This event not only highlights the individual accomplishments of our conferees but also celebrates the achievements of our newly approved AAs as well as recognizes the dedication and perseverance of all involved in reaching this milestone.
Your inclusion in the ASEAN Architects (AA) Register acknowledges your qualifications across ASEAN Member States. Furthermore, the AA title officially grants you the opportunity to register as a Registered Foreign Professional Architect in any ASEAN host country, enabling collaborative work within shared areas of expertise alongside counterpart AAs.
I would also like to express my sincere gratitude to the Panel of Experts for dedicating their time to participate in the interview, despite their busy schedules. Thank you for your invaluable support and for generously sharing your expertise, which will greatly contribute to the growth and success of our newly conferred ASEAN Architects.
To our new AAs, may you continue to excel in your chosen path, serving as both an inspiration and a guiding force for the next generation of ASEAN Architects. We hope you'll extend the same support and encouragement that you received to those who follow in your footsteps.

On behalf of the Commission on Higher Education, I send my warmest greetings to our ten (10) new ASEAN Architects. Your conferment today is a testament to the increasing quality and global competitiveness of architecture education in the Philippines.
For many years, Filipinos have been applauded for the integral roles they have played in the design, landscape, and construction of many of the largest, biggest, and most recognized worldwide construction projects across the globe. Many of our professionals have greatly contributed to shaping the skylines of Singapore, countries in the Middle East, and other regions of the world.
Hence, in terms of talent and skills, Filipino architects are on a competitive footing with counterparts in other countries. However, the major challenge and obstacle for many Filipino homegrown architects on the international scene, for a very long time, is the lack of accepted credentials.
The signing of the ASEAN Mutual Recognition Arrangement (MRA) on Architectural Services in 2007 is a remarkable prelude to our desire to produce competitive architects who are sought after and able to actively participate in the global market.
To date, there are a total of one hundred fifty-three (153) ASEAN Architects in the Philippines and today, another ten will be conferred. Indeed, gradually, our Filipino architects are being accredited outside the country.
However, to help ensure the Philippines remains relevant and resilient in this highly globalized world, we need to increase the number of internationally recognized Filipino professionals particularly in areas that we are skilled in such as architecture. This is, in fact, the specific instruction of President Ferdinand Marcos Jr. during his State of the Nation Address and in the various cabinet meetings we had.
Hence, on the part of the Commission on Higher Education, we have been actively referencing and matching our curriculum and qualification standards with accreditation agencies and universities abroad.
In architecture, notably, the country produces thousands of architecture graduates and thousands of licensed architects every year. In fact, last June, two thousand ninety-four (2,094) out of three thousand three hundred seventy (3,370) passed the Architect Licensure Examination of the PRC. Sixty-two point fourteen percent (62.14%) of the takers are now licensed architects.
However, very few can practice abroad and use the title ‘Architect’
Hence, I, personally along with our Philippine higher education institutions and our embassies in different countries, have been leading the Philippine delegation in education missions in other regions of the world to benchmark and match with their program curriculum and develop mechanisms to enable comparisons and recognition of qualifications for education and labor particularly on our strong and competitive programs like architecture.
Our goal is to enable and expedite the recognition, mobility, and employment of our students, graduates, and professionals.
Now, my challenge and appeal to our ASEAN architects is to utilize this recognition of your professional standing within the ASEAN Region to help us, the Philippine higher education, in developing an architecture curriculum that matches the industry needs and methods practiced by our neighboring countries.
Above all global awards and recognitions, the best service we can provide our country is through helping foster and produce architects who are as globally competitive and recognized as you are. By then, we can proudly say that we have made a significant mark on the state of Philippine architecture.
Once again, congratulations to our conferees of the ASEAN Architect title. The Commission looks forward to working with you in making the Philippines the hub of architecture education and source of the best Architects.

We have seen many of our colleagues working in different parts of the world assuming important positions and roles in the practice of architecture. Many of these foreign offices have started to expand their services beyond their shores. I believe that many of our local practices are also ready to expand their services to other countries given the right opportunities.

The ASEAN Integration 2015 was the realization of the ASEAN Economic Community (AEC), which was a vision to create a single economic market and production base for the Association of Southeast Asian Nations (ASEAN). The AEC is an economic integration whose goals are free movement of goods, services, investment, and skilled workers, and freer movement of capital.

The ASEAN Agreement on Mutual Recognition Arrangement (MRA) on Architectural Services was signed by the ASEAN Economic Ministers on 20 November 2007.
The Mutual Recognition Arrangement (MRA) on Architectural Services will facilitate the mobility of architectural professionals within ASEAN and enhance information exchange in order to promote adoption of best practices on standards of architectural education, professional practices and qualifications.
The main objective for the agreement is to conform to the spirit of ASEAN cooperations based on fair distribution of resources and benefits through collaborative research and set standards and commitment of technological transfer in architecture among ASEAN Member countries.

Accreditation refers to quality assurance of Graduate Architects by the respective national authorized bodies.
Architect refers to a natural person who holds the nationality of an ASEAN Member Country and has been assessed by a Professional Regulatory Authority (PRA) of any participating ASEAN Member Country as being technically, morally, and legally qualified to undertake professional practice of Architecture and is registered and licensed for such practice by the Professional Regulatory Authority (PRA). ASEAN Member Countries may have different nomenclature and requirements for this term.
Architecture Services refers to the activities covered under Central Product Classification (herein referred to as “CPC”) 8671 of the Provisional CPC of the United Nations. Assessment refers to particular processes for reporting or comparison of achievement against criteria, standards, or a benchmark. Benchmark refers to an agreed level by which others can be measured.
Certification refers to the issuance of a certificate or license to those who have met specified requirements for registration. Country of Origin refers to the ASEAN Member Country where the architect has an existing license to practice architecture. Criteria or Standards refers to a specification of qualities required to be met.
Graduate Architect refers to a natural person who holds the nationality of an ASEAN Member Country and has satisfactorily completed an architectural program that is assessed as meeting required criteria in architecture determined by a recognized professional Architecture body or state authority.
The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN: Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam Joined ASEAN on 7 January 1984, followed by VietNam on 28 July 1995, Lao PDR and Myanmar of 23 July 2997, and Combodia on 30 April 1999, making up what is today the 10 Member States of the ASEAN.

Marian Eileen ‘Star’ Florentino - Marudo is both a licensed and registered Architect and Interior Designer. Ar. Star gained her Degree in Architecture from the University of Santo Tomas, Manila in 2004 and completed her Diploma in Interior Design from the Philippine Institute of Interior Design (PSID) in 2010.
Star’s specialized practice involves design for low, medium, to high rise projects of varying complexities, and challenges – all applying a series of twelve (12) Patented Design and Construction Building Solutions known as Modular Ferro-Concrete (MFC) Building System - which w Awardee, Ar. Ar. Carlo’s focused and specialized practice stems from a wide variety of local and international experience in design and construction, occupational safety and health, and project management. He has almost two decades of professional practice which involves design management, project, and construction management projects – consulting, collaborating and working with various industry stakeholders such as design-build contractors, specialty & general contractors, industry suppliers, developers, including both private & government project proponents. Carlo’s versatility and adaptability to various stakeholders and project typologies have enable him to gain and amass accomplished projects and services ranging from commercial and office buildings, infrastructure, industrial, and manufacturing facilities, institutional and educational buildings, including research facilities, hospitality, and healthcare institutions.
His specialized project portfolio is backed by his professional accreditations and certifications which includes Certified Project Manager by the Philippines’ Construction Manpower and Development Foundation, a government body under the Construction Industry Authority of the Philippines (CIAP), and a certified Project Management Professional (PMP) by the Project Management ited Construction Safety d Employment-Bureau of Working Conditions (DOLE-BWC). He is the founder and principal of Cix Cigma Design, Planning, and Construction Management (Cix Cigma DPCM).
His areas of specialization are in risk management, sustainable adaptive design research, design, design-build by administration and construction. He has a modest diverse experience with the design and design-build by administration of commercial and institutional projects through his architectural design and consultancy firm Studio D. Seño Design Consultancy Services Inc. He was invited to speak, moderate, conduct workshop on different aspects on sustainability and research for almost 250 local, regional, national and international professional, government, civil service organizations and student conventions, fora, and symposia globally, and has presented/published research and monographs. The success of Hotel Michael, which earned both Green Mark Gold Plus Certification and the Singapore Green Hotel Award, solidified her commitment to sustainable design and architectural excellence.
As an Associate at Aedas Pte Ltd, Cherryline is a Green Mark Accredited Professional and Revit-certified expert, specializing in BIM implementation and ensuring alignment with Singapore’s sustainability initiatives. One of her notable roles as Lead Design Architect is for the Jurong Integrated Transport Hub, a super-low energy complex featuring solar panels, 100% land replacement for biodiversity, and a hybrid cooling system, aimed at achieving Green Mark Platinum certification. Her expertise in conservation is further complemented by her innovative approach to community-centered design in Greenland Tebrau in Malaysia, an ambitious multi-phase development that blends green wall facades and landscaped areas, harmonizing built spaces with nature.
Her commitment to environmental and social impact is also reflected in awardwinning projects like the Unilever Headquarters in Indonesia, recognized for its daylight-optimized facades and spacious atrium that foster workplace wellness. The project has garnered accolades for its architectural innovation, environmental impact, and focus on community well-being.
Beyond her professional accomplishments, Cherryline is deeply committed to social responsibility. She has provided pro bono design expertise for educational facilities in Kenya, Cambodia, and Myanmar, creating safe, supportive spaces for vulnerable communities and empowering youth through sustainable development.

The Committee on Global PRACTICE-ASEAN Architects, headed by Chairperson Jordan Ong, arranged a meeting dinner on July 30, 2024 at Azadore Restaurant in Quezon City. The PRBOA officials and officers of the CGPAA attended the meeting.

There are currently 700 registered ASEAN Architects.
