CHAIRMAN’S Dear Members, This month, the Guam Contractors Association (GCA) reached a remarkable milestone—our 65th anniversary. It is a moment for us to reflect on the incredible journey of this organization and to honor the visionaries who laid the foundation for what we have become today. Our deepest gratitude goes to the founding members of the GCA—Jarrard T. Cook, T.H. Odell, Frank D. Perez, D.S. Lennox, E.C. Forslund, John E. Russel, and Hugh M. Mize. These pioneers were integral in establishing the framework of what has evolved into a powerful voice for the construction industry in Guam. Through their dedication, foresight, and hard work, they created an organization that has not only supported the industry but also contributed significantly to the growth and development of our community. Without their efforts, the GCA would not be the thriving, influential association that it is today.

As we honor our founders, it is equally important that we recognize the immense contribution of James Martinez, whose leadership as past president of the GCA has been nothing short of transformational. Over the span of more than 2 decades, James’s commitment to the growth and success of this organization helped guide the GCA to new heights.

His vision, tireless dedication, and unwavering focus on the needs of our members have been pivotal in making the association stronger, more unified, and more responsive to the evolving needs of our community and industry. Under his leadership, the GCA has become a respected and trusted voice for the construction industry, and we are grateful for his many years of service.

As we celebrate this milestone, it is important to take a moment to reflect on how far we have come. Today, the GCA stands as one of the largest and most influential trade associations on the island, with more than 500 active members. We have become the premier organization for construction professionals in Guam, representing a wide array of businesses, contractors, suppliers, and stakeholders who come together to foster excellence and innovation in the industry. Our continued growth and success would not be possible without the dedication of our members, and we remain committed to ensuring that the GCA is a vital resource for those in the construction sector.

The GCA’s advocacy efforts are a cornerstone of our mission. As an organization, we tirelessly advocate for policies, regulations, and initiatives that benefit our members and the construction industry as a whole. We work closely with local lawmakers, government agencies, and industry leaders to ensure that the voice of our members is heard in key policy decisions. Our efforts are focused on creating an environment in which our members can succeed, whether that means advocating for fair regulations, promoting sustainability, or supporting business practices that enhance the industry’s overall growth. This collaborative approach not only benefits our members but strengthens the industry as a whole, helping to position Guam’s construction sector as one of the most forward-thinking and competitive in the region.

I would like to take this opportunity to express my sincere gratitude to all past and present board members for their leadership and commitment to the GCA. Your insights, dedication, and strategic thinking have been invaluable in helping to shape the direction of this organization. Each board member has played a critical role in the GCA’s success, and we are incredibly appreciative of the time and energy you have invested in ensuring the growth and continued success of the association. At the heart of our continued success is the exceptional team that supports the GCA day in and day out. I would like to extend my deepest appreciation to our staff for their hard work, dedication, and professionalism. This year has been particularly demanding, and yet our team has risen to every challenge. From organizing events to managing the day-to-day operations of the association, the staff has consistently demonstrated excellence and commitment. I would like to specifically thank Desiree Lizama, Francine Taitague, Trevor Cruz, Rosiel Holgado, and Peter Finona for their tireless efforts. Your contributions are essential to the GCA’s success, and we are truly grateful for everything you do to ensure the smooth operation of this organization.

The story of the Guam Contractors Association began on a pivotal day in 1959 when seven companies joined to address the challenging landscape of Guam's construction industry. These companies were Heide & Cook, Ltd., Koster & Wythe, Perez Bros., Inc., Black-Raber-Kief JV, Vinnell Corporation, Hawaiian Rock Products and Empire Gas Co. On November 5, 1959, they established the Guam Contractors Association, a non-profit corporation, that would become a leading organization in Guam's construction sector.

In its early years, GCA focused on establishing industry standards and improving construction quality across the island.

The association quickly recognized the importance of workforce development, initiating apprenticeship training programs in partnership with the Guam Department of Labor. These early years weren't without challenges – the island faced devastating natural disasters, including Typhoons Karen and Pamela, which tested the resilience of both the association and its members.

The 1970s marked a period of significant change and advocacy for the GCA, as it championed fair wage rates and industry standards. A defining moment came when the association successfully challenged the establishment of federal wage rates through legal action, ultimately securing local control over wage rate determination. This victory demonstrated the GCA's commitment to protecting employees, members and the broader construction community.

As the organization matured through the 1980s, its membership grew to more than one hundred members, reflecting its influence and importance in Guam's construction community.

In 2002, James Martinez began a modern transformation of the GCA during his 22 years as president of the organization.

The establishment of the GCA Trades Academy in 2006 marked a new chapter in the association's commitment to education and professional development. This period saw the introduction of comprehensive employee health benefits and retirement programs, and innovative educational initiatives that would shape the future of construction in Guam.

Programs like "Pizza, Pop and Power Tools" and "Construction Warriors" opened new pathways for youth involvement in the industry, while events such as the GCA Industry Trade Fair & Expo fostered professional networking and innovation, and the Joseph Leasiolagi “Samoan Joe” Annual Safety Conference promoted safety within the industry.

By 2024, GCA had grown into an organization of more than 500 members, far exceeding its founders' original vision. The association's apprenticeship programs gained recognition from the U.S. Department of Labor, and its influence extended beyond construction into community development and economic growth.

Today's GCA stands as a testament to 65 years of perseverance, growth, and adaptation. From its humble beginnings in 1959 to its current status as a leading industry organization, the GCA has maintained its core mission while evolving to meet modern challenges. The association continues to shape Guam's construction landscape through education, advocacy, and professional development, ensuring that the legacy of those seven founding members lives on.

The Guam Contractors Association remains committed to fostering excellence in Guam's construction industry, adapting to new challenges, and preparing future generations of construction professionals. The story of GCA is not just about building structures; it's about building community, opportunity, and excellence in Guam's construction industry.

BUILDING BRIDGES: APPRENTICESHIP PROGRAMS FOR VETERANS IN CONSTRUCTION Is our nation's veterans transition from military service to civilian life, they face unique challenges in finding meaningful careers that utilize their skills and experiences. The construction industry, with its demand for disciplined, skilled workers, presents an excellent opportunity for these heroes. An apprenticeship program can serve as a vital bridge, benefiting both the veteran and your construction company.

Construction companies stand to gain significantly from hiring veteran apprentices. Veterans bring a wealth of qualities that are highly valued in the construction industry. Their unwavering discipline and strong work ethic, honed through years of military service, make them ideal candidates for the demanding nature of construction work. Leadership skills and an innate understanding of teamwork, crucial in military operations, translate seamlessly to construction sites where coordination and collaboration are essential.

Implementing a veteran-focused apprenticeship program requires thoughtful planning, but can yield substantial rewards. Tailoring recruitment strategies to highlight how construction careers align with military skills can attract more veteran applicants.

Veterans' ability to work under pressure and adapt to changing situations is invaluable in an industry where deadlines and unexpected challenges are the norm.

Moreover, many veterans possess technical skills and a remarkable adaptability that can be readily applied to various construction trades.

I urge all construction companies to consider creating or expanding apprenticeship programs for veterans. It's not just good business; it's a way to honor and support those who have served our country.

Apprenticeship programs are uniquely positioned to address the challenges veterans face when transitioning to civilian careers. The structured learning environment of an apprenticeship program mirrors the training methods familiar to veterans, easing their adjustment.

These programs offer hands-on experience and skill development, allowing veterans to apply their existing knowledge while acquiring new, industry-specific expertise.

The GCA keeps track of hours worked and the education progress of the apprentices in your program. We can guide your company through the whole process.

Join the list of companies that have, or are in the process of, creating an apprenticeship program to enhance the skills of its workforce.

For veterans, the benefits of apprenticeships in construction are numerous. These programs allow veterans to apply their existing skills in a new context, validating their military experience while building new competencies. GCA’s 65-Year Legacy of Industry Growth and Resilience in Construction on Guam

As the Guam Contractors Association (GCA) marks its 65th anniversary, it’s a fitting time to reflect on its history and enduring impact on Guam’s construction industry.

Founded in 1959, GCA emerged from the vision of pioneering leaders like Jarrard T. Cook (Heide & Cook, Ltd.), T.H. Odell (Koster & Wythe), Frank D. Perez (Perez Bros., Inc.), and other trailblazers who sought to unify contractors, subcontractors, suppliers, and industry-related firms under a shared commitment to high standards and industry growth. Together, they formed GCA as a nonprofit organization to raise the profile of construction on Guam, uphold quality workmanship, and facilitate transparent communication.

GCA has also had a long-term participation with the University of California San Diego OSHA Training Institute and Education Center, and has worked to improve this program by incorporating local instructors. This improvement has helped make this program more convenient and feasible to safety professionals. GCA’s dedication to providing quality education to our workforce has helped build Guam safely since 1959.”

Joe Roberto, East Island Tinting: ““The growth of GCA began many years ago. Because of the medical insurance offering, contributions, and negotiations of GCA, it helped turn my small company into a medium size company and we’ve become even more involved in GCA. In 2010, GCA founded the Small Business Committee.

GCA’s “Meet The Generals” allows for networking and joint ventures between small and large contractors. For any business that wants to grow, the GCA can help you grow. It’s team of partners is there for you to succeed.

And, the GCA has a super staff, a huge support system, quality work, a qualified staff who will help you grow and succeed. Congratulations to all the past leaders, board members, committee members, volunteers, and staff over the past 65 years. You have all contributed to make GCA what it is today.”

Guam's construction industry experienced a period of rapid growth following World War II. The rebuilding of infrastructure, the development of the tourism industry, and the expansion of military facilities were major drivers of this growth.

Since 1959, the GCA has played a crucial role and built a legacy of advocating for the interests of its members and promoting policies that support the construction industry; providing training and education programs to enhance the skills of construction workers; networking and facilitating collaboration and knowledge-sharing among industry professionals; and supporting community initiatives and giving back to the island. Addressing labor challenges, including prevailing wage issues, has been a consistent priority for GCA, demonstrating its dedication to sustaining a competitive local industry.

As of 2024, GCA has grown significantly, boasting a robust membership of over 500 member companies.

The association continues to actively engage in local and regional initiatives and community affairs, advocating for the interests of its members and ensuring the industry's continued success, as well as being actively involved in regional initiatives to shape the future of Guam's building sector.

Bert Johnston, Guam Trades Academy (GCATA) founding member and President: “Our first Board was comprised of 5 individuals: John Robertson, Bill Beery, Graeme Ridley, Monty McDowell, and Greg Perez. The GCA decided to develop the Trades Academy. Early on, we needed working capital and one of the first things done was to approach the GCA for money. John Robertson-AM Orient, Bill Beery-Watts Constructors and Greg Perez-Perez Brothers each gave $10,000 as a loan. With that $30,000, I spent $17,000 to purchase textbooks and hire a teacher and we taught our first class in October 2006.”

Guam’s construction industry is a vital driver of island economic growth and development. Notwithstanding today’s challenges including the U.S. military buildup, labor shortages, and supply chain disruptions, the construction industry remains resilient and continues to identify new opportunities for growth and development.

By adapting to changing circumstances and embracing new technologies, the industry can ensure a prosperous future for Guam.

I have very fond memories of Black Construction Company’s awards as Contractor of the Year and we are proud to be a valued partner of the community and construction industry.”

Commemorating and celebrating GCA’s 65-year history a few GCA members recently shared their reflections:

Jerold Johnson, President, Hawaiian Rock Products: “I recall GCA’s growth through labor issues, legal challenges, standardizing the apprenticeship program and the how the GCA Trades Academy thrives today. I have very fond memories of how GCA celebrated in the past with very nice dinner events and the many successful annual

As material costs have increased significantly, we must remain vigilant about all the impacts and continue to advocate for our industry.”

progressed to where we are today, 65 years in the making. My father worked to try to get the community to buy-in to concrete blocks for resiliency in construction.

Guam exists in a typhoon belt and following Typhoon Karen, when some homes and structures build with concrete were still standing, the island community bought in to this new construction standard. GCA then moved forward following the concept that Guam needed to move forward considering sustainable housing and we’ve progressed forward to today being weather resilient, earthquake resilient and resilient to various other elements that challenged home construction on Guam. In 1951, my father used his company to develop Guam’s first modern housing subdivision in Oka, Tamuning, called Perezville. It was the island’s first subdivision that applied the concept of covenants, conditions, and restrictions for building. In 1955, my father’s company was the contractor to construct the Dulce Nombre de Maria Cathedral-Basilica in Hagåtña, a well-known landmark and proud distinction of my father.

The structure was completed in 1958.”

David J. Sablan, President DJ Sablan & Company: “I recall early-on how GCA struggled as an association with only about 20 members at the time. Nonetheless, we worked to recruit new members from amongst Guam’s construction industry to build up our association to lobby for the industry. The years of growth of the GCA were positive. GCA membership has increased significantly; we revived the apprentice program in a partnership with Guam Community College (GCC); and we have a successful GCA Trades Academy. I have many fond memories of the GCA from the old days of sponsoring fundraisers, our galas and family picnics, the golf tournaments, and partnerships at the local and federal levels that helped build GCA to what it is today. There were serious challenges that were overcome. In reflection, I have many good things to say about the relationships and friendships built over the years.”

Marge Perez, (formerly Perez Bros, Inc.) Perez Properties, Inc.: “Our father Frank D. Perez was a GCA founding member back in 1959 and our company is still a member through to today. My brothers and I served as board members at different times over the years. Did you know that my late father’s spirit of serving and contributing to Guam’s construction industry is now moving into its 3rd generation of family members committed to helping the community through serving and service? Looking back, I remember addressing issues related to mechanic’s liens and the GRT tax pyramiding for contractors and specialty contractors, where we successfully advocated for and passed legislation to resolve these concerns."

Thomas Perez, Perez Properties, Inc., (formerly Perez Bros, Inc.).: “My late father was committed to supporting the GCA and he did so in many ways. I particularly recall the Construction Rodeo event held at the Agana Shopping Center, which were valuable to expose the GCA-member’s children and families to the skills required and equipment necessary to keep our workforce strong. I recall the skills competitions using heavy equipment such as excavators and payloaders. I hope we can revive this event and bring it back. I also reminisce about the various events wherein the proceeds earned were donated to and supported Special Olympics Guam. This practice of GCA giving back to the community is valued. Another benefit to the island, aside from guiding and fostering construction policies to benefit the island, one of the outstanding benefits Guam received from the GCA was the building of the chapel at the Department of Corrections (DOC). A DOC staff approached then Perez Brothers, Inc., with the idea of contributing to the building a chapel within the prison grounds. Perez Brothers donated concrete blocks, Hawaiian Rock and Black Construction also contributed cement and unused building materials, and others within the GCA contributed to bring the completion of a chapel at DOC to fruition.”

Desiree Lizama, GCA Interim President: "The history of the Guam Contractors Association is a story of success, resilience, and growth, though not without its share of challenges. Left to chart its own course, the association thrived. Even when faced with federal intervention, it endured and emerged stronger. One of the most defining moments of the project came in the aftermath of Typhoon Mawar, which tested the resilience of Guam’s infrastructure and GPDB’s ability to respond under challenging conditions. Immediately following the storm, GPDB mobilized its team to assess the damage, clear debris, and restore critical services.

The company’s swift action allowed military personnel and their families to return to normalcy, showcasing GPDB’s commitment to safeguarding the community it serves. The response to the typhoon highlighted GPDB’s proactive approach and resilience, earning praise from local stakeholders and reinforcing its reputation as a dependable partner in military housing management.

Global Pacific Design Builders (GPDB) was recently awarded the prestigious Excellence in Construction (EIC) Award for its remarkable work on the “Housing Operations and Maintenance Services (HOMS) and Change of Occupancy Maintenance Services (COMS)” project, recognized in the Renovation up to $100M category. This project started in July 2022 and concluded on June 30, 2024, showcased GPDB’s dedication to quality and efficiency, with 90% of the work being managed in-house and only 10% subcontracted.

GPDB’s efforts were in direct alignment with the NAVFAC Pacific Mission, which emphasizes sustainable facility upkeep, reliable utility services, and responsible environmental management for military installations. From the outset, GPDB approached the project with tenant safety and satisfaction as its primary focus. Their team was mobilized and ready to deliver from Day One, ensuring that Guam’s military housing facilities were well-maintained, functional, and welcoming for service members and their families. GPDB not only carried out critical repairs but also performed thorough facility assessments and preventive maintenance, all designed to uphold a high standard of living for the residents.

In addition to its emergency response, GPDB’s focus on sustainable and strategic facility management practices has left a lasting impact on Guam’s military housing. By prioritizing tenant welfare and environmental sustainability, the company achieved significant milestones in the quality of life for residents. With careful planning, they maintained high standards of operation despite Guam’s logistical challenges, ensuring that the facilities remained fully functional and ready for occupancy.

SAMOAN JOE EXCELLENCE IN CONSTRUCTION SPECIAL SAFETY AWARD Black Construction Corporation recently received the prestigious "Samoan Joe Excellence in Construction Special Safety Award" in recognition of its rigorous safety measures applied during the repair of Facility 4028’s Deep Draft Wharf on Diego Garcia. Named in honor of respected safety professional Joseph Leasiolagi, this award celebrates companies that demonstrate top-tier safety practices, with Black Construction Corporation achieving the highest score across all entrants.

Weekly toolbox meetings provided a space for team members to review and discuss job-specific risks, strengthening team awareness and commitment to safe practices. Workers also participated in training sessions on emergency response, hazard awareness, and specific Activity Hazard Analysis (AHA) guidelines. The project’s “good catch” program further encouraged staff to identify and report any potential hazards proactively, fostering a shared responsibility for safety.

Black Construction Corporation’s approach included continuous improvement, with regular team discussions and safety evaluations allowing for prompt adjustments as the project progressed. This commitment to open communication and high standards cultivated a vigilant, responsible work culture, contributing significantly to the project’s safety achievements.

Facility 4028 is crucial to supporting U.S. and allied military operations on Diego Garcia, providing essential services like refueling, cargo handling, and mooring for naval operations. Given the facility’s strategic importance, maintaining a secure, hazard-free work environment during its repair was a top priority for Black Construction Corporation, which implemented a proactive safety approach to achieve a zero-incident outcome.

By August 2024, Black Construction Corporation’s team reached a major milestone of two million safe man-hours, with over 250,000 hours dedicated to the Facility 4028 project alone. This accomplishment underscores the effectiveness of the company’s safety strategy and commitment to a hazard-free work environment, even on large, high-stakes projects.

To ensure the highest safety standards, Black Construction Corporation assembled a skilled team of safety professionals, including certified experts from the Board of Certified Safety Professionals and the American Society of Safety Engineers. The Site Safety and Health Officer (SSHO) was present on-site at all times during active work phases, rigorously overseeing compliance with safety protocols and reinforcing a culture of prevention.

The October 16, 2024, Guam Contractors' Association (GCA) monthly luncheon drew 100 attendees at the Hyatt Regency Guam Ballroom.

The candidates' responses to the challenges and opportunities within Guam's construction industry were timely and insightful, providing attendees with valuable perspectives on key issues. This helped GCA members evaluate each candidate’s stance as they considered their voting options.

Biba GCA! GCA Board Member Geri Leon Guerrero unveiled a special 65th-anniversary video, highlighting the rich history of the Guam Contractors Association.

The video showcased key moments, people, and events from GCA’s early days to the present, capturing the milestones and successes that have shaped our organization over the years.

GCA appreciated the opportunity for members to compare and contrast the candidates' views, particularly on the military buildup and the H2-B labor workforce on Guam. Both candidates presented unique perspectives, while acknowledging the importance of balancing the opportunities and challenges these factors bring to the island.

In a 2024 General Election Congressional Forum moderated by former GCA Chairwoman Jessica Barrett, Congressional hopefuls Delegate James “Jim” Moylan and candidate Ginger Cruz addressed specific concerns of GCA. The forum was a great opportunity to hear directly from the candidates on industry issues. In his monthly safety briefing, Guam OSHA On-site Consultation Safety Administrator Jesse Pangelinan reminded that ensuring a safe work environment is paramount in the construction industry. On-site, no cost safety consultation offers invaluable support to contractors to maintain a safe workplace. By prioritizing safety, contractors not only fulfill their obligations but also improve productivity, reduce costs associated with accidents, and enhance their reputation as responsible industry leaders.

Prepare Now for Better Health in 2025

By now your company should have enrolled or re-enrolled you and your colleagues in the TakeCare GCA Employee Health Benefit. Thank you for your confidence in TakeCare for allowing us to provide your health insurance.

As 2024 comes to a close and 2025 approaches, now is the time to evaluate your health and what you should do to improve your health.

Living a balanced lifestyle can be challenging. Many responsibilities and distractions can keep us from being active, eating right, relaxing and unwinding, and staying socially connected.

Take small steps. Here are some suggestions to maximize your TakeCare GCA health insurance benefit in 2025.

Earn wellness, disease management and fitness incentives TakeCare provides wellness and disease management incentives up to $250 per eligible individual or $500 per eligible family per benefit period. Members must participate in the plan for at least three (3) months of continuous coverage within the benefit period and are an active member by the end of the benefit period and must have paid all premiums due for the benefit period.

The cash incentives can be earned by completing annual physical, vision, or dental exams, various health screenings,TakeCare’s online health check, meeting selected health measurement goals, or achieving healthy outcomes.

TakeCare also offers fitness incentives up to $600 per eligible individual or $1,200 per eligible family per benefit period provided they meet the program’s incentive qualifying criteria.

TakeCare members have access to discounts at 21 fitness partners on Guam. Members can also earn TakeCare’s fitness incentive by self-reporting at least 30 minutes of an approved activity such as walking, jogging, running; rowing; swimming; and or biking. Track your activity using one of the approved fitness apps and upload information about the activity to earn the incentive.

Go to free health education classes TakeCare GCA members can access no-cost health education classes to learn about better nutrition, prevent heart disease, quit smoking, and control diabetes. TakeCare’s diabetes prevention program - T2 - is the only program fully recognized in the region by the Centers for Disease Control and Prevention (CDC). TakeCare members can improve health through health education classes, cancer prevention campaigns, and fitness programs. Ernest Aquino, TakeCare’s wellness team lead, and other health and wellness coaches, can provide educational and coaching services to help you get started.
