Gatchalian to push teacher salary hike RESULTS of a survey reveal that half of Filipinos think public school teachers are underpaid.

For Senator Win Gatchalian, this puts urgency on passing his topmost priority measure which is to raise the salary of the country’s public school teachers.

Based on the results of a Pulse Asia survey conducted on June 24-27, 50% of respondents think that public school teachers are underpaid, 37% think that they have enough salary, while only 3% say that they are overpaid. Ten percent of respondents cannot say whether teachers are underpaid, overpaid, or have enough salary. The survey, which Gatchalian commissioned, had 1,200 respondents.

More than half of those belonging to Classes ABC (57%) and E (53%) think that public school teachers are underpaid. Almost half (48%) of those in Class D also think that public school teachers are not adequately paid.

Gatchalian has also been pointing out that when it comes to entry level pay, Filipino public school teachers are being left behind by their counterparts in the ASEAN region. In Indonesia for example, the entry-level pay of teachers is P66,099 compared to the P25,439 entry-level pay of Filipino teachers.

In Senate Bill No. 149 or the proposed Teacher Salary Increase Act, Gatchalian proposes to raise the Salary Grades of Teacher I from Salary Grade 11 (P25,439) to Salary Grade 13 (P29,798), Teacher II from SG 12 (P27,608) to SG 14 (P32,321), and Teacher III from SG 13 (P29,798) to SG 15 (P35,097).

Raising the salaries of public school teachers was one of Gatchalian’s campaign promises.

“Panahon na upang itaas natin ang sweldo ng ating mga guro, lalo na’t sila ay napakahalagang sangkap sa pagkakatuto ng ating mga kabataan. Kung maitataas natin ang kanilang mga sahod, maitataas din natin ang kanilang morale at mahihikayat din natin ang mas maraming mga kabataan na kumuha ng kurso sa pagtuturo,” said Gatchalian, Chairman of the Senate Committee on Basic Education, Arts and Culture.

Gatchalian also plans to seek amendments to the Magna Carta for Public School Teachers to make it more responsive to present-day challenges. (OSWG)

At least 1.3M beneficiaries under 4Ps no longer considered ‘poor’ – DSWD MANILA -- The Department of Social Welfare and Development (DSWD) is validating the list of 1.3 million beneficiaries from the Pantawid Pamilyang Pilipino Program (4Ps) who are no longer considered “poor”, Press Secretary Trixie Cruz-Angeles said.

Angeles said DSWD Secretary Erwin Tulfo made the report before President Ferdinand Marcos Jr. during the 3rd Cabinet Meeting held in the Aguinaldo Hall in Malacañang Palace.

“Of note is Sec. Erwin Tulfo’s declaration that in the Pantawid Pamilyang Pilipino Program, at least 1.3 million beneficiaries out of 4.4 million are no longer considered ‘poor’ as a qualification for the 4Ps benefits,” Angeles said.

“This frees up P15B for other qualified persons to replace them and now be included in the 4Ps program,” the Press Secretary added.

The 4Ps is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18.

It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted mil-

lions of people around the world from poverty.

The DSWD is the lead government agency of the 4Ps. The 4Ps also helps the Philippine government fulfill its commitment to the Millennium Development Goals (MDGs)—specifically in eradicating extreme poverty and hunger, in achieving universal pri-

mary education, in promoting gender equality, in reducing child mortality, and in improving maternal health care.

The 4Ps operates in all the 17 regions in the Philippines, covering 79 provinces, 143 cities, and 1,484 municipalities. Beneficiaries are selected through the National Household Targeting System for Pover-

DILG chief seeks upgrade of police investigators’ skills MANILA – Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. on Thursday cited the need to enhance the skills of police investigators to ensure the conviction of culprits in criminal cases.

In a press briefing at Camp Crame, Abalos said this is part of the efforts to professionalize the police force.

“It is important that our police investigators are well versed in criminal law. Each criminal act has its own elements and for that, each one of the investigators knows these elements very well,” he added.

He said enhancing the police’s investigation expertise is important as this would determine the fate of a case.

“This single act will determine whether or not the case would be dismissed or not. When it reaches the court, remember, the evidence that is needed in criminal law is proof beyond reasonable doubt,” he added.

Abalos said he will order a review of the procedure for picking police investigators.

“We will have to review ano ba at papaano ba kinukuha ang mga imbestigador sa kapulisyahan (what is being done and how these

investigators are picked). Ito ba ay volunteer system? Ito ba ay may examination? Kaya ba nila o hindi?

(Is this via a volunteer system? Is there an examination for this? Are they able to deliver?,” he added.

Based on the latest data, Abalos said the 220,000-strong force has only 22,774 investigators, with only 123 of whom are law graduates.

He added that the DILG, PNP and the Department of Justice (DOJ) are partnering for a “sort of a mentorship” for police investigators to help them gather lawful and foolproof evidence in cases.

“Remember, we are doing this as the people must have trust in the systems of government. And for

this trust to be reinforced, the cases that are filed must result in convictions,” he said in a mix of English and Filipino.

From 2016 to July 15, 2022, he said a total of 291,393 drug-related complaints were filed by the PNP. Of these cases, around 21 percent or 62,000 cases resulted in convictions, 5,551 cases were dismissed by prosecutors while 5,753 cases were dismissed in court.

“Some 223,579 cases or about 77 percent are still pending. Dapat mabantayan ito (We should keep a close watch on these cases),” he said.

Meanwhile, PNP officer-in-charge Lt. Gen. Vicente Danao Jr. thanked the DILG and DOJ for their continued support for the institution.

He said the program will promote a better working relationship between law enforcement agencies.

“This intends to bring together professionals to increase cooperation and unity in our effort on the counter-terrorism and anti-criminality to include information sharing in all agencies. We always instill in every PNP personnel to protect, respect, and fulfill the rights of every citizen and this is significant advocacy of the PNP’s goal towards genuine transformation,” he said.

PRESIDENT Ferdinand “Bongbong” Marcos Jr. has appointed Yogi Filemon Ruiz, former Philippine Drug Enforcement Agency (PDEA) official as the new chief of the Bureau of Customs (BOC).

Taking the place former Customs chief Rey Leonardo Guerrero, took his oath of office before the President on Wednesday, July 20, Press Secretary Rose Beatrix “Trixie” Cruz-Angeles said.

Prior to his new appointment, Ruiz served as chief of the BOC’s Enforcement and Security Services in 2017 by his former boss at PDEA, then-Customs commissioner Isidro Lapeña.

He previously served as regional director of the PDEA in Central Visayas.

Intensify preps, planning for in-person classes PRESIDENT Ferdinand Marcos Jr. on Tuesday instructed the Department of Education (DepEd) and other relevant agencies to come up with the necessary preparations and planning for the opening of face-to-face classes this year.

The order was designed to address issues that might arise relative to the return to school of millions of students around the country for the coming school year 2022-2023.

In a Cabinet meeting in Malacañang, Marcos asked Vice President and Education Secretary Sara Duterte on plans by DepEd to address several challenges such as the availability of classrooms, teachers, and other concerns.

“Ang gawin na lang natin [ay] i-identify saan ‘yung areas na magbe-blended learning para maka-focus tayo. Ihanda ‘yung mga devices at mga kailangan nila na noong pandemic hindi nasu-supply-an sa mga bata,” Marcos said.

“We continue with blended learning pero in very specific places lamang. As much as possible, faceto-face na talaga,” the chief executive added.

This came after the issue on whether DepEd should do away with blended learning beyond Oct. 31 was raised during the meeting, considering the challenges that the department is facing.

Based on the recent DepEd order, blended learning shall no longer be implemented beyond Oct. 31, as the department adopts a policy seeking the full implementation of the five- day in-person classes.

Other issues mentioned by the President include internet connectivity and the increasing number of COVID-19 cases in the country, which is driven by the emergence of new variants of the coronavirus.

He was concerned that those issues might affect the implementation of in-person learning, but was he was nevertheless determined to proceed with the plan.

Marcos, who concurrently heads the DA, told agriculture officials that the masterplan should include regional maps detailing the exact locations of the farm-to-market roads to be constructed.

The masterplan must be studied thoroughly by the department and must be presented to the country’s economic managers, stressed Marcos.

“Kung sabihin nila saan ba ang areas na talagang kailangan nating buksan? We will go to Public Works. And also, what are the areas that we really want to open, that really need the FMR? Iyon ang unahin natin,” he said.

The plan should also include funding source, payment terms, as well as the time frame for project completion, he added.

The President also wants official development assistance-funded (ODA) projects to be constructed in priority areas identified by the government.

For state-funded FMR projects, he insisted that the DA and the Department of Public Works and Highways (DPWH) should take charge of the implementation.

The President also pointed out that the government must prioritize areas with active agricultural production to address supply chain concerns.

Streamlining bureaucracy for more efficient public service PASAY CITY -- Senator Christopher “Bong” Go expressed his support for efforts to streamline the bureaucracy to ensure a more efficient, responsive and reliable government. However the senator stressed that the welfare of the government employees who may be affected by such initiative must also be considered.

Go made the statement following the proposal of the Department of Budget and Management to “rightsize” the bureaucracy to eliminate redundancies in government agencies and their overlapping functions, helping the government to save up to PhP14.8 billion annually.

“Sinusuportahan ko ang mga hakbang para ma-streamline ang burukrasya upang maging mas mabilis, maayos, at maaasahan ang serbisyong nakukuha ng mga tao,” expressed Go. “Ngunit sa lahat ng ito, dapat ding ikonsidera ang kapakanan ng mga kawani ng gobyerno na posibleng mailipat, mapalitan, o matanggalan ng mandato o trabaho,” he continued.

Under the said proposal, DBM will decide which of the 187 government agencies and government-owned and -controlled corporations may be streamlined by merging, restructuring or abolition.

The proposal also came after President Ferdinand “Bongbong” Marcos, Jr. signed his first executive order, reorganizing the Office of the President and abolishing the Presidential Anti-Corruption Commission (PACC) and the Office of the Cabinet Secretary.

Acknowledging the challenges caused by the COVID-19 pandemic, Senator Go reiterated the need to protect the welfare of government employees who may be affected by the rightsizing.

“When it comes to rightsizing, there should be a careful balance between eliminating redundancies and inefficiencies in the bureaucracy in order to provide public service that can help uplift the lives of Filipinos, while at the same time, protecting the welfare of public sector workers,” Go underscored.

“We must make sure that government workers who may be affected are given proper compensation, due process in accordance with civil service rules and other regulations, and when deemed necessary, alternative employment opportunities to start anew especially amid these trying times,” he continued.

Meanwhile, the lawmaker also emphasized that he will continue pushing for measures that will improve the delivery of public services and eradicate corruption as part of his many efforts to help the new administration and continue what former president Rodrigo Duterte has started for the betterment of the country.

He recently refiled his E-governance Bill which shall mandate the government to establish an integrated, interconnected, and interoperable information and resource-sharing and communications network spanning the entirety of the national

To help address social housing needs of Filipinos

Bong Go files ‘National Housing Development, Production and Financing Act of 2022’ PASAY CITY -- Committed to meet the needs of numerous underprivileged and homeless Filipinos, Senator Christopher “Bong” Go filed a measure seeking to increase housing production by forging partnerships among relevant stakeholders to address the social housing demands of the Filipino families.

“Dapat po magkaroon ang bawat pamilyang Pilipino ng isang maayos at disenteng tirahan. Nais ko pong bigyan ng mas maginhawang buhay ang bawat Pilipino, lalung-lalo na po ang mga mahihirap,” Go vowed while emphasizing that “walang dapat maging squatter sa sariling bayan.”

Go’s Senate Bill No. 426 encourages public and private sector participation in the implementation of the government’s National Housing Development and Production Financing (NHDPF) Program.

The Department of Human Settlements and Urban Development and its attached shelter agencies, shall intensify the implementation of the vital components of the NHDPF program.

Meanwhile, the National Housing Authority shall be the sole national government agency tasked to implement and develop the housing programs intended for the bottom 30 percent of the income population.

The Social Housing Finance Corporation is also mandated to undertake social housing programs that will cater to the formal and informal sectors in the low-income bracket and to take charge of developing and administering social housing programs, particularly the Community Mortgage Program and

its different modalities.

Finally, the National Home Mortgage Finance Corporation (NHMFC) is mandated to increase the availability of affordable housing loans to finance the Filipino homebuyers on their acquisition of housing units through the development and operation of a secondary market for home mortgages.

The authorized capital stock of the NHMFC shall be increased from PhP5.5 billion to PhP50 billion pesos to expand its leveraging capacity based on the volume of mortgage loans being serviced to improve its profitability by reducing the average cost of its fund made available for home lending programs.

The NHMFC shall also be exempt from all national, provincial, municipal and city taxes on income derived from its governmental functions, specifically income from its activities in the exercise of its mandates.

To fast track the approval and implementation of housing projects and reduce the cost of socialized and low-cost housing units, relevant agencies shall likewise facilitate the release of the required housing-related permits, licenses, certifications and tax exemptions or rulings in accordance with Republic Act 11032 or “Ease of Doing Busi-

ness and Efficient Government Service Delivery Act of 2018”.

Go has also refiled Senate Bill 192 or his Rental Housing Subsidy Bill. Underscoring the importance of immediately acting upon the challenges faced by homeless Filipinos nationwide, he cited how the proposed measure can provide adequate, sustainable and habitable shelter for Filipinos affected by disasters and other crisis situations.

Under SB 192, a housing and social protection program will be developed that will provide disaster victims better and more affordable access to the formal housing market through the provision of rental subsidies provided by the government.

The senator was also the main proponent of the Balik Probinsya, Bagong Pag-asa Program (BP2) which is a long-term plan of the government to decongest urban areas, boost countryside development, and improve the quality of life in all regions.

“Ako naman po ay hinihikayat ko po ang bagong administrasyon na ipagpatuloy po ‘yung Balik Probinsya, Bagong Pag-asa (BP2) program po based on Executive Order po ito ni dating Pangulong (Rodrigo) Duterte. Pagandahin pa natin lalo itong programang ito,” Go appealed earlier.

“Marami sa ating mahihirap ang nabigla nang dahil sa pandem­ ya. Nawalan sila ng tirahan at trabaho. Kaya naman sa pamamagitan ng BP2, bibigyan po sila ng pagkakataon, ‘yung sino lang po gustong bumalik ng probinsya. And of course, ma-decongest po natin ang Maynila,” he added.

IN keeping with his commitment to protect the interest and well-being of Filipinos by intensifying health security in the country, Senator Christopher “Bong” Go filed Senate Bill No. 425 which seeks to amend Presidential Decree No. 612, also known as “The Insurance Code”.

Go noted how the pandemic prompted most Filipinos to invest in health insurance plans to protect them from financial risk or losses.

He added how the insurance industry also positively contributes to the Philippine economy.

Currently, the Insurance Commission (IC) is exercising jurisdiction over health maintenance organizations (HMOs) by virtue of Executive Order No. 192. However, EO 192 does not explicitly state that the Insurance Code applies to HMOs. On this account, the lawmaker pushed for a Senate bill which aims to properly regulate and promote a fair and competitive insurance industry. The proposed measure also explicitly includes HMOs into the law’s regulatory coverage which

shall enable the Insurance Commission to provide stricter supervision over them.

“Nang dahil sa pandemya, mas nakikita natin ang importansya po ng health insurance. Pero sa totoo lang po, hindi naman po lahat ay masasagot ng PhilHealth. Nakakalungkot po pero karamihan ay umaabot ng malalaking halaga ang hospital bill at hindi naman po lahat ito ay makakayang masagot ng PhilHealth,” said Go. If passed into law, the measure will make HMOs subject to the provisions of the Insurance Code not explicitly provided for in EO 192.

These provisions include the Insurance Commission’s powers to issue cease-and-desist orders to prevent fraud or injury to the public. This also aims to enhance competition in the insurance industry and effectively improve insurance services for Filipinos.

Under the proposed amendments, the IC shall be converted into a collegial body composed of five Commissioners competent in relevant fields. In addition, to align with the best practices adopted by

other Asian countries where a single authority regulates all financial services, the IC will also be placed under the supervision of the Monetary Board of the Bangko Sentral ng Pilipinas which ensures that all financial service providers in the country are regulated by a single regulatory authority.

“Itong finile ko po, kahit nasa ilalim ng Insurance Commission ang HMO, ‘di pa rin po malinaw kung nag-apply sa HMO ang mga provision ng Insurance Code. Kaya mas maganda rin na nasa batas,” said Go previously.

The senator expressed confidence that the measure will provide Filipinos investing in HMOs the necessary safeguards to ensure that their interests are protected.

“Layunin natin na masiguro ang ating mga kababayan na ligtas mag-invest sa HMO at makatulong ang HMO na maimprove ang healthcare sa bansa. Dapat protektado ang bawat Pilipino sa pagkuha ng HMO. Para magiging mas protektado rin sila sa anumang krisis pangkalusugan na maaari nating harapin,”Go emphasized.

Amend Insurance Code, and strengthen health security in the country

I expect President Bongbong Marcos, Jr. to outline his legislative agenda with special focus on pandemic response and full and inclusive recovery.

Bilang senador, umaasa akong patuloy nating palalakasin ang ating healthcare system, may tiyak na supply ng murang pagkain, mas ligtas ang ating mga komunidad at mabilis ang magiging pagtugon sa mga sakuna at kalamidad, at mas maraming imprastraktura ang maitatayo upang mas maraming malikhang kabuhayan para sa mga Pilipino.

Bilang pagtugon sa panawagan ng bagong administrasyon, nagsumite ako ng mga panukalang mas lalong magpapalakas at mapapalapit sa tao ang serbisyong kailangan nila lalo na pagdating sa kalusugan.

Kabilang na dito ay ang pagbibigay ng libreng annual medical check-up at Comprehensive Dialysis Benefit Package para sa mga Pilipino, Advanced Nursing Education, pagtatag ng Centers for Disease Control at Virology Science and Technology Institute of the Philippines, pagkakaroon ng Emergency Medical Services System, Amendments to the Insurance Code upang mas matutukan ang mga Health Maintenance Organizations, pagbibigay ng Barangay Health Workers Benefits, at iba pa.

Upang maging mas matatag ang bansa laban sa sakuna, muli kong isinumite ang Disaster Resilience Bill na naglalayong magtatag ng Department of Disaster Resilience na isang ahensya na tututok kapag may mga sakuna at iba pang emergency. Kabilang din sa aking mga hangaring maging prayoridad ay ang Rental Housing Subsidy at pagkakaroon ng Mandatory Evacuation Center sa bawat lungsod, bayan at lalawigan.

Inaasahan ko na tatalakayin rin ni Pangulong Marcos, Jr. ang seguridad sa pagkain, at ang pagpapalakas ng sektor ng agrikultura. Umaasa din tayo na maipagpapatuloy ng bagong administrasyon ang mga proyektong nasa ilalim ng Build, Build, Build program ni dating pangulong Duterte, at mapapaigting pa lalo ang laban kontra korapsyon, kriminalidad at iligal na droga.

Kaisa ako sa hangaring ipagpapatuloy ang mga tamang nagawa, punuan pa ang anumang pagkukulang at mas lalong pagbutihin ang ating pagseserbisyo upang lubos na maisakatuparan ang mga pangarap ng bawat Pilipino.

QUEZON CITY -- The Department of Social Welfare and Development (DSWD) advised the public to be extra vigilant and not to entertain calls from someone posing to be an employee of the Department.

A report from a concerned citizen was received by the Department that someone is using the name of DSWD over a phone call to get the victim’s vital information, specifically the bank account number, in exchange for the release of an allegedly unclaimed COVID-19 cash aid.

Relative to this incident, the DSWD reminded the public to refrain from giving their sensitive personal information to an unknown individual through phone or mobile call. The Department emphasized that it will not ask for such information pursuant to the Data Privacy Act of 2012.

DSWD strengthens community-based organizations as part of hunger mitigation efforts In its effort to strengthen the capacities of the Community-Based Organizations (CBOs) under the Enhanced Partnership Against Hunger and Poverty (EPAHP) Convergence Program, the Department of Social Welfare and Development (DSWD), through the EPAHP-National Program Management Office (EPAHP NPMO), gathered eight out of its 31 partner-agencies during a one-day framework presentation on the Digital Mapping System (DMS) for CBOs on July 5.

The framework presentations aimed to identify the existing systems and the monitoring and evaluation components being used by partner agencies and use that as a basis for creating and identifying essential features of the EPAHP DMS. Through this system, it is envisioned that food security and nutrition will be achieved and sustainable agriculture will be promoted in the country. Likewise, this initiative will serve as a model to strengthen the capacities of CBOs and assist them in becoming front liners for the supply of food in the country.

The proposed project will also support the enhancement of the Monitoring and Evaluation framework of EPAHP that will capacitate the government agencies in monitoring the achievements of their respective expected outputs.

One of the main goals of the EPAHP is to contribute to the government’s goal of mitigating poverty incidence to less than 14% by 2022. It aims to support the CBOs and small-holder farmers through direct market linkages. This is in line with the government’s aim to reduce malnutrition to 21.4% by 2022 through the implementation of nutrition sensitive and nutrition specific interventions as stated in the Philippine Plan of Action for Nutrition 2017-2022.

DOH, FDA, groups to food companies: eliminate industrially-produced trans fat QUEZON CITY- The Department of Health (DOH) and the Food and Drug Administration (FDA) on Wednesday reminded food companies to reformulate and remove industrially-produced trans fatty acids (iTFA) from their products by June 18, 2023, in compliance with DOH Administrative Order 2021-0039 and FDA Circular 2021-028.

“The DOH, together with the FDA and the National Nutrition Council (NNC), works to ensure that iTFA-free policies are fully implemented. We expect no less than the food industry’s full compliance to protect Filipinos’ heart health,” OIC Usec. Beverly Ho of the DOH’s Public Health Services Team said during the press conference in Quezon City that was also joined by health and nutrition groups. “Pilipinas in 2023 will be iTFA-free,” Dr. Ho added. iTFA, a toxic fat, increases the risk of developing comorbidities and cardiovascular diseases (CVDs), according to DOH. After the deadline, pre-packaged and processed food with iTFA will be banned from sale to consumers.

Food products with high iTFA that need to be reformulated include margarine and instant coffee.

“After June 18, 2023, all product formulations and labels of pre-packaged processed food containing industrially-produced TFA shall be fully compliant with these

guidelines, immediately thereafter, any establishment found to be in violation of any provision of the DOH Administrative Order 2021-0039 and FDA Circular 2021-028 shall be ground for disapproval and suspension or cancellation of CPR,” warned Dir. Pilar Marilyn Pagayunan of the FDA Center for Food Regulation and Research.

CHED awards Outstanding HEIs for the COVID-19 Vaccination Program IN recognition of the efforts and hard work of its partner higher education institutions (HEIs), the Commission on Higher Education (CHED) awarded sixteen (16) Outstanding HEIs for their COVID-19 Vaccination Program.

The outstanding HEIs have very high vaccination rates of at least 95% of the total number of HEI faculty and staff and more than 70% of the total number of tertiary students.

“CHED has been an inspiration to us in the National COVID-19 Vaccination Program. Your initiatives to vaccinate the tertiary students, HEI personnel, and the general public is highly commendable.

The school based vaccination program launched in 2021 by CHED, DOH, NTF Covid19 and the participating HEIs ang LGUs was responsible for the high vaccination rates among students, faculty and staff that allowed the opening of face to face classes in HEIs.

DdO commemorates Feast Day of St. Camillus De Lellis

NABUNTURAN, Davao de Oro - The Provincial Government of Davao de Oro through the Provincial Health Office (PHO), offered a holy mass officiated by Rev. Fr. Arnulfo C. Tiplaca on July 14, 2022, as a commemoration of Saint Camillus (San Camilo) de Lellis, the universal patron of hospitals, nurses, doctors, and the sick.

St. Camillus was known for his violent temper, reckless behaviour, and habitual gambling. When he was wounded during the military engagement, the injury never fully healed during his lifetime, and it altered the course of his entire life.

But where sin abounds, grace abounds all the more. He confessed and offered his life to the Almighty.

He died in Rome on July 14, 1614 and was proclaimed as patron of hospitals and the sick. He also declared as protector of all nuns who care for the sick.

This year’s celebration with

the theme “Hope and Healing: An Old Faith in a New Normal Life”, aims at strengthening faith and ask St. Camillus and Our Lady of Good Health to intercede for all the sick, all the frontliners, and all who are experiencing trouble during this global crisis.

Dr. Antonio P. Ybiernas Jr., PG Department Head, said in a statement that everyone has a chance to become like St. Camillus, despite his vices, he changed the course of his life and devoted himself to rendered service, ministering to the sick and dying, and helping other people, especially those who are in need.

DND OIC convenes NTF COVID-19 SENIOR Undersecretary Jose Faustino Jr., Officer-in-Charge of the Department of National Defense, presided over the first Organizational Briefing of the National Task Force Against COVID-19 (NTF-COVID19) on 18 July 2022, at the Office of Civil Defense (OCD) Building in Camp Aguinaldo, Quezon City.

USec. Faustino, who is also the chairperson of NTF COVID-19, met with officials and representatives of different government agencies to discuss matters of concern pertaining to the projected rise in the number of COVID-19 cases.

“We cannot tell the virus to stop, so we should also not stop in anticipating what we can do to mitigate an increase in COVID-19 infections,” he said.

During the meeting, the Department of Health (DOH) presented data on the current uptrend in the number of cases, especially in the utilization of healthcare facilities and Intensive Care Units (ICUs) all over the country. The DOH, one of the agencies under the NTF COVID-19, is finalizing a surge plan which will be disseminated to all hospitals to prepare them for a possible spike. USec. Mandaya Tribe in Manurigao celebrates founding anniversary

NEW BATAAN, Davao de Oro - The Mandaya Tribe residing in the upland community in Barangay Manurigao, New Bataan, one of the farthest barangays in Davao de Oro, celebrated its 15th founding anniversary on July 14 and 15, 2022.

Villagers from the eight sitios opened the first day with resonating cheers and yells as they participated in the tribal games such as busog, sumpitan, kadang, bagudan, lyul’lot, and ball games in the Al’law ng Tipanod and Kabataan activities.

Mandaya’s diverse culture, customs, and traditions through dances, tribal songs, and rituals. It also signifies how firm and unrivaled the tribe is as one community despite difficulties from the past two years brought by the pandemic.

BSP 28-day bill rises

THE rate of the central bank’s 28day securities rose on Friday but demand remained high, which a ranking Bangko Sentral ng Pilipinas (BSP) executive attributed to ample liquidity in the economy.

BSP data show that the average rate of the debt paper, which is among the central bank’s tools to mop up excess liquidity from the financial system, inched up to 3.45-percent from 3.3958 percent during the auction last July 15.

It kept the offer volume at PHP150 billion, which the auction committee fully awarded. Total tenders reached PHP229.366 billion.

In a statement, BSP Deputy Governor Francisco Dakila Jr. said range of yield accepted during the auction “shifted higher but narrowed to a range of 3.2000-3.5168 percent.”

“The results of the BSP bill auction reflect normal market conditions, supported by ample liquidity in the financial system,” he said.

He added the central bank’s “monetary operations will continue to be guided by its assessment of the latest liquidity conditions and market developments.” (PNA)

SEC approves Megawide bond offering

SECURITIES and Exchange Commission (SEC) has considered favorably the public offering of Megawide Construction Corporation for up to PHP4 billion worth of fixed-rate bonds.

In its meeting on July 21, the commission en banc resolved to render effective the registration statement for the company’s debt securities offering, subject to its compliance with certain remaining requirements.

The offer is comprised of up to PHP3 billion of 3.5-year Series A bonds due 2026 and five-year Series B bonds due 2027, with an oversubscription option of up to PHP1 billion.

Net proceeds from the offer could amount to PHP3.97 billion, assuming the overallotment option is fully exercised.

Proceeds will be used to term out Megawide’s short-term debt, fund its capital expenditures, and for general corporate requirements.

The bonds will be offered at face value from July 28 to August 5, in time for their listing on the Philippine Dealing & Exchange Corp. on August 17, according to the latest timeline submitted to the SEC. Megawide has engaged RCBC Capital Corporation and SB Capital Investment Corporation as the joint issue managers, joint lead underwriters, and bookrunners for the offer.

PSEi recovers amid slump in oil prices

THE local stock barometer recovered on Friday after slipping in the past days while the peso sustained its sideways finish against the US dollar.

The Philippine Stock Exchange index (PSEi) rose by 0.12 percent, or 7.22 points, to 6,263.39 points.

All Shares, meanwhile, ended flat with a drop of 0.02 percent, or 0.8 points, to 3,381.06 points.

Half of the sectoral indices also gained during the day namely Holding Firms, 0.76 percent; Financials, 0.18 percent; and Services, 0.05 percent.

On the other hand, Mining and Oil shed 1.49 percent, Property, 0.79 percent; and Industrial, 0.19 percent.

Volume was thin at 604.04 million shares amounting to PHP3.29 billion.

Losers surpassed gainers at 92 to 82, while 56 shares were unchanged.

Oil prices rise on strengthening demand ANKARA – The uptick in global oil demand pushed oil prices higher.

International benchmark Brent crude was trading at $105.32 per barrel at 9:50 a.m. local time (0650 GMT) for a 1.41-percent increase after the previous session closed at $103.86 a barrel.

American benchmark West Texas Intermediate (WTI) was at $97.66 per barrel at the same time for a 1.36-percent raise after the previous session closed at $96.35 a barrel.

Strong demand signals in Asia, combined with data showing a rise to record high levels in gasoline demand in India in June, support upward price movements.

A possible price cap on Russian oil is also pushing prices up.

US Deputy Treasury Secretary Wally Adeyemo hinted on Wednesday that there could be an agreement on capping the price of Russian oil by December.

However, recession fears in Europe and the US, which could curb global oil demand growth, continue to limit oil price increases.

Euro inflation to remain ‘undesirably high’ for some time

ANKARA – Eurozone inflation will remain “undesirably high” for some time owing to continued pressure from energy and food prices, European Central Bank (ECB) chief Christine Lagarde said on Thursday.

The bank hiked rates Thursday for the first time in over a decade after eurozone inflation hit its highest level on record.

It decided to raise three key rates by 50 basis points -- more than expected -- as euro area annual inflation spiked to 8.6 percent in June, far above the ECB’s 2 percent inflation target.

“Economic activity is slowing.

Russia’s unjustified aggression towards Ukraine is an ongoing drag on growth,” Lagarde told reporters after a monetary policy meeting.

She said the impact of high in-

flation on purchasing power, continuous supply constraints, and higher uncertainty are having a dampening effect on the economy.

Firms continue to face higher costs and disruptions in their supply chains, she warned.

“Although there are tentative signs that some of the supply bottlenecks are easing, taken together, these factors are significantly clouding the outlook for the second half of 2022 and beyond,” Lagarde said.

The war may also further dampen confidence and aggravate supply-side constraints, while energy and food costs could remain persistently higher than expected, she underlined.

“Faster deceleration in global growth would also pose a risk to the euro area outlook,” she said.

BOI greenlights P2B solar power plant in Naga THE Philippine Board of Investments (BOI) has approved the application for registration of PAVI Green Renewable Energy, Inc. for its P2-billion Naga Solar Power Plant Project as a new renewable energy developer of solar energy resources to meet the increasing electricity demand of Luzon.

Owing to the sustained economic growth of the Philippines, the demand for power in Luzon will continue to increase. In 2020, based on the data from the Department of Energy (DOE), Luzon contributed 67.9 percent share of the total installed capacity. Further, in terms of power generation and consumption, Luzon recorded 71.2 percent and 72.2 percent, respectively.

The project, which was approved under Tier I based on the 2020 IPP Listing “Special Laws (Renewable Energy Act of 2008) of the 2022 Strategic Investment Priority Plan (SIPP) is expected to start commercial operations in February 2024.

“As the Philippines is heading towards a greener and modern economy, projects like this one is consequential for the attainment of the economic goals of the country.

Also, the solar power plant project of PAVI Green will play a crucial role in building up the capacity needed to sustain electricity demand in Luzon, ensuring an unhampered supply of power to consumers,” Trade Undersecretary and BOI Managing Head Ceferino Rodolfo said.

In addition, the project will contribute to the required capacity addition of 73,868 MW that is needed to meet the National Renewable Energy Program (NREP) target of 81,485 MW for the total installed capacity by 2040 under the Clean Energy Scenario (CES).

On the economic aspect, the project will generate 554 jobs during its construction and 21 jobs during its commercial operations.

Homing in on innovative ways, the project will use the latest technology in the market through the use of monocrystalline solar panels and string inverters.

The BOI, as the leader of the country’s Investment Promotion Agencies, has been pursuing a greener and more modern Philippine economy. As the world is now transitioning to a greener economy, the project will indicate the country’s objective of having green projects because it will release less greenhouse gas emissions into the atmosphere.

Known as the largest contributor to climate change, carbon dioxide is among the four greenhouse gases, which are emitted whenever coal, oil, natural gas, and other carbon-rich fossil fuels are burned.

“Kung may tiyaga, may nilaga” Samar Farmer Association’s hard work pays off through RTL eggs

THE Hinogacan Integ­rated Farmers Association (HINFA) formerly known as Hinogacan Rice Farmers Association with 35 members from Brgy.

Hinogacan, Gandara, Samar are rice farmers who ma­nually till their farm.

SAAD Samar together with the Municipal Agriculture Office of Gandara conducted an assessment based on the latter’s Municipal Social Worker and Development Office (MSWDO) Pantawid Pamilya Pilipino Program (4Ps) list where eleven (11) members of HINFA are included. Upon validation, the eleven members along with 5 other farmers association (FA) members also qualified to be beneficiaries of the SAAD FY 2020 Egg Layer Production project, through ready to lay (RTL), worth Php 973,100 (Table 1).

Egg Production Prior to the distribution of the inputs, social preparation activities such as meetings, planning, validation, and profiling of the FA members were conducted by SAAD Samar. The activities conducted were made possible with the active participation of HINFA members led by its president, Mr. Manuel C. Parcon Sr. During one of the meetings between SAAD and HINFA, it was concluded that the association needs to build a facility to house the Egg Layer Project as its counterpart

for the interventions provided by the program.

The 16 members of HINFA pushed through with the implementation of the project and contributed Php 700 each for the materials used in the construction of the egg layer house.

Egg Production and Income Within eight months of operation, the capital build-up of the beneficiaries worth Php 700 each was reimbursed and they got their first dividends worth Php 2,000 each from the income generated from the egg sales.

In May 2021, the association shared Php 6,000 earned from the egg layer sales to the marginal senior citizens in the community by giving packs of rice, instant noodles, sardines, half kilo of dressed chicken, and a pack of 3 in 1 coffee as one of the association’s activities in solidarity with the annual feast celebration of Barangay Hinogacan, Gandara, Samar.

In July 2021, ten months after the FA received the intervention, they were able to procure an additional 200 RTL chicken worth Php 90,000 using the income from the

egg sales. The group also decided to construct a comfort room and multipurpose shed with an area of 24 square meters which serves as a meeting place and lounge area where on-duty officers are stationed. As of writing, the multipurpose shed is partially constructed and has a total cost of Php 37,000, still from the savings on egg sales.

Members of HINFA received another Php 1,500 dividends each in December 2021, an amount lower compared to their first dividends since the FA’s money was used in the procurement of feeds, additional RTLs, construction of additional cages, comfort room, and multipurpose shed.

But this did not discourage the group and eventually made them more dedicated and persistent towards enriching the project entrusted to their care, as well as transparent in terms of financial recordings and transactions of the project.

Since HINFA was able to implement the project satisfactorily, the program provided an additional supply of 104 bags of layer feeds with a total cost of Php 197,600 on January 28, 2022, from the savings generated in FY 2021 to ensure that the FA has enough inputs to sustain the project.

On May 4, 2022, HINFA had their third-time dividends worth Php 8,000 each. Most of the members used the money to buy their

needs for the annual fiesta celebration, pay their debts, and buy household items, while there are others who spent the money on smartphones for their children’s use in online classes.

Plans Because of its location, Samar is one of the provinces frequently hit by strong typhoons throughout the year, making it challenging for associations like HINFA to house RTL chicken in facilities made of

light materials. Before the year ends, the FA plans to construct a more suitable facility for the RTLs as they also plan to expand and buy an additional 300 RTLs to increase egg production and sales, and likewise cater to the demand of buyers in the municipality.

Truly, the famous Filipino saying “kung may tiyaga, may nilaga” is evident as the HINFA members step forward to bring to the table their worthy contributions and work together towards the betterment and success of their livelihood venture.

Kentucky Derby winner Rich Strike works at Mercury

KENTUCKY Derby Presented by Woodford Reserve (G1) winner Rich Strike resumed breezing July 8, recording his first timed move since finishing sixth in the June 11 Belmont Stakes Presented by NYRA Bets (G1).

Breezing at trainer Eric Reed’s Mercury Equine Center outside Lexington, Rich Strike went four furlongs in :50 4/5, Reed said, beginning preparations for the Aug. 27 Runhappy Travers Stakes (G1) at Saratoga Race Course. As of 1 p.m. ET Friday, the workout was not yet recorded on Equibase.

“It was really easy work,” Reed said. “But he behaved and he didn’t try to overdo it, which is what I was more concerned with than anything else since I tried freshening him up.

But he actually was very, very comfortable in the work, just super easy.

So very happy with it.”

The breeze was moved up a day by Reed due to the threat of severe storms in the Lexington area.

Reed said Rich Strike, a son of Keen Ice campaigned by Rick Dawson’s RED TR-Racing, will work again at Mercury around July 16 before heading to Churchill Downs. He will get back to his usual nine-to-10-day gap between works, and after a couple of drills beneath the Twin Spires, Rich Strike will head to Saratoga.

Meanwhile, Reed said talks are still ongoing regarding an on-screen adaptation of the Rich Strike story.

Reed said a number of people have gotten “pretty serious” lately.

“I’m going to make sure that they consult with me, that it’s done truthful and proper, not in a crazy way—because it’s a lot of my family and my personal life,” Reed said.

“So I need to make sure that if anybody ever does this, that it’s done with respect to everybody.”

Research Staff OWNERS often believe their horses are out of harm’s way if they survive colic surgery.

In some instances, though, the actual surgery is less problematic than its aftermath. Horses sometimes develop postoperative ileus, defined as cessation of normal propulsive contractions of the intestinal tract, leaving patients at risk for further gastrointestinal distress.

Veterinarians recently explored “sham chewing” as a way to jump-start the intestinal tract following colic surgery, and a preliminary study revealed promising results. This idea stems from human medicine, where postoper-

ative ileus is also an issue.

“In human patients, gum chewing mimics feeding and decreases the amount of time between surgery and first bowel movement. Sham chewing reportedly works by stimulating the cephalic-vagal reflex,” explained Catherine Whitehouse, M.S., a Kentucky Equine Research nutritionist.

To determine if sham chewing could promote gastrointestinal motility in horses, six horses were held off feed for 24 hours and slowly refed a typical postsurgical diet. Horses were placed in one of two groups. In the treatment group, an apple-flavored bit was placed in the horse’s mouth for 15 minutes every 6 hours; in the control group, no bit was used.

Contractions of the duodenum (the first section of the small

intestine after the stomach) and borborygmi were evaluated every 12 hours, approximately 5 minutes after bit placement.* Borborygmi refers to the rumbling sounds made by the stomach and intestine as feed, forage, fluids, and gas pass through them, often noted as a sign of intestinal health.

Total gastrointestinal transit time was also assessed, measured by administering colored beads by stomach tube that were later collected in the horses’ feces.

“This study demonstrated that sham chewing significantly shortened transit time. Chewing on a flavored bit was both safe and well tolerated. Bit chewing may therefore provide veterinarians and owners with an inexpensive means of preventing postoperative ileus in

DOT urges Bicol LGUs to create ‘tourist cops’ LEGAZPI CITY – The Department of Tourism (DOT) is encouraging local government units (LGUs) in Bicol with top destination sites to create their Tourist-Oriented Police for Community Order and Protection (TOPCOP) to hasten the tourism industry’s recovery from the pandemic.

In an interview on Thursday, Herbie Aguas, DOT 5 (Bicol) director, said the creation of tourist cops is needed to assure foreign and domestic visitors that it is safe and more fun to visit the different attractions in the region.

“The TOPCOP will provide added security operations for local tourists and establishments and respond to tourist-related security and safety issues. The travel and experience of tourists in certain areas will be safer with the TOPCOP strictly enforcing health protocols and guidelines,” Aguas said.

He also said with the opening of tourist destinations in the region, there is a need to assure the visitors that they are safe amid the health crisis.

“If the tourists feel safe, they will keep on coming back. Uulit at babalik and babalik pa sila (they will keep on returning),” Aguas said, noting the rise in the region’s tourist arrivals since the country began to open up the tourism industry in February.

He said the DOT would train police personnel on the basic principles of tourist safety and the Filipino brand of service.

The modules also include lessons on tourism awareness, values, and character. “(The) DOT will train them how to interact with tourists, they must also be familiar with the culture, tradition, and character of the place,” he added.

DEPARTMENT of Tourism (DOT) Secretary Christina Garcia Frasco affirmed the department’s full support to the National Museum of the Philippines (NMP) during her attendance at the 3rd quarter regular Board of Trustees (BoT) meeting at the National Museum in Manila.

During the meeting, Frasco thanked the members of the board, and offered DOT’s assistance in the marketing and promotions of museums across the country, as well as the establishment of tourism circuits for museums so public knowledge and access to these museums could be in the mainstream.

“My personal presence here today, I hope, signals my intention to give the full support of the Department of Tourism to the National Museum of the Philippines and to all of your projects nationwide.

I wanted the support to be tacitly manifested by my physical presence and you can be rest assured that I will be your ally in the Department of Tourism,” Frasco said.

More Manila-Cambodia flights by September MANILA – Passengers of the Philippines will have more options going to Cambodia as flag carrier Philippine Airlines will mount additional flights from Manila beginning September 1.

According to the Manila International Airport Authority (MIAA), PAL is the only carrier that has a direct flight to Cambodia.

From the current four times a week schedule, five weekly flights between the Ninoy Aquino International Airport (NAIA) and Phnom Penh will be offered.

PAL is increasing its flight frequencies between Manila and Phnom Penh due to travel demand between the two capital cit-

ies, spokesperson Cielo Villaluna told the Philippine News Agency Tuesday night.

“We are also serving travelers between Phnom Penh and cities in the United States, Australia, Japan, and in other countries in the PAL’s network. Manila is a convenient connecting hub for (the passengers),” she said.

Starting September 1, the flight from Manila to Cambodia will be offered every Monday, Tuesday, Thursday, Friday, and Saturday at 9:50 p.m.

From September 2, the services from Cambodia to Manila will be at 12:45 a.m. every Tuesday, Wednesday, Friday, Saturday, and Sunday.

CITY OF SAN FERNANDO, Pampanga – The number of tourist arrivals in the province of Aurora reached over 650,000 in the first half of this year.

Data from the Aurora Tourism Office showed that a total of 653,054 tourists visited the province from January to June, an indication that the province’s tourism industry is on its way to recovery from the impact of the coronavirus disease (Covid-19) pandemic.
