Turmoil is the order of the day at the moment, with the Ukraine war adding a new tier of uncertainty to the business environment for Scottish seafood processors.
The pressures of inflation and market uncertainty have made recent times incredibly challenging, and whilst every business in our sector has endeavoured to put in place their own measures to alleviate impact, wider Government support is essential to see us through this difficult period. Our chief executive, Jimmy Buchan focuses on these issues in his introduction, as well as highlighting the work the Scottish Seafood Association is taking to press for action and tangible support.
Against this difficult background, it is worth extolling the good news about our seafood sector, and that is no
better illustrated than the positive way Scottish seafood is recognised at both home and abroad. Scottish fish and shellfish is in huge demand around the world, with its provenance and high quality being very much at the top of consumer minds.
Similarly, one only has to witness the enthusiastic queues outside seafood takeaways and restaurants in places such as Oban, Ullapool, Anstruther and North Berwick to realise the esteem that day-trippers and UK and foreign tourists hold for the quality of our fish and shellfish. Quite simply, people adore quality seafood that has been caught sustainably and processed with care.
Our industry has much to celebrate and that is something we should never forget. I wish you all a productive and profitable year ahead.

Seafood sector must have the right support to ensure it can thrive

The one thing all businesses crave is stability – and that has been in precious short supply in recent years following Brexit, Covid and now the ramifications from the war in Ukraine.
This has resulted in an especially difficult time for the seafood sector as it endeavours to supply the UK and export markets against a background of an unpredictable market, labour shortages and soaring energy and other inflationary costs.
As such, it is vital that the UK and Scottish Governments throw their full support behind the seafood sector and the wider economy and business community. Rising inflation is a particular concern for us –not only in the direct cost impact of running a business, but also the resultant squeeze in consumer expenditure, which has the potential to reduce demand.

Our Association has worked hard to forge a good relationship with the UK and Scottish Governments in recent years, and with a new Prime Minister and Cabinet in place at Westminster, now is the time for ministers to step up to the challenge and fight our corner with renewed vigour. It would be fair to say that while the Boris Johnson Government was happy to engage with the Scottish seafood sector, the final deliverance was somewhat shallow and fell short of what was required. What we need are actions with tangible outcomes. The same applies to the Scottish Government.
Key aims for government should be to tackle inflation and to provide direct support to the seafood and business sector to mitigate the impact of rising energy costs. Recent events have dramatically shown us that energy security and food security are two national strategic priorities of the highest order, and failure to deliver on these keystones will inevitably result in economic turmoil and uncertainty.
With regards to inflation, our seafood processors need a level playing field to compete in the export market. If UK inflation is higher than in other countries, or we are not
receiving the same level of business support as European seafood processors are, then we are immediately put at a competitive disadvantage. The aim should be to have measures which ensure that our sector can thrive, rather than just survive.
Labour supply is also constraining the Scottish seafood sector. Whilst the use of robotics and other sophisticated processing technology is likely to be heavily utilised in the future, this is not yet currently the case, and our industry need a good supply of easily available labour during this transition period to ensure we operate at our full potential. It is an issue that also needs turning on its head – whilst advanced processing technology must be embraced – there also needs to be a drive to ensure that seafood processing is seen as a desirable industry to work in, with good career prospects and opportunity for personal development. Government can aid this, but we also need to recognise our own responsibilities in ensuring this happens. Hopefully, the coming year will bring some light on the horizon and enable our great industry to move forward with renewed confidence. As recent events have highlighted, the protection of the food sector is of utmost importance - and no more so than seafood, which is sustainable, nutritious and delicious. We have so much in our favour – all we need are the right conditions for us to successfully operate.
The Scottish Seafood Association is committed to representing your interests at all levels of government and with other stakeholders, and we pledge to continue to work hard over the coming year to deliver results. As well as political representation, we also provide a wide range of additional services for members, including training, which I urge you to take advantage of. Our membership is our strength and I’m proud that our Association, and board, comprises of companies ranging from small to large and covering many different types of seafood processing.

The Scottish Seafood Association, in association with the Scottish Seafood Training Network, offers training courses for members, delivered at our training centre or onsite in the workplace by our Royal Environmental Health Institute of Scotland (REHIS)/ Seafish approved trainer.
Our well qualified Technical Training Manager/Group Scheme Manager, Jean Meikle, has over 20 years’ experience in various roles in the food industry, offering a diverse knowledge of systems, documentation and quality. Seafood Scotlandpromoting Scottish seafood at home and abroad
Seafood Scotland is the national trade marketing body for the Scottish Seafood industry. Independent and non-commercial, it is funded by the Scottish Government (Marine Scotland) and offers support to the whole industry. It seeks to engage with government and other stakeholders on behalf of the entire industry, and to promote quality, sustainable seafood at home and abroad.
Its remit includes wild caught fish and shellfish and farmraised species such as salmon and trout.
The Board includes representatives from the Scottish catching and processing sectors, with meetings joined by observers from the Scottish Government and Scotland Food & Drink.
You may have also come across the Seafood from Scotland brand. This is aimed at the buying market, across the UK, Europe, Middle East, Asia and the Americas. The messaging incorporates the exceptional product, the people rearing, harvesting, catching, processing and selling seafood, and wider messaging about Scotland’s waters (place).
Exports
After whisky, seafood is Scotland’s second largest export, sold to over 100 countries. Most of the seafood exported from the UK goes to France, the USA and China. The Seafood Scotland team spends time in these and other key markets each year, spreading the word, introducing producers to potential buyers and generally promoting the merits of Scottish seafood.
The two big international expos are Seafood Expo North America (SENA) in Boston and Seafood Expo Global (SEG) in Barcelona. Seafood Scotland, working with Scottish Development International, has a big presence at both events.

GOAL Conference
Autumn 2024 seems a long way away, but it’s worth marking in your calendar. The Global Seafood Alliance has, for the first time, selected Scotland as the host country for its 2024 conference – and Seafood Scotland put the successful bid together.
The conference, known as GOAL, will feature international speakers focusing on production, sustainability, innovation and market trends in seafood, alongside delegate visits across Scotland to learn more about, and from, the country’s seafood industry.
The GSA is an international nongovernmental organisation dedicated to advancing responsible seafood practices through education, advocacy and third-party assurances.

Co-hosted by Seafood Scotland and Global Seafood Alliance, the conference will be attended by leaders from across the global seafood sector. Seafood Scotland will work with other industry bodies, including the SSA, to deliver this prestigious global event.

Well-known and respected across the Scottish seafood industry and beyond, Donna represents Seafood Scotland at government and industry level, bringing her expertise and in-depth knowledge of the entire supply chain to bear on behalf of the industry. She was instrumental in securing the global GOAL seafood conference which will be hosted by Scotland in 2024.


Natalie and Adam manage trade projects in their markets from conception to evaluation, including determining the strategic direction in each market, developing and executing marketing plans, cultivating partnerships and planning and delivering events that create new selling and buying opportunities.

Get involved with the Seafish Processing Survey
How the annual Seafish processing survey can help the seafood sector, and why your business should be part of the process.
Each year, Seafish collect information from processing businesses to make sure the scale and performance of the UK seafood processing sector are accurately measured and represented in business and policy decisions. With ongoing changes to the seafood processing industry, there is the potential to face challenges and opportunities, relating to changes to the regulatory landscape, trading relationships, immigration policy and workforce availability.
It is important for the seafood processing industry and government to have accurate, up-to-date information about the financial performance and socio-economic importance of the sector, in terms of operating costs, Gross Value Added (GVA) and jobs. The more data that businesses can provide, the more accurately the sector will be represented

in our industry estimates. These are used by government departments to understand how businesses and communities could be impacted by changes in policy. The data can also be used by the seafood processing industry to highlight challenges and evidence needs to government, such as the impact of rising energy costs.
“We should never underestimate the importance of clear statistical and financial data on the sector. When the Scottish Government was developing the Scottish Seafood Business Resilience Fund, it was data from previous Seafish processing surveys that they turned to.
“While we can debate whether the right support was provided, we will always be better placed to make our case to governments if we have the data to support it. I would

strongly encourage seafood businesses of all sizes, wherever you are in the UK, to fully engage with Seafish to complete the survey and provide the requested financial data,” said Jimmy Buchan, CEO, Scottish Seafood Association.
How will your data be used to help the industry?
Here are some recent examples of how the processing survey data provided by seafood businesses has been used:
• Attracting new entrants: Demonstrating local jobs supported by the sector to schools.
• Supporting trade: Providing evidence for trade agreements and import/export guidance.
• Influencing migration policy: Evidencing sector reliance on EU labour to government.
• Demonstrate need for business financial support: Providing evidence to government and local councils on low industry margins and income loss associated with Covid-19, exit from the EU and rising global energy prices.
Results from the 2022 survey
“The annual processing survey provides an important opportunity for businesses to report challenges and opportunities their businesses are managing. The key issues raised by businesses during the 2022 survey (April-June) were around high and rising raw material and energy costs, and problems with recruitment, retention, and succession planning. To help evidence these issues to government and inform policy decisions, Seafish has also been collecting and analysing additional data from businesses on both labour and energy issues facing the sector,” said Ana Witteveen, Seafish Economist.
Preliminary results from our 2022 processing survey show that there are 130 major* seafood processing sites operating in Scotland (around 40% of all majority seafood processing sites in the UK). Together, these sites support around 6,950 full time equivalent (FTE) jobs. This is a decrease from

7,783 FTEs in Scotland reported in 2021. Most of these sites (99) are small to medium businesses, supporting 50 or fewer FTE jobs. Most sites processed a mix of species (65 sites), with demersal (whitefish) only (25 sites) and salmon only (21 sites) being the next most common.
*Sites where 50% or more of annual turnover is from seafood processing activity as opposed to other activities.

Fraserburgh investing in the future
Overall landings at Fraserburgh were better than might have been anticipated over the last year when the consequences of a double whammy of Brexit and Covid 19 were difficult to predict.
Vessels are still reporting good catches and ad valorem is continuing to rise across all landings at a greater rate than the quantity of boxes landed indicating good prices are being achieved at Fraserburgh.
Overall, the port is happy with progress made and as a business it continues to attract visiting vessels for vessel repair and maintenance work as well as landing in Fraserburgh.
Fraserburgh has two modern fish markets, both of which are completely refrigerated and capable of maintaining a temperature of +1oC. This allows landing of fish and nephrops over a 24-hour period, 5 days a week with product being kept in prime condition for later sale.
A section of industrial development land is now available for lease with immediate access. This land has been earmarked for seafood processing with potential for dedicated berthing available. The area has direct access to the Balaclava Inner Harbour quay with water depth of -5.6 m CD. As a trust port Fraserburgh Harbour is particularly interested in proposals for the land which will outline the revenue benefits to the harbour and long-term economic impact towards the community and the wider local economy.

In terms of future projects, the harbour is developing its Outline Business Case for Harbour Masterplan which will deliver a physical expansion of the harbour by approximately 40%. The proposal will help Fraserburgh to develop its resilience with the fishing industry continuing to be at the

heart of the business whilst also allowing the harbour to contribute to the economic prosperity of the community and wider region.
The proposals will:
• Provide Deepwater berthing (-10m CD)
• Give an additional 3.6 hectares of flexible multi-purpose quay side space some of which could be dedicated to seafood processing
• Improve accessibility for fishing boats landing at Fraserburgh by deepening the Faithlie Harbour
• Promote Fraserburgh as a place to buy and process fish
• Create development opportunities for harbour related activities within the harbour estate
2022 has been an exciting year for Fraserburgh and 2023 looks to be even more so.












































































Opportunity North East Seafood Transformation Project
By Peter Cook, ONE Director Food and DrinkSeafood processing in NE Scotland with an annual turnover of up to £700M is the largest sub-sector of the regional food and drink manufacturing sector, which turns over around £2.2Bn in total per annum. With over half Scotland’s seafood landings arriving at NE ports and almost 4,000 processing jobs and many more indirect jobs, the sector is of huge economic significance. Of course, there are lots of well documented challenges – the soaring cost of energy, lack of labour, increased export cost and complexity post Brexit – but it is an industry that retains fundamental core strengths. With over 60 businesses in the area there is a cluster of expertise and logistics, the quality of the North Sea catch is high, we have a generally well managed fishery with good stocks, there is the prospect
of some increased TACs and more Scottish landings, and the worldwide marketplace for seafood, which is viewed as a sustainable and healthy protein source, is huge and diverse.
However, the clear challenge before us is to retain a thriving and competitive processing sector to avoid the risk of losing more fish landings to markets elsewhere in the UK and abroad which adds little value for our region. That trend is already emerging, and the threat of becoming perceived as a landing and distribution centre rather than a centre of processing expertise, is real.

in the Life Sciences, Digital, Tourism and Food and Drink sectors. We have worked closely with seafood businesses over the last few years and have identified a major opportunity for the sector to grow, adding more value to the NE catch. Given the importance of the seafood sector we have advanced a Business Case for a major project of investment. The clear ambition is to attract £80M of public and private funding over 5 years – to help the industry regain competitiveness and create good margins and high value jobs. While our focus is on NE Scotland, we believe this can help move the entire Scottish industry forward, and our Steering and Working Groups led by seafood businesses, include national as well as local organisations – the SSA, Seafood Scotland, Aberdeenshire Council, SF&D, Scottish Enterprise and Scottish Government.
There are a number of focus areas which the project aims to address and where we are already providing support. Automation is not the answer in all situations but the streamlining of processes and investment in kit is critical to help us cope with the lack of labour and changes in species such as the abundance of small haddock. That also needs investment in space to make those processes possible.
We have established strong connections to in-market food and drink specialists around the world and recently hosted a delegation at the Peterhead fish market. Their feedback was hugely encouraging, all are desperate for more Scottish fish supplies and products, but that often needs dedicated staff, expensive product development, new quality accreditations and securing longer term supplies.
ONE continues to take forward a range of initiatives to
help meet these demands. Seafood businesses have taken part in our market insights, NPD, export development and “graduate into business” programmes and we support the Technical Training Manager post within the SSA to help businesses set up the systems they need for quality certification. Over the last 5 years businesses looking to expand have joined our “Business Growth Programme” and it is clear many may need to shift to greenfield sites to get the space and quality of facilities required for future growth and having a number of businesses in close proximity creates the opportunity to reduce energy costs through heat recovery and on-site renewables. To that end we have been exploring, with a number of key partners, the feasibility of a dedicated “seafood park”. Sustainability is not just a buzz word, but a demand from many customers and government agencies, so our Sustainability Adviser has been helping companies establish “net zero carbon” plans. Investment by processing businesses is critical and the UK Seafood Fund and Marine Fund Scotland schemes provide the opportunity to secure capital grant support. To help businesses in NE Scotland we have put together a guide on how to tackle the Sustainability and Community benefit aspects of the applications and we brought DEFRA staff to the area to meet businesses in November 2022.
