Garland Marks Progress of 2019 Bond Program

On April 25, the City celebrated it’s sixth Build Garland Day, a multi-site tour to celebrate milestones in the 2019 Build Garland bond program.

The sixth iteration of Build Garland Day was a big day for public safety as groundbreaking were planned for two modern fire stations, both of which will relocate from current locations. Those future locations are 1910 Pleasant Valley Road, the site of Station 7, and 427 Allen St., the site of Station 1.

Yet, Build Garland Day was even bigger for Parks & Recreation. The most impressive facility in Garland Parks history, Holford Recreation & Aquatic Center opens to the public on May 1. And one of Garland’s oldest neighborhoods now has the city’s newest green space.

The aquatic center at Holford (pictured) has an indoor party room, concession stand, tot water play features, a leisure pool space, a current channel, lap lanes, two slides and additional shade.

The new Holford Recreation Center (on the cover) encompasses about 30,000 square feet. Features include a double gymnasium, a fitness room, an elevated walking track, a game room, a classroom with a rooftop patio, a group exercise and dance room, and a large multipurpose room.

Exterior features include an expanded parking lot, three pickleball courts and two outdoor basketball courts.

The original Holford Recreation Center was built in 1967 and demolished two years ago. Holford Pool was even older, having opened in 1965.

At Speegle Green, 1002 Marion Drive (pictured above), a plot of land that was developed as Garland’s first hospital 71 years ago is again a neighborhood centerpiece.

The City’s Office of Neighborhood Vitality, Economic Development, Community Development and Parks teams worked to turn the former hospital site, demolished in March 2022, into a green space as desired by neighbors.

A walking trail, lighting, a playground and benches were all high on the community’s wish list. They also wanted the creek to become a park asset and older trees on the site to be preserved.

The newer fire stations are being built to accommodate larger equipment and the projected staffing needs of the years to come.

Station 7 has four apparatus bays, a storm shelter, decontamination rooms, living quarters with 11 individual bedrooms and nearly three times the total square footage of the 40-year-old station it will replace.

Station 1 will be in its third facility, dating to the original home of the Garland Fire Department at the corner of Sixth Street and Avenue A. The new 20,000 square foot, two-story facility will replace an existing station on Austin Street.

Garland is about 75% into its record $423.7 million bond program. In about two years, all work will have been completed.

In May 1975, Willie Nelson released his iconic and career-changing album, “Red Headed Stranger.” Recorded in Garland at Autumn Sound Studio (now Audio Dallas), it is regarded as one of the greatest albums in country music and helped ignite the outlaw movement as well as cement Willie’s place in musical history.

Join us May 16 and 17 to celebrate the 50th Anniversary of “Red Headed Stranger” in Downtown Garland. The celebrations kick off Friday, May 16, with a theatrical screening of Nelson’s 1986 film, “Red Headed Stranger” (rated R) courtesy of Shout! Factory at the historic Plaza Theatre.

On Saturday, May 17, at the Granville Arts Center, audiences will experience a onetime-only, unforgettable night of music featuring a slate of Texas artists to recreate songs from the album, including Ray Benson (Asleep at the Wheel), Rhett Miller (Old 97's), Joshua Ray Walker along with Max and Heather Stalling.

Also joining the event will be representatives from the Texas Music Office to officially certify Garland as a “Music Friendly City” — a coveted accolade shared by Dallas, Fort Worth, Austin and many others.

Dallas-based artist Bryan Peterson has created original artwork for this event. Peterson works in an illustration style and is the Texas Songwriters’ Hall of Fame featured artist.

May 3 General Election

The City of Garland will hold a general election on Saturday, May 3, to elect a Mayor and City Council members for Districts 3, 6, 7 and 8. Garland will also conduct a special election May 3 to consider a $360 million bond package, separated into four proposals (See Page 5 for ballot language). Polls will be open from 7 a.m. to 7 p.m. Saturday, May 3.

Council Increases Homestead, Senior Exemptions

Eligible Garland homeowners will see an increase in their Homestead and Senior Exemptions on their property taxes.

At its April 15 meeting, the Garland City Council gave consent to move forward with consideration of a 1% increase to the Homestead Exemption and a $4,000 increase to the Senior Exemption. The increased exemptions will be reflected on October 2025 tax bills.

Those who are able to claim a Homestead Exemption on their property taxes will receive an 11% exemption beginning in the 2025 tax year, compared to 10% in previous years.

Senior citizens 65 years or older, as well as those who are disabled, will also have an additional $4,000 in appraised value exempted from taxation for a total of $60,000 in 2025, compared to $56,000 in previous years.

For a resident under the age of 65 with a home valued at $200,000, the increased Homestead Exemption will save the taxpayer approximately $10 for the year. For a resident age 65 or older with a home valued at $200,000, the additional Senior Exemption will save $39 for the year.

The plan was proposed to Council by the Administrative Services Committee, which evaluates these exemptions annually. In a presentation to Council, Matt Watson, Chief Financial Officer for the City of Garland, said this recommendation is in line with the City’s history of providing relief to both seniors and those eligible for the homestead exemption.

Emergency Management Welcomes New Leadership

Joseph Ellis has joined the City of Garland as Emergency Management Director.

Ellis brings more than 15 years of broad experience in emergency management and business continuity across both public and private sectors. Before entering the field, he served as a public safety dispatcher and later as a police officer. His emergency management career began as the first full-time Emergency Manager for the City of Carrollton, followed by positions with the Rockwall County Office of Emergency Management and the City of Dallas Office of Emergency Management.

Transitioning to the private sector, Ellis worked as a Risk Manager at Tokyo Electron U.S. Holdings, the U.S. subsidiary of a Tokyo-based semiconductor company, where he managed business continuity, corporate insurance and physical security for its U.S. operations. He later joined the Texas Department of Transportation as the Business Continuity Manager, overseeing business continuity efforts across the statewide agency.

Ellis holds a Master of Public Administration from Arkansas State University and a Bachelor of Science in Emergency Management with a minor in Homeland Security from Jacksonville State University. He is a Certified Emergency Manager and a Certified Business Continuity Practitioner.

2025 Graduation Season Traffic Alert

The Garland Building Inspection Department is dedicated to creating and maintaining a safe and healthy environment by reasonable enforcement of the codes, providing efficient customer service, and ensuring quality in the design, construction and use of properties within the city. Code Compliance

Garland’s Code Compliance Department is dedicated to promoting a safe, healthy and well-maintained community through fair and effective enforcement of City codes. Our mission is to enforce state legislation and city ordinances that involve residential, multifamily and commercial properties in order to ensure a healthy and vital community.

The department attempts to prevent and eliminate aesthetic problems and ensure that residents have the opportunity to live in a clean, safe and healthy environment.

The department also helps to maintain property values and a strong City tax base. This is accomplished by inspecting residential housing and addressing nuisance and substandard housing. The department’s inspections also maintain the aesthetic appearance of commercial businesses within our city.

Did you know City Ordinances require …

Each property owner shall keep the drainage channels and/or drainage and floodway easements traversing or adjacent to his property clean and free of debris, silt and any other substance which may impede the flow of stormwaters or result in unsanitary conditions. This includes all necessary mowing, weeding, litter pickup and other normal property owner responsibilities.

Some of the reasons you might not have power when your neighbor does:

Garland Sanitation Spotlight: Bridging Language Barriers

Os Rodriguez of Garland's Sanitation Department recently sat down with Jimmy Tran of VN United News to discuss the City's recycling program and the department's trash disposal efforts. The interview and a recent donation of multilingual recycling information magnets highlights the department's commitment to serving all of Garland's residents.

The North Central Texas Council of Governments gifted the Sanitation Department 5,000 magnets, featuring Vietnamese and Spanish translations. This generous donation will bridge language barriers to aid in educating residents about proper recycling practices.

The magnets represent a proactive approach to community engagement, demonstrating an understanding of the unique needs of residents. By providing information in multiple languages, the department is ensuring that all members of the community have access to vital resources. This initiative not only promotes effective recycling practices but also strengthens the bond between the department and the residents it serves.

Road Trip Preparedness: Packing an Emergency Kit for Summer Travel

As summer approaches, many families and adventurers hit the road for vacations and weekend getaways. While the excitement of a road trip is undeniable, being prepared for unexpected situations is essential. A well-stocked emergency kit can make all the difference in case of breakdowns, bad weather or medical issues.

Start with the basics: a first aid kit, bottled water and nonperishable snacks. Injuries, dehydration or sudden hunger can be managed more easily with these essentials on hand. A flashlight with extra batteries, a multipurpose tool and duct tape can also be lifesavers in minor roadside repairs.

For vehicle safety, always carry jumper cables, a spare tire with the necessary tools and a portable tire inflator. A roadside assistance membership is helpful, but having your own equipment ensures you’re not stranded if help takes time to arrive. Pack a reflective vest, flares or warning triangles to stay visible in case of a nighttime breakdown.

Weather conditions can be unpredictable, so include blankets, rain ponchos and a batterypowered phone charger. If traveling in remote areas, consider a paper map in case of GPS failure.

No one expects an emergency, but preparation ensures peace of mind. A well-prepared road trip means enjoying the journey with confidence.

The four Garland Public Library branches offer both a brickand-mortar experience as well as a robust online presence, all for free. Utilize books, videos, newspapers or magazines. Research genealogy and history. Learn new languages. And much more. Sign up for a free account.

The library’s quarterly the Off the Shelf publication details free adult learning experiences from crocheting to computers.

Garland Public Libraries also have public access computers and personnel who can show you how to search for free learning opportunities.

Local Community Colleges

Dallas College offers free and fee-based classes, the Emeritus Program, for adults 50 years or older.

y Non-credit continuing education – For the majority of non-credit classes specifically for lifelong students, there is no fee.

y Credit courses – To be eligible for the Dallas College senior tuition waiver, a student must be 65+ and live in Dallas County. Maximum six credit hours per semester (spring, summer and fall).

Collin College SAIL (Scholars Active in Learning) offers classes for a fee

Preservation Society for Spring Creek Forest

Spring Creek Forest and Park Preserve is a pristine 230acre old-growth forest and native prairie that runs along Spring Creek in far north Garland. It has both natural and concrete trails, towering trees and unusual wildflowers. The Preservation Society for Spring Creek Forest is an all-volunteer group dedicated to protecting and maintaining the forest and prairie preserve.

Note: No motorized vehicles, bicycles or horses are allowed on the natural, dirt trails because they cause extensive damage to this biologically sensitive area.

To visit the Preserve, choose from three main entrances:

y 1770 Holford Road has both dirt and concrete trails that lead you through some of the oldest and tallest trees in Dallas County.

y 1787 Holford Road features picnic tables overlooking a fine limestone prairie with a host of wildflowers. Dirt trails only. A wildscape garden and a self-guided interpretive trail will help you learn more about the ecology of the park.

y 4695 Ranger Drive at Halff Park has both a concrete trail skirting the north edge and dirt trails that lead you into the forest through huge trees and the wildest part of the Preserve.

Stroll through the forest and prairie with Dana Wilson for Wildflower Walks in May, and enjoy spring blooms as they emerge. You will see that each species generally has a specific blooming period. What blooms one week, might not be what you see the next week, or the next. Meet at the Park Preserve to see the flowers of the limestone prairie. These flowers thrive in the bright sun and warm weather. Bring water and sunscreen. Closed-toe shoes and long pants are highly recommended to protect from thorns and crawly critters such as ants and chiggers. We work on the prairie and the wildflower garden, then gather at the picnic tables for the annual bring-your-own picnic lunch. Bring your PB&J sandwich, your apple slices and your sunglasses.

Because of the summer heat, work sessions will be held at various times, dates and locations. Email danawilson59@yahoo.com for information on special work teams.

At work sessions, we break into teams, each with a knowledgeable leader, and work on projects such as removing invasive plants, maintaining trails and picking up trash. Closed-toe shoes are mandatory at all Preservation Societysponsored workdays, and long pants and long-sleeve shirts are recommended. Please bring bug spray and water. If you have them, also bring hand tools such as trash grabbers, loppers or hand clippers (no power tools). Youth under 18 must be accompanied by an adult; no drop-off/pickup of volunteers under 18.

Garland Masonic Lodge No. 441 is celebrating its 150th anniversary? Originally named Duck Creek Lodge No. 441, the lodge was issued a permanent charter on June 12, 1875. In 1903, its name was changed to Garland Lodge No. 441. The organization has been very active in the community since its founding and has helped build Garland into the great city it is today!

Visit the Garland Landmark Museum, 393 N. Sixth St., to learn more about Garland Lodge No. 441 and other fraternal organizations in Garland! The museum is open from 10 a.m. to 2 p.m. Thursday through Saturday.
