New members appointed to Middletown Council 5K race planned for September 7th to benefit Wayside Theatre cancelled By Sue Golden Frederick County Report

The Middletown town council appointed two new members on Monday night. Four individuals applied for the two seats vacated by the resignations of Trip Chewning and Donna Gray. Three of the candidates attended the meeting. Gil Barrington, who was on the council and resigned with then mayor Mark Brown and then Councilor John Blaisdel a few years ago, pleaded to be allowed a second chance to help his town. He has applied for every opening since he resigned, including his own seat. Jeff Pennington ran on a business platform. He wants to work to develop a business plan for Middletown that will bring small businesses back to town. There are currently a lot of B-2

(business) zonings on Main Street that are not being used. Mr. Pennington believes the key is “heritage tourism”, ie., promoting the National Park, Belle Grove and the Cedar Creek Battlefield. George “J.” Smith wants to be the “voice of the people.” He talks to a lot

of people in town and wants to use that information to serve the town. After voting, Messieurs Pennington and Smith were appointed to the council. After congratulating the two, Mayor Charles H. Harbaugh, IV, admonished everyone that for those seeking to be properly elected to council, they need to file to run by August 16th at 5 pm. Otherwise a candidate must run as a write in candidate. Mr. Smith, who also applied for a seat on the planning commission, withdrew his application. Without any discussion, former mayor Mark Brown

was appointed to the planning committee. Treasurer Carol Snyder reported that the town ended the last fiscal year in the black. Don Riffey, the superintendent of the public works department, explained that town residents will no longer be allowed to bring yard waste to the maintenance facility. If the waste is cut into four foot bundles, the town will pick them up. Otherwise all waste must go to the land fill. Mayor Harbaugh reported that the town raised $560 during the Route 11 Yard Crawl. The funds will go toward

the July 4th celebration. The council then went into executive session to discuss employees. Rumor has it that three town employees have left or are leaving. After the meeting, attendees were commenting on the fact that the flags are still not being put up outside of town hall on a regular basis. They said there is no problem with the flag pole as originally reported. They are just not being put up. The 5K race planned for September 7th to benefit the Wayside Theatre has been cancelled.
