SOUTH POTOMAC PILOT NEWS AND INFORMATION FOR THE NAVAL SUPPORT ACTIVITY SOUTH POTOMAC DEFENSE COMMUNITY

Upcoming Event: Congressman Wittman to host Town Hall on NSF Dahlgren

By Andrew Revelos Staff Writer

Naval Support Activity South Potomac celebrated the promotion of 10 new chief petty officers at a Sept. 13 pinning ceremony at the Aegis Training and Readiness Center. Shipmates, friends and families saw the new chiefs make an impressive entrance as they marched into the auditorium singing “Anchors Away.” The ceremony concluded six weeks of intensive training and preparation. Dr. Harry Kantrovich, a retired master chief petty officer with 23 years of Navy experience, was the guest speaker. “It’s wonderful to be back in Dahlgren, Virginia,” he said. “This has always been one of my favorite bases and I thank you for allowing me the opportunity and honor of addressing the Navy’s newest chief petty officers.”

Chief petty officers receive their new covers at the Aegis Training and Readiness Center on Sept. 13. Kantrovich spoke about the significant challenges faced by the Navy in the last generation-the Gulf War, the bombing of USS Cole, 9/11 and the wars in Iraq and Afghanistan. “Many things have changed. but the expectation of the chief remains a constant, the expectation that the chief is a leader,” he said. “By becoming a chief, you are doing far more than pinning on the anchors and donning the new cover. You’re ac-

cepting new responsibilities and privileges that only the Navy allows. In the words of the creed, more will be expected of you, more will be demanded of you.” Life for the new chief petty officers, said Kantrovich, would never be quite the same. “Your entire way of life has changed. All of us across the Navy and across the country salute your courage and commitment as our Navy sails into its 238th year in defense of our

Sheldon Zimmerman, a Naval Surface Warfare Center Dahlgren Division (NSWCDD) laser engineer, demonstrates a laser typically used as an astronomy aid. It has a purple wavelength of 445 nanometers, and Zimmerman performed hazard analysis on the system. He recently received an international award from the International Electrotechnical Commission (IEC). The honor, called the 1906 Award, commemorates the IEC’s year of foundation and is presented to IEC experts around the world with recent work that advanced electro technology standardization and related technologies.

Dahlgren engineer receives recognition By Elliott Fabrizio Naval Surface Warfare Center Dahlgren Division Public Affairs The International Electronics Commission (IEC) recognized the work of Sheldon Zimmerman, a Naval Surface Warfare Center Dahlgren Division (NSWCDD) laser engineer, in a ceremony at the National Electrical Manufacturers Association headquarters in Rosslyn, Va. on Sept. 12. The honor, called the 1906 Award to commemorate the IEC’s year of foundation, is presented to IEC experts around the world whose recent work has advanced electro technology standardization and related technologies.

Zimmerman’s contributions to an international laser standards document helped establish international safety standards for laser manufacturing. The standards set safety guidelines and define how to classify lasers by parameters such as wavelength, power, beam size, pulse duration and frequency. “It tells people what kind of eyewear they need to wear to protect themselves, how far away from a laser they would have to be without eyewear to be safe and other safety guidelines,” said Zimmerman. Publishing these standards required gaining interna-

SMAW receives new modular ballistic sight By Carden Hedelt MCSC Corporate Communications Marine Corps Systems Command and the Naval Surface Warfare Center Dahlgren Division (NSWCDD) are teaming to upgrade one of the longestserving and most trusted Marine Corps weapons with improvements that would increase readiness levels and make it easier to employ. The shoulder-launched multipurpose assault weapon, or SMAW, was first fielded in 1984. The SMAW that is in the field today, the MK153 Mod 0, bears the same design from nearly 30 years ago. The new version, the MK153 Mod 2, was de-

family of rockets comprise a weapon system that gives an assault team the ability to defeat bunkers, other fortified positions, light ar-

mored vehicles and other targets at ranges between 50 and 500 meters. The problem with the SMAW Mod 0 is not the launcher itself. “It’s a very reliable, very robust weapon system,” said Ryan Smith, MCSC’s SMAW project officer. “The main focus is improving the SMAW and there are a lot of things that go into that.” The primary modification on the SMAW Mod 2 is a new aiming system that is more reliable and easier to maintain over the existing targeting and ranging system. The Mod 0’s current primary aiming system, a spotting rifle, shoots 9mm tracer bullets that are a close ballistic match for the

tional consensus. Zimmerman chairs an IEC working group which discusses measurements for laser safety. “This document represented 25 years of work, but getting consensus had never happened,” said Zimmerman. “A lot of people before me tried and had no success.” When Zimmerman stepped into the role of Chairman of the IEC’s Laser Safety Committee, he zapped through the areas of international disagreement to achieve consensus on the document so that it could be published. It’s a process Zimmerman completed for another years-in-development laser safety document for the American National Standards Institute (ANSI). “A lot of people have benefitted from his work,” said Florence Otieno, senior manager for the International Standards Programs Telecommunications Industry Association. “They use his expertise to develop standards that benefit the laser industry.” Internationally, there were 170 nominations for the IEC Excellence Award; Zimmerman is one of only 38 selected to receive the honor. “What’s special about this award is that the nomination comes through your peers,” said Phil Piqueira, President of the IEC’s U.S. National Committee. Otieno agrees. “It’s a very prestigious award,” said

Dahlgren and Indian Head support Feds Feeds Families 2013 By Andrew Revelos Staff Writer

Service members and federal employees at Naval Support Facilities Dahlgren and Indian Head donated tens of thousands of pounds of food in support of the fifth annual Feds Feed Families campaign. The donations piled up across multiple departments of the federal government, in spite of the budget cuts that personally affected so many federal employees in 2013. The Feds Feed Families campaign was established by the USDA in 2009. Since its inception, the program has collected 15.2 million pounds of food and other items for food banks across the country. Donations from DoD and the Navy are a significant part of the overall program. Last year alone, the program collected 7.3 million pounds of food, 2.1 million pounds of which came from DoD entities. “In the National Capital Region, food will be donated to the Capital Area Food Banks which serves more than 700 food pantries, soup kitchens and other service

chief petty officers. “Every new Sailor, officer and enlisted alike, will know the three words that will help them most in their Navy career: ask the chief,” said Kantrovich. “It is a daunting responsibility to be the fount of wisdom, but what an incredible responsibility to guide and direct a young Sailor who’s thirsting for your knowledge. Your answers, solicited or not, will motivate, mentor, counsel and advise. Your answers will make a profound and lasting difference in so many lives. Take courage and power from that. In the end, your answers will configure the traditions, values and successes of your Navy in the decades ahead.” Chief petty officers are “more than ready” to meet those challenges, said Kantrovich. “You would not be here today if you weren’t. You are here today because you have already demonstrated your honor, courage and commitment. You are here today because you have already persevered through long deployments, tough assignments and difficult

about the program. “We once again will expand the DoD effort to a nation-wide campaign, donating to food banks across the country.”

People from every command hosted by Naval Support Activity South Potomac helped make the campaign a success this year. “The final weight that was collected by NSASP at Dahlgren and Indian Head for the 2013 Feds Feed Families Campaign is 33,705 pounds,” said Lt. Michael Geoghegan, NSASP chaplain. “This has been generously donated by active duty service members and their families, as well as DoD civilians and contractors within NSASP and our tenant commands.” Capt. Pete Nette, commanding officer of NSASP, thanked all who contributed to the campaign. “I want to thank everyone who provided donations this year to Feds Feeds Families,” he said. “The ongoing budget uncertainty has affected many of our service members and our civilian workforce; for them to step up and help feed the hungry speaks to their generosity and their community spirit and their character.”

family situations. You are here today because you have already combined hard work with leadership to rise through the ranks. You are here today because you have stood the watch.” Kantrovich told the new chiefs to remember those who helped them achieve success in the Navy and in life. “You’re also here today because of your coworkers, your shipmates, mentors and most importantly, your family members who helped you along the way. As we excelled in the Navy, our family members have the burden to care for life at home. I salute all the family members here today for their support of our new chiefs and the Navy. Our milestone wouldn’t have been achieved if it were not for your encouragement, your devotion.” Kantrovich wished the new chiefs the best as they start a new chapter in their lives. “Today’s pinning ceremony represents not the end of a journey, but the beginning,” he said. “As chief petty officers your life and career have changed. If it hasn’t sunk in yet, let me say that now, today, you have reached a pinnacle that most only dream of. You are a chief petty officer in the United States Navy.”

Training center grads first group of Australian AWD students By Kimberly Lansdale Center for Surface Combat Systems Center for Surface Combat Systems (CSCS) graduated the first group of Australian students from its International Programs’ Australian Air Warfare Destroyer (AWD) Industrial Test Team (ITT) Overview course during a ceremony at Combat System Engineering Development Site (CSEDS) Sept. 6. The 12 graduates have the mission of testing and certifying the Royal Australian Navy’s (RAN) new Hobart class of AWDs. The Australian Navy’s AWDs are equipped with the Aegis combat system and the course was created to provide an introduction and system overview. The class included Capt. Shane Casboult, director, Program Management Office for Test and Evaluation Air Warfare Destroyer, engineers, and engineering and test and activation managers. “This course covered overviews of ship, combat system, Aegis Weapon System, equipment location, console operations, equipment interfaces, Aegis local area network (LAN) testing and operation, and equipment installation and testing plans,” Casboult

said. “Aegis training for Australian dockyard personnel and ship crew will become much more frequent in coming years with training split between CSEDS in Morristown, NJ and the Aegis Training and Readiness Center (ATRC) in Dahlgren, Va.” The graduating class will form the nucleus of the AWD’s Shipyard Test Team. In Jan. 2014, the first course for RAN students will convene at ATRC. Sea trials for the first AWD, eventually to be commissioned as HMAS Hobart, will commence in the second half of 2015. Cmdr. Tony Miskelly, Prospective Weapon Engineering officer aboard HMAS Hobart’s (DDG 39) also attended the course. “The Aegis weapon system is on a scale never seen before in RAN warships,” Miskelly said. “This generation of the Aegis weapon system will require our very best operator/maintainers to take on the challenge of introducing the Hobart Class DDG into service, and this course provided them with the tools they need to succeed. With the ship’s keel section not far from being fully consolidated and training systems now being commissioned, the rebirth of a guided missile destroyer capability within the RAN is becoming very real in Adelaide, Australia.”

Employees, public invited to environmental update Base employees and members of the public are invited to attend the next meeting of the Naval Support Facility Dahlgren Restoration Advisory Board (RAB) scheduled for Wednesday, Oct. 2, from 5 p.m. to 6 p.m. at the Revercomb Building, 9483 Kings Hwy., King George, Va. The meeting will be held in the Robert Combs Board Room and will include slide presentations on current environmental program cleanup activities on the installation. Topics will include a five-year update on the Navy’s environmental restoration program at Dahlgren, and a report

on the Gambo Creek ash dump pilot scale study. The program’s community involvement plan will also be described. The focus of the board meeting is to provide citizens with an opportunity to learn more about Navy’s environmental cleanup program and also address questions the public may have regarding cleanup activities on NSF Dahlgren, or regarding the Restoration Advisory Board. The RAB was established in 1994 to provide a forum for discussion and information exchange between community members and the Navy. The RAB also provides an opportu-

nity for people who might be affected by the environmental cleanup at Dahlgren to provide input. The RAB is not a decision-making body, but is intended to provide diversity of perspective by including citizen participation. RAB meetings are open to the public and are held in easily accessed public locations in the evening, so people will find it convenient to attend. Meetings are announced in local newspapers at least two weeks in advance. RAB leadership is provided jointly by a community co-chair and a Navy co-chair.
