"Study regarding the upda0ng of figures on the economic repercussions of In0mate partner violence and its impact on children in France in 2012"
Psytel team: Maïté Albagly, Catherine Cavalin, Natacha Henry, Claude Mugnier and Marc Nectoux
"The economic impact of IPV" study 1> Reminder of the aims of the study:
to have updated figures concerning the economic repercussions of in4mate partner violence (IPV) and its impact on children in France, based on the 2012 records Update in rela0on to: -‐ The Cresge study (2006) with €1 bn -‐ The Psytel study (2009) with €2,5 bn Stakes : -‐ To increase social awareness and that of other society players (e.g. companies) -‐ To strengthen the knowledge process regarding our understanding of the mul4ple consequences of in4mate partner violence, in very various fields: perinatal care, traumatology, employment, etc. -‐ To have a complementary tool that will contribute to the improved adapta4on of courses of ac4on

"The economic impact of IPV" study 2> Method used:
Two approaches: -‐ Micro: interviews with experts -‐ Macro: recent studies, administra4on and community budgets, secondary processing of surveys (ENVEFF, CVS) New: -‐ Taking into account of men as perpetrators and vic4ms, insofar as possible -‐ Taking into account of the consequences for children, insofar as possible -‐ Taking into account of intangible costs on a broader level -‐ Upda4ng figures based on recent na4onal data sources or, failing these, adaptable European and interna4onal sources CoûtVSC/Psytel/EIGE/2014_12
"The economic impact of IPV" study 2> Method used (con0nued): Courses of ac0on:
-‐ upda4ng first based on the Psytel 2009 study, then iden4fying and es4ma4ng new cost items -‐ providing a "reasoned and reasonable", "conserva4ve and progressive" order of magnitude -‐ applying a pragma4c (based on the exis4ng data and explicit calcula4on methods) and reflexive (cri4cal summary, limits and recommenda4ons) method -‐ the cos4ng of each item is essen4ally based on two basic pieces of data: the popula4on concerned with the item X the average unit cost of the item ! Hence the need for a figure regarding the number of impacted people compared to the general popula4on
Challenges faced:
-‐ IPV is a social phenomenon, many aspects of which are s4ll inadequately quan4fied -‐ Cost = highly conven4onal character of the concept => clearly define the conven4ons that this is based on -‐ Regarding violence: "cost of illness" (health economy) including direct, indirect and intangible costs. Model of the Centers for Disease Control and Preven>on -‐> WHO: "the value of the resources that are expanded or foregone as a result of a health problem"

"The economic impact of IPV" study 4> Underlying assump0ons (con0nued): Vic0mhood rates:
Possible data sources: ENVEDD, CVS, FRA surveys, policing and judicial data
Issue of lacking numbers in surveys, thus limi0ng the relevance of sta0s0cal weigh0ng => weighted numbers M/F vic0ms too fragile
Choices made in line with the SDFE and MIPROF:
-‐ Annual vic0mhood rates for women low hypothesis: 7 % high hypothesis: 9 % (ENVEFF results) -‐ Rela0ve shares of M and F vic0ms of IPV low hypothesis: 3 % of men and 97 % of women, i. e. a ra0o of 1 in 32 (Ministry of Jus0ce data) high hypothesis: a ra0o of 1 in 10 (Police department data)

For the 23 calcula0on records (chapter 5/web applica0on) we provide: 1> The available data sources 2> The posi0on of the ques0on (if applicable) 3> The explicit calcula0on suggested, along with the chosen calcula0on hypotheses

"The economic impact of IPV" study 5> Results of the study (con0nued):
è An order of magnitude of the cost of IPV for 2012: €3,6 bn in 2012 as a low hypothesis, which represents €56 per year per capita for the en0re French popula0on, i.e. almost €10 m per day è A high hypothesis of €4,4 bn, with a cost of the impact of this violence on children es0mated at €2 m in this case è An order of magnitude of the cost of in0mate partner violence (approximately €4bn in our study), which should be related to the efforts made with the various players concerned (State, local authori4es, etc.) to prevent and fight in4mate partner violence; these efforts requiring beUer iden0fica0on

"The economic impact of IPV" study 5> Results of the study (con0nued):
è An es0ma0on method: we have built a very detailed es0ma0on method for France (all calcula0on hypotheses are explained in this report and in the web applica0on)
è This method is reusable, configurable based on new informa0on (vsccost web applica0on)
è Adding this economic argument provides addi0onal reason to increase ac0ons that aim to eradicate IPV in France è Missing data: we have provided a list of data for which we were forced to formulate hypotheses due to the lack of reliable sources. This is therefore "missing" data for the comple0on of a count in the specific framework of IPV, and other fields for which addi0onal reliable informa0on would be necessary CoûtVSC/Psytel/EIGE/2014_12
