ACCOMPLISHMENTS FROM DENVER INTERNATIONAL AIRPORT

Upon beginning my tenure as Denver International Airport’s (DEN) Chief Executive Officer, I set out to tackle a pressing challenge: DEN had been built to serve 50 million annual passengers – a traffic level the airport surpassed by 2008, just 13 years after its opening.

In 2023 we served 77.8 million passengers, and those extra 28 million passengers each year have put extra stress on the airport’s facilities: everything from roadways and parking structures to airline ticket areas, trains, concourses, elevators and escalators. To address that extra stress and to prepare our facilities for an inevitable 100 million annual passengers and beyond, we developed a strategic plan called Vision 100.

Vision 100 is rooted in the fact that DEN must continue to invest and grow our facilities so that we can accommodate the inevitable 100 million annual passengers expected in the next few years. It is comprised of four pillars: Empowering Our People, Growing Our Infrastructure, Maintaining What We Have, and Expanding Our Global Connections. Our guiding principles within these pillars include:

• Sustainability and Resiliency, because we aim to become the greenest airport in the world.

• Equity, Diversity, Inclusion, and Accessibility because we are better when everyone has a seat at the table, we respect and listen to all viewpoints and understand their varying needs.

• Operational Excellence‚ because it’s imperative that we ensure efficient and effective operations while collaborating with partners and stakeholders to identify and address changes, review our experiences and implement improvements.

• Enhancing the Customer Experience—our core business— because we’re committed to exceeding the needs and desires of our customers.

DEN is run by a team of roughly 2,000 dedicated employees. Their work and accomplishments are informed by and in service of our Vision 100 pillars and principles. This year the DEN team celebrated the conclusion of major projects, including the opening of a new, state-of-the-art security checkpoint as well as the opening of new concessions and the introduction of new train cars; found new ways to make the airport safer and to enhance the passenger experience through investments in amenities and operational efficiencies; maintained assets in smarter, more predictive ways; created more opportunities for small, women-owned and historically underutilized businesses; established new connections domestically and internationally; and so much more.

I hope you will take a moment to review DEN’s 2024 achievements. As a partner, stakeholder, and community member, we value your engagement with our efforts.

EMPOWERING OUR PEOPLE

INAUGURAL ENO AIR MULTI-AGENCY EXCHANGE PROGRAM

In August 2024, the inaugural Eno Air Multi-Agency Exchange (AirMAX) program marked a significant milestone, bringing together leaders from Denver International Airport, Hartsfield-Jackson Atlanta International Airport, and the Chicago Department of Aviation (O’Hare and Midway). Throughout the program year, participants engaged in three host weeks—spending a week at each of the participating aiports. These visits offered a range of activities, including leadership development, operational tours, business project presentations, peer-to-peer networking, and senior leadership roundtables, as well as keynote speeches from industry leaders.

REDUCED VACANCY RATE TO BELOW 10%

The Office of Human Resources Talent Acquistion has changed their recruiting model and successfully reduced DEN’s vacancy rate to below 10%.

AVIATION PAY STUDY

DEN kicked off the aviation pay study to gather information on other North American airports classifications and pay. The result will dictate a need to change most of the airport’s classifications to aviation-specific classifications with associated pay which will help DEN in attracting and retaining candidates thus assist in reducing turnover.

ELEVATE ADMIN EVENT 2024

The Executive Office coordinated and hosted a full day of onsite professional development training to our DEN administrative partners. It was facilitated by a certified project management professional and professional career manager. There were 30 DEN attendees and five administrative staff from the Mayor’s Office. DEN admins had not been afforded an opportunity of this magnitude since 2019.

DENTERN AVIATION MEGATRENDS RESEARCH PROJECTS

DEN’s Intern Program (DENterns) is a 10-week, 6-month, or 12-month internship for high school and college students. This year, DEN hosted 28 DENterns who participated in research projects, job shadowing, tours and professional development.

LEADERSHIPDEN AVIATION MEGATRENDS RESEARCH PROJECTS

The LeadershipDEN cohort will receive training and guidance from the Research & Innovation team on the continuation of the Aviation Megatrends Research via capstone projects. Teams will be shifting towards beginning evaluative research where they will ideate and test different solutions that solve megatrend related challenges at DEN.

AAAE CERTIFIED MEMBER COURSE COMPLETION

The Center of Equity and Excellence in Aviation (CEEA) and the American Association of Airport Executives (AAAE) organized a weeklong training session for the Certified

Member Program. This designation signifies that employees have a diverse knowledge of the primary functions of how an airport operates and can provide the opportunity to progress up the ranks. Forty DEN employees took part in the weeklong training program.

JOB SHADOWING AND MENTORSHIP PILOT PROGRAMS COMPLETE

Inspired by a LeadershipDEN capstone program, CEEA developed a low barrier job shadow program for City and County of Denver (CCD) employees that is in alignment with Vision 100 and Operations 45. Eight CCD DEN employees conducted a sixmonth pilot which emphasizes direct observation and immersion into another department’s work. The shadow pre-arranged time with their host to observe the day-to-day activities within the portfolio. The pilot wrapped up in fall and will begin again in 2025.

PROJECT TAKEOFF

In September, CEEA partnered with the education committee of the Air Lines Pilot Association to host a free event at DEN for the public to learn more about becoming pilots and other careers in aviation. Students met with pilots from a variety of airlines, tried out a flight simulator, and learned about programming offered by CEEA. We proudly distributed over 100 backpacks filled with school supplies and interacted with nearly 400 attendees.

CEEA SPEAKER SERIES

CEEA delivered an engaging series of presentations throughout 2024, combining quarterly Speaker Series and biannual Elevated Leadership sessions for DEN badge holders and leaders. The program began in March with insights from an aviation expert, followed by a notable session featuring a distinguished panel of former Secretaries of Transportation and a former FAA Administrator. CEEA continued the series in August with a focused discussion on Geopolitics in Aviation and concluded in October with a timely exploration of AI in Aviation.

SAFETY POLICY CREATION

DEN Safety created a new safety policy to ensure all CCD workers at DEN have proper guidance to do their work in a safe manor and reduce employee injury. DEN Safety continues to align employee actions and expectations to the DEN safety policy.

INTRODUCED THE INNOVATION COUNCIL

DEN introduced the Innovation Council, a team of cross-functional employees tasked with supporting and facilitating innovation across the airport. The Council meets regularly to evaluate the enterprise innovation portfolio, prioritize projects, and provide change management support through the implementation of change.

CAREER PATHWAYS IN MAINTENANCE

Through a partnership with the Construction Industry Training Council, DEN implemented apprenticeship programs for four positions in the electrical and

plumbing trades. Additionally, through a partnership with Warren and Lincoln Tech students enrolled in Automotive and Diesel Technology, Fleet Management added two interns. This year-long internship is intended to provide Fleet Maintenance employees with more experience in the fleet maintenance career field.

DEN MAINTENANCE LEADERSHIP WORKSHOPS AND CONFERENCE

The Maintenance Division held four workshops in 2024 to train managers and supervisors in the four Disciplines of Execution, developing performance metrics, data analytics, SWOT, change management, and creating strategic plans. A two-day off-site conference was held where leaders presented performance metrics and a strategic plan for their respective areas of responsibility.

CONSTRUCTION SAFETY EDUCATION WORKSHOP

DEN kicked off a series of workshops for project managers and contract administrators to increase awareness and understanding on how each team member can positively impact DEN’s construction safety culture and performance.

GROWING OUR INFRASTRUCTURE

WEST SECURITY CHECKPOINT

In February, DEN celebrated the opening of its new West Security Checkpoint, the first of two new state-of-the-art security checkpoints on Level 6 being constructed as part of the Great Hall Program. Opening this checkpoint was an important milestone for DEN, as it increased capacity to screening operations. It also provides a safer, more efficient experience for passengers, and utilizes cutting-edge technology.

NEW EAST SECURITY CHECKPOINT

Construction of the East Security Checkpoint reached the 50% completion mark this year and is on schedule to open in August 2025. The East Security Checkpoint will provide an additional 17 screening lanes with advanced technology. Together, the two state-of the-art checkpoints will provide 34 screening lanes, creating a safer, more efficient screening process.

LEVEL 4 BUILD OUT OF THE HOTEL AND TRANSIT CENTER

Major construction activities are underway on the build out of Level 4 of the Hotel and Transit Center. Work includes construction of the CEEA as well as support space and conference rooms for DEN that is part of a separate project. To date, utility work has been completed and framing of the new space is underway. Construction will be substantially complete in late 2025.

BAGGAGE CLAIM REFRESH

As part of the Great Hall Program, the baggage claim areas are being renovated with new ceiling, flooring and lighting, creating a fresh, modern feel to the match other newly renovated areas in the terminal. The first baggage claim areas were completed this year around baggage claim #4 and half of #5 (east side) and baggage claim #16 and half of #15 (west side). The next phase will wrap up in February 2025, completing the three claims in the middle of the terminal on both the east and west sides.

BAGGAGE HANDLING SYSTEM (BHS) IMPROVEMENTS

To handle DEN’s increasing passenger traffic, the airport continues to move forward on BHS upgrades and enhancements. Improvements in 2024 included:

• Completion of Post-Screening Crossover Functionality between two sections on the east side to provide for more operational flexibility in the system

• Completion of TSA Recapitalization & BHS Modernization design and early demolition and enabling work at the north end. Construction is expected to begin in early 2025 to modernize portions of DEN’s BHS system

• Started construction of a new BHS Oversize Runout System located on the west side to increase capacity and operational efficiencies

In October 2024, DEN received a $15 million grant from the Bipartisan Infrastructure Law Airport Terminal Program to support the modernization of our Oversize Baggage Lift Replacement as a key component of the comprehensive BHS improvements.

CAPITAL IMPROVEMENT PLAN (CIP)

DEN expanded the 2023-2027 Capital Improvement Plan, worth approximately $2.9 billion, to extend the projection timeframe through 2035 with an increase in overall estimated value of approximate $9.9 billion. The new expanded and extended CIP provides both vertical and horizontal infrastructure projects that add capacity at DEN to accommodate projected passenger growth and maintain and modernize existing facilities. Some of the expansion projects include additional gates on Concourse C West, expansion of the Automated Guideway Transit System (AGTS), a consolidated rental car facility along with common transportation system, and North Terminal expansion.

DEN BUDGET

The 2025 DEN budget represents the largest that DEN has ever submitted, at $1.7 billion, and demonstrates DEN’s significant growth. This budget contains the highest levels of passenger volume, revenue, Operations & Maintenance expenses and debt service that DEN has ever put forward in a budget submission.

2024 DEN REVENUE

DEN is on track to end 2024 with a record level of revenue generation. Operating revenues are forecasted to be $1.2B, up from $1B in 2023. Total revenues not including grants should be above $1.5B compared to $1.45B in 2023. These revenues are a direct result of a record setting 82+ million annual total passengers, which should pass through DEN in 2024.

CONCOURSE A EAST GROUND LOAD PROJECT

The Concourse A East Ground Load project is the final phase of the larger DEN Concourse Expansion Program, which adds 44 gates to DEN. This space is leased by Frontier Airlines and includes the renovation of existing space and a 29,000 square feet expansion.

As part of building out the A East Ground Load space Facilities Maintenance procured 31 seatback charging stations and 11 counters with charging capabilities that will be deployed by the end of 2024.

TAXIWAY DS EAST EXPANSION

The expansion of Taxiway DS East and nine new aircraft deicing locations were successfully completed on schedule and under budget, and opened to aircraft traffic in September. This will ease traffic flow, reduce delays, and improve overall ground efficiency for aircraft moving in and out of Concourse C. In addition to improving traffic flow, the project enhances DEN’s deicing capabilities by adding nine new deicing spots. The new deicing locations are supported by upgraded lighting to improve visibility for pilots and workers in the area and new infrastructure to safely manage and dispose of deicing fluid.

RUNWAY 17L-35R REHABILITATION PACKAGE 2

The DEN Runway 17L-35R Pavement Rehabilitation Package 2 project was completed

on schedule and under budget and Taxiway EC and Taxiway P were opened in October. The primary reason for this project is to improve the pavement condition of the Runway 17L-35R complex as a means of sustaining DEN’s current investment, fulfilling our FAA grant assurance obligations, and maintaining our Part 139 certification. Additionally, DEN has been systematically updating portions of the airfield electrical and lighting systems from incandescent to LED as opportunities and budget allow. This project completed that conversion for the Runway 17L-35R complex replacing aging and worn electrical infrastructure, and removing and replacing worn surface painted pavement markings.

PEÑA BOULEVARD PHASE 1B

A contract to construct the Peña Boulevard Phase 1B work was executed in Q2 2024 with Flatiron Constructors for $50.8 million. The project’s purpose is to improve traffic safety, create efficient shuttle bus operations and rehabilitate pavement on outbound Peña from the terminal to Jackson Gap and will construct a diverging diamond interchange as well as other safety improvements. Construction is underway and will continue through 2026.

GUN CLUB ROAD ON-RAMP TO INBOUND PEÑA BOULEVARD:

The Gun Club Road on-ramp to Inbound Peña Boulevard was completed in July 2024. This scope of work was originally to be included with the Peña Boulevard 1B project but was unbundled and bid separately as a Small Business Enterprise (SBE) setaside construction project valued at $5.5M. Chato’s Concrete was the successful bidder and completed the work on time with high quality. This is one of DEN’s largest construction set-aside SBE contracts completed to date. The experience Chato’s Concrete gained on this project enabled them to be a key subcontractor to Flatiron Constructors on the larger Peña Boulevard Phase 1B project that was started in Q2 2024.

CONSOLIDATED RENT-A-CAR FACILITY (CONRAC)

DEN has kicked off the project to build a ConRAC and Common Transportation System. The project is currently in the final stages of the planning phase and a Request for Proposals for the Project Management Team has been issued.

Related, the rental car companies need more space right now, and DEN is wrapping up a two-year program with three projects that will add an additional 12% of space for the rental car program. This will provide immediate relief and allow them to continue to grow as we work to build a ConRAC.

DEN REAL ESTATE DEVELOPMENT

Significant progress has been made in creating development on DEN’s non-aviation land. This year, eight offers were received, and four transactions finalized. Leases signed by DEN now total over $60M in revenue over the initial term of those leases and approximately double that if tenant term extension options are exercised. Meanwhile, infrastructure is being planned and installed across the districts to speed commercial development and bolster regional economic impact.

7TH RUNWAY

DEN has narrowed options from four potential alternatives for the 7 th runway to two (Runway 18/36, a north-south runway on the far east side of the airfield; and Runway 8L/26R, an east-west runway in the northeast quadrant), which have been studied over the last couple of months. These two options will be carried forward in the National Environmental Policy Act (NEPA) environmental review.

PEÑA BLVD (I-70 TO E-470)

DEN secured federal grant funding for portion of Peña Blvd study that is not eligible for DEN funding. The RFQ for a NEPA process and a design consultant was advertised in mid-August. Proposer Statements of Qualifications are currently being evaluated. An additional RFQ for a mobility plan implementation will soon follow.

TRANSPORTATION DEMAND MANAGEMENT (TDM)

DEN was issued a grant for $1.2M to implement TDM strategies to maximize ways for passengers and employees to reduce reliance on single occupancy vehicles. Twenty strategies were identified as part of a TDM study, which concluded earlier this year, and include such things as bike storage, guaranteed ride home programs, vanpools, etc. Consultant selection to assist with implementation and develop marketing materials is underway and should be completed in November.

FEDERAL INSPECTION SERVICES

DEN completed a design to improve flow and refresh finishes in the international passenger recheck area. Simulated future demand levels and have identified other areas for improvements. DEN is also working with airline and Customs and Border Protection on operational and technological enhancements.

NORTH TERMINAL EXPANSION

To accommodate future passenger growth, DEN is in the final planning stages of the North Terminal Expansion Project. The first phase will construct the east and west expansions of the North Terminal including ticketing facilities, security checkpoint lanes, international baggage claim areas, Customs and Border Patrol (CBP) processing, airline office spaces and the development of associated building systems and technical rooms.

AIRFIELD WORK

As part of DEN’s 2024 airfield projects, DEN received a $6.2 million Supplemental Discretionary AIP grant from the FAA to enhance drainage on Runway 17L-35R and implement wildlife hazard mitigation measures, aimed at managing precipitation on the airfield and improving overall safety.

INDUSTRY FORUM

In June, DEN hosted an Industry Forum to generate interest and awareness of upcoming opportunities at DEN. The event attracted almost 350 attendees from across various industries and the country. We received high praise in our post-event surveys with many comments that this was the best industry event at an airport.

MAINTAINING WHAT WE HAVE

CONTINUE BUILDING OUT VERTICAL ASSET DASHBOARD BY ADDING ASSET CRITICALITY

DEN continues to build out the asset management dashboard to include 26,000+ vertical assets with full life cycle delineation, identification of critical vertical assets, and defining if funds needed are for asset rehabilitation or asset replacement. We also awarded the new facilities condition assessment contract at the end of September which allowed us to begin preparation for starting the condition assessments of the 200+ miles of underground pipes in 2025 (pipe condition assessments to take place 2025 – 2027).

WESTIN HOTEL

The DEN-owned hotel continues to out perform the market, with an average occupancy rate of over 82% for the past year supporting DEN’s financial sustainability.

DEN and Marriott International (operators) negotiated what items are needed for the mid-term design refresh. DEN leadership approved the business case DEC hired a project manager to support the effort.

WILDLAND FIRE MITIGATION

Following a wildland fire on airport property and the impactful Marshal Fire from 2021, DEN completed a project to identify critical equipment and buildings on the airfield and add protected space around them. Field Maintenance did the work, DEN Risk provided funding for underlayment and recycled material from runway and taxiway projects were used to protect 12 critical sites. The project not only protects the infrastructure but prevents fire fighters from needlessly risking their safety during a fire. Phase two of the project will protect less critical, but still important, equipment.

SIGNAGE & WAYFINDING

DEN achieved several wayfinding and signage milestones at DEN. We introduced the airport’s first-ever checkpoint dynamic wayfinding at the West Checkpoint, including live wait-time monitors to enhance passenger experience and knowledge within the Terminal. Concourse B saw extensive upgrades, with improvements to gate signage, directional signs, and illuminated restroom markers throughout the concourse space. Additionally, comprehensive audits and evaluations led to targeted signage upgrades across the terminal, improving both temporary and permanent signage to enhance the overall passenger experience.

NEW PARKING ACCESS AND REVENUE CONTROL SYSTEM

DEN upgraded our parking access and revenue control system hardware and software in 144 parking lanes supporting our nine parking lots encompassing our 51,000 parking spaces. This new hardware is industry leading with all new technology providing customers new functionality. Reliability of parking receipt printing and reconciliation. The new software provides ease of reporting and customer retrieval of receipts through a Flash website and provides future

capabilities to integrate with other technologies to improve the customer parking experience.

AUTOMATED GUIDEWAY TRANSIT SYSTEM (AGTS) POWER DISTRIBUTION SYSTEM ASSESSMENT

DEN completed a comprehensive assessment of the Power Distribution System for the train that runs between the concourses and terminal. This assessment evaluated the condition of electrical infrastructure supporting the AGTS, highlighted opportunities for improved maintenance, and evaluated requirements for system expansion.

NEW AGTS OPERATIONS AND MAINTENANCE SERVICES CONTRACT

DEN received City Council approval on a new, seven-year AGTS O&M services contract. The new agreement with Alstom will increase minimum service requirements, add new condition assessment obligations, and increase staffing levels to accommodate DEN’s growing fleet and aging infrastructure. The new train cars will increase the number of passengers that can be moved to the gates by approximately 850 people per hour. They will reduce the time between arriving trains and allow DEN to run a more effective operating schedule.

PIKES PEAK PARKING LOT REHABILITATION

DEN completed a major rehabilitation project in the Pikes Peak Parking Lot, covering 4,500 spaces, replacing the failing asphalt surface with a concrete overlay. This project also included ADA improvements for better accessibility and new bus shelters providing a better customer experience.

DEN’S ELECTRIFICATION

As part of DEN’s commitment to electrification, the following grants were secured in 2024 to advance sustainable infrastructure and reduce emissions:

• $976,000 from the Colorado Department of Public Health and Environment for the procurement of 8 electric shuttle buses

• $280,000 from CDPHE’s Clean Fleet Vehicle and Technology grant to acquire one battery electric vehicle

• $3.768 million from the FAA’s Voluntary Airport Low Emissions (VALE) grant to install 15 electric charging stations, supporting the conversion of 126 diesel ground support equipment units to electric

• $300,000 from Federal Earmark funding for the Electrification Master Plan, enabling DEN to assess current electrical capacity and forecast future demand

RECORD TRAFFIC MONTHS

EXPANDING OUR GLOBAL CONNECTIONS

July 2024 was the busiest month ever at DEN, followed by June and August 2024, respectively. DEN remains the 3 rd busiest airport in the North America. DEN’s international network reached 31 nonstop destinations in 17 countries around the world, the most in DEN history.

NEW AIRLINES AND AIR SERVICE:

Aer Lingus

In May, Aer Lingus inaugurated new seasonal nonstop service between DEN and Dublin - the first-ever service from DEN to Ireland. The service concluded in October, will restart in March 2025, and will operate six times weekly in the peak summer period, up from four in summer 2024.

Viva

In January, Viva inaugurated new year-round nonstop service twice weekly between DEN and Monterrey, Mexico. In April 2025, the service will increase to four times weekly.

Turkish Airlines

In June, Turkish Airlines inaugurated new year-round nonstop service between DEN and Istanbul. This is now the longest nonstop service out of DEN, surpassing the previous record holder, Tokyo Narita. Daily flights will increase in 2025.

Expanded International Service

Air France expanded their seasonal summer service to Paris Charles De Gaulle to an annual service. Aeromexico starts new seasonal nonstop service to Monterrey and Guadalajara on December 21. COPA, Edelweiss, Icelandair and WestJet also expanded the seasons and frequencies of their services.

New Domestic Carrier

In May, Breeze Airways started operating at DEN. The carrier flies seasonally to Providence, Rhode Island.

New Routes on United Airlines

United initiated new international year-round service to Winnipeg, Manitoba, Canada, as well as new domestic seasonal service to Fairbanks, AK, Harlingen, TX and West Palm Beach, FL.

Notable Anniversaries

We celebrated the fifteenth anniversary of Aeromexico on February 1, the fifth anniversary of Cayman Airways on March 2, and the thirtieth anniversary of Frontier Airlines on July 5.

UNBUNDLED JANITORIAL SERVICES CONTRACT

Airport Operations Services unbundled four opportunities with an intent to improve overall level of service, better oversight and management of staffing, and increase opportunities for contractors to conduct business at DEN. These opportunities will advertise in Q4 2024.

OPERATIONAL EXCELLENCE

NEW PARKING OPERATIONS MANAGEMENT CONTRACT

On February 1, DEN Parking transitioned to a new parking operations management contractor. This includes but is not limited to revenue collection, traffic management, parking management, parking ambassadors, customer service agents, license plate inventory of all vehicles parked at DEN, and vehicle services (lock out, jump starts, tire inflation, etc.) for the traveling public and employees. LAZ will oversee these functions at all nine of DEN parking lots, covering 51,000 spaces.

INSTALLATION OF CONVEYANCE MONITORING SYSTEM

Throughout the first half of 2024, DEN began installation of a new conveyance monitoring system that provides real-time asset status. The system has been installed on a total of 75 conveyance assets including elevators, escalators, and moving walkways. With access to real-time asset status via Internet of Things (IoT) sensors, DEN is no longer reliant upon passenger and employee reports regarding out-of-service conveyances. Initial analysis suggests the new system will improve mechanic response by time an average of over 70 minutes.

SAFETY MANAGEMENT SYSTEM

DEN has embarked on a multi-year process to build and fully implement a Federal Aviation Administration-required (FAA) Safety Management System. The creation of the implementation plan marks a significant advancement in airport safety and operational efficiency.

DEN has created guidelines in collaboration with 47 U.S. airports and seven major passenger service air carriers ensuring standardized SMS systems across the aviation industry. This effort allows airline SMS plans to seamlessly integrate with airport systems, fostering a cohesive safety environment. DEN also established an enterprise-wide Airport Safety Action Team (ASAT) dedicated to continuous safety improvements. This comprehensive approach to safety has not only enhanced DEN’s safety culture but also set a new standard for airports across the country.

FAMILY ASSISTANCE AND CUSTOMER CARE PLAN

A Family Assistance and Customer Care Plan was completed, ensuring that airport can better assist airlines following an aircraft accident and ensures the airport can take care of impacted customers if a catastrophic event happens (like a tornado hitting a building) at the airport.

TRAINING & EXERCISES

The Training & Exercise Team successfully coordinated a series of high-impact emergency exercises, significantly enhancing our collaborative emergency response capabilities. The drone tabletop exercise engaged participants from 24 departments and, while the National Disaster Medical System (NDMS) full-scale exercise saw robust involvement with 170 participants from various internal and external entities.

CBP BIOMETRIC EXIT IMPLEMENTATION

In August, DEN implemented a biometric identity verification solution that allows facial comparison technology to automate the manual validity and identity verification process of passengers/passports. The system compares the image of the person with the passport photo that CBP has on file. Additionally, the CBP applications for this solution, airlines can also work with our project team to integrate the biometrics with their airline database(s) to facilitate a one-step document-free process to board an international flight. Frontier, Air Canada, United and Air France are now participating.

COMPUTER AIDED DISPATCH (CAD) IMPROVEMENTS

Computer Aided Dispatch (CAD) improvements were made including addition of a “fire agency” in the system allowing better data for the fire department. Tablet Command was deployed so that fire responders can see CAD information and update their status on a call while they are mobile. This was done in collaboration with Denver Fire, Denver 911 and DEN Comm Center and will greatly improve data about response times for the fire department.

ONLINE BADGE RENEWAL FOR SIDA TRAINING

Airport Security has collaborated with Business Technologies to implement a new online platform for DEN Airport ID badge testing.  This remote testing of DEN’s Security Identification Display Area (SIDA) training was deployed before the end of 2024. This new online SIDA training platform will provide an improved customer experience for more than 40,000 current badgeholders at DEN.

RADIO MOU

After reviewing various solutions over several years to improve stability of the state interoperable radio system a Memorandum of Understanding was established that is available to our mutual aid partners allowing DEN to share the interoperable channel access through the DEN system. Responders coming to help the airport will be able to check in with us on our radio system eliminating the risk interrupting the RTD radio site.

DISASTER RECOVERY PLAN

DEN Emergency Management created a Disaster Recovery Plan to guide the airport following a major event damaging the facility. While seeking input from FEMA and other airports it was discovered that no other airport has such a plan. At the request of FEMA and other airports, a template is now being developed that can be used by any airport.

COPENHAGEN OPTIMIZATION

DEN successfully completed a pilot of the Better Baggage product through Copenhagen Optimization with our airlines and baggage handlers. This pilot aimed to maximize the use of our federal inspections (FIS) baggage carousels and make best use of current resources, as large capital projects to increase processing

will take years to design and construct. DEN’s international traffic continues to soar, and our FIS has become increasingly space-constrained and limited to three baggage carousels. The proof of concept was a success with over 70% of flights automatically assigned to a carousel without human intervention, baggage overlaps decreased by 17%, and belt utilization improved by three times. Due to this success and team feedback indicating the Better Baggage solution improves past processes, the team is working towards full deployment of all baggage carousel assignments.

DEN RESERVE 2.0 (VIRTUAL QUEUING)

DEN collaborated to identify Virtual Queuing enhancements that could improve adoption of the DEN Reserve Program. Based on these changes, we saw a 17% increase in reservations (since late August), a 5% increase in early reservations as well as a 5% increase in scan rates, and a 25% increase in party size.

PROCUREMENT DURATION

Over the last three years, we have reduced our procurement duration(s) from 293 days to 118 days and increased our # of procurements from 192 to 263 in that same period (a 40% reduction in duration, despite a 70% increase in volume.)

PROPERTY AND CASUALTY INSURANCE PROGRAM RENEWAL

An overall increase of just 1.2% was achieved for the 2024-2025 program. This is dramatically lower than the general marketplace which experienced high single digit+ increases on average. Results of our renewal were due to DEN’s favorable loss experience, presentation and negotiation by DEN Risk and its insurance brokers of DEN’s exposures, risks, and loss control efforts, and beneficial market relationships.

PROJECT DARWIN – CLIMATE RESILIENCY ASSESSMENT AND ADAPTION PLAN

Phase 1 deliverables of this project were completed, including a Climate Science Report identifying climate stressors related to DEN forecasted out to 2100 and a Benchmarking Report looking at similar work with other airports.

ADAMS COUNTY LAWSUIT DISMISSED

In January, the Colorado Supreme Court dismissed an aircraft noise violations case against Denver International Airport that had prompted a lower court to award $33.5 million to Adams County. The opinion overturned a 2020 district court judgment against the airport and the court concluded that Adams County was aware of DEN’s violation of the agreement as far back as 1995, the year the airport opened. It had three years under the state’s statute of limitations to file a complaint.

GOVERNMENT AFFAIRS AND GLOBAL PUBLIC POLICY

DEN successfully advanced federal study of aviation megatrends , such as extreme weather, electrification, automation, and demographic changes of the workforce, and how these and other major trends could impact airports and their funding needs over the longterm and how the U.S. commercial aviation industry and the FAA can adapt to them.

Among other legislative activity during the 74 th Colorado General Assembly, we worked to provide accurate information to members of the Colorado state legislature regarding delineation of the roles and responsibilities of DEN and airlines in serving travelers who utilize mobility devices. This resulted in amended legislation.

We enhanced DEN visibility and community through our extensive membership and sponsorship program, one of the most important opportunities DEN utilizes to extend its national and international footprint, engaged partners and stakeholders across sectors, such as chambers of commerce, and strengthened DEN’s regional backbone through its relationship building, coordination, and collaboration with neighboring jurisdiction partners.

ENVIRONMENTAL, SOCIAL, AND GOVERNANCE REPORTING

DEN’s second Environmental, Social and Governance (ESG) report was published and provides transparency and insight into our ESG efforts and complements the information on the operations and the financial conditions provided in the 2023 audited Annual Comprehensive Financial Report.

INCREASE IN TERM LENGTHS TO HELP MITIGATE INCREASED COST OF CONSTRUCTION

SUSTAINABILITY AND RESILIENCY

PER- AND POLYFLOUROALKYL SUBSTANCES (PFAS) REMEDIATION

As part of DEN’s PFAS remediation efforts, DEN received a $500,000 grant from the Colorado Department of Public Health and Environment through the Voluntary Clean Up Program. This funding supports the investigation of potential contamination levels of AFFF/PFAS on airport property.

The transition is scheduled to last several months, at which point DEN will be one of the first large airports in the United States to move away from PFAS-based foam. DEN also began work on the State of Colorado Voluntary Cleanup and Redevelopment Program (VCUP) to proactively characterize and remediate potential PFAS sources across the campus.

CONCOURSE A WEST LEED CERTIFICATION

DEN received confirmation from the United States Green Building Council that the A West expansion was certified at LEED Platinum. Denver’s requirement is LEED Gold (60 credits), so it is notable that the project was awarded 20 additional credits to be certified at the highest level within the LEED system. A West is DEN’s second LEED Platinum project, following the Hotel and Transit Center.

SOLAR 9

DEN energized our newest solar project, which is the largest solar array in Denver. Solar 9 will generate 25 million kilowatt-hours of clean electricity each year (~13% of DEN’s annual use) and save the airport $5 million over the contract term.

ZERO WASTE VALET

DEN launched a State-funded “Zero Waste Valet” program to pilot test ways to improve waste diversion on B Concourse through back-of-house composting and recycling support. From June through October, the program’s 16 participating concessions have already diverted more than 43 tons of waste, with a 67.7% diversion rate (compared to the airport-wide 21.8% rate).

GREENING THE FLEET

DEN has implemented three motor pools to more effectively manage our fleet. These automated motor pool to efficiently manage the light duty vehicle fleet and gather data to boost utilization of DEN fleet assets. The program included the installation of seven electric vehicle charging stations. Implementation of the motor pool facilitated a reduction of six vehicles with zero customer impact.

GROWTH OF THE ELECTRIC VEHICLE (EV) FLEET

DEN Fleet Management has made significant strides in expanding its EV fleet and infrastructure.

• Added 13 vehicles (48% increase) and eight level-2 charging ports (28% increase). Two of these charging ports are via a self-contained solar powered storage /charging platform.

• Received approval/funding for an EV infrastructure project that will install four ports of level-3 charging and an additional 20 ports of level-2 charging. This project has already begun by leveraging our current fuel tank replacement project.

• Received a Colorado Energy Office grant of $209K for the chargers.

• We received a $280K CHPHE Grant in October for an Electric Paint Striper Truck that we are purchasing for delivery next year. From our research, this will be the first “all-EV” paint truck in the country (other versions are EV chassis with an auxiliary diesel engine).

ENERGY PERFORMANCE CONTRACT (EPC)

DEN is currently approximately 50% through construction on the largest EPC project in Colorado history, which is projected to reduce DEN’s overall energy use by 20%, water use by 30% and reduce greenhouse gas emissions by 30,000 metric tons. The projects implemented through September have resulted in 16.4 million kilowatthours of electricity savings and 143 million gallons of water savings.

ENVIRONMENTAL MANAGEMENT SYSTEM (EMS)

Following a successful external audit in April, DEN’s EMS was recommended for continued certification to the ISO 14001 international standard. DEN was the first U.S. airport with an ISO-certified EMS covering all operations in 2004, and this audit represents 20 years of certification.

AMERICAN DISABILITY ACT (ADA) COMPLIANCE

New ADA compliance rules resulted in a massive push to update Flydenver.com which had over 2,000 documents that needed to be assessed and re-mediated. We have successfully completed remediation of 75%. Additionally, the website overall is receiving high ratings for compliance, and we are monitoring it 24/7. We achieved 100% compliance on our DEN digital signage in the airport before the July 1 deadline.

SMALL BUSINESS

The ACDBE Program is a federal program designed to level the playing field for small businesses who wish to participate in contracting opportunities at airports. For the last two years, DEN has surpassed its revenue goals by double digits. We have also increased what has been awarded to historically underutilized businesses and small business enterprise-certified firms by 105 percent over the last three years. Creating and ensuring equity in how small businesses compete for contracts is central to how DEN does business.

CHILDCARE FEASIBILITY STUDY CONTRACT KICK OFF

In April, the Denver City Council approved a contract to engage Executives Partnering to Invest in Children (EPIC) as a consultant. EPIC will provide expert services to assess the feasibility of an onsite childcare center for DEN employees. This initiative aims to address the lack of childcare options in the area, which is considered a “childcare desert,” and to help attract and retain employees as the airport continues to grow. The contract is part of DEN’s proactive approach to solving the childcare crisis through its Center of Equity and Excellence in Aviation (CEEA).

AVIATION LEARNING DAY 2024

We coordinated a multi-department effort to host Aviation Learning Day 2024 (National-Take-Your-Son-and-Daughter-to-Work-Day) for 80 students of CCD DEN employees including siblings, grandchildren, foster kids, nephews, and more. Students explored a variety of careers as well as direct activities to promote teamwork in the aviation industry.

DEN ACADEMY

CEEA shifted the DEN Academy summer program from hybrid to fully in-person as well as doubled the age range and attendance. CEEA offered two DEN Academies this summer, one for 3 rd -6 th graders and a second for 7 th -12 th graders, totaling about 80 students. CEEA highlighted a variety of airport careers, encouraged students to discover what career pathways match with their natural strengths and values, and engaged students to work as a team to solve real-world challenges and design their own airport.

ACDBE FAA PLAN ACHIEVEMENT

DEN’s fiscal year 2023 Airline Concessions Disadvantaged Business Enterprise ((ACDBE) program Achievement Report was submitted to the Federal Aviation Administration in February and has been reviewed and accepted by FAA. DEN has once again exceeded our goals. ACDBE Rental Car achievement was 7.87% (goal was 1.7%) and ACDBE Non-Rental Car achievement was 38.96% (goal was 27.6%).

LANGUAGE ACCESS PLAN DEVELOPMENT

DEN’s Language Access Plan (LAP) was signed by DEN CEO Phil Washington and submitted to the City and County of Denver’s Office of Human Rights & Community Partnerships; making DEN the first city agency to formalize, adopt, and begin implementation of an LAP in support of Executive Order 150.

DEN A11Y LAUNCH

A11y is a number-based abbreviation used in place of the word “accessibility.” The number “11” refers to the number of letters omitted. At DEN, A11y is an internal airport accessibility steering committee comprised of DEN subject matter and technical experts, along with stakeholders from across the airport. A11y’s goal is to provide strategic oversight for airport initiatives to increase accessibility across the enterprise. DEN is committed to continually improving access to all DEN facilities, programs, and services for passengers with disabilities.

In conjunction with complying with federal regulations, DEN is committed to fostering enterprise-wide collaboration and a culture of inclusion and ensuring all passengers have equitable and safe access to air travel.

LAUNCHING OF THE DEN ACCESSIBILITY ADVISORY COMMITTEE

DEN is launching its first-ever accessibility advisory committee that will focus and advise on accessibility issues across the airport, including construction, navigation, walkways, and potential service improvements.

DEN’S STRATEGIC OUTREACH & EVENTS TEAM ENGAGES WITH SMALL BUSINESSES

From January through July, the DEN’s Strategic Outreach and Engagement Team has engaged 1,396 businesses, of which 972 identify as small businesses.

SUPPORTING SMALL CONCESSIONS BUSINESSES

DEN launched an initiative to focus on an incubator program, increasing ACDBE participation in the program. The Concessions program has committed to a renewed focus on growing ACDBE partners. This commitment includes re-evaluating our retail kiosk program and dedicating efforts to ensuring our partner is supporting and growing small, local and minority business. There is increased focus on the program serving as a true small business incubator program to test the market at DEN.

CONCESSIONS MASTER PLAN

As part of the Concessions Master Plan, we’ve started the redevelopment phase of the existing program. Fifteen locations have closed in Q3/Q4 2024, allowing construction for new concepts or a refurbishment of the existing concept to begin. These locations are slated to open in Q1 2025, which will kick off the next round of closing for redevelopment. Concessions also released 11 Request for Proposals in 2024 of which two were Small Business Enterprise RFPs.

BESSIE COLEMAN/ED DWIGHT HALL OF EQUITY

CEEA’s Hall of Equity was dedicated to Bessie Coleman/Ed Dwight, notable aviators. The focal point of the center is the Hall of Equity, which will accommodate approximately 300 people for dynamic training and educational purposes. CEEA is expected to be complete by the end of 2025 and become operational is during the spring of 2026.

ENHANCING THE CUSTOMER

FIRST-EVER HOLIDAY-THEMED AIRPORT POP-UP BAR

In November, DEN opened Santa’s Layover Lounge, the world’s first airport holiday pop-up bar as part of ongoing efforts to surprise and delight airport passengers.

AIRPORT CUSTOMER EXPERIENCE SPECIALISTS (ACES)

DEN launched a detailed, weekly inspection program for the ACES team where every gate and restroom on all three concourses are inspected weekly so that issues can be identified and resolved more efficiently In addition, a Wi-Fi Inspection program was implemented where the ACES now work with the business technology network team to identify Wi-Fi trouble areas on concourses.

PUBLIC ART

DEN completed large-scale maintenance of Beaded Circle Crossing, Kinetic Air Light Curtain and Dual Meridian, all large-scale pieces. In addition, artwork in the Great Hall that was off display due to construction was reinstalled to include “Balustrade”, “Experimental Aviation”, and “Notre Denver.”

IMPLEMENTATION OF NEW CUSTOMER EXPERIENCE PLATFORM FOR LOST & FOUND

DEN Lost and Found transitioned to a new AI-powered customer experience management platform. The platform allows DEN Lost and Found to improve the customer experience for travelers when they call to report an item lost, search for a lost item, and make a claim. This system also provides efficiencies for the DEN Lost and Found staff as it pre-screens the calls and directs only non-standard requests to an actual representative.

REDUCTION IN AUTO VEHICLE THEFTS

DEN has implemented increased surveillance and patrol measures to reduce auto theft, resulting in a notable decrease in incidents. Enhanced security features, such as improved lighting, strategically placed cameras, and placement of physical barriers have also contributed to deterring thieves. Additionally, collaboration with local and state law enforcement has led to more efficient response times, investigations, and successful recovery of stolen vehicles.

CUSTOMER ENHANCEMENTS ON THE CONCOURSES

DEN executed a new contract for gate waiting areas to better maintain furniture and fixtures on the concourses. The contract allows for additional resources to keep DEN’s new hold room furniture in good working order. Implemented new device charging in the gate waiting areas resulting in a decreased in the number of customer complaints regarding broken or lack of device charging options. Maintenance installed 16 power stanchions, 24 ADA charging tables, and 30 seat back chargers, increasing reliable charging outlets by 396%.

INDOOR AIR QUALITY

DEN implemented new contracts for duct cleaning and coiling cleaning throughout DEN’s facilities. DEN is developing a five-year program that will ensure that the airport’s HVAC system is providing clean air. In addition, a new contract was implemented for ceiling tile and diffuser cleaning. Concourse B is 100% complete, and Concourse A is 50% complete currently for ceiling cleaning.

FREE FEMININE HYGIENE PRODUCTS

Airport Operations Services has instituted a successful launch of free feminine hygiene product dispensers in women’s restrooms in the main terminal A, B, and C Concourses.

AUTONOMOUS CLEANING

DEN is scaling our Autonomous Cleaning program, in partnership with Flagship and Softbank, to 24 bots. This will result in annualized time savings of 36.6k hours and 164 million square footage of coverage. This program also enables DEN to advance and our desires to be the most innovative airport in the world by providing a very tangible and visible deployment across our B Concourse and beyond.

FIRST CHILDREN’S PLAY AREA

DEN’s first ever children’s play area on Concourse C was installed offering children the opportunity to enjoy some playtime before sitting on a plane.

CONCESSIONS

January through August program gross sales were $435M, an 11% Y/Y increase. Sales per enplaned passenger were $15.76, a 2.5% year-over-year increase. Throughout 2024 DEN opened the below 17 new dining, shopping, and service concession locations to passengers. These projects activated 48,000 square feet of new concession space resulting in over $41M in construction spend and will bring in an estimated annual $14.5M in additional rent to DEN.

TENANT PAYMENT BOND REDUCTION –REDUCES COST OF DOING BUSINESS

To reduce costs associated with doing business at DEN, we reduced the tenant payment bond to 50% of the total construction cost of a project. This initiative can save our partners up to $100,000 on their buildout costs. Until the launch of this initiative, Concessionaires have been required to acquire a tenant payment bond for the entire cost of the construction. In some cases, this bond would result in a few hundred thousand dollars of costs that would never be recovered, even at the end of the construction.

MORE SMALL BUSINESS ENTERPRISE CONCESSIONS (SBEC) REQUEST FOR PROPOSAL (RFP) RELEASED

When DEN launched its concessions master plan, it introduced the first-ever Small Business Enterprise Concessions (SBEC) program. This race- and gender-neutral program is based on the size and net worth of the operator. Only small, SBECcertified businesses are eligible to compete for these opportunities and do not have to contend with large global prime operators. Building on the success of the first awarded SBECs, DEN issued three retail SBEC RFPs in 2024, with two more for food and beverage. So far in 2024, the four existing food and beverage SBEC kiosks have generated $8.2 million in gross sales through August, well exceeding the original projections for these kiosks.

EXCELLENCE IN SERVICE

Concessions launched the Excellence in Service incentive program to motivate and reward concessionaires who operate in line with the principles of Vision 100. Operators who continue to uphold the values of Vision 100, including customer service, sustainability, EDI and a commitment to small business are rewarded with a three-year term extension.

COLORADO OPEN RECORDS ACT (CORA) COMPLIANCE AND INNOVATION

DEN improved the overall customer experience with an increased ability to access CORA requests, including improvements to internal communications within the department to make requests more streamlined and initiating efforts with the Mayor’s Office to establish a collaborative approach. DEN has completed more than 700 CORA requests this year.

AIRPORT SERVICE QUALITY – CUSTOMER FEEDBACK

DEN achieved a score of 4.05 out of 5 in Q1, the highest quarterly customer satisfaction score for DEN since 2022.
