000 people and ½ mile

service area

iii. Community Parks (2 to 20+ acres): five acres per 1,000 people and one to two

The City of Normandy Park was originally platted as a planned residential community in 1929 with the vision of a distinctive community designed in the French Normandy style. Slowed by the Great Depression, the city was eventually established in 1953, and consists of 6.68 square miles within King County Washington. Unique to this community, 4.16 square miles of its total area are in water due to private properties extending into Puget Sound, leaving 2.52 square miles of land area. Normandy Park’s characteristic single family homes on winding streets set within a landscape of rolling hills, forests, and bluffs overlooking Puget Sound provide a distinct and desirable character. Housing is primarily single family residences with multi-family housing emerging in recent years in the Manhattan Village Subarea located near the city’s northeast edge. Less than 2% of the city area is zoned for commercial use, and two small commercial areas exist along the city’s east perimeter, First Avenue South, providing grocery stores, restaurants, and other basic community services. Larger commercial and retail areas exist in neighboring Burien, SeaTac, and Des Moines. Normandy Park is home to one elementary school, Marvista Elementary which is part of Highline School District, and several places of worship.

Demographic Context

The population of Normandy park per the 2010 US Census is 6,335 people in 2,620 households (one or more people), and 1,850 families (two or more people). Normandy Park’s population size and density grew quickly from its inception in 1953 until 1990, and since 1990 the population size has seen only minimal fluctuation.

While future years may witness a small population size increase resulting from the introduction of higher density and multi-family housing, minimal population growth is anticipated due to single family housing and limited buildable land.

In 2010, 60.3% of households were married couples and 28.4% of households had children under the age of 18. The median age in the city was 48.7 years, with age distribution is as follows: 20.4% < 18, 5.7% 18-24, 17.8% 25-44, 35% 45-64, 21.2% 65+ ECONOMICS

Economically, the median household income in 2010 was $70,367, with only about 2% of families below the poverty line.

The city’s racial makeup revealed in the 2010 census was 90.21% White, 1.14% African American, .39% Native American, 4.6% Asian, .23% Pacific Islander, and .80% from other races.

Most of Normandy Park’s single family zoned areas are already built, and only a small portion of the city is zoned for high density or multifamily uses. This reality coupled with a trend toward smaller family size indicates that the city will most likely see minimal growth in overall population size.

Normandy Park’s age distribution, with its high percentage of people in the 45-64 and 65+ age brackets coupled with the low percentage of people aged 25 to 44, indicates an aging population in the years ahead. Recreational interests and abilities will shift with this population requiring increased passive recreation with ease of access.

Ecological Context

Normandy Park’s desirability is largely due to its natural character and beauty. Puget Sound Shorelines, forested hills and bluffs, and low-land wetlands comprise the city’s natural ecology.

SHORELINES

Normandy Park’s shoreline and views toward Puget Sound are one its greatest assets. While most of the shoreline is privately owned, Marine View Park provides public access to natural shoreline and tidelands. Protection of this shoreline is regulated by the City’s Shoreline Master Program which must be observed relative to proposed improvements.

STREAMS

CONTEXT

Normandy Park is bisected by four creek watersheds. Miller Creek, Walker Creek, Des Moines Creek, and Normandy Creek pass through the community before emptying into Puget Sound. Miller, Walker, and Des Moines are salmon-bearing and classified as streams of significance by Washington Department of Ecology. Normandy Creek is not a stream of significance and is not believed to be a salmonbearing stream. The health of these tributaries is critical to the Puget Sound region and Normandy Park holds a special responsibility as a watershed steward. Of particular importance to this PROS plan are Miller Creek and Walker Creek which traverse Walker Preserve.

WETLANDS

Normandy Park has mapped approximately 83 acres of wetlands within the city. Two of these wetlands, comprising about 17 acres, are designated as Class 1 wetlands (10 or more acres in size and/or inhabited by endangered, threatened, or rare plant and animal species or a unique combination of plant associations). There are five Class 2 wetlands (over one acre in size and/or having three or more types of vegetation systems) totaling about 65 acres and one Class 3 wetland (one acre or less in area, having two or fewer classes of vegetation systems) with an area of one-half acre. The Normandy Park Sensitive Areas Ordinance (Title 13 of the Municipal Code) categorizes Class 1 and 2 wetlands as “significant” and Class 3 as “important” wetlands and prescribes protective measures. Significant to the PROS planning effort, several of the Class 1 and 2 wetlands are associated with Walker Preserve and Nature Trails Park.

LAKES

Arrow Lake is Normandy Park’s only inland lake.

It is bordered by private properties with no public access.

STORMWATER AND HYDROLOGY

Relative to other nearby cities, Normandy Park’s large single family residential lots afford a benefit of green space to allow natural stormwater infiltration. Additionally, the city’s parks and open spaces provide a valuable contribution to the city’s stormwater management, providing areas for natural stormwater cleansing and infiltration.

WILDLIFE

Resident and migratory birds and mammals including owls, coyotes, eagles, and migratory birds find habitat in Normandy Park’s parks and open spaces and warrant consideration in the planning of future improvements.

Parks and Recreational Amenities

The city’s parks and open spaces total over 115 acres distributed between 8 recognized parks and one undeveloped open space. Size, use, and landscape character vary between the city’s parks and open spaces with natural woodlands, wetlands, and shorelines, as well as lawns, athletic fields, and developed playgrounds provided. The city also includes a recreation center building constructed in the 1950’s which houses programmed activities and is available for rental by residents.

CONTEXT

FOREST AND TREE CANOPY

Located in Puget Sound’s maritime climate the forested areas and naturally occurring trees throughout the city are indicative of Pacific Northwest temperate rain forest. Lowlands and wet areas are populated with emergent and early succession species, primarily red alder with an understory characterized by, salmonberry, snowberry, and spirea. Mature forest remnants are dominated by Douglas fir and western red cedar, punctuated with bigleaf maple, alder and understory trees including vine maple and beaked hazelnut. Associated native shrub and groundcover communities include salal, Oregon grape, and ferns. Several of Normandy Park’s bluffs are home to Pacific madrone.

Additionally, Normandy Park has a committed volunteer base including Eagle Scouts and Kennedy High School students who contribute trail maintenance, invasive plant removal, and other park improvements.

PUBLIC INVOLVEMENT

Planning the future of Normandy Park’s parks, recreation, and open spaces relies heavily on public involvement, and the community is engaged in the 2017 PROS Plan through multiple channels. An online survey questionnaire was distributed, an open house workshop was conducted, and meetings with Normandy Park’s Parks Commission were held. Outreach utilized both online and offline tools to reach a wide and diverse demographic. Online, Normandy Park’s city webpage and Facebook page, along with direct email are being used to reach residents. Offline, project announcements have been displayed in parks, senior centers, schools, and churches. This report summarizes the outreach findings, and captures the community’s goals, needs, and wishes.

2017 Survey Results Summary

PARK USERS

Survey respondents primarily walk or run to the parks, and a preference was expressed for gravel park or woodland trails. Park visitation is consistent throughout the week with slight increases on weekends. Residents generally feel the parks meet their recreational needs and interests well, and they are most attracted to the natural and leisurely elements of the parks. The top three new park improvements they would like to see include: • Walking/running trails • Shoreline/beach access The following is a summary of the survey findings, • Restrooms and the full results are included in this report’s appendix.

An online survey was conducted over the course of two months, assessing respondents’ current park use and interest in future improvements.

The survey was advertised via the City of Normandy Park’s webpage, Facebook page, and City Scene Magazine, as well as offered at the Parks Open House Workshop and emailed to all residents whose email addresses are available to the City. 194 responses were received, yielding a 95% confidence level and 7% margin of error in representing the 2,620 households in Normandy Park.

One checked that they do not visit the parks because they do not live near the parks (or are not aware of them) and they find them difficult to walk to or access, while the other respondent said they use the Normandy Park Community Club (The Cove).

Out of the 194 survey respondents, 95.3% live in Normandy Park. The average household size is two people, followed by families of four. The largest percentage of age groups present in respondent’s households were 35-50 years old (25%), 51-64 years old (21%), and 65+ years old (17%).

City Hall Park and Recreation Center is the most visited park (30.7%), yet less than 30% of the survey respondents participate in outdoor or indoor recreation center programs, with soccer being the most used outdoor program. One respondent wrote, “Right now, a lot of residents go outside of Normandy Park for activities. It would be great to offer them within the community.” In general, residents are satisfied with the outdoor programs they use, and 68.2% of the respondents have attended Music in the Park. Open House Meetings

Public involvement was launched with an open house “Parks Day” workshop in which all community members were invited to learn about existing parks programs, meet city and parks staff, and provide input to the PROS plan. The meeting was advertised on the city’s webpages, via email, and fliers posted at city parks and buildings. The attendees were invited to talk one-on-one with Parks Commissioners, City Council members, and the planning team, to discuss their park use, needs or deficiencies, and desires for future improvements, amenities, and programs.

Park plans were used to facilitate discussions and collect notes about general park system-wide needs as well as specific issues at individual parks. Photo exhibits of possible park programs, play features, recreational amenities, and landscapes or ecological environments were displayed, and workshop participants used sticker dots to endorse or “vote for” elements and aesthetics. Following the workshop, Parks Commission Members, Parks Staff, and the planning team compiled the findings which are included in this report.

Based on the 2010 population of 6,335 and current 115 acres of parkland (12 Acres of Neighborhood Parks and 103 Acres of Community Parks), the current level of service is: • Citywide: 18.15 acres of multi-use parks per 1,000 people • Neighborhood Parks: 1.8 acres per 1,000 people • Community Parks: 16.25 acres per 1,000 people Normandy Park is currently exceeding its Citywide and Community Park acreage goals, but is slightly below its Neighborhood Park acreage goal. Note that Neighborhood Parks are assumed to be below 15 acres and Community Parks above 15 acres. A change in this assumption could yield a higher Neighborhood Park acreage. Also note that undeveloped land owned by the city is not included in the calculations above.

SERVICE AREA

Nearly all Normandy park residents live within one-half mile of a park, and all live within one mile of a community park. This is based on direct measurements, and because of curving streets and cul-de-sacs, travel distance for some residents may be slightly greater. Also, this service area study examines all parks. To meet the Comprehensive Plan’s goal of ­having neighborhood parks within a one-half mile service area, additional neighborhood parks would benefit the city.

Comparison to National Recreation Guidelines

The National Recreation and Park Association (NRPA) is an association of park and recreation professionals which publishes recognized recreation guidelines and provides third-party accreditation through its Commission for Accreditation of Park and Recreation Agencies (CAPRA). The level of service guidelines originally developed in 1983 are minimal, requiring basic ratios of 1 acre of park land per 1,000 people.

Normandy Park’s ratio of 115 acres per 6,335 people exceeds this guideline.

Washington State’s Recreation Conservation Office (RCO) outlines level of service standards to guide PROS planning which are required for municipalities seeking grants from the following accounts: • Boating Facilities Program (BRP) • Land and Water Conservation Fund (LWCF) • Nonhighway & Off-road Vehicle Activities (NOVA) • Washington Wildlife and Recreation Program (WWRP) except for Farmland or Forestland grants.

The RCO level of service guidelines focus on a community’s success in setting and meeting its recreation and open space goals, and proposes that municipalities measure level of service on several criteria including: distance, means of access, support of “muscle-powered” recreation, condition of facilities, sustainability, and public satisfaction.

Public Satisfaction

Most important in assessing park need and demand is the public satisfaction component. Parks exist to serve the community members’ recreation, socialization, and environmental engagement needs, and public satisfaction is a key measure of needs.

Public satisfaction was investigated through the public involvement process discussed earlier in this report – the online survey, open house workshop, and on-going dialogue with the Parks Commission.

Overall, satisfaction with the city’s current parks and programs was rated high, averaging close to 4 on a 5-point scale.

The following summary compiles and organizes the system-wide needs, wishes, and desires expressed by community members in the outreach process. Needs or desired improvements specific to individual parks are listed separately in the Park Inventory and Assessment.

PARK AVAILABILITY

In general, most residents are satisfied with the parks system and the quality of parks. One improvement frequently requested is: • More small, neighborhood parks

These are among the most popular forms of recreation among outreach participants, and walking is the most common method of accessing the city’s parks. RECOMMENDATIONS Park Distribution & Acquisition Normandy Park’s existing parks are well distributed, but based on the community’s interest in walking, and National Recreation and Park Association (NRPA) guidelines, future park acquisitions should strive to provide park access within ¼ mile of each resident. The adjacent city map identifies areas where residents are farthest from parks and thus where land acquisition should be targeted.

Individual property acquisitions which are not contiguous with existing parks should be developed as neighborhood parks, walk-to destinations providing gathering spaces, play activities, artwork and other aesthetic elements contributing identity to the neighborhood. Being close to adjacent residences, these new neighborhood parks should be planned for light use, with small playlots and individual tables and benches intended for small groups.

Purchasing property to expand the city’s park offerings is an option, but with most property in the city already developed into residences, available and reasonably priced property is scarce. Conservation grants may be sources for the purchase of habitat and critical area buffers for Walker Preserve, Nature Trails Park, and Marine View Park recognizing that these grants typically support habitat development with limited public recreation access.

Normandy Park has a history of generous land donations and philanthropy which led to the creation of Nist, Wilson, and Brittany Circle Parks. To recognize these acts of philanthropy, and to encourage future land donations, parks on gifted lands should include interpretive signs or displays commending the donor and the gift. Within the text should be information about how to contact the city about land donation. Additionally, the city webpage and publications should include information about legacy land donation.

Access & Circulation - Walking, Running & Bicycling Walking, running and biking are the most common forms of recreation in Normandy Park, and increased and improved trails were among the improvements most frequently requested by participants in the planning process. With this guidance, a “Normandy Park Trail Network” is proposed. Normandy Park’s Trail Network will include physical improvements - new sidewalks, trails, paths, signs and other pedestrian features, coupled with a campaign, both online and published, to promote walking, running and biking, and to raise awareness of trails and routes within the city and regional trail system.

NORMANDY PARK TRAIL NETWORK

The Trail Network will focus on using available right of ways and existing utility or stormwater easements to create new walks and trails. Where agreeable, new easements will be investigated and acquired on private property. In many areas of the city, a small acquisition may furnish the missing link between an existing trail and sidewalk and provide a high return on investment.

Several right of ways and easements in the city have been encroached upon by fences or other features installed by adjacent land owners. Removing these encroachments and renewing public access will introduce several new opportunities for trails or sidewalks.

SHARED USE STREETS

RECOMMENDATIONS

Many of Normandy Park’s right of ways are not of a suitable width to create dedicated sidewalks. In these areas, pedestrian and bicycle use can still be encouraged, made safer, and made more pleasant with the creation of shared use streets. By striping a multi-use path where width allows, adding a crushed rock shoulder, or adding signage or shared lane markings (a bicycle symbol painted on the street), streets with low traffic volumes can become more bike and pedestrian-friendly, encouraging walking and biking. In addition to built improvements, the Normandy Park Trail System may be assisted by raising awareness and interest in walking, running, and biking. This campaign could include further development of the city’s existing walking route map which would be embellished with additional routes, points of interest, locations of restrooms and water, and suggested routes to access regional trails beyond the city such as the Des Moines Creek Trail, Green River Trail and Lake to Sound Trail.

Park Signs Contributing to the Normandy Park Trail System should be a unified system of park signs to help residents locate and understand parks, and to contribute to the overall city aesthetic character. Park signs should include: Identification Signs Most of the city’s parks are identified by signs, but a couple, Nist and Brittany Circle Park are not, and among the city’s existing park signs are several different designs. Two types of identification signs, Whimsical and Natural, have been developed and should be implemented as follows (see adjacent images for reference): 1. Whimsical signs - City Hall Park and Marvista Park 2. Natural stone signs - Nist Park, Wilson Park, Nature Trails Park, Walker Preserve and Marine View Park 3. Wood shield signs - Along roads entering and leaving Normandy Park, and at pocket parks.

Park Rules Signs A standard sign outlining park rules should be posted at each park entry.

Wayfinding Signs Simple wayfinding signs indicating the direction and distance to a park or trail will invite and assist walkers, runners and bicyclists in negotiating the city. Placed at key city intersections, these signs will raise awareness of less known or difficult to find parks such as the Des Moines Creek Trailhead. These simple signs also provide a subtle reminder to residents of the park assets nearby.

Interpretive Signs Interpreting the rich ecology, history, and philanthropy of Normandy Park will increase enjoyment and protection of the city’s parks. Athletic Fields and Facilities Normandy Park’s athletic fields are used for soccer, football and little league games that are coordinated through the neighboring communities of SeaTac, Burien and Des Moines. Current availability of the fields is adequate for the existing user groups, however, a simple region-wide assessment with the neighboring communities should be conducted to assess whether or not the combined fields in the area are meeting the demands of the team sports programs.

Swimming pools are available at private clubs in the city, and Normandy Park residents have access to the Mount Rainier Pool in Des Moines through a sharing agreement between the two cities. Fitness equipment has been requested by residents and is currently available only in private clubs.

An issue identified during the planning process is the lack of a regulation sized soccer field. Currently, in Normandy Park, soccer is played in the lawn areas between existing baseball diamonds at City Hall Park. This available space can accommodate a soccer field sized for U10 (under age 10) play. To accommodate a larger field, the northern baseball diamond should be removed.

Pickleball is growing in popularity in the city and several residents have requested additional courts.

Through the public outreach process several athletic facilities were requested that cannot be provided within the current park system due to size requirements. Among these are a golf driving range and disc golf.

Programmed Activities A summary of current park activities is provided in Section 06 Context earlier in this report. The public outreach revealed that the programs offered by the city are generally meeting the needs and desires of residents with a few requests for additional programs.

Improvements and restoration efforts in the city’s parks should be coordinated with state and county plans.

Marine View Park Normandy Park’s shoreline access, Marine View Park is set on a steep woodland bluff with natural and paved trails to picnic areas, a waterfront overlook, and natural beach.

Marvista Park A former Project Nike missile site which was the site of Normandy Park’s first City Hall and Municipal Court, Marvista is now a centrally located park that is well used by students from neighboring Marvista Elementary School and residents in the surrounding neighborhoods.

The park houses a playground, open lawn, a picnic pavilion, parking, walking path, rose garden, stone memorial, and garden plots. Marvista is the site of summer concerts, and its pavilion, which includes a grill, is available to be rented for private events. The mature tree canopy offers summer shade and a pleasing aesthetic. Nature Trails Park Set in a wooded wetland, Nature Trails Park offers passive walking trails and benches. Compared to the city’s other woodland parks, Nature Trails Park offers more moderate grades and easier walking conditions. Wetland and seasonal streams make much of the park inaccessible, preserving habitat.

Nist Park

A passive recreation site, Nist Park offers woodland trails and open rolling lawn which affords spectacular views over the community to Puget Sound beyond.

Formed from a generous land donation from the E.J. Nist Family, Nist Park has benefited from park improvement to clear former structures and introduce parking, fence, and picnic facilities. Volunteer efforts are visible in restoration planting, invasive species removal, and birdhouse construction in the woodland.

The city has a master plan that should be consulted for all park improvements.

City Hall Park The hub of sports and programmed activities, City Hall Park & Recreation Center are the location for most of the city’s athletic events and organized programs.

Recreation Center Normandy Park’s City Hall and Recreation Center are in buildings formerly occupied by Normandy Park Elementary School. Today, the Recreation Center includes a gymnasium, two activity rooms, and restrooms which are utilized by a preschool program, yoga, fitness, dance, tae kwon do, scout meetings and other activities.

Constructed in the 1950’s the recreation center faces several architectural and climate control challenges including roof and skylight leaks, recent boiler failure and repairs and other maintenance repairs. Brittany Circle Park This pocket size green space is a neighborhood oasis. A model of philanthropy, community engagement, and aesthetics, it sets a precedent for additional neighborhood parks.

Walker Preserve An ecologically rich landscape in the neighborhood’s backyard, Walker Preserve is a hidden gem.

Set within the wooded slopes of the Miller Creek basin and Walker Creek basin, natural earthen trails offer passive walking and wildlife viewing. The variety in topography, plant communities, stream views, and soft sounds offer a relaxing experience. Trails afford enough distance for an hour long walk. This park is enticing and deeply enjoyable. Its challenge is its difficult access and parking.

Walker Preserve is named after Ron and Sally Walker. Ron Walker was an early land developer who owned several large tracts. As he slowly sold lots, he interviewed buyers to make sure that they would not cut down all of the trees.

His environmental legacy carries on in the preserve.

Sylvester Road Open Space This steep and wooded ravine is beautiful, but difficult to access.

Des Moines Creek Trailhead At the far south end of Normandy Park, on a quiet neighborhood street, is a small connection to the Des Moines Creek Trail.

A simple asphalt path connection on the roadside, the trailhead provides Normandy Park residents a means to access the 2.2 mile trail in neighboring Des Moines.

Because only the trailhead is located within the City of Normandy Park, trail and forest restoration improvements will need to be coordinated with the City of Des Moines.

To develop the implementation plan, the recommended improvements have been prioritized through a public workshop and discussions with the cityâ&#x20AC;&#x2122;s Parks Commission and staff.

Note that these estimates are preliminary for use in budgeting and scoping future design and construction projects, and are subject to change due to site conditions, final design, and market circumstances. Each item in the estimate is keyed to the recommendations on the park plans in section 11 and includes: anticipated cost, priority rating, capital improvement timeline, and target funding source.

Priority Rating Each recommended improvement in the estimate includes a 1 (high) through 3 (low) rating indicating the itemâ&#x20AC;&#x2122;s level of priority informing its phasing in the capital improvement plan timeline.

Capital Improvement Timeline Based on the prioritization; the timeline of targeted funding sources; the likely design and permitting time; and city staff project management capacity; each recommended improvement is scheduled with an anticipated year. Note that this is for planning purposes only and is not a commitment to implementation in a particular year.

Funding Sources The improvements in this plan are anticipated to be implemented through a combination of City of Normandy Park funding coupled with grants from federal, state and county sources as well as private philanthropy. In the cost estimate, each proposed improvement is aligned toward a target funding source.

EPA Environmental Education Grants

In past years, the Environmental Protection Agency (EPA) has sought grant proposals from eligible applicants to support environmental education projects that promote environmental awareness and stewardship and help provide people with the skills to take responsible actions to protect the environment. City of Normandy Park Metropolitan Park District The citizens of Normandy Park have approved the formation of a Metropolitan Park District (MPD) which assesses taxes to generate revenue for park operation, maintenance and improvement. The MPD generates approximately $600,000 per year.

Philanthropy

The generosity of Normandy Park residents has resulted in the creation of many of the cityâ&#x20AC;&#x2122;s parks including Brittany Circle, Wilson Park, and Nist Park. Currently, the city has two endowments:

Performance and monitoring This PROS plan addresses park, recreation and open space level of service and needs identified a the time of the planâ&#x20AC;&#x2122;s creation. Recognizing the dynamic, ever-changing nature of people, outdoor spaces, and cities, this plan allows flexibility and adaptability in its implementation. To monitor progress and adapt to changing circumstances, the following actions should be taken in each city capital improvement budgeting cycle to verify and confirm the improvements to be implemented: Prioritization review - An evaluation by city staff and the Parks Commission should determine if any changes to the park system or demographics impact the prioritization outlined in this report.

Funding source review - Anticipated vs. actual funding should be reviewed, particularly related to target grant funding, recognizing competition for grants and the reality that not all grant applications will be successful.

Maintenance and operational review - Prior to implementing a park improvement, maintenance and operational costs should be evaluated and budgeted accordingly.

Coordination with other city projects- Recognizing that the city has transportation and other public works projects proposed each year, and a long-term evaluation of the city hall, recreation center, and public works facilities underway, park and open space improvements should be evaluated and adjusted for coordination with these efforts.

Plan life-span

IMPLEMENTATION

This PROS plan is designed for a seven-year lifespan with the intent that it will guide improvements from 2018 through 2023, while providing a conceptual vision of improvements beyond. In 2022, a PROS plan update process should be undertaken to engage the residents, staff and commissioners of Normandy Park in reviewing changing level of service needs, proposing new capital improvements, and renewing WA RCO eligibility.

IMPLEMENTATION

This PROS plan has outlined a preliminary set of recommendations to address the needs and desires expressed by the people of Normandy Park during the outreach conducted in this project. These recommendations have been tested and vetted through public review and discussion leading to this final plan. Armed with the capital improvement plan outlined in this document, the next step is to begin the process of scoping, designing and implementing the projects identified.
