What is the High Frequency Active Aurora Research Program (HAARP)? There has been much speculation on why the High Frequency Active Aurora Research Program (HAARP) was developed & funded in 1990 by the U.S. Air Force, U.S Navy, the University of Alaska, and the Defense Advanced Research Projects Agency. Its operations are conducted from a secure facility near Gakona, Alaska. HAARP the official version The official information concerning HAARP is that it exists just for scientific research, regarding the potential for developing ionosphere enhancement technology for radio communications and surveillance. These studies are conducted by creating energy from a field of powerful antennas and the injecting that energy into the ionosphere.
