Dominick Blair is fascinated by the Bloodhound “Rooster,” who works with Warren County Sheriff’s Special Ops Unit, Master (Canine) Deputy Anderson, doing scent-specific tracking in Search and Rescue and Criminal Apprehension. Police Chief Kahle Magalis and Captain Crystal Cline are smiling at the successful and peaceful National Night Out event organized by Cline and held on August 3rd in downtown Front Royal.

Front Royal Police Detective Tyler Smith drives a participant in a golf cart who has been fitted with simulation goggles that impair vision to demonstrate how drunk driving affects a person. “I’m trying to teach kids about impaired driving and how even limited intake impairs the ability to lose fine motor skills,” he said. “You’re going a few miles an hour in a golf cart, but imagine how impaired you will be if going 35-40 mph. We want to deter anyone from drink driving altogether.”

By Carol Ballard Warren/Frederick County Report Folks in Front Royal and Warren County can always be counted on to come out and join in community events, and on the balmy evening of August 3rd it was no different. Law enforcement officers, some with canine friends, were given a chance to meet and mingle in a more relaxed environment than usual at the Gazebo where a record number of all ages gathered to cel-

ebrate the 38th Annual National Night Out (NNO). Residents throughout the Front Royal area joined forces with thousands of communities nationwide for the local crime and drug prevention event organized by Front Royal Police Captain Crystal Cline. Cline, a 20-year veteran of the Front Royal Police Department, and who is also their first female captain, relaxed during the event and talked about her experiences as a law enforcement officer, as well

as how she obtained helium for the colorful balloons at the event. The job of a law enforcement officer is not just dealing with crime, fortunately. Several participants commented on how smoothly the event proceeded and how well she had put it together. According to the description of NNO, it is designed to heighten crime and drug prevention awareness; generate support for–and participation in–local anti-crime efforts; strengthen neighborhood spirit and police-community partnerships; and send a message to criminals letting them know neighborhoods are organized and fighting back. This one included many folks in booths with information on how to find support and solutions for life’s problems as well as warnings about how to avoid victimization from criminal activity. Added to that, the fun part of the evening at Front Royal’s block party included enthusiastic dancers in front of the Gazebo, accompanied by the live music of Raised on Analog up on the stage under the Gazebo roof, some joining in the line dancing, others rocking out

independently in their own creative style. Kids collected candy, balloons, small toys and played on the bounce house. They were also fascinated by and clustered around the trained canines, the Bloodhound Rooster, Black Labrador Maverick and female Black Labrador Taylor who works with the ATF. The K-9 demonstrations, relaxed law enforcement interaction and

lots of giveaways created a calm, family-oriented environment, and the scene around the gazebo contributed to the neighborly feeling with visitors sitting, enjoying music, chatting and dancing. Members of the Young Marines handed out fliers on Opioids with illustrations showing how to identify the forms drugs can take in pill and capsules and listing the symptoms of an opioid overdose, including the advice to, “Talk to your doctor about your pain, there are alternatives to addiction.” They offered warning literature about vaping. This message was, “Much like a wolf in sheep’s clothing, our youth perceive vaping as safe, even cool, and many are suffering the consequences.” The friendly members of the NAACP, President Alford “AD” Dennis Carter III, Rev. Al Woods were at their booth and had supportive and positive messages about local law enforcement officers. “I’ve been here for 15 years,” said Carter. “It’s hard for me to think they (local officers) don’t believe in equality under the law.” He said that Sheriff Mark Butler came by his house to let him know he had hired a black officer for the department. “I believe he believes in what he’s doing. It’s hard to beat that when you find someone who knows what they’re doing,” Carter said. And he added, “We’re not about controversy. We’re just trying to get the truth out there. Why I’m here is because I want people to know who I am and what I do.” Members of several law enforcement agencies were happy to share their experiences, including the Town Police, Warren County Sherriff ’s Office.

Several of the officers stood for hours talking, laughing and allowing people, including a crowd of children, to pet their working dogs. There was even a member of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Special Agent Nicolas Garlie, from Minnesota, who was here training others at the U.S. Customs and Border Protection - Canine Training Center outside of town and was invited to attend with his female black Labrador Taylor, a canine specialist trained in detecting explosives. Many other representatives of community support groups had booths and were happy to get their information out. These included:

Tension flows in town council email exchange out of public view By WFCReport.com staff

Our series on conflict within Front Royal Town Council related to the appointment of Jacob Meza continues. We requested these emails under the Freedom of Information Act. Rather than simply provide them, Town Manager Steven Hicks asked us to pay $3,200 so some of the town’s most expensive employees could spend hours “gathering information.” These emails were not obtained through that request, which remains unfulfilled 7 months later. This should have definitely been part of documents reviewed at the very least. At a higher standard, Jake’s application should have been denied based on the plain language of this code. What an absolutely ridiculous statement to make in a public email. Reject anyone’s application because someone might mis-interpret what the law allows. Perhaps the legal research could have been included, not certain why or to what benefit but I can at least see your point. If Council feels I should have predicted this absurd objection from citizen-haters forgive me. As far as I was concerned, a legal opinion was requested and a legal opinion was giving and the matter was closed. As has been done hundreds of times over the years. Personally, I can’t see how this is any different, but I’ll let the greater political and public relations minds on this thread differ.

Doug Opinion: Matt and Tina, I think Matt is right, and I have changed my mind. I think the operative translative phrase is the highlighted phrase below, which defines the phrase “under the jurisdiction of the council” to mean something different than “within the jurisdiction of the council”. This does make sense to prevent double-dipping and conflicts of interests, to prevent a Council member from being simultaneously appointed to become, say, Town Manager or Town Attorney

and includes any discussion about the town charter (section 47 included), town code, state code, or state constitution as it relates to a possible appointment - from councilman Letasha Thompson, former councilman and current Mayor Chris Holloway, councilman Lori Cockrell, former councilman Jake Meza, Town Manager Steven Hicks, town attorney Doug Napier, and Matthew Tederick from December 9, 2020 through January 6, 2021. If there are any writings or information of any nature about the appointment of Mr. Holloway’s vacant seat please forward the same to me. You may forward them to my email herein. Lord Fairfax Community College’s name changes, but the school remains as open and ready to serve the area’s students as ever.

When the communications officer was asked its location to photograph it, nobody knew where it had gone. The Laurel Ridge Community College, aka (also known as) Lord Fairfax Community College, will open its doors with its new moniker in the spring semester of 2022. Guess it’ll be LRCC, not LFCC any longer. “What’s in a name? What we call rose would smell so sweetly by any other name . . .” William Shakespeare wrote in his immortal play, Romeo & Juliet, back in the late 1500s when the English were losing colonies in what is to day North Carolina. His point, of course, is that despite what something is called; its substance or worth is of the most importance and doesn’t change. Names are not that important. And LFRC, or LFCC yet, seems certainly to have proven its worth in its almost a half century of educating. making a name change furor somewhat laughable. Ironically, the buzz about the northern Valley about the name change is anything but cursory

or insignificant. Rampant wild rumors circulate that the reason for the change is everything from a Richmond liberal cabal rewriting history to Black Lives Matter or ANTIFA pressuring the government because Lord Fairfax owned some slaves. (Yes, Lord

Fairfax had some slaves over at Greenway Court, just southeast of Double Tollgate, but few wealthy Virginians did not at the time.) The truth of the matter is probably best found on the LFCC website in the current news release about the name change. Of course, truth is hard to find any time, but most especially in today’s world. Truth is also like perfection since it’s probably never achievable by definition, but it’s possible to get closer to it with effort one would think. The website states: “The decision comes roughly a year after the State Board passed a resolution directing all of Virginia’s 23 community colleges to review the names of all their facilities. It also comes as the college finishes celebrating 50 years of welcom-

ing students from all walks of life, from every race, every religion, every socio-economic group and every generation.” It’s obvious that it is not the brainchild of the relatively new college president, Dr. Kimberly P. Blosser, or the LFCC board to put one rumor to rest. It also explains the process, reasoning, and people involved in the name change decision. “The LFCC College and Campus Names Workgroup was

formed to review the college and campus names. First, the workgroup began reviewing the college’s history and how Lord Fairfax was chosen as the name, as well as reviewing Lord Fairfax’s life. A taskforce consisting of stakeholders, such as students, staff, alumni, community members, donors and board members, worked with our communities to generate potential names.” Some past local historians have always questioned the initial honor given to Lord Thomas Fairfax by naming the school as a “what were they thinking” situation. Undoubtedly significant in our area history, simply because he owned most of it in his inherited 5.2-million-acre royal land grant, he represented everything colonial Americans rebelled against and rejected, namely a king, aristocracy and royal privilege. He was against the Revolution, which eventually destroyed his status and empire. Most ironically the young man who he aided considerably and almost considered a son, George Washington, became the very vehicle of his destruction as an English traitor and colonial revolutionary!

Reasons given in the August 20, 2020 meeting for the disapproval of retaining Lord Fairfax’s name are listed on the website and presented to the taskforce by LFCC President, Dr. Kimberly P. Blosser: “Lord Fairfax – Impact of the honoree’s behavior: • Thomas IV Lord Fairfax attend ed Oxford University, but achievement and time active was limited. • He was a living connection with the mother country of England and an immigrant. • Serves as a connection with independence; he was not a patriot but was a mentor of George Washington who respected Lord Fairfax’s political views, while not always agreeing with them. • Owned significant amount of land and had role in establishing largest urban center in our region. • Numerous places in Virginia named after individuals born in England who owned land in this area. • Thomas IV Lord Fairfax lived during a time of rapid expansion

of slavery in the area. Possibly responsible for establishment of 30+ plantations in the region. However, he did not fight for the cause of maintaining a slave society. To date, no community members have expressed inappropriateness of the Lord Fairfax college name. However, it is uncertain as to how many community members are familiar with the individual and life of Thomas IV Lord Fairfax.” It is obvious in the minutes presented that slavery had a significant impact on the decision, but problematic in the fact that he had much less involvement or utilization of slavery than George Washington, Thomas Jefferson, James Madison or George Mason. He for certain was not a “patriot” in the cause of the American Revolution as those mentioned since he was bona fide English Lord. Referring to him as an ‘immigrant” seems strange also since Virginia was England at the time, legally and technically. He was not a born colonial, but in the eyes of English

men probably had greater social and political status than a colonial including the English-born governor at the time. The LFCC website also communicates that motivation for the name change and the renaming is to assure all students and other associated are not offended by its name, which Lord Fairfax Community College potentially might.

It’s an attempt at respect and sensitivity to the multi-cultural population the college serves. Marketing also figured into the equation as the college hired a professional firm to research its brand. In a survey conducted, it was found that nine of 10 people involved with LFCC interviewed had knowledge of him or his history. It’s also claimed in the

meetings minutes that LFCC is frequently confused with Fairfax County, Virginia, named after William Fairfax, Lord Thomas’ cousin who built Belvoir Plantation now Fort Belvoir US Army facility. He acted as land agent for Lord Thomas, and his son basically grew up with Washington at the neighboring Mount Vernon. – vawalters@hotmail.com

On Thursday, August 5, 2021, at approximately 5:00 pm, the Warren County Department of Fire and Rescue Services were dispatched for a reported residential structure fire located in the 300 block of Cherrydale Avenue in Front Royal.

Firefighters arrived on the scene to find a six-unit, row house/apartment structure with significant fire conditions in a middle unit. Fire was noted

to be rapidly spreading to adjoining units and into the roof system of the buildings. Firefighters and Law Enforcement Officers were able to confirm that the occupants of all units

were able to safely evacuate the structure prior to their arrival. Firefighters initiated an aggressive fire suppression effort but were challenged by significant fire conditions and spread-

ing various concealed spaces throughout the attic. After approximately 45 minutes into the incident, firefighters were forced to evacuate the structure due to structural stability con-

Valley Milk plant explosion closes Strasburg streets

An early morning explosion rocked the Valley Milk plant on East King Street in Strasburg, July 30. Emergency crews had roads blocked until about 8 pm. The Strasburg Fire Department reported that the plant was believed to have been unoccupied at the time and no injuries were confirmed.

The fire caused all six-units to be rendered uninhabitable. Six families consisting of nine adults and three children were

Two families have received assistance from the American Red Cross Disaster Relief Program, all other families received assistance from friends and family. One firefighter received minor burns on the incident. The firefighter was treated and transported to the local hospi-

tal center and later released and returned to work. Due to the limited resources remaining on the County, Station Fills were requested from surrounding localities. Fire Chief James Bonzano stated “this unfortunate fire incident should serve as a reminder that disaster can strike anytime, anywhere. Our com-

munity must protect your home and family with proper fire safety devices and procedures. Two Scimitar-Horned Oryx calves born at Smithsonian Conservation Biology Institute in Front Royal

Ungulate keepers and scientists at the Smithsonian Conservation Biology Institute (SCBI) in Front Royal, Virginia, are celebrating the birth of two scimitar-horned oryx calves born via non-surgical artificial insemination. A male calf was born July 9 to 6-year-old female Esmerelda, and a female calf was born July 10 to 5-year-old female, Leanne. Both mothers and calves are doing well and bonding. As the calves grow, their vocalizations and play behavior with each other and interactions with the

rest of the herd will increase. “Assisted reproduction for rare and endangered species is constantly evolving,” said Budhan Pukazhenthi, reproductive physiologist at SCBI. “Scimitar-horned oryx have similar estrous cycles to those of cattle, so we tried a protocol developed for the artificial insemination of livestock called CO-Synch. Narrowing the insemination window helped increase the chance of conception. These births are proof positive we can apply this protocol with increased

success in scimitar-horned oryx population management in zoos and for animals being prepared for reintroduction to the wild.” Though once distributed across most of North Africa, scimitarhorned oryx are currently considered extinct in the wild due to a combination of widespread overhunting, habitat loss and persistent drought. A reintroduction project led by the Environmental Agency–Abu Dhabi and including the Sahara Conservation Fund, the Zoological Society of London and SCBI is working collaboratively with the government of Chad and the international zoo community to return oryx to their native habitat. The first release, consisting of 23 individuals bred in human care, began in 2016. Smithsonian scientists monitor the release of every animal via satellite tracking collars. The tracking collars provide data on oryx

movements and survival, as well as a means for tracking and monitoring individuals on the ground through radio telemetry. Artificial insemination helps zoos and conservation breeding facilities with limited space maximize genetic diversity and minimize the number of animals needing to be transported, which can be costly and potentially stressful for the animal. In 2017, SCBI scientists developed an alternate protocol for inseminating scimitar-horned oryx where animal handling takes place in a hydraulic restraint device without the need for anesthesia. In June 2018, there was a successful birth using this modified approach. The revised CO-Synch protocol included three hormone injections over nine days leading up to the non-surgical artificial inseminations in November 2020. Esmerelda and Leanne were arti-

ficially inseminated using frozenthawed semen collected from two different male oryx ranked in the top 45 of male oryx in the Association of Zoos and Aquariums’ Species Survival Plan. The samples were originally collected 20 and 13 years ago. SCBI plays a leading role in the Smithsonian’s global efforts to save wildlife species from extinction and train future generations of conservationists. SCBI spearheads research programs at its headquarters in Front Royal, Virginia, the Smithsonian’s National Zoo in Washington, D.C., and at field research stations and training sites worldwide. SCBI scientists tackle some of today’s most complex conservation challenges by applying and sharing what they learn about animal behavior and reproduction, ecology, genetics, migration and conservation sustainability.

Not my girlfriend and her brother. The year? 2021. I still have that tee shirt. And wear it. It’s not the oldest one I own, but it’s close. My wife thinks it belongs in the garbage. Yeah, maybe in another few years. Last week, we were at my motherin-law’s house in Pennsylvania. She passed away in December. My wife and her three brothers were going through their mother’s belongings and deciding what to keep, what to give away and what to pitch. One brother wanted to toss a lot and donate what was left. Another wanted to keep most of it, donate stuff to people he knew could use it and throw away as little as possible. My wife and the other brother were somewhere in between. When we got there, a little pink monkey was waiting for us in our room. Mr. Monkey must’ve been hiding among my mother-in-law’s stuff. The brother who used to live in New Orleans decided we needed it. Do we really need a pink monkey? I’m going to say no. Somehow, we’ve managed to get by all these years without one. Do we want a pink monkey? Nah. Did my mother-in-law have an emotional attachment to that pink monkey and we should keep it for that reason? I don’t think she even knew a pink monkey was living in her house. So what do we do with the pink monkey? The jury is still out for now, but he did make the trip home with us. He’s currently in the basement, in a box with photos and a few other items we brought home. Who else is in our basement? A forty-two inch tall always smiling and waving Pillsbury Doughboy. I went through a Doughboy phase for a few years. We had a cookie jar, a chef ’s hat and a few other items. I even have a Doughboy sweatshirt. Even though my Doughboy phase passed, the chubby guy stuck around. My wife has wanted him to move out for years, but I’ve resisted. I know it’s probably time he went to live somewhere else. I just haven’t made it happen yet. Maybe he and the pink monkey could get their own place? I could even visit them from time to time. And when my wife decides she’d like to donate me, I’ll have a place to stay. The author still keeps in touch with that former girlfriend. Everyday. Public help sought in fatal Frederick County crash Members of the Frederick County Sheriff ’s Office Traffic Division, with the assistance of members of the Virginia State Police Crash Reconstruction Team, continue to investigate a fatal crash on August 8th that claimed the life of a 17 year-old Frederick County resident and left a second female seriously injured. Sarah Ehrhardt of Frederick County died as a result of injuries sustained when the vehicle she was traveling in crashed and ultimately split in two after the driver lost control while driving at an excessive rate of speed. The driver, Nicholas Ehrhardt, (Sarah’s brother) and his 18 year-old girlfriend, Magdelyn Germain, were both seated in the front with Sarah in the backseat as the three were on the way to Leesburg. At approximately 3:20pm Nicholas was in the left lane of Route 7 coming around a bend, at a very high rate of speed, when his vehicle dipped off the left edge of the roadway and onto the gravel shoulder. From there, Ehrhardt came back up onto the pavement where he lost control and came sliding back across both eastbound lanes and off the right shoulder of the roadway. The vehicle next made significant impacts with a fence, a business sign and a parked vehicle, with the body and frame of the Ford separating into two pieces. During the course of the crash events, Germain was ejected out onto the roadway after a catastrophic failure of the seat belt system and was subsequently flown to the trauma center at INOVA Fairfax Hospital where she was treated for serious, possible life-threatening, injuries but expected to survive. Nicholas Ehrhardt was transported to Winchester Medical Center where he was treated, and released, for minor injuries sus-

tained after the crash. Sarah Ehrhardt was pronounced dead at the scene Speed has been determined to have been a factor in this crash and the incident remains under investigation looking into the presence of other possible factors contributing to the cause. Composite manufacturer to expand in Frederick County, creating 84 new jobs Evolve Services, Inc., a producer of composite productions and reproductions, will invest $1.25 million to expand its operation in Frederick County. Localities and private employers are encouraged to do the same Governor Ralph Northam today announced that Virginia will require its state workers to show proof that they are fully vaccinated or be tested for COVID-19 every week. This policy will impact approximately 122,000 employees and will go into effect on September 1. Governor Northam’s action comes as the highly transmissible Delta variant is driving up cases across the Commonwealth and around the country, primarily among unvaccinated people. Nearly 73 percent of Virginia adults have had their first shot, and 54 percent of all Virginians are fully vaccinated against the virus, which is higher than most states. “The only way to end this pandemic

is to for everyone to get vaccinated against COVID-19,” said Governor Northam. “As head of state government, we have a responsibility to lead by example and ensure the safety of our employees and the people they serve. The three vaccines are safe, effective, free, and widely available, and I strongly urge every eligible Virginian to get their shot.
