As stewards of the economic and cultural growth of Georgia's historic districts, Downtown Development Authorities have the ability and legal power to institute lasting change through strong vision and financial investment. During this online course, participants will receive comprehensive, self-paced instruction on the operation of a DDA in the state of Georgia, with a focus on legal principles, historic preservation, design, strategic planning, and funding resources. Completion of this course will meet the statutory eight (8) hour requirement of training in downtown development for DDA board members.

CLASS DESCRIPTIONS MODULE 1: DDA COMPLIANCE INSTRUCTOR: DANIEL M. MCRAE, SEYFARTH SHAW LLP COURSE LENGTH: 60 MINUTES This module will provide viewers with an introductory over-

view of the Georgia Open Meetings Act (OMA) and Open Re-

cords Act (ORA) as it relates to the operation of Downtown Development Authorities. This course will train participants

how to legally provide notice, conduct public meetings, set

an agenda, move into executive session, as well as the proper handling of public records and projects.

MODULE 2A: DDA LAW INSTRUCTOR: DANIEL M. MCRAE, SEYFARTH SHAW LLP COURSE LENGTH: 63 MINUTES As a DDA board member or staff, it is essential to under-

stand the statutory requirements legally enacting the cre-

ation of DDAs, as well as the role they play in downtown development. This course will provide valuable background and insight into Georgia DDA Law and the foundational elements for establishing and operating a DDA.

MODULE 9: CASE STUDIES CONT. Led through a series of interview questions by Jessica Reynolds, Director of the Office of Downtown Development, the practitioners will provide insight into the resourceful tools and commitment involved in seeing projects through to

completion. Featured projects include: The African Ameri-

can Heritage Trail in Cartersville, Richland Rum in Brunswick, and L.R. Burger in Monroe.

CERTIFICATION: To receive a certificate of completion, participants must work through all training modules in the course catalog.

Participants will have 30 days from the start of their first class to complete the entire course. Additionally,

participants will be given a short quiz at the end of each module based on the information reviewed by each

presenter. All participants must receive passing marks

before they will be able to move on to the next course in the class.

JOSH ROGERS, NewTown Macon Introduction to Historic Preservation Josh Rogers leads the non-profit

NewTown Macon, where he works to attract, leverage and invest in

self-sustaining transformation for

downtown Macon, Georgia. Rogers

innovates creative real estate tools to spark and sustain revitalization in communities desperate for

reinvestment. One of Rogers’ signature abilities is to use the market to revitalize cities by lending money and developing

property through non-profit organizations. In addition, Rogers

leverages infrastructure and programming to increase economic activity, such as reviving Macon’s soap box derby and installing the world’s largest pop-up bike lane network. Rogers serves in

several community leadership roles, including the boards for the

Georgia Trust for Historic Preservation, the Macon-Bibb Planning and Zoning Commission, the One Macon Steering Committee, the Greater Macon Chamber of Commerce, the Mercer

Innovation Center and the Grand Opera House. Rogers holds degrees from Mercer University and the University of York,

England and resides in a historic home in downtown Macon with his wife, Meaghan and two young children, Jack and Ellie.

MATHEW HILL, Brunswick DDA Case Studies, Practitioner Panel Brunswick A native of Lincoln, Nebraska, Mathew has been a resident of Brunswick

since 1998. He started work at the Brunswick Downtown Development Authority in November, 2004 as

Program Manager. In this capacity,

Mathew worked with the Department of Community Affairs to maintain

Brunswick’s Certified Local Government Status. He also acted

as secretary for the Brunswick historic Preservation Board, and special events manager at Brunswick’s Old City Hall. Mathew was promoted to Executive Director of the DDA in June of

2006. Mathew was a 2005 graduate of the Georgia Academy for Economic Development. He is also a member of the first

group of State certified Downtown Development Professionals, a program started by the Department of Community Affairs in 2007. He was elected to the Georgia Downtown association Board of Directors in 2017.

Mathew has been the grant administrator for five Historic Preservation Fund grants, managing a diverse range of

projects from Historic District nominations to signage for a historic burial ground. He continues to work with City Staff on historic preservation projects, including a period of

significance update to the Old Town Brunswick National Register Historic District.
