Learning Objectives

• Evaluate potential participation as a Level IV Trauma Center.

• Describe EMS operations and how rural hospitals may collaborate to create efficiencies in caring for critically ill patients in the proper location.

• Elaborate on the impact of these changes, Georgia taxpayers’ enthusiasm for the RHO tax credit, and the need to accelerate outreach efforts to potential contributors.

• Recognize the forces driving CMS value-based initiatives.

• Articulate strategies to support the mental and physical wellbeing of employees to help them deliver quality care and patient experience to the community.

We are pleased to offer several types of continuing education (CE) credit to attendees. Please note that to receive CE credit you will need to complete an evaluation survey, which will be emailed to you after the meeting. This survey will include an attestation that you attended each portion of the meeting for which you are claiming CE hours and must be completed by Sept. 30.

Hospital Leadership Training Program: This activity is approved by the Georgia Rural Health Innovation Center to qualify for up to 9.5 Recertification Units for registered participants in the GHA and Georgia Southern University Hospital Leadership Training Program. Participants can also attend a live session of the 1-hour review of the original standards to fully meet recertification requirements.

ACHE: By attending the 2022 Center for Rural Health Annual Meeting offered by Georgia Hospital Association, participants may earn up to 10.5 ACHE Qualified Education Hours toward initial certification or recertification of the Fellow of the American College of Healthcare Executives (FACHE) designation.

Nursing Home Administrators: The Georgia Hospital Association Research & Education Foundation is an approved provider of nursing home administrator credits as a professional trade association in longterm care under Ga. Comp. R. & Regs. 393-13-.02, (1) (a). Approved for 10.5 contact hours.

Workers are looking for more flexibility and are not accepting the typical shift work jobs. Hospitals will need to modify their recruitment and retention strategies to appeal to workers looking for this lifestyle.

Speaker bio Dr. Deirdre Baggot is one of the nation’s most respected voices in health care payment reform. After spending 10 years in academic health care, first at Northwestern Memorial Hospital and later at the University of Michigan, she went on to pioneer the development of bundled payments as the leader of the CMS Acute Care Episode (ACE) bundled payment demonstration at Exempla Healthcare in Denver. These care model transformation initiatives have led to reduced costs, improved quality, and better patient experiences.

Georgia Trauma Commission - Level IV Administrators

TheGroupRural Trauma Training Course, in conjunction with the Trauma Commission and the Level IV Administrators Group, is designed to assist rural hospitals in the initial triage of trauma patients. Emanuel Medical Center, in collaboration with the US Military, developed M.A.R.C.H.: Massive Hemorrhage, Airway, Respiration, Circulation, Hypothermia. M.A.R.C.H. is an evidence-based approach to treating trauma patients that determines the treatment priority of certain injuries to ensure the best patient outcomes.

Speaker bio Damien Scott, PT, MBA, MS has served as the chief executive officer at Emanuel Medical Center since November 2014. Damien has 24 years of experience in health care, including teaching, physical therapy, and administration. He serves as a member of the State Office of Rural Health advisory board, a regional trustee of GHA’s Center for Rural Health, chair of the Georgia Hospital Health Services board, and board member for the Emanuel County Chamber of Commerce. He earned a bachelor’s degree and master’s degree in biology and a degree in physical therapy from the University of New Mexico. He earned an MBA from Georgia Southern University in 2018. Damien and his wife, Heather live in Statesboro, Georgia. He has a daughter at Mercer, a son at Georgia Southern University and another daughter at Trinity Christian School. Damien’s interests outside of work include family, church, competitive swimming, birding, and travel.

This session will focus on federal legislative and regulatory initiatives that affect rural hospitals. Speaker bio Lisa Kidder Hrobsky, senior vice president, legislative and political affairs, oversees legislative advocacy initiatives, grassroots efforts and the AHAPAC engagement activities for the Association. A 17-year veteran of the AHA and member of the executive management group, Kidder Hrobsky is a key spokesperson for the AHA with Congress, the media, and other stakeholders.

Previously, Kidder Hrobsky served as the president and CEO of the Idaho Hospital Association, where she led the association in its mission to strengthen their hospital and health systems’ viability to serve their communities. Earlier in her career, Kidder Hrobsky worked on Capitol Hill in several positions, including for the Senate Special Committee on Aging, working on issues of health care, Medicare and Medicaid policy.

American Hospital Association Federal Update

Courtney Terwilliger, EMS Director, Emanuel County EMS Emergency Medical Services and rural hospitals are facing similar workforce and resource limitations. Creating efficiencies between the organizations can streamline care for patients. Rural hospitals and rural EMS have opportunities to create unique relationships to better serve the community.

Speaker CourtneybioTerwilliger has been an EMS provider for 44 years and has served in the capacity of director for the past 42 years. Terwilliger spent 10 of those years serving as both EMS director and County Emergency Management Agency director. In addition, he has also served as Emanuel Medical Center’s continuous quality improvement coach and currently handles emergency preparedness, hazardous materials and coordinates the hospital’s security. Apart from serving the local community, Terwilliger also enjoys the partnerships developed with the county and with individuals across the state of Georgia.

member and has served in multiple volunteer positions with the International Association for Healthcare Security and Safety (IAHSS), the American Society for Training and Development (ASTD), ASIS International, and the American College of Healthcare Executives (ACHE).

An Evidence-Based Approach to Reducing Workplace Violence

This session will focus on administration leadership and boards and their role in reducing, preventing, and mitigating health care workplace violence.

The escalation of workplace violence in health care facilities is affecting the ability to adequately staff hospitals and could ultimately impact patient care. Reducing workplace violence takes a concerted effort from all departments and all staff in health care facilities.

Speaker bio Mike Dunning is the principal consultant for The Healthcare Security Consulting Group, LLC. As the former vice president for health care operations with Allied Universal, he served as the subject matter expert for health care security operations and compliance and provided oversight for the security programs in over 800 hospitals and 4,000 health care facilities across the United States and Canada.

Charles Owens, Georgia Southern University GHA is pleased to partner with Georgia Southern University to provide Hospital Leadership Training as required under HB 769. This session is open to all fully certified participants in the GHA and Georgia Southern Hospital Leadership Training Program who are at least one year past their installation date. Georgia Southern faculty will highlight critical sections of the eight standards required for initial certification, and the session will qualify as the required one-hour review course for recertification.

ThisGroupsession will provide an overview of the many quality payment programs that impact hospital reimbursement. Understanding their commonalities and CMS’s vision for the future of hospital payments can help executive leaders position their organizations for success. Speaker KimberlybioJ.Rask, MD, PhD, is chief data officer at Alliant Health Group, providing analytic support to Medicare, Medicaid, ESRD and private health care program partners. A primary care physician and health economist, she was previously on faculty at Emory University, where her research focused on quality and outcomes measurement. A magna cum laude graduate of Bryn Mawr College, she attended the University Of Pennsylvania School Of Medicine. She was also a Robert Wood Johnson Clinical Scholar and completed the health economics PhD program at the Wharton School, along with a fellowship in general internal medicine at the Hospital of the University of Pennsylvania.

Speaker bio Georgia native Chris Clark has served as president and CEO of the Georgia Chamber of Commerce since 2010. He previously served as commissioner of the Georgia Department of Natural Resources, executive director of the Georgia Environmental Finance Authority and as deputy commissioner for the Department of Economic Development, among other positions. He is a graduate of Georgia Southern University and Georgia College & State University.

Speaker bios Lisa Kelly serves as executive director of the Georgia HEART Hospital Program. She has also served as executive director of the Georgia GOAL Scholarship Program since 2009. Prior to joining GOAL, Lisa served as vice president and CFO of Brand Velocity, Inc., an international IT consulting firm, and manager of quality assurance for Management Science America, Inc., at that time the largest application software company in the world. Lisa also worked for EY in the consulting group and for PwC in the audit group. She earned her accounting degree from the University of Georgia and is a Certified Public Accountant. Allison Saxby serves as director of operations for the Georgia HEART Hospital Program. She has also served as director of operations for the Georgia GOAL Scholarship Program since 2013. She is a graduate of Clemson University’s College of Business and Behavioral Science.

The Rural Hospital Tax Credit Program, administered by Georgia HEART, is a vital financial lifeline for rural hospitals. It has become a popular vehicle for contributors to support their chosen hospitals while receiving favorable tax considerations. Over the last two years, there have been various state and federal tax changes that have had a significant impact on the program. These changes, as well a higher statutory cap effective in 2023, provide expanded and accelerated opportunities for the RHO tax credit to benefit eligible hospitals.
