ABSTRACT

In the context of the Winter Olympics, the city of Cortina d’Ampezzo needs to respond to the four main thematic goals: landscape, heritage, mobility, and the games. They need to act as a catalyst to changes in the city that will prepare it to face the needs of visitors during the Games and leave positive legacy afterwards. In this sense, the Games’ solutions must act towards preservation of identity and nature, enhancing Cortina and strengthening connections with its surroundings. For reaching these goals, the idea is to define a design competition devoted to the Winter Olympic Games of 2026 and their legacy. By looking at the BID, we have identified the guidelines to act on the main intervention areas and a new connective system between them, whose experience would enhance the strategy of bringing back the landscape and the heritage to Cortina.

The city of Cortina d’Ampezzo is located on the border of Veneto region, north-west Italy. It has a strong history with the Olympic Games being the host place in 1956, which is

consolidated with the WO26. The city is the pearl of Dolomites, a UNESCO site, at the fragile threshold between several areas protected at National and International level, a Regional Park - making it a crucial mediator and protector of its surrounding landscape. Located in the Ampezzo valley, Cortina expanded in a concentric way, organizing the land in the same manner.

Over the past 100 years, Cortina has gone from having an agricultural economy to being one of the main famous and exclusively tourist centers in northern Italy. This fact caused a progressive abandonment of cultivated fields and a decrease in the control of the buffer zone areas between the urban area and the forest.

As a result, the edge of the city has moved closer to the forest, and this has reduced the biodiversity, further magnifying the importance of city planning. Our primary goal to address this is to bring Landscape back to Cortina economically, naturally and socially.

About accessibility and mobility, currently it is a long way with numerous stops and changes to reach Cortina, which is why we aim to better connect the area on the macro scale with the Dolomiti railway ring. Named after the most famous landmark, the reintroduction of the railway will provide convenient and more sustainable public transport options for visitors and will be able to promote surrounding towns as well.

From the analysis of the city, we have identified three rings (concentric circles) for city zoning and possible intervention – 1) urban center of Cortina, 2) agricultural fields and open spaces in the buffer zone, and 3) the forest border between the protected sites and the city. To balance them, our main goals for the buffer zone are a) to stop the city expansion and the maintenance of the forest expansion, b) to define Cortina entryways and restore the railway, and c) to create vibrant connections between the rings with the rediscovery and enhancement of the Cortina Olympic paths.

We have chosen 3 priority projects to develop in detail that we believe are the grounding base for all development in the future – the buffer zone, the Olympic village, and the transportation hub. The three projects together address main problems of landscape and public space, mobility, heritage, housing, and services needed by the great event.

Secondly, the Winter Olympic Village of Cortina will be located at the area of the former airport of the town and will serve the athletes during the WO Games as an accommodation center of 1,140 people. It will be fully temporary, therefore leaving, after the winter Olympics, a free area of green space available for outdoor activities and events. At the same time, the temporary housing will be transferred to other places for different functions.

The area will be designed as a park to give back to Cortina’s citizens by connecting them to the heritage of the past as well as to the potential of the future of their town.

First, the Olympic Path within the buffer zone would establish itself as a link between the main attractive points and competition projects of the buffer ring and as a connective system in between the three rings.

The idea is to create new experiences of the Cortina Landscape through the implementation of the heritage with new elements and the reorganization of the land use. The landmark Ski Jump Italia can be considered as one of the main entrances to the city.

Through refurbishment interventions, it has the potential to become a new attractive point with a permanent museum and a dynamic area for temporary uses.

Third, the Cortina Transportation Hub aims to host the reintroduced railway line, provide vital services, improve mobility, and enhance local crafts heritage. The site consists of the train station and the Faloria cableway lift, framing four abandoned buildings. The strategy is to reuse the empty volumes and to unify the spaces with the use of parasite architecture structures, additive regenerative interventions and 8

landscape architecture solutions for public spaces. The project manages all design fluxes and answers public’s desire for site management.

A pedestrian bridge, crossing the site connects the hub and the Path.

The focus is to provide comfortable spaces to stay in all seasons, abundance of services and intimate look into Cortina’s art traditions in the workshops.

From the above, we have designed a strategy masterplan in which there are numerous possible points of intervention are working together to prepare Cortina for the OG26 and the legacy. The three main projects are the first major steps on this masterplan.

The decision to act in Cortina’s buffer zone stems from the desire to control this area so that the forest does not continue to grow uncontrolled towards the urban area. Consequently, the intervention aims to create a path in this area that allows people to live a new experience combining the landscape, the local culture, and the Olympic history of the Games in 1956.

The route aims not only to connect the city’s existing attraction points, but also to create new ones (such as the Olympic village and pavilions) and to intervene on others (such as the station).

The path is being built in two phases: a first part for the Winter Olympic Games 2026, connecting the areas of interest for the new Games and the ones from the Games 1956; the second phase instead closes the circle by connecting a series of other points.

The route is not only a link within the buffer zone, but is also the element that connects the urban centre with the forest and its hiking trails.

It is both a pedestrian and cycle route composed both of existing walking paths and new ones. Its medium difficulty makes it accessible to everyone and, in particular, the completely flat parts are accessible also to the elderly and people with disabilities.

To experience the landscape, some temporary pavilions are located along the path: an observation point and an exhibition area composed of several wooden platforms where art installations can be placed.

The landscape experience continues also inside the forest: an elevated balcony among the trees allows people to watch the fauna and flora from a different perspective. This idea of the elevated path is replicated also in the bobsleigh track area to allow people to watch the competitions from above and the spiral path makes this place an attractive point even when races are not taking place.

The definition of this path also leads to an action on the landscape and the definition of new land use with the goal of bringing back to Cortina its past agricultural tradition. Therefore, the visual experience of the landscape also becomes a taste experience: tourists can taste the local and typical products of Cortina, prepared with km 0 materials. Not only products linked to tradition will be cultivated, but also new agricultural ones, such as apples and grapes for wine.

Consequently, a series of different thematic routes related to the Olympics, agriculture, and culture can be defined within the main ring.

Vigna 1350 is an experiment in viticulture in location ‘La Vera’.

It is a vineyard in Cortina since 2013 that produces four varieties of biological wine: Palava, Andrè, Incrocio Manzoni or Manzoni Bianco, and Pinot Bianco.

The Landmark Ski jump Italia can be considered as the southern access to the city of Cortina and one of the main attractive points of “the Buffer Ring Path”.

This Landmark is included in the project strategy of Bring Identity back to Cortina as an important heritage of the Winter Olympic Games 1956 with the aim to restore the identity to such an emblematic place by giving new attractive functions.

Currently in disuse (since 1990), it knows an advanced state of decay and cannot be used anymore for ski jump activities. It is included in the municipality Bid for the Olympics with restoration purposes and improvement of the soccer field area with the aim to host also temporary events.

The complex can be divided into three areas: Trampoline, Stands, and Landing zone.

For the latter, the idea is to create a dynamic area that, on normal days can be used as a soccer field with wooden stands, which can be deployed to host large temporary events like concerts, festivals, and fairs, thanks also to the reuse of the structures of the Olympic Village and the exploitation of the slope and former stands facing the area. During the Games the area can become the medal plaza.

attraction: a museum of the city of Cortina. In order not to alter the architectural complex, the museum is placed at the base of the trampoline, at an underground level, through an “addition by subtraction” which exploits the potentiality of the current free area that becomes an access square, whose ramp can be seen as an extension of the path itself.

The volume, which can be considered as a void, develops below the area defined by the square and adapts to the topography of the hill. The natural light of the common areas is guaranteed by two light wells, the main one acts as a link between the two levels, the main access, and the filter space for all the parts of the museum. A second access is defined by the meeting of the volume with the slope, it forms a terrace at a lower level that connects the museum with the stands, used for temporary exhibitions; however, the excavation remains hidden by the former landing ramp. The permanent exhibition can be divided into three parts: the history of the city of Cortina, The Olympic Games in Cortina, and the biodiversity of the Northern Dolomites, whose species, to enlarge the experience, are also shown on the “access square”. The restoration of the trampoline also guarantees a new organization of sky-view terraces, directly accessible from the museum.

Cortina d’ Ampezzo - the Queen of Dolomites is a town, nestled on the Boite River, in the heart of the southern Alps. Travellers come from all the corners of the earth for the Cortina d’Ampezzo ski amenities, boutique accommodation and scenery.

However, Cortina d’Ampezzo is not just a ski resort. In the 19th century, Cortina was a centre for crafts, handmade wood, glass and copper artworks were being produced by the local craftsmanship.Cortina d’Ampezzo also has a thriving music scene, with the annual festivals attracting music lovers from all over the world. With this thought we have been aiming to create a conceptual proposal, which would bring crafts back to Cortina

Today it is a long way with numerous stops and changes in order to reach Cortina, which is why we aim to better connect the area on the macro scale with the Dolomiti railway ring. Named after the most famous landmark, the reintroduction of the railway will provide convenient and more sustainable public transport options for visitors and will be able to promote surrounding towns as well. Third, the Cortina Transportation Hub aims to host the reintroduced railway line, provide vi108

tal services, improve mobility, and enhance local crafts heritage. The site consists of the train station and the Faloria cableway lift, framing four abandoned buildings. The strategy is to reuse the empty volumes and to unify the spaces with the use of parasite architecture structures, additive regenerative interventions and landscape architecture solutions for public spaces. The project manages all design fluxes and answers public’s desire for site management. A pedestrian bridge, crossing the site connects the Hub and the Path in the Buffer Zone.

The focus is to provide comfortable spaces to stay in all seasons, abundance of services and intimate look into Cortina’s art traditions in the workshops.
