Welcome to the 2024 edition of the Scottish Seafood Association Yearbook and Diary.
It has been another challenging year for our sector due to high energy prices, labour supply problems, along with the ongoing issues with adapting to the new export regime to the EU following Brexit.
The cost-of-living crisis is also having an impact, with consumers having to tighten their belts, which in turn provides marketing difficulties for seafood processors who are having to cope with increased costs themselves.
The war in Ukraine emphasises the need to ensure national food security, and for Scotland and the UK, seafood has an essential role to play in meeting these requirements. As such, it is essential that our industry is not squeezed out by green agendas for highly protected marine areas, which are designated more on ideology, rather

The protection of our seas is vital but it must be achieved on a sensible pragmatic basis, reflecting upon the needs of nature and fishing communities to ensure that both can thrive. Marine Protected Areas need a careful evidential base for their implementation, rather than imposed as a knee-jerk reaction to green pressures.
In Scotland, we are extremely fortunate to be surrounded by some of the most productive seas in the world, providing a rich bounty of seafood that is renowned for its quality. It is important that we shout about this wonderful resource – and we need full government and other agency support to help in the wider promotion of our wonderful produce.
The resilience of the Scottish seafood sector fills me with confidence that despite these challenges, we will adapt and innovate to ensure a successful industry. I wish you all a profitable year ahead.








SSA working for a better future

Soaring energy costs have been a major challenge for our members this year, especially for those with high energy intensive operations, such as using blast freezers and valueadding. With customer prices often being set several months ahead, or even longer in some instances, this has posed extreme difficulties.
This challenging background has been further exacerbated by an acute shortage of labour, and we find it bizarre that the UK Government is constantly saying it wants to grow the economy, yet doesn’t implement the immigration policies that would enable our businesses to have a decent chance for expansion and growth. While automation and using more sophisticated processing technology may provide part of the answer, we still have a chronic shortage of available labour to fulfil the many vital roles necessary to ensure a successful processing operation.

We are also engaging with the Scottish Government – and while energy and labour are not devolved issues – we do wish that there was more constructive engagement between the governments of the UK and Scotland to work together for the common good, and ensure an environment that enables fish processing to thrive.
We are pleased that the First Minister wants to encourage small business to grow, and we want also for there to be the recognition the importance our sector brings in ensuring food security. There needs to be the right conditions to encourage more youngsters to pursue a worthwhile career in seafood processing. Scotland is surrounded by rich and productive seas and plays an essential role in providing high quality, nutritious and sensible food for consumers both at home and abroad.
Despite our constant representations on the labour issue, the Home Office is not working in the best interests of the seafood sector – and that needs to change. There is engagement with Ministers and officials, yet little headway is being made. Part of the problem is the constant change of Ministers – just as we are building a solid relationship with one team, and they are gaining insight into our problems, they are moved-on in a Government reshuffle, and we have to start the process all over again.
We were made so many promises during the Brexit debate and subsequent implementation about how the seafood sector would thrive under the new regime, yet the UK Government has not delivered upon its pledges on implementing the right the conditions for us to do so. We need to move away from a seafood sector that is surviving, and develop one that is thriving.
It is all very well to throw grant money at the industry – which is, of course, very welcome – but it is not the whole solution and it is imperative that the UK Government recognises this. What we really need is the correct business environment to work in – where labour is easily sourced, energy prices are not excessive and exporting is smooth and easy.
I am delighted that the Scottish Seafood Association has a strong working relationship with our colleagues in the catching sector, and we have been working closely with the Scottish Fishermen’s Federation on many issues. One of these is the threats of spatial squeeze the fishing sector is enduring both from Marine Protected Areas and from offshore renewables. No-one denies we need to protect our seas and find low-carbon energy alternatives, but a sensible balance needs to be reached where processors can secure enough raw material for the food supply chain.
The difficult export situation to markets in the EU has to some extent been resolved, although it is totally unfair that we are burdened with swathes of red tape and bureaucracy, while the same rules don’t apply to EU food companies exporting to the UK. We would like to see the UK Government being much stronger on resolving these issues and work towards a situation where there is a fair and balanced trading platform for all.
Despite all these challenges, rest assured that the Scottish Seafood Association is working tirelessly on your behalf with Government and regulators to achieve the best possible working environment for our sector. I wish you all a successful and prosperous 2024.

Good fish landings again at Peterhead
Fish landings at Peterhead Port were strong in the first two-thirds of 2023, building on the £220 million worth of catches sold during the previous full year.
By the end of August 2023 more than 37,000 tonnes of whitefish (worth over £70m), 85,000 tonnes of pelagic fish (£60m) and in excess of 4,000 tonnes of shellfish (£12m) had been traded over the quaysides.
The 2022 total was comprised of £101 million (50,307 tonnes) of whitefish and £95 million (108,137 tonnes) of pelagic fish.
Whitefish skippers were concerned, however, about a proposed 17% cut in North Sea and West of Scotland cod quotas for 2024 – despite scientists acknowledging that cod stocks are abundant.
and storage system and also enable Denholm Seafoods to increase its daily freezing capacity, and boost cold storage capacity to 19,000 tonnes.

On the processing side, Denholm Seafoods Limited has started work on a major new £30m mackerel and herring processing facility and cold-store upgrade at the Port.
The investment will deliver a state-of-the-art handling
In tandem with the new cold-store, the existing processing facility will be refurbished with the installation of a sophisticated and highly automated turnkey processing system designed and supplied by Skaginn 3x. The new project will result in increased efficiencies, enhanced product quality and a lower carbon footprint.
North Bay Pelagic is also undertaking major investment into the local fishing sector with a cold-store upgrade. This will increase current capacity by 16,000 tonnes, with an additional 4,000 tonnes for the small cold store and 12,000 tonnes for the large cold store, giving a total capacity of 25,000 tonnes.
The company has seen an increase in the volume of fish landed into the facility during the herring season. North Bay is confident that this will continue on through the mackerel season and into the future.

The Global Seafood Alliance’s Responsible Seafood Summit will take place in St Andrews from the 21st to the 24th October 2024, the first time it has been held in the UK.
Seafood Scotland will co-host the summit and leaders will attend from across the global seafood sector, putting a spotlight on Scotland’s largest food export.
The multi-day event will include a conference with international speakers focusing on production, sustainability, innovation and market trends alongside field trips to key producers to learn more about, and from, our world-leading seafood industry.

Get involved with the Seafish Processing Survey
The annual Seafish processing survey can help the seafood sector. Find out why your business should be part of it.
Each year, Seafish collect information from processing businesses to make sure the scale and performance of the UK seafood processing sector are accurately measured and represented in business and policy decisions. As the public body supporting the seafood industry to thrive, Seafish has a long record of collecting data and providing research. Access to data, analysis and insight is essential to help orientate businesses, inform good decision making and support innovation.
With ongoing changes to the seafood processing industry, there is the potential to face challenges and opportunities, relating to changes to the regulatory landscape, trading relationships, immigration policy and workforce availability. It is important for the seafood processing industry and government to have accurate, up-to-date information about
the financial performance and socio-economic importance of the sector, in terms of operating costs, Gross Value Added (GVA) and jobs. The more data that businesses can provide, the more accurately the sector will be represented in our industry estimates. These are used by Government departments to understand how businesses and communities could be impacted by changes in policy. The data can also be used by the seafood processing industry to highlight challenges and evidence needs to government, such as the impact of rising energy costs.

Here are some recent examples of how the processing survey data provided by seafood businesses has been used:
• Attracting new entrants: Demonstrating local jobs supported by the sector to schools.
• Supporting trade: Providing evidence for trade agreements and import/export guidance.
• Influencing migration policy: Evidencing sector reliance on EU labour to government.
• Demonstrate need for business financial support: Providing evidence to government and local councils on low industry margins and income loss associated with Covid-19, exit from the EU and rising global energy prices.
Results from the 2023 survey
During the 2023 processing survey, Seafish contacted 745 sites, confirming that 89 sites have permanently closed. Key issues reported were high and rising energy costs, challenges with recruitment and retention, staff housing shortages and navigating exports post EU exit.
Jennifer Robson, Head of Economics, Insight and Advice said: “The annual processing survey provides an important opportunity for businesses to report challenges and opportunities their businesses are managing. The key issues raised by businesses during the 2023 survey (April-June) were around high energy costs, problems with recruitment, retention, succession planning, and challenges with export post EU Exit.”
Jennifer Robson added “To help evidence these issues to government and inform policy decisions, Seafish has also been collecting and analysing additional data from businesses on both labour and energy issues facing the sector.”

Fraserburgh masterplan takes shape
2023 has proved to be a busy year for Fraserburgh Harbour, and an exciting one as our development Masterplan continues to take shape.
Whitefish landings over the 22/23 period have increased significantly - by 40% - while prawn landings remain in line with the previous year.
Although the number of actual boats landing remains lower than in 2020, which we believe is due to an overall reduction in vessels, landings per boat rose year-on-year with the volume of fish and shellfish landed. This, we believe, can be attributed to the continued improvement in fleet catching power.
While the number of boxes landed has fluctuated over the last four years, we are continuing on an upward trajectory with regards to prices from 2020.
During the past year, we have been delighted to welcome four new boats to Fraserburgh; the Day Dawn FR90, the Excel BF 110, the Zenith BF 106, and the Daystar FR86.
The Harbour’s repair facilities and Fraserburgh’s renowned, best-in-class maintenance companies continue to attract fishing boats from around the UK and Ireland. Boat owners and skippers can be confident in a responsive service from the Harbour team, should they wish to enquire about our facilities.
