Noting that Funk was not on duty with Yellow Cab the evening of his death, the affidavit observes that Funk and Curtis were acquaintances, adding, “A witness observed Curtis getting into a vehicle at the Relax Inn where Curtis was known to be currently staying. Warren County Sheriff ’s Office cleared room #212 at the Relax Inn and observed that the maroon comforter and pillows missing off the bed. The search warrant affidavit states that “a deceased body�, presumably Funk’s, was discovered at 2:35 a.m. the morning of December 10 “in the wooded area at 716 Kildare Road that appeared to be wrapped in a maroon comforter.� See FUNK,

Victim Simon Funk By Roger Bianchini Warren County Report Motive remains a point of speculation in the ongoing investigation of the December 9 or 10 murder of 42-year-old Front Royal Yellow Cab driver Simon Jefferson Funk, Jr. Funk was not on duty with the cab company the evening of his murder. However, information cited for probable cause for a search of the motel room of the man named a “person of interest� in a first and second-degree

murder investigation indicates much of the information police were acting on was supplied by a woman described as the victim’s girlfriend. The Warren County Sheriff ’s Office identified 61-year-old Clay Marshall Curtis as the person of interest taken into custody on outstanding charges in a December 12 press release. “Clay Marshall Curtis was arrested on a federal probation violation and was transported to the Central Virginia Regional Jail on December 10, 2014. The Warren County Sheriff ’s

Office is actively working the investigation and no further information is being released at this time,� the press release states. In explaining Probable Cause for the search of Curtis’s room at the Relax Inn at 1525 North Shenandoah Avenue on Front Royal’s northside, a search warrant issued at 5:13 a.m. the morning of December 10 states, “Before he was taken into custody, Curtis answered the phone of Simon Funk and told Funk’s girlfriend, Carla Elliott, that ‘I’m going to prison forever and I killed him.’� The affidavit for the search warrant also states, “Elliott advised that earlier in the day, Simon Funk had called her to tell her that he was going to give ‘Frederick,’ which is an alias that Clay Curtis was using, a ride into

Public safety FUNK, from Phone book records list Faye A. Curtis as the resident of 716 Kildare Drive. Neighbors said that a man believed to be Clay Curtis moved in to the home at 716 Kildare Road in August. Online court records indicate that Clay Curtis was released from prison in early August 2014. Neighbors believe Clay Curtis is related to Faye, though whether a cousin, brother or ex-husband remains a topic of speculation along Kildare Drive. Attempts to reach Faye Curtis about her relationship to Clay Curtis were unsuccessful prior to publication. Reports from Kildare Drive neighbors indicate that one may have had a confrontation with a man at or near the 716 Kildare Drive property the evening of the Funk murder after blocking what was described as a van in a driveway and refusing to initially move the vehicle so the van could leave immediately. Was that Simon Funk’s van? Was Clay Curtis the driver? Was Funk’s body inside or recently dumped in the nearby woods? Authorities are remaining mum on details of Curtis’s arrest and the discovery of Funk’s body that evening. There is also no information on whether a murder weapon or am-

munition was discovered during the early-morning search of room 212 at the Relax Inn. While yet to be charged in Funk’s death, earlier legal issues surrounding felony convictions and weapons possession as a convicted felon, has the 15-year balance of a 24-plus year sentence Curtis received in 1995 already hanging over his head. According to court files for the Fourth District Court of Appeals in Virginia, Clay Marshall Curtis, 61, received a 293 month sentence in

Since October of this year authorities had sought Curtis for probation violations, including failure to report for a mental health evaluation, but had been unable to locate him. After being picked up the morning of December 10 as the Funk murder investigation pointed his way, Curtis was initially charged on those outstanding warrants and was transported to the Central Virginia Regional Jail in Orange County, Virginia. Joy Ride? Teen suspects in Front Royal stolen car case

Front Royal Police Chief Norman Shiflett announced that two local subjects have been arrested in connection with a stolen vehicle reported on November 30, 2014. The vehicle was left unsecure in the 700 block of Braxton Road when it was taken in the early evening hours of November 29th. Chief Shiflett advised that 19year-old Brandon Pownall and a 16-year-old juvenile male, both of Front Royal, have been arrested and charged with Grand Larceny. The two suspects were walking the streets in town and pulling on car doors. A vehicle was located with an unlocked door and a key to the vehicle was located in the center console. The vehicle was recovered

several days later in the Walmart parking lot north of town. Chief Shiflett stated that his Criminal Investigations Division worked tirelessly and combed through many leads, which led them to the suspects. This is a reminder to town citizens to stay safe throughout the holiday season and to be pro-active by removing any valuable items from inside your vehicle and locking your car doors. The case file states, “Curtis was arrested after a consensual search of his vehicle and residence police yielded marijuana, ammunition, and a Brico .380 caliber pistol. While in custody, Curtis admitted owning the gun, and that he had purchased it by responding to an advertisement in the Valley Trader. The Government’s case against Curtis included the testimony of Lisa O’Dell, who stated that she sold the .380 caliber pistol to Curtis in 1992, after he answered an advertisement she placed in the Valley Trader … Curtis was found guilty and sentenced to 293 months imprisonment, followed by three years of supervised release.” Curtis initially attempted to suppress O’Dell’s testimony identifying him based on the fact that investigators presented O’Dell with his photograph alone in seeking to identify him as the person she had sold the gun to through her Valley Trader ad. “Although the Court agreed that the single photograph was impermissibly suggestive, it denied the motion, finding that O’Dell had a sufficient independent basis to make an in-court identification,” the case file states. Curtis’s appeal of his conviction on those same grounds was dismissed in 1999. While we have not yet been able to verify what Curtis’s initial felony convictions leading to his probation violation on the weapons charge in

double out-of-town rate, in years six through 10 of operations. Dominion will also become one of the town’s largest water customers, in or out of town. After quite a bit of haggling over proffers to become such a large user of town central water as an out-oftown customer, Dominion agreed to contribute $3.5 million (of that $5.4 million total) to implement a longsought after looping system to the town’s central water into the county 522 Corridor. That system will assure continued service to all corridor water customers in the event of a break in the water line. The monthly water service revenue generated by the plant has also allowed the town to minimize costincrease impacts on customers from recent and planned upgrades to its water-sewer systems. When details of the above water service agreement and proffers were

It appears that Dominion Power has met the goal of opening its new power plant in northern Warren County by the turn of the year. According to county and company officials the power plant under construction for almost three years at a cost of over $1 billion began producing power on December 11. And while none of the projected 325,000 homes that will eventually have their electricity generated by the plant’s 1300 megawatts are in Warren County, an estimated $4million in annual tax revenue provided by the plant will ALL come to rest in the plant’s host county. It was the commercial tax revenue the plant will provide over the course of its anticipated half century of service that was the driving force in acquiring county approval for the massive

energy-generating project. Both county and town officials have projected revenue provided by the plant into future economic revenue-expenditure scenarios. The county has earmarked a portion of that annual tax revenue to pay the anticipated $1-million bond revenue on the county’s second public middle school and perhaps portions of the annual operating costs of that school slated to open in 2017; as well as to fund portions of its share of costs for the RSW Regional Jail. And while the town won’t realize tax income, it did achieve a total of $5.4 million of funding commitments to upgrades to its water system extended into the county northside industrial-commercial corridor in exchange for reduced water rates over the plant’s first 10 years of operations. Dominion/VEPCO will pay the in-town water rates for five years and 1.5 times, rather than the full

hashed out following some hard negotiations in early 2011, Dominion’s Dan Genest said, “I think we’re pleased with what happened tonight with the agreement that was reached. We plan to be a part of this community for the next 40 to 50 years – and being a part of that community means getting along and working things out and settling our differenc-

es and I think the agreement tonight represents that.” After importing the bulk of a work force that topped out around 1800 during the 2-3/4 year construction project, the plant will permanently employ about 40, with another 60 jobs forecast through contractors at the site. The natural-gas fired plant, originally envisioned as CPV-Warren around 2002, and purchased by Dominion circa 2009 or so, has long been ballyhooed as a state-of-the-art plant in terms of environmental impacts. Both state and federal officials began scrutinizing the proposal when the first engineering designs were brought forward due to the proximity to and view shed from Shenandoah National Park and Skyline Drive. And part of the carbon credits Dominion had to negotiate to get the Warren facility approved entailed shutting down Dominion’s North Branch coal-fired power plant about 70 miles west of Winchester in West Virginia. The system is described as a “threeon-one combined cycle system” with three huge turbines, the first powered by natural gas that generates heat to boil water into steam that powers the second turbine. While the power generating process of the Warren County facility compares favorably to coal and earlier designed gas-fired plants, some have raised questions about the lack of pre-online testing of county air to provide a base against which to measure the county’s air downwind of the plant once it is fully fired up. But with Christmas coming in the way of $4-million in new county tax revenue and $5 million in contributions to the town’s water system into the north corridor, such concerns were nothing more than a minor bump in the road to approval on schedule as 2015 approached just as portions of the former Avtex Superfund site several miles away in Front Royal were cleared for redevelopment after a quarter century cleanup.

Regional Jail deals with staffing, funding shortfalls totaling $30 million, RSW is projected to lose $125,777 – definitely not a lucky string of 7s – of State Compensation Board funding. Of that number, $117,298 is money earmarked for operations; and the remaining $8,479 was for inmate per diems. Wilson explained that of a $16 daily per diem, the state was supposed to be responsible for $12, the locality for $4. But on the bright side, those cuts are out of a total State Compensation Board commitment of $4,174, 197 in operational funding and $301,733 in per diem funds. By Roger Bianchini Warren County Report At its November meeting five months after it began moving prisoners in from its three participating county jails, the RSW Regional Jail Board reviewed ongoing operational issues, including staffing shortages. Prominent among those shortages continue to be a deficit of about 20 guards and the imminent loss of the facility’s medical director. The staffing report of Superintendent William Wilson, himself on the job for only about six weeks, acknowledged the pending resignation of the jail’s medical director on December 1, due to what was said to be “personal reasons”. Discussion at the November 20 meeting also indicated a move to advertise for an in-house Registered Nurse and a continuing search for two Licensed Practical Nurses. Inmate access to medical services and prescription drugs for existing health conditions continue to be one focus of inmate and concerned family member and friend complaints forwarded to this newspaper. Specific among those concerns cited were a lack of treatment, either in-house or out, for conditions as serious as multiple sclerosis and HIV, along with other lesser but personally pressing conditions. With the facility losing its medical director just a couple of months after his hiring and advertising for three vacant nursing positions, it is not hard to imagine inmate medical needs slipping through understaffed bureaucratic cracks. The guard shortfall remains at 20 officers. The superintendent’s report noted that 10 applicants were in the background check stage and 10 more

had been interviewed. However, with a 13-week law enforcement academy course required prior to posting, exactly how fast the guard shortage will end remains a matter of speculation. The guard shortfall has hovered in the low to mid 20s since the facility’s official opening date of July 1, 2014. It was noted that five officers had recently graduated from the training academy and had been posted as of November 6. One of those, Joshua Jacobson, took four of the academy’s top five awards. Another officer, Duane Green, who paid his own way through the academy garnered that top award, the Ricky Timbrook Award, and was set to begin at the jail shortly, Wilson’s report stated. In addition to staffing issues, the new regional jail is facing budget cuts at the state level. “The state giveth, the state taketh away,” Wilson quipped to his colleagues during the financial report. There were also reports on establishing in-house programs promised with the advent of RSW, but not yet facilitated. “We have started some religious programs and Alcoholics Anonymous,” the superintendent’s reports noted, adding, “We are having a good turnout for these programs so far [but] we are limiting them to 15 inmates currently. They will be starting a group at the RSW sometime after the first of the year. This program is of no cost to the RSW.” Wilson’s report also acknowledged receipt of a Preliminary Proposal for a GED Program for inmates through Lord Fairfax Community College in Middletown. “The proposal would split an instructor between the Northwestern Regional Adult Detention Center and the RSW. The instructor would work 25 hours at NRADC and 15 hours at the RSW,”

Funding for the GED program is through a matching grant that would require RSW payments of $8,854 for the final six months of the current Fiscal Year (ending June 30, 2015); $19,421 for FY 2016; and $14,005 for FY 2017. The possibility of paying for the GED program out of RSW’s “Inmate Canteen Account” as allowed by state law, was acknowledged. Receipt of equipment for a Telepsychiatry program was also acknowledged. RSW’s IT manager was awaiting a call from the equipment’s manufacturer in order to get the program up and running, hopefully within a week of the report, Wilson’s report indicated. Wilson also reported the Magistrate’s Office finally up and running as of October 29. Equipment for a Tele-magistrate function had been an issue since the facility opened. It was also noted that through the chief magistrate’s conversation with county’s sheriff and commonwealth attorney, RSW guards had been approved to issue warrants for minor law violations by inmates, including assault and drug possession.

Shenandoah National Park a financial boon to the Valley By Malcolm Barr, Sr. Warren County Report

Jim Northup, superintendent of Shenandoah National Park, told a Rotary Club of Front Royal audience Oct. 31 that the park spawns $72 million in economic benefits to the area, and supports almost 900 jobs. “Shenandoah National Park is proud to welcome visitors from across the country and around the world,” Northup, a Luray resident and president of that town’s Rotary Club, told his fellow Rotarians in Warren County. But he also shared a couple of worries the park staff have: the white tailed deer population is in imminent danger of contracting the equivalent of “mad cow disease” - a debilitating disease of the brain that mostly results in death of the animals. A case has already been reported as near as Culpeper, VA. Also involving livestock, feral boars are increasingly affecting the forest foliage with their headlong charging that damages trees and shrubs and could endanger those who enter the forest to hike its 500-miles of trails. Northup and his folks are thinking seriously of what to do about this problem. There’s also a seemingly unstoppable disease affecting ash trees in the forest that concerns Northup. Visitors to Shenandoah National Park totaled 1.14 million in 2013, considered a good year for tourism even though the number was less than 2012. The 16-day federal government shutdown (“sequestration”) accounted for most of the decline, according to a report issued earlier this year by the National Park Service. Also, Northup said, last year’s extraordinary cold snap affected park visitation, sometimes closing Skyline Drive for days on end.

On the brighter side, Northup reported that the park service is working on the 100-plus mile Skyline Drive road surface and has completed refurbishing various of the highway’s lookouts. He emphasized the economic benefits accrued to local communities and the importance he attaches to communication between the park

service and those localities. He announced a planned visit to the Warren County Board of Supervisors later this month without giving a date. Northup said for ever dollar invested in the National Park Service, there is a ten dollar return. Most visitor spending is for lodging (30.3%), followed by food and beverages ($27.3%), gas and oil (12.1%), admis-

She expresses a particular interest in cows, and intends to be a large animal veterinarian. However, after returning from a four-month study trip to South Africa a few weeks earlier she talked mostly about tending a pregnant black leopard named “Shakira.” Talking for 90-minutes with this ambitious Front Royal 23-yearold could have gotten a bit bogged down when she introduced “recessive genes” into our conversation on

She was similarly awed when she was encouraged to perform an ultrasound on the expectant black leopard. Apart from the big cats, Hannah came face to face with an eland, the world’s largest antelope. This was during a study of diet and nutrition and absorption rates in these farm animals, which sounded to be the South African equivalent of our cattle - an eland roast for dinner could be imagined. She pointed out elands and cows are both “ruminants” (hoofed, horned mammals that chew cud) and I grant that her preoccupation with cows would certainly be more practi-

R-MA students carry Christmas gifts to Martinsburg VA Hospital

Not exactly reindeer – But an R-MA bus will suffice to transport Academy middle school students, accompanied by civics instructor Toby Allanson, to the Martinsburg, W VA, Veterans’ Hospital, where they played Santa to the many U.S. military veterans who are confined there.

Ho, Ho, Ho and off we go: R-MA students haul bags of gifts onto the bus bound for a Christmas visit to Martinsburg VA Hospital. Before leaving for their homes for Christmas break on Dec. 19, seventh grade students from Randolph-Macon Academy in Front Royal, plus

members of the upper school choir, took a bus trip to Martinsburg, WV, to deliver gifts and song to veterans of many wars at the town’s VA Hos-

pital. Teacher Toby Allanson was in charge of the group for the second consecutive year. He said: “I am trying to teach my seventh grade civics class a sense of community. (They) need to learn that the world is much bigger than themselves. There are those out there who have sacrificed for the freedoms that we so often take for granted.” Allanson has dubbed the project “Operation Thank You.” Allanson and the kids spent a few weeks collecting items including blankets (91), slipper socks (21 pairs), lotion (24 bottles) and “lots of liquid soap” before climbing aboard their bus on Dec. 16, their gifts in hand. The students visited about 50 patients in two wards. Most were wheel-chair bound. Some had been in the hospital for several years or more, including one veteran who was born in 1907 - “107 years old, and he

doesn’t look a day over 70,” Allanson said. “It was cool to see how the veterans (excitedly) reacted when we came in with the blankets and stuff,” said student Alan Williams of Front Royal. “They were very thankful.” While the gifts were distributed, six older students from R-MA’s upper school, under the direction of chorus director Michael DeMato, sang seasonal songs and carols at separate locations in the hospital. Allanson said most of the vets live at the hospital. For some, he said, the

R-MA students might be the only visitors they had this holiday season. “I like being able to help them and give them gifts because they don’t get a lot of visitors,” said Sarah Ponn, of Marshall, VA, one of the choristers. There were tears on both sides as the visit came to an end. Students who enrolled during the first year of the program will be entering their senior year and will be taking the fourth and final course in the program. Students will build on the knowledge and skills gained from previous courses to design innovative solutions for the most pressing health challenges of the 21st Century. The Endowment is a catalyst in improving the education and learning environment in Warren County Public Schools. Sometimes it takes private support of public efforts to incubate an idea or a new approach that: helps students compete in a global marketplace, instills passion for lifelong learning, and sparks a vision to stretch for success. Programs funded by the Endowment are sponsored by our school system and are consistent with its mission and direction. They are intended to initiate sustained improvement in the fundamental capability of the school system and enhance the attractiveness of the community through the promotion of educational excellence. Memorial Day War Dogs Q&A – it’s only five months away actively involved in on-the-ground coverage of the Vietnam war, I was trained for it, mainly by the U.S. Marines (First Marine Brigade) and the U.S. Army (25th Infantry Division). Incidentally, I am proud to have been nominated to membership of the U.S. Marine Corps Combat Correspondents Association (USMCCA). I’ve been a member of this great organization for more than 25 years.

Photos from the 2013 and 2014 Memorial Day Tribute to the Dogs of War in Front Royal By Roger Bianchini Warren County Report While discussing the content of this holiday issue of the Warren County and Frederick County “Report,” my colleague, Malcolm Barr, Sr., who lives in Rockland, switched his brain to “forward” and asked for space to begin publicizing next year’s Memorial Day weekend ceremony saluting all of those who had given their lives on the battlefields from the Civil War through Afghanistan, and also the “dogs of war” which also are heroes of these conflicts. Then I got

to thinking that Barr, 81, though a veteran, has never served in the U.S. military. How is it that he’s in charge for a uniquely American ceremonial? Q. How is it, Mal, that you, for the past three or four years, have organized Front Royal’s only Memorial Day ceremony when you haven’t even served in the U.S. military. And who did you serve? A. I served my country (England) and the Queen, my monarch, for three years in the Royal Air Force shortly after World War II and made

it as an enlisted man to Corporal. I teased my son, Malcolm Jr., that he finally outranked his dad when he was promoted to Staff Sergeant in the U.S. Air Force. I came to the U.S. in 1961 and I’ve been a U.S. citizen

for some 45 years. I feel a closeness to our military since my days in the Pacific during the Vietnam war as a military correspondent for, first, the Honolulu Star-Bulletin, and then The Associated Press. Though I never got

Q. But where did this “salute to the dogs of war” bit begin. A. Well, as you know because you and I share an interest in animal welfare, I was president of the Humane Society of Warren County (HSWC) for a couple of years (2009-2011) and in breed rescue (dogs) for almost 30 years. After stepping down from HSWC I teamed up with Christian Failmezger at the (now closed) Vino E Formaggio and for two years we ran a weekly “Yappy Hour” in his restaurant, raising several thousand dollars for the animal shelter. I had discovered, during the period, that Front Royal provided the first training facility for dogs that were used both in Europe and the Pacific during World War II. It got me to thinking that these dogs, and there are more of them on active duty today than at any time in history, rarely are mentioned in the context of being “veterans” although they are, and perform heroically in service to their country, just as their human handlers do. The annual ceremony which we now hold at the Gazebo on Memorial Day weekend grew from just a few of us toasting the war dogs each May to the event at the Gazebo last year that attracted several hundred

Smith at this year’s Veterans’ Day event in Front Royal, and one of the American Legion officials appearing a bit overwhelmed by being just a step away from this high-ranking veteran. I don’t know his rank, but how did you feel, an RAF corporal, rubbing shoulders with a 3-star? A. Well, many years have gone by since my RAF days, and as a military writer, I rubbed shoulders, as you put it, with people like Defense Secretary Robert S. McNamara, General Westmoreland, Admiral McCain (Sen. John McCain’s dad), and others running the Vietnam war. But don’t get me wrong: it was an honor when Gen. Smith agreed to address the last Memorial Day ceremony. And I was able to tell him where to stand, and that it would be his duty to lay the wreath along with the mayor, without being too humbled! Q. Tell me about your plans for this year’s event. A. My plans for this year’s event on May 25 include trying to find someone who will take over for me since I’ll be 82 in March and none of us can go on forever...although I

am the exception, and am planning for that, to go on forever! Seriously, while we now enjoy sponsorship of the Air Force Association and can attract people of the caliber, for example, of Gen. Smith, we do need to look ahead so that Front Royal can continue to salute fallen war heroes, including the war dogs, along with many of the other communities in Warren, Frederick, and other neighboring counties. But yes, I hope we will continue to enjoy the support of, for example, of the Veterans of Foreign Wars (VFW), and I hope other local vets’ organizations such as the American Legion, will take part next year. Q. What about the churches and animal groups and so on? A. I am indebted to Rev. Debbie Rutter of the Calvary Episcopal Church who has given the invocation, in fact has spoken to the topic of “dogs of war,” in the past and welcome her involvement, and the representation of other religious groups. Last year, we were blessed with the appearance of the Rockland Singers whose members reach into a dozen different churches. This year, we have a commitment of a dozen or more volunteers from Warren County High School’s excellent student band, and I take this opportunity to thank them, and their director, for that. I’m not sure how we got them, but sev-

Old Oak Lane Phase One road improvements completed

New, Old Oak Lane Warren County has announced completion of the long awaited Old Oak Lane, Phase I improvement project. This 0.36 mile long roadway improvement project lies in both Clarke and Warren Counties and serves as a major access for residents in the northern portions of the Shenandoah Farms community. The project was the Shenandoah Farm Sanitary District’s #1 Rural Addition priority in the adopted Capital Improvement Plan (CIP). The CIP, reviewed annually with the Property Owners Association Board (POSF) and approved by the Warren County Board of Supervisors this past spring provides a blueprint for improvements within the District. The CIP includes both VDOT Revenue Shar-

ing Projects and “in-house” projects in a prioritized list to provide guidance for staff to implement road and drainage improvements. The completion of Old Oak Lane, Phase I, represents the sixth roadway improvement project since 2010 developed through Rural Addition program in the Shenandoah Farms Sanitary District. This program allows for private subdivision streets to be upgraded to minimum state standards permitting their addition

to the Virginia Department of Transportation’s (VDOT) Secondary Road System. The roadway was reconstructed to provide a 20’ wide paved surface with 2’ stabilized shoulders. Roadway culverts and private entrance pipes were replaced and/or supplemented throughout the project and side ditches constructed where necessary to improve drainage. The project was funded through VDOT’s Revenue Sharing Program,

with VDOT picking up 50% of the eligible costs, and Warren County & the Sanitary District covering the remaining costs. Since a small portion of the project lies in and serves Clarke County residents, their Board

of Supervisors took action last summer to support the project. Since completion, the roadway has been accepted by VDOT for maintenance. Improving these types of streets and turning them over to VDOT allows for the Sanitary District funds that would normally be targeted for their maintenance to be used to maintain and improve other roads. According to Warren County Administrator Doug Stanley, “The VDOT Revenue Sharing Program allows the County to administer these types of projects at a much lower cost. Since we don’t have all the overhead costs that VDOT does, we can complete them much more cost effectively. Deputy County Administrator Bob Childress developed the project and provided oversight of construction while continuing to oversee daily operations of the District while the Sanitary District Manager position remains vacant. According to Childress, “The project was completed within budget and on time. The originally approved funding estimate by VDOT was $320,000. While all final billing has not been processed, it appears the project has been successfully completed for approx. $230,000. The Sanitary District’s 25% share of this amount will be approx. $57,500. Work began in mid-September and was completed in mid-November. Emma and Kate Jones performed an advanced ballet/lyrical piece By Carol Ballard Warren County Report The Front Royal Fire Hall’s upstairs meeting room was full of families enjoying their potluck meal on December 20, and watching their children perform in a dance recital, with a Christmas theme. The energetic kids

showed off dances they learned at TAP ETC dance studio. The dances ranged from classic ballet and Tap to current B-Boy (breakdance boy), Hip Hop and jazz. Jensy Koudelka, mother of two of the performers is a big fan of the school and its role in keeping kids occupied in a creative activity.

“This town needs more things to help keep kids active,” she said. She says that there are not many activities that kids can do that will get their parents’ support. Her 17year-old son Mark Fultz has been taking dance classes for five years

and particularly loves B-Boy and Hip Hop. “Break dancing and Hip-Hop, are an art for him-his self-esteem comes up,” she said. He also volunteers to teach other kids in the classes. He and his 11-

year-old sister Emily Escobar performed a fun dance routine in the show, and her efforts won her $15 at a dance competition at Warren County’s middle school. Kristin McCoullough, the school’s founder and head dance teacher, said that dancing has huge benefits for kids. “I love kids and this is a way I can give back to them—that’s what I love about it,” she said. She explained that some kids were struggling, two with hyperactive issues and after they’d been in classes for a while, teachers and parents commented that the kids are now calm, doing much better in school because they can focus and as a result haven’t been disruptive. Several parents were surprised and pleased and told her, “I don’t know what you do, but it’s great.” “It’s an outlet for them, it gets their energy out,” said Kristin. She also credits the benefits with the fact that the classes are not competitive. For kids in the community who are not into sports or other competitive athletics, it gives them a place to just come and find creative and physical activity. “I wanted to bring more of the arts to the community. We don’t promote dance competitions, but if a student wants it, they can do that. You’re only as competitive as yourself,” she

Wilson Morrison Elementary auditorium, but they’re looking for an affordable bigger stage, and she welcomes ideas from the community to help with that. The school enrolls approximately 50 students, with an age range of a two-year old to a 60-year-old Tap student right now, and classes include: Tap; Ballet; Jazz; Hip Hop;

Frederick County

Conceptual design of fourth high school presented to school board Representatives from OWPR Architects and Engineers presented the Frederick County School Board with the conceptual design for the county’s fourth high school during the Board’s meeting on December 16. A conceptual design defines the basic parameters of a project and is used to determine its feasibility at an early stage of the design process. The school is designed for 1,250 students and will be built on part of an 83 acre site immediately east of Evendale Elementary School and Admiral Richard E. Byrd Middle School. The School Board purchased the property in October 2013 for $2,083,133. Schools Superintendent David Sovine says, “We are very excited about the progress being made regarding the design of the fourth high school.

OWPR has spent more than a year gathering stakeholder input, considering ways to improve building design based on lessons learned from past projects, and working with staff to better understand instructional best practices. By going through that process and remaining focused on the needs of our students, the architects have developed a conceptual design which promotes student engagement through critical thinking, collaboration, communication and creativity.� The design of the school was developed to achieve a variety of project goals that include: • Foster collaborative learning and positive social interaction among

students and faculty • Foster cross-curricular collaboration • Encourage critical thinking through problem and project based learning • Transparency within the building so that student interests are spurred by seeing the work of their peers • Spaces that are not curriculum-specific, enable flexibility of instruction or easily accommodate new curriculum and pedagogies • An environment that fosters the school division’s one-to-one technology initiative and encourages the use of technology • Passive safety and security measures

The conceptual design also includes a “Demo� lab which is a two-story space designed for experiments or projects that may require a high space. The

school’s Move Studio will promote physical activity for students as well as staff and will include a wooden dance floor and exercise equipment. The studio also can be transformed into a black box theater environment for small performances. The high school’s site plan includes an outdoor learning lab, a small outdoor amphitheater, an athletic complex, practice fields and parking designed to separate bus, student, faculty, and visitor traffic in order to enhance traffic/pedestrian safety. According to the school division’s 2015-2020 Capital Improvement Plan, construction of the fourth high school will begin in September 2016 with the opening of the school coming in the summer of 2019. The preliminary estimate for the project is

Heroin distribution ring On Friday December 19, 2014 the Front Royal/Warren County Team of the Northwest Virginia Regional Drug Task Force, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, along with the West Virginia State Police Eastern Panhandle Narcotic and Violent Crime Task Force arrested two suppliers of heroin in a joint narcotics investigation. The Front Royal/Warren County Team of the Northwest Virginia Regional Drug Task Force began this investigation in Warren County purchasing small amounts of heroin consistent with personal use. Upon further investigation, it was determined that the sources of the heroin were located outside of Virginia. ATF and WVSP were brought into the investigation to assist with the case. William Bonds, 30, of Newark New Jersey and Andre Keyes 30, of Martinsburg West Virginia were subsequently identified as suppliers of heroin that was being sold in the Front Royal/Warren County area. Several narcotics transactions were made

On Friday, December 19, 2014 they were both arrested on Federal charges stemming from the conspiracy to distribute more than one kilo of heroin into the Western District of Virginia. Sheriff McEathron advises that these suppliers were responsible for a significant amount of the heroin sold in Front Royal/Warren County. Keyes was arrested in Martinsburg and subsequent search warrants were executed. Approximately 1,250 bags of heroin, approximately three pounds of marijuana, and an undisclosed amount of cash were seized during the arrest and search warrants. During the course of this investigation over 2,700 bags of heroin were seized from this organization. Keyes is currently housed in Rockingham County VA on the Federal charges. Bonds was arrested by ATF agents in Newark New Jersey on the Federal charges. The investigation is ongoing.

Structure fire at 1214 Circle Street, Winchester At approximately 11:30p.m., December 20, 2014, Frederick County Fire and Rescue responded to a structure fire located at 1214 Circle Street in Frederick County, VA. When crews arrived, they found fire showing from the side of the mobile home. In approximately fifteen minutes the fire crews had the fire extinguished. Fire department personnel remained on scene approximately two and a half hours for salvage and overhaul. The structure was a total loss. Damage estimates are unknown at this time. No civilian or firefighter injuries reported. Two adults were displaced. Red Cross was notified. Fire and Rescue units from Greenwood, Clear Brook, Gainesboro, Millwood Station, Frederick County Battalion 10 Duty Officer and the See BRIEFS, 26

Units from Winchester City First Night audition for Apple Blossom’s Got Talent The first round of auditions for the 2015 Apple Blossom’s Got Talent will be held at 7 p.m. January 14 at the Bright Box Theatre, 15 N. Loudoun Street on the Old Town Walking Mall. Two other nights of auditions will be held on February 11, and March 11 with semi-finals on April 8, 2015. The finals night will be on April 29, 2015. LFCC professors assist in Wildflower app Rob and Ann Simpson, Science Professors at Lord Fairfax Community College (LFCC), have added another accomplishment to their growing list, a Falcon Guides app entitled, “Wildflowers of Shenandoah National Park.” The two have written numerous books about nature and wildlife, and are avid proponents of preserving and protecting the environment. Both are photographers, and have created many books about our National Parks. One of those books spawned the idea for Falcon Guides to produce an app for individuals interested in the beautiful wildflowers of our area. Both are Warren County residents and have collectively taught classes at LFCC for over 60 years. Rob currently teaches Biology and Nature Photography and Ann, Anatomy and Physiology. Ann was a student at LFCC in the mid-seventies and received two degrees in science and education. The couple has traveled extensively to areas such as: Galapagos, Costa Rica, Trinidad, Tanzania, Mada-

gascar, and other exotic places to capture some amazing pictures and enjoy the landscape. They are now planning a group trip to Patagonia, South America, where students and others who have an interest in glaciers, leopard seals, pumas, and penguins are invited to attend. In the past eight years, the Simpson’s have written and taken all pictures for twelve books that highlight some of the National Parks across the United States. Three of those books (Nature Guides to Rocky Mountain, Blue Ridge Parkway and Shenandoah National Parks) have won awards from the Virginia Outdoor Writers Association. They said, “We have seen breathtaking sunrises, waterfalls, geysers, quiet meadows, and mountain streams; along with battling bull elk joisting over their right to supremacy and whitetail deer giving birth. They could be doppelgangers, but they’re not. They’re actually the same person. I’m sure of it. Check it out. They have the same name. Just one letter different. Zach lives in NC. Zac Brown in TN. That’s close enough. They’re both married. My nephew has a baby. Zac Brown has five kids. That just means I haven’t met the other four. Zach said he can prove he’s not Zac. How? His wife has seen them both at the same time. On two different occasions. Like I believe that. That’s what I’d expect her to say. She’s his wife. I’ve never seen both of them at the same time and that’s all the proof I need. My wife has a secret too. She knows who I really am. Let’s just say she’s never seen me and Brad Pitt at the same time.

Improvements complete on Route 603 in Warren County

The Virginia Department of Transportation has finished the reconstruction of a portion of Route 603 (Oregon Hollow Road) in Warren County. The newly completed project improves safety and allows the roadway to handle the high volume of traffic it currently carries. Route 603 serves several subdivisions, a campground and through traffic between Route 643 and Route 647. It was previously an unpaved road about 15 feet wide with severe erosion problems and the inability to accommodate two-way traffic. This reconstruction and paving project widened Route 603 to two 10-foot lanes with three- to fivefoot shoulders. The project runs from Route 647 to 0.34 mile north

of the intersection. The Commonwealth Transportation Board awarded a $938,045 contract to Kickin’ Asphalt of Strasburg, Va. Construction began in May 2014 and was completed on December 12, 2014. Pick up your pet waste Pet waste is more than smelly and unsightly; it is a health risk to pets, people, and water bodies. Waste left on the street or on lawns does not go away or fertilize the ground. Instead, it is flushed into the nearest waterway when it rains. Pet waste contains harmful bacteria such as E. coli and fecal coliform,

making the waters unfit for irrigation, recreation, or other uses. In addition, the nutrients contained in poop are harmful because they disrupt the water’s natural ecology when in excess. When pet waste is not properly disposed of, it can wash into nearby streams or be carried by runoff into storm drains. These storm drains do not connect to treatment facilities. Instead, they drain directly into our streams and ponds which are part of the Chesapeake Bay watershed. DID YOU KNOW? A single gram of pet waste contains an average of 23 million fecal colliform bacteria, some of which can cause disease in humans. It is estimated that 2 to 3 days of poop from a population of 100 dogs would contribute enough

YEE HAW – joy ride seemed like a good idea at the time

A Woodstock man is facing multiple charges following a high-speed chase that began in Front Royal and ended in Frederick County past Dinosaur Land the afternoon of Friday, December 12. Thirty-eightyear-old John Jacob Shrum of the 1200 block of Ox Road in Woodstock faces charges of felony eluding, operating a vehicle while his license was revoked and operating a motor vehicle while impaired. According to a warrant, officers did not detect alcohol as a factor when Shrum was taken into custody, but suspect drugs may have been involved. Whatever drugs Shrum may have been on must have been “good” ones. According to a warrant, Shrum first attracted the attention of Front Royal Police Officer Steve Mauck by tailgating his police cruiser around the 1300 block of North Royal Avenue in Front Royal, speeding past the officer after he pulled over to the right, northbound lane and then almost tip-

ping his SUV over with an abrupt right turn onto North Shenandoah Avenue across a lane of traffic at the light at the intersection of 14th Street and North Shenandoah Avenue. Mauck began his pursuit of Shrum’s SUV at speeds reported as up to 60 mph in 25 and 35 mph zones on Front Royal’s northside and across the North and South Fork Bridges over the Shenandoah River. Shrum eventually drove over spike strips in the vicinity of Dinosaur Land but continued to drive his vehicle until the right, rear tire disintegrated from the damage. Shrum was subdued after being tasered at the scene after officers said he resisted arrest. Officers from both the Warren and Frederick County Sheriff ’s Offices were involved in the arrest, along with FRPD MPO Mauck. Shrum was initially taken to Winchester Medical Center before being transported to the RSW Regional Jail, where he was being held without bond.

In April of 1999, Dwayne Runion of Broadway, Virginia acquired a 1947 Buffalo Fire Truck from WW Motors. The old pumper was originally owned by Winchester’s Sara Zane Volunteer Fire Company. After leaving Winchester, the truck headed west across the West Virginia line to serve at various volunteer fire companies in the Capon Valley area. After serving the Mathias West Virginia fire department, it was basically abandoned. Although still in running condition, the truck was in need of a total restoration in order to be saved for further generations. In November 2014, following a complete restoration, Mr. Runion decided to sell the truck. When

Winchester Fire and Rescue Chief Allen Baldwin heard the truck was available, he decided to purchase it personally. Since Mr. Runion wanted the truck to return to the place where it began, he chose to sell it to Chief Baldwin despite receiving a higher offer from a Pennsylvania museum. “My wife and I have been considering purchasing and restoring an old pumper so we could get back into entering parades and antique car shows,” said Chief Baldwin. “The Sara Zane truck wasn’t what I had in mind originally, but because it was a piece of Winchester history, I couldn’t resist bringing her home.”

Fl./Va. man sentenced for role in Winchester-area drug ring A Florida man, who along with eight other individuals conspired to sell large quantities of crack cocaine in the Winchester, Va. area, was sentenced Dec. 17 in the United States District Court for the Western District of Virginia in Harrisonburg. Ethan Edward Jackson, 26, of Winchester, Va. and Clewiston, Fl., pled guilty in January 2014 to one count of conspiring to distribute and possess with the intent to distribute more than 280 grams of crack cocaine. This morning in District Court, Jackson was sentenced to 120 months’ imprisonment and five years of supervised release. “These defendants operated a sophisticated illegal business importing dangerous drugs into our community,” United States Attorney Timothy J. Heaphy said today. “We must do all we can to punish those who profit from the addiction of others. We must also pursue education

and treatment programs to reduce the demand for illegal drugs. A comprehensive approach is necessary in our continuing struggle to stem the flow of illegal drugs into our communities.” In all, nine individuals have been convicted of trafficking large

amounts of crack cocaine from Florida to the Winchester area for distribution. The crack cocaine brought into Winchester was sold in usually $50-$250 quantities and was sold to both end-users and other distributors. Members of the conspiracy made multiple runs to Florida per

That’s an interesting question I don’t think anybody has ever asked me. Of course the Christmas tree means different things to different people. To some, it symbolizes the gathering of family and friends for this special time of year. To others, it brings back fond memories of those no longer with them anymore or off in other countries fighting wars. The tree always creates an inviting area in the house for this gathering place and a chance for families to celebrate together

during this season. I watch people putting sparkly ornaments on their trees and putting colorful boxes under the trees each Christmas. Some people even take their colorful boxes to other people’s houses that may not have enough boxes, or may not even have a tree to put boxes under. I wish more people did that each year. Of course, I get to smell the wonderful scent of Christmas trees all year as I scurry around the yard. Maybe this is the one chance during the year that people get to experience the sweet smells of pines, firs, and spruces because they’re too busy during the other times of the year. Doesn’t it make you want to be outdoors more often to experience it even more? My favorite Christmas tree is the one that people planted many years ago in

their yard after they celebrated Christmas. You see, they put up a live tree instead of one of the already cut trees. Now this tree is my shelter during the cold winter months and a source of food when all the other food is buried under the snow. I get to perch on the limbs this year and watch the people decorate another live Christmas tree again. So, what does the Christmas tree mean to me? I think it means taking care of others you love or are less fortunate than you and especially being reminded of the wonderful things that Nature has provided to people to experience and to protect as they live their lives all year ‘round. I wish everybody a Merry Christmas and a New Year full of Nature’s gifts!

One co-conspirator, Jeremiah Dion McMillan, was also transporting pressed heroin – heroin that had been compressed into pill form to resemble prescription pills – and prescription pills to the area and selling them here. Another coconspirator, Johnny Lewis Hunter, transported and distributed powder cocaine in addition to crack cocaine from Florida. Previously sentenced for their roles in the conspiracy are Kareem Lomax Robinson, 204 months; Bobby Clyde Stewart Jr., 180 months; Jeremiah Dion McMillian, 132 months; Johnny Lewis Hunter, 120 months; Lacy Leann Shuck, 120 months; Andrew James Thomas, 120 months; Wendal Anthony Ferguson, 96 months; Susan Ann Ruppenthal, 24 months. The investigation of the case was conducted by the Northwest Virginia Regional Drug Task Force, which includes the Virginia State Police, and the Drug Enforcement Administration. The Task Force includes law enforcement from the counties of Frederick, Clarke, Shenandoah, Warren and Page as well as the cities and towns of Winchester, Front Royal and Strasburg. Assistant United States Attorney Elizabeth Wright prosecuted the case for the United States.

Orchardgrass production meeting to be held Jan. 8 Virginia Cooperative Extension is hosting an Orchardgrass Production Meeting on Thursday, January 8, from 6:30 p.m. - 9:00 p.m. at Creekside Plain and Fancy in Edinburg, VA. Farmers wishing to attend should register in advance by calling the Shenandoah County Office of Virginia Cooperative Extension (540459-6140) by January 5. There is a $5 per person registration fee payable at the door. Farmers across the mid-Atlantic (DE, MD, PA, VA, and WV) are experiencing reduced vigor (fewer cutting and lower yields per year) and early death of orchardgrass stands compared to only ten years ago. A 15 member task force (called the Mid-Atlantic Orchardgrass Task Force) was organized that represents agribusinesses, farmers, university specialists, and extension educators from Virginia, Maryland, West Virginia, and Pennsylvania. In response, the Virginia Tech College of Agriculture initiated a research program to address the problem. Mr. Gordon Jones was hired as a doctorial student at Virginia Tech within the Department of Crop and Soil Environmental Sciences. For the past one and one half years, Mr. Jones has been focusing on this issue. This has included an extensive multi-year assessment of over 53 orchardgrass fields throughout the mid-Atlantic, and research plots focused on cutting height, fertility, and disease pressure. Frederick County Crime of the Week - December 22, 2014 The Frederick County Sheriff’s Office is investigating a purse snatching that occurred on November 12, 2014 at the Walmart at 501 Walmart Drive. The victim had her purse in the child seat section of her cart and stooped over to look at something in a grocery aisle. She looked up and saw a black male behind her who said something to her about not to mind him he was just behind her. At that time she heard the cart rattle, looked around and noticed her purse was missing. She saw the same black male run out of the business with her purse in a blue Walmart shopping basket. There were several items of value in the purse including a Sony Camera, a Fantasy Life Game and her wallet. The Mid-Atlantic Orchardgrass Task Force estimates there are approximately 1.1 million acres of “improved” stands in the mid-Atlantic region and this problem is costing farmers over $40 million per year. Meetings of industry, Extension, and government agencies (USDA-NRCS and USDA-ARS) personnel have been held to discuss the current situation. Discussions at these meetings have identified three potential causes of these orchardgrass problems: • Cutting or grazing too short and/or too frequently, • Pests (primarily orchardgrass billbugs, grubs, and a disease called leaf streak), • Improper fertilization. These factors are either working individually or in concert to cause significant financial losses to farm-

ers. However, there are many farmers across the mid-Atlantic who are following all recommended practices who are still experiencing these problems. Thus, a key recommendation from the Task Force was that research was needed to find a solution. Students at Warren County schools return much more money to their community than the community spends to educate them, two highly placed schools’ officials reported Nov. 7. For every dollar spent on education, an estimated $11.60 is returned to the community, said Greg Drescher and Melody Sheppard, assistant superintendents for instruction and administration respectively for the local school district, told a Front Royal Rotary Club audience. They reported a comfortable 93% graduation rate from Skyline and Warren County high schools, with half of those going on to college. Advance placements have increased dramatically from 147 in 2007 to 426 this year. In the midst of a 20-year plan

for the school district, Drescher and Sheppard looked back on the establishment of a second high school (Skyline), a new building for WCHS, and a middle school in the old high school building. They looked forward to a second middle school to accommodate up to 800 students, construction beginning next spring, and a new elementary school in the next five to 10 years. Upgrades at three elementary schools, Ressie Jeffries, A.S. Rhodes and Leslie Fox, are in the works. Energy savings will pay for a large part of the refurbishments, they said. A guest of Rotary at this meeting was Blandine Colas, an exchange student at WCHS from France. She was accompanied by WCHS counselor Amy Hartley and Arie Roth, outstanding WCHS athlete and senior. Both are members of the Rotary Interact Club.

LFCC Student displays art at Museum of the Shenandoah Valley

Hana Malone is an 18 year old from Winchester, VA who started taking dual enrolled classes from LFCC while she was a student at James Wood High School. She just concluded her first full semester in Middletown, working toward an Associate Degree in General Studies. She is not sure what major she would like to pursue, but her talent for the arts resonates. Her work is currently on display at the Museum of the Shenandoah Valley. As the youngest person ever featured at the Museum’s Art in the Halls, her “hubcap artistry” is a vision for all to enjoy. Art in the Halls, is a program where local artisans present their creations. Malone’s work complements the international exhibition, Second Time Around: The Hubcap as Art. A special reception was held in November to celebrate and showcase Malone’s technique and skill. The art will be on view through January 11, 2015. Marion Mercer, an Art Professor

at LFCC, admires Malone’s talent. “I took my drawing class (one in which Malone was enrolled) to the Museum, and just by coincidence, noticed her work on display.” While growing up with a talented mother and grandmother, Malone was surrounded by pottery, ceramics, sculpting, and watercolor. She and a close friend painted the mural for their high school prom. Last year, while serving as Vice President of the Key Club at James Wood, Malone along with other group members, won first place in an international competition for an imaginative and innovative scrapbook project. Between taking classes full-time, working part-time, and creating art, Malone stays busy. She is looking forward to winter break from college, where she will utilize her talents in teaching young children arts and crafts. Malone says, “ I really enjoy the teaching aspects of what I call a hobby.”
