As a long-standing member of the Canadian Franchise Association (CFA), I have seen first-hand how Canada’s economy benefits from the franchising industry, which is driven in large part by members of our community. As Chair of the CFA Board of Directors, I have spent the past two years leading the charge in promoting and protecting the franchise business model in Canada. The dedication of our franchise system and franchise support service/supplier members, along with the individuals who keep franchised businesses running day-to-day, has fuelled the tremendous growth our industry has seen over the past year. By participating in the CFA’s excellent services and programming, our members lift themselves up while helping each other navigate unprecedented challenges.
The CFA strives to offer its members a diverse range of programming, which would not be possible without the collective franchising community driving us forward. The 2024 Accomplishments Report showcases the many successes made possible by CFA members and their dedication to selfimprovement and communal growth. In the past year, we have reached new heights within our four strategic pillars of community, education, advocacy, and brand awareness.
In 2023, to foster community and provide a space for networking and knowledge sharing, we continued to facilitate in-person events like Meet & Greets, our annual golf tournament, and Franchising Meets the Money, held live for the first time. Through these events, we created pathways for franchising professionals to network with their peers while staying on top of the latest trends in marketing, operations, and legal matters, to help bring their franchises into the future.
The CFA also promoted the franchise industry to provincial and federal governments through our advocacy work. We contributed to consultations on anti-poaching and wage fixing and were instrumental in the development of legal protections surrounding franchising. These included implementing changes to the Canada Small Business Financing Program and advising on the development of Saskatchewan’s Franchise Disclosure Act . Beyond that, we promoted the benefits of franchising to everyday Canadians throughout the year, and especially during Franchise Awareness Month—which resulted in more than 72,000 social media impressions.
As our programming for 2024 is well underway, I am certain that, together as an association and a community, we will continue to build the franchise industry into an increasingly robust and lucrative contributor to Canada’s small business economy. To continue this level of programming and success, we need all CFA members involved and engaged with the Association.
For me, being an active CFA member and participating in committees, consultations, Franchise Awareness Day, and many other initiatives has been the best way to make the most of my membership and make a difference. By engaging with your fellow members and the Association, you too can make your mark on the CFA’s future programming. More importantly, you’ll bring real areas of concern to the forefront, make meaningful and long-lasting connections, and best serve the broader Canadian franchising community.
CFA members can engage with the CFA at events across the country, including the CFA National Convention, which showcases the power of the CFA community through engaging educational sessions, roundtables, and networking. This allows members to grow their system to its fullest potential and take advantage of the full breadth of membership.
Everyday Canadians continue to choose franchising for the backing of strong, established brands. There are more opportunities than ever for franchisors and franchisees to find and create successful futures. The CFA is in your stead. With a sustained focus on community, we can make the dream of business ownership a reality for more Canadians than ever before.
As the outgoing Board Chair, it has been my honour to champion the growth of franchising in Canada and I am overjoyed to pass the torch to the next generation in franchising.
2023/2024 Chair's Message
For nearly 60 years, the Canadian Franchise Association has been a place for those who believe in the extraordinary influence that franchising has over Canadians far and wide, whether directly through small business ownership or its massive impact on the nation’s economy. I have been an active member of this community for more than 15 years, helping A&W grow across Canada.
Through the CFA, I have been provided many opportunities to step into mentorship roles for other entrepreneurs, and as your incoming Chair, I feel fortunate to be able to give back to this community just as much as I have benefitted from it.
This is the very nature of franchising; it can’t be done alone. Franchisors, franchisees, and suppliers are truly Growing Together® every time a new franchise location opens. This strengthening of our network yields possibilities for each of us, through the sharing of knowledge and by increasing the prominence of the franchising model. With every launch, we are showing prospective franchisees that this is a welcoming industry, with ample room for all who have a drive to succeed.
It's true that franchising is for everyone, and the CFA does a fantastic job of promoting this through its educational offerings, sought-after events, and advocacy efforts. Looking ahead to my term as Chair, one of my goals is to elevate the voices of our franchisors and franchisees, expounding the diverse range of opportunities and backgrounds found at all levels of the brands that encompass our membership. Leadership in any sector should be representative of the industry, and we have already begun making strides to reflect the community we represent, for the betterment of the CFA and our members’ businesses.
Remember that there is tremendous opportunity ahead for the CFA and our industry, but to achieve it, we all need to do our part. As a valued CFA member, reflect on the role you can play in advocacy—whether it’s attending a meeting with government, joining a committee, or simply helping someone understand franchising a little more than they do today. You have the power and ability to be an advocate for our industry. Consider the role you can play in strengthening our community—perhaps that means volunteering your time or attending an event. You are an important part of our community, and you can make it stronger. We are stronger together. Lean in and find the place where you can contribute and get involved. That is where the magic of the CFA happens. I’ve seen it, I’ve experienced it first-hand, and I know you will too.
These next two years will be full of exciting developments, at all levels of the Association. I look forward to evolving alongside you, our members, as we push forward our message that franchising is truly for everyone.

The dawn of a new year offers the unique occasion to be nostalgic for how things once were and simultaneously hopeful for what the future will bring. The same goes for our annual Accomplishments Report, in which we celebrate all we have realized over the past year while planning for the months ahead.
One of the ways we are supporting our members and the Canadian franchise industry is through our new strategic plan. For the first time in CFA history, we leveraged the expertise and opinions of our membership through focus groups, where members were given the opportunity to weigh in on the Association’s goal—to help everyday Canadians realize the dream of owning their own business through the power of franchising—and its plans to achieve it. This was a valuable project, and we were able to apply much of the feedback we received.
As a result, we updated our 2024-2027 strategic plan to include the following four pillars: community, education, advocacy, and brand awareness. This finely calibrated approach will allow us to focus on what our members have told us is most important to them, including the promotion of their individual brands and the intrinsic value of CFA membership.
Over the past year, more than 370 volunteers supported the CFA community through participation on committees, by contributing content to our publications and podcasts, and by otherwise being effective proponents of what our organization stands for. Join us in thanking these steadfast champions for their efforts over the course of the year—perhaps your name will be reflected among their ranks in the future!
Throughout 2023 our committees remained stringent in their objectives, and we are pleased to announce the addition of 14 new committees, bringing us to a total of 36, that are helping us mould the future of our industry. From working on important government submissions outlining the needs of our members to striving to create a level playing field through equity, diversity, and inclusion initiatives, these devoted specialists are a true asset to the CFA and its membership.
On the education front, we held 27 events with the aim of educating our membership, the public, and the franchise industry at large. At these events, we welcomed 286 speakers who offered their knowledge and best practices to those just entering the industry as well as to those considered wellseasoned veterans. We can confidently report that 2024 is on track to be even better, with lessons imparted from 2023 strengthening our resolve to spread the message that franchising is for everyone even further.
Our education opportunities have continued to grow, especially our Certified Franchise Executive (CFE) program, which has seen 25 graduates since its launch in 2021, with an additional
106 registrants in the midst of earning their credentials. In addition, we are pleased to report the launch of the CFE Recertification program, where professionals who bear the CFE designation can maintain their knowledge and build on the skills they have acquired in the first phase of their learning.
The 2023 CFA National Convention also broke records, with 520 registrations for this flagship event. Attendees benefitted from 79 educational sessions on a variety of topics to help them become the best franchisors they can be as they lead their teams and franchisees into the future.
Advocacy has always been an important facet of our Association, and 2023 saw many new and exciting developments on the government relations front. We continued to consult with provincial and federal governments to help guide upcoming legislation, and our grassroots events have gained traction. In fact, our 2023 Franchise Awareness Day was our biggest to date, where we participated in 28 meetings with high-ranking elected officials and public representatives. This momentum will continue into 2024, with more events and submissions already on tap.
The latest addition to our strategic plan, the brand awareness pillar, can already be seen and felt in the fabric of all CFA endeavours. From our growing social media presence, now with more than 21,700 followers and clocking an impressive 1.3 million impressions over the course of 2023, to our Franchise Canada brand, which reached an audience of more than 800,000, we have more avenues than ever to promote our member brands and to endorse the fact that when it comes to franchise opportunities, the CFA logo represents excellence in franchising and provides a trusted stamp of approval.
In summary, the future looks bright for our industry, and for our members. The franchise industry is a true Canadian juggernaut, contributing more than $120 billion to the country’s economy annually, more than $67 billion in franchise-related employment, and employing nearly two million Canadians.
To all the members who continue to carve out new and exciting ways to do business, we look forward to witnessing your growth in 2024—and supporting you every step of the way.

In the past year, the Canadian Franchise Association (CFA) has continued under its mission statement of Growing Together® to continue strengthening the franchising industry in Canada, growing the CFA member community, and connecting Canadians with franchise opportunities. In 2023, that meant working with our CFA community to adapt to the current economic landscape in Canada and to prepare for the upcoming changes that will shape the future of franchising. The CFA’s latest strategic plan, encompassing the pillars of community, education, advocacy, and brand awareness, is being applied at every level of the organization to help us better serve our members and the industry as a whole.
Last year’s key developments and accomplishments focused on growing our community of members, delivering learning opportunities, advocating on issues that impact franchising, and bringing more Canadians into the franchising fold. Along with these accomplishments were many “firsts,” which you’ll see highlighted throughout this section.
The CFA is focused on growing our membership and creating opportunities for our members to connect. In the past year, we provided our members with new programs and benefits, offered opportunities for members to share experiences and learn from one another, and developed strategic partnerships to help address member needs.
Created opportunities to connect. After being reintroduced in 2022, in-person networking events gave CFA members the opportunity to meet and connect with one another. Five Meet & Greet events were held across the country in the Atlantic region, Pacific region, and Ontario, along with the CFA’s ever-popular member golf tournament, which brought together more than 100 members at Caledon Woods Golf Club in Bolton, Ontario.
Celebrated franchise excellence. 2023 CFA award winners were celebrated at the Recogntion Awards Luncheon and Awards Gala, held at CFA National Convention in Niagara Falls, Ontario, and highlighted in our CFA publications. Welcomed new members. The CFA’s Membership Onboarding Committee helped educate members about the CFA and its offerings through monthly onboarding webinars, as the CFA welcomed 69 new franchise brands and 46 new support service/supplier members—an 18 per cent increase from last year—to our community in 2023. The CFA membership team also fielded inquiries from 276 contacts interested in membership.
Developed strategic partnerships. To help educate the leaders of tomorrow on the franchise industry, the CFA partnered with Humber College to deliver post-graduate education to its Entrepreneurial Enterprise students on the benefits and best practices of franchising in Canada. The CFA also continued its strategic partnerships with the International Franchise Association (IFA), MVF Global, Global Franchise magazine, and the Association for Corporate Growth (ACG).
Implemented the latest strategic plan. In the fall of 2023, the CFA finalized its new strategic plan outlining four pillars under which the operations and future plans of the Association will align: community, education, advocacy, and brand awareness.
Undertook a record number of interviews with members. Through the Franchise Canada Chats podcast, online videos, exclusive web content, Franchise Canada magazine features, and marketing campaigns, the CFA profiled and promoted more member brands than in any previous year.

The CFA is committed to providing our members with the tools and information they need for franchise success and to prepare for the future of franchising, from demystifying franchise law and offering expert insights to facilitating peer-to-peer support and sharing best practices. Enhanced the scope of our in-person events. The CFA reintroduced the annual Marketing Day event in 2023, which was then expanded to Marketing & Operations Day for 2024, with specialized programming developed to meet the needs of franchise operations. CFA Franchise Law Day evolved—and welcomed a record number of attendees—adding education-centred roundtable sessions with a focus on learning needs and solutions, in addition to lunchtime trivia, to increase camaraderie.
Modernized digital access for would-be franchisors. The Franchise Your Business program for business owners now reaches an entirely new audience with increased on-demand programming options.
Improved our digital education offerings. Our Learn & Grow webinar series expanded into a weekly lunchtime program held 50 weeks each year. Recordings of these and other virtual learning sessions are now available for self-paced online learning.
Brought our Elevate & Empower series to the masses. The program transformed from a one-day virtual gathering into a dynamic webinar series, part of our established Learn & Grow program.
Created real-world resources through our committees. The CFA’s Equity, Diversity, and Inclusion Committee began creating best practices and resources for the Association’s franchisors, franchisees, and supplier members.
Continued the growth of our CFE program. The “Canadianized” version of the Certified Franchise Executive (CFE) program, licensed from the International Franchise Association, reached 140 enrollments and celebrated the achievements of 25 graduates since launching in 2021.
Shared resources with community groups. Provided educational content to the Working Women Community Centre's settlement and integration programs.
The CFA continues to work tirelessly to elevate the franchise industry in the eyes of provincial and federal governments. The economic impact of franchising cannot be understated, and the CFA’s programs, contributions, and recommendations ensure that holders of power across the country recognize its value.
Held key meetings with government representatives across Canada. The CFA hosted its biggest Franchise Awareness Day to date, with 28 meetings held with elected officials and staff.
Provided consultations to government to effect upcoming policy. The CFA provided a submission to the Government of Canada regarding the 2024 budget, to the Government of British Columbia regarding employment rights for gig workers, and to the Government of Saskatchewan regarding employment standards.
Implemented changes to small business financing. The CFA successfully lobbied to make changes to the Canada Small Business Financing Program (CSBFP). The program began allowing franchise fees, incorporation costs, and working capital costs to be financed as a term loan.
Protected the rights of franchisors and empowered franchisees. The CFA contributed to consultations in the Competition Bureau's rules on anti-poaching and wage fixing. This resulted in several important changes to the final guidelines.
Contributed to a joint letter regarding the St. Lawrence Seaway Strike. The CFA was instrumental in ending a labour disruption responsible for $34 million in lost economic activity per day. In accordance with the Canadian Chamber of Commerce, the CFA submitted a joint letter urging the government to reach an agreement and end the stoppage. Shared the franchise success stories of everyday Canadians. During Franchise Awareness Month in June, the CFA emphasized our members’ contributions to their communities and to the Canadian economy. Franchise Awareness Month shared information and celebrated the benefits of the franchise sector, resulting in more than 72,000 social media impressions.
Advised on the development of laws governing franchising. Representatives of the CFA provided insight on Saskatchewan’s introduction of franchise disclosure legislation. Saskatchewan’s Franchise Disclosure Act , 2023 was introduced on November 14, with several of the CFA’s suggestions included in the bill.
Kept CFA members in the know. The CFA sent out 55 advocacy updates to members in 2023, keeping them up to date on current affairs, legal developments, and economic news, while sharing other relevant news with our engaged audience of franchisors.
Part of the CFA’s work is to educate the general public about the benefits of franchising as a path to self-employment, and to connect prospective franchisees with opportunities. The adapted final pillar of the CFA’s strategic plan, brand awareness also extends to increasing the industry’s understanding of the value of CFA membership in our pursuit to attain more members and promote the Association on national and international levels. Through magazine and website content, social media, tradeshows, podcast episodes, videos, and public relations efforts, we continued to promote franchising and increase awareness of opportunities for Canadians to realize their dream of business ownership.
Promoted franchising to those seeking self-employment opportunities. Through Franchise Canada content, social media, public relations, and educational seminars, the CFA educated our audience about the franchise business model, highlighting its strength and resilience.
Shared franchisee success stories. We highlighted the stories of Canadian franchisees who are continuing to find success in the pages of Franchise Canada magazine, which garnered nearly 90,000 digital impressions over six bi-monthly issues. Our exclusive web content, social media platforms, the Franchise Canada Chats podcast, and Franchise Canada TV videos also allowed us to reach new and diverse audiences.
Generated leads for our members. Through all of our brand awareness properties, we provided 29,565 leads to our CFA members.
Grew our general public audience. We reached an audience of more than 800,000 prospective franchisees through our brand awareness program in 2023 (not including media impressions on social media posts about brands). We grew our Franchise Canada E-News/magazine audience to more than 37,000 active and engaged subscribers and increased our social media following to more than 21,700 followers.
Created media interest in franchising and its many opportunities. This year, our public relations efforts resulted in more than 111.3 million positive media impressions.
Reached the next generation in franchising. The CFA provided education on franchising to the next generation, including university and college students.
Connected prospective franchisees with opportunities through Franchise Canada tradeshows. This year, more than 18,000 people registered to attend our three Franchise Canada Show tradeshows, held in Toronto and Vancouver, along with our Franchise Discovery Day in Calgary.
Distributed the FIRST CFA regional and provincial supplements, highlighting the benefits of franchising in different regions across the country, and including available resources for entrepreneurs

Building and maintaining a robust, active community is the first and most important pillar of the CFA’s strategic plan. This facet of the organization is improved upon year over year through membership acquisition as well as programming to help facilitate networking and connection amongst our members.
Over the course of 2023, the CFA helped foster those invaluable relationships by hosting in-person networking events like Meet & Greets, our annual golf tournament, and Franchising Meets the Money, which was held live for the first time. Our new CFA Membership App, introduced at the 2023 CFA National Convention in Niagara Falls, Ontario, provides unprecedented access to on-the-go resources for members, including a member directory, which provides easy access to other community members. The release of our 2024-2027 strategic plan also reinforced our commitment to improving opportunities in the Canadian franchise industry, both for our current members and for those considering business ownership through franchising.

When it came to revamping our strategic plan for 2024-2027, we solicited feedback from our members for the first time, and they delivered! Thanks to the input and insights of our first-ever CFA Strategic Planning Committee, the CFA Board of Directors, and member focus groups, we finalized and released the plan on January 1, 2024. This new direction, as reflected in these pages, will allow us to better serve our members and achieve our goal: to help everyday Canadians realize the dream of owning their own business through the power of franchising. We also added our CFA vision statement (the north star for where we will be in 10 years) to the strategic plan: to be the enduring, inclusive and representative, indispensable community for franchising in Canada.

Our 2023 Meet & Greet events allowed members to connect and engage in both casual and formal formats. Attendees participated in conversations on topics such as the latest challenges, opportunities, and legislation affecting the franchise industry, while taking the time to celebrate the successes of fellow CFA members.
The CFA held several in-person Meet & Greet events in Ontario, Atlantic Canada, and Pacific Canada, along with the annual Holiday Social hosted by the CFA in November 2023. We were fortunate to be welcomed to Halifax, Nova Scotia, for the inaugural Atlantic region Meet & Greet, where members on the east coast were able to chat, relax, and network in style.

We saw the return of the CFA CEO Circle in the form of the first-ever virtual town hall sessions, which took place September 11-12 and December 13-14, 2023. During these virtual town hall sessions, 40 attendees networked with other industry executives and debated, debriefed, and learned about trending topics such as the state of the economy in the face of rising inflation, with an emphasis on how it affects the franchise industry.
On June 27, 2023, we hosted more than 100 members at Caledon Woods Golf Club in Bolton, Ontario, for a day of fun and fellowship on the fairway. The event was made possible by 22 generous sponsors and the cooperation of the weather.
Exclusive to franchisors and industry suppliers, our golf tournament is designed to help franchise leaders make business connections and enjoy friendly competition, all while supporting the CFA’s advocacy work.

Providing education to our more than 550 corporate members, prospective franchisees, and the broader franchise community is a top priority for the CFA. Through a wide range of educational events and resources, we aim to share the latest information and best practices, foster franchise growth, and forge partnerships.
Following the reintroduction of in-person events in 2022, the CFA made the most of the industry’s increased interest in networking and education opportunities by expanding upon its live sessions in 2023. This includes the CFA National Convention, held April 1-3, 2023, in Niagara Falls, Ontario, under the theme “Future Forward: Building Tomorrow Together,” where members learned, grew, and celebrated in unity.
To better reach members who cannot attend our in-person events, more live digital and on-demand offerings were added to our online education menu, such as our Elevate & Empower series, which morphed from a one-day event to an ongoing facet of our Learn & Grow webinars. Notably, our Certified Franchise Executive (CFE) program continued to garner interest and praise, with new graduates becoming alumni each year, and the addition of a CFE Recertification program, to help certificate holders stay up to date on the latest in franchise best practices.

The CFA National Convention, the premier franchising event in Canada, saw a marked increase in registrations in 2023—73 per cent more than the previous year.
Under its “Future Forward: Building Tomorrow Together” theme, delegates had the opportunity to network, exchange ideas, and benefit from the expertise of leaders in the franchise industry as they collectively looked to the future, sharing recent challenges and examining how to thrive once beyond them.

On September 21, the CFA once again hosted Franchise Law Day at the Old Mill Inn & Spa in Toronto, with a robust and thought-provoking schedule of keynotes, roundtables, and interactive sessions led by the country’s leading franchise lawyers. Under the theme of “Building for the Future,” keen insights into critical issues facing franchisors, suppliers, and franchise lawyers in the ever-evolving franchise landscape were delivered in an engaging format, with lively discussions rounding out a full day of learning. This year’s event also achieved recordbreaking registration numbers!

Delivered in person for the first time, our Franchising Meets the Money event provided franchise owners and visionary leaders with the knowledge, insights, and connections they need to unlock the full potential of their businesses. Through three sessions and one keynote, along with a prime networking opportunity, attendees walked away empowered to take their business futures into their own hands, thanks to knowledge shared by a selection of leading experts.
Three virtual Franchise Your Business seminars took place over the course of the year, providing valuable information for business owners interested in franchising their brand quickly, cost-effectively, and successfully. Experts at these virtual events included those in the consulting, legal, accounting, and marketing fields, with appearances by franchisors who shared lessons learned from their journeys.
2023 saw the evolution of our exciting partnership with Humber College through which the CFA provides educational content and presentations to students in the school’s Entrepreneurial Enterprise graduate certificate program. Topics focused on an introduction to franchising and provided attendees with an authentic perspective on what it means to be part of the Canadian franchise community.
The CFA has partnered with the International Franchise Association (IFA) to proudly bring the Certified Franchise Executive (CFE) Certification Program to Canada. The CFE program sets the highest education standards for individuals and organizations, empowering franchise executives, managers, and small business owners to accelerate growth. CFE certification signifies a commitment to elevated professionalism, setting new industry standards for franchise training.
The CFE program prioritizes individual needs, respecting each participant’s unique journey within the franchise landscape. For emerging leaders, it imparts essential small business skills, while established professionals will find tools for fostering enterprise growth. Successful completion leads to CFE certification, which exemplifies a commitment and passion for franchising and the franchising community.

The CFA’s advocacy team is the watchdog for the regulations, government programs, and emerging issues in franchising, and in 2023, this role was more important than ever. The advocacy team worked tirelessly to ensure decision makers at all levels of government understood the franchise business model and the important role it plays in supporting the Canadian economy and the livelihoods of the nearly two million people who are employed in franchise businesses.
Both in-person and virtual meetings with government representatives have allowed the CFA to continue emphasizing our value within the halls of power across Canada. We held our biggest Franchise Awareness Day on May 31, where CFA members conducted 28 meetings with Ministers, Members of Provincial Parliament (MPPs), and senior staff at Queen's Park. We raised many issues important to members, including common employer, changing workforce demographics, and the impact of legislation and current affairs on small businesses and the entrepreneurial Canadians who uphold them. Throughout the year, the CFA and its members engaged with the federal and provincial governments through pre-budget consultations, the review of employment rights for gig workers in B.C., the modernization of The Saskatchewan Employment Act and Ontario's Employment Standards Act, and the introduction of franchise disclosure legislation in Saskatchewan. The CFA continues to engage with the government on these files, most notably our continued engagement with the Government of Saskatchewan as it continues to work on enacting franchise disclosure legislation.
The CFA also celebrated policy wins throughout 2023. In April, the CFA and its members successfully lobbied the Competition Bureau to amend its draft guidelines regarding anti-poaching and wage fixing by recognizing the importance and legitimacy of labour-related restraints in various business agreements and arrangements, including franchise agreements. The Competition Bureau’s final guidelines conclude that they will generally not pursue a criminal investigation unless the wage-fixing or no-poaching clause in issue is clearly broader than necessary (or the underlying business agreement or arrangement is not legitimate).
• Held the largest Franchise Awareness Day to date, with 28 meetings with elected officials and public representatives

The CFA’s advocacy work, led by the dedicated members of the Competition Act Working Group (Davit Akman, Darrell Jarvis, Scott Munnoch, and chaired by Larry Weinberg, senior partner of Cassels Brock & Blackwell LLP), played a pivotal role in shaping the final guidelines. The contributions made through the consultation process resulted in several important changes to the draft guidelines, including:
• Recognition of Franchise Agreements: The final guidelines acknowledge the importance and legitimacy of labourrelated restraints in various business agreements and arrangements. Franchise agreements have been added to the list of business agreements, alongside merger transactions, joint ventures, and strategic alliances, where the Bureau will generally not pursue a criminal investigation unless the wage-fixing or no-poaching clause in issue is clearly broader than necessary (or the underlying business agreement or arrangement is not legitimate).
• Clarification on Agreement Reaffirmation: The final guidelines provide clarity on when the Bureau will consider parties to have taken steps to reaffirm or implement an agreement made before June 23, 2023. It specifies that at least two parties must reaffirm or implement the restraint for the Bureau to establish the consensus or meeting of the minds required before a finding of liability can be made, alleviating concerns about liability triggered by one party’s action.
• Protection for Franchisees: The final guidelines abandon the draft’s position that separate franchise agreements prohibiting franchisees from poaching each other’s employees would, in and of themselves, likely breach the new no-poaching prohibition. Instead, the final guidelines clarify that franchisees’ awareness of parallel standard franchise agreements will not raise concerns, unless there is evidence of an intention between franchisees to enter into a no-poaching agreement with each other.
• Empowering Franchisees: The final guidelines confirm that franchisees generally have the ability to establish systems among themselves to recoup training costs from a poaching employer. However, the compensation must be reasonably related to training costs and not disadvantage employees’ opportunities relative to external candidates.
• Scope of Wage-Fixing Prohibition: The Final Guidelines have not provided clarification on the scope and application of the wage-fixing prohibition. The Bureau says the prohibition applies to agreements between unaffiliated employers in respect of “terms and conditions” of employment that could affect a person’s decision to enter into or remain in an employment contract. The Bureau has indicated that it may revisit these guidelines in the future, taking into account experience, changing circumstances, and legal developments.
In October, a labour disruption shut down the St. Lawrence Seaway and caused further damage to supply chains still recovering after the lasting effects of COVID-19. The shutdown affected 66,000 Canadian jobs and was responsible for $34 million in lost economic activity per day.
In response, the CFA participated in a joint submission with the Canadian Chamber of Commerce and 39 other Chambers and Associations, urging the government to work closely with all parties to reach an agreement to end the work stoppage. The full joint letter is available in the Advocacy section of the Members Only Area at cfa.ca.
In June 2023, the CFA highlighted member franchisees in our Franchise Awareness Month campaign. As local small business owners, we emphasized the focus on their community and economic contributions. Throughout the month, we drove this key messaging about franchising via social media and the CFA’s weekly email campaigns.
Franchise Awareness Month helped raise awareness among all Canadians about the franchise industry, from sharing success stories about franchisees and celebrating the philanthropy that franchisees provide to their communities to educating about the various franchise sectors, and more.

The 2023 Franchise Awareness Day took place on May 31, 2023, at Queen’s Park in Toronto, Ontario. Representatives of the CFA met with officials from the Saskatchewan Ministry of Justice and Attorney General to provide advice on the province’s intention to bring forth franchise disclosure legislation. In August 2023, an ad hoc committee was formed, including Darrell Jarvis (CFA General Counsel), Andraya Frith (Chair of Legal and Legislative Affairs Committee), Larry Weinberg (Past General Counsel), Sherry McNeil (CFA President and CEO), and Derek Robertson (CFA Senior Manager, Government Relations), to prepare the CFA’s advice to the Government of Saskatchewan. The submission focused on industry best practices for franchise disclosure requirements. On November 14, 2023, the Government of Saskatchewan introduced The Franchise Disclosure Act , 2023, and the committee was pleased to see several of the CFA’s suggestions included in the bill.
Since then, the CFA has continued engaging with the government as the bill becomes law and as the regulations are drafted to ensure that Saskatchewan is a franchisefriendly jurisdiction.
After several years of advocacy, the CFA successfully lobbied to make key changes to the Canada Small Business Financing Program (CSBFP) to better help franchisors and franchisees. These changes to the Canada Small Business Financing Regulations came into force on July 4, 2022. Through the changes, the CSBFP began allowing intangible assets (franchise fees, incorporation costs, permits and licences, etc.) and working capital costs to be financed as a term loan. In November 2023, the CFA participated in the federal government’s review of the implementation and effectiveness of the 2022 changes. Due to the strong feedback from many CFA members, the organization was able to highlight areas where more education to the general public and guidance to the financial institutions that administer the program were needed.
The CFA sent out 55 advocacy updates to members in the past year, keeping them up to date on current affairs and political news, government programs, economic news, and any other news or resources that may be helpful for franchisors and franchisees.
Advocacy is always about looking forward. In the coming months, we’ll continue to raise awareness about the franchise business model and the positive impact it has on the Canadian economy and will also fight to ensure government regulations and programs don’t negatively impact franchise businesses.
Key items on our list include access to labour for franchisees and franchisors, access to capital, common employer, burdens of small business (taxes, minimum wage, Ontario's Employment Standards Act , The Saskatchewan Employment Act), ensuring a fair playing field for franchised businesses under environmental legislation, and educating public officials about franchising.

The CFA’s brand awareness program helps our members emphasize their standing in the Canadian business landscape. It also provides education to the general public about the franchise business model as a way to make their business ownership dreams come true, and provides the resources, tools, and expert advice to help them successfully launch their franchise business.
In 2023, the Franchise Canada brand continued to play a key role in providing information about franchising and CFA member brands to prospective franchisees, reaching an audience of 802,163. Three Franchise Canada tradeshows and one Franchise Canada Discovery Day took place in three different regions throughout the year, where members connected face to face with prospective franchisees for their brands. We also continued to evolve and grow our content across all channels. Our primary promotional newsletter, Franchise Canada E-News, was received 358,907 times, over 19,000 more times than in 2022. We shared our member brands’ excellent success stories with more than 23,000 Franchise Canada E-News subscribers and 14,896 Franchise Canada E-Blast subscribers.
We also developed new social media strategies that helped grow our social media followers by 12 per cent to more than 21,700 and generate 1,288,658 impressions, a 36 per cent increase over 2022. PR campaigns helped to shine the spotlight on franchising, especially by showcasing successful franchisees, and achieved 111.3 million positive media impressions.
• Grew our Franchise Canada audience by 68 per cent, to 802,163 engaged prospective franchisees
• Increased our CFA social media presence to more than 21,700 followers
• Sent more than 358,000 franchise success stories via Franchise Canada E-News to 23,000-plus subscribers and more than 14,850 E-Blast subscribers
• Launched CFA Regional Supplements to spotlight franchising in different parts of the country, and the CFA Franchise Spotlight 23 , including the CFA Leaders List, to help members raise awareness for their brands, including the people behind their success
• Received funding from the Government of Canada through the Aid to Publishers grant in July 2023
• Achieved more than 111 million positive media impressions
Throughout 2023, the CFA implemented various features on LookForaFranchise.ca—our official online franchise directory—to enhance the user experience and visibility for advertising brands on the website. This included the introduction of a new bi-monthly newsletter showcasing featured brands. The CFA team also implemented search engine optimization (SEO) for all 64 franchise category pages. LookforaFranchise.ca has continued to grow and has become an important brand awareness tool, generating an average of 39,296 unique visitors monthly.
Each issue of Franchise Canada magazine is published on FranchiseCanada.Online, which received almost 131,905 page views in 2023. All Franchise Canada content is also promoted to the CFA’s 21,700-plus social media followers and in Franchise Canada E-News to our more than 23,000 subscribers.
The digital Franchise Canada magazine flipbooks are highly interactive products, with a collective 112,554 impressions and 17,503 reads in 2023.
Franchise Canada Online improved its digital presence by increasing its focus on SEO and prioritizing high-volume storytelling on our website.
Franchise Canada TV (FCTV) introduced our audience to franchisees and franchise professionals from CFA member brands. They shared personal experiences, challenges, and successes through video interviews, franchise walkthroughs, and grand-opening events. Viewers found value in this presentation, viewing FCTV videos over 20,000 times in 2023, a 144 per cent increase over 2022. In 2024, Franchise Canada will continue to provide unique, exclusive content that showcases the vibrant community of Canadian franchise professionals.
With even more registrants than its 2022 predecessors, the three 2023 Franchise Canada tradeshows, one held in Vancouver and two in Toronto, attracted engaged prospective franchisees interested in learning how to make their business ownership dreams come true through franchising. In addition to seminars addressing some of the most pressing questions from those new to franchising, attendees had the opportunity to meet and learn from 149 exhibitors in a variety of sectors across the tradeshow floors. We also launched Franchise Discovery Day in Calgary, providing a more intimate setting through which to connect directly with member franchise brands.
In 2023, the CFA launched additional Franchise Canada products to provide new ways to educate and promote franchising to the general public. In the Regional Supplement series, Franchise Canada highlighted the impact of franchising in five Canadian regions, while also offering resources to help prospective franchisees kickstart their franchise journeys in those areas. We also took the opportunity to highlight featured members and leadership in the CFA Franchise Spotlight 23 and the CFA Leaders List, which was printed for the Franchise Canada Show Toronto in Fall 2023 and Winter 2024. These free resources help bolster the impact of our member brands and maintain the presence of the CFA among the general public.
The CFA has continued to promote franchising and advocate for the issues that affect our members through public relations work. We focused on promoting the power of franchising:
• as a business opportunity for aspiring entrepreneurs
• as a valuable economic force
• as a job creation tool
• as a way to give back to the communities in which franchises operate
• as a driver for political change
We achieved this by sharing franchisee success stories, providing information about available opportunities, and sharing resources to help prospective business owners find success through franchising.
These opportunities resulted in media coverage and the reposting of our media releases to a wider audience, totalling 111.3 million media impressions in the past year.
We established a range of successful social media campaigns to help reach more followers and fuel the growth of the CFA’s digital properties.

Our annual CFA Awards Program celebrates the foundation of Canadian franchising by recognizing excellence across the industry. Participation is free and exclusive to CFA members, with winners receiving free editorial in Franchise Canada, bonus media coverage, and a powerful marketing tool to recruit franchisees.
The awards program includes the Awards of Excellence, Franchisee of the Year, Franchisees’ Choice Designation, and Recognition Awards.
Introduced in 2011, the Franchisees’ Choice Designation recognizes CFA Awards Program participants who have achieved a score that exceeds the benchmark established by the CFA and have demonstrated excellence in franchisee relations, teamwork, and communications.
