Pasig-Healing Adaptive Reuse of Old Rizal Capitol Compound as Bioremediating Urban Sponge and Recreational Facility in Mitigating River Pollution Water is one of the most important resources in the world, due to rapid population growth, rapid development of the economy, and urbanization of the country, many natural resources such as rivers, lakes and oceans are affected. One of these is Pasig River which is declared as biologically dead in 1990 by the Department of Environmental and Natural Resources (DENR). Pasig River is an important river in Metro Manila. It connects the two major water bodies, Laguna de Bay and Manila Bay. While water pollution is happening in the Pasig River, many underutilized lands along riverbanks that are unused have lost their economic value. The reuse of underutilized buildings and sites of previously developed properties for a new purpose could help establish a new vision for community development and transformation of historical public spaces into vibrant new mixed-use developments. As small communities turn into urban centers, it is important to redevelop underutilized land to address the lack of green space in those areas. The researchers then inquired the situation in Santa Rosa, Pasig City, wherein the Old Rizal Province Capitol Compound was located along Pasig River. The remnants of the Old Capitol suit the possibility of adaptive reuse, consisting of a large portion of the barangay that was left unused and has direct access from the river which will facilitate bioremediation. The integration of bioremediation and adaptive reuse along the river through a wetland parks will be a good opportunity to reduce the urban water problems and transform an underutilized historic district into a sustainable wetland park.

Circular Economy is an economic system aimed at eliminating waste and the continual use of resources. Circular systems employ reuse, sharing, repair, refurbishment, remanufacturing and recycling to create a closed system, minimizing the use of resource input and the creation of waste, pollution and emissions.

Concept
Sponge City The “Sponge city is a new concept to mitigate the urban water problems such as water shortages, water pollution and flooding. The concept is the consideration of natural environment process of water in ecosystem and using of environmental-friendly technologies in solving the urban water problems and promoting renovation on rainwater drainage systems, improvement of connectivity of river system networks, the division of stormwater and wastewater drainage systems.

Concept
Adaptive Reuse The Adaptive Reuse of the heritage building should have a minimal effect on the history and culture value of the building and its location. Adaptive Reuse is the only way that the building is made of fabric that is properly cared for, exposed or interpreted, thus making good use of the building on its own. Where a structure can no longer function with its former function, a new use by modification might be the only way to conserve the value of its history.
