YOUR OFF-ISLAND REFERRAL PROCESS: A THREE-STEP GUIDE

Your TakeCare GCA Employee Health Plan provides access to off-island medical care when specialized services aren't available locally. Understanding this process can prevent unnecessary delays and ensure you receive timely care.
Documents: The First Critical Step
The foundation of a successful off-island referral begins with proper documentation. Many delays occur due to incomplete submissions. You'll need:
- a completed Off-Island Referral Form from your primary care provider; and - supporting documents specific to your condition (medical records, lab results, imaging reports, etc.)
Each specialist you need to see requires their own set of pertinent records. Without complete documentation, specialists at your destination may be unable to provide treatment, causing frustration after you've already traveled.
Avoid purchasing airline tickets before securing approval. While special fares are tempting, this approach can lead to disappointment if your referral requires additional documentation or isn't approved in time.
Review: Understanding the Evaluation
Once TakeCare receives your complete documentation, our clinical team begins the review process. With all necessary information in place, this typically takes five business days. Urgent cases receive expedited handling—if you've recently been hospitalized or have a time-sensitive condition, please ensure this is clearly indicated.
The thoroughness of your documentation directly impacts TakeCare’s ability to process your referral quickly. Incomplete submissions will extend the timeline as we work with your provider to gather missing information.
Coordination: Planning Your Care
After approval, the TakeCare team will contact you to discuss:
- your preferred travel dates, - your facility of choice, and - any specific needs regarding your off-island care.
We then begin appointment coordination with the off-island facility, ensuring your medical needs align with your travel plans whenever possible.
Follow-Up: Completing the Circle
Before leaving the off-island facility:
- obtain all your medical records and treatment recommendations; - hand-carry these documents back to Guam; and
- schedule a follow-up with your referring physician.
This final step ensures continuity of care. Your provider needs to be informed about your treatment to update your records and provide appropriate follow-up care. In some cases, your medical provider may recommend a return visit, which would require a new referral through the same process.
By understanding these steps, you can help ensure your off-island treatment proceeds smoothly. The TakeCare team is committed to supporting your healthcare needs and guiding you through this process every step of the way.

SELECTED AS SMALL BUSINESS PERSON OF THE YEAR FOR GUAM BY U.S. SMALL BUSINESS ADMINISTRATION
Tumon, Guam – March 20, 2025 –Ahead of National Small Business Week in May, the U.S. Small Business Administration announced this year’s Small Business Persons of the Year winners from the 50 states, the District of Columbia, Puerto Rico and Guam. Robert Salas II, owner of Pacific Federal Management, Inc., (PFM) was selected as Guam’s Small Business Person of the Year for 2025.
Each year, the SBA celebrates National Small Business Week by recognizing the achievements of outstanding small business owners and entrepreneurs across the United States. All 53 winners have been invited to attend ceremonies in Washington, D.C., May 4-5, where they will be honored with their individual award along with special recognition of the runner-up and the naming of the 2025 National Small Business Person of the Year.
Robert “Rob” Salas II, a son of Guam, is the founder and president of Pacific Federal Management, Inc. (PFM), a
minority-owned small business certified as an 8(a) and HubZone construction and management company.
Founded in 2017, PFM has grown from a small residential landscaping and tree-trimming business into a distinguished national contractor with nearly 400 employees. The company specializes in various construction disciplines, including civil, earthwork, structural, and maintenance services, and works with both the Federal Government and the Government of Guam, as well as private institutions like the Guam Community College and the University of Guam.
Under Rob’s leadership, PFM has achieved significant milestones, including ranking No. 89 on the Associated Builders and Contractors’ Top Performers list among all construction firms for 2025. PFM also ranked No. 43 for ABC’s Top General Contractors, No. 9 under the Top Performers with Special Designations, and No. 5 for Top Military Contractors. PFM has also been recognized as an Accredited Quality Contractor for the past four years and earned the Merit Award for the National Safety Award for 2025.
Locally, PFM has won numerous Guam Contractors Association Excellence in Construction Awards over the years for exemplary work for both federal and local contracts.
Some of the GCA awards received in 2024 include work on Guam Community College’s Building B, which is nearing completion and for Community/Public Service - All contract amounts up to $100 million.
Like other Guam small businesses, PFM has faced numerous challenges, including the impact of COVID-19 and the devastation caused by Typhoon Mawar in 2023. Despite these obstacles, Rob’s leadership has ensured the company's continued growth and success. PFM played a crucial role in the island-wide cleanup and recovery efforts following Typhoon Mawar, partnering with the US Army Corps of Engineers to restore infrastructure and provide temporary housing for displaced workers.
Rob’s commitment to Guam extends beyond his professional achievements. He is an active member of the community, serving on the boards of several organizations, including the Make-A-Wish Foundation where he is an annual platinum sponsor and serves as Finance Committee Chair. He also serves as treasurer of the Father Duenas Endowment Foundation, Community Service Chair of Rotary Club of Tumon Bay, and Smart Trees Pacific treasurer. He is also a member of the Guam Contractors Association and the Guam Chamber of Commerce.

The Guam Power Authority (GPA) is leading efforts to modernize and strengthen Guam's electric power system. A key step in this process was the 2025 UOG Pre-CIS Conference Symposium, held on April 7-8 at the Hyatt and April 9-10 at GPA Headquarters in Mangilao. The event, titled Promoting Optimal Ways for Energy Resilience (P.O.W.E.R.), brought together experts to discuss how GPA is improving the island’s power infrastructure while advancing sustainability goals.
Previously known as the "GPA Guam Clean Energy Transition Pre-Conference," the event’s rebranding reflects GPA’s evolving objectives and significant progress in the energy sector. GPA remains committed to achieving 50% renewable energy by 2028, seven years ahead of schedule.
Looking back to the early 2000s, GPA faced significant obstacles: aging infrastructure, rising power demand, and pressure from the United States Environmental Protection Agency (USEPA) to reduce air emissions.
The USEPA Consent Decree initially threatened hundreds of millions in penalties for GPA, however, through determined negotiations, fines were negotiated to just $400,000, allowing GPA to invest in a long-term, sustainable solutions, rather than merely paying fines.
To modernize Guam’s power infrastructure and meet the various challenges head-on, GPA forged key partnerships with KEPCO and Korea East-West Power, culminating in the
signing of an energy conversion agreement in 2019. This agreement laid the foundation for the $562 million Ukudu Baseload Power Plant project, a cornerstone of GPA's modernization efforts.
GPA is prioritizing grid reliability and cost efficiency over the next three years to ensure long-term energy sustainability. While integrating renewable energy sources like solar and battery storage is essential for sustainability, it can also challenge grid stability. To address this, GPA has conducted strategic planning and studies since 2008 to ensure a smooth transition toward cleaner energy.
As a leader in battery energy storage systems (BESS), GPA has implemented advanced solutions to maintain power stability and protect Guam’s grid from cyber threats. As a result, the island is benefiting from these forward-thinking initiatives.
Several other key GPA initiatives will ensure a resilient power Grid for Guam. Looking ahead, GPA is committed to enhancing its energy infrastructure by:
• Expanding battery energy storage systems to improve grid stability.
• Implementing smart grid technologies for better power management.
• Deploying specialized equipment to enhance grid resilience.
• Developing demand-side management programs to reduce peak-time electricity use.
• Upgrading transmission lines and other critical infrastructure.
In support of new technologies and its commitment to operational excellence, GPA is putting into action a comprehensive strategy to enhance its organizational infrastructure and invest in employee development. By integrating these initiatives, GPA will strengthen its workforce capabilities, improve technical expertise, and uphold the highest industry standards of reliability and security, ensuring the long-term sustainability and resilience of Guam’s energy infrastructure.
A key component of this strategy is Operations Planning Enhancement, which involves establishing a dedicated operations planning function. Modeled after the North American Electric Reliability Corporation (NERC) but tailored specifically for GPA’s unique operational landscape, this function will further improve grid stability, forecasting, and overall system resilience.
Another critical initiative is Process Optimization within the Engineering & Technical Services Department. GPA is conducting a full inventory and swim lane process mapping to identify inefficiencies and refine work processes. This effort ensures streamlined operations, improved resource management, and enhanced service delivery.
As Guam’s sole electricity provider, GPA is dedicated to delivering reliable, affordable, and sustainable energy.
Central to this commitment is investing in the education and professional development of its engineers. Currently, five GPA engineers are studying power transmission and distribution at Gonzaga University, while others continue advancing their education and certifications to maintain high industry standards.
Recognizing the importance of a highly skilled workforce, GPA is also making significant investments in employee training, certification, and licensure programs. Personnel are being developed, trained, and certified in various key areas, including:
• Project Management Professional (PMP) Certification
• Transmission and Distribution Master’s Program coursework
• Cybersecurity training and professional certification
As a publicly owned utility, GPA operates with a focus on serving the community's best interests. This commitment is reflected in its efforts to provide reliable, affordable, and sustainable energy solutions while fostering transparency, public engagement, and local economic development.
Through these strategic initiatives and unwavering dedication to public service, GPA is charting a course toward a resilient and sustainable energy future for Guam.
POWER PLAY: THE UKUDU BASELOAD POWER PLANT
The Ukudu Power Plant, a 198-megawatt (MW) combined cycle baseload power plant, is a pivotal project in Guam's energy sector. It addresses escalating power demands and environmental mandates stemming from the United States Environmental Protection Agency’s (USEPA) Consent Decree, which penalized GPA for Clean Air Act non-compliance.
By the early 2000s, GPA faced aging infrastructure, rising demand, and EPA pressure to reduce air emissions. The Consent Decree, initially threatening hundreds of millions in penalties was negotiated down to $400,000, allowing GPA to invest in longer-term solutions.
To modernize its infrastructure, GPA partnered with KEPCO and Korea East-West Power, signing the 198-megawatt Ukudu Combined Cycle Baseload Power Plant contract in 2019. Construction initiated in 2022, and the project is on-track for full operational status by mid-September 2025.
Although initially slated for completion in 2024, the project experienced delays due to the impact of Typhoon Mawar in 2023. Throughout these challenges,
GPA has maintained its commitment to delivering this critical infrastructure project, which will provide a stable and efficient source of power generation for Guam. The advanced design of the plant will lessen the island's dependence on costly imported fuels, fostering greater stability in electricity rates for both residential and commercial customers.
The Ukudu Baseload Power Plant delivers a multifaceted solution to Guam's energy challenges. By replacing the aging and outdated Cabras 1&2 plants, Ukudu ensures compliance with the USEPA Consent Decree and improves air quality, while also providing increased efficiency, lower costs, enhanced reliability, drastic emission reductions, and long-term sustainability.
GPA General Manager John M. Benavente called it a "game-changer for Guam," balancing reliable power with environmental responsibility and lower customer costs.
The Ukudu Power Plant, marks a turning point in Guam's history. It represents a strategic effort towards more sustainability and powering a new era in Guam’s energy future.
12 th Annual EMPOWERING THE NEXT GENERATION:
Inspires Young Women to Build Their Futures
The Guam Contractors Association (GCA) proudly hosted its 12th Annual Pizza, Pop & Power Tools (PPPT) event on Saturday, March 29th, at the GCA Trades Academy training facility in Tiyan. With approximately 50 enthusiastic participants, the event once again delivered on its mission: to expose young women in middle and high school to the dynamic world of construction and skilled trades.
PPPT provides an interactive, hands-on experience in a safe and supportive environment, allowing girls to explore high-skill, high-wage career paths in the construction industry. Working side by side with experienced craft professionals, the participants were introduced to a variety of trades through immersive activities and demonstrations.
Safety First, Always
The event began with a comprehensive safety briefing led by female Safety Officers, who emphasized the importance of wearing Personal Protective Equipment (PPE) such as hard hats, safety shoes, and safety glasses. Safety awareness and best practices were central themes throughout every activity.
Hands-On Learning Across Multiple Trades
Participants rotated through a series of engaging stations, each offering a real-world glimpse into a skilled trade:
• Electrical – Students learned the basics of conduit bending, wire splicing, and the pros and cons of electrical systems.
• Backhoe Operation – With loaders stabilized and guided by trained operators, students had the chance to operate the backhoe bucket, digging and releasing sand.
• Surveying – An introduction to the field with hands-on use of laser levels and builder’s levels.
• Carpentry, Hand Tools & Power Tools – Girls practiced proper tool usage and carpentry techniques under expert supervision.
• Welding – A beginner’s look at welding, including creating fun “welding coupon” dice.
Project Competition: Building Confidence Through Creativity
This year’s carpentry project challenged participants to build a Keepsake Box using pre-cut wood, with support from instructors and apprentices. In addition to completing the project during the event, girls had the opportunity to enter their boxes into a Project Competition held two weeks later. Projects were judged on finishing, design, creativity, and the personal story behind each box.
A Day of Empowerment, Education, and Encouragement
The 12th Annual Pizza, Pop & Power Tools event once again served as a powerful platform to introduce young women to the rewarding possibilities of a construction career. Through mentorship, encouragement, and hands-on learning, GCA continues to inspire the next generation of builders, creators, and leaders in the construction industry.
“When I complained about the sunlight fading the wood on our steps through our large picture window, Kin suggested I call Island Tinting to see what they could do. Tom and his crew came out to the house and in just over an hour, they applied this clear film. He made me stand on the side where they had applied the film and then on the side with no film. The heat difference was amazing. The best part about it is that our power bill has gone down $70 a month because of this film!”

GCA GOVERNMENT, LABOR, AND MILITARY AFFAIRS COMMITTEE UPDATE
Last Friday, March 28, the GCA Government, Labor, and Military Affairs Committee convened with GEPA Deputy Administrator Glenn San Nicolas and NavFacMar Chief Engineer Eugene Mesa to discuss critical improvements to the permit process—a long-standing concern for the construction industry.
Two key solutions were discussed to support and streamline GEPA's efforts:
1. Memorandum of Agreement (MOA): GCA will work to develop an MOA modeled after the existing agreement between NavFacMar and GEPA, with guidance from Chief Engineer Mesa. More details will be shared as they become available.
2. Self-Certification with Third-Party Review: GEPA is working on a checklist to promote the idea of "Self-Certification." If GEPA is unable to complete reviews within a set timeframe, a third-party engineer would be authorized to conduct the review—an idea also previously echoed by the Lt. Governor to address agency-wide permitting delays.
Additional recommendations and proposed solutions were shared in a supporting Word document for members to review, enhance, or contribute to.
Earlier today, the GCA Board of Directors also met and discussed multiple pressing matters—one of the most urgent being the impending shortage of aggregate materials (gravel, drain rock, backfill, etc.). The warning is clear:
"In just 24 months, our island could face a major supply crisis."
This issue impacts everything—from new hospital construction to roadwork, housing, and beyond. The process of locating, approving, and supplying new aggregate takes approximately two years, and Guam's current suppliers are nearing depletion. This is a call to action for the entire community to begin planning, building, and listening to our industry experts now—before 2027 arrives.

Oh, and we did have a mixer. That’s right. At the end of our "Meet the Generals" we had small kine gathering. And yes, we had LIVE music from T&T. That was cool. Let’s not forget about the awesome pupus from Chef Molly.
