Fatal Crash On US 27 By Ted Cox

For the third straight week, Garrard County roads have claimed the life of a motorist. Rebecca Guy, 32, a passenger, was traveling along US 27 when the vehicle she was in collided with another motorist who turned onto the road, flipping her vehicle a total four times. She later succumbed to injuries while undergoing treatment at the University of Kentucky Albert B. Chandler Hospital. Garrard County Sheriff Deputy Brandon Conley said Hazel Woodward, 85, was driving a 2010 White KIA four-door along Galilee Road to church. When attempting to cross US 27 to KY 152, Woodward struck a Green 1996 Chevy pickup truck driven by Roberta Rhorer, 56, of Nicho-

Melton, 23, who is from Hendersonville, was serving a six-year sentence for theft and fleeing and evading. He would have been eligible for parole in April 2013. Roberts, 21, was serving a 10-year sentence for burglary, theft, possession of a handgun by a convicted felon and arson. He would have been eligible for parole October 2013.

Guy was flown to the UK Hospital immediately, where she was pronounced dead at 12:27 a.m. Monday morning. Woodward sustained minor injuries and told Conley she had no recollection of what happened. Six fatalities were reported as the result of five crashes during the Thanksgiving holiday period, which started at 6 p.m. on Wednesday, Nov. 21 and ended at 11:59 p.m. on Sunday Nov. 25. One double fatality crash occurred in Barren County. Both victims were not wearing seat
belts and the suspected use of alcohol was involved. One single fatality crash occurred in Garrard, Oldham, Rockcastle and Rowan. The victims in Garrard and Rockcastle counties were not wearing seat belts. Two weeks ago, Juanita Duvall, 67, of Crab Orchard, was fatally wounded in Garrard while travelling north from Crab Orchard toward Lancaster. She was met by a freightliner truck which had lost control and veered into the northbound lane in a slick turn. The following week it was reported that her sister, Ina Bullock, a passenger in that vehicle, also succumbed to injuries. In 2011, 1,289 traffic crashes occurred throughout Kentucky during the Thanksgiving holiday period, claiming six lives and injuring 393 people.
Roberts’ wrap sheet in Garrard is a long one, as he has previously been convicted in a string of burglaries throughout the autumn of 2011. Roberts, with accomplices, broke into Cecil’s Pawn Shop and Cobb Motorsports on north US 27 on August 15, 2011, and took more than $500 worth of property from each business, including 40 firearms and large quantities of jewelry and coins from the pawn shop. Roberts was caught a couple days later when police spotted him driving a stolen car in Madison County that was loaded with weapons traced back to the pawn shop. Roberts and others were also
charged with arson and tampering with physical evidence when they burned a Nissan Altima they stole from DMB Automotive in Nicholasville around the same time. A video of Roberts using a piece of wood to break into the business confirmed the man’s identity. Preliminary hearings for Melton and Roberts, who were both appointed public defenders, were set for December 12. If convicted, they could each serve another five to 10 years. Authorities in Garrard have also charged Roberts and Melton with fleeing or evading police.

He died from internal injuries caused by Brock who, according to the indictment, beat and kicked Akridge. Brock originally told police that the two residents had been fighting and that he broke up the fight when he found Watkins on top of Akridge choking him. Watkins was jailed and charged with murder but a few days later, when the preliminary autopsy result told another story, Watkins was
released and the investigation continued. Brock turned himself in and was indicted on July 22, 2011. According to court documents, the plea deal was the result of “evidence issues” and resulted in the reduction of the murder charge, removing the possibility of a life sentence in Brock’s case. Brock’s attorney contended that Brock was far from the person portrayed by the one act alone, reminding the court that Brock was a valedictorian and star athlete at his high school who had completed 3 years of college toward wildlife management.

The ordinance states that every household, business, nonprofit organization, school, or other establishment participating in the collection system shall be required to place all waste in an appropriate trash container with a sealable lid. According to the ordinance, appropriate containers would include plastic and metal trash cans, dumpsters, and wheeled trash carts. Excepted from this requirement are recycling bins and dumpsters designed for open-top use. The ordinance further states that curbside trash shall not be placed at the curb more than 48 hours before a scheduled pickup. Empty trash containers shall be removed from the curb no more than 24 hours after being serviced.

He also stated that he had heard from at least one that they will drop their garbage service if the ordinance passed. Solid Waste Coordinator Chris Thomason, who spoke at Monday’s fiscal court meeting in front members of the Solid Waste Advisory Committee, explained why the lanhuage in the ordinance remained unchanged. “We have discussed this as a committee and I’ve looked at some other counties’ ordinances and in my professional opinion I think the the language should remain the same based on complaints I’ve had on that issue,” Thomason said. “Essentially if you take that out of there then someone can dump garbage in the ditch line and claim they left it for the garbage man and there wouldn’t be a thing we could do about that.” Metal or plastic trash containers were already required by the
old ordinance and included in the contact with the garbage haulers. “If these people are putting their putting the bags out and nobody has made complaints then they have nothing to worry about,” Thomason said. “This is language included to give us an avenue of action should a problem situation arise, where we are receiving complaints from neighbors.” Magistrate Ronnie Lane made a motion to accept the ordinance. “It can be a problem, but I think we need flexibility to pursue this issue if it becomes a problem somewhere,” Magistrate Fred Simpson said, making the second motion to put the ordinance up for a vote. The vote passed by a count of 4 to 1, with Leavell being the only dissenting vote “I’m not comfortable with passing a law we say we aren’t going to enforce,” Leavell said. “I am fine with all of the parts of the ordinance other than that.”

NOTICE TO TAXPAYERS It is now time to list your property for the 2013 property tax year. Real Property Anyone who has built an improvement (house, garage, building, added an addition to the improvement) is required to list the property. If you have purchased or traded a mobile home, double wide or modular home you are required to list the property. All property must be listed in the Garrard County Property Valuation Office by calling, mailing or coming into the office with the property information. If you have lost property (due to fire, wind, demolition, condemnation deed, etc....) in 2012 you will need to contact the PVA. The county clerk’s office does not notify us of mobile home transfers or sells. You will need to let the PVA office know of any transactions. Tangible/Personal Property Anyone owning a business of any kind is required to list all personal property and inventories used in connection with that business on a Tangible Property Tax Form. Tangible returns are to be filed by May 15th, 2013. They may be filed with the Kentucky Revenue Cabinet or they may be filed with the property Valuation Administrator in the county that the property is located.
