It is with great enthusiasm that I write this foreword to the 2015 Annual Report of the Foundation for Educational Exchange between Canada and the United States of America. Fulbright Canada generally aims to contribute to the enrichment of the relations between Canada and the United States through academic exchanges.

This year, Fulbright Canada celebrated its 25th anniversary with events across Canada and the United States. These celebrations have been an opportunity not only to reflect and celebrate the successes of the program during the past 25 years, but also an opportunity to look forward and continue to ‘Expand the Boundaries of Knowledge’ for the future. We owe many thanks to the remarkable students and scholars who became outstanding ambassadors by giving the Foundation the opportunity to support them and who make the objectives of Fulbright Canada become reality. As my term as Chairman of the Board concludes, I wish to stress that the resounding success of Fulbright Canada is largely due to the inspiring leadership that Dr. Michael Hawes provides and the dedication of the staff he has assembled. It has been a great year for Fulbright Canada, and I am confident that Michael and his team will continue to improve the program in the years to come.

It is with considerable personal satisfaction and continued enthusiasm that I present the 2015 annual report for the Foundation for Educational Exchange between Canada and the United States of America. We at the Foundation, along with our Board of Directors, our grantees, and our various partners, believe profoundly in the value of education, the importance of academic exchange, and the role that we play in growing productivity, rewarding excellence, identifying future leaders, and promoting mutual understanding. The Fulbright program continues to be a global leader in educational exchange and, at the same time, a key advocate and partner for new scholarship, economic growth, and social justice in local communities. Fulbright Canada is dedicated to playing its role in ensuring that the Canada – US relationship continues to be characterized by a deep appreciation of one another and by strong personal and professional ties.

The Foundation had another excellent year that has included many special events and programs marking our 25th anniversary, including a gala celebration at the Museum of Nature here in Ottawa, which brought together several hundred of our current grantees, alumni, and university, government, and private-sector partners in September.

I would like to take this opportunity to personally congratulate our grantees, encourage more students and scholars to engage, and thank my colleagues at the secretariat, our partners throughout the academic community, our private sector supporters, and our colleagues at Global Affairs Canada, the Embassy of the United States in Ottawa, and the United States State Department. I would also like to offer a special word of thanks to the dedicated members of the Foundation’s Board of Directors. The Fulbright Program Long regarded as the world’s premiere academic exchange program, the Fulbright Program attracts exceptional students and scholars from more than 160 countries.

The first cohort of Canada-U.S. Fulbright award recipients was named in 1991.

Since that time, some fourteen hundred distinguished students, scholars, and professionals have participated in this educational exchange program. CanadaU.S. Fulbright students and scholars conduct research, teach, or study in their host country for either one semester or a full academic year. In 2014-15, Fulbright Canada supported 50 outstanding Canadians and 59 exceptional American students and scholars.

Traditional Fulbright Awards for students are intended for graduate students and junior professionals who wish to study and/or conduct research in the host country.

In addition to the Traditional Fulbright awards, scholars in both countries are invited to take up one of the 62 Fulbright Visiting Research Chairs at 36 of North America’s best universities. These chairs are intended to enable emerging and established scholars, post-doctoral researchers, and experienced professionals to conduct research, teach, or undertake a combination of activities for one semester or a full academic year at one of our partner universities. These chairs develop longterm partnerships between Fulbright Canada and the university and build the university’s capacity for excellence in research.

Recently, in an effort to grow the scope of the program, Fulbright Canada has introduced a number of new programs and expanded existing programs for both graduate students and scholars, including the Fulbright Arctic Intiative, the Fulbright Canada-Palix Foundation Distinguished Visiting Reserach Chairs in Brain Science, and Child and Family Health and Wellness, and the Fulbright Canada Science, Technology, Engineering, and Mathematics (STEM) Program.

Fulbright Arctic Initiative

The Fulbright Arctic Initiative aims to stimulate international scientific collaboration on Arctic issues, while, at the same time, integrating models of traditional knowledge and increasing mutual understanding between the people of Canada, the United States, and the Arctic Council countries.

It is designed to create a network of scholars, professionals, and applied researchers from the United States, Canada, Denmark, Finland, Iceland, Norway, Russia and Sweden to engage in collaborative research and to undertake an academic exchange.

Seventeen outstanding international scholars were announced on April 22, 2015, as participants of the program. Program activities commenced in May 2015 with a kickoff event in Iqaluit, Nunavut, Canada, and will conclude in the fall of 2016.

One of the hallmarks of the Fulbright Program is community engagement. In the past few years, Fulbright Canada has introduced a suite of community-engagement programs for alumni to take action and develop new relationships in their communities. The programs include the Fulbright Canada-RBC Eco-Leadership Program, the Community Leadership Program, and the Killam Community Action Initiative.

Fulbright Canada award recipients are expected to excel academically, but they are also expected to serve as ambassadors for their countries. They are encouraged to engage their host communities, get involved whenever and wherever possible, and expand their experience beyond the classroom, laboratory, and library. With our community engagement programs, Fulbright Canada has further enriched a unique and enlightening academic and cultural experience. Fulbright Canada’s objective is to provide a conduit between a finite source of government funding and an infinite capacity amongst a unique group of academics to envision and build a cleaner, safer, and more just world. The outcomes of these projects are both tangible and long-term. We look forward to building on the success of these programs in the years ahead.

The Killam Fellowships Program, supported by an endowment from the American Killam Trusts, is designed to develop a cadre of young leaders committed to enhancing mutual understanding between Canada and the United States.

The Killam Fellowships Program provides exceptional undergraduate students from universities in Canada and the United States with the opportunity to spend either one semester or a full academic year in the other country during their undergraduate career.

These awards are the first of their kind between Canada and the United States.

In its inaugural year, the Killam Fellowships Program engaged 13 American and Canadian undergraduate students in educational exchange. In 2014-15, the program has grown to include 318 Killam alumni.

Highlights from Celebrating 25 Years Fulbright Canada 1990 - 2015

By any measure, 2015 was an incredible year for Fulbright Canada. We celebrated our 25th anniversary, launched the new Fulbright Arctic Initiative with a highly successful series of meetings in Iqaluit, developed exciting new partnerships with universities in both countries, and welcomed our first cohort of Fulbright Canada - Palix Visiting Research Chairs in Brain Science and Family Wellness. At the same time, we co-sponsored a symposium on Arctic Governance at the University of California at Irvine, hosted a series of events for Earth Day, sponsored two art shows – one in Ottawa and one in Washington - featuring the work of Fulbright alumna and Arctic photographer Acacia Johnson, dramatically increased the activities of EducationUSA in Canada, co-hosted another successful round of the Youth Ambassadors Program, and renewed key partnerships with public and private sector partners. In the process, we managed to grow both the reputation and the size of our Killam Fellowships program and the Fulbright program in Canada.

Canadian Parliament visit during 2015 Fulbright Orientation

2015 Program Highlights Fulbright Canada Partners with the Palix Foundation On October 1st, 2015, Fulbright Canada and the Palix Foundation’s Alberta Family Wellness Initiative formally announced their partnership and presented the 2015-2016 Fulbright Canada-Palix Foundation Distinguished Visiting Research Chairs in Brain Science, and Child and Family Health and Wellness at an event at the University of Calgary. President Elizabeth Cannon of the University of Calgary, Mr. Thomas Palaia, Consul General of the United States for Alberta, Saskatchewan and the Northwest Territories, Dr. Michelle Gagnon, President of the Palix Foundation, and Dr. Michael Hawes, CEO of Fulbright Canada, offered remarks at the announcement. Following the announcement of the new program, the inaugural three Distinguished Chairs (Dr. Dow-Edwards pictured left) presented their research at a public panel discussion and spoke about how their time in Alberta, working with the University of Alberta, the University of Calgary, and the University of Lethbridge, will allow them to explore new directions in their work.

Fulbright Student Displays the Beauty of the Arctic Acacia Johnson (Fulbright student 2014-15, EcoLeadership Grant 2015) and her photographs took center stage during Fulbright Canada’s 25th year, and provided a beautiful backdrop to the launch of the Acrtic Initiative. Johnson’s photography exhibit, “Under the Same Stars,” has been displayed at Fulbright Canada, the U.S. Embassy in Ottawa, and the Canadian Embassy in Washington.

Johnson says, “With the support of a Fulbright Canada student award, I have been able to realize a longstanding dream: to spend a winter living on the north shore of Baffin Island in the Canadian Arctic, learning about the relationship of people to the winter landscape and creating photographs using my findings.”

The end result: magnificent images that demonstrate the sweeping landscape of the north, while also capturing the heart of the people who call Baffin Island home.

25th Anniversary Gala September 18, 2015 The celebrations in 2015 culminated in the 25th anniversary gala on September 18, 2015. The gala was well-attended by current Fulbright and Killam award recipients and alumni as well as university, government, and community partners. Remarks were given by U.S. Ambassador to Canada Bruce Heyman; Fulbright Canada CEO Dr. Michael Hawes (alum 1999-2000); Senior Deputy Minister of Foreign Affairs Peter Boehm; Deputy Director of Academic Exchanges, U.S. State Department Lana Muck (alum 1999-2000); and Vice President Aboriginal Banking for the TD Bank Group Clinton Davis (alum 2000-2001).

The keynote speaker for the evening, Chief Shawn A-in-chut Atleo, is W.A. Macdonald Distinguished Fellow & Adjunct Professor at the Ontario Institute for Studies in Education, and Vancouver Island University Shqwi qwal for Indigenous Dialogue. Fulbright Canada has made indigenous issues a priority and looks forward to continued partnerships with indigenous leaders such as Chief Atleo. As a former National Chief of the Assembly of First Nations, Chief Atleo spoke about the importance of expanding educational opportunities for indigenous youth and other underrepresented populations. His enthusiasm and candor had a great impact on our guests.

The gala guests left excited by seeing how far Fulbright Canada has come in 25 years, and knowing how far we can go.
