MISSION STATEMENT

The mission of the Garden State Council, Scouting America, is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.

THE SCOUT OATH

On my honor I will do my best to do my duty to God and my Country and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake and morally straight.

SCOUTREACH

ScoutReach, Scouting America’s initiative, brings the transformative values of Scouting to at-risk youth in urban and rural communities. Focused on building character, leadership, and healthy living, the program ensures that all young people—regardless of background—have access to life-changing experiences.

ScoutReach provides a safe, supportive environment with positive adult role models, helping youth develop life skills and explore career opportunities. With generous funding, ScoutReach covers costs such as registration, uniforms, handbooks, field trips, and camp outings, while also hiring staff to mentor and guide youth. The goal is to instill ethical decision-making and leadership by teaching the principles of the Scout Oath and Law.

Thanks to generous donors like you, funds raised this past year helped the Garden State Council ScoutReach program serve 330 youth in Camden, NJ. Contributions funded over 150 uniforms and outdoor camping trips, giving many Scouts their first experience with nature. With six new unit leaders hired, the program is expanding its reach. By the end of 2024, Garden State Council ScoutReach aims to serve nearly 400 youth, helping shape the next generation of leaders.

The vision of the Garden State Council is to provide exciting, fun, and values-based experiences of the highest quality to as many youth as possible. Our mission is to deliver exceptional youth programs focused on character development and leadership training, empowering young people to make ethical decisions and reach their full potential, so they can better serve their families, communities, and country.

The Scouting Edge

The Scouting Edge, a study by The Harris Poll for Scouting America, underscores Scouting’s significant impact on ethical behavior and civic engagement. The research shows that Scouts and alumni are more likely to engage in constructive behaviors and uphold stronger ethical values than their peers who haven’t participated in Scouting.

Key findings include:

Values and Ethics Education:

Scouts and alumni teach their children values and ethics earlier, and learn them sooner than non-Scouts.

Civic Engagement:

Scouts and alumni are more active in voting, volunteering, and community participation, viewing these as core aspects of good citizenship.

Ethical Awareness:

Scouts are more likely to identify behaviors like littering, tax evasion, and resume dishonesty as “absolutely wrong.”

Religious Connection:

Alumni are more likely to identify with a religion and attend services regularly.

Overall, The Scouting Edge confirms that Scouting plays a crucial role in fostering leadership, ethical development, and civic responsibility.

Jack has over 40 years of experience in the insurance field. He was President of Associated Insurance Management, Inc. (AIM) where he was a principal shareholder for over 20 years. He was also a corporate officer with Penn Mutual Life Insurance Company in Philadelphia where he held positions of Assistant Controller and Director of Special Markets. Prior to becoming a Senior Partner of Conner Strong & Buckelew, Jack was Executive Vice President with management responsibilities for the Employee Benefits Department.

Jack served as Mayor and Director of Public Safety for the Borough of Haddonfield for 16 years while serving as Borough Commissioner for 23 years. He is the former President of the Camden County Mayor’s Association and the New Jersey Conference of Mayors and chaired the New Jersey State League of Municipalities School Funding Task Force, as well as their Legislative Committee. He served for 20 years as Chairman and Commissioner of the Camden County Municipal Joint Insurance Fund representing 33 Camden County municipalities; Past Chairman and Commissioner of the NJ Municipal Excess Liability Fund, which provides excess coverages to over 400 New Jersey public entities.

Jack serves on the Cooper Foundation Board and chaired the Helene Fuld School of Nursing Board of Trustees. He also serves as Trustee of the Salvation Army – Camden Kroc Community Center, the chairs the Emeritus Symphony in “C” Society Board of Directors. He was one of the founders and initial chairs of the Trustee for the South Jersey Community Foundation where he is now an Emeritus Trustee. He also serves on the Haddonfield Cultural Events Commission. Also, on the NJ State Council on Local Mandates, where he served as Chair, and a past chair for the South Jersey Tourism Corporation. He is also Chair of the Camden Public School Educational Foundation and serves on the Haddonfield Educational Trust. Jack and his wife are members of the First Baptist Church of Haddonfield where he serves on the diaconate board. He is also a board member of the Markeim Art Center.

Glenn Davila Performance Marketing

Glenn Davila is a dedicated supporter of Scouting and serves as chairman of the marketing committee for the Garden State Council, Scouting America’s Board of Trustees. Passionate about the organization’s mission to prepare young people for leadership and character development, Glenn has been a strong advocate for promoting and advancing the organization’s values across South Jersey.

Professionally, Glenn is the President of Performance Marketing, a premier South Jersey marketing firm he cofounded in 2001. As Creative Director, senior copywriter, and primary client contact, he leads a dynamic team delivering innovative campaigns for clients in healthcare, government, and economic development. Glenn also serves on the National Small Business Association Leadership Council, where he champions small-business interests on a national stage. Beyond his professional achievements, he is chairman of the Southern New Jersey Development Council and the marketing committee for the Community Food Bank of New Jersey’s Board of Trustees. Glenn holds a bachelor’s degree in Communications from The College of New Jersey and a master’s degree in Corporate Communications from Duquesne University.

ABOUT THE DISTINGUISHED CITIZEN AWARD

The Garden State Council’s Distinguished Citizen Award honors individuals who exemplify the core values of Scouting: leadership, determination, and community service. This prestigious recognition celebrates those who demonstrate exceptional citizenship, moral integrity, and a commitment to serving others, all while embodying the principles of the Scout Oath and Law.

Award recipients are distinguished community leaders who have made significant contributions to both adults and youth in their communities. While they may not be involved in Scouting, they embody its ideals. The award is presented at the Distinguished Citizen Awards Dinner, serving as a powerful reminder to our youth that character truly matters. These remarkable individuals inspire the next generation to lead with integrity, embrace responsibility, and dedicate themselves to causes greater than personal interests.

Debra S. Rosen, Esq.

Debra Rosen has been an attorney with Archer & Greiner, P.C. since 1986 and became a shareholder of the firm in 1994. She is a member of Archer’s Board of Directors and also a long-time member of the firm’s Diversity Committee. Debra also serves as Co-Chairperson of the firm’s Personnel Committee and is also a founding member and Chairperson for the Archer & Greiner Women Lawyer’s Network. She earned her law degree, with honors, from Rutgers School of Law - Camden in 1986 and her Bachelor’s degree, with honors, from Dickinson College in 1983.

Debra specializes in complex environmental litigation, with an emphasis upon the defense of groundwater contamination cases involving claims for both property damage and serious personal injury. Debra also has significant experience in other litigation matters including products liability and chemical workplace exposure cases. She also advises clients on transactions involving purchase and redevelopment of brownfield properties. Debra also frequently advises clients on environmental compliance issues with a focus on Underground Storage Tank regulations and Industrial Site Recovery Act (ISRA) requirements and is wellversed in the Site Remediation Reform Act and the Licensed Site Remediation Professional program. She frequently represents clients in compliance and enforcement matters with the New Jersey Department of Environmental Protection.

Debra resides in Medford, NJ with her husband. Debra is a member of the New Jersey, Pennsylvania and Camden County Bar Associations and is a past Chair of the New Jersey Society of Women Environmental Professionals. She serves on the Executive Board of the Garden State Council, Scouting America and is the Immediate Past President of the Board and also serves on the Board of Directors of the Alice Paul Center for Gender Justice. Debra was recently named a “2024 Policy Maker” by the Executive Women of New Jersey, honoring those contributions of high-achieving New Jersey women leaders from the private and public sectors. She regularly speaks on both environmental law matters and diversity and inclusion issues facing the legal profession.

Jason Wilcox Miller

Sr. Wealth Manager and Founder, JWM Wealth Management

Jason W. Miller’s journey in Scouting began in first grade as a Cub Scout, alongside his best friend, David Ufferfilge, under the guidance of their mothers, Peggy Miller and Marion Ufferfilge. He earned the Arrow of Light and joined Troop 59 in Allendale, NJ, where he developed a deep connection to the Scouting community. Over the years, Jason attended Floodwood Mountain Reservation for seven summers and participated in the 1985 National Jamboree at Fort A.P. Hill. He also had the honor of speaking at the Bergen County Board of Directors Arena Dinner while in eighth grade, a memorable moment that later connected him with the Board in 1997 when he became its youngest-ever member.

Jason was inducted into the Order of the Arrow and later became a Brotherhood member. His Scouting experiences included four treks to Philmont, starting in 1986 with his father. Then in 1995, he went on a trek with his friend and Scout mentor, Dr. David P. Stuhr. In 2000, he returned as a trek advisor with a group of young men from Troop 59. His most recent trek, in 2021, was with his son, Tommy, an Eagle Scout—an experience Jason calls his favorite.

After earning the rank of Eagle Scout in 1990, Jason went on to graduate from Drexel University in 1995 and later earned an MBA from Fordham University in 2002. He began his career at Alliance Capital LP, where he was named Rookie of the Year out of 7,000 employees. His professional journey in investment management continued at Radian and Boeing, before he founded Ridley Miller Industries in 2017 and JWM Wealth Management in 2024, where he serves as CEO and Senior Wealth Manager. Jason has been recognized as a three-time Top Producer with Midland National.

Since earning his Eagle Scout rank, Jason has been honored with numerous prestigious Scouting awards, including:

Jason’s dedication to Scouting extended into adulthood, where he took on numerous leadership roles. He served as Assistant Scoutmaster and Senior Patrol Leader for Troop 59, and later contributed to the Ramapo Mountain District as Activity Chairman and FOS Chairman. He was also a member of the Executive Boards of both the Bergen and Northern New Jersey Councils, where he served on the Camping, Finance, and Endowment Committees. He further volunteered as Pack Committee Chair, Cubmaster, and Scoutmaster for various packs and troops, including Troops 65 and 59. His leadership also extended to district roles, including Finance Chairman and Vice Chairman for both the White Horse and Pine Hill Districts.

In addition to his Scouting commitments, Jason has been active in various community organizations. He served as Head Soccer Coach and Board Member of the Haddonfield Soccer Club, where he also served as Assistant Treasurer. He contributed to the Haddonfield Childcare Board for seven years, serving two years as Treasurer and two years as President. Jason has also served as Junior and Senior Warden (Board Chairman) for Grace Episcopal Church. He is a Mason and served as Worshipful Master (Head of the Lodge) in 2023 and 2024.

Jason’s lifelong commitment to Scouting, professional achievements, and community service reflect his dedication to making a positive impact on the lives of others. He is deeply grateful for the love and support of his family, saying, “None of this would have happened if it was not for them. I love you.”
