Through relationships with traditional media platforms, GBRIA promotes facts and positive news stories. The Advocate and The Baton Rouge Business Report continue to feature articles of GBRIA sharing results of our regular surveys including our Plant Managers’ Economic Outlook quarterly survey and our BiAnnual Labor Forecast survey. GBRIA also contributes to the 10/12 Industry Report each quarter and the BIC Alliance.
For further engagement with membership and community, GBRIA hosts several large events each year. In 2022, GBRIA hosted its Annual Meeting and Plant Leadership Conference, Top Golf Tournament, Safety Excellence Awards Banquet, 1st Annual Industry Showcase, Craft Workforce Development Awards Banquet, Clay Shoot Tournament, and the Annual Golf Tournament and Gumbo Cook-Off.
GBRIA has formed several coalitions with other area associations such as the Baton Rouge Area Chamber in hosting the TEC Next Conference and the Capital Region Industry for Sustainable Infrastructure Solutions (CRISIS), which continues to make a difference in our transportation infrastructure. Collaboration with organizations such as ABC, BRAC, LAIA, LABI, LCA, LMOGA more also helped to create Industry Makes and to stand up this grassroots advocacy campaign as a new 501 (c) (4) organization in 2022.
These efforts would not be possible without the fantastic support of our members, annual event partners and sponsors. Our staff makes it all happen and I can’t thank them enough; Director of Safety, Workforce Development, and Operational Strategy, Brandon Smith, Manager of Public Affairs, Research, and Membership, Laine Peterson, Associate Director of Marketing and Administration, Sue Leger, and Office and Contract Workhours Manager, Jessica Himel. The team continues to do an excellent job moving our agenda forward by providing the energy to garner support for these initiatives from our members. I want to acknowledge the leadership provided by the Board of Directors as well, who graciously provide their guidance and support. Additionally, GBRIA’s accomplishments would not be possible without the sweat equity that our member companies provide with providing great committee representatives. We still have many challenges facing our industry. We have a demonstrated record of success when we work together as GBRIA, and I look forward to meeting these challenges head-on. Member and partner organizations include 51 industrial plant facilities and over 100 industrial contractors and suppliers located in the River Parishes between St. Landry and St. Bernard Parish. Members are manufacturers in the petrochemical, paper, bulk storage, and other industries. Contractors and suppliers provide important labor, materials, and supplies to the industry.
Through GBRIA, members and partners are represented by a common voice for industry to the community, education providers, contractors, unions, trade associations, and governments. Members and partners also influence national standards in safety, craft skills training, and professional education.

The Board of Directors is made up of up to fifteenmember plant managers and focuses on overall strategic goals achievement and governance.
The Contractor Workforce Development Committee is made up of maintenance, contracts administration, or others interested in workforce development. The committee steers education providers in the region from high schools to trade schools, to universities and drives initiatives with the state government. This committee also develops best practice guidelines and oversees GBRIA’s labor forecast and wage survey.
The Public Affairs Committee is made up of public affairs representatives and plant managers. The committee focuses on best practice sharing and developing programs to bring value to our local communities by highlighting the positive aspects of industry in various ways, from the development of Industry Makes to educational videos and media placement guidance for GBRIA.
The Safety, Health, & Security Committee is made up of safety management representatives. The committee focuses on best practice sharing and has developed industry standard guidelines such as breathing air, contractor safety audits (named Industry Best Practice by the American Chemistry Council in 2022), hydroblasting and more.
Plant Managers meet quarterly to share best practices within industry and discuss development within GBRIA.
The several Event Committees are comprised of members and partners who volunteer to assist staff in event planning and production of our many events including the Golf Tournament & Gumbo Cook-Off, the Industry Expo, the Clay Shoot Tournament, and more.

The Associated Builders and Contractors (ABC)/ICC Steering Committee was formed to promote the cents per craft hour program and more effectively collect funding for the Pelican Chapter Training Center. The group’s mission is “Contractors and owners working together to communicate and collaborate on workforce development and other common issues impacting industry.”
The Alliance Safety Council (ASC) Steering Committee, whose mission is “GBRIA and Alliance Safety Council will collaborate to provide high quality, cost-effective safety, health, and environmental training that meets the needs of our owners and contractors.” Key objectives include identifying costeffective curriculums that meet the needs of industry, monitoring GBRIA’s Incident & Illness Survey and other data sources to identify trends that lead to new courses or focus areas and steering the implementation of a site criteria tool and promote its use among owners and contractors.
The Capital Region Industry for Sustainable Infrastructure Solutions (CRISIS), a partnership with the Baton Rouge Area Chamber (BRAC), created to ease local worker commute issues, which has brought over $2 billion in new infrastructure including a new Mississippi River Bridge. CRISIS’ mission is “to provide a leadership voice to address the Capital Region’s transportation crisis, identifying solutions and advocating for their prioritization and funding.
Industry Makes, a campaign and now stand-alone organization used as a co-branding tool to advocate for industry using a grass roots, united front. Industry Makes’ mission is “to be a trusted source of industrial communications, while advocating for future investment and industrial growth that is the backbone of Louisiana.

In 2022, the committee results include:
• Hosted the 26th Annual Safety Excellence Awards Banquet. Leading up to the banquet, GBRIA members nominated a total of 40 companies representing more than 200 million hours worked, 80 thousand employees and a combined total recordable incident rate of 0.12. Safety Excellence awards were presented to 36 contractors and suppliers.
• Continued working on Contractor Safety & Health Audits.
• Received an award by ACC for “Best Practice” Contractor Safety Audit Program.
• Launched the beta version of the Contractor Gate Site Criteria Tool in collaboration with Alliance Safety Council
• Partnered with Alliance Safety Council to continue immersive technology training development.
• Continued the OSHA Alliance with the Louisiana Chemical Association.
• Engaged and expanded our security network with the FBI, Homeland Security, CISA, and InfraGard.

GBRIA members value safety, health, and security of employees above all else. Not only are these values instilled through codes, training, standards, and guides, but these values are embedded in the workplace culture and within each employee on the job. Having a secure facility is an important initiative for industry. Securing site perimeters using cameras, drones, and sensors is essential for site operations. Technology is used to detect intruders, threats, and even bad weather for the facility.

Since 1996, the GBRIA Safety & Health Audit has been aimed to provide GBRIA members with a quality audit protocol to supplement their existing contractor pre-qualification programs. Most owner companies are utilizing pre-qualification software or internal systems to ensure contractor companies have OSHA and company specific programs. This audit provides assurance that these programs are being implemented. Through our partnership and reciprocity with the Houston Business Roundtable, members have access to hundreds of current audits (conducted within three years).

The Greater Baton Rouge Industry Alliance (GBRIA) Safety Excellence Awards have been a staple in the Baton Rouge area since 1996. The awards banquet is an opportunity for GBRIA member sites to nominate those companies who’ve performed work in their facilities and committed themselves to nothing less than safety excellence in their operations. To be nominated for such an award is a great honor and a show of recognition of the great strides contractors have made to keep their workers safe and families whole.
In 1996, when the awards banquet concept was made a reality, it was by the work of GBRIA’s Board of Directors, but specifically by Mr. Hal Ginn. It is because of Mr. G. Ginn’s vision for safe workplaces that we can come together and celebrate safety success stories. Thus, the creation of the coveted Hal G. Ginn Award. The finalist for this award comes from each division winner, and ultimately the company that shines the brightest takes home this award for excellence.

The Greater Baton Rouge Industry Alliance’s (GBRIA) Craft Workforce Development Awards acts as both an awards and benchmarking program. This program was developed in 2007 through a joint effort of GBRIA’s Contractor Workforce Development Committee, Board of Directors and local contractors. The program has been designed to promote best practices to improve the skills and retention of craft personnel in the region and to recognize and reward contractors, member plants, schools, educators and other individuals who contribute to recruitment, assessment, training, career path education and retention efforts.
GBRIA’s Craft Workforce Development Awards offers awards for the following groups: Mechanical and Electrical Contractors; Civil and Structural Contractors; other Specialty Contractors; Industrial Plants/Facilities; High Schools and Individual Champions. Member companies of GBRIA are working daily to reduce emissions and waste to protect Louisiana’s environment. Members work with each other, academic facilities, government officials, and others to educate on and create technology and the most up-to-date data with the hopes of furthering emission reductions. Members invest millions, or even billions, of dollars into reducing emissions and increasing the production of cleaner fuels.
In line with emission reduction goals, Louisiana became the first state to develop a plan with the purpose of significantly cutting greenhouse gas emissions by 2050. Louisiana is heavily focused on initiatives such as carbon capture and sequestration to bring down industry emissions. 6

Carbon capture sequestration (CCS) is a process created to remove carbon dioxide emissions from industry operations and either reuse or store the emissions to keep it from entering the environmental atmosphere.
The carbon dioxide emissions are stored in oil and gas reservoirs, unmineable coal seams, and deep saline reservoirsgeological formations that have stored crude oil, natural gas, and carbon dioxide for millions of years.
Louisiana is in a position where the state has ideal geology for sequestration and preexisting framework, industrial corridors that contain pure carbon sources located close to existing CO2 pipeline infrastructure, making the state a key component in CCS. 8

Air Products is investing $4.5 billion into a clean, blue hydrogen energy complex coupled with being the world’s largest carbon capture for sequestration operation. This initiative will create 170 permanent jobs and more than 2,000 construction jobs for over three years. 9
CF Industries is investing $198.5 million to construct a CO2 compression and dehydration unit at its Ascension Parish plant with the goal of reducing carbon emissions. The project will create 12 permanent jobs and retain 521 existing jobs in the Capital Region. 10
Total Energies, Sempra, & Mitsubishi Corporation announced their joint venture to create a carbon capture facility that is designed to receive and permanently store CO2 from multiple sources. 11
Venture Global is investing $10 billion into an LNG facility in Cameron Parish. The project is projected to create 200 direct jobs and 867 indirect jobs, with a potential total of 2,300 jobs at peak construction. 12
Cleco is investing $900 million into building a carbon capture facility that will create over 1,000 construction jobs and between 30 and 40 permanent jobs all while reducing carbon emissions. 13
Occidental Petroleum partnered with 1PointFive to lease 27,000 acres of land in Western Louisiana with the goal of developing a carbon sequestration hub to permanently store industrial carbon emissions.14
ExxonMobil and CF Industries have partnered to permanently store carbon emissions through EnLink Midstream LLC’s CO2 pipeline network. The capital investment is expected to be around $200 million. 15

GBRIA members value being a good neighbor within their communities. Industry provides ~$73 billion to the state GDP in Louisiana as well as ~$4.5 billion to state and local tax revenue. 22 In addition to this, industry contributes to local communities through donating and volunteering. Industry partners with community residents, academic institutions, leaders, and local organizations to communicate to and build relationships with their communities.

Petrochemical and manufacturing products are essential for daily life and our quality of living. From plastics to paints, medical syringes to hand sanitizers, cosmetics to clothing, fertilizers to food preservatives, carpet to safety glass, crayons to markers, electronics to packaging, and so much more.
These products would not be what they are without starting with six basic petrochemicals- ethylene, propylene, butadiene, benzene, toluene, and xylene- that are combined with other chemicals to create high quality everyday products. 2
