Golf Canada Foundation is embarking on an unprecedented, once-in-a-generation $70 million campaign to enhance the sport of golf across the country from youth participation and character development in First Tee through to high performance. It has always been the mission of Golf Canada to encourage Canadians of all ages, backgrounds, and abilities to enjoy the benefits of golf for their lifetime. Our vision is to inspire the next generation of golfers in Canada. This plan will focus on raising funds to provide overarching support to achieve three priorities:
First Tee - Canada at $30 million is a bold, nationwide educational initiative to engage 100,000 kids annually from all walks of life. First Tee will significantly increase participation among underrepresented kids, with the goal that no child is turned away due to affordability or background. First Tee takes place in schools, golf facilities, and after-school programs using golf to help young people build character and confidence. The funds raised in the Drive Campaign will support the creation of a national headquarters for First Tee. When First Tee does well, the game of golf inherently benefits. Team Canada Programs at $20 million – will enhance Team Canada programming, coaching, and player financial support in a manner that is aligned with Golf Canada’s strategic plan to help 30 Canadians reach the LPGA and PGA TOUR by 2032. Across the stages of development – talent identification, junior competition, amateur competition, and the transition to professional golf – players will be exposed to more advanced coaching techniques, strength and conditioning regimens and specialists in psychology, nutrition, biomechanics and sports medicine. Enhanced resources will unlock Canada’s potential as a globally prominent golfing country and one that is competitive with aspirational peers such as Australia and England.
New Home for Canadian Golf - $20 million - With the Drive Campaign focused on programs, Golf Canada will concentrate on constructing a new head office at Osprey Valley, near Caledon, Ontario. Combining government support, re-purposing investment funds, and debt financing, this new home will support First Tee – Canada, across the country and for Team Canada’s performance strategies.
After extensive consultation with industry partners and undertaking financial, operational, and due diligence, Golf Canada’s Board of Directors has approved the launch of a new home for Canadian golf at the highly successful TPC Toronto at Osprey Valley, in Caledon, Ontario. TPC Toronto features three superb golf courses – each ranked among Canada’s top 60 along with extensive outdoor practice facilities. It is the only Canadian golf complex with the PGA Tour’s TPC designation (“Tournament Players Club”), denoting a golf facility that is part of a prestigious network around the world.
For their part, Osprey Valley Resorts Inc. plans to make significant investments in the coming years to transform the property into a world-class golf destination, including stay-and-play options along with a conference centre. Golf Canada is working with Osprey Valley Resorts Inc. on a joint operating framework that would establish TPC Toronto as a regular host for Golf Canada events including the 2026 Canadian Junior Girls Championship, annual meetings, national championships and accommodation for regional training camps.
Golf House has been in the works since 2018 and will include a separate building for the First Tee - Canada Headquarters. Golf House will also be able to accommodate the offices of Golf Canada Foundation, PGA of Canada, PGA TOUR Canada, the Club Management Association of Canada and Golf Ontario. The complex has been planned for a post-pandemic world. With a modern office configuration accommodating video conferencing and remote work, the 28,300-square-foot building will also include meeting and conference rooms, an atrium and event space.
A hosting area on a portion of the lower level with access to an outdoor terrace overlooking the 13th tee will provide compelling on-course views of the TPC Toronto North course. This project will also include a significant revitalization of the Canadian Golf Hall of Fame, museum and library and thereby creating a national repository and archives that will be showcased to the public across all of the buildings at TPC Toronto, Osprey Valley.
Participation and Performance were two of the central components in Golf Canada’s 2023 – 2027 Strategic Plan. To achieve these goals, it was agreed that a new building, as described below, along with the concomitant financial resources would be incorporated into the Foundation’s Capital Campaign.
Adjacent to Golf Canada House, the new building will be constructed to act as the headquarters for First Tee – Canada. This facility will provide unprecedented nete new year-round space for First Tee programs, coach and volunteer training, communications and support for First Tee Chapters across the country.
A key factor in the decision to relocate Golf Canada’s head office to Osprey Valley was to also take advantage of adding dedicated space for Team Canada’s Talent Identification initiatives. The synergy of these two programs emanating from one location will greatly enhance the search for the best of the best young golfers, from across the country.
Included in the complex will be shared office space with First Tee, Team Canada, visiting coaches and administrative staff.
The state-of-the-art Indoor Short Game Pavilion will be a central feature of the building and used to train First Tee coaches and engage First Tee participants in year-round educational programs.
Hitting Bays and simulators will be included to allow kids to hit full shots indoors in cold or inclement weather, play games in groups and practice what they learn. The simulators will also be used by Team Canada and PGA of Canada coaches to identify talent
Education will be a cornerstone of the headquarters. A smart classroom with video conference technology will be used regularly for First Tee participants and coach training for instructors.
It will also serve as a resource for PGA of Canada and will be outfitted with live streaming capability that will allow synchronous distribution to First Tee participants, across the country.
Facing the 13th fairway of Osprey Valley’s North Course, the Indoor Short Game Pavilion will be the signature feature of the new building. This unique indoor year-round facility will allow for practicing approach shots of up to 40 yards and will also have putting greens, sand bunkers and chipping areas with video and computer assisted technologies to support both players and for coaching development.
At the hitting bays, the combination of kinematic swing analysis, slow motion cameras, golf specific simulators, videoconferencing capabilities and more will be available. Junior and Next Gen players will be able to work remotely with coaches and access expertise in several key areas of the game. Training camps at the Pavilion will connect players with Team Canada staff and coaches anywhere.
Shared with First Tee-Canada programs, the Indoor Pavilion will also serve as the talent identification layer of Team Canada’s player development system.
Elite early-stage juniors, their personal coaches and parents will be able to meet with national coaches to hone their technique and receive biomechanical feedback, using the latest computer technology.
The Indoor Pavilion will also provide early-stage juniors, their families and their resident coaches with access to the top coaches in Canadian golf. This new facility will augment training resources already in operation at Bar Mountain in Victoria, BC, The Legacy Golf Club in Phoenix, Arizona and planned facilities for Quebec and Florida.
Identifying talented juniors will expand playing opportunities for them, across North America. Programs facilitated at the Pavilion will combine the grassroots outreach of First Tee, the assets of Team Canada, the coaching expertise of the PGA of Canada and playing opportunities through Golf Canada, Golf Ontario, LGPA and PGA Tour Canada events.

For investment purposes, contributions to Golf Canada Foundation’s endowed funds are merged with the general investment assets of the Foundation and are professionally managed in accordance with its investment policies. For accounting purposes, each fund is maintained separately from other funds within the Foundation’s endowment. Invested funds are expected to earn a minimum of 5% per year which is disbursed to the designated program. Any growth above 5% will be reinvested in the fund, for future use.
