ProjectS Multifamily makes a comeback for new construction, but public infrastructure projects continue their prominence on the list of the 30 highest-value projects from Tampa to Naples. The following pages feature the top 10 construction projects by cost in each of the Business Observer’s coverage areas on the Gulf Coast. To be included, projects must have started between June 2012 and June 2013.

1. DETAILS: The Florida Department of Transportation is rebuilding and

widening Interstate 275 from east of State Road 60 to the Hillsborough River in downtown Tampa. This project will reconstruct all of the southbound interstate in that area, as well as northbound I-275 from east of State Road 60 to Himes Avenue. Northbound I-275 was previously rebuilt from Himes Avenue to downtown in April 2010. At completion, there will be four through-lanes in each direction, a flatter roadway with no steep humps at bridges, upgrades to interchanges and a wider median to allow for future improvements. Skanska and Ajax Paving Industries designed three traffic shifts to allow traffic to flow during construction, but the project is also requiring night closures.

Located in Hyde Park, the property features

in Florida, the 350-unit Varela. The 400,000-square-foot infill apartment will feature a single building with fourand five-story sections and an attached parking garage with 670 spaces. It will also include 12,000 square feet of retail space. Amenities will include a swimming pool, business center, fitness facility and private courtyards. One of the last developable parcels in the Westshore Business District, the seven-acre site sits on a former landfill and is a designated brownfield site. As a result, the developer is constructing the project on caissons, watertight retaining structures, and installing a rubber liner. The project will also include a gas mitigation to vent any gas that may build up. Dallas-based Humphreys & Partners Architects LP is the architect for the development.

Crescent Communities recently completed another multifamily community in the Tampa Bay area, the 344-unit Crescent Crosstown in Brandon.

The community will offer a mixture of one-, two- and three-bedroom units with an average rentable square footage of 804. The property will features 9,000 square feet of leasing and amenity space, including a two-story fitness facility, conference space and a clubroom with game area and kitchen. The courtyard will include a swimming pool, sundeck, grilling areas and two rooftop terraces. The garage will house a dedicated dog washing area, electric car charging stations and private storage facilities including for bike storage. Frances Anillo Toledo LLC of Miami is the architecture for the project.

8. Interstate 275 Bridge and Shoulder Widening SITE: a portion of I-275 from Floribraska Avenue to Yukon Street, Tampa ESTIMATED CONSTRUCTION VALUE: $30 million

Spruce St., Tampa ESTIMATED CONSTRUCTION VALUE: $32 million START DATE: July 2012 ESTIMATED COMPLETION DATE: September (first units) April 2014 (total project) OWNER AND CITY OF HEADQUARTERS: 4504 West Spruce Street Apartments Investors LLC (Mill Creek Residential Trust LLC), Orlando GENERAL CONTRACTOR AND CITY OF HEADQUARTERS: MCRT South Florida Construction LLC, Boca Raton DETAILS: Apartment developer/ operator Mill Creek Residential is constructing a 300-unit luxury apartment community called Modera Westshore on a three-acre site in the heart of the Westshore Business District. Modera Westshore will consist of a mixture of flats and townhome units in a six-story tunnel-form (a

steel form surrounded by concrete) building surrounding a six-level concrete parking deck. The project will offer 104 onebedroom flats, 147 two-bedroom flats, 21 two-bedroom townhomes and 28 three-bedroom flats. The units will have an average rentable space of 1,028 square feet. Amenities will include a swimming pool, sundeck and grilling areas contained in two landscaped courtyards. The development will also feature a fitness facility, e-lounge, conference space and computer workstations, and a club room. Because of the area’s relatively high water table, stormwater runoff was a particular concern for the project’s engineers and landscape architects. Their answer was to create a large vault within the structured parking deck and interconnected landscaped areas (urban swales) adjacent to the sidewalk. CES Design Group is the architect for the project.

START DATE: June 11, 2012 ESTIMATED COMPLETION DATE: Fall 2014 OWNER AND CITY OF HEADQUARTERS: State of Florida, Tallahassee GENERAL CONTRACTOR AND CITY OF HEADQUARTERS: Prince Contracting LLC, Tampa DETAILS: The Florida Department of Transportation has hired Prince Contracting to widen the bridges and shoulders of Interstate 275 from south Floribraska Avenue north to Yukon Street. The project will increase the shoulder areas to create a more consistent shoulder width for northbound and southbound I-275. Inside shoulders will typically be about 21 feet wide and outside shoulders will be 10 feet wide. The goal of the project is to give drivers room to move their vehicles out of travel lanes for breakdowns and accidents. The major work will be on the median inside shoulders, which will require partial demolition and widening on 13 pairs of bridges (for a total of 26 bridges). These bridges will be widened to connect in the center and four of the bridges will also be widened to the outside. There will also be widening on the roadway (non-bridge) shoulder portions of the highway.

The existing grass and guardrail in the median will be replaced by a concrete barrier wall to tie into and match up with medians to the northern and southern ends of the project. There will also be some drainage, sign and signal work included in the project. Three overhead dynamic message signs will be replaced by improved signs with color displays.

restarted its post-recession developments along Florida’s west coast, starting with a condominium project on St. Petersburg’s Snell Isle. The Water Club Snell Isle consists of two nine-story towers with 84 condominium units and 11 two-story townhomes with two-car garages. The residential units will offer from 1,863 to 2,108 square feet of living space. Units start in the $500,000’s. Its amenities will include a fitness center, swimming pool, open-air palazzo and dedicated boat slips. Curtis Gaines Hall Jones Architects Inc. of Tampa designed the project.

DETAILS: Spanning 12 city blocks and more than 40 acres just north of downtown, Encore is a multiple project, urban mixed-use redevelopment. The 141-unit Trio at Encore, the second residential building in Encore, features one sixstory and two four-story multifamily buildings. It will house one-, two-, three- and four-bedroom units ranging from 704 to 1,304 square feet. The development features a swimming pool, fitness center, library, computer center, game room, Wi-Fi café, multi-purpose rooms and secure entry access. Manatee counties region since the real estate market collapse. The enclosed Mall at University Town Center will have two levels and is anchored by an 80,000-square-foot Saks Fifth Avenue, a 180,000-squarefoot Dillard’s and a 160,000-square-foot Macy’s. The new 880,000-square-foot shopping center is moving forward with more than 100 stores and restaurants, of which the developers say

roughly 50% will be new to the market. The developers say it will target upscale fashion and lifestyle stores and will also feature a play area for children. According to the International Council of Shopping Centers, The Mall at University Town Center has the national distinction of being only the second traditional enclosed mall to start construction in the United States since 2006.

3. Sarasota High School Renovation and New Construction SITE: 1000 S. School Ave., Sarasota ESTIMATED CONSTRUCTION VALUE: $40 million START DATE: April

The center point of the project is a 5,000-seat stadium, with fully secured access, parking and the ability to double that capacity for certain events. The sports facility will also include an eight-lane, 400-meter track, a broadcast-ready press box

with coach, press and radio rooms, hospitality suites and a collegiatelevel video board. IMG Academy also plans to open a new stadium field for baseball. In a later phase of the project, the private athletic training institute plans to create a 40,000-square-foot field house with multiple locker rooms, meeting spaces and offices. In the third and final phase, IMG Academy has announced plans to create research and development facilities for sports performance companies. It will also create new multi-sport field venues to bring the total sports fields to more than 20 for soccer, lacrosse, baseball and football. The new facilities will serve as the home venue for the IMG Academy football, lacrosse, and soccer programs, as well as the new track and field program. Fawley Bryant of Sarasota is the architect for the project.

ESTIMATED COMPLETION DATE: July 2016 OWNER AND CITY OF HEADQUARTERS: School Board of Sarasota County, Sarasota GENERAL CONTRACTOR AND CITY OF HEADQUARTERS: Tandem Construction, Sarasota DETAILS: School Board of Sarasota County is completely renovating the aged Paul Rudolph-designed Sarasota High School. The project calls for renovating 79,714 square feet of existing space and constructing 38,000 square feet of new space and a new bus loop. The overarching goal of the project is to to create a more

compact school campus that’s easier to secure and more efficient and modern. In the first phase, the development will create a new bus loop to the north side of the campus and a central energy plant. It also calls for renovating the school’s Building 4 with administrative offices and 12 science labs. The Bahia Vista parking lot will also be improved. In phase two, the project will convert Building 1 into a cafeteria and Global Learning Center. It will partially demolish an addition to Building 5 to construct a new gymnasium building. The third phase will convert Building 5 into classrooms and demolish the east and west cafeteria and portions of an addition to Building 5. The architect for the project is Sarasota’s Harvard Jolly.

DETAILS: Forest Properties Management has hired CORE Construction to develop a marketrate, multifamily apartment complex on 49 acres in eastern Bradenton. Village at Ranch Lake will consist of 14 three-story apartment buildings with a total of 336 apartment units. Amenities will include 24 five-bay garages, a clubhouse with swimming pool, maintenance building, playground, tennis and basketball courts and a putting green. James S. Carr AIA & Associates LLC of Malvern, Pa., designed the project.

foot new campus will feature a main office building, fabrication building, winding hall, assembly building and a finishing building with room for a future winding hall. The expansion is located on 32 acres across U.S. 41 from Port Manatee. The manufacturing facility will produce 1.6 million-pound heat exchangers, which are used to liquify natural gas. Air Products & Chemicals officials say the manufacturing facility was needed to stay ahead of market demand and that its port access will aid it in shipping the large equipment. The new plant is estimated to generate 250 jobs. Air Products & Chemicals employs more than 20,000 people in more than 50 countries.

ESTIMATED CONSTRUCTION VALUE: $17 million START DATE: August 2012 ESTIMATED COMPLETION DATE: May 2014 OWNER AND CITY OF HEADQUARTERS: Manatee County Utilities, Bradenton GENERAL CONTRACTOR AND CITY OF HEADQUARTERS: Cardinal Contractors Inc., Bradenton DETAILS: Manatee County’s Utilities Department is installing a new filtration system to remove particles from reclaimed water pumped out of storage lakes and into the county’s distribution system. The new system should prevent reclaimed-water irrigation systems from clogging and fouling the distribution system. The project also calls for lining the north lake to meet additional Florida Department of Environmental Protection regulations for the storage of reclaimed water. The Sarasota office of McKim & Creed Inc. designed the project.

The DeWitt, N.Y.-based developer is converting the seven-floor vacant assisted-living facility and former hotel into a 115-room Hampton Inn & Suites. The hotel property will feature a breakfast area, fitness center, outdoor pool and business

center. Working with U.S. National Park Service and Florida Department of State Division of Historical Resources, Widewaters is using reproductions of the historical windows and trim to keep the 1920s-era look of the property. At the same time, the age of the building requires small but complex construction changes, including drilling through concrete flooring to allow for utilities and expanding the concrete elevator shaft to accommodate a modern elevator. Along with the general construction complexity of working with a historic building, the company discovered and later had to remove soil contaminated by heating oil tanks from the parking lot area. HC Architecture of Atlanta is the primary architecture firm for the hotel, and Tampa’s Atelier Architecture is the historical architect.

five-story, 105,480-square-foot residence hall with 500 beds with the flexibility to expand to 1,000 beds for IMG Academy’s summer programs. The building was constructed with cast-in-place concrete and was designed for 130 mph hurricane wind speeds. The building also features a specialized access control and closed-circuit surveillance systems. IMG Academy expects the residence hall to play a big role in allowing it to expand its student body from roughly 800 to 1,300 students over the next several years. Fawley Bryant Architects of Sarasota designed the project.

DETAILS: The city of Bradenton renovated McKechnie Field, the spring training home of the Pittsburgh Pirates, to improve the amenities and enhance the facility’s appeal as a sports tourism destination. A 19,000-square-foot boardwalk was built enclosing the outfield along with concessions, restrooms and a specialty bar. New, more comfortable seating was installed in place of the existing 4,600 infield seats. Covered outfield bleachers were added to increase the ballpark’s capacity to 8,500 from 6,500.

In addition, NDC Construction created permanent roofing, relocated the bullpens to the outfield and upgraded the concession stands and restrooms in the concourse. The city contributed $7.5 million to the project from the Tourist Development Tax and the Pittsburgh Pirates paid another $2.5 million. Fawley Bryant Architects of Sarasota handled the design. McKechnie Field is now tied for the fourth-largest ballpark in terms of seating capacity in the Grapefruit League, up from 13th last season.

10. Venetian Walk Senior Living Apartments

In the first phase, the development calls for a single four-story Mediterranean-style building with 61 units. The building will feature a call system and specialized access control, a library, TV lounge and exercise room. Laundry and multipurpose rooms are also being built on all four floors. Fort Myers-based Sheeley Architects Inc. designed the development. Brooks & Freund LLC are constructing the building with energy-saving and environmentally sensitive construction techniques and equipment, including a Daikin AC system, to meet at least the Leadership in Energy & Environmental Design (LEED) silver green certification. Plans for the second phase haven’t been finalized, but currently involve two-story four-plexes.

including the Caloosahatchee River bridge. The new construction adds two additional travel lanes in each direction, transition lanes and new shoulders to the inside of I-75. The 1.6mile job includes eight bridges and is surrounded by wetlands, waterways, creeks and marsh. Making improvements to the 3,900foot Caloosahatchee River bridge from the top down is being done in a

way in which the contractor hopes to minimize I-75 lane closures and lessen environmental effects. Crews will build bridge sections near the banks of the river using cranes on temporary beams and cranes straddling the original north- and southbound bridges. Additional portions of the bridge will be completed with cranes on barges and additional straddle cranes.

DETAILS: The Florida Department of Transportation is building a roadway for traffic from Interstate 75 to Southwest Florida International Airport. The new roadway system will move traffic from new lanes next to the interstate across two bridges onto Terminal Access Road, the entrance to the airport. The seven miles of new lanes turn east and travel over Treeline Avenue/ Ben Hill Griffin Parkway. The project also calls for additional landscaping and aesthetic features. Coral Gables-based engineering and architecture firm C3TS designed the connector project.

GENERAL CONTRACTOR AND CITY OF HEADQUARTERS: Suffolk Construction Co., Boston DETAILS: District growth and the need to support new science, technology, engineering, and mathematics (STEM) educational programs led the School District of Lee County

to redevelop much of Dunbar High School. The project calls for demolishing eight or nine 1960s-era school buildings to replace them with a twostory 150,000-square-foot building. The new building will feature more than 35 classrooms, administrative offices, a cafeteria, media center and technology, engineering and biomedical labs. In addition, two existing buildings (17 and 18) will be renovated and another two buildings (19 and 20) will undergo cosmetic improvements. To keep the school operating during the construction, all of the demolition work was done during the summer and 36 portable classrooms are being used.

Transit Administration and the Florida Department of Transportation. The new headquarters facility will meet LeeTran’s projected growth needs through at least 2030 by accommodating up to 500 employees and 100 full-size buses. The building will include 30,000 square feet for administration and operations in two wings of the building fronting Evans Avenue, 45,000 square feet for maintenance and two bus washers. The project also calls for parking and circulation areas and a fueling area with underground tanks. Because it required federal funds, LeeTran conducted a year-long environmental assessment. The facility will be built to LEED Silver standards.

5. At completion, the 126unit Discovery Village at The Forum will be the first rental senior-living community built in Florida in the past eight years, says Thomas Harrison, CEO of Discovery Management Group. The community will house 66 assisted-living, 30 supervised independent-living and 30 memorycare units. The 116,000-square-foot community will include an indoor therapy pool, wellness center, movie theater and two dining venues. In addition, it will feature an ice cream parlor, coffee shop and legends club. Rick McCormack of Fort Myers’s Gora McGahey designed the project. Discovery Senior Living plans several additional Discovery Village projects across Florida.

Florida LLC is expanding Interstate 75 from four to six lanes from Bayshore Road in Lee County north to the Charlotte County line. Crews are adding a 12-foot travel lane and a 10foot shoulder to the inside of existing northbound and southbound I-75 in the six-mile project. The job also includes resurfacing the existing four lanes, expanding interstate bridges over State Road 78/Bayshore Road, constructing emergency stopping sites at exit ramps and adding stormwater retention ponds. This project is one of the final segments of the expansion of I-75 to six lanes in Lee County.

DETAILS: Boca Raton-based Promise Healthcare Inc. is developing a nineacre site into a 60-bed long-term acute-care hospital, for patients requiring a hospital stay of more than 25 days. The new hospital received the first certificate of need awarded

by the state for a long-term acutecare hospital to serve the communities south of Sarasota. Arlington, Texas-based Ascension Group designed the 56,000-squarefoot Promise Hospital of Lee based on several existing Promise Healthcare’s facilities in Louisiana and Florida. It will feature private rooms, an intensive care unit, isolation rooms, dialysis stations, a wound care suite, therapy gym, in-house pharmacy, physicians lounge and dictation area, family consulting room for private consultations with physicians, multimedia room and cafeteria. The hospital is expected to generate 300 full- and part-time jobs. Promise already operates a longterm acute-care hospital north of Orlando, Promise Hospital of Florida at The Villages, and is building another in Miami Lakes.

Davis Boulevard is an important roadway for travelers wanting a direct route from Interstate 75 into the southern part of the county and to the city of Naples. The additional lanes were needed according to FDOT to ease congestion and to offer a more efficient route.
