Letters McFadden off base Editor,  I am writing in response to Thomas L. McFadden, Sr.’s Letter to the Editor in the Mid-September 2014 issue.

I am disappointed that WRC published McFadden’s letter because to me it amounted to a personal attack on Rev. Esmeralda Barnes based on a string of misinformation that could easily have been fact-checked online.

Mr. McFadden ridicules Rev. Barnes’

spiritual calling as an Interfaith Minister by distorting and misrepresenting her openly shared spiritual journey as it appears on her website.

Mr. McFadden found Rev. Barnes’ words before the FR Town Council to be “threatening.� A correct, thoughtful reading of her speech, from my perspective, is that she was not threatening anyone. Rather, she was merely pointing out that violence occurs in this world because of lack of interfaith tolerance (violence so obvious in current events it scarcely

He slunk back to the bushes and disappeared. Minutes later, I delivered my yard helper back to the jail, both of us babbling to the guard we’d had a confrontation with a skunk. She smiled until she inhaled. My commiserations went out to the inmates as my trustee worker rejoined his cell block.Â

I still do, 24 hours after fighting off a possibly ill and rabid skunk on a humid, indolent summer afternoon, Wednesday, Aug. 20, while finishing a day’s work on our Rockland Road yard.

It was about 5 p.m. when our yard guy, on work release from the nearby regional jail, yelled there was a skunk slinking along Rockland Road. I looked up in time to see the black-and-white (what other color are they!) varmint make a left turn, no signal, into our driveway.  Hearing the commotion, wife Carol appeared as the dogs, fortunately indoors, went bonkers. The skunk odor was already permeating the area. She ran inside and called the sheriff ’s office (animal control) who said to call the “game commission,� giving what turned out to be a non-

working number. She called back animal control who said to call the “State of Virginia� giving a number which had closed 10 minutes earlier (at 5 p.m.).

She returned to the battle scene with the news we were on our own.

She described the scene: “We were confronted by a skunk that was determined to get into the garage.

Malcolm fought it off with two brooms but it kept coming toward him as he backed up. He fought it off with the brooms.�

Meanwhile, my yard man had run behind our van (for all I know, he perched on the rear bumper) yelling “OMG� as the penetrating odor enveloped the entire area. I turned Mr. Skunk away from the garage with the brooms; he ran behind bushes in front of our house and disappeared. Suddenly, he uturned and ran back to the garage.

I gamely fought back, looking into beady but clouded eyes, seeing his

Noticing Houlihan’s waitress Tonya’s nose twitch, we told her about our skunk confrontation. Like many waitresses the world over, Tonya, who lives on a farm, had all the information we needed. The number to call in Warren County to remove injured wild animals including a skunk seeking a bed in a garage is the Blue Ridge Wildlife Center at (540) 837-9000. The following morning, I did that and learned that the Center picks up wild animals in distress (traps them when necessary) as they did with the waitress’s skunk. I also learned that to get the skunk stink from my person, I would need to shower armed with a quart of hydrogen peroxide; a 1/4 cup of baking soda; and two teaspoons of dish soap (warning: do not keep the mixture in a capped bottle. It will explode).

Our rights were imperiled, and, given the licensing requirements of 98-42, remain so. Even the repeal of 110-17 came at a cost to our supporters and to us, with death threats and other forms of harassment and intimidation still coming.

This behavior cannot and will not be met with retreat and cowering.

Challenging injustice is part of the divine mission the Creator called me to do, yes, on a river in Brazil on a boat steered by locals (not some cruise captain as was erroneously suggested in Mr. McFadden’s ‘Why So Angry’ letter; which also misidentified that call to journalism, my then occupation of a decade). Rather, that call was toward my interfaith ministry. In fact, two-years of study resulting in ordination and pending advanced seminary work (two more years) will further this commitment to bring light and clarity to misunderstood spiritual paths, as well as relieve the suffering of the weakest among us of any or no faith. This simply reflects the misogynistic undertones of people still uncomfortable with a woman, let alone a professed and out-spoken witch, boldly and bombastically calling out injustices well overdue.

I make no excuses for the choices I make in the present by blaming anything I do on my abuse history. Only an idiot would even attempt to make that leap on my behalf. I knew exactly what I was doing when I wrote the mayor, both times, and the subsequent opinion piece. Forty-four-year old Rev. Barnes wrote those letters, not some adolescent shadow part of me still reeling from long-ago abuses.

Cowards make such flip references to such heinous abuses from the safety of a keyboard. I doubt that writer would have the gall to say it to my face. But that would not be the only

act of cowardice in this town. Beyond death threats, a letter purporting to speak for the Catholics of Front Royal calls for a boycott of this very paper, and more. Why are you, some of you long in the tooth, so afraid to sign your names? That might be a clue that you are not exactly on the side of angels.

If I am angry, it is righteous anger, “Jesus turning over merchant tables at the temple� type of anger. For that, you can thank your mayor, Councilman Thomas Sayre and every arcane and bigoted speaker on the nights of Aug. 11 and 25.

Why so angry?

My spiritual family was accused of a heinous crime I know too well, with baseless leaps of supreme idiocy linking pagan spirituality to predation.

It was with great excitement I observed new construction beginning on the north and south fork bridges. Back in the day, one could always tell when spring would arrive – ah, yes, the swallows would come back to Capistrano – a young man’s fancy would turn to love and – the red cones would come out on the bridges and the jack hammering would begin and continue all summer preparing to patch the potholes that were always appearing on the

bridges. Traffic would “snake� around the cones as lanes opened and closed but the inconvenience was tolerated.

I always wondered how structurally sound the bridge was. There could not have been any stretch of bridge deck that did not have a cold joint or two in it. And, traveling across the bridge was like traveling on a dirt road with the continual bump bumpbump bump where the patches were not at the same level as the adjoining concrete. I guess I was not the only one who noticed because someone came up with the idea of PAVING the bridge. I assume this was to “seal� the concrete to stop any more deterioration of the concrete deck. Sounds good, but how much WEIGHT did we add to the already out-dated structure? On top of that, let’s have 4 lanes of traffic on a bridge that was around 65 years old!!! One could only hope some engineer figured it would be safe to do it.

Now, let’s move forward to the present. The asphalt paving gets pot holes. How do we patch these holes?

With CONCRETE!! And the bump bump-bump bump continues. Lately, I’ve noticed the concrete patches have pot holes in them and what were they patched with? ASPHALT!!

On my most recent visit, I noticed the pot hole patch, pot holes are not even being filled with asphalt. I guess the road crews have admitted defeat and have resigned themselves to the idea that a smooth passage across the bridge is just not possible. Either drive at 10 mph to save your front end alignment and tick off everyone following you or scrub your tires on the curb in order to avoid the pot hole patch pot holes and avoid swerving into the busy left lane resulting in a possible fender bender.

I will admit, the road crews have tried to keep up, which brings me closer to the point of this letter. What kind of magical trucks do they drive when patching the pot hole patch, pot holes? Obviously, their trucks glide magically onto the bridge avoiding the teeth jarring BANG at the entrance onto the bridge. Surely some road crew boss would have noticed that and addressed it by now or am I the only one who notices such things?

So, here’s the thought behind this letter. We can (supposedly) put a man on the moon but we cannot seem to engineer and build a bridge without a teeth jarring BANG getting onto the bridge OR having to ski jump off the

After 25 years, the site that once housed the American Viscose Corporation and Avtex Fibers; that was added to the National Priorities List for Superfund Sites in 1986; and that was abruptly shut down by Virginia’s Attorney General Mary Sue Terry and the state Water Control Board in 1989 for ongoing pollutant violations will be returned to its community in Front Royal, Virginia. The Economic Development Authority now prepares its marketing and redevelopment initiative.

The community is organizing a celebration to mark the milestone event.

On Saturday, September 20, 2014, there will be a festival on the site (400 Kendrick Lane, Front Royal, Virginia) from 10 a.m. to 4 p.m. with exhibits, site tours, vendors, music and children’s activities. The public is welcome and surviving retirees and former employees are encouraged to participate as special guests. “It’s been a long, daunting and often discouraging process,� said Patty Wines, Chairwoman of the Economic Development Authority. “Every month at our Board meetings, John Torrence [FMC site manager] would report to us on each tiny piece of progress. There were days we thought we weren’t going to get here. But, come take a look.

We’re here! Truly, this is a time for celebration.� “We are charting a new era for the Avtex site,� said Front Royal Mayor Tim Darr, “and the future looks bright.�

In the fall of 2012, the physical clean-up and remediation was completed, and the process of reporting and cataloging all of the work began.

U.S. Environmental Protection Agency has completed its audit of the findings and, on September 20, 2014 will officially return the site to the Front Royal-Warren County Economic Development Authority – they PROMISE!!!

In 2001, the Economic Development Authority (EDA) rehabilitated the existing administration building through the Virginia Historic Preservation Trust. This building now houses the offices of the EDA and other tenants, including the Northern Shenandoah Valley Regional Planning Commission.

How we got here

During the remediation process: 65 acres of manufacturing buildings were removed; 200 tractor trailer loads of asbestos were removed; 4 fly ash basins were closed; 5 sulfate basins were closed; 11 viscose basins were closed; 18,000 gallons of fuel oil were recycled; 25,000 tons of steel were recycled; thousands of tons of steel, bronze and copper were recycled; 15,000 tons of coal were recovered; 1-million cubic yards of fly ash were used for basin fill and grading; and hundreds of thousands of tons of concrete and brick rubble were used for onsite drainage and fill.

The remaining riverside land earmarked as park land is expected to be released within next two years.

In addition, 33 acres were developed into community soccer fields and a world-class skateboard park, and the EDA and FMC donated $75,000 worth of glass lab ware from the Avtex laboratory to the public schools. The next project associated with the site is to fund and outfit the existing on-site museum, the Shenandoah Center for Heritage and the Environment, chronicling the history of the rich story of the manufacturing operations, the people who worked at the plant and the state-of-the-art clean-up and remediation process.

History Beginning in 1940, American Viscose, and later Avtex Fibers, manufactured rayon, polypropylene and polyester for use in garments, parachute cording, aircraft tires and eventually missile nose cones. At its peak, the plant employed 3,000 people from the Northern Shenandoah Valley and became one of the region’s premiere employers.

The site encompassed 500 acres of land situated in the middle of the Town of Front Royal, along the Shenandoah River, at the base of the Shenandoah National Park.

The wastes from the process included viscose, sulfate sludge and fly ash.

In 1986 the site was listed on the federal National Priorities List of Superfund Sites. And, in 1989 the site was shut down due to environmental infractions. The impact was devastating to the remaining 500 local employees, the local economy and the community as a whole.

Between 1989 and 1998, the U.S. Environmental Protection Agency performed emergency actions, site-wide remedial investigation, and removed high-impact buildings from the site.

The groundwork for site remediation, ownership and conservation easements was laid out by the courts and the U.S. Environmental Protection Agency. In 1998, FMC Corporation, the lone surviving former owner, took over remediation of the site and in 2000 the Front Royal-Warren County Economic Development Authority took title of the property.

The Superfund clean-up process began and included: demolition and decontamination of buildings; sewer plugging and removal; sulfate/fly ash basin closures; old landfill improvements; viscose basin remediation; soil and groundwater remediation; wastewater treatment plant operations.

At the persistence of two local citizens, Bill Barnett and Fred Foster, and with the help of Senators John Warner and Chuck Robb and Congressman Frank Wolf, and the Environmental Protection Agency, federal money was allocated to continue the clean-up and remediation activities. A Master Plan was designed and stakeholders’ meetings were conducted between 1999 and 2001. The Community was invited

in to participate in the visioning process for the future of the site.

A redevelopment plan was designed and approved by the Town of Front Royal and Warren County leadership and included commercial/industrial development on 170 acres east of the railroad tracks; active recreation (soccer fields) on 33 acres of pristine property at the southwestern corner of the site; and passive recreation and wildlife conservancy on the 240 acres west of the railroad tracks.

On the food front, our 11 a.m. tour allowed us to sample the day’s lunch menu after the inmates had eaten and returned to their pods. “A lockdown will commence in one minute,� an announcement came over the PA as we were making our way from laundry and medical wings toward the kitchen and staff dining area.

Periodic lockdowns at various times are a part of the daily routine to allow staff some down time to eat and prepare for the rest of their shifts while still making do with the ongoing, if shrinking, officer shortage.

As for the meal, any thought that we were being “spoon-fed� a tourist’s was dispelled by our hosts, who ate a lunch of a processed turkey and cheese sandwich, beans, carrots, celery and pudding, with water that had just been served to the inmates, with us.

And while it was certainly a nofrills meal, it wasn’t bad as evidenced

by McDermott’s empty tray and the fact it had no negative impact – even the beans – on this reporter’s already delicate digestive system that day. And while I’ll admit the pudding didn’t look

But this is not unusual,� the interim superintendent added of repeated complaints, especially from inmates at a new facility. “They are testing – what can we get at this facility? In some cases they’re just pushing to see where the boundaries are.�

As we made our way back toward the lobby area, Gilkison observed, “Do you hear that?� “Hear what,� we replied. “Exactly – you wouldn’t know there are 300 inmates in here. And that’s what you want, a quiet, clean, safe facility.�

RSW Authority ponders solution to ‘too clean’ cistern water Up front treatment costs chosen over reliance on increased town water use

By Roger Bianchini Warren County Report On August 28 the RSW Regional Jail Authority faced an unanticipated problem – the rainwater collected in a rooftop cistern to be circulated for use in both laundry and cooling system operations is TOO clean – “In essence, the rain water is almost pure (no hardness, low pH) which causes it to be very aggressive with long-term detrimental impacts on the components of the cooling system and is already resulting in some minor corrosion developing on the surfaces of the cooling tower,� a meeting agenda summary provided by project manager Moseley Architects explained.

Two options were presented to deal with the problem: 1. one, mix the cistern water with less pure town water to add pH and make the water less corrosive on the cooling system; 2. two, install a treatment system that would establish the necessary chemical balance into the water prior to its introduction into the cooling system. “Option 1 is readily implemented with no first cost associated with it, however, it would increase the amount of town water used above the calculated amount necessary when rainwater is not available, resulting

in higher annual operating costs for the purchase of town water. Option 2 does not increase the amount of town water being used but does increase the annual operating cost for water due to the maintenance required for the additional treatment system,� Moseley summarized of the authority’s choices.

Implementation cost to install three tanks needed in Option 2 was cited at $20,000; with annual maintenance cost of $2,000 projected over a

12-year span, plus a one-time $1,000 cost for replacement of a carbon treatment unit. However, Authority Chairman Doug Stanley noted the $20,000 installation cost was eligible for the state Department of Corrections 50-50 match, reducing cost to the authority by $10,000.

But while Option 1 requires $35,000 more in up-front expenses than just mixing town water with cistern water, Moseley staff estimated $81,513 in additional expense for

Nolan Jr. told the Front Royal Town Council that practices identified as “magic arts” in an ancient town code prohibition on fortune telling were the real threat to fostering a wholesome family environment in this community. Two weeks later on September 8, a $5.35-million civil lawsuit involving admitted instances of sexual abuse during exorcisms conducted by HLI’s then-President Fr. Thomas Euteneuer between 2008 and 2010 was reargued in Warren County Circuit Court.

The civil lawsuit brought by the plaintiff identified as Jane Doe against Human Life International and its funding endowment revolves around what culpability, if any, HLI had for Euteneuer’s behavior during his term as the pro-life organization’s president between 2000 and 2010.

Jane Doe’s sexual abuse at the hands of Euteneuer in 2008-10 came largely as part of exorcism rituals the priest conducted on the woman as part of an effort to cleanse her of evil spirits.

Sources close to the family of the victim and/or the situation when it went public in 2012 expressed a belief that rather than evil spirits, the woman suffered from a personality disorder related to schizophrenia, more com-

The lawsuit naming HLI, the HLI Endowment and the Arlington Archdiocese as culpable for sexual abuse of Jane Doe was originally filed in Arlington. But as pointed out by HLI attorney George Breen, the case has since twice been withdrawn there. Euteneuer is not a party to the lawsuit, having reached an out-of-court settlement with Doe, as Breen also noted on Sept. 8.

The Palm Beach Diocese has also refused comment on the settlement with Jane Doe or any role it might have in it. The Arlington Archdiocese involvement has been

Breen told the court that even after HLI’s board was made aware of Doe’s allegations against Euteneuer in July 2010 it was not reasonable that the organization be expected to track its president’s activities “24 hours a day, seven days a week”. The HLI attorney also noted that even after raising the issue of Euteneuer’s sexual behavior toward her, Doe “goes and visits him again and again” for further spiritual help.

However, as we and others noted when the lawsuit allegations were first made public in July 2012, it appeared Euteneuer had groomed the perfect victim: bringing her to HLI as an employee who became, not only spiritually and psychologically, but also financially dependent on the priest through her HLI employment contract.

Public safety en months into her abuse-laden treatment, Euteneuer paid for Jane Doe’s move from Sterling to Front Royal in September 2008. At the same time, acting as president of HLI, Euteneuer hired Doe for contracting services at HLI. On March 25, 2010, Jane Doe was hired as a full-time employee of HLI under circumstances the complaint states “were contrary to HLI corporate policy but were ratified and approved by HLI and HLIE (Human Life International Endowment).”

Negligent complicity?

“They knew he was doing these exorcisms on their premises – repeatedly,” Doe attorney Ryan Probasco told Judge Dennis L. Hupp, adding, “They continued to allow the plaintiff to see him – ‘Yes, you can do these exorcism services on our property, go ahead.’

He hired her; he’s president of the organization.”

Probasco also noted HLI published a book by Euteneuer on exorcisms while he was the organization’s president. The book, “Exorcism and the Church Militant”, was published by HLI in June 2010, just weeks before the HLI board became aware of Doe’s allegations according to court arguments. When this reporter tried to obtain a copy of the book from the Faithful and True store in Front Royal in the summer of 2012, we were told it had sold out and further copies were not available.

“It was decided not to reprint the book as HLI no longer had Fr. Euteneuer on hand to promote and explain his book. HLI’s mission has

always been to work for a culture of life around the world and confront all who threaten the dignity of the human person,” HLI public information official Adam Cassandra told us on June 5, 2012.

As we reported then, “The lawsuit states Human Life International officials were fully aware of their president’s so-called ‘spiritual ministries’ and exorcism rituals conducted within their Front Royal, Virginia, headquarters; and even allowed Jane Doe to be employed there by her abuser in the midst of two-and-a-half years of sexually-tinged spiritual therapy.”

In his first public admission of sexual indiscretions against the woman believed to be Doe in 2011, Euteneuer stated that spiritual assistance offered to people while at HLI was “all motivated exclusively by my desire to give priestly assistance to people in great spiritual distress.”

And following the Feb. 1, 2011 public statements issued by both Euteneuer and Palm Beach Diocese Bishop Gerald Barbarito (see below under “Official Reactions”) Interim HLI President Monsignor Ignacio Barreiro-Carámbula issued a statement referencing the work of two HLI employees in “assisting the young woman gravely harmed in this case.”

For HLI, Breen argued that the guard’s behavior was directly related to his position at the prison, while Euteneuer’s spiritual ministries were conducted outside HLI’s mission of pro-life advocacy. For Doe, Probasco pointed to HLI’s publication of Euteneuer’s exorcism book, as well as Euteneuer’s use of HLI facilities for his spiritual counseling and exorcism activities.

The spider and the fly Doe is reported to have first sought Euteneuer’s spiritual help in late February 2008 and signed a contract offered by the priest for “spiritual ministries” that included travel to HLI headquarters for that ministry. Eute-

neuer, once known as “the rock star of the pro-life movement”, was made president of HLI in 2000, Doe’s attorneys noted.

His treatment and abuse of Doe is alleged to have begun within a month and by April 2008 the priest told Jane Doe he had received church authorization to conduct exorcisms on her.

The complaint states that with one break in July 2010, that abuse continued at various locations through August-September 2010.

The complaint continues, “Between Sept. 11, 2008 and June 2010, Euteneuer had numerous deliverance sessions with the Plaintiff during which he sexually abused her during work hours and in various rooms at HLI and HLIE headquarters.”

Of one specific incident of abuse, Probasco noted that it occurred at a conference in Lansing, Michigan,

where Euteneuer was representing HLI in an official capacity after Doe going to church and HLI officials with her story.

However, Breen countered in rebuttal that that incident occurred in Euteneuer’s hotel room during a break in the conference – revisiting the “we can’t be expected to follow an employee 24x7” argument.

Probasco also asserted that Euteneuer had resigned his HLI post – “That’s different than being fired; they never said why he left,” Probasco told the court in arguing that HLI was liable, not only for Negligent Entrustment and Negligent Retention related to Euteneuer’s “spiritual ministry” toward Doe, but also Assault, Battery and Intentional Infliction of Emotional Distress related directly to Euteneuer’s sexual behavior toward Doe.

County Fire & Rescue responded to what was officially reported as a â&#x20AC;&#x153;medical seizureâ&#x20AC;? at HLIâ&#x20AC;&#x2122;s Shenandoah Shores Road headquarters. â&#x20AC;&#x153;I heard from someone who attended that Mass at Front Royal the other day that people were traumatized by what happened â&#x20AC;&#x201C; a suddenly screaming, howling, cursing person â&#x20AC;&#x201C; and are demanding to know whatâ&#x20AC;&#x2122;s going on,â&#x20AC;? a Catholic blogger known as Adele told us at the time.

Council authorizes movement on meals-tax PILOT fees Revisiting ‘the spirit’ of the original 522 Corridor Agreement

By Roger Bianchini Warren County Report The Front Royal Town Council made its first official move toward reinstituting meals and lodging taxbased PILOT (payment in lieu of taxes) fees in the Route 522/340 North Corridor as of Jan 1, 2015. That move was authorization of a letter explaining the town plan to the town-county Economic Development Authority Executive Director Jennifer McDonald. The vote authorizing the letter was 5-1, with only Tom Sayre opposing beginning the process to try and restore the fees that were estimated to account for about 80 percent ($520,000 to $600,000) of the town’s PILOT fee revenues from the corridor in 2009. Sayre has chosen not to run for re-election this year to the council seat he has held for eight years as he maneuvers for a 2015 run for the Shenandoah District seat to the county Board of Supervisors currently held by Richard Traczyk. Traczyk is expected to retire at the end of his current term, which expires next year.

The town hopes to make this a cooperative effort, including the EDA and Warren County, in convincing corridor businesses to voluntarily buy into reinstating the fees. The town lost a 2009 lawsuit brought by three corridor national chain restaurants, Applebee’s, Cracker Barrel and TGIFriday’s, challenging the mealstax based fees inclusion in their town central utility contracts.

That case revolved around the restaurants’ claim that meals taxes were not taxes on the businesses themselves as enabled by the 1998 Corridor Agreement between the town, county and corridor businesses, but rather a pass-through tax on customers. Many town officials believe the

case was lost on a semantics technicality that violated their understanding of the intent of the corridor agreement.

In making his two-part ruling in late 2009 and early 2010 – the second part was that the town did not have to reimburse corridor businesses for already-collected meals-tax based fees – Judge Dennis L. Hupp also acknowledged the double taxing sce-

nario the plaintiff restaurants pointed to as creating an undue financial burden on them. There was no county meals tax when a three-judge state panel approved the corridor agreement in 1999. The county implemented its own 4-percent meals tax in 2002.

As Vice-Mayor Shae Parker has pointed out over the past year of discussion of town options, the 1998

Corridor Agreement was approved to prevent a hostile annexation fight between the town and county; and was designed to be in place for seven years before review on its effectiveness in balancing town interests versus facilitating commercial development outside its boundaries through the extension of town central watersewer service into the county.

While early council work session discussion indicated a desire to try and include restaurants and hotels with existing town water-sewer utility contracts into a voluntary reworking of those contracts based on “the spirit” of the initial agreement, the wording of the draft letter to the EDA executive director appears to

acknowledge that is not likely to happen.

“We understand that this decision will not affect some of the businesses in the Corridor that are operating under an older version of the PILOT Agreement. Unfortunately, we have limited opportunity to resolve this disparity amongst the Corridor businesses,” the letter bearing Town Manager Steve Burkes’ signature states. Town staff said the original contracts appear to be open ended with no expiration date.

An uneven financial playing field with partial implementation that impacts only new businesses has been a point of concern in council discussion of the plan. But a majority of council

“Unfortunately, we have not been able to realize an appropriate alternative (to the lost PILOT fee revenue).

In addition, the Town’s commercial base has suffered from development of the Rt. 522 Corridor,” the letter to the EDA states.

The letter also explains that the town plans to use any new meals and lodging PILOT fee revenues to “fund incentive programs to attract and retain businesses in Town” because corridor commercial development has negatively impacted town commercial interests and tax revenue.

The county has taken a stance that the problem is essentially a town-customer problem, though over the past

two years it has agreed to pick town funding of two mutually-beneficial operations, the EDA ($26,855) and Samuel’s Public Library ($95,000).

However, that total of $122,000 per year starting last year, leaves the town staring at an ongoing $400,000 annual loss on top of about a $2.1 million revenue shortfall between 2010 and 2013.

The disparity has led to increased tension between the two municipalities and talk of annexation of portions of the 522 Corridor by the town or county moves to consolidate governmental functions with the town.

While the letter does not reference a previously discussed Sept. 22 meeting with the EDA; it does suggest a Sept. 29 meeting with impacted corridor restaurants; an Oct. 16 Public Information Meeting; and reimplementation on Jan. 1, 2015.

New FRPD uses On Sept. 8 the Front Royal Town Council unanimously agreed to sign off on proposed changes to the original Avtex redevelopment covenants that will facilitate law enforcement operations at the new Front Royal Police headquarters planned for Kendrick Lane, across the street from the old Avtex plant site.

The changes will allow overnight shifts, the housing of K-9 dogs through shift changes and outdoor training facilities on site.

The changes also acknowledge the change in the involved parties, relieving former stakeholders from any potential liability. The now-involved stakeholders are the Virginia DEQ, the federal EPA and Town of Front Royal. Among those removed from involvement in the changes are Honeywell, FMC, Lord Fairfax Conserva-

the DuPont manufacturing facility in the 1970’s. After plant start-up, he was assigned as Assistant Plant Manager through 1985, at which time he became the Plant Manager at the Moberly, MO plant. He returned to Front Royal in 1990 as Plant Manager and remained in that position until his retirement in 2004.

Non compliant utilities In the wake of the recent action involving a Virginia Avenue duplex unit that was allowed to be sold just over a decade ago without being brought into compliance on separate watersewer utility hook ups for separatelysold units, council unanimously adopted a policy to bring other similar units into compliance.

And while the seven other known, non-compliant unit owners won’t get the same free pass as the owner of 409 Virginia Avenue did due to the town’s role in allowing that unit to be sold without notice of its non-compliant condition, they will get a deal.

That deal is a reduction of costs of the connection fees from the current rates of $4,500 for a water tap and $9,500 for a sewer tap, to the rate in place when the current code was put into place in 1985. Those rates are

$1,450 for water and $1,350 for sewer taps.

The time-warp price waiver will stay in effect for three years after current owners are notified of their current non-compliance status by the town. And any owners not on the town’s current list of about seven other non-compliant properties that bring their situation to the town’s attention, will be privy to the same deal through July 1, 2017.

Big art comes to our small town for second time The Blue Ridge arts Council presents their newest art exhibit for August

By Carol Ballard Warren County Report Even though Front Royal is a small town, the newest Blue Ridge Arts Councilâ&#x20AC;&#x2122;s exhibit shows that its artists can paint big.

The August 9 reception for the newest BRAC art show at the gallery at 305 E. Main Street, titled Big Art in a Small Town Part II, showcased 27 works from 11 local artists. Their work had to fit into a size range of 24 inches up to 72 inches. The paintings can be seen until September 19.

BRAC typically puts on eight theme shows a year and always have the works for sale, so they are a great place for artists to exhibit their work throughout the year. Participating artists this time were: Elena Maya Borklund; Taylor King; Eldred Boze;

Teresa Henry; Helga Hohn-Heiberg; Terri Nicholson; Diane Artz Furlong; Josie Tilton; Kelly Walker; Sandra Charles and Allison Cusato. â&#x20AC;&#x153;For me it was exciting to see it all come together with so many styles. I wondered how it would do that in a cohesive way and it did. We did one a few years ago, itâ&#x20AC;&#x2122;s a fun theme,â&#x20AC;? said Bracâ&#x20AC;&#x2122;s Executive Director Kym Crump.

The original works included oil, acrylic, watercolor, some digital art and mixed media. The artists whose origins are local and international included those who have been painting for many years as well as recent graduates of art school.

Several of the artists were at the reception and willingly spoke in depth about the inspiration and sources of their work.

Elena Maya Borklund was approached by Chairman of Warren Countyâ&#x20AC;&#x2122;s Board of Supervisors and his wife Janice who expressed their appreciation for the painting â&#x20AC;&#x153;Submergedâ&#x20AC;?, depicting her impressions of an underwater scene. â&#x20AC;&#x153;I did it because on one vacation I was diving in Florida and had taken a waterproof box camera with me.

While my family and I were snorkeling, we took pictures of each other, but what took my breath away was the reflections and movements underwater,â&#x20AC;? she explained.

That inspired her to do a painting, using those memories and based on a famous photograph of corals by National Geographics photographer David Dubellay. â&#x20AC;&#x153;I manipulated the photo in my head and made the curve of the cam-

the I Ching, in her work. She characterized as â&#x20AC;&#x153;a zen-based methodâ&#x20AC;? that she used to give her direction in placing dark and light elements in the photographs.

She also described the clichĂŠ-verre (French for â&#x20AC;&#x153;glass pictureâ&#x20AC;?) method as a way of painting on a plate of glass with ink on it. Itâ&#x20AC;&#x2122;s a combination of

painting and/or drawing, with photography. In brief, it is a method of either etching, painting or drawing on a transparent surface.â&#x20AC;? â&#x20AC;&#x153;I started doing chemigrams and photograms in high school and still do them,â&#x20AC;? she said.

And a chemigram is defined in Wikipedia as: â&#x20AC;&#x153;chemigram (from

â&#x20AC;&#x153;chemistryâ&#x20AC;? and gramma, Greek for â&#x20AC;&#x153;things writtenâ&#x20AC;?) is an experimental art where a photographic image is made by painting on a light-sensitive paper (such as photographic paper).

Helga Hohn-Heiberg, a wellknown local artist, had several paintings in the show and she shared some of the background of one of them with other artists and observers. Her abstract painting, â&#x20AC;&#x153;Embraceâ&#x20AC;?, was the object of one of the discussions. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s the energy of two people embracing, but thereâ&#x20AC;&#x2122;s a person in the background disturbing the embrace,â&#x20AC;? she said.

When standing back a little from the painting (always a good idea anyway) in back of the light-filled embracing figures, one can see a hint of a head above and behind them and a suggestion of a foot, just below. â&#x20AC;&#x153;Try to get your own feeling from it,â&#x20AC;? she urged.

But she went on to point out that the center of the passion in the embrace is pure color and in a positive light, then goes to the destruction of emotion with other colors taking their place and tears splashing the page.

Heiberg was intensively trained in philosophy and psychology, she said, and brings these disciplines to her painting style, by starting with a feeling, a theme and a title, then working from there.

She studied in the cities of Dortmund and Berlin in Germany, Madrid in Spain and Paris in France, but lives in Warren County now with her husband. She says sheâ&#x20AC;&#x2122;s been painting for over 40 years and received an award for Fine Arts in Germany.

The reception was an event well worth taking the time to meet friendly and interested artists and other visitors, listening and taking part in deep artistic discussions, and enjoying the good food.

Executive Director Kym Crump invites all to participate in the arts events at the Blue Ridge Arts Gallery, and has provided a calendar of upcoming events to all who are interested.

Naughty Girls Donuts â&#x20AC;&#x201C; apparently an image not for all But really folks, more boycott threats and verbal harassment?!!?

Flirty 1950s ambiance, hardly a â&#x20AC;&#x2DC;bikini baristaâ&#x20AC;&#x2122; as some online critics labeled Naughty Girls.

By Roger Bianchini Warren County Report We, along with media outlets nationally, received a Sept. 10 press release from the Naughty Girls Donut Shop.

However, unlike the new Riverton Commons businessâ&#x20AC;&#x2122;s previous press releases leading up to and through their June opening, this one wasnâ&#x20AC;&#x2122;t strictly about making, marketing and selling donuts with a little 1950s pinup ambience and flair.

Rather, this one addressed something we at this newspaper could relate to â&#x20AC;&#x201C; threats of boycott. In fact, when we

went to talk to shop owner Natalie Ramos, who with daughter Tiana, are the driving forces of the business, she told us receipt of her fifth letter threatening to boycott her business if she continued to advertise in our paper â&#x20AC;&#x153;was the straw that broke the camelâ&#x20AC;&#x2122;s backâ&#x20AC;? as far as fighting back publicly. â&#x20AC;&#x153;It started when we first opened, that first week, when someone drove by â&#x20AC;&#x201C; and you know, you are excited about opening and looking for those first customers â&#x20AC;&#x201C; and someone drove by slowly and threw trash at our door yelling, â&#x20AC;&#x2DC;Naughty girls burn in hellâ&#x20AC;&#x2122; and then there were tweets â&#x20AC;&#x2DC;4 slutsâ&#x20AC;&#x2122; as well

In the wake of the trash throwing, hell and damnation incident, Natalie says the boycott was verified to her by several members of a local church community, which she declined to identify, including one woman whose daughter works at Naughty Girls. â&#x20AC;&#x153;One woman said I was told to boycott you because the image is sinful, too risquĂŠ. Another said she was told in her church that there was a devilâ&#x20AC;&#x2122;s tail in the logo. â&#x20AC;&#x201C; I told her â&#x20AC;&#x2DC;I donâ&#x20AC;&#x2122;t know what the devil looks likeâ&#x20AC;&#x2122;â&#x20AC;?

Natalie admits the Naughty Girls image has an â&#x20AC;&#x153;edgeâ&#x20AC;? but suggests people look beyond what is supposed to be a playful marketing angle rooted in 1950s pinups, rockabilly music and youthful playfulness before casting personal or professional slanders her daughter and their businessâ&#x20AC;&#x2122;s way (I feel your pain, Natalie, really). â&#x20AC;&#x153;The Naughty Girls name is a reflection of the fun and flirty attitudes of the pin-up girls, and the deliciously decadent desserts that we allow ourselves when we want to indulge â&#x20AC;&#x201C; when weâ&#x20AC;&#x2122;re feeling naughty,â&#x20AC;? the Sept. 10 press release states, adding, â&#x20AC;&#x153;Although the

name of the donut shop is admittedly edgy, the shop itself is â&#x20AC;&#x201C; like its donuts â&#x20AC;&#x201C; wholesome and fun. The decor is bright pinks and reds, and adorned with posters of Marilyn Monroe, Betty Paige and their contemporaries. The young, upbeat staff â&#x20AC;&#x201C; both boys and

Some boycott – ‘Cash Mob’ descends on Naughty Girls

On Monday, Sept. 15, we called Naughty Girls partner, mom Natalie, about the reverse impact of the harassment and going public about that word-of-mouth boycott she has been dealing with for two months.

“It did increase our business, I don’t know – a thousand percent, I don’t know. But so many people came out to support Tiana. Saturdays haven’t usually been as busy, but this was equivalent of our grand opening – they came out of the woodwork,” Natalie said.

In fact, as reported by Dan McDermott in his website video report, one Naughty Girls donut endorsement came from what may be to some an unexpected source.

“When I heard there were so-called Catholics of Front Royal coming to boycott this place, after talking to Father Fasano of St. John’s Catholic Church of Front Royal, I came here and ordered a donut,” James Ciskanik says. He unexpectedly ran into three classmates on the same mission. This led to a Facebook posted photo of the quartet (Matthew Marcolini, Peter Zinman, Stephen Treacy and Ciskanik) in front of Naughty Girls with the caption “Catholic. Conservative. Going to Naughty Girls Donut Shop”.

Ciskanik pointed to the anonymous boycott letter signed “Local Catholics of Front Royal” aimed at this paper’s advertisers, receipt of five of which led Natalie Ramos to go public over what she perceived as two months of bullying of her and daughter Tiana’s business from similar, sources. – “Almost every single person I’ve talked to has said they don’t know who sent the letter, and

Catholics love this place and think it is fantastic.

“I was talking to Father Fasano a couple of days ago,” Ciskanik added of the chief parish priest of St. John’s Catholic Church in Front Royal, “and he said to me, ‘I don’t know what these ‘Catholics of Front Royal’ are talking about because I go to this place.”

Fasano’s estimate delivered to this reporter personally that a weekend Mass head count indicated “99 percent” of his congregation had no knowledge of a boycott of any of our advertisers, Natalie agreed that the source of the bullying Naughty Girls or any one else has recently endured likely comes from a very small minority of people with very BIG delusions of their own selfimportance.

“Definitely, I think that. It is a small group of people that want their voice heard. I mean, they even put a website up bashing Tiana. Who does something like that without doing more to find out who she really is and what she wants to bring to this community?”

We can only hope the threatened sweet-tooth boycott has the same im-

Remember those old AlkaSeltzerÂŽ commercials? â&#x20AC;&#x153;I canâ&#x20AC;&#x2122;t believe I ate the whooooooooooooooole thing.â&#x20AC;?

Well, I did.

Twice.

Monday night. Weâ&#x20AC;&#x2122;re having dinner at a lodge, our first meal in the Grand Teton National Park. I ordered the Wild Game sliders. Three small grilled bison/elk burgers and a side of sweet potato fries.

When the waitress brought the fries, my eyes opened wide.

The plate was gi-normous.

I discovered later sheâ&#x20AC;&#x2122;d given me an appetizer portion, not a side dish.

There was no way I could possibly finish all those fries.

I donâ&#x20AC;&#x2122;t typically eat big meals.

Iâ&#x20AC;&#x2122;m a grazer, just like the bison I was about to down.

Unfortunately, neither of my dining companions would be assisting me in this endeavor.

My wife isnâ&#x20AC;&#x2122;t big on sweet potato anything and my cousin had his own full plate of food to deal with.

Iâ&#x20AC;&#x2122;m a slow eater as it is. Just ask my wife or anyone else whoâ&#x20AC;&#x2122;s had to suffer through a meal with me. Put lots on my plate and itâ&#x20AC;&#x2122;s gonna take that much longer. My wife and cousin finished well ahead of me while I continued to slog away.

I was making progress on the fries even though it didnâ&#x20AC;&#x2122;t look like it.

I knew I should stop, but if I did, theyâ&#x20AC;&#x2122;d go to waste. I hate throwing away food. And so, I fought on, one fry at a time. It was as though I was in a slow motion eating contest. I wasnâ&#x20AC;&#x2122;t going to win, but I was determined to cross the finish line.

And with an overstuffed belly, I did.

Bthaaaaaaaaaaaaaaaaa.

Breakfast. Thursday morning. Same restaurant. I got the Prospector. Two eggs, scrambled, with a piece of ham and two large hotcakes. Large was an understatement. They too were gi-normous. The biggest Iâ&#x20AC;&#x2122;d ever seen.

Here we go again.

I shook my head.

There was no way I was going to down those suckers.

And just like last time, I was on my own.

I ate the eggs and ham first before tackling the hotcakes.

I cut up them up into small bites. Lots of small bites.

With only 25 to go, I realized Iâ&#x20AC;&#x2122;d used almost ½ the syrup in what had been a full container.

Oh my.

When I stuffed the last forkful into my mouth, I felt like a snake who dislocates its jaw to swallow something three times its size.

Bthaaaaaaaaaaaaaaaaa.

When noon rolled around, I wasnâ&#x20AC;&#x2122;t all that interested in lunch. My stomach was still working on breakfast.

Saturday morning. Two hours before sunrise. Weâ&#x20AC;&#x2122;re headed to the airport to catch our flight home. We hadnâ&#x20AC;&#x2122;t finished all the grapes that we were supposed to eat while hiking. â&#x20AC;&#x153;Bring them,â&#x20AC;? I told my cousin. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ll eat them in the car.â&#x20AC;?

There was more of them than I realized.

There was no way I was going to eat them all.

And I didnâ&#x20AC;&#x2122;t.

I couldnâ&#x20AC;&#x2122;t.

I gave in.

I gave up.

You can only eat the whole thing so many times.

Bthaaaaaaaaaaaaaaaaa.

Editor, I received 2 letters from a small sect claiming to be â&#x20AC;&#x2DC;Catholic of Front Royalâ&#x20AC;&#x2122; threatening to boycott my business...and they call themselves Christians. Do you even know the meaning of a Christian? If you are so secure in your faith, then why do you feel so threatened?

All newspapers are discriminating at one time or another. Does that make it true? But when you receive letter as such it does make a person wonder how false they really are. Could there be truth in what we read?

If it be Catholics, Muslims, Jews, any religion, politics, race... itâ&#x20AC;&#x2122;s what a person wants to believe. Most people donâ&#x20AC;&#x2122;t believe 1/2 of what they hear or read. As far as myself, a person well known in the community, your letter is despicable, evil & unethical for a â&#x20AC;&#x2DC;so called christianâ&#x20AC;&#x2122; to send out.

You should be ashamed of yourselves!

We live in a wonderful community filled with terrific people that are generous, caring & loving.

Ones that you can build a lasting relationship with, personal & business. And then there are a select few who get up in the morning and apparently donâ&#x20AC;&#x2122;t know what to get into. These people I feel very saddened for. As the advertisers and the newspaper in question (WCR) are Not going away nor are we being hurt as we will continue to survive! But the few select are only hurting themselves. For them, I feel very sorry for they are the unfortunate. They are the ones that will be hurt in the long run by their actions.

I am not ashamed to sign any letters that I may write as unlike the author or authors of the threatening letters mailed out to advertisers.

Assistant Superintendent for Instruction Jim Angelo says, â&#x20AC;&#x153;The grant coming from ExxonMobil and H.N. Funkhouser & Company will help fund an innovative program designed to help successfully transition rising ninth grade students to high school algebra I and earth science through a projectbased early start summer program.

The program will be piloted over five days next summer at Sherando High School with a goal of expanding it to James Wood and Millbrook High Schools as additional funding becomes available. Teachers will work with the students in the program to introduce them to math and science concepts from algebra I and earth science though hands-on investigations which may include water quality studies at Abramâ&#x20AC;&#x2122;s Creek, data collection activities at Sherando Park or environmental literacy activities at a local wetland

area. The program also will build positive teacher-student and student-student relationships which are important in helping students make a good transition into high school.â&#x20AC;?

Kathryn W. Hall Kathryn W. Hall was born in Akron, Ohio on May 5th, 1918. After living in Ohio for a short time, the family moved to Pittsburg and Carnegie, Pa for several years. Then they moved to Sperryville in Rappahannock County Va. She was the only daughter and had five brothers. When she graduated from Rappahannock County high school in 1936, she was only one of a four member senior class. She began her study of nursing and received her RN degree from Georgetown University in D.C. In 1941 she enter the US Army Nurse Corps. World War II had already begun and Kathryn was assigned to overseas duty. She was in Panama when she met her future husband, Lt. Col. Cloyd Hall. Kathryn married Cloyd between overseas assignments in Hancock county, Mississippi. They both were shipped to the South Pacific Theater where she was in charge of one of the hospital wards.

In 1945 Kathryn became pregnant with her first child, James, and was honorably discharged from the service as a 1st Lt. She moved to Georgetown in Washington D.C. where James was born. In the meantime her husband contracted tuberculosis and was first sent to a Va hospital in Fla. and then transferred to a Va hospital in Denver, Colorado. Kathryn moved to Denver waiting for him to get out of the hospital. After 18 months Cloyd got out of the hospital. He continued his education at Denver University and received a degree as a clinical psychologist. Kathryn went to Denver University where she received her B.A. and Masterâ&#x20AC;&#x2122;s degree in special education. She continued working in hospitals in Denver where her two daughters, Sharon and Connie, were born.

The family moved to Cloydâ&#x20AC;&#x2122;s home state of Tennessee and settled in Knoxville for several years where Kathryn worked as Director of Nursing Education at the Knoxville Presbyterian hospital.

Kathryn and her family moved from Knoxville to Fairfax county, Va where she began teaching special education children at Grant school in D.C. and later at George Mason Center in Arlington for the next 16 years. She continued her nursing career part-time at Arlington hospital and Mt. Alto Veterans hospital.

Kathryn had family ties in Front Royal for many years. When she moved to Northern Va, she and her family kept a vacation home on the Shenandoah river and spent summers and weekends there. She would sometimes work part-time at Warren Memorial Hospital when in town. When her husband retired the two of them settled in Front Royal and she continued working as a volunteer for the WMH auxiliary.

Kathryn has volunteered in the community for over 50 years. She was a member of the WMH auxiliary and had served as its president at one point. Her volunteer work at Samuelâ&#x20AC;&#x2122;s library also spanned 50 years. She is a member of the American Legion Post and is still the only female to have served as Post Commander there.

She is a member of the VFW. She is also a member of the Warren County Retired Teachers Association and at one time was President. Over thirty employers will be represented at the event. The enrolled employers are as diverse as the National Park Service, Sherando Family Fitness and Halliburton. In order to attend, each employer must have an open position that it will look to fill at the event. The January 2014 event had thirty four employers and was attended by over 200, with great success.

In addition to speaking with employers, attendees can attend a variety of informative workshops.

The federal resume writing workshop needs to be signed up for in advance due to the popularity of the program. There will also be a workshop on general resume writing. Veterans with felonies can find out how to get bonded, so they will be easier to hire. My Health Vet will be on hand to help veterans register for the medical side of the Veterans Administration. People, Inc. will be helping out veterans who need help with housing and/or food. LFCCâ&#x20AC;&#x2122;s Workforce Solutions helps veterans to go back to school. The Depart-

ment of Aging and Rehabilitative Services also will be on site. West Virginia University will have its service dogs on site. The University is looking for veterans who are in need of service dogs.

Plenty of other organizations will be on site to provide resources, including the VFW, Wounded Warriors, Averett University, Goodwill and James Rumsey Technical School.

Refreshments will be provided by Fit Food, Bob Evans and AMVET Post 18.

Third anniversary of Eastham ParkÂ

By Malcolm Barr Warren County Report September marks the third anniversary of the Eastham Park south of town and its popular subsidiary, the two dog parks.

By happenstance rather than planning, the otherwise unmarked event has nevertheless been highlighted by a long awaited resurfacing of the parking lot. This followed the cutting of excess trees and shrubs along the banks of the Shenandoah River, making the new park a popular venue for joggers, walkers, soccer players, and, of course, dogs and their owners.

It also wasnâ&#x20AC;&#x2122;t long before the skate boarding population discovered the smooth new surface of the car parking area.

Frederick County Crime of the Week - September 15, 2014 The Frederick County Sheriff’s Office is investigating several burglaries and grand larcenies that occurred between August 13 and September 7, 2014. In the 4300 block of Apple Pie Ridge Road, the residence was entered and two flat screen TV’s were taken; in the 800 block of Rest Church Road one flat screen TV taken; in the 1000 block of Rest Church Road, a flat screen TV, jewelry and cash taken; and at 3300 block of Apple Pie Ridge Road a flat screen TV, two computers and a drill were taken as well as the victim’s 200l Volkswagen vehicle, black in color.

Winchester Crime of the Week - September 8, 2014 The Winchester Police Department is investigating several burglaries from backyard sheds. Two occurred in the 1400 block of Kent Circle between August 31 and September 4, one occurred in the first block of West Whitlock Avenue between September 2 and September 3, and one occurred in the 2300 block of Valor Drive between August 29 and September 2. The locks to the sheds were either cut or missing completely, and lawn and garden equipment was stolen including weed eaters, leaf blowers, a chainsaw, and a tool set.

The vehicle is believed to have been used in a bank robbery in Hardy County, West Virginia on May 14 around 11 a.m. The suspects, a male and female, robbed Capon Valley Bank in Baker, WV and left in a blue Chevrolet Malibu.
