Addington Highlands Passes 5.3% Budget Increase

Budget 2023

Council passed its 2023 Consolidated Budget, which includes estimated operating expenditures of $7.2 million, estimated pre-levy revenues of $1.4 million, contribution from deferred revenue of $107,000, $175,000 from the general surplus and an Ontario Municipal Partnership Fund grant of $2 million.

The capital budget totals $1.3 million, all being financed through reserve funds and governmental funding. The net amount to levy is $4,457,740.15 which is an increase of 5.3 per cent over last year.

Thanks mostly to new construction coming on stream, the tax rate is only up 4.4 per cent over last year, shielding existing AH ratepayers from some of the impact of the largest tax increase in recent memory.

A Visit From The Auditor

“Overall (Addington Highlands is in) a very strong cash position,” auditor Katie Mahon of KPMG told Council in reporting the 2022 audit results at the regular meeting May 3 in Flinton.

In her report, Mahon said the Township is in a “strong cash and investment position; a taxes receivable decrease is mainly due to an increased focus on collection after the pandemic, increased number of properties on payment plans and an increase in tax sales; other receivable increase mainly due to about $900,000 or receivables related to windstorm cleanup, all in terms of financial assets.”

In terms of financial liabilities, she said a deferred revenues decrease as PY grant funding was spent in CY — mainly on accessibility; obligatory reserve was decreased as a result of more funds used for gas tax than received and an increase in landfill closure and post closure costs as a result of increased rate of inflation used in estimate calculations. (4 per cent vs. 1.5 per cent in PY).”

She said the liabilities were largely a matter of timing.

South Frontenac Council To Mark 25th Anniversary

On January 1, 1998 the Townships of Bedford, Loughborough, Portland and Storrington amalgamated to form the Township of South Frontenac: 2023 is the 25th anniversary of this event. Bedford Historical Society, along with Councillors Godfrey and Pegrum and the South Frontenac Museum, have been coordinating the recognition of this anniversary, and are preparing a portable display of artifacts, photos and posters to be featured at various community events throughout the summer and autumn. Council approved the proposed motto “Stronger Together” and logos to be used

in promotional material and regular communications channels.

Municipal Modernization Fund Reallocation

In 2019 the Township received a onetime payment of over $500,000 from the Ministry of Municipal Affairs and Housing, to support small and rural municipalities efforts to become more efficient and reduce expenditure growth in the longer term. Since then, the Township has applied the funding towards various. One of those projects, a Roads Needs Study, came in under budget by $100,000. Council agreed with staff’s recommendation that these funds be reallocated to-

wards two projects which are consistent with the funding objectives: Planning Records Digitization and an updated Fuel Management System for the Storrington Yard.

Noise Exemption By-law: Desert Lake Campground

In what has become an annual ritual, Council approved a Noise By-law Exemption Request from Desert Lake Campground for four summer weekend musical events: May 21, July 1, Aug 6, and September 3.

Central Frontenac Looks At Planning Fee Increases

The cost of new construction in Central Frontenac will likely be going up as Council received a presentation from Sonya Bolton, County of Frontenac manager of community planning and Dep. Clerk Cindy Deachman on proposed new planning fees at its regular meeting April 25 in Sharbot Lake.

“The purpose of this report is to outline the need to make changes to the fees charged for various planning applications,” the report said. “The fees associated with planning applications have not changed significantly in about 15 years (2008) and do not accurately reflect the costs associated with reviewing and processing the applications.

“Most planning applications propose changes that benefit one property of a property owner, such as a consent to create a new lot or a minor variance to put an addition on a dwelling. In these instances, the applicant/property owner should be responsible for covering the cost of processing their application. When the application fees do not accurately reflect the cost of processing planning applications, the remaining costs are covered by all taxpayers through the general levy.”

In 2022, revenue from planning applications was $36,650, the report said. Total expenses being billed in 2023 are $128,995.38. There was a total of 1,059 hours of planning work for Central Frontenac in 2022. Of that total, 754 hours

(72 per cent) were dedicated to development planning, including 378 hours for planning inquiries and pre-application consultation. By taking 72 per cent of the 2023 billable rate, you can estimate that expenses related to planning applications is about $92,800.

For example, the current fee for an Official Plan Amendment is $2,200. The proposed new fee would be $2,800 with a proposed deposit of $2,000.

A zoning bylaw amendment would remain at $2,000 but there would be a proposed deposit of $1,000. In addition, there would be additional fees of $1,000 for a condition of a consent and a $2,500 fee af-

South Frontenac Fire Chief Tenders Resignation

Darcy Knott has resigned his from South Frontenac Township after 5 years as Director of Emergency Services/Fire Chief.

The following is a statement from South Frontenac Chief Administrative Officer Louise Fragnito that was sent to South Frontenac staff members, which has been released to the Frontenac News.

“Darcy Knott, Director of Emergency Services / Fire Chief, has resigned from his position with the Township.

“Darcy joined South Frontenac in 2018 and, in his time with the Township, his many contributions brought South Frontenac to the forefront with one of the most well recognized in-house training programs in the province. Darcy adapted our Fire Services to better serve our rural environment by introducing fleet changes such as the rapid response units. His initiatives improved the delivery of Fire Services in South Frontenac and elevated the Township’s status, both locally and regionally, and the township is grateful for his work.”

Alex Bennett, who had been serving as the Deputy Fire Chief under Knott, was appointed Interim Fire Chief at a Council meeting on May 5. (See South Frontenac Council Report)

Darcy Knott was hired on April 4, 2018 after a hiring search following the resignation of his predecessor, Rick Cheseborough, who resigned in January of 2018 after serving as Fire Chief for the township for 14 years. ■

Mud Grading, Unadvisable

America’s Cup Stocksport Tournament Comes to Harrowsmith

During the period July 21-27, Stocksport players will be coming from North, Central, and South America to compete in the event at Centennial Park as a qualifier for the international tournament typically hosted in Europe later in the year. The local club asked permission for overnight camping at Centennial Park for some of the participants. (An estimated maximum of three camper trailers would be involved)

Canada Day Event in Centennial Park

As part of the annual Canada Day celebrations at Centennial Park, the hosting Harrowsmith S&A Club is planning a small charity beer garden in the new multi-purpose pad area. The beer garden will run from 11:00 am – 5:00 pm. Funds raised from the sale of alcohol will be used to promote and support local youth sports groups in South Frontenac. After a lengthy discussion about liability and security, Council agreed to grant the designation.

Interim Fire Chief Appointed

The following motion was passed without comment: “Staff are recommending that Council approve By-law 2023-41 and By-law 2023-42 in order to appoint Alex Bennett as Interim Director of Emergency Services & Fire Chief and James Thompson as Community Emergency Management Coordinator.” ■

A Burning Issue

As a resident of South Frontenac, I am baffled by this area’s obsession with burning stuff. Neighbours in all directions regularly burn stuff in their backyard, in firepits, burn barrels, outdoor furnaces or various homemade incinerators. I’m not talking about wood burning as an affordable source of home heating, and I also understand the appeal of sharing an occasional evening campfire with friends or family, but making a fire just to get rid of stuff makes no sense. Our garbage and recyclables are picked up every week— there’s no need to burn any of that. Leaves and yard waste can be piled in a corner to make free fertilizer for your lawn and garden. Leaves, for that matter, don’t even need to be raked up—just run over them with your mower and leave them on the lawn to keep your grass even greener.

By now, I think we are all well informed of the hazards of cigarette smoke, and do our best to protect our children from second-hand smoke. What makes you think all that smoke from your backyard fires is any different?

And even closed windows can’t keep it out…another EPA study found that smoke particles are so tiny that they seep into houses allowing indoor pollutant levels to reach as high as 70 percent of the outside pollution levels. In an urban village setting, the smoke is inescapable.

A wood and brush burning fire produces up to 50 grams of particulates per hour. Compare that to a new 300 HP diesel truck, which produces about 18 grams of particulates per hour at full throttle. So even driving your stuff to the dump would result in a lot less pollutants!

Council Meeting Time Change

A proposal to change meeting times to 6 p.m. from 4 p.m. went back to the drawing board so that staff could come back with actual expense increases expected from overtime and required dinner breaks associated with later meeting times.

In a report to Council, staff estimated there could be a financial impact of between $29,760 and $39,250 for Council meetings and $6,900 to $9,030 for committee of adjustment meetings.

It’s time to stop pretending that open burning in your backyard is any different than smoking in the car with your kids. We could all breathe easier and be much healthier if everyone just kicked the backyard burning habit.

Re: NFTC Service

I live on St Georges Lake Rd and I have used NFTC service since 2011. It was never a reliable service but it has gotten worst since amalgamation. I gave up on the phone service quite a few years ago as the static noice on the line was so bad that I could not hear my calls, and continued with the internet service only.

Approximately two years ago they upgraded our road to fiber optics, and I was excited. Since they did this our internet is still horribly unstable and drops all the time. In fact I set my router up to turn off each night for 5 minutes to help with the problem. When I have called them in the past they tell me it is my problem as I own

The service gets especially bad on rainy wet days. With constant drops during the day. Like a lot of folks these days my daughter and I work from home. So dependable service is important.

When you drive down the our road you can see one of the reasons why their service sucks. They have not completed the installation. There are connection boxes laying on the ground and some are even in swampy water. That can’t be good for the service or equipment. Nobody teaches them - do it once, do it right!

It is like no one cares. We have no other option and they have no competition, so they are not motivated to correct the problem. You use to be able to call NFTC in Sharbot Lake and get service but now when you call them it goes to a central help desk who take you concerns but then no one calls you back. What a waste of time.

Labral Tears

A labral tear refers to a tear or injury in the labrum, which is a ring of cartilage that surrounds the socket of a joint. It is most commonly associated with the shoulder and hip joints, although labral tears can also occur in other joints like the knee or wrist.

In the shoulder, the labrum is a soft tissue structure that deepens the socket of the shoulder joint, providing stability and helping to hold the upper arm bone (humerus) in place. A labral tear in the shoulder can result from acute trauma, such as a dislocation or a direct blow to the shoulder, or from repetitive overhead activities that put stress on the joint, like throwing or weightlifting.

In the hip joint, the labrum serves a similar function by deepening the socket and providing stability to the joint. Labral tears in the hip are often caused by repetitive hip motions, such as pivoting or twisting, or as a result of structural abnormalities like femoroacetabular impingement (FAI) or hip dysplasia.

The symptoms of a labral tear can vary depending on the location and severity of the tear, but common signs may include:

1. Pain or aching in the affected joint, which may be deep and difficult to localize.

2. Catching or locking sensation in the joint.

3. Limited range of motion.

4. Joint instability or a feeling of "giving way."

5. Clicking, popping, or grinding sensation during movement.

Diagnosis of a labral tear typically involves a comprehensive evaluation by a healthcare professional, which may include a physical examination, medical history review, and imaging tests such as MRI or arthroscopy.

Treatment options for a labral tear depend on various factors, including the location, size, and severity of the tear, as well as the patient's symptoms and goals. Non-surgical treatment may include rest, physical therapy, pain management, and activity modification. However, in cases where conservative measures are not effective or if the tear is severe, surgical intervention, such as arthroscopic repair or reconstruction, may be recommended.

Belong Sharbot Lake: Open For Business

It has been 18 months since the Maples Restaurant was sold to Brad Long. And apart from a limited take-out menu starting in early April, and some recent food pics on social media from soft opening evenings this month, no one has really known what to expect from Belong Sharbot Lake.

That all changes this week. The restaurant is now open for dine in service

Wednesday to Saturday, from 12-2 for lunch, and 5-9 for dinner, and for Sunday brunch from 11am-3pm. The takeout window is open from 11:30am-3pm

Wednesday, Thursday, Saturday and Sunday and 11:30-6pm on Fridays

For the time being, it is closed on Mondays and Tuesdays, but that may change in the peak summer season.

While he says he will fine tune the direction Belong Sharbot Lake will take over time, Brad Long has spent his cooking career, and a year and a half, putting a lot of the pieces in place for what will unfold. The unknowns are external factors, such as local eating patterns, how the mix of year-round local customers, summer seasonal customers, and tourists will take to Belong.

He knows what kind of food he is interested in preparing and serving, and how, with a crew made up of family members and local hires, he intends to prepare

and present it.

And it doesn’t start at the front door of the restaurant, but a few steps away, where a large walk-in fridge is located. The fridge is where fresh ingredients will go as when they arrive from suppliers.

The ingredients are being sourced from suppliers that Long has worked with in Toronto since the 1980s, and local and regional farmers, and food processors, that he has cultivated since arriving in Sharbot Lake.

A few feet from the fridge, is the door to a large prep kitchen. On the opposite end of prep kitchen is a takeout counter with a door facing Medical Centre Road, and the kitchen also opens up to the smaller finishing kitchen, with ovens and burners ready to prepare hot dishes for both dine in and take-out customers.

The Dining Room has changed somewhat from the previous layout. From the perspective of the entrance-way, there is now a large service island in front of the back wall and the kitchen.

The colour scheme in the dining room is gray and white, with traditional rural Ontario wainscotting and window trim. It is clean and elegant, and in the summer the adjacent patio overlooking Sharbot Lake will increase the serving space dramatically.

Granite Ridge Education Center Talent Show

The Roof Was Rocking Last Wednesday Night At The Granite Ridge Education Center Talent Show!

I had no idea there was so much amazing talent at GREC! The evening was filled with many talented vocalists; including a wonderfully enthusiastic version of Rick Astley's Never Gonna Give You Up by Toey Amodeo and Dolly Parton's Jolene by Aurora Davis that would have had Dolly herself smiling! Two karate pros, two pianists, a beatboxer, fabulous gymnastics and Wade Babluck the magician made this night perfect! There was something for everybody in Sharbot Lake that night!

The teachers started the night off with a toe tapping hot White Stripes number and they brought Charlie Watkins (vocals) Mason Moore (guitar) and Cobe Wilson (bass guitar) out to complete their performance for a great rendition of You Can't Always Get What You Want by The Rolling Stones. In fact, I did get everything I wanted that night, including five delicious desserts at their dessert auction! Well, that is except for one excellent KitKat cake with a cute little graduation

cap on top that went for $135!! WOW! The whole evening (admission fee and auction) brought $1700 in for the grade 8 trip this year. They are going by train to Montreal for 3 days at the end of June and plan to jet boat, climb Mount Royal, go to La Ronde, tour the Old Port, visit the Biodome and of course eat crepes and sample Montreal smoked meat sandwiches. If you enjoyed the Talent Show, you won't want to miss their next fundraisers! A fundraising ball tournament is coming up on May 27th and a community yard sale and plant sale will follow on June 3rd.

Notice of Public Meetings

The Council of the Township of South Frontenac will host virtual and in person public meetings on:

1) May 16, 2023 at 7 pm regarding proposed amendments to By-law 2017-76. The proposed amendments are related to select sections of the Council Procedure By-law primarily related to the administration of Council, Committee of the Whole, Delegations, as well as Public Meetings Related to Planning Matters.

2) May 30, 2023 at 7 pm, a Statutory Public Meeting to present the new Township of South Frontenac Draft Official Plan under the authority of the Planning Act, R.S.O. 1990, c. P13. This will include an overview of key policy directions and opportunities for Council and the public to provide input on that will be taken into consideration in the final Official Plan. The Draft Official Plan updates the Township’s vision for the future, ensures consistency with the Provincial Policy Statement of 2020 issued under the Planning Act, and the County of Frontenac Official Plan. The Draft Official Plan is a long-range planning document containing goals, objectives, and policies to guide land use, development, and growth in the Township to 2046. The Draft Official Plan promotes the building of healthy, complete, and sustainable communities which further the growth and economic development of the community, help protect farmland, and protect environmentally sensitive areas across the Township. It incorporates policies and mapping related to topics such as settlement areas, growth management, housing, agriculture, natural heritage, and mineral aggregate resources. The Draft Official Plan will apply to all lands within the municipal boundary of the Township of South Frontenac. Accordingly, no key map is included in this Notice.

Residents can submit written comments to the Clerk at jthompson@southfrontenac.net until noon of the day of the meeting. Construction and Road Closures

It’s construction season! Be sure to watch this section or engagefrontenac.ca in the coming months for updates on construction projects around the Township as we work to improve our roads.

• Alton Road West – Road reconstruction will begin May 2023 until September 2023. Major road works are being carried out by Township Forces. No closure required.

• Battersea Road – Road reconstruction work remains on schedule and will continue through to July 31. Work is being completed by Len Corcoran Excavating Ltd. No closure required.

• Sunbury Road – Road reconstruction will begin May 2023 until September 2023. Major road works are being carried out by GIP Paving Inc. No closure required.

All our landfill sites have now reopened for summer. Sites are open from 8:30-4:30 on the following days, except for Green Bay where times are noted:

The Sydenham, Hartington and Storrington branches of the Kingston Frontenac Public Library have new hours starting in May. The Sydenham Library will now be open six days a week. See our website or the KFPL website for the new dates and times.

Spring Opening of Fields and Diamonds

Township sports fields are now open for the season. We’ll continue to monitor conditions and may need to close fields and diamonds if they become saturated. The decision to close Township fields is based on conditions that can potentially make the sport fields unsafe or damaged, such as standing water, muddy areas and frost or frozen ground

By-law 2015-41 sets out guidelines prohibiting and regulating noise in South Frontenac and can be found on our website under by-law enforcement in the frequently asked for by-laws. Kingston Rotary Recognizes Frontenac Residents

Each Rotary year The Rotary Club of Kingston recognizes 3 club members and 3 community non-member citizens with Paul Harris Fellows for demonstrating exemplary models of Rotary’s motto: “Service Above Self”. This year, however, four PHFs went to community citizens and two to club members.

A Paul Harris Fellow (PHF) is a member who donates $1000 USD to the Rotary Foundation. In this case, as PHF honourees the Club contributes $1000.00 for each person honoured.

Among the four community members to be honoured are two women from South Frontenac, Ruth Shannon from Sunbury and Judy Borovskis from Inverary.

Judy Borovskis

Inverary resident Judy Borovskis was the second community recipient of a Paul Harris Fellowship.

Judy's husband, Bruno, was a founding member and a Past President of the St. Catharines Lakeshore Rotary. As a result Judy became a regular host of Rotary Exchange students. She has housed students from Australia, South Africa, France, and Denmark and still stays in touch with each of them.

For the past 11 years, Judy has been Treasurer for the Inverary Youth Activities Group Ball Park. Her volunteer work includes fundraising, running the canteen, recruiting volunteers, and maintenance.

She has also completed three major park upgrades: the modernization and expansion of the Children's Playground; demolition, and expansion of the washrooms with the addition of wheelchair accessibility, and; installation of new LED lights ball diamond lights.

Judy writes the weekly Inverary column for the Frontenac News and is the hall booking and rental coordinator for the Inverary United Church

Ruth Shannon

Ruth and her husband, Dudley, operate Shanlake farms in Sunbury. They have 3 children and several grandchildren.

Ruth is best known as a volunteer with Frontenac 4H as a leader and volunteer for 50 years teaching the motto, "Learn to do by doing”.

She has mentored countless youth to learn important life skills with emphasis on cooking, sewing, and crafts. She has also led vet and sheep clubs.

As well, she was the founder of Sunbury’s annual pork BBQ a fundraiser for the 4H awards night.

Ruth has helped organize several fundraisers for people in crisis such Cheryl Dickson where she was paralyzed by a round bale and with Mckala’s dream, to help University Hospital Foundation raise money to help families with kids with cancer for accommodations and fuel.

She has worked on local and international plowing matches, the Federation of Agriculture and her local church.

She received the Volunteer of the Year award for South Frontenac Township a few years ago for dedication in her community. ■
