Program Overview

TheCityofFortLauderdaleisproudtopresenttheSistrunkEmpowermentSummitas partofitsparticipationintheEconomicRecoveryCorps(ERC)initiative.Throughthis effort,theCityreceivedanERCFellowtohelpdevelopaninnovativeandsustainable economicrevitalizationplanforareasexperiencingeconomicstagnation,beginning withtheSistrunkCorridor.

Thefocusofthisinitiativeistoensurethateconomicdevelopmentprogramsare designedandimplementedtodelivermeasurablebenefitstothelocalcommunity.Key objectivesincludeconductingadetailedinventoryofcommunityassetsandleadinga listeningtourtoidentifyeconomicstrengthsandbarriers.Theseeffortswillinform strategicplanningandprogramdesignaimedatrevitalizingthelocaleconomy.

Usingacombinationofresearchandcommunityinput,theERCFellowwillsupportthe developmentoftargetedeconomicstrategiessuchasworkforcedevelopmenttraining andsmallbusinessincubators.Thesestrategieswillbeevaluatedusingbothquantitative andqualitativemethodstodetermineimpactandscalability.

Thesummitbringstogetherlocalleaders,stakeholders,andresidentstoexplorereal solutionsthatexpandworkforcecapacity,enhancebusinessgrowth,andcreateaclear pathforlong-termeconomicadvancementintheSistrunkCorridorandsurrounding areas.CommunityfeedbackcollectedthroughthisprocesswillbepresentedtotheCity ManagerandCityCommissiontoensurealignmentwithcitywidegoalsandcapital investmentstrategies.

As the proud Commissioner for District 3 and a lifelong member of this community, it brings me great joy to see so many passionate, dedicated individuals gathered here with one common goal, to uplift and empower the Sistrunk Corridor.

This summit represents more than just a meeting of minds. It’s a call to action, a chance to collaborate, listen, and lead with purpose. Through the City’s partnership with the Economic Recovery Corps initiative, we are laying the foundation for an inclusive and sustainable economic revitalization plan that reflects the values, voices, and visions of the people who live, work, and invest here.

Together, we’ll explore new opportunities for workforce development, small business support, and long-term economic growth. Most importantly, we’ll ensure that every strategy is rooted in equity, guided by data, and shaped by you, our community.

A MESSAGE FROM THE CITY MANAGER

On behalf of the Mayor, Vice Mayor, and City Commissioners, I am honored to welcome our leaders, partners, and residents as we embark on a bold new chapter for the Sistrunk Corridor a chapter defined by revitalization, investment, and economic growth. Today’s gathering is not simply a meeting; it is the launch of a comprehensive initiative to transform Sistrunk into an economic powerhouse that will drive prosperity for our entire city.

Our vision is ambitious and actionable We are accelerating the redevelopment of key properties to attract new businesses and create vibrant commercial spaces. We are committed to supporting local entrepreneurs with resources, technical assistance, and access to capital, ensuring that small businesses can expand and generate quality jobs. Workforce development is central to our strategy, with targeted training programs and partnerships designed to connect residents to in-demand careers and equip them for long-term success.

To realize this vision, we are investing in modern infrastructure upgrading roads, utilities, and public spaces to support business activity and improve daily life for everyone in the corridor. We are streamlining permitting and development processes and providing clear guidance to make it easier for investors and developers to bring projects to fruition. Targeted incentives are being developed to encourage commercial development and attract new employers, while public-private partnerships are being strengthened to leverage innovation and maximize the impact of every dollar invested.

The Sistrunk Corridor is uniquely positioned at the intersection of history and opportunity. Its location, resources, and community spirit make it a prime candidate for revitalization that benefits both current residents and future generations. We are committed to removing barriers to progress and ensuring that revitalization efforts preserve the unique character of the neighborhood while delivering tangible economic results.

Today marks the beginning of a sustained, collaborative effort to transform Sistrunk into a thriving economic engine. The dedication, ideas, and energy of everyone gathered here are essential to this mission. Together, we can build a stronger, more prosperous future for Sistrunk and for all of Fort Lauderdale, setting a new standard for community-driven economic development.

MEET THE CONGRESSWOMAN

Congresswoman Sheila Cherfilus-McCormick was re-elected to the U.S. House of Representatives in 2024 to serve a third term.

Congresswoman Cherfilus-McCormick is honored to serve on the House Committee on Veterans' Affairs and the House Committee on Foreign Affairs as the Ranking Member of the Subcommittee on the Middle East and North Africa. She is also the Chair of the Global Women's Issues Task Force for the Democratic Women's Caucus, a Co-Chair of the Haiti Caucus, and Region 8 Whip for the House Democratic Caucus.

Congresswoman Cherfilus-McCormick earned her Bachelor of Arts in Political Science and Government from Howard University. In further pursuit of education, the Congresswoman also earned a Juris Doctorate from St. Thomas University.

While in office, Congresswoman Cherfilus-McCormick remains committed to tackling the growing housing crisis, inadequate access to quality health care, and lack of equitable opportunities throughout our district and country.

As the Managing Principal of iTaylor Strategies, a national consultancy, she leads initiatives that shape policy, elevate community voice, and advance equitable outcomes across government, corporate, and nonprofit sectors.

A respected voice in public policy and civic engagement, Merdochey has built a career on the belief that transformation happens when leadership is intentional, partnerships are authentic, and solutions are people-centered. Her portfolio includes designing stakeholder engagement campaigns, leading public-private partnerships, and producing high-impact convenings that drive results. From her tenure at Verizon, Brightline Trains, and The Florida Senate to her advisory roles with Smart City Expo USA and Popstock.io, she brings a 360-degree understanding of how innovation and leadership fuel progress.

A native Miamian of Haitian descent, Merdochey holds graduate degrees in Public Administration and Urban & Regional Planning, and executive education from Harvard Business School. Senator Christopher Smith’s dedication to public service began early and has spanned decades. He started by serving on Fort Lauderdale’s local boards, including the Planning and Zoning Board in 1995 In 1998, he was elected to the Florida House of Representatives, eventually becoming the Democratic Leader. After reaching term limits, he was elected to the Florida Senate in 2008, again rising to Democratic Leader one of the few to hold top leadership in both chambers.

He also served on the Florida Constitution Revision Commission, helping to shape constitutional amendments through statewide public engagement A respected legal and political voice, Senator Smith has appeared on CNN, MSNBC, NPR, and other outlets.

Beyond politics, he is a successful entrepreneur. He and his wife own Regal Development, managing Smith Plaza and other properties, and co-own Smitty’s Wings, a key player in the revitalization of Sistrunk Boulevard. A graduate of Johnson C. Smith University and Florida State University College of Law, he now serves as Of Counsel at the Tripp Scott Law Firm

State Representative Daryl Campbell serves as a member of the Florida House of Representatives in District 99. Elected in 2022, Representative Campbell proudly represents District 99 as one of the youngest members currently serving in the Florida legislature. He represents parts of Broward County overseeing the cities of Ft. Lauderdale, Lauderhill, Lauderdale Lakes, Wilton Manors, and Plantation.

A product of South Florida, grounded in his Jamaican roots, Representative Campbell leads through his values of family, respect, and integrity. Prior to holding office, he served as the aide to Kappa Alpha Psi Member and former minority leader Representative Bobby DuBose.

As a public servant, Representative Campbell has dedicated his life to serving the community in and out of the Legislature. When he is not working in his official capacity, Representative Campbell works as a licensed clinical social worker providing therapy to individuals struggling with mental health through his private practice Voice Unplugged. Not only is Representative Campbell the only elected official with a social work background serving in the Florida Legislature, but also the only Member of Kappa Alpha Psi serving in the Florida Legislature.

In August 2022, Representative Campbell decisively won his re-election campaign and has been dedicated to serving his first full term as representative of, the newly redistricted, District 99

Representative Campbell is honored to serve- having advocated in two legislative sessions so far, the Representative received a 94% “people first” rating last year for voting on issues that matter to everyday Floridians.

Representative Campbell has advocated for progress within the South Florida community through action to advance legislative policies that serve the greater public, filing for millions in appropriations for South Florida projects and organizations, and engaging in civic discourse.

Robert McKinzie is a native of Fort Lauderdale, graduating from St Thomas Aquinas High School. He received a Bachelor of Science degree in Business Administration from Bethune-Cookman University in Daytona Beach. Prior to his election to the Broward County Commission, he was elected to serve as the District 3 Commissioner for the City of Fort Lauderdale in 2014. During that time, he was instrumental in bringing more development to the district such as the L.A Lee YMCA, Smitty’s Wings, The Adderley, and affordable housing

Commissioner McKinzie has many years of experience of service in Broward County both in the public and private sector. He is a licensed General Contractor and has been in the construction business for over 30 years. His priorities as a Broward County Commissioner for District 8 are improving housing, expanding Port Everglades and the Fort Lauderdale Hollywood International Airport, and creating economic opportunities throughout Broward County He prides himself on empowering people, being a public servant and not a politician.

Abbey Ajayi made history as Broward County's first Constitutional Tax Collector She was sworn in to establish the office in January 2025 after leading tax services at the County for close to a decade.

Before being called to public service, Abbey worked for more than 30 years in the banking and financial service industry, during which time she was a member of the National Association of Insurance and Financial Advisors, Junior Achievement and Oakland Park Kiwanis Club, among others.

Abbey is a Florida Department of Revenue Certified Collector. She is an active member of the Florida Tax Collector's Association and has an MBA from Florida Atlantic University.

Abbey envisions the Broward County Tax Collector's Office as a place where services are delivered with integrity, efficiency and transparency, ensuring a community where everyone has the opportunity to succeed.

Captain Wil Auguste is a proud native of the City of Fort Lauderdale and has served with distinction as a member of the Fort Lauderdale Police Department since 2006. He began his law enforcement career as a road patrol officer in the Operations Bureau, quickly earning recognition and advancing to the role of narcotics detective within the Special Investigations Division’s Street Crimes Unit.

In 2015, Captain Auguste was promoted to the rank of Sergeant, where he held a variety of key supervisory roles These included Patrol Supervisor, School Resource Officer Unit Supervisor, SWAT Crisis Negotiation Team member, and Detective Sergeant in the Internal Affairs Unit under the Office of the Chief of Police.

Following his promotion to Lieutenant in 2021, Captain Auguste continued to lead with excellence. He served as a shift commander in the Patrol Division- District 3, while concurrently leading the department’s Honor Guard Unit. After a successful tour of duty as a patrol shift lieutenant, he was hand selected to oversee all the investigative matters within the Criminal Investigations Division. In October 2024, he was promoted to his present rank of Captain and currently serves as the District 2 Patrol Commander within the Operations Bureau

As a recognized leader in the community, Captain Auguste was honored with the 2022 Legacy Magazine South Florida 40 Under 40: Black Leaders of Today and Tomorrow Award, and a proud member of Alpha Phi Alpha Fraternity, Inc. – Zeta Alpha Lambda Chapter. Moreover, he previously served as Vice President of the National Organization of Black Law Enforcement Executives (NOBLE) – South Florida Chapter, Broward Sector Captain Auguste is also an active member of the United States Navy Reserves, where he currently serves as a Commissioned Officer in charge of Navy Security Forces Whiting Field, Pensacola, FL.

Academically, Captain Auguste holds a Bachelor’s degree in Criminal Justice from Vincennes University and a Master’s degree in Public Administration from Florida International University, where he also earned a graduate certificate in Human Resources and Policy Management He also completed several key law enforcement leadership development courses, including the FBI-LEEDA Trilogy, and the proud graduate of the prestigious 100th Command Officer Development Course at the University of Louisville’s Southern Police Institute.

Greg is a former director of the Department of Sustainable Development for the City of Fort Lauderdale who retired after almost 36 years of devoted public service His successor acknowledged that Greg was leaving a legacy upon his retirement There is no doubt that Greg has a genuine love for the City of Fort Lauderdale. He grew up there from humble beginnings and lived in the Northwest area, off Sistrunk Blvd. He is a proud graduate of Dillard High School (local area high school) where he received a football scholarship to Michigan State University He graduated with a degree in Urban Planning and Design

Greg was a star football player for MSU and was subsequently drafted by the St. Louis football Cardinals. Alas, his football career was shortened by a head injury, however he still has an utmost love for the sport He learnt teamwork, leadership, discipline, and resilience on the gridiron, all transferable skills which he carried on in his life after football

In July 1979, Greg returned to his hometown and began his career at the City of Fort Lauderdale as a planning assistant As a result of his diligence and determination, he was promoted several times over his long-standing career He rose to planner, principal planner, zoning administrator, deputy director of planning, planning director and finally Director of the Department of Sustainable Development (DSD) after the reorganization and the combining of seven city departments into DSD. Greg played an integral role in the reorganization process in bringing together staff, the community and other stakeholders impacted by the change Gifted with an innate ability to connect with others, he is sought after as the “go to” leader in various projects and situations

Greg is actively involved in giving back to the community through his involvement with numerous organizations Just to name a few, he’s an advocate of the Alzheimer’s Association, Wounded Warriors and Wounded Warriors and Heroes Foundation, Dillard High School Performing Arts Scholarships program, YMCA of South Florida, Parkway Student of tomorrow, Warm heart Mentorship Program and Carlton Moore Friends and family Foundation

Among his many awards and achievements are:

Recipient of the 2013 Brian Piccolo award in South Florida Dedication awards from the Haitian Community of Fort Lauderdale Community Activist Award by the Mount Olivet Seventh Day Church in Fort Lauderdale Public Service Award from the Community Development Corporation (CDC) Hall of Fame Honoree for the Greater Fort Lauderdale Chamber of Commerce Michigan State University for Outstanding Public Service to the City of Fort Lauderdale Nominated for the Broward County School Board 2015 Hall of Fame Outstanding Achievement Award Appointed to the Fort Lauderdale Downtown Development Authority (DDA)

Greg was also honored as a founding member of the 100 Black Men of America, Broward County Chapter. Hundreds of Greg’s colleagues, friends and family members celebrated his retirement on December 19, 2014; a proclamation was signed by the City Commission to name that day “The Greg Brewton Day ” The event was celebrated at the DSD building which was renamed the “Greg Brewton Sustainable Development Center ” He was also awarded the 2014-2015 Exemplary Employee of the Year

Family is of paramount importance to Greg He is married to his wife Dr Angela Brewton; he has three sons, one stepson, a stepdaughter, and nine grandchildren.

Newton Sanon

President and CEO, OIC of South Florida

Mr. Newton Sanon obtained a Bachelor of Arts in Psychology from the University of Wisconsin-Stout; he continued his studies at UW-Stout and obtained a Master's Degree in Training in Human Resources Development Mr Sanon is a Graduate of Harvard University's Strategic Perspectives in Non-Profit Management and Wharton's School of Education Management Development Program, where he was able to further hone his skills and expertise to continue serving the mission of OIC of South Florida

OIC of South Florida provides services in Broward County and MiamiDade County, helping the unemployed and underemployed learn new skills and earn industry-recognized credentials that enable them to launch family-supporting careers with clear pathways for economic advancement As a result of Mr Sanon's leadership and dedicated staff, over 45,000 now former recipients of public assistance, returning citizens, incumbent workers, un-employed, and underemployed residents of South Florida have obtained employment over the past 22 years and are now taxpaying and therefore contributing citizens of South Florida

In his capacity as President and CEO of OIC of South Florida, Mr. Sanon is committed to the advancement of the underserved via vocational training and education. OIC of South Florida's' programming remains in working with individuals who are re-entering society after being incarcerated and is the leading provider of job training and placement for returning citizens in the area. Ole's Reentry Program has been highlighted on CNN and was instrumental in securing the "Honor of Hope" award from the White House Office of Faith and Community based initiatives. This prestigious recognition is given to only one faith or community-based organization per State.

Mr. Sanon has exponentially expanded Ole's services in the South Florida area, having started with just 2 employees (himself and a part-time secretary) and has flourished to approximately 185+ staff members since its inception in 2001. OIC of South Florida's annual budget began at $125,000 and is now $11 million annually and growing. Due to Mr. Sanon's stewardship, OIC has solidified over $120 million in state, local, federal, and private dollars.

A proud member of the Omega Psi Phi Fraternity, Inc. Mr. Sanon is an awardee of The U.S. Department of Commerce Minority Advocates Entrepreneurs and Lifetime Achievers, Leadership Florida Class of XXXIV, board member for the Orange Bowl Committee, and serves as an Executive Committee and Board member for the Miami-Dade Beacon Council. Mr. Sanon was nominated by the Mayor of Broward County to serve as a Member of the South Florida Regional Planning Councils (SFRPC) 2022-2027 Comprehensive Economic Development Strategy (CEDS) Committee and serves on the Board of Directors for the Florida Foundation for Correctional Excellence (FFCE) and the MiamiDade Public Schools Business Advisory Council. The FFCE provides opportunities for Florida Inmates reentering society through job training programs, online and classroom academic training, and wellness programs. The MiamiDade Business Advisory Council is comprised of business and industry leaders helping to inform and formulate policy and program priorities linked to topics such as student achievement, Workforce Development, District assets, procurement processes and evolving technologies.

As the Small Business Development Officer at the Urban League's Entrepreneurship Center, J.R. is a dynamic force for change, forging essential partnerships within the community and championing the needs of underserved small business owners With over 20 years of experience in business development, J R brings a wealth of expertise to the table, designing tailored programs and services that directly address the evolving needs of small businesses in our community.

J.R. excels at actively engaging with local minority-owned businesses, adeptly identifying their pain points, and connecting them with crucial resources such as training and capital access. His leadership ensures that all services provided by the Entrepreneurship Center are meticulously crafted to nurture business growth and scalability.

Through community outreach, advanced training programs, and targeted technical assistance, J.R. leads a team and is dedicated to fostering the establishment, fortification, and expansion of minority-owned businesses, thereby contributing significantly to wealth creation in our community. His passion for this mission drives him to make a meaningful impact and enact positive change in the entrepreneurial landscape.

Shaheewa Jarrett Gelin serves as the General Counsel and Vice President of Compliance for the Gelin Benefits Group, LLC, an insurance brokerage and advisory company In this capacity, she provides legal advice and ensures compliance with federal and state health care laws In addition, she worked as a federal litigator for over seventeen years with the Department of Justice and Department of Homeland Security.

In 2017, she incorporated the Broward County Black Chamber of Commerce, as she recognized that the County needed an advocate for the small, black business owner. The Chamber officially launched in August of 2018, currently bas over 500 members The Chamber is focused on access to capital, advocacy, connecting its members to decision makers in the public and private sectors, and educating its members and the community about the value of certifications The Chamber is determined to expand the profit margins of black businesses in the area, with an aggressive and innovative agenda She is also the Founder of the Florida Association of Black Chambers of Commerce (FABCC), a growing collective of black chambers across the state of Florida advocating for resources for black businesses. FABCC hosts an annual advocacy day in Tallahassee, Black Chamber Day at the Capitol, during the state legislative session.

In the past, she has served as Vice President for the League of Women Voters of Broward County, as a member of the Broward County Human Rights Board, on the Board of Directors for the Make-A-Wish Foundation of Southern Florida and the League of Women Voters Broward Education Fund She has also served on the Advisory Committee for the Miami-Dade College School of Community Education, as a child advocate for the Guardian Ad Litem program, and a member of the Broward County Racial Equity Task Force

She is most proud of her non-profit, Youth Survivors Foundation, which has awarded $40,000 in college scholarships to abused or neglected youth and young people struggling with poverty The non-profit cu1Tently provides support to Morrow Elementary School, a Title I learning institution and operates a Book Bus to promote literacy in underserved communities.

Shaheewa graduated from the Florida State University with a Bachelor of Science degree in Political Science and earned a Juris Doctorate from the University of Miami School of Law. Dr Jamonica Rolle is the Interim College Provost and Senior Vice President of Academic Affairs and College Operations at Broward College. In this role, she serves as the Chief Academic Officer, leading the strategic planning, operation, and evaluation of academic affairs and workforce education. She oversees 51,000 credit and non-credit students and 1,200 faculty members. Dr. Rolle has over 20 years of experience in teaching and administration. At Broward College, she has served as the Vice Provost of Academic Affairs, North Campus President, Dean of the Communication Pathway, Dean of Academic Affairs, and Associate Dean of Communication & Fine Arts She has also held teaching positions as a Communication professor at Broward College, a Graduate Business Communication instructor at Florida Atlantic University, and an English and Reading teacher at Blanche Ely High School.

As the Vice President for the North Campus, Dr. Rolle developed strong relationships with municipal, community, and business partners, furthering the college's mission and impact She has successfully led numerous student retention and post-completion initiatives, including developmental education reform, a robust co-curricular student and faculty engagement agenda, community and institutional partnership agreements, and programs dedicated to supporting local and state economic development.

Desorae Giles-Smith is a native of Fort Lauderdale, Florida, born to Leveorn and Laura R. Giles. She is married to Senator Christopher L. Smith, and together they have two sons, Christopher “Squirmy” Smith and Christian “Scrunchy” Smith.

A proud product of the Broward County School System, Desorae graduated with honors from Blanche Ely High School in Pompano Beach. She earned her Bachelor’s Degree from the University of Florida and went on to obtain a Master’s Degree in Public Administration from Florida Atlantic University.

Desorae began her professional career with the City of Lauderhill as an Administrative Aide in the Mayor’s Office. Over the years, she advanced through several key roles, including Administrative Manager and Human Resources Director, ultimately serving as Deputy City Manager. In July 2020, she was appointed City Manager of Lauderhill becoming the first woman and the first AfricanAmerican to hold the position. During her tenure as City Manager the Chief Executive Officer of the City she successfully oversaw the administration of cumulative budgets exceeding $700 million. In this role, she provided strategic leadership and operational oversight for all municipal departments, including Police, Fire, and City Operations, ensuring efficient service delivery and fiscal responsibility across the organization. She retired from public service in November 2024, leaving a legacy of effective governance, fiscal accountability, and community-driven leadership.

In addition to her public service, Desorae is an accomplished entrepreneur with a strong track record in real estate investment and property management. She and her husband own Regal Development, which includes Smith Plaza and a portfolio of 12 additional commercial and residential properties. She leads the development, acquisition, and management strategies for these assets. She is also the co-owner of Smitty’s Wings, a popular local restaurant located on Sistrunk Boulevard. Her hands-on approach to property management and small business ownership demonstrates her broad expertise in both the public and private sectors.

Desorae has been deeply involved in a wide range of civic and professional organizations, including the International City/County Management Association (ICMA), Florida City and County Management Association (FCCMA), and the National Forum of Black Public Administrators (NFBPA). She is or has been an active and dedicated leader in numerous community-based organizations, including the Broward County Alumnae Chapter of Delta Sigma Theta Sorority, Inc., the Junior League of Fort Lauderdale, the North Broward County Chapter of The Links, Incorporated, the Greater Fort Lauderdale Chapter of Jack and Jill of America, Inc., and the Lauderhill Boys & Girls Club, where she notably served as President. Bobby R Henry, Sr , is the Publisher and CEO of the family-owned Westside Gazette Newspaper in Fort Lauderdale, Florida In circulation since 1971, the Gazette serves the African American communities in Broward, Dade, and Palm Beach Counties, providing local, statewide, national and international news Mr Henry earned his Bachelor of Science degree in Sociology from Florida Memorial College (University) and pursued graduate studies in Special Education at St Thomas University in Miami

Mr. Henry’s innovative entrepreneurial initiatives have led to the dramatic transformation of the traditional family-owned African American newspaper. Since his elevation to CEO, the newspaper has seen his emergence as an influential corporate member within the State of Florida and throughout the nation. Within the community, Mr. Henry contributes enormously. He has devoted many years to uplifting youth, beginning with the Juvenile Justice System in Dayton, Ohio and as a District Executive with the Boys Scouts of America. Pre-COVID-19, he mentors to young Black males whom he reaches through motivational speaking, coaching, fishing and “street ministry”. He also introduced the community to the Westside Gazette HBCU Football Recruiting Combine.

DCS provides staffing for invoicing, document controls, contract compliance, and communications assistance.

Dickey has collaborated with numerous clients including the Florida Department of Transportation, Broward County, City of Fort Lauderdale, City of Deerfield Beach, and Boca Raton Airport Authority. Denico Cepeda proudly serves as a Sergeant in the City of Fort Lauderdale Police Explorers, a youth law enforcement program where he trains in real-world policing scenarios alongside future officers. Through this program, he has developed strong character, leadership skills, and a deep commitment to public service. As a youth leader and community representative, Denico works closely with the Mayor, Vice Mayor, and the District 3 Commissioner and her team. He uses his platform to advocate for the children and youth of Fort Lauderdale, ensuring their voices, concerns, and aspirations are represented in city conversations and leadership decisions.

In addition to his role with the Police Explorers, Denico serves as a Book Explorer mentor, helping children strengthen their reading skills and encouraging them to envision a brighter future. As someone who understands the impact of second chances, he strives to be a guide and role model offering the kind of support he once needed himself.

Denico’s journey has given him the opportunity to meet U.S. military special operations personnel, federal agents, FBI professionals, and local and national law enforcement officers. He has also engaged with business owners, CEOs, and community influencers experiences that have broadened his perspective and confirmed his commitment to a life of leadership and impact.

Beyond public service, Denico specializes in online community building. He manages Discord servers, supports basic IT tasks, and participates in law enforcement simulation games to sharpen his decision-making and strategic thinking. Daphnee Sainvil is a leader in public affairs, public policy, and economic development, serving as the Public Affairs Division Manager for the City of Fort Lauderdale since October 2020. She oversees the city’s state and federal legislative programs, business and economic development initiatives, and international relations. Her efforts focus on attracting, retaining, and expanding businesses while fostering local and international partnerships.

Daphnee advises city officials on legislative matters and manages Fort Lauderdale’s international relations through the Sister Cities program. Before this role, she was a Legislative Policy Advisor for Broward County, successfully advocating for the county's legislative agenda and securing major grants. She also served as Boards Administrator for Broward County, developing project management systems for advisory boards.

Daphnee holds a Master’s in Law in Homeland and National Security, a Juris Doctorate, an MBA (Business Administration and Marketing), and a B.S (Legal Studies and Psychology). Her expertise in legal studies and business management bolsters her work in public affairs and policy.

Sandy McDonald has been the Director of the Broward County Office of Economic and Small Business Development (OESBD) since June 2013. In alignment with OESBD's mission to stimulate economic development, Mr. McDonald is committed to supporting the growth and development of small businesses in Broward County, which are a great asset to our local economy

Mr. McDonald also serves as Broward's designated Disadvantaged Business Enterprise Liaison Officer (DBELO) and works to support the County's commitment to the Federal Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs that OESBD administers, along with the County's local small business programs

For the past 21 years, Mr. McDonald has worked in Community and Economic Development on both local and federal programs. Sharonda Placide, a proudnative of Fort Lauderdale, Florida, grew up in the historical Sistrunk neighborhood. After high school, she immediately joined the workforce to support her family and serve her community Her public service journey began with early roles at the Florida Department of Children and Families and the Social Security Administration as a summer intern at the age of 14 and later as a clerk in the Social Security Office of Hearing and Appeals, growing her passion to help others

She began her political career in 2005 as a legislative aide and Chief of Staff in the Florida Legislature for 14 years, where she addressed key issues like affordable housing, gun reform, and criminal justice. She also implemented community programs, including a legislative classroom series for students and a computer access initiative for constituents.

In 2018, Sharonda founded RSP Solutions, LLC, a boutique consulting firm focused on community and civic engagement. This step fueled her personal desire to complete her studies, going on to earn her BAS in Business Management and Organizational Leadership from St. Petersburg College in 2023. Through RSP Solutions, she helps clients with strategic planning, corporate citizenship, and charitable initiatives to empower their communities.

In 2019, Sharonda joined Rubin, Turnbull & Associates as a governmental consultant, becoming the Director of Community Engagement in 2022. In this role, she builds strategic partnerships between clients and communities, ensuring alignment with community needs.

Sharonda’s volunteer efforts include assisting nonprofits in accessing government resources and fostering community relationships She is an active member of the National Black Professional Lobbyist Association and serves on several local nonprofit boards and committees focused on preserving the arts, helping abused and neglected children find loving homes, providing exposure and opportunities to disadvantaged black and brown youth.

Her achievements have been recognized by awards like the Florida Sheriff’s Association’s Legislative Staffer of the Year (2015), Legacy Magazine’s 40 Under 40 (2018), ICABA Global Network BPM Global 100 Leading Black Professionals (2024), and a News Service of Florida Impact Award (2024).

Daphnee A. Sainvil, J.D., LL.M

DIVISION MANAGER

Daphnee Sainvil is a seasoned leader in public affairs, policy, and economic development, serving as the Public Affairs Division Manager for the City of Fort Lauderdale since 2020 She oversees the city’s state and federal legislative programs, economic development efforts, and international relations through the Sister Cities program Previously, she served as a Legislative Policy Advisor and Boards Administrator for Broward County, where she advanced legislative priorities and secured major grants Daphnee holds a Master of Laws in Homeland and National Security, a Juris Doctorate, an MBA, and a B.S. in Legal Studies and Psychology. She is an active member of several organizations, including the U.S. Trade Representative Intergovernmental Policy Advisory Committee, OIC South Florida, and the Fort Lauderdale Chamber’s Government Affairs Council. Her accolades include the 2023 ICABA Women of Impact Award, 2023 SFBW Up and Comer Award, 2022 NFBPA Steven D Ford Memorial Award, and Legacy Miami’s 2018 “40 Under 40 Black Leaders of Today and Tomorrow ”

Von C. Howard

ADMINISTRATIVE SUPERVISOR

Von C. Howard is the Administrative Supervisor in the Public Affairs Division of the City Manager’s Office for the City of Fort Lauderdale. Since 2020, he has led transformative initiatives including the Good Jobs, Great Cities workforce development project and serves as the City’s lead for the Economic Recovery Corps initiative focused on revitalizing economically stagnated areas such as the Sistrunk corridor He also serves as the collaborative program coordinator for the Sistrunk Empowerment Summit, a strategic platform aligning public, private, and civic stakeholders around sustainable economic growth A native of Fort Lauderdale, Von holds a Bachelor of Science in Human Services and Management from the University of Phoenix and is a dedicated member of Omega Psi Phi Fraternity, Inc and NFBPA He brings a strong passion for driving city and community collaborations that prioritize sustainability, long-term impact, and measurable results.

Servola Frazier

ECONOMIC RECOVERY CORP FELLOW

Servola Frazier is a powerhouse business strategist, ecosystem builder, author, keynote speaker, and entrepreneur with over two decades of experience driving growth in business, training, and community development After serving as a civilian leader for both the U S Army and Air Force, she launched Motivate Enterprises LLC and founded the Success Center of Brevard, a nonprofit incubator dedicated to empowering small businesses. A certified coach and behavioral consultant, Servola partners with national organizations and serves in leadership roles with the Black Innovation Alliance and the Space Coast Black Chamber of Commerce. Her impact spans economic development, legislative advocacy, and entrepreneurial equity. Known for her bold vision and contagious energy, Servola is deeply committed to transforming communities and equipping others to rise

Ashley K. Dixon

MANAGEMENT & POLICY ANALYST

Ashley K. Dixon proudly serves as the Management and Policy Analyst for the City of Fort Lauderdale’s Public Affairs Division, where she supports the city’s state and federal legislative affairs, international relations, and economic development initiatives She began her career in local government with the City of Delray Beach, where she developed an educational civic engagement webpage for K-12 students, focusing on literacy, environmental awareness, tourism, and government operations Ashley holds a B A in Political Science and dual M S degrees in Criminal Justice and Public Administration, all from the University of Central Florida (Charge On!) Ashley has a strong passion for diplomacy, education, and legislative advocacy. Grounded in her Jamaican heritage, she is especially committed to supporting policies and initiatives that promote the health, education, and overall well-being of children both locally and globally. She is passionate about engaging in work that strengthens government relations, encourages civic awareness, and nurtures collaboration across sectors.

Melissa Mata

SENIOR MANAGEMENT FELLOW

Melissa Mata is the Senior Management Fellow in the Public Affairs Division for the City of Fort Lauderdale, where she supports a range of city functions while deepening her knowledge of local government operations and leadership She serves as the program coordinator for StartUp FTL, an initiative that equips entrepreneurs with the tools and knowledge to grow their businesses, and acts as the city liaison for the Economic Development Advisory Board An Arizona native, Melissa began her career in local government in Tucson, Arizona before moving to Florida to learn from and contribute to the diverse community of Fort Lauderdale. Prior to joining the City, Melissa was the Economic Development Specialist for the Town of Sahuarita, Arizona, where she launched the Grow IN Sahuarita program to increase and support the growth and retention of local businesses.

Nikki Austin-Shipp, MBA

ADMINISTRATIVE ASSISTANT

Nikki Austin-Shipp is a visionary leader in economic development, public affairs, and public-private partnerships with over 20 years of experience in government, corporate, and nonprofit sectors as an executive leader She has successfully led multimilliondollar initiatives, managed large-scale multimillion-dollar operations and various industry services, and advised on policy and boards to expand city revenues and drive sustainable growth. Prior to her current role, Nikki was appointed to serve on several City of Fort Lauderdale boards, including the Economic Development Advisory Board and Invest Fort Lauderdale, where she contributed her expertise in community development, strategic planning, and civic engagement. She currently serves as the Administrative Aide in the Public Affairs Division of the City Manager's Office and most recently led the 2025 National Economic Development Week for the City of Fort Lauderdale She is also the immediate former board member of Holy Cross Health, a graduate of Leadership Broward Class XL, and a proud member of NFBPA, The Links, Incorporated, and life member of Alpha Kappa Alpha Sorority, Incorporated A South Florida native, Nikki has also resided in Atlanta, GA, Jacksonville, FL, Charlotte, NC, and Dallas, TX.
