INTRODUCTION: The report will identify and summarize the local financial incentive programs related to energy efficiency and renewable energy that are available in Bergen County, NJ effective July 1, 2021.

As a result of the NJ Clean Energy Act and subsequent actions by the NJ Board of Public Utilities, Bergen County, NJ residents, businesses, and governments are now able to access a variety of energy efficiency programs directly through their utility company. In 2018, Governor Murphy signed the NJ Clean Energy Act to fight climate change, reduce carbon emissions, create green jobs, grow the state’s economy, and improve health by creating a cleaner environment.

To help achieve these ambitious goals, the NJ Board of Public Utilities approved a variety of energy efficiency and renewable energy financial incentive programs. While in the past, such financial incentive programs were administered primarily by the NJ Clean Energy Program (NJCEP), now all local gas and electricity companies will offer complementary financial incentive programs directly to their customers. Effective July 1, 2021, these new programs enable the utilities to work directly with customers to achieve mandated reductions in energy demand.

This report will include all financial incentive programs administered by the NJCEP as well as all locally available energy efficiency and renewable energy financial incentive programs in Bergen County, NJ. The population of Bergen County will have access to programs from the NJCEP, PSE&G, and Rockland Electric Company. The report will explain which programs are administered by which entity and detail all available programs for energy efficiency and renewable energy for Residential, Multifamily, Commercial, Industrial, and Local Government buildings and properties.

Section 1: RESIDENTIAL PROGRAMS Residential New Construction (RNC) Administered By: New Jersey Clean Energy Program The NJCEP Residential New Construction (RNC) program seeks to increase the energy efficiency and environmental performance of new residential buildings constructed in NJ. Accordingly, the RNC program offers financial incentives to builders of new residential buildings to make them energy efficient.

The RNC program uses the Home Energy Rating System (HERS) to calculate a home’s achieved energy efficiency. In short, the lower the HERS Index score, the more energy efficient the home.

The RNC program offers varying levels of incentives, depending on which energy efficiency certification(s) are achieved based on the HERS Index score and other prescriptive requirements: •

U.S. EPA ENERGY STAR o An ENERGY STAR home is designed to use approximately 15% less energy than local code requires. The home must achieve a corresponding target HERS Index score (or demonstrate such energy savings via whole-building energy modeling) as well as comply with all ENERGY STAR mandatory requirements, checklists, and inspections. o All new residential buildings are eligible for ENERGY STAR, including multifamily apartment buildings of any height.

U.S. DOE Zero Energy Ready Homes (ZERH) o A ZERH home is designed to use approximately 40-50% less energy than the energy code. The home must achieve a corresponding target HERS Index score as well as comply with all ZERH mandatory requirements, checklists, and inspections. As a prerequisite, a ZERH home must also build in compliance with both ENERGY STAR and the U.S. EPA’s Indoor airPLUS program. o All new residential buildings are eligible for ZERH, except for multifamily apartment buildings that are six (6) stories or higher.

U.S. DOE Zero Energy Homes + Renewable Energy (ZERH+RE) o To earn this incentive level, a home must meet all ZERH requirements, with the additional requirement that 100% of the building’s modeled electric site energy usage must be met by renewable energy systems installed on site at the time of completion of the home. o All new residential buildings are eligible for ZERH+RE, except for multifamily apartment buildings that are six (6) stories or higher.

Incentive Amounts The table below (source: RNC website) displays the financial incentives depending on the home’s final certification level and energy savings. MMBtu (a unit of energy) refers to the incremental annual energy saved compared to the calculated annual usage of the baseline reference home (based on local code). Energy savings are calculated based on energy modeling (a computer simulation that estimates a home’s energy performance). Note: The higher the energy savings, the greater the incentive. Incentives are payable to either the developer/owner or the builder/contractor, except for the Rater Incentive that is payable to the HERS Rater certifying the home but may be forwarded.

Other Benefits Listed below are just some of the many other benefits of building a home and participating in the RNC program: • • • • •

Eligibility Newly constructed single family, multi-single (townhouse), and multifamily buildings are eligible for program benefits if the home or multifamily building will use natural gas and/or electricity as the primary heating fuel supplied by a New Jersey investor-owned utility (e.g., PSE&G or Rockland Electric Company). The RNC program will also accept any existing home undergoing substantial gut renovation or remodeling that meets specific criteria.

How To Participate To participate in the RNC, a developer/owner or builder/contactor works with a participating independent third-party verifier (HERS Rater), who analyzes and consults on the design of the home and then inspects and tests the home during construction.

The process of analyzing and consulting on the design should begin during Design Development stage, or earlier. So, developers/owners and builders/contactors should hire a HERS Rater at the beginning of the project.

Incentives are designed to partially offset the construction costs associated with building higher efficiency homes, as well as the costs of hiring a HERS Rater.

Level of Difficulty •

The RNC program enforces best practice requirements for heating and cooling, insulation, airsealing, framing, water management, credentialing, paperwork, etc., which are briefly discussed in the following sections.

Difficulty complying with best practice requirements is relative to team experience; if the design and construction teams are already implementing strong building science, fully local code compliant-designs, and energy efficiency features and materials, then compliance with requirements may be easy or just a matter of administrative paperwork.

However, if the design and construction teams are only complying with what the local code official requests, it’s possible that specifications may need upgrades, and/or construction teams will have to increase scope. Examples: o Possible design changes: Upgrades to heating and cooling equipment efficiency, insulation, windows, appliances. o Possible construction changes: Installing more caulk, foam, or other air-sealing materials; changes to framing techniques, insulation installation quality improvement.

Key Obstacles •

•

Inspections o Homes must be inspected at rough and final stage of construction. o Missing an inspection usually means the home cannot participate in RNC program. o Teams must be aware of all inspections and must include time for inspections and potential re-inspections. o The Blower Door Test (whole-house air leakage) and Duct Leakage Tests (air leakage of the heating and cooling system ductwork) can be moderately difficult, depending on the construction type and quality of contractors. In particular, smaller homes and smaller duct systems can have difficulty passing the tests. o Advanced framing techniques are generally required. If a construction team does not install framing correctly, it may be cost-prohibitive to correct the issue afterwards.

Documentation o The most significant burden is on the heating and cooling system designer and installer.

The RNC program requires both a design and installation checklist and both are required to be completed accurately. The installer also needs to be appropriately credentialed.

Comfort Partners Administered By: New Jersey Clean Energy Program

The New Jersey Comfort Partners Program is a free program that helps income-eligible customers implement cost effective measures which will reduce energy use, lower utility bills, and improve the comfort, health, and safety of the home.

Incentive Amounts The Comfort Partners Program is a completely free program but does not provide incentives directly. There may be additional incentive opportunities available through other programs once the energy-saving home improvements are made.

Other Benefits The Comfort Partners Program not only provides critical assistance to New Jersey residents in need, but it also teaches participants how to maintain good energy conservation habits through personalized energy education and counseling that will continue to help reduce energy bills.

Eligibility To participate in the Comfort Partners Program, a resident must live in New Jersey and must meet the income requirement of being below 250% of the Federal Poverty Guidelines.

Homeowners must own their home for a minimum of one year. Homes that are 0-5 years old or under builder’s warranty are also excluded from participating in the program.

How To Participate To participate in the Comfort Partners Program, the homeowner must complete the form linked at the website homepage below, and a representative will contact the homeowner. Program representatives work personally with customers to evaluate the home’s current level of energy efficiency. They take note of all factors that affect energy use – including home heating and cooling, water heating, lighting, and major appliances. In most cases, program representatives install energy-saving home improvements such as added insulation, caulking, weatherstripping, energy-saving showerheads, light bulbs, and more.

Level of Difficulty Participating in the program is straightforward since it essentially only involves contacting and cooperating with the New Jersey Clean Energy Program. However, the difficulty of making any actual improvements to the home will vary based on the representative's findings.

Key Obstacles There are no major obstacles to participation. The key to successful participation is to ensure eligibility.

Electric Vehicle Incentive Program – Charge Up New Jersey Administered By: New Jersey Clean Energy Program New Jersey is continuing to lead the way in promoting electric vehicle support. The transportation sector accounts for 46% of the state’s net greenhouse gas emissions, which makes it the largest emissions source. On January 17, 2020, Governor Murphy signed into law (P.L. 2019, c 362) “The Electric Vehicle Act”, which established the State’s goals for the use of plug-in EVs and the development of supporting plug-in EV charging infrastructure. Governor Murphy has set a goal of registering 330,000 EVs in New Jersey by 2025, and at least 2 million EVs registered by 2035. The programs below are designed to encourage EV adoption in New Jersey.

Charge Up New Jersey Program The Charge Up New Jersey incentive program promotes electric vehicle adoption in New Jersey by offering New Jersey residents incentives of up to $5,000 when they buy or lease an eligible new EV. The goal is to provide an incentive that brings EVs into the same price range as their internal combustion engine counterparts and helps prospective car buyers consider EV as a feasible option when making an informed purchasing decision.

Incentive Amounts New Jersey residents can receive up to $5,000 when they buy or lease an eligible new EV. Residents can take advantage of the Charge Up New Jersey incentive directly at the car dealership or showroom and apply the incentive instantly to their purchase or lease at the point-of-sale.

•

The total incentive amount for an eligible vehicle equals $25 per mile of EPA-rated allelectric range, as determined by the US Department of Energy. o Example: The 2020 Toyota Prius Prime Plug-In has 25 EPA-rated all-electric miles of range.

(25 all-electric miles) x ($25) = $625 incentive

•

Vehicles with an electric range of over 200 miles are eligible for the maximum incentive of $5,000. o Example: The 2020 Hyundai Kona EV has 258 EPA-rated all-electric miles of range, but the incentive is capped at $5,000. The Kona EV is eligible for a $5,000 incentive.

Other Benefits Listed below are just some of the many benefits of owning or leasing a zero-emission or hybrid electric vehicle and participating in the Charge Up New Jersey program: •

Eligibility An eligible vehicle for the Charge Up New Jersey program must be: •

A new battery electric or plug-in electric vehicle – purchased or leased after 7/6/2021

Have a Manufacturer Suggested Retail Price (MSRP) below $55,000

•

Registered in the program applicant’s name in the State of New Jersey

How To Participate Claiming the incentive is straightforward. Select an eligible vehicle, find an eligible dealer, and then apply for the incentive at the point-of-sale with the dealer.

Level of Difficulty There is generally nothing difficult about participating in the Charge Up New Jersey Program. The resident applies for the incentive directly at the car dealership or showroom once they purchase or lease their EV. Key Obstacles There are no major obstacles to participation. Only new EVs registered in New Jersey qualify, so the key to successful participation is to ensure eligibility.

Electric Charging Station Incentive Program Administered By: PSE&G

This Electric Vehicle Program aims to support and facilitate the development of smart charging infrastructure. The Program is designed to serve a wide range of customers and sectors including Residential, Mixed-Use, and Public DC Fast Charging. Customers will be responsible for the cost of the EV charging unit but not for the make ready infrastructure that is needed to operate EV chargers. In short, “make ready infrastructure” is all of the behind the scenes pre-wiring of the electrical infrastructure that ensures a site is ready to accommodate an EV charging station. Work on the utility side of the meter is known as pole to meter (PTM) and work on the customer side of the meter is known as behind the meter (BTM).

Incentive Amounts Residential Customers: •

Up to $1,500 toward the behind meter installation of a residential Level 2 charger

•

Up to $5,000 of pole to meter utility service upgrades

•

Credit on charging during off-peak periods to help lower the bill

Level 2 Mixed-Use Commercial Customers: •

Up to $30,000 toward the behind the meter installation of commercial Level 2 chargers

•

Up to $10,000 for pole to meter utility service upgrades

•

Note: The incentive is calculated based on the number of chargers installed; this subprogram offers up to $7,500 per charger installation for up to 4 chargers per site

Public DC fast charging Customers: •

Up to $100,000 per site for behind the meter installation costs for DCFC chargers

There are also additional EV incentive programs that are available to eligible applicants. The New Jersey Department of Environmental Protection provides grants through the It Pay$ to Plug In Program. The grants are offered on a first-come, first-served basis and are used to offset the cost of purchasing and installing EV charging stations.

Other Benefits Investing in smart charging infrastructure will accelerate the transition to a cleaner, healthier, and more equitable future. Investing in charging stations will also save New Jersey residents thousands of dollars on gasoline each year.

Level of Difficulty If a project was already intending on installing electric vehicle charging stations, participation in the program is straightforward. Simply contact PSE&G at the email address shown above to begin the process.

However, if a project design does not include charging stations but is considering adding them, the project team should ensure to engage the proper design professional(s). Adding charging stations to a project could involve electrical engineering, civil engineering, geotechnical engineering, legal considerations, permitting, and other design changes- again, please consult with the appropriate design team professional(s).

Efficient Products – Appliances, Lighting, and HVAC Administered By: PSE&G and Rockland Electric Company

PSE&G and Rockland Electric Company offer rebates for all types of home appliances, lighting, heating, cooling and ventilation equipment. This includes air purifiers, dehumidifiers, clothes washers & dryers, refrigerators, smart thermostats, air conditioners, water heaters, fans, and other items.

Incentive Amounts The rebate amounts vary based on the type of appliance, lighting, or HVAC equipment as well as based on the utility company. As an example, rebates for a room air conditioner start as low $15 and rebates for a heat pump water heater can be up to $750. In some instances, increased rebate amounts may be available for Low to Moderate Income (LMI) residents.

Other Benefits Other benefits include saving energy and money on utility bills, home comfort, automated controls for convenience with smart thermostats, and helping the planet.

On-bill financing may also be available.

Eligibility All residential customers of the utility company are eligible.

Some rebates are limited to a certain number of redemptions per household. Eligibility for increased LMI Incentives is based on census-tract, participation in qualifying safety net program, or if customer’s income is not more than 400% of the Federal Poverty Guidelines.

For HVAC Equipment: To get started, contact a PSE&G/Rockland Electric Company participating contractor who can help guide you through the process, provide information about on-bill financing options, install your equipment, and provide you with an instant rebate once the installation of your new highefficiency unit(s) is complete.

Level of Difficulty Participation in the program is very easy. Often the rebate is applied at checkout (either online or with an instant coupon at participating retailers). In other cases, the process to apply after purchase is relatively simple. Participating contractors in the HVAC program will walk you through the entire process and manage everything.

Key Obstacles Rebates are limited to eligible product options; consult the relevant utility websites for lists of eligible appliances, lighting, and HVAC equipment.

Appliance Recycling Rebates Administered By: PSE&G and Rockland Electric Company

PSE&G and Rockland Electric Company will come pick up your old refrigerator, freezer, room air conditioner, or dehumidifier. They will also pay you a small rebate for each piece of equipment.

This is an easy way to responsibly recycle old energy-wasting appliances and get paid doing it.

Incentive Amounts •

$50 for each refrigerator or freezer

$25 for each room air conditioner or dehumidifier picked up with refrigerators or freezers

Other Benefits Benefits include saving energy and money on utility bills (estimated up to $150 in annual energy savings), as well as helping to create an overall greener future for society.

Eligibility Being a residential electric customer of PSE&G or Rockland Electric Company is required. A refrigerator or freezer must be between 10 to 30 cubic feet in size, and in working order.

Home Weatherization Program for Income Qualified Customers Administered By: PSE&G and Rockland Electric Company

PSE&G and Rockland Electric Company provide free inspection, consultation, and upgrades to income-qualified customers. The upgrades include installation of smart thermostats and insulation, air sealing of windows, doors, and ductwork, as well as tune-ups of heating and cooling equipment.

Incentive Amounts The program includes a free assessment and recommendations, along with up to $7,500 in energy efficiency, health, and safety improvements. These improvements include smart thermostats, insulation, air sealing of windows, doors, and ductwork, tune-ups of heating and cooling equipment, and more. The program also includes installation of free LED lighting products and hot water conservation measures like pipe insulation and low-flow showerheads.

Other Benefits Benefits include saving energy and money on utility bills, home comfort, making the home a safer and healthier environment, automating controls for convenience with smart thermostats, and helping the planet.

Eligibility You must be a PSE&G residential electric or gas customer to participate in PSE&G program. The program allows one energy efficiency inspection per residence, per year. You must be a Rockland Electric Company residential electric customer to participate in Rockland Electric Company program. To participate, your household income must not exceed 400% of the Federal Poverty Guidelines. See the chart below for corresponding income limits.

Customers that are below the Minimum Household Income may be eligible for the NJCEP Comfort Partners program, for which eligibility is limited to household income up to 250% of the Federal Poverty Guidelines.

Customers that are above the Maximum Household Income should consider PSE&G or Rockland Electric Company Home Performance with ENERGY STAR program for comprehensive energy audits and energy efficiency improvements.

Benchmarking is a process that evaluates the energy performance of a building, in comparison to similar buildings. The NJCEP’s Benchmarking program will assist with assessing a participant’s building, including tracking actual energy usage and providing a detailed report with valuable information on potential energy-related improvements.

Incentive Amounts There are no financial incentives directly associated with the Benchmarking program; however, the Benchmarking report will identify other NJCEP incentive programs that could apply to the project.

Other Benefits The Benchmarking program provides specific data about a building’s energy performance.

Owners or building managers can use this data to identify performance issues. For example, if the building’s energy usage is found to be higher than expected, a building manager could initiate a more comprehensive effort to identify which component/system/area of the building is not performing as expected.

New Jersey Law A3723 requires commercial buildings 25,000 sq.ft. and larger to complete benchmarking, effective in 2023. Completing benchmarking earlier than this deadline will set a building up for success, and familiarize teams with the process early.

Eligibility In general, the program accepts all non-residential buildings, as well as residential buildings with 7 or more floors above ground. A building with 4-6 floors above ground and central heating/cooling is also eligible. Buildings with fewer than 4 floors above grade may seek to apply for an exception in order to participate.

Large Energy Users Administered by: New Jersey Clean Energy Program The Large Energy Users Program (LEUP) is designed to incentivize owners or users of large commercial and industrial (C&I) buildings to upgrade or install energy conserving measures in existing buildings and to help offset the capital costs.

Incentive Amounts The program has a minimum incentive commitment of $100,000. Projects with incentives below the threshold will be redirected to other programs for C&I customers. The incentive will be paid upon project completion and verification that all project requirements are met.

The program will offer an incentive per entity and per project, which will be the lesser of the following: •

Eligibility To qualify as a Large Energy User, entities or applicants must have paid a minimum of $5,000,000 in total annual energy costs via gas or electric bills from investor-owned NJ utilities in the prior year. To be considered for the incentive, the average billed peak demand of all facilities submitted in the Draft Energy Efficiency Plan (DEEP)/Final Energy Efficiency Plan (FEEP) must meet or exceed 400 kW and/or 4,000 DTh. New construction and major rehabilitation projects are not eligible under this program.

How To Participate The Large Energy Users Program is available on a first come, first serve basis to existing buildings owned by C&I entities.

Program Enrollment: The applicant completes and submits the Pre-Qualification Application and Contribution Calculation spreadsheet to the Program Manager for review and enrollment approval. Applicants must submit their first energy plan to the program no more than 3 months after the approval of their Enrollment application. The initial energy plan may be either a Draft Energy Efficiency Plan (DEEP) or Final Energy Efficiency Plan (FEEP). The DEEP submission is optional, applicants may skip the DEEP submittal and proceed directly to the FEEP. Submission of DEEP: The applicant submits a draft report with high-level project details to reserve their incentive.

Submission of FEEP: The applicant submits a complete report with project details fully supported by appendices including savings calculations, specification sheets, cost quotes, measurement and verification (M&V) plan and other project documents for formal incentive commitment. The FEEP must be submitted no later than 3 months from date of the DEEP approval letter, if a DEEP was approved, or from the date of the Enrollment approval.

Confirmation of Installation: Upon completion of installation, the applicant submits a closeout package including as-built scope of work, project invoices, M&V report and other necessary documents to the Program Manager for review and payment authorization. Energy Conservation Measures (ECMs) must be fully installed no later than 12 months from approval of the FEEP. The Program Manager may grant up to two extensions, with each extension for a period of up to 6 months with satisfactory proof of project advancement.

Level of Difficulty The requirements of the LEUP are challenging. In addition to the eligibility requirements, projects must submit a DEEP/FEEP, and are subject to on-site inspections. The DEEP/FEEP is a comprehensive document, and will require dedicated attention and involvement from experienced professional(s) and the design team(s).

Local Government Energy Audit (LGEA) Program Administered By: New Jersey Clean Energy Program The Local Government Energy Audit (LGEA) Program helps local government agencies, state contracting agencies, public agencies, state colleges and universities, and select non-profit agencies to examine their facilities and see how they can reduce their energy use. The purpose of the energy audit is to provide applicants with information on how their facilities use energy, identify energy conservation measures (ECMs) that can reduce energy use, and put applicants in a position to implement those ECMs. Incentive Amounts The LGEA Program will subsidize 100% of the audit cost, up to an annual cap of $100,000 ($300,000 for hospitals). After the audit is complete, the participating entity will receive a list of recommended, cost-effective energy conservation measures (ECMs) and facility upgrades that will reduce operating expenses. Many of the recommended ECMs are eligible for additional incentive opportunities through other of New Jersey’s Clean Energy Programs, including the Energy Savings Improvement Program (ESIP).

Other Benefits Once the audit is complete, the participant will have a list of recommended, cost-justified ECMs and facility upgrades that will help reduce operating expenses and, in many cases, improve the health and productivity of the buildings’ occupants.

The SmartStart program works by promoting prescriptive energy efficiency requirements for equipment installations. At a high level, if a project installs equipment that meets the efficiency requirements, the project earns an incentive. Essentially, CTEEPP’s goals are the same as SmartStart, but CTEEPP is geared toward projects interested in pursuing multiple categories of SmartStart incentives, as well as groups of properties that would like to submit a combined request for incentives rather than a long list of individual applications.

One added benefit that CTEEPP offers above SmartStart is the availability of Technical Assistance incentives, which can offset the project’s soft costs.

Incentive Amounts CTEEPP incentives are essentially equivalent to SmartStart’s incentives, with the one addition that the Technical Assistance incentive is available.

The Technical Assistance incentive is equal to 50% of the project’s soft costs, up to a cap of $10,000 per application.

Other Benefits Participants will have confidence that the installed materials/equipment are energy-efficient, and will reduce operating costs over the lifetime of the building.

Pay for Performance – New Construction Administered By: New Jersey Clean Energy Program The goal of the Pay for Performance New Construction (P4P NC) program is to incentivize and support whole-building energy savings for new construction projects. The program provides financial incentives, technical resources, and third-party quality assurance.

The program works by confirming that a new construction project is designed and built to reduce energy consumption compared to a building only built to comply with minimum code requirements. Project teams must work with a P4P Partner- an entity who is trained and familiarized with the P4P NC documentation, requirements, and processes.

Based on the Partner’s guidance, the design team begins making informed decisions at the schematic design stage, or earlier. As design progresses, the Partner coordinates the creation of a preliminary energy model: a computer simulation of the project that approximates the future energy-related performance of the building to be built. Based on the design information, this energy model can make an estimated prediction of how much energy the building will use.

As design nears completion, the design team submits an Energy Reduction Plan, which is a document thoroughly describing the energy-efficient measures that the project will incorporate, as well as the estimated energy savings as shown in the energy model.

In contrast to SmartStart, P4P NC takes a more holistic, extensive analysis of the project’s energy efficiency; however, in return, the P4P NC incentive structure (in general) provides higher incentives.

Incentive Amounts The P4P NC program offers varying incentive amounts, based on the project’s energy savings compared to ASHRAE Standard 90.1-2016 (which is the minimum energy code in NJ). Incentives are broken down into 3 Tiers- Tier 1 is the lowest amount, Tier 2 is higher, and Tier 3 is the maximum incentive amount available. Multifamily projects must achieve 15% energy savings compared to ASHRAE 90.1 in order to earn Tier 1 incentives; other building types must achieve 5% energy savings compared to ASHRAE 90.1 in order to earn Tier 1 incentives.

A Partner should be contacted as early in design as possible (schematic design or earlier), in order to maximize incentives, and to maximize the benefits of informed decision-making.

Level of Difficulty The P4P NC program’s difficulty is high in comparison to NJCEP’s other Commercial and Industrial programs. For teams that are familiar with only building to meet minimum code requirements, the P4P NC program will likely be a major hurdle, requiring significant specification upgrades, such as: mechanical equipment, lighting, insulation, and/or windows.

However, if the design team is already familiar with energy-efficient construction that goes above and beyond minimum code requirements, it is possible that a project may participate with relative ease. Given the complexity and uniqueness of each project, the critical point is to contact a Partner who can provide feedback regarding each project’s viability to participate in the P4P NC program.

An additional factor to consider is the design team’s openness to consider integrative design changes. Depending on the team’s scope, timeline, and other factors, design teams may express reluctance to incorporate energy-efficiency design changes. Project owners should ensure that design team members include the proper scope of work to work collaboratively on the design to comply with P4P NC.

Key Obstacles Hard cost increases, including upgrades to construction materials and equipment, may be necessary in order for a project to comply with P4P NC. Although the objective of the P4P NC incentives is to offset these costs, in some scenarios, it may be cost-prohibitive to proceed.

Similarly, a project may experience the need to increase soft costs, including time investment from all parties, as well as design team members’ scopes of work and fees. Again, the P4P NC incentives will offset these costs to some extent.

In general, the project must stay reasonably close to its estimated timeline at the design stage.

The P4P NC program manager may grant extensions up to a certain point, but if the project delays too long for any reason, the project may have to re-apply under a future fiscal year.

Funding availability and technical requirements may change in future fiscal years.

Complying with critical specification requirements is another key obstacle- one common item is the requirement for lighting to be ENERGY STAR/DLC qualified. It is critical to communicate with the design team and ensure that team members are fully clear about design requirements such as this lighting requirement.

Combined Heat & Power – Fuel Cell Administered By: New Jersey Clean Energy Program The Combined Heat & Power Program is designed to boost energy efficiency through on-site power generation and productive use of waste heat, which will reduce existing and new demands to the electric grid. The Board of Public Utilities seeks to accomplish this goal by providing generous financial incentives for Combined Heat & Power (CHP) and Fuel Cell (FC) installations.

CHP, also known as cogeneration, is the concurrent production of electricity and useful thermal energy (heating and/or cooling) from a single fuel source, such as natural gas. Useful thermal energy is energy in the form of direct heat, steam, hot water, or other thermal form that is used for heating, cooling, or any other process that would require electricity consumption. Waste Heat to Power (WHP) projects can also be treated as CHP projects. WHP is the process of capturing waste heat discharged as a byproduct of a process and using that heat to generate power. Fuel Cells produce electricity through an electrochemical reaction with a fuel source.

Incentive Amounts Incentives are paid per project site. The maximum incentive will generally be limited to 30% of the total project cost. Incentives vary based on CHP-FC technology, type, project size, and total project cost. A chart illustrating incentive structure can be found on the Combined Heat & Power homepage linked below.

Projects will receive incentives in three partial payments. The first incentive will be paid upon proof of purchase of equipment. The second payment will be paid upon project installation and operation, including successful inspection. The remainder of the project incentive will be paid upon acceptance and confirmation that the project is achieving the required performance thresholds based on 12 months of continuous operating data demonstrating the system meets program requirements.

These facilities typically have the ability to island themselves from the electrical distribution system, becoming self-sustaining and potentially operate independently of the grid in the wake of extreme storm events that result in power outages to provide power to critical facilities.

Eligibility The CHP-FC program is open to all New Jersey-based commercial and industrial (C&I) customers paying into the Societal Benefits Fund. (The Societal Benefits Fund is a charge that utilities include in their rates for the funding of programs such as low income programs, nuclear decommissioning, and funding for energy efficiency and renewable energy programs.)

The CHP or FC must be new, commercially available, stationary, and permanently installed on the customer side of the meter. The systems must operate a minimum of 5,000 full-load equivalent hours per year (i.e. run at least 5,000 hours per year at full rated kW output). CHP systems with waste heat utilization must achieve an annual system efficiency of at least 60% Higher Heating Value (HHV). FC systems must achieve an annual system efficiency of at least 40% HHV. Natural gas, biopower, mixed-fuel (e.g. part biogas, part natural gas) CHP or FC, as well as hydrogen FC are eligible.

How To Participate To participate in in the CHP-FC Program, all submittals must be signed by a New Jersey licensed Professional Engineer (PE) certifying that the information is accurate to the best of their knowledge. Applications must then be submitted via email directly to CHP@NJCleanEnergy.com.

Level of Difficulty If a project was already strongly considering cogeneration as an essential component, the technical difficulty of participating in the CHP program may be minor to moderate. Many typical CHP systems meet the efficiency requirement. However, completing the required documentation requires some technical understanding of the CHP system to be installed- for example, the required Application Workbook requires inputting system performance and efficiency metrics that may not be straightforward to determine without prior experience. Working with an experienced Trade Ally as well as a professional design team should aid with completion of the Application.

Key Obstacles Costs for design, material and equipment purchase, and installation can be a significant obstacle.

Depending on the specific system and design, costs can be in the order of magnitude of $500,000 to upwards of $1,000,000. If a project was not already considering cogeneration as an essential project component, the cost may be prohibitive, even factoring in the available incentives.

In addition, the final Incentive payment is not paid until 12 months after installation and operation, plus additional time for processing by NJCEP. CHP equipment also needs trained professionals to ensure proper operation and maintenance, even after installation. Depending on the specific system, a project may not be planning to provide training or staff with experience to manage this type of complex system.

DER Microgrid Feasibility Studies Administered By: New Jersey Clean Energy Program Distributed energy resources (DER) can provide power locally to an area where the electricity is consumed. Distributed generation (DG) technologies generate power locally, minimize line losses, allow for greater cost control, and enable islanding and black start capabilities. Microgrids are one type of distributed generation. As defined by the U.S. Department of Energy, microgrids are “localized grids that can disconnect from the traditional grid to operate autonomously and help mitigate grid disturbances to strengthen grid resilience. A community microgrid is a small-scale power grid that is specifically designed to meet some of the energy needs of a community and has definable boundaries.”

The goal is to provide communities with reliable and resilient energy that will not only keep the lights on during “blue sky” days but also during emergencies.

Incentive Amounts The application submittal must be approved by the Board. The Board will issue a Notice to Proceed to confirm the availability and commitment of funding. Phase 1 funding is capped at a maximum of $200,000. All payments for the Phase 1 Feasibility Incentive will be made after the completion and acceptance of the final report. It is important to note that the Board has sole discretion over the approval of projects, awards of incentives, and may chance criteria or available funding at any point during the duration of the program.

Eligibility The applicant must be a State or Local government entity and the project must include multiple critical facility customers in a single municipality developed as an advanced microgrid. The advanced microgrid must have a critical buildings and customers that can provide essential services and emergency services under “black sky” conditions in a cost-effective manner, as well as operate in a cost-effective manner 24/7 under “blue sky” conditions.

Applicants must demonstrate a firm understanding of the technical and power infrastructure needs of each critical facility stakeholder. This includes initial early stage studies of the overall Town Center’s energy needs both electric and thermal, the types of DER technologies, interconnection technologies, utility requirements, and initial microgrid cost/benefit modeling.

This Program is NOT for early stage planning needs and such studies will not be funded.

How To Participate A Town Center DER Microgrid applicant must submit an application that includes a project description and illustrates all technical requirements are being met. The exact list of Program technical requirements is linked below.

Level of Difficulty There have not been many projects that have participated in the DER Microgrid Feasibility Studies Program. NJCEP works with each project on a customized, specific basis. Therefore, each project’s difficulty is unique. However, at a high level, participation in the program will require extensive communication and coordination with NJCEP, including various design team members/professionals. Program participation as an add-on afterthought to a project is not recommended.

Energy Savings Improvement Program (ESIP) Administered By: New Jersey Clean Energy Program The Energy Savings Improvement Program (ESIP) is a funding mechanism used to finance energy efficiency upgrades at public institutions throughout New Jersey. ESIP can help accomplish any retrofit strategy without having to budget the upfront cost by allowing a public entity to use energy savings to pay for the cost of energy-related capital upgrades.

Incentive Amounts By using ESIP financing, public entities will be able to finance building energy upgrades in a way that ensures the operating costs will be lower than the costs savings projected from the energy conservation measures (ECMs). The ESIP law also allows local government units to use “Energy Savings Obligations” to pay for the ECMs. This means that the ECMs are funded based on how much energy they are predicted to save over time.

In addition to energy savings, there are additional incentives available through the New Jersey Clean Energy Program that can reduce the cost of energy efficiency equipment and upgrades for local government units.

Other Benefits The ESIP law provides all types of government entities – from school boards to municipalities to state governments – with a flexible tool to lessen their environmental impact, save money, and reduce their energy usage for minimal costs.

Electric Vehicle Incentive Program – Clean Fleet EV Incentive Program Administered By: New Jersey Clean Energy Program New Jersey is continuing to lead the way in promoting electric vehicle support. The transportation sector accounts for 46% of the state’s net greenhouse gas emissions, which makes it the largest emissions source. On January 17, 2020, Governor Murphy signed into law (P.L. 2019, c 362) “The Electric Vehicle Act”, which established the State’s goals for the use of plug-in EVs and the development of supporting plug-in EV charging infrastructure. Governor Murphy has set a goal of registering 330,000 EVs in New Jersey by 2025, and at least 2 million EVs registered by 2035. The programs below are designed to encourage EV adoption in New Jersey.

Clean Fleet EV Incentive Program The Clean Fleet Electric Vehicle Incentive Program provides local and state governments the support they need to transition their fleets to EVs. The New Jersey Board of Public Utilities is offering $7 million of grants to fund the purchase of purchase EVs and related charging infrastructure. The expansion of the Clean Fleet Electric Vehicle Incentive Program allows for increased vehicle caps as well as increased charging station caps.

Incentive Amounts The incentive program will award grants based on the availability of funds. Approved applicants will receive one $1,500 grant toward the purchase of a dual-port Level-Two charging station and up to two $4,000 grants toward the purchase of a battery electric vehicle. NJBPU staff will accept applications until funds are exhausted. Awards will be in the form of reimbursement, based on proof of purchase of a new eligible vehicle and/or charging station.

Grants are awarded on a rolling basis, with priority given to applicants who: •

The Program will then proceed with installation of the identified upgrades- the up-front cost is fronted by the utility program, and a portion of these costs are repaid to the utility program over time on monthly utility bills.

3. Once the administrator approves the application, install the measures as identified in the application. Keep all documentation on file, including invoices, purchase orders, work orders, etc.

4. Submit final application, including invoices showing material and labor cost breakdowns.

The administrator will review, and potentially request final inspection. Pending final approval, the incentive will be mailed.

Level of Difficulty In terms of the measures/equipment to be installed, the Prescriptive program is not challenging to participate in. The most difficult component of the Prescriptive program is to ensure that the applications and supporting documentation are completed fully and accurately.

Key Obstacles Compiling the required documentation for the applications, although not overwhelmingly difficult, does require some time and a moderate understanding of the installed measures. For example, if submitting an application for incentives for HVAC equipment, the application form asks to provide some mild technical information about the equipment, such as its efficiency ratings and specifications. Much of this information can be found on manufacturer documentation, but in some cases a professional would be best suited to input the information into the application- especially if project has an extensive list of measures/equipment.

Owners and/or project teams will also need to make sure documents are kept neatly, including equipment/measure cut sheets, as well as copies of utility bills and the W-9 form.

Section 3: RENEWABLE ENERGY Successor Solar Incentive (SuSI) Program Administered By: New Jersey Clean Energy Program The Successor Solar Incentive Program is a program that provides solar incentives to qualified solar electric generation facilities. The Program is comprised of two sub programs: 1. Administratively Determined Incentive (ADI) Program – a fixed incentive payment for net metered solar projects of 5 MW or less – including all residential customers and most commercial and industrial buildings and all community solar installations.

2. Competitive Solar Incentive (CSI) Program – will provide competitively set incentive values for grid supply projects and net metered non-residential projects greater than 5 MW. The Program’s two-part approach is designed to provide incentives for a variety of project types.

Incentive Amounts The ADI Program is based on the idea that there should be a fixed “schedule” of incentives, differentiated by market segment, and denominated in $/MW hour, which is established by the Board and updated on a regular basis. Once a solar project is approved to receive a given incentive level, this level remains fixed for the project’s qualifying life, which for this program, is proposed to be 15 years. Doing so, will ensure that the incentive values are tailored to meet the needs of different types and sizes of projects.

The ADI Program accepts new registrations for each market segment on a first-come, first-served basis until the MW block for that market segment is fully subscribed. There will not be a waiting list, but projects can check the current available capacity for each market segment on the ADI online portal.

Other Benefits Once the program is fully implemented, solar energy is expected to generate approximately 10% of New Jersey’s total electricity needs. By establishing the SuSI Program, New Jersey is also growing its network of employment in the “green” sector and producing cleaner air for all residents. Additionally, the Program will provide significant electricity savings to customers that choose to invest in solar.

Community Solar Administered By: New Jersey Clean Energy Program Community solar will enable homes or businesses who had previously been unable to go solar, due to a variety of factors including costs, unsuitable roof, or lack of roof control, to have access to local clean energy and savings on their electrical bills. A community solar project is a solar array whose output is divided among multiple participants, known as subscribers. Subscribers are often down the road, across town or even across the state from the array they are subscribed to. Households that participate in a community solar project will receive a bill credit on their utility bill for their participation.

Incentive Amounts Community solar projects selected to participate in the program will be eligible to apply to the Successor Solar Incentive (SuSI) Program. The SuSI Program will serve as the new permanent solar program for providing solar incentives to qualified solar electric generation faculties.

Other Benefits Community solar arrays are a great option because they can be installed almost anywhere.

Although projects cannot be located on preserved farmland, other great options would be rooftops, parking lots, brownfields, landfills, and impervious surfaces. Listed below are just some of the many benefits of participating in a Community Solar project: •

For reference, 5 MW could power up to approximately 1,250 homes.

How To Participate Anyone who is an electric utility customer in New Jersey can participate in a Community Solar Project. To start a project, there are three important roles that need to be filled.

•

Site Host – A site host has available land that is well positioned to capture solar energy. The project can either be the first solar array on site or can be placed adjacent to an existing array. The site host will then need to partner with a developer and rent or sell the land being used for the solar project.

•

Developer – The developer will be responsible for the application, building, and maintenance of the solar array. The developer and/or its partners are also responsible for signing up subscribers.

•

Subscriber – A subscriber is a home or business that wants to use renewable energy but does not have a solar array on site. A subscriber can either pay a monthly subscription or purchase a piece of a system upfront. Every project will have its own fees and contract.

Level of Difficulty Difficulty in participation is fairly high. Participation in the Community Solar program is not something that could be easily added on to a project as an afterthought; it must be a commitment from all involved parties.

Key Obstacles Coordination and communication across all project team members (site host, developer, and subscriber) are critical obstacles. Teams must also ensure proper permits are obtained.

Offshore Wind Administered By: New Jersey Clean Energy Program In 2020, New Jersey developed the Offshore Wind Strategic Plan (OWSP) to help achieve the State’s plan of generating 7,500 megawatts (MW) of offshore wind energy by 2035. Offshore wind energy is the clean and renewable energy obtained by the force of wind that is produced out at sea. In short, the wind turns the blades of a turbine around a rotor, which spins a generator, which generates electricity. This plan will pave the path to power over 3.2 million homes and meet 50% of the state’s electricity needs.

Incentive Amounts The incentive amount for participation is not a simple equation. Incentives are available based on each solicitation from the NJCEP. Details regarding future incentive amounts will be available once future solicitations are released.

Level of Difficulty As major wind projects come to New Jersey and the rest of the East Coast, it is essential to build a thoughtful and proactive roadmap. Implementing wind energy in a cost-effective manner while also developing the necessary infrastructure in a way that protects the state’s natural resources can be challenging.

Key Obstacles Offshore wind development is technically complex and capital-intensive. The industry includes a large network of global, regional, and local supply chain manufacturers and suppliers. There are many moving parts that cover a vast footprint – such as the offshore waters, coastal ports, onshore electrical grid interconnections and the transmission infrastructure that transports the electricity to the ratepayers. Offshore wind development should be developed in a careful and responsible fashion that will build a new economy but also protect New Jersey’s valuable coastal and marine resources.
