State Commissioner’s Report

Looking back on 2024, I am filled with immense pride and gratitude for the incredible achievements, resilience, and spirit of our Guiding community. From bustling outdoor activities and camps, to significant awards, heartfelt celebrations, and leadership transitions, this year has truly exemplified what it means to live our Promise and Law.

One of the most memorable highlights was the Great Guide Sleepover, a joyful occasion filled with laughter and connection, made possible through our valued partnership with Taronga Zoo. Events like these embody the magic of Guiding and the commitment of our volunteers to deliver meaningful experiences for girls across our state and territories.

A key moment this year was transitioning into my new role as State Commissioner. I extend heartfelt thanks to Sarah Neill AM for her support during this transition. I’m thrilled to have formed the State Commissioner’s Team with two outstanding leaders – Kirstyn Taylor and Rachel Fife. Both bring deep experience, passion, and a dedication to empowering our Members. Their leadership has already enriched our

work and helped step our community through a dynamic and inspiring year.

We celebrated the appointments of Virginia Brown as State Outdoor Lead, Felicity Riddle as State Learning and Development Co-ordinator, Young Women’s Lead Aimee Rassouli and Simone Lafferty as Chair of the Water Activities Committee. We also farewelled from State roles and thanked devoted contributors including Kerry Rymer, Margaret Rudwick, Letitia Baldwin, and Chesne Jones for their longstanding and valued service.

Recognition of service has been a proud theme of 2024. From the inspiring commitment of Members honoured at award ceremonies, to local Units like Tennant Creek being acknowledged for their inclusive programs, and Holsworthy Guides sharing a moment of royal recognition – these stories remind us that Guiding continues to have a strong and visible impact in our communities.

Looking forward, the 2025 Bush to Beach Jamboree promises to be a major milestone, and we are excited to see so many Guides preparing through active camping and outdoor adventures. We

also continue to focus on strengthening our leadership structures, with several key roles, including the AGP Lead, filled early in 2025. I encourage all Members, especially young women, to step forward into leadership and help shape the next chapter of Girl Guiding.

I want to thank every Leader, Volunteer, and supporter who has contributed to making 2024 a success. Your time, energy, and dedication are the foundation of everything we do.

Guiding is more than just an organisation—it is a movement of courage, kindness, and empowerment.

Board Chair’s Report

I became Board Chair on 23 May 2024 when Emily Milton Smith completed her term as State Commissioner and I thank Emily and her State Team, Deputies Kerrey Williams and Shaylah McClymont, for their service to the organisation. As Chair, 2024 will be remembered by me as very busy and challenging as we navigated priorities and change, farewelled people and welcomed new ones into key roles.

Key Role Changes

I’d like to thank Sarah Neill AM for her excellent contribution as Acting State Commissioner for three months from May to August while we went through the process of selecting a new State Commissioner. Sarah slipped back into the role seamlessly, and with our new CEO Mark Stedfut, we worked through priority issues.

We then welcomed Jo-Ann Tonon as our next State Commissioner in September and her Deputy State Commissioners: Kirstyn Taylor and Rachel Fife.

Working with such a diverse range of people has been enjoyable, from the various Board Committee members plus Region Managers at their quarterly meetings with the State Team. Board Directors also had the opportunity to connect with Region Managers over a meal to hear from them first-hand the challenges and successes they have achieved in their roles.

Strategy & Governance

The end of 2024 was the halfway point of the current revised 2023 – 2026 Strategic Plan for Girl Guides NSW, ACT & NT.

The Board continued to focus on the major infrastructure projects that were started in 2023, and we thank the previous Board Directors for having the foresight to approve some significant pieces of work and the staff for setting up the foundations and continue to deliver on them. Infrastructure is a necessary foundation to ensure we future proof our organisation and it will continue to evolve.

The Board met for a strategy day at Taronga Zoo on the day of the Great Guide Sleepover in August and we thank Taronga Zoo for giving us access to their resources. It was great to meet and chat with Leaders and Guides and three Board Directors stayed overnight to enjoy the event – and yes, we slept under the stars! Special events like this cement the dedication and enthusiasm of our Members and Volunteers, with staff support. Well done.

We have continued to strengthen our Board Committees with new Directors with specific expertise and will continue to do so. The Board has also continued to review and evolve policies to ensure we are compliant and meeting the needs of our organisation.

Change can at times feel uncomfortable but to achieve the result takes commitment from all of us – Members, Volunteers, and staff alike. Process and procedural changes mean constant

engagement with stakeholders, review, and fine tuning. When delivering multiyear projects, we need to focus on the end goal and commit to drive it forward.

I thank the Regions, Districts, Unit Leaders, and Property Committees for their patience as the Financial Transformation Project (FTP) was embedded. It continues to evolve through valid feedback to the Finance Team to improve financial management and transparent accountability for us all.

Compliance, increasing costs, and ongoing consolidation are necessary challenges that are affecting us all. We will need to be mindful of the priorities we choose to enable us to continue to deliver Guiding in an effective way.

You will hear in the Operations Report from our CEO, Mark, on the projects that deliver on the continued sustainability of our systems. I thank the staff for working closely with the Board and the State Leadership Team to support our Members and Volunteers on the ground.

I noted during the year in one of the monthly newsletters that volunteering in Australia is changing and Not for Profit organisations continue to find this a huge challenge.

We need to continue to find ways to access our diverse communities across NSW, ACT, & NT; encourage adult Volunteers to join us and ensure they receive a focussed, positive and supportive experience. It takes all of us collectively to ensure this occurs. Sometimes we need to pivot to new ways of doing things but continue to

also uphold the standards and values we all know as Guiding.

The Board and I thank you all for your continuing efforts for our organisation in the past year and look forward to continuing success. I’d also like to thank Directors who resigned in 2024 for their service to the organisation, Chair, Michelle Kothe, Deputy Chair, Charlotte Weatherall, Treasurer, Lisa Walters, and Directors, Cecily Zhu, Irini Agollari, Andrew Da Silva, Catherine Jewell, Tracy Marshall, and Company Secretary Shauna Jarrett.

Chief Executive Officer’s Report

2024 has certainly been a busy year for the small but dedicated team at Guide House. Since commencing in February my focus has been in reviewing our operations, projects, and processes to identify how we best support our frontline members. Working closely with the State Commissioner team, the Board, and with regular engagement with the Region Managers, we have delivered some new initiatives and progressed some others for 2025.

We recognise that many of our Guiding families are doing it tough in the current economic environment and we have been looking for ways to manage our costs and to reduce the financial impact of Guiding and will continue to do so. Some of the activities undertaken during 2024 include:

• We have completed detailed inspections of all of our 270 properties throughout NSW, ACT & NT to identify their current condition, required repairs and maintenance, and current and potential use. This was a huge task and we thank all of the Leaders and Managers that assisted with this process throughout the year. This information will be used by the Board to determine our Property Strategy, investment decisions, and priority repairs during 2025.

• We have made a substantial investment into our systems to improve our effectiveness and

productivity and improve the services available. This included:

• The trial of an online Hall booking solution across 6 Halls. The outcomes of this trial were positive and this solution will gradually be extended across all of our Halls that wish to participate during 2025 to allow easy and efficient Hall hire that may help generate additional revenue for our Districts and improve utilisation of our facilities.

• Completing the scoping and planning for the upgrade of our CRM system, iMIS, to a more recent version with greater functionality than our current version.

• Worked closely with GGA in the development and implementation of the new Girl Guide Learning (GGL) system for Adults in Guiding, a major improvement over the prior system. This system went live across all SGGOs in November 2024 thanks to the dedication and hard work of our small team.

• Undertook an audit of all of our IT systems and licences and reviewed existing suppliers to identify potential areas for improvement. This project identified substantial potential savings that we are now in the process of realising.

• We continued the implementation of the Financial Transformation Project (FTP) to gather and consolidate all financial reports across the organisation in accordance with the applicable standards. This is also identifying areas that we can reduce costs and improve productivity.

• Insurance is one of our single largest costs and we have been working closely with our brokers and the insurance companies to identify opportunities for savings and also what we can do that may positively impact on this. This has already resulted in significant savings for our 2025 premiums of over $65K. In addition to this we are working with a group of similar organisations to lobby for changes to insurance policies and potential legislation reforms, including being part of a Federal Government Working Group on this matter.

• We have completed a review of our Membership Fee calculation and identified potential simplification and reduction in internal administration that had become available to us because of the FTP. Rather than a complex internal recharge process for property and related insurances all of this is now included in the Member Fee which removes the administrative process and reduces cost for Districts and Regions.

Additionally, we have identified that having a pay by the month option for Member Fees would be beneficial for Guiding families that may be doing it tough in the current economic environment and could also remove a barrier to joining. This solution will be released and available in 2025.

As you can see, 2024 has been a busy year for gathering feedback and implementing a number of projects for the benefits of Members and Volunteers. We have also developed a Business Plan for 2025 to allow us to identify and manage the priority projects moving ahead, in consultation with the Board and State Commissioner team.

I would also like to personally thank the tremendous State support team in Guide House, the ACT, the NT, and working from home, who continue to demonstrate tenacity and commitment to Guiding in NSW, ACT & NT and seem to have a never-ending passion for what we do. Thank you.

I hope that we have made a difference for you in 2024 in supporting Guiding and look forward to delivering even more in 2025.

FINANCIAL REPORT

Girl Guides Association of New South Wales present the 2024 audited financial report for the fiscal year ending 31 December 2024.

The financial statements present a consolidated view of the financial position of the Association including the majority of the Regions, Districts, and Campsites.

Overview

The Association maintained a healthy financial position with a focus on the completion of several projects aligned with our strategic plan.

Total revenue for the year was $6.2 million which included Membership income, investment income, donations, grants and fundraising, Hall hire income and program revenue. Significant sources of income include Membership revenue, investment and property revenue. State operations includes all donations and income generated in the Regions, Districts, and Campsites to deliver their programs, namely District fees and activity/camp fees.

Expenses for the year totalled $8.8 million. The primary areas of expenditure were State operations which includes wages, insurance costs, professional fees, information technology costs, and expenditure in the Regions, Districts, and Campsites to ensure service delivery according to our strategic plan.

The Association engaged an independent auditor, HLB Mann Judd to conduct an annual audit for 2024 to provide reasonable assurance as to

whether the financial report is free from material misstatement and confirm that the Association’s financial practices met Australian accounting standards and the requirements of the Australian Charities and Not-for-Profits Commission Act 2012.

Continuation of the financial consolidation project was a significant project in 2024. This project is an important part of Girl Guides NSW, ACT & NT’s commitment to meeting the legal requirements of the Australian Charities and Not-for-profits Commission.

The positive outcome of the project will reduce the administrative burden on our volunteers, enabling them to focus on the Guiding pillars of our strategic plan.

The Financial Consolidation project has enabled the Association to consolidate the revenue and expenditure of the Regions, Districts, and Campsites and bring the results to account.

Work is continuing on this project in 2025 and efficiencies from this project and others will reduce our deficit in coming years.

In 2025 we remain focused on strengthening our financial sustainability and aligning budgeting practices with strategic goals.

Awards

Girl Guides Australia (GGA) has established a comprehensive recognition system to honour the invaluable contributions of its Adult Members and Volunteers. This system acknowledges service within the organisation, celebrates acts of bravery, and long-term commitment. Here’s an overview of the recognition system

Adult Good Service Awards and Membership Recognition

The primary aim of GGA’s recognition system is to:

• Acknowledge the contributions of Adult Members, non-member Volunteers, and Adults in Guiding to Australian Girl Guiding and the broader community.

• Ensure the recognition process is equitable, credible, and consistently applied across the organisation.

The recognition system is divided into three main categories:

1. GOOD SERVICE AWARDS

These awards are presented to Adult Members who have made significant contributions to Girl Guiding at various levels, from local to international. The awards are not hierarchical but are based on the nature and impact of the service provided.

Some of the notable awards include:

• Boronia: Recognises service at the Unit or District level.

• Banksia: Acknowledges

contributions up to Region level.

• Wattle: Honours service at Unit, District, Region and State level.

• Flowering Gum: celebrates service at a State or National level.

• Emu, Grey Kangaroo, Red Kangaroo, and Silver Kangaroo: These awards recognise service at the National and International levels, including contributions to the World Association of Girl Guides and Girl Scouts (WAGGGS).

Each award comes with a distinctive badge, certificate, and citation.

2. YEARS OF MEMBERSHIP

This category celebrates the longevity of Adult Members’ commitment to Girl Guiding. Members receive badges and numerals indicating their years of service, starting from one year, then three years. From five years, recognition increases in five-year increments and is awarded by request. The recognition is cumulative, and time served in various roles, including as a Unit Helper or Support Group Member, is considered.

3. BRAVERY AWARDS

GGA honours acts of courage through three distinct awards:

• Bronze Cross

• Silver Cross

• Gilt Cross

These awards are bestowed upon Youth and Adult Members who have demonstrated exceptional bravery. Nominations are made confidentially and assessed by each State Girl Guides Organisation’s Awards Committee.

Recognition of NonMember Volunteers and Supporters

The contributions of individuals and organisations outside of Girl Guides’ membership is also valued. Non-member Volunteers and Adults in Guiding can be recognised with:

• Volunteer Badge: Awarded after one year of service.

• Thanks Badge and Certificate: Presented to individuals or organisations in appreciation of their support.

Asia Pacific Region Awards (WAGGGS)

At the international level, the Asia Pacific Region (APR) of WAGGGS offers awards to recognise outstanding service:

• Asia Pacific Leadership Awards: For Unit Leaders, Managers/ Commissioners, and those providing exceptional service to Girl Guiding/Scouting.

• Asia Pacific Region Appreciation Award: The highest APR award, presented every three years to individuals who have significantly contributed to the development of Girl Guiding and Scouting in APR.

External Awards

GGA encourages the nomination of its Members for broader community awards, such as local council honours or national recognitions, to further acknowledge their impact and dedication.

Through this multifaceted recognition system, GGA ensures that the dedication, service, and bravery of its Members and supporters are celebrated and appreciated, reinforcing the values and community spirit at the heart of our organisation.

THE OLAVE BADEN-POWELL AWARD

The Olave Baden-Powell Award (OBP) is named in honour of Lady BadenPowell (1889–1977). The OBP Award is the peak achievement award for Girl Guide Members aged 18 to 30. It focuses on the six original aspects of the Olave Program Framework: Promise and Law, community, heritage and traditions, international Guiding, social networks, and self-development.

The Award requires a strong commitment to service, self-development and personal challenge.

THE DUKE OF EDINBURGH’S INTERNATIONAL AWARD (GOLD)

The Duke of Edinburgh’s International Award (the Duke of Ed) is a global leader in the organising and accrediting of non-formal education through its flagship ‘Duke of Ed Framework’. For over 60 years, this Framework has been used by education providers and community organisations such as Girl Guides NSW, ACT & NT to accredit the non-formal learning outcomes and achievements of young people.

Honouring a Guiding Light:

Sarah Neill AM and the Power of Adult Leadership in Girl Guides

In the 2024 Australia Day Honours, Sarah Neill was appointed a Member of the Order of Australia (AM) for her significant service to youth and the community through her leadership in Girl Guides. As State Commissioner and Board Chair of Girl Guides NSW, ACT & NT from 2016 to 2021, Sarah oversaw the merger with Girl Guides NT, ensuring the continuation and growth of Guiding in the Northern Territory. She led strategic initiatives to enhance Member experiences and organisational sustainability.

Her commitment to the movement remained steadfast even after her official term concluded. In a testament to her enduring dedication, Sarah stepped back into a leadership role when called upon, serving as Acting State Commissioner from May to September 2024. This period of stewardship ensured continuity during a time of transition and demonstrated the depth of Sarah’s loyalty to the organisation and her unshakable belief in its mission. Throughout her decades of service, she has held numerous volunteer leadership roles at local, regional, state, and national levels— including Acting Development Coordinator, Unit Leader, and National Coordinator, Adults. Her contributions have been recognised through prestigious accolades, such as the Boronia, Banksia, and Flowering Gum Awards, the Red Kangaroo Award, and the Asia Pacific Leadership Award.

Sarah’s journey exemplifies the profound impact Adult Members have within Girl Guides. Adult Volunteers are integral to the organisation, contributing thousands of hours annually across various roles—from leading Units and organising events to administrative support and mentoring. Their involvement not only supports the development of girls and young women but also offers personal growth opportunities, leadership development, and the chance to be part of a supportive community.

As Sarah Neill AM’s story illustrates, Adult Membership in Girl Guides is more than volunteering—it’s a commitment to empowering the next generation and making a lasting difference in the community.

Regatta: Heroes, Myths and Legends

Over 180 Youth, Adult Members, and Volunteers from across our Regions made the journey to Myuna Bay for the most anticipated water-based event on the Guiding calendar.

Steeped in tradition, Regatta has been running for well over 50 years and continues to offer new adventures, fresh challenges, and unforgettable memories year after year.

Across the weekend, girls of all boating skill levels embraced the spirit of the event by participating in various races, supporting their peers, and diving into the vibrant program. This year’s Regatta brought together members in a fun and inclusive environment that encouraged confidence and teamwork.

The 2024 theme, ‘Heroes, Myths and Legends’, sparked imagination and enthusiasm across the board. From creative costumes to incredible mascot displays designed as part of the PreRegatta Challenge, the energy and creativity on show were second to none.

Lark in the Park

For many Pre-Junior and Junior Guides, the opportunity to attend a camp is one of the many reasons why they join our organisation. There is something about sleeping under the stars with your best friends that is just so special!

Lark in the Park has offered this first camp experience for our youngest Girl Guides for many years, and has historically been an exciting event for newcomers and

existing girls alike. This year, we had over 100 Members travel to Western Sydney Parklands for a weekend of outdoor adventure!

Girls got their hands dirty by participating in a variety of outdoor activities, focused on discovery, wildlife and natural wonder, including:

• Natural dyeing/flag making

• Cordage making

• Habitat exploration

• Mud mapping

A highlight of the weekend, however, was our participation in a Landcare service project, Creating Canopies, where the girls partnered with Greater Sydney Landcare to help plant trees to increase animal corridors as part of the Cumberland Plains Restoration Program. Together, the girls and their Leaders

planted close to 1,000 native trees and shrubs, which was truly a fantastic effort!

While Lark in the Park 2024 was the final iteration of this event as we make way for the new and exciting Pre-Junior and Junior camping event, Jumble in the Jungle, we are proud of the event’s success in delivering an enriching program catered towards our youngest Girl Guide Members.

Great Guide Sleepover

In 2024, the Great Guide Sleepover was back in two locations – Taronga Zoo in Sydney, and the Territory Wildlife Park in Darwin. Across the two events, close to 600 excited Girl Guides and their Leaders gathered for the biggest event on our calendar.

While the dance party, outdoor movie screening and zoo explorations are always a highlight, both NT and NSW attendees didn’t forget to tap into the primary purpose of the Sleepover events

by raising funds for valuable causes focused on the community and the environment. This year, $242 was raised by Darwin participants for the Northern Long Neck Turtle, and $8,249 by Sydney participants for the Corroboree Frog!

As we look ahead to 2025, we’re excited to grow the event even further by expanding opportunities for adventure while staying grounded in the Guiding traditions that inspire our Members year after year.

Juliette Low Seminar

The Juliette Low Seminar (JLS) is a leadership development programme for Girl Guides and Girl Scouts aged 18-30 from all around the world. This seminar was created by the World Association of Girl Guides and Girl Scouts (WAGGGS) in 1932 and the focus was on developing an inter-cultural, inspirational and international experience.

In 2024, 150 participants from 70 different countries and 83 Girl Guide/Girl Scout Associations and Organisations attended the JLS. The program went for nine months, involving online seminars or Patrol meetings every few weeks, and a one-week-long in-person event at three of the world centres. The program was delivered in four languages –Arabic, English, French and Spanish, and translators attended all the sessions. During this program, every participant had to create a project, around the topic of ‘peace’ that would support the leadership development of at least 100 girls in their local community.

Girl Guides Australia sent five Olaves from across the country to the three different in-person events at Sangam, Kusafiri and Nuestra Cabana. Of the two participants from NSW, Isabella Metcalf went to Kusafiri in Ghana, and I (Ashleigh Hansen), went to Sangam in India. Some of the facilitators for the JLS were also from Australia, but none of them came to Sangam. Bella and I had very different experiences as we were surrounded by such different cultures but both of us found the experience incredible and were so appreciative that we had this opportunity.

Some of the stand-out experiences were the inter-cultural aspects, such as being in Patrols where not everyone spoke or was fluent in English, and that at the inperson event we wore headphones to hear the translators, whilst we watched the two scribes take notes of the sessions in different languages.

Personally, my favourite part about the experience was developing friendships across countries and expanding my comfort zone. For example, it was interesting to compare what Girl Guides and Girl Scouts do in Units in Asia, and Canada, and to see how culture and weather influences our uniform and activities.

The hardest part of the JLS was creating a “100 Girls Project”, especially as we had short turnaround times, and competing priorities with studies, work and other volunteer commitments meant that our projects will need a few more months before they are completed. Nevertheless, I would thoroughly recommend the JLS to anyone under 30 in Guiding.

Young Women’s Forum Member

Young Women’s Forum

The Young Women’s Forum (YWF) assists the Girl Guides Australia (GGA) Board in amplifying the voices of young women and enhancing their governance capabilities within Girl Guiding in Australia (GGiA). First established in 2020, the YWF is made of up to 10 young women, aged between 16 and 30, as well as the National Olave Program Coordinator and the Assistant Chief Commissioner (Young Women). Members from all State Girl Guides Organisations (SGGO’s) are eligible to apply and currently three of the YWF members are from NSW.

The main purpose of the YWF has been to support the governance and decision-making processes of GGA by ensuring that the perspectives of Young Women are actively considered. Across our time on the YWF, feedback has been requested for various Guiding policies, practices and initiatives. For example, we have provided input into a GGA statement on the environment, how leadership is developed in our own states and territories and more recently we have provided feedback about a recent Asia Pacific Region Strategic Plan. This 5-year plan outlines what the Asia Pacific region will focus on and plan funding towards, and the YWF was invited to provide feedback to the GGA board and the international Coordinator of GGA, to share the perspectives of young women in Australia.

The YWF have also had the opportunity to represent GGA in the wider community, attending events such as the National Youth Forum in Canberra. This was an opportunity to network with other youth organisations and provide the federal

government feedback from a Guiding perspective.

In addition to sharing our perspectives, another focus of the forum has been to cultivate the skills and knowledge of the forum members. To enable this, some of our meetings have included visits from those on the GGA board, the Trefoil Guild Secretary and other committees.

During meetings we have learnt about marketing, note taking, developing charters, strategic planning, and general Governance skills.

Another recent YWF project has been a review of the process to transition from Youth to Adult Member, with the purpose of developing a consistent and informative plan that assists Members with this transition. Having forum members who range in age and location means that we have connections across the country and have first-person insight into what the transition is like. The next stage of this project is to review data reviewed from surveys and create information appropriate to members who may transition from youth to adult member.

Finding Her Voice:

How Girl Guides Transformed a Life in Tennant Creek

In a world where young voices can too often go unheard, one small community in the heart of the Northern Territory is proving that empowerment begins with belonging. In Tennant Creek, the Girl Guides group is not only thriving in numbers but also changing lives in deeply personal ways—none more striking than the journey of 12-year-old Paula Konedaris.

When Paula first joined the Girl Guides, she was non-verbal and navigating the world with the added complexity of autism. Today, she speaks clearly, gently,

and proudly. “I learned to talk,” she said with a smile during a recent interview. “I wanted to talk to other girls… they are friends. Very special.”

Paula’s story is one of transformation. Her mother, Jen, remembers the early days with wonder: “She couldn’t talk until she was about five. But when she joined Guides, something shifted. She had to learn to communicate to be part of it— and she did. I honestly think it’s the best decision I’ve ever made.”

While participation in Girl Guides across Australia has declined—from 23,000 five years ago to around 16,000 today—the Tennant Creek Unit is flourishing. With over 30 girls and a growing waitlist for the second consecutive year, it’s a remarkable exception to a national trend. At the heart of this success is a culture of inclusion, creativity, and purpose.

Leaders like Kirsteen Squires and Shelagh Walsh are not just running programs— they are cultivating confidence. “Girls here learn how to use their voice—not just to speak, but to be heard,” says Shelagh. “We teach them how to advocate, to disagree respectfully, and to lead.”

This ethos is tangible in the activities they run. From coding and drones to service projects inspired by history, the girls are engaged, connected, and having fun. Fourteen-year-old Reegan beams while talking about learning to fly drones. Kamryn, a newcomer from QLD, born and raised in Sydney, adds, “We get to have a voice about what we can do… because sometimes people look down on girls. It’s good for us to be heard.”

The Tennant Creek Guides don’t just give girls something to do—they give them someone to become.

As we reflect on the year past, Paula’s journey stands as a symbol of what’s possible when young girls are supported, believed in, and given a platform. A program that began as a place to make friends has become, for Paula and many others, the place where they found their voice.

In Tennant Creek, Girl Guides is more than an activity. It’s a movement— quietly powerful, proudly growing, and changing the future, one girl at a time.

Our Reconciliation Journey:

A Reflection on the status of our Reconciliation Action Plan

Girl Guides NSW, ACT & NT has always strived to be an inclusive organisation. For generations, we have empowered our Members to take meaningful action on issues that matter to them. As part of that commitment to inclusion, we recognised the importance of formally embarking on a reconciliation journey— one that reflects our values and deepens our connection with Aboriginal and Torres Strait Islander peoples and communities.

Throughout 2022, we dedicated significant time and resources to developing our inaugural Reflect Reconciliation Action Plan (RAP). This foundational step acknowledged Aboriginal and Torres Strait Islander peoples as the First Peoples of Australia and affirmed our commitment to being an organisation where everyone feels seen, heard, celebrated, and treated with respect.

We were proud to launch our Reflect RAP in 2023. Since then, our organisation has undergone significant change, including the departure of our CEO and a period of interim leadership. These transitions marked a time of organisational reflection, renewal, and realignment of priorities—necessary steps for ensuring the strength and stability of our long-term commitments, including reconciliation.

In light of these changes, we made the considered decision to pause our

RAP implementation. This pause is not a step back, but rather an opportunity to reset with intention and ensure that our next phase is grounded in practical, meaningful, and achievable action.

This period has allowed us to:

• Reassess our internal capacity and resourcing;

• Re-engage with Aboriginal and Torres Strait Islander voices and communities; and

• Reaffirm our commitment to embedding reconciliation across all areas of our organisation.

We remain deeply committed to creating an inclusive, respectful, and culturally safe environment for all. Our reconciliation journey continues—with honesty, humility, and a renewed focus on doing the work that truly matters.

Empowering Change:

How you can help

It’s no secret that our organisation is powered by the energy, compassion, and leadership of hundreds of volunteers who dedicate their time and skills to empower girls and young women across our Regions. Whether they’re leading weekly Unit meetings, guiding outdoor adventures, mentoring young leaders, or providing support behind the scenes, their impact is profound and lasting.

Volunteering with Girl Guides means playing a direct role in helping girls grow into confident, capable individuals. It’s a commitment that shapes futures by creating opportunities for girls to try new things, build resilience, and discover themselves in a supportive, inclusive environment.

Our Volunteers are the heart of Guiding. They are the steady presence through each and every Girl Guide’s unique achievements, from their promise ceremony to their first camp. They offer encouragement when things go wrong and cheer the loudest when things go right. The impact of a Girl Guide volunteer on an individual level can be life-changing. However, their leadership doesn’t just shape individual lives, it builds stronger communities. It equips girls with the confidence to speak up, the courage to take action, and the kindness to support and include others. These values ripple outward, influencing how girls grow into capable young women and how they lead in the world to truly make a difference.

Volunteering is Symbiotic!

Many of our Volunteers come to Guiding expecting to give, but they often find they receive just as much in return. They gain valuable leadership and communication skills, meet like-minded women, engage in some once-in-alifetime opportunities, and become part of a community that fosters inclusivity, learning, and positive change.

Volunteers often tell us that being part of Girl Guides has reignited their sense of adventure, boosted their wellbeing, and helped them form lifelong friendships they wouldn’t otherwise have. Some rediscover passions, while others discover new strengths they didn’t know they had.

As Volunteers guide and uplift young people, they too grow in confidence, connection and purpose.

A State Commissioner’s Reflection

In commending this Annual Report of Girl Guides NSW, ACT & NT for the year ending 31 December 2024 I find myself looking forward, to the opportunities ahead, and reflecting on the profound impact of Girl Guides across NSW, ACT & NT. For many of us, Guiding began as a childhood experience—one that sparked personal growth, built resilience, and created a lasting sense of belonging.

For me personally, joining Girl Guides at age seven marked the start of a journey that would shape my values, leadership, and purpose throughout life.

While this past year has once again demonstrated the enduring strength of our Guiding community, we carry the spirit of Guiding into 2025 with optimism and unity, continuing to grow our membership, enrich our programs, and light the path for the next generation of girls and young women.

United by a shared commitment to empowering girls and young women, we’ve seen remarkable dedication from our Leaders, Volunteers, and Members. Whether it was through weekly Unit meetings, camps, badge achievements, or community service, the collective efforts of our Members have helped young people discover their voices, build meaningful relationships, and develop the confidence to lead with kindness and courage.

At the heart of Girl Guides are the values of inclusivity, empowerment, and mutual respect. These values not only influence and inform our programs but also define the culture we cultivate—one where every girl is supported to grow, every volunteer is valued, and every contribution matters.

As we look ahead to 2025, we do so with optimism and determination. Growing our membership, enhancing our programs, and increasing visibility in the community will be key priorities. We know the difference that Guiding makes—and together, we must ensure that future generations can access the same transformative experiences that we have cherished.

I extend my deepest gratitude to all our Volunteers, staff, supporters, and partners who made 2024 a success. It is the passion and commitment of each and every one of these individuals and the collective team we have built that keeps the spirit of Guiding alive.
